I believe that we all embody the spirit of, I care for Detroit, the acronym, the letter I having a heart for the people and having a heart for the city. I'm reminded of the entrepreneurial years that my parents served the city on Livernois Avenue, between 1977 and 2000 operating out of 8136 Livernois CNM, collision for many years. So this is a city that is rooted in hard work, entrepreneurship and doing as much as we can to help each other, and which is evidence today by the city council. And after looking at a 500 page agenda, I'm not going to say much more, but, but thank you, and I hope that our work not only impacts the 40,000 home bound in Detroit, but we serve as a model for the rest of the nation about how to reach out and help those that are homebound and underserved. This resolution is to separate the city of Detroit from presidential executive order, 14, 288, and begins as this, and my colleague will follow where I don't complete it, whereas Donald Trump Jr signed a senior signed a presidential executive order, 14, 288, titled strengthening unleashing America's law enforcement to pursue criminals and protect innocent citizens on April 28 and whereas this order advocates for the removing of checks and balances on Police Conduct, encourages more aggressive conduct and ending consent agreements across the nation. And whereas this order calls for deployment of, quote, military and national security assets, including personnel, to be used to fight crime, and whereas the employment of the military for such uses outlawed by the 1878 Posse Comitatus Act to protect self governing local units of government from being dominated by federal ovary.

Therefore, be it resolved that the city of the city of Detroit Council oppose any corporation with any plans to alter police community relations in our city through this executive order or similar federal initiative, and be it further resolved that the city of Detroit oppose any deployment of military force on the streets of our city unless this body, the mayor and the governor, determine that there is an emergency of such A magnitude that it becomes necessary.

Similarly, I am also here to speak in favor of the resolution raised by the Anti Fascist organizing coalition that urges city council to oppose Trump's plans for martial law and to not cooperate with Trump's fascistic plans, like on Thursday in Los Angeles, where ice violently arrested SEIU California President David Huerta for simply exercising his basic constitutional rights and defending working people. We need our political leaders to take a firm stand in defense of all workers, whether they're immigrant workers or not. Thank you.

