God we just pray that your guidance and your wisdom and leading in everything that is discussed everything that is prepared, everything that is planned we pray in Jesus name, that you will provide your wisdom we pray that you will provide your love God everything that is planned God we pray that You would bless the city to prosper through this president God and through these council members let the city prosper and flourish. Let this meeting be successful. According to your Will God in Jesus name God bless President shielfield Give her your peace. Your clarity let her lead concise and precise clarity.     Yes, ma'am. Good morning. Um, thank you to the Council for having me. Thank you, council president Sheffield. Greetings from Detroit Lane integrated health network and our Detroit Lane CIT team. Our Crisis Intervention Team. In the spirit of suicide prevention and smog. We just want you all to know that Detroit Wayne is here and available to you with training as it relates to suicide prevention and mental health awareness. We have something called question Persuade, Refer for trainings available to the public at no cost to those of you who may not be aware, I'm suicide is a public health problem. And it is one of the leading causes of death in the United States. In Michigan, one person dies by suicide every six hours, and it's the 12 leading cause of death overall in the state of Michigan. Black children in the US are almost twice as likely to die by suicide and white children. Um, this is due to trauma, racism, depression and anxiety and bullying. And so again, not to hold you long but we do have many resources available. I would like to share our access line with you all 800-241-4949 and we are open to coming to share with you for a longer span if possible. Thank you.

So maybe I can add live but I'm here to complain that the reparations Task Force is not going to convene for three months. When I was here before, before the summer break, I was complaining about justice delayed is often just as denied. And another delay seems to me like another denial. When I was on the NEC what is the neighborhood Advisory Council they pushed through that whole deal. But the developers developers were saying that Oh, we got to do this right now. We can't come back. We got to do this right now. You gotta prove right now because you have to delay is that means that we can't get started? Well, it still hasn't been started. You know, they tried it. They said they was gonna get started just this fourth quarter of this year. It hasn't started nothing has happened. So that wasn't delayed. So developers are taxpayer money to the developers wasn't delayed, but the task force is to say, Okay, let me get back to my

    I believe I just think that the seniors were old that the city owes a debt to the seniors to the city taxpayers, mostly seniors who stay during the trouble on corruption due to discrimination and higher taxes, the overseas vestments, some contributing to and resulting in home foreclosures, the non delivery of city services, not to mention the bad reputation for just having an address. In Detroit. We are owed something. Some column reparations delay reparations.

    And just so you know, the reparations taskforce is not publicly meeting, but they are internally still working. They have several sub committees that they have formed and they're breaking out into those various committees and trying to do some internal work first, before they meet again, publicly. They wanted to kind of get some things in order internally before they came back to the public. So I know they're in the process of hiring an administrative assistant to come on and kind of help with just kind of getting the taskforce up and running. But they do have several committees that have been formed on various topics, and they are working in meeting probably weekly, if not every other week. But again, those are internal conversations that they're having until the next public meeting, and that was a decision of the committee, not of counsel. They made that decision amongst themselves so they can be better prepared and have something to report out in three months versus just MIDI, you know, to me, so maybe

    just to be just for transparency. That's really not that important to the city council.

Transparency is important, as long as we definitely kind of tried to urge them to vote I'm not to vote, excuse me, were to meet publicly, but they thought it was best to come internally for a couple of months and get themselves together, do some research and some work and then come back in a couple of months so we can give you lower hood, who's the chair of the commission, her information and you can reach out to her directly as well.     I just want to say that I appreciate a lot of the policies, ordinances and direction that this council body has been doing to promote equality for one of the common senses and our city and country today. As the union strikes, they're asking for equality, they ask for equal pay equal opportunity to benefits. The same thing that our community is asking for and a lot of ways so another lesson happened with a black lives matter or a t shirt yesterday that I think is highly explosive. I think that this government should be prepared to and have policies in place to protect says this and their rights to have several to protest or to disburse anything that they don't agree with. I think there needs to be more policies in place and this government needs to take direct action and protecting the black lives to brown lives and every other life within our community. And so I just want to encourage you all to continue on to understand that there's a lot of tension in the community, a lot of tension in industry. We've had president, former President Trump who did they say they want to come to Detroit and stands with the union. And yet a lot of our leaders here at don't stand with the union, or don't stand with them publicly. So I just ask that you guys just continue to, to promote equality is important across the board and quality over capitalism is important. So that's just a note as neutral as I could get, and I thank you all for listening.

