For the November committee meetings. The Policy Committee is scheduled to meet on Tuesday, November 21st, at 5pm and the citizen complaints Committee is scheduled to meet on Tuesday, November 28. That formal session was held on Tuesday, November 14 and city council did vote to confirm there was for the appointment to the board of police commissioners with a term commencing on January 1 2024 and ending on January first 2029. I will work with the mayor's office to obtain the appointment letter, confirm swearing in and schedule onboarding. Attorney Labelle has brought to the staffs attention that the use of personal emails and the handling of board business does not align with the email record. City of Detroit email city of Detroit data security and City of Detroit mobile devices policies that are found in your packets. If your city email address is not active and or you do not know how to access it. Please reach out to Mr. Robert Brown for assistance as soon as possible. updates around the annual reports and updated draft of the 2022 Annual Report is located in your packets please provide feedback and staff continues to make progress. On the annual report. The final draft is expected to be shared with the Board for approval at the November 30 meeting and then distributed in December. Likewise, a draft of the 2024 B LPC calendar was passed out to the board at the meeting on 11 Nine for the board's consideration. And her the board's vote on 11 Nine the community meeting location will be secure for 2024 at at least one school as one of those locations. Please continue to provide feedback on that calendar as staff prepares an official draft for the board's consideration in December. In regards to budget on 11 to the board, voted and approved to make contingent appointment offers to five investigator candidates at a salary of 52,500 since that decision, Budget and Finance have agreed that the bo PC budget has capacity to start investigators at $54,500 and if it is the desire of the board, the board may set the budget salary for new investigators at 54 or 500. In addition in your packets, commissioners there is an updated resolution on September 28 of this year the board adopted the retirement resolution for retired DPD Lieutenant Sherelle Stanley. Since the adoption substantive errors were found in her assignments as listed on the resolution. Those have been corrected and the updated resolution is included in your packets and the chair has the frame copy as well. If it is the will of the board that updated resolution may also be adopted. With that we'll move on to the board of police commissioner's officers report. And first I would like to welcome a formerly our newly appointed commissioner, Commissioner Rory gamble. grateful to have him here and to allow him an opportunity for any introductory remarks. Oh no, just want to thank the board and the citizens of Detroit for having me. Been a lifelong Detroiter. It's always an honor to serve my community. Something that I've done pretty much my whole life and now in retirement it's even a blessing to carry it even further. So thank you for having me.
Thank you for being here. And again, that is Commissioner Rory gamble, who is at large a commissioner here on the board of police commissioners. Next and under this report, as has been stated a few times already. We were privileged to attend the Neko conference just this past several days from Saturday into Thursday, and received an immense amount of useful information and encouraging information relative to our oversight. responsibilities here in the city of Detroit. There are just a couple of us who are here today who attended. And so I'll ask Commissioner banks if he had any remarks or reflections on his time and a call and then I'll do the same, Commissioner.
Thank you, Mr. Chairman. Through the Chair. Oh, the conference was beautiful. You get to learn some great leadership techniques. I any community leader that's trying to grow as a leader and develop as a leader. That Neiko conference is amazing. I think is one of the best leadership training organizations in the world. And I think people need to attend that. People will be coming from all over the world, all international, and I just thank the board. For coming together and doing this for the commissioners to send them on this free trip to get them this free hotel and to have this experience because the jobs I had in my life. I wasn't doing though traveling. I get to travel a little bit now and I praise God for it. It's been beautiful here on the board and I'm very grateful for the board to because it's enhancing my life.
Excellent. Well, we thank you for that reflection. And what the public may have heard as a free trip is a sponsored trip because the citizens of the city of Detroit indeed pay for that. And so again, we're grateful for that opportunity. Mr. Chair thing, yes.