I'm here to urge you to pass a resolution to not cooperate with martial law, with what we see going on in LA I'm deeply concerned that we underestimate how comprehensive the forces that have marshaled to do what they are doing, just using immigration as a first step, but creating an environment where everything in this country is up for grabs. If we do not start now to draw lines in the sand and push back, I think the country will be gone within a couple of years in the way that we have known it. So I cannot overstate how important it is to not just continue with business as usual, but to see what is coming down that has been mobilizing for 50 years to overturn what we have known States of America. Detroit has long been a city of diversity, of inclusion and of immigrant communities who helped build its foundation from the southwest to Dearborn, declaring Detroit a sanctuary city would mean formally limiting our city's cooperation with federal immigration enforcement. We urge the city to adopt clear language prohibiting the collection or sharing of immigrant status by city agencies unless required by law, the use of city funds personnel or facilities to assist ice operations and any detention of individuals based solely on ice detainers or administrative warrants. Cities like Denver, New York and Chicago have adopted such policies through local ordinance, and Detroit should do the same. And I don't know if I need to bring on director Perkins, but do we have an idea of how the parks will operate for the fireworks this year? Thank you, Madam Chair, yes, ma'am. So in the viewing area, which is the area outlined in the superseding ordinance, the parks will be shut down in that specific area. Outside of that our city parks will be governed by the standing curfew ordinance here in the city, the ones outside of the boundaries will shut shut down at normal time, yes, at 10pm That's correct. The ones within the immediate area will shut down at what time they will be shut down there will access will not be allowed beginning at 8am on that Monday, okay? And you have a list of those parks that Yes, ma'am, I do, and Dave will also, should this be approved, we have a media campaign as well to identify and outline those seven parks that would be impacted, okay, just
moving forward, because I know this was a big thing, you know, last year around access to the fireworks, and everyone is not going to be able to go down to the four fireworks. It just is not going to happen. And having that as a space where people can gather with friends and families, I know Erma Henderson and park, I think was one to be able to watch the fireworks. How are we moving back in that direction to provide coverage by DPD and others to make it a safe and family fun event for people to come and watch the fireworks at our parks. I don't want this to be a consistent pattern. Essentially what I'm getting at, I understand now, we've had some issues, and we have, you know, the ordinance in place for the curfew, but if we continue to do it, then it'd be a consistent pattern of shutting the parks down versus, you know, figuring out how we can allow them to open up in a safe way. So what discussions are taking place to ensure that this is not kind of every year, but we're building the capacity if there's volunteers. Do we prove CVI groups? Do we get community involved to allow us to open up our parks during this time? Madam Chair, just to give some background, we our commitment to this body as recent as last year, when I came before you, was to assess each each firework and see if there was areas of opportunity that we can foster that safe environment, create that safe place that we can in this core value area, or this
central viewing area for the show the boundaries that were originally introduced. We did our best to incorporate that, but in looking at the safety plan, which would include resources, extensive resources that were even discussed at PHS, we are not in that place. Chair Santiago Romero even mentioned when we were in session yesterday, perhaps some corporate partners as well, everything from the amount of barricades or bike racks that we would need, looking at the expansion of just the two parks that we originally considered, we needed probably an additional 600
bike racks. That way we can create that safe space for weapon screening
and things of that nature. Our CBI groups are on board. We've talked to them last year. They were present. They've made that
same commitment this year to be down. So I only share that with you that we are continuing to work, continue to find resources to get to that place that you just so mentioned. Man, okay, and just maybe we can, you know, do a call to action. We oftentimes talk about, you know, violence in our city, not just being a law enforcement issue or an elected official issue. It's a community thing, and there's a lot of people who want those spaces to be open to the public, and so maybe all of us as a community to come together and ensure that those are places where
we can congregate and have a good time and watch the fireworks, because I think it should be accessible for everyone. So hoping we can continue these conversations and ensure, moving forward, we can open those up.
Now, in the past, we did have them. When did this start again? When we shut
them down? Was it last year when it kind of started in light of the Madam Chair? This is been pre COVID. When we've shut
these parks down, it was pre COVID
that we had the seven parks closed, yes, ma'am, but it just wasn't until, I think, last year, when it kind of became a big Yes, ma'am. And to the point that you mentioned that place that you want us to arrive, Chief Patterson gave an example yesterday at PHS. There was a time in the city where we also had the superseding curfew in October known, what was originally known as Devil's Night, then turned to angels night. And now it's Halloween in the deep and that curfew is gone. So we continue. We look forward to it, and our commitment, we now partner with the community to make it an enjoyable event here in the city, and that is our goal, to get to that place with the fireworks as well. Man. Okay, I appreciate that, and I can definitely foresee this being the exact thing which you just mentioned with Devil's Night turning into what it is today. Hopefully we can continue to work to transition and get rid of that DPD is committed to doing just to get to that point. So thank you all for your commitment to that council member Young.
Thank you, Mayor. President, always good to see you, sir. Excuse me, I wanted to ask you, where is the state in all of this? Because two of the biggest parts that we have is Belle Isle and also William Miller. And so, are they sharing resources with you? Are they sharing bodies with you? Are they sharing intelligence with you at all? Yes. Are they providing programs to these folks to be able to participate in? Because I remember the place where a lot of folks used to go gather. Was right over there below. And they all used to go over there, hang out, then they crack down on everybody in there and start locking everybody up and that stop. That's part of the reason why you have people that are going to these other parks. Now, they used to go over there. I remember, either way back in the day, they used to go over there and little low riders and all that, and go
right over there. Of the lot, you can just see them in a line. And they don't do that anymore, because it's part of the crack narrative state. So what is their role in this at all? Through the Chair, the Michigan State Police slash DNR have been formidable partners as it relates to the fireworks. Belle Isle is open and it is available for viewing to our residents. Access to the island starts at 2pm and then they're allowed on there to the island reaches capacity, and then that point it is shut off. Millican park is closed, and it will not be available for viewing. But below is they share information as well as traffic flow, crowd. There's an opportunity to blend resources, not even so much. Well, it is a part of public safety, but say there's a medical emergency, it's the DNR that are reaching out to our city, EMS that will go and respond to those issues. So we have a partnership that has been working very well to answer your question, sir, in my final question, what is their approach? What is their attitude when people come on the park, are they are they welcoming? Is it opening for people to go in the park, or are they using this as an opportunity to be able to look at certain people? Are they more welcoming to some people, or they are other people? The reason
why saying this is because I don't want to see I want a situation where people, if you know, basically, I want a situation where what they do is based on your behavior. If you're cool and you do the right thing, they're doing the right thing. Now you go in there and do things that are not right. People going to respond, you know, it's kind of like they all say, you know, you violate. We're going to demonstrate. And so I just want to know, what is that relationship? Is it welcoming? Are we saying, Come on in here and enjoy it? Or Or is it, we're going to be welcoming, but we also are going to use this to be able to profile certain people and crack now and other people. God, think that
mentality kind of goes against what you're trying to do for that day. You want to be a little bit more relaxed, because everybody wants to be there enjoying the fireworks. And if you are more relaxed, does that require more resources law enforcement? Does that require more screenings? Do they require more checks that you have to do financially, or that they have to do or not? To answer your question as intelligently as possible? Councilman through the Chair. I'm sorry, when seeing the Michigan State
Police deploy on fireworks?
They have an increased presence. I've seen it welcoming. Everything that you've mentioned that you've seen in the past, from fireworks to low riders. Have seen some RVs. I've seen families enjoying it. As it relates to it being welcoming, I am unaware of a discriminatory policy that that they have has not made any it has not made our way to DPD as it relates to anything as to what you just mentioned, sir, but I don't want to speak for them. The reason why I'm saying it because if it's more of a closed off policy, you got to take up the slack for that. You don't think you got to fill those holes I'm about to ask you to bash anybody. I'm just saying that's something that you might want to consider. But I think they would relieve a lot of pressure if more people feel comfortable going to that park and be there for that I think it'd be allow you to be able to at least have people the place to go. If you're shutting down other parts of safety, at least the largest part that we have in the city, people will be able to go enjoy so I just want to say that thank you sir. Thank you sir. So just really want to encourage all of us, if we are talking to any of our corporate partners, to begin to plant the seed, to see if anyone is able to support us, either donations or helping us with the supplies needed to be able to open up spaces for everyone, especially for young folks at our parks. anyone from watching the fireworks, but I will say that safety, I believe, is paramount first and foremost, particularly when we're talking about youth, when we're talking about children, and we're talking about large crowds here in the city, I do think we'll have the ability to
get where we want to be, where we can open that up to everyone, but it takes time, and it takes resources, and it takes organization and collaboration to be able to do that. But I did want to thank you publicly, publicly on the record. I know we had a conversation on how we can open it up, and you were saying, you know you wish you could,
but we want to make sure that our residents remain