    The morning Council on residential democracy dies in the dark. I keep hearing about transparency that this administration is going to be able to provide more transparency. On numerous occasions I brought to this body information both vocally orally as well as written documents. And I have not been getting any response. adequate response for my concerns. As you well know, I don't come down here for personal reasons you never I have personal problems, but I know but just is constantly my personal problems. I'm down here about tax matters, and debt matters that affect the residents and taxpayers who have been impoverished of this great city. The Dugan administration has issued just last July on July the 14th 2023. Series C. Unlimited tax obligation bar on the backs and on the necks of the residents of this city with interest over 20 years. That 25 million out of UT geo bond will be will be over $51 million. So the interest is more than your principal. Dugan was supposed to bring that to the Council for Council resolution authorization. He didn't do it. There's no record of it in the city clerk's office. What he tried to do I know what he tried to do he tried to sneak it through and 2018 with that resolution, but that bond is not mission in the 2018 resolution. I read it Mr. Whittaker LPD I've read some of his work. Even he was asking questions about that. Even he realized something was wrong with that. But again, we allow the CFO Doug and CFO who are busted in telling falsehoods, John legally is on record on May the third when he said that those 15 bonds series do not require adequate public notices. And they do the bond counsel that they brought over the FAS or on off. He concurred with myself and Mr. Jackson need more transparency and he reacts I wish I would ask the OPD and for on the 2023 Series C bar.

So I'm just here to say if we can bring the land bank to the table about these houses over there where I live at. They just left them up. They try to sell the homes that need to be taught out. I talk with my city council we stay in touch with one another. She'd been working with me. But I want to know if the city council as a whole can bring these ways. The city land bank, I believe is the city land bank. They own the house next door to me. The grass is so tall over there. You know I was on the news with it. You got books and and animals all in the backyard and you know, I'm not gonna say much and you know, I got a lot of them. But I appreciate if y'all could get them here. You know, some kind of way. This is what you have to follow the mayor of Detroit has not followed. You supposed to enforce him to follow the rules and regulations. There was public corruption. What gave Leland here's some our app the 108 forms by the FBI did you take money from Gasper Fiore too late I read it what gas forget a five $7 million contract that needs to be verse by the charter. What did he asked me for $30,000 for a lot by Beckman from the FBI said one week later he asked another person for $30,000 This is not transparency. These land deals contracts need to be reversed. He also asked his chief of staff in his office why he worked from 2014 to 18. Brian up the game Leland take bribes like it said in the news. He says he took many bribes. Hundreds. Those deals are voided. They're reasonable by the charter. I want to hearings on this and once you subpoena Leland, I want you he's probably got a million dollars in the safe deposit box. People can get off the buses and to pick their children up. You need to get this money back. It's taxpayer money. It was committed fraud. Somebody needs to do that. At least do it for God or do for the charter. That's what you are. You're the chair of this committee. You're supposed to follow the charter. I asked him for his emails, the text message. He don't want to do that either. He's not God. There's only one person. That's God and that's God. Thank you.

    My people, city council Mayor police, police commissioners, black, white, red, yellow, green, whatever you are, to be great. You're gonna have to do something great. City leaders to be great again. You gonna have to do something great. You shouldn't ask people to slow down for a driving in Detroit. You shouldn't. You should make them slow down in Detroit. You got to dream about Safe Streets. You got to think about safe communities. You got to drain, Ohio. When you drive to Ohio they do not ask you to slow down. They make you slow down. You know when you get to that area, what you bet to do. We need a city ordinance that says that if we can prove that you blatantly run a red light, which is manslaughter that we will take your license. We will take your car. We will find you and we will put you in jail over a period of time. City leaders. We need signs all around the city in every entrance that says drive slow and see our beautiful city drive fast and you'll see our jails. We've got to take authority and be what we want to be and to be great. Everybody that's doing whatever they got to do back there. You got to do something great.     Good morning Council. Thank you for Amercia feel Angela with your Callaway for your leadership. I want to follow up with what was said last week. I was talking with council member young about the fact that we have a situation where FEMA did not help us during the disaster of June 26 2021 FEMA didn't help people like me and others who own legacy homes because we are not primary residents of the home. And I would ask counsel and asking. Councilman Yeah, to see if he could do something about that. But he made the remark there. That's why he hasn't been helping me he hasn't he's not helping me with home repairs. And I hope that the council do not engage in quid pro quo that was totally off the agenda that I had a $600 million has been looted from our community that has residual effects. That's why do we have crime like we have homelessness, like we have justice delayed is justice denied. I agree with that. We need counsel to work on compensating us homeowners who have lost our wealth due to no fault of our own because these are illegal taxes and illegal foreclosures over 100,000 homes have been stolen. Black wealth stolen from the city of Detroit it used to be the largest black home ownership city in the United States now as the largest city Black City renters in the United States and we need justice. Miss not just reparation we need our money back. We need a way to get our money back charge extra on these entertainment tickets. Get that money in a pot and pay us again.