for that opportunity. And likewise, I mean, this was my first NATO conference, and it is my understanding that it is the largest of the conferences with over 650 registrants that attended this year. I was glad that it was in Chicago, being that we see Chicago often as a sister city. And so there was some opportunities for comparison on what they are doing versus what we're doing here in the city of Detroit. And again, I come away with that encouraged because for all of the issues and challenges that we do face here in the city of Detroit, we are not that far behind what other major cities are doing, and so to hear what Chicago is doing when it comes to releasing officer body worn camera footage, particularly for any violent incident or officer involved shooting was encouraging as well as their What I want to call transparency in positioning all documents so that the public might be able to review them as things that I think that we can deliberate and discuss whether or not it fits our context here in the city of Detroit. Likewise, I attended several workshops, one surrounded around sexual misconduct. Police officers will police officers that are involved in sexual misconduct. And I found that to be very educational and enlightening, particularly as we see that rising even here in the state of Detroit, and then also attended a workshop on the use of tasers and the policies that are associated around that. And again, it was encouraging to know that some of the recommendations that were lifted are already things that we're doing here so, Secretary Shar staff that attended as well as the commissioners are intending to be as proactive and intentional as possible by ensuring that we build upon what we learned and shared at Nikko, so that the free sponsor trip might have been a benefit for the larger community as well. Secretary Shaw and Chief Investigator Warfield attended as well, and I'll allow them to make their Nicolle comments under our Community Impact Report. And so with that, is there any further reports from the OPC? All right, hearing no, there's one other item that I would like to lift here that is one second that I was just made aware of earlier today, by way of a media request. And that had to do with the City Council approving things a $30 million allocation for 400 additional cameras to be used on a freeway and highway systems. That was news to me. But we as a board are looking forward to ensuring that we have the necessary conversations to ensure by way of policy, that we again are doing our responsibility and oversight when it comes to the use of that technology. But again, I'm encouraged that we are taking resources necessary in order to ensure the quick and effective closure of cases, but as well as the safety of the residents and safety Detroit. So be looking forward to more information on that as we get further information is well, Commissioner banks. I
will be real quick. I just want to say to you, thank you for that little platform while I'm getting my testimony.
Of course, of course. All right. If there's nothing else under our Board of police commissioners report, we will now move to the Community Impact Report. Secretary Shaw.
Thank you, Mr. Chair for the Community Impact Report. I also have some additional information in regards to the Neiko conference. That conference as Mr. Chair indicated, was held in Chicago. This was the 29th annual conference for a cold and it ran from November 12 through the 16th. The board was represented it represented at the conference by chairperson cuantas Presley, as well as commissioners Linda Barnard Cedric banks, Lisa Carter and Ricardo more. I'd also like to thank the following staff members for not only attending the sessions were being diligent about taking notes and collecting valuable insights and best practices from across the country regarding law enforcement oversight. Chief Investigator Jerome Warfield, supervising investigator Ainsley Cromwell, supervising investigator Liz Sonia Sloane, acting supervising investigator Elgin Murphy, senior investigator Tiffany Stewart, senior investigator, Jessica Hunter, investigator Henry Ellis investigator Samuel quick, Mr. Robert Brown as well as Miss Joni Underwood. The staff is currently compiling that information and will and will be presenting a summary of key takeaways and recommendations on launching initiatives that will further oversight in Detroit and the board in the community can expect a presentation by mid December. The public is also encouraged to check out Neko that org and become familiar with best practices and oversight, as well as partner with be OPC on solutions to better transparency and accountability. Next year's conference will be held October 13 through the 17th is in Tucson, Arizona. The annual conference is open to anyone that is interested in civilian oversight, and scholarships are available at the Neiko website. There was a good representation of grassroots organizations at this conference this year. And hopefully next year some of our Detroit grassroots organizations will also be in attendance those that are focused on oversight. Mr. Chair, if it's okay, if chief investigator would like to share some insights from the conference, it is
through the Chair thank you once again and we certainly thank the citizens of the city of Detroit just for again in the making opportunity wasn't that my first time going? Certainly had an opportunity to go as a member of this board. One of the one of the amazing take backs that we have here in Detroit as relates to oversight as being one of the founding institutions for independent oversight of police throughout this nation. It lets me know that our work has spread abroad in amazing ways. And certainly there are some updates that we probably need to do to our systems. And so we will present some proposals moving forward. But to hear of the various aspects of oversight in different parts of the country, where they are where we are, we are blessed to know the type of resources that we have at our fingertips to do our investigations versus what some of our colleagues around the country may be absent. And but we also know that there are other things that we've learned that we can that can push us a little bit further. And as I said, we will make those presentations in the months to come. Thank you so very much. We look forward to a more thorough presentation in the coming weeks. With that we'll now move to the chief police report where we're so glad to be joined by James White. Chief white.