Whereas Michigan Senator Michelle Ortega recently introduced Senate Bill 292 which would amend the Michigan Property Tax Act to exempt Michigan residents age 70 and older from paying property taxes on their property residences, and whereas, according to the US Census, Michigan residents aged 65 and older represent around 20% of the Michigan population and the proportion of senior residents is expected to increase over the coming years, and whereas in 2023 over 10% of Michigan adults, age 65 and above, are living at or below the poverty line, and a recent poll showed that more than 50% of Michigan adults 50 and older reported having financial stress, and whereas many Michigan seniors live on a fixed income and rising healthcare costs have placed a financial strain on seniors who pay out of pocket for health care not covered by Medicare or insurance, with 1/3 of Medicare beneficiaries stating that they had difficulty affording health care costs. And whereas it was well documented that financial worries and strain often have a negative impact on both physical and mental health by exacerbating medical conditions and financial strain can result in worse health outcomes if individuals hold off on seeking treatment because they cannot afford it, and whereas, as a result, it is imperative that Michigan lawmakers Find ways to resume reduce the significant financial burdens faced by many Michigan seniors. And whereas to qualify for the exemption under SB 292 an individual would have to be age 70 or older own and occupy their home as a primary residence and file a claim with their local
assessor. And whereas, in order to compensate for the potential loss of revenue to local governments, Senate Bill 292 provides that the state will reimburse local governments for the revenue shortfall from the state's general fund on an annual basis. And whereas if SB 292 passes, it could offer significant financial relief to Michigan
seniors, particularly those who are
retired and who live on a fixed income.
Now, therefore, be it resolved
that the Detroit City
Council hereby urges the Michigan legislature to pass Michigan Senate Bill 292,

So if they take the renovate, repair and paint training program, get that certification, and then also achieve a certificate of compliance on the rental units, they they would be eligible to apply for a stipend on up to three units at $10,000 per unit. So that would help offset some of the costs that they invested to get that house to a certificate of compliance. That's a through the chair. That's a huge motivator for these landlords to get a compliance if they knew, if they own no more than five properties and up to three could get $10,000
for per unit. That's a great program. How many landlords are enrolled in the program? Through the through council president to council member Callaway, we we have not formally launched the program yet because we needed approval from this body. So should this body
approve these two line items here, we will get to work in creating the program parameters, get it up and running, market it out, so that we can start filling both the RRP trainings through etc, as well as getting getting to that point where they're getting the training, getting the certificate of compliance, and then can Then apply for the stipend. So the stipend portion, I imagine maybe a few months off before we start seeing those come in, because that, you know that takes time to get that schedule with B seed and get the ultimate approval, but we're hoping that the ETC trainings Could, could likely start in the next month. in admin fees
from Alan C young, they have a 5%
admin fee, which was the lowest of any respondent. That gives us all of those
remaining dollars to offer in stipends. So we're hoping that we can bring on board, at a minimum, 150
new rental units that

experienced these fentanyl
contaminations.
These are they're typically the result of police action prior to so they've either been drug houses
or they were used houses, whatever the case may be. We acquired them through through police means. And so in order for us to secure them, they're not cleared out until after they've been
decontaminated. And I do understand that the contract is set for 400,000
it is over the span of three years. And
it is a, it's
a an as needed basis. So we don't have properties identified, but what we want to have is a project is a contract already online, so that in the event that we do encounter
another location, we're able to send the contractor
directly out to decontaminate the site, so that we can, you know, transition that site back into a safe location for the residents as quickly as we can.

I really like to know what the plan is, if so, to deal with that, there's a lot of things that I'm hearing. You know, when you hear about things, there's lots of traffic that I'm hearing out there. There's a lot of things that I'm seeing that I don't like. And so I'd just like to know from my own knowledge, what is happening with that community. What are we doing to protect that community? violence against black trans people here in the city of Detroit. When I used to work for alternatives for girls, when we were doing street outreach, that was a huge problem that we were dealing with

I think that because of that, we are really doing them a disservice by not discussing the fact that we do have black trans residents in
the city of Detroit that are targeted with violence. Oftentimes they are sex workers and oftentimes they are killed. So thank you, member young for bringing this up. Really can can share more information with you as it comes across our office, but I appreciate the question.