    Okay, I like to start off by saying that I was very very, very disappointed with that smoke and mirrors show that the mayor put on yesterday. We need especially as a city to retire we need a whole lot more information on this land value tax proposal, because we know that will pass history for the past 10 years. Frequently live itself The mayor says is not quite accurate in fact, I'm amazed that he still has a liquor law license in the state of Michigan that his law license hasn't been challenged yet. But, you know, more needs to be done. And especially if the city of Detroit really weren't you know, they you know, they're speeding this along too quickly before we can see the long term impact is the main effect city charter retirees and seniors and others and the long term viability of the city government. If the city tried really wanting to do something to help the taxpayers in the city, they would get out of the land bank and sell all of those properties even if they sold each one of those properties for $100. You get them back on the tax roll. There would be revenues coming in because they'd be paying taxes, you know, and if they put them back on the tax roll, you know they wouldn't be exempt from paying this. Rain tax everybody else is paying the job call the drainage fee. You know so much is corrupting the city and some of it, a lot of it starts with the top. You know, I don't think the city is gonna be truly great again until we have a better mayor, because this mayor has frequently said a number of falsehoods and you continue to say a number of falsehoods. Even last night a number of seniors was on his meet on Facebook. Do you know that he stopped the tape, you know, had the tape stop, you know, after his smoke and mirrors, you know, he didn't want people on Facebook to hear the public comments. You know, so that tells me his lot of stuff is shady, you know so I hopefully if there is ultimately about it'd be a vote like in November instead of having a vote in February. Thank you.

    Um, I have a couple of things. I was going through the the job listing that you guys got online finally. And I see everybody was making almost a quarter of a million dollars. That's a lot of money. executive management team for the mayor they're making up to $280,000 executive management team do I don't need $1,000 That's a lot of money when retirees are still 4% Four and a half percent plus a clawback you can use. Here's another man. Oh goodness. Oh, and the finance director. He makes up $200,000 a year. I mean, come on. Now. How can we pay all this money and if we broke I don't understand. That. No wonder no wonder we make it our budget. Those are huge, huge salaries. I can't believe it. Now the investment Chief Investment Officer, you know, public pensions. He he's putting in a couple $100,000 a year. I don't think it's I don't think that's that's right now I don't know if you guys are aware of it. But that's not right. But nobody should be making that much money for the city of Detroit when you still got people that are suffering a pay cut. Tax tax captures pilot as payment in lieu of taxes. The city gets that money, you know, so no wonder they push it so hard when when they went to the land value tax in Pennsylvania, they stopped the income tax. No, that's why it was so great for them. We're not stopping our income tax. We got three or four different taxes that drain us. So I don't like that land value tax. Because you're not giving us anything. 17% is nothing. It's a whack. When you owe us $600 million. Wow, the ordinances you can't take an ordinance you change the charter when the when we vote on our chapter. I mean, you can't take an ordinance and change the code. We vote on the charter. So how can you take an amended code which is simply a compilation of the charter we got to stop? We got to do it right.