Thank you very much. Good afternoon, honorable board. I will start as usual with crime and in the spirit of a week before Thanksgiving in less than a week. I do want to pause and thank the officers men and women of the Detroit Police Department. As you're about to hear I'm about to share some data with you regarding crime. And as you talk to folks around the country, as you have with the conference, you're you will see that Detroit is performing at a very high level and very, are in a variety rather, of areas. Technology, crime, crime investigation, the department is really moving in a very professional direction and we want to certainly continue on that path. We're not declaring victory, nor are we celebrating, but we certainly should acknowledge the great work of the men and women of this department. I have not seen in my 28 years of time, where the statistical numbers I'm about to share with you were were present over 50 years, just doing some quick investigation into the numbers, particularly homicides. And that's just a direct result of their hard work. So with that criminal homicides are down 15% That's in real numbers. That's 40 Less people that have been murdered in our city. At the same time last year. sexual assaults are down 8.3% That's 50 Less people that have been victimized by criminal sexual misconduct. aggravated assaults are down slightly by 10 and then when we look at burglaries, that's a 6.3% reduction and that means that 277 people, homes were not burglarized and businesses the same time last year. That's also a stat that I look at to see the performance of the officers that are on patrol that's a stat that is generally impacted by self initiated police activity that's patrolling our neighborhoods, as officers being engaged was a very difficult stat to measure. But it's proactive policing that drives that number down because those crimes are happening when people are at work and officers are in the neighborhoods ensuring that our homes are not being broken into. Then we look at a total reduction of part one violent crime just 1% which is great. Non fatal shootings are down 12% That's 100 Less people shot 100 Less people shot in our city this year, as opposed to the same time last year. Now we know that a non fatal shooting as a failed murder. So if half of those votes were killed as a result, we'd have 50 More homicides so it's just great work and a lot of pieces that go into that including technology, which I'll talk about in a moment. And then our carjackings are down by 78 carjackings, which gives us a 35% reduction in that area. Moving on to just a couple of incidents that I want to share. First is a fatal shooting that occurred on November 11. At 4:50am. Officers were dispatched at 20,000 block of Kingsville to investigate it. Dead on scene is the title of the call, meaning that there's a victim that has already been killed. officers arrived at the scene and observed the victim lying on the floor and the pool of blood Medic Unit arrived on the scene and pronounced the victim dead. The victim sustained a gunshot wound to the chest. Detectives from the homicide section were notified and responded to the location. Evidence of narcotics activity was discovered at the scene. But we don't know if that's the moment we have not been able to establish a motive yet. And that case is wide open. And we asking for anyone with information in a call or on that information to call crimestoppers. Second incident was critical stabbing on November 12 actually was two critical stabbings by the same suspect on November 12th at 11:30am. Officers were dispatched in 9000 block of jewelry to investigate a call of a critical stabbing. Officers responded to the scene and observed the victim being treated by one of our medics. The victim was transported to Henry Ford Hospital, where he was listed in critical condition. A few moments later. About an hour later. Officers were dispatched at 100 block of Grand River to investigate a another critical stabbing it was a 60 year old man who was stabbed by the same suspect and what happened was the suspect was in a mental health crisis. He was walking up the people randomly and asking them for money in a big day. If they did not provide it. He stabbed him. We were able to use green light and track where he was walking. We were able to track him to an area once he goes off of green light. We see him on a block. The officers did a phenomenal job of going up and down that block and making contact with neighbors ultimately arriving at someone who knew who he was and pointed us to the right direction of what house he was in. We made contact with a very cooperative family who understood the gravity of the circumstances and that he was in mental crisis and was able to quickly get them off the street. It has no doubt in my mind that had we not had the resources that we had. There would have been a large number of victims because he was in complete crisis mode from his mental health issue. So he was safely taken off the street without incident without force. He is first getting the medical systems that he needs second, getting the getting into the criminal justice system and getting them off the street. So that's where we are with that carjacking incident. Tuesday, November 14 at 9:45pm. Dispatch at seven mile and Ryan for Call of service required carjacking. officers arrived at scene and spoke with the victim who stated that he gave the suspects which turned out to be four males arrived home from a laundry mat. suspects and the victim arrived at the location that he gave him a ride to one of the suspects pulled out a gun, put it to the victim's head and in tickets vehicle. The victim gave the suspect all of his possessions except for a cell phone. The suspects realized the victim kept his cell phone and assaulted him suspects and took the victim's cell phone and his 2015 White Chrysler and drove away from that location to Texas from the commercial auto theft unit were notified responded to the same investigate. They looked at our LPRs and the and discovered that the vehicle was an area of E seven mile and Gratiot officers and detectives discovered the vehicle. Gunston in college officers conducted a traffic stop. Three of the mills are still in the vehicle and they were arrested after short. Again another example of the importance of responsibly using technology to get perpetrators off the street to incidents just those and there's so so many more. Moving on from crime to some positive updates. We had a police reserve graduation on Wednesday night. Nine reserves were elevated and put on patrol. We had a turkey giveaway yesterday. We gave out 100 turkeys at headquarters and today we had our 2023 I graduation 19 students and I will tell you, Commissioner Presley I have heard from probably 10 Students complimenting you on the presentation that you gave and the impact of your speech and I've heard from my colleagues just how impressed they were and how well received your comments. Were so thank you on behalf of the police department. Thank you for your comments. Tomorrow. We have a one day hiring process event here at headquarters and lots of jobs not just in policing. We're going to Director Pattillo does an amazing job very, very innovative and we're tremendously blessed and happy to have her on our team. One of the things that she's managed to come up with is a one day hiring process where she takes you through everything you need to do to get get the job that you're applying for in one day. The physical, the medical, the correct screenings, the testing and it is quite impressive to see. It's an all day event starts at 7am I think it goes until 5pm Last time she did it they had I think close to 100 applicants people were lined up around the building to get in. And she's doing it again on tomorrow. office assistant to positions that are roughly fixing als in our office assistant three roughly 60 miles an hour social workers roughly $28 an hour. We're looking for bilingual social workers as well. Roughly $28 an hour. Project Manager analysts specialists those are crime analysts $36 an hour. Our detention facility officers at a DDC 16 hours an hour. Our Traffic Control Officer those are the ones who are crushing across the street at big events roughly 60 miles an hour. Our 911 dispatchers $90 an hour. Our senior 911 dispatchers 1925 An hour and our non emergency call takers roughly 90 miles an hour and truck drivers roughly $90 an hour so lots of jobs and of course police officer. We're hiring for that as well. So looking forward to people participating in that. And then last two things before I take questions
you spoke of or the golden note on it, Henry allocation memory allocation. Thank you. Yes, very happy that council approve accepting the grant from the state. This is grant dollars from the state. For freeway cameras as this honorable body is aware. The department has done a pretty good job of using and leveraging technology to fight crime. People adjust and what we have found is a lot of our freeway shootings, candidly, a roll rate some of them are deliberate because they know that that's a dark spot for the police department when you've got green lights and gas stations and things like that. Are those crimes were committed? People are making business decisions when they want to do nefarious acts. And that's why we saw such an uptick. In freeway shootings. You're moving at a fast pace. You're able to get on the freeway and do the D that you're trying to accomplish. We look back at baby Bryson who was murdered on the freeway leaving a basketball game two summers ago by misidentified in a misidentified vehicle he was with his mom and dad and brother. This perpetrator thought that was the person he had the problem with because the cars were exactly the same. Well they make more than one of the same vehicle. He misidentified the vehicle shot into it and killed the poor baby. It was very difficult identifying the suspect we did. But the what we're hoping for with the freeway cameras is that it will illuminate a dark spot for the department. We'll be following our same policies. We'd be more than happy to give this body presentation on it. And again, as I've said multiple times we have a policy that strictly prohibits using those cameras for things such as traffic enforcement, speeders and things like that this is about saving lives and we'll be more than happy before the deployment happens to come forward and present the deployment process and presentation to this honorable body. And lastly, we have our planning unit, working on looking at best practices around the country. So I was happy to hear that this body learned some information at the conference regarding video deployment and officer involved shootings and things such as that. We are looking at a way of presenting very similar to what la does in their officer involved shootings. I'll be presenting or sending some information over to this body on next week regarding that and a proposed policy that we're going to have regarding video deployment or video release regarding officer involved shootings. And on the same vein of officer involved shootings. I did neglect to mention that on yesterday. Warren police had an officer involved shooting in our city 94 westbound at the Linwood exit the suspect on the stolen vehicle. I made the scene and what I was told, subliminally I didn't I did not get the follow up information. So we'll have to refer to the reports the investigation is handled by Michigan State Police, but there was a suspect who refused to stop. He was in a vehicle that believe later turned out to be stolen. hit another vehicle. Officer engaged him and he was shot by the officer at least one time. My understanding is he was transported to an area hospital. He was in serious condition but expected to recover from his injuries. And with that, I'll take any questions.