    morning. Madam President and members. of Council. My name is Renard and since gamma District Six months in it and organized with the tribunals platform. First and foremost, I actually want to thank you, council president for the invitation yesterday to the anniversary of the people's bills, which are momentous progressive pieces. of legislation and as making it making it more equitable for Detroiters, especially low income to charters to live in the city. So as to say we thank you for your leadership on that. I want to talk about our chief executive the mayor yesterday, who still cannot be budged on the least trying to consider increasing the wages for drivers and DDOT employees across the board. Right. So not just drivers, but also the mechanics, the dispatch, folks, customer service are those folks that keep our system running right he brags about this race and a 14 to $16 an hour really what he did was just flatten the period that it takes for you to get the six team so instead of waiting three months worth of university right up front and call that a raise. Now he did say that this is all under union negotiations. So it's saying it's up to them to advocate for their race, but City Council do have power as well too, and your influence in your voice. And it seems like this mayor doesn't value transit compared to other departments because he moved heaven and earth to make sure that the police got bonus students and everything else. He could do the same thing with the drivers unions when he's standing behind this false narrative idea that they don't want to move which I don't buy at all. And I'm gonna just tell you, I'm aligned with the unions. I'm aligned with workers in the city. And I'm aligned with the neighborhoods and people who are tired of waiting for the bus day in and day out, being late or not even being on time or not even showing up. Right it's all right, thank you.

    Thank you. I want to thank you so much for your efforts on the low income affordable housing in Detroit. And the other people's bills. But I do want to mention that D GC skirts the text capture issue and uses our money from villages to fund their idea of development that has affected our schools, libraries and other things that the voters voted on. Change the tax capture law Senate Bill 1086, introduced in June by Sylvia Santana also honor the proposition l voted in the millage so that 89% of the Detroit Public Library can be funded and continue to work to fund the Detroit right to counsel fully. There are outstanding issues that have come up in public comment. The public transit fund and drivers that a livable wage so that the bus service can operate 24/7 and it functions. Hydrate Detroit, there should be no water shut offs. Joanne Watson's water affordability plan works in other cities, pay attention to that and pass Proposition property tax reform ordinance that has been put before Council. I thank you and appreciate the work that council is doing when it is in the people's interests as the people's bills are. Thank you.

I want to give a shout out and thank you to Mr. Cunningham for the bus tickets that he distributed out at councilmember their halls coffee with the councilman event Friday. I was able to get a couple of tickets. And I gave it to one of my black club members. She's a senior and that's how she gets around the city of Detroit on the bus. It goes from 230 to 100,000,010 or some sorts but one of the reasons why is that we have all of these pilot programs that are giving people the Catholic Church one of them pilot programs that pay no taxes to the people. So how do you expect for the city or the general fund to grow when you're allowing people to not pay taxes into the general fund? I'm seeing a lot of disturbing behavior from this council in terms of moving the city forward. You're now you're talking about a land value tax. You haven't resolved the reform for the tax. So the over taxation of the citizens. Do we ever take up the citizens issues? We have a transportation issue. I have pointed out to you that there was a $300,000 I'm sorry, $300 million bond that was taken out for the queue line. And we're complaining and millions were given by the state and by the federal government who I don't think deal with private companies. As the mayor said it was private and always private. Please take up issues that are pertinent to what's going on in our community and not these things. Not bringing up new things you haven't resolved our transportation issue. This is a city that gets millions upon millions of dollars for transportation, but we can't pay our drivers and we can't get people to their locations on time. That affects people's livelihood, their jobs that affects their children getting to school. Please stop giving our money away and pilot programs that do not benefit the citizens in this city. I just think the ones who are there need proper training. I agree the bus drivers are not paid enough. And when action isn't taken on that it's kind of a reflection of what some of the people some of those very high people have paid people as well. Think about the general public will never have a world class city without a world class transportation system. Also on the referrals to internal operations. Committee, there's a three point something $3.1 million like machine about sorting absentee ballots really, folks, this is how this is how we quest other people and residents here. Question our elections if we really care about the right to vote, we should have a national voter holiday. Everybody gets the right to come off work. And I mean I remember I get blurring bush at right after Bush the door. Democrats were against widespread absentee ballots and because the great potential for the appearance of impropriety and they were against electronic voting machines, and they were blown over $3 million. I mean, we spent millions of dollars on these machines before they're out of state companies. This is all very questionable. And there are very legitimate reports of voter Hanky Panky that have happened in this state but we're not apparently fully investigated. And we cannot have a decent government that serves that. Well, if we do not have fair elections. So that contract needs to be seriously looked at. Please have a serious discussion. Don't do a run up in the land value tax plan. Please have LPG read a page line by line assessment of the proposal because I read that with what was supposedly dropped in Lansing and it does not correspond to what the things that the mayor is saying. We did speak with Jason clover, and acknowledged the need that she has for Windows roof and she also has his bestest on the outside of her home. So Jason did give us resources to follow up with so I just wanted to let you know we did follow up and are still working to address those repairs and make application so thank you for the opportunity to speak on yesterday and on today. On behalf of my cousin Willie Mae gassy, I would like to make a formal request for two homes that are located on her street located at 5159 Harding and 5255242 Harding. over 10 years ago, the address 5159 Harding. There were two people killed in that home and in 2008 a man's body was found at five to 14 and she is requesting that those homes be demolished. She is saying that the structures remaining standing is a constant reminder to the community that these murders took place. She has resided in her home for over 60 years. So I will follow up in writing and thank you for this opportunity.