do the chair piece and listen to you, chief white No, I'm the Detroit Police Department. They have a mental health unit. Can you give me a breakdown on the mental health unit what the Detroit Police Department has? understand they have a mental health unit. Can you give me a little rundown on that?
Yes, we have a mental health coach. Through the Chair of mental health co response unit. The officers have responded to 5538 runs this year. Last year 5457 are doing a phenomenal job. It was approximately the number.
18 and 318 officers three supervisors. We're looking to increase that number. We've got some state funding. We're going to add another 10 officers but they're doing amazing work promise they shouldn't have to. We are not mental health folks. I mean, we were police. But this crisis is in our lap and we have to have a process and managing it. But I'd much rather than do other police work. Mental health the crisis of mental health should not be with policing. That's just my opinion.
Okay, see, we are. We're having another citizens complaint committee meeting on November 28. I chair that committee at 5pm on Tuesday, and we got the Wayne State law team coming out. We got the law professor coming out. And she they are requesting your presence. They they will like for you to be there. They will like to gleam off of you if they possibly could. I told him I would actually I want you I want you there too. Can you can
you help us out? For me to request I'll look at my calendar. If I'm available. I'll be there.
Okay, and one more thing we got. Can you bring us some MPOs like maybe one MPO we're trying to not believe we got something very good going on with that. Citizens complaint committee. And I'm requesting point NPO if we can make that happen.
Commissioner banksa is very valuable request I'm going to ask I'm sure she's already taking note that you make that notation through Secretary Shaw so that Chief White can know exactly what's being asked for and to see whether or not it's available in his schedule or the MPO officers who might get one
more. Sure.
Appreciate that, Mr. Chair, appreciate it. And 100 Less people being shot this year. What's the strategy on that? The shootings are going down. Is that city wide? Or is that a district city
wide? It's a 12 or 12 point plan that we talked about it and ozium when we had the uptick in April effective policing good officers. Officers are committed to this work, the raises that hurt us I mean people are you know they don't have to work so much overtime. To make a respectable income. We're able to hire the work of director Pattillo. Now Captain brown getting officers here. Those officers that are coming in already certified, we're putting them right on the street. They don't have to go through an academy for six months. So those laterals that are coming in certify, right give them two weeks of training, teach them what the policies of the city show in the boundaries of the city and it's time to do some policing.
Okay, Chief we got green light. You said green light tracked the suspect down inequality
or green light didn't track the suspect down green light couldn't green light is a piece of equipment that we use to track the suspect and I make that distinction not to be cursed. But equipment doesn't do anything that we doesn't have ask it to do. And what we did was we knew the area that he was in, okay. We knew that this was a violent predator that was going to likely kill we've had this happen to number 12. A year ago. He was in mental health crisis. And we track where he was and we were able to see his movement through the green light literally catching him walking. And so we were able to predict when we saw him go dark, the area he has to be in this contained area. Because he's no longer visible on the cameras

same accuracy is your cell phone if you hold it to your face it sees you if you hold it to you pointed at someone else it shows it shows you that person if you take it off of that person you can't see it.

Thank you. Thank you, Mr. Chairman. I apologize for my I call a jeep. Maybe two or three times we bring up the fact about the doctor in medical in the Boston Ellison area. That was a skill. Then also it gives gave us a feeling that you were close to that. And then the the lady that was stabbed that who's basically someone was arrested it was released and I'm asking for a no all going out situation but just felt a little 30 minute 32nd So on in terms of where we are with those two.