I'm just getting so frustrated when we had a guy who said his kids are late to school every day and probably come home like around seven or eight o'clock because either the bosses don't show up or they're extremely late, you know, this is hurting our kids and you know what, when they if they get accepted to a college, they're gonna go out of state they're gonna go somewhere New York and Chicago and probably live there. You know, we're losing our population we're using using our lung young people are losing so much opportunities and businesses and you know, this isn't just, I mean that we're also developments. You know, I have a client that's a development er and they're struggling to find financing and you know why because of public transit. You know, this transit issue is killing our city and population economy. I mean, this needs to be taken care of, I don't know what the mayor is thinking having these drivers make it only 15 an hour. I mean, what I said cops are making up to 90 grand a year and you know, they deserve it. They go through a lot, but those bus drivers go through just as much. For example, you know, I talked with a bus driver who had a gun pointed at his head for about a full mile and another one that got a key bottle dump pack and because a guy went because he told the guy to put his mask on and he wanted I mean, this issue needs to be resolved.

This is all about erasing bureaucracy and also making life more livable. It was very devastating to hear a resident from Cornerstone village say that she is getting ready to leave because the quality of life in Detroit has diminished. I also want to express my support for the Joanne Watson water affordability plan to be implemented into the people's bills and to be a cornerstone of water affordability and accessibility in the city of Detroit. We have people abilities. We have people that are suffering from COVID senior citizens who cannot afford these water bills. Um, I want to thank the LAPD for drafting this amazing resolution recognizing September as Suicide Prevention Awareness Month and September 10 through the 16th as National Suicide Prevention Week, whereas suicide is a serious and preventable public health problem in Detroit. And across the United States. And whereas, according to the Centers for Disease Control and Prevention each year, suicide is one of the leading causes of death for individuals aged 610 through 64. And whereas the CDC has also found that suicide rates dramatically increased by 36% between 2002 2021 and 2022 set a record for suicide deaths with 40 1500 people dying of suicide. And whereas in 2021, an estimated 12 point 3 million American adults furiously thought about suicide 3.5 million planned a suicide attempt, and 1.7 million attempted suicide. And whereas suicide and suicide attempts also affect the health and well being of friends and loved ones who may experience grief, shock, anger, guilt, depression, anxiety, and even thoughts of suicide themselves. And whereas research has shown that 46% of people who die by suicide have a known mental health condition, although that number does not reflect individuals with undiagnosed mental health conditions, which highlights the need for increased access to mental health services and treatment. And whereas although mental health is a common factor, there is rarely one single factor causing suicide. And other contributing factors often include personal relationships, trauma, substance abuse, physical health and job money, legal or housing stress. And whereas the stigma associated with mental health conditions and suicide hinders suicide prevention by discouraging at risk individuals from seeking life self life saving health, and confer the traumatized survivors of suicide loss and individuals with lived experience of suicide. And whereas states cities and communities can aid in suicide prevention by identifying and supporting people who are at risk of suicide, providing support to people experiencing financial and housing stress, promoting community spaces and activities that build community and connect people with one another, connecting EC risk people with coordinated physical and mental mental health care and working to remove the stigma associated with suicide. And whereas since September was first declared as National Suicide Prevention Awareness Month in 2008, September has been a time to acknowledge those affected by suicide, raise awareness and connect individuals with suicidal ideation to treatment services. Now therefore, be it resolved that the city of Detroit hereby recognizes September 2023 as Suicide Prevention Awareness Month. Whereas on September the 15th, the United Auto Workers in the UAW president Sean fain initiated an unprecedented strike against General Motors Ford Motor, and still Lantis after negotiations between the UAW and the automakers were not resolved prior to the expiration of the union contracts. The UAW is primary demands are for wage increases cost of living increases, ending the tiered wage system, shorter work weeks a restoration of DeVos defined benefit pensions and stronger job security. Whereas the UAW is demanding a fair share of the profits that the auto workers generate, as a three automakers combined have made over 20 billion in profits in the first six months. Of 2023 and roughly a quarter of a trillion in profits over the last decade. Whereas the UAW was founded in Detroit, Michigan in 1935, largely in response to brutal working conditions in auto factories. And whereas the rise of the UAW and other unions in the 1930s and 40s resulted in the first great expansion of health care for Americans and throughout the 20th century. Unions are credited with a Ganey with daily bass improvements in the lives of working people, which include the weekend the 40 hour work week, the end of child labor, the eight hour work day, unemployment benefits, workers compensation benefits and the Family and Medical Leave Act. The UAW is calling its new strategy, a stand up strike and recognition that striking workers are a are continuing a long legacy of fighting for improved compensation and working conditions for its members and for workers all over. Whereas the Detroit City Council supports working people across every sector of our economy and recognizes that working people deserve respect, adequate working, excuse me adequate workplace protections, and the right to a living wage. Many people know that my husband is a UAW local seven member, and he has been a part of the tear wage system. My husband works for Jefferson North, the assembly plant and they consistently work 610 hour day, and more recently, they have been on critical mode, where they've been working required to work 710 hour days, that's not healthy for anyone physically or mentally, and for them to be able to take the time to recover to go back. Well, when you're working seven required 10 hour days. You don't get that moment. You don't get that moment for reprieve. Or rest or any of that. So I thank you both for your resolutions. I certainly stand in support of my husband and all UAW members that are fighting for to undo the tiered wage system and to certainly address the hours that they are required to work because it can be very taxing not only on them in their bodies, but also on their families. So just wanted to uplift that and say thank you to everyone for your support. Thank you Madam President.

    Thank you, Madam President, and not just want to deep echo some of the comments of member Johnson as well as a UAW member myself fully in support of our workers and to stand in solidarity with them. We enjoy lunch breaks, we enjoy many different benefits because of labor, who has put who has pushed just throughout the years in this country to ensure that people are treated fairly, people are treated equally and with equity, and are able to support their families and build that middle class, which has been spoken about so very much so I appreciate you putting this resolution for Madam President, and I am happy to support it.

This past Friday, we held a coffee hour at the McDonald's located at 13 676 Grand River right by the second precinct and it was a packed house. We appreciate their attendance you can so much that the news came through to document it so I am thankful for the residents who continue to participate stay active and helped make district seven a better place and I also want to thank them for attending our D seven policy session which was our eighth session last night at St. Suzanne, where we talked about the Declaration of Independence and engage them so thank you so much to our December residence.     Thank you just want to give thanks to our GPU unit who this past weekend's supported the tray tray as a board member. It was really exciting to have GPU come out and support v and escort with our downtown Special Operations Group the close to 2000 riders who came out this year to see the city of Detroit from a very unique perspective and hoping to get all of my colleagues to participate next year. So there's really glad to see EGPU who really helped make this a very unique experience for the riders by ensuring that everybody finished safely and then they were able to bypass lights and not be stopped by traffic for the ride. And just also want to tell you all about last night. Yesterday evening we hosted a discussion about the land value tax proposal. We we had Marshall Bullock start the conversation and Mr. Dan will essentially in the conversation, Mr. Mr. Dan wheel is always extremely insightful. Residents were extremely appreciative. And I also want to say thank you to Toyota Reeves, who is a member of the equitable development task force he is working on his PhD in economics. And he offered some very great suggestions and insight relative to the land value tax proposal and so we're looking forward to continuing that conversation as one of the subcommittee's from the equitable development task force.