So we've had 226 homicides in our city this year. And we're going to investigate all of them. And some of them have called some of them have not the two that you speak of we're investigating them as we would any others. When you arrest someone, sometimes the police can't make the determination of when that arrest is going to happen. Sometimes that arrest has to happen based on circumstances and facts where you have to move right now. And that's where we were. We have a certain amount of time to prepare a comprehensive and detailed warrant for the prosecutor for review and because of the rules on that the constitutional rights of which we 100% will abide by. We have to bring that warrant before the prosecutor within 48 hours of arrest. We were not in a position to do that and therefore that person was released. The investigation continues. We are looking at every aspect of this investigation. Wherever it takes us it's going to take us we're going to let the evidence take us where it takes us. I've been asked many times does that mean? It's someone inside the state outside the state and I will say this, we will go where the investigation takes us where the information takes us and where the evidence takes us. And that's all I can say about that case. With regards to the doctor case. I apologize I'm gonna be insensitive Dr. Hoover's case. It remains open and active. You know, I don't want to characterize it as I was getting close. But the investigation is active. I would love to close all 206 or 226 of these cases which were sent up to snap 226 open because I've got a 52% closure rate but we've got over 100 that are open. But I am hopeful that we can bring some closure to all of our families that have lost loved ones, including the two that you asked about. And that's where we're at. I have no other information at this time that I can share. But I'd be happy to close these cases and bring this board and update
and I can find that the chairman just appointed interest. I just returned for Dubai and just tell me if people there and 90,090% of them are nine citizens. These zero qui zero quite 10 million people 90% of them are non citizens. Zero crime is just and it's just interesting to see something like that on the on the face of the earth that you have something that many people the police don't have guns. Those are not allowed. And consequences. Obviously, you do cry. I thought the beta is just somehow just taken aback by that. As I'm sure you know it already because you're very knowledgeable. about things like that. But somehow it just really grabbed my interest. And other thought I'd just bring it bring it up.

And oftentimes there is so I don't know what reason there would be for that to not be there but let me look into it.
Yeah, I'm just asking because I would think that technology, that's part of what it was designed for, you know, that kid in the alley somewhere gonna fall and then the technology can track it. So I would I would just like to see that. Thank you.

The chair. A couple of questions that I have for the chief on question number one. We had, you know, looking at the artificial report, you know, we seemed like we had some separation with officers from the department but we also had officers that may have left this department have gone to you know, different agencies or whatever that may be want to circle back to the to the agency that they started from white Detroit, for instance. Those officers that have been separated for say, two to three years another with another agency, but they want to come back. Chief question for you. Have you taken any of them back or are you looking at any candidates currently? So welcome back to your department.
Thank you for that question through the chair. I've received 69 requests, arm Sorry 70 requests and we've accepted 39 of them back over the past few years. Since of course the new contract and numbers have skyrocketed on the request to come back. We've got about five now. That are trying to come back and during the background process and we're looking at their citizens complaint history, their sick time usage and a number of other things to make the final determination but 39 of the initial 70 are back and if I can clarify that number with Director Pattillo.
Since the contract we received 114 request of that almost 50 have been approved. We have another 17 that we're reviewing right now. 30 have been denied and we had approximately about 19 that were withdrew. And we have three or new requests. We have about 17 and processing right now. What am I was 39 stuck in my head for coming back because that's 39 for the year. So 39 have our back and on the street since January. But since the contract has been 114 requests and they're consistently coming in.

Thank you so much for your consideration. I've probably got 40 minutes but I give you the best four that I have. Thank you. I'm Minister Eric blonde from Sacred Heart Catholic church right here in the city of Detroit and I'm also a lifelong Detroit. To the new commissioner or gamble we we need a good hard firm spirit here on this commission. I've made no shortcomings on saying this is a corrupt space that you have decided to occupy. And so we need you and someone with a right mind and a right spirit. In the words of Martin Luther King Jr. There is an urgency of now. For transparency, there's an urgency of now for integrity. There's an urgency of now to eliminate the conflict of interest. We need an urgent focus look at police officer misconduct. You hear the Chiefs report. crime, crime crime unless in somebody's mind you can say wait a minute. A certain level of crime gives you an acceptable level of police officer misconduct. No one has been able to make that correlation but yet everyone has a question to the chief of police and his designee something about crime. Who killed who what what's the status of that crime? Where is the focus on police officer misconduct. This corruption can also be seen in the calendar of meeting topics. I'll go back to April 27 of this year. The meeting topic was supposed to be facial recognition technology and ShotSpotter it never happened. It never happened. Because they knew that what they were trying to hide would be embarrassing, and maybe even illegal. What was it? A black female. Eight months pregnant was misidentified with facial recognition technology. She was arrested, detained, put in the Detroit Detention Center almost lost her child. So they knew what they were doing. They were covering up what happens with facial recognition technology because they have been sloppy with technology. And these 400 more cameras coming onto the freeways are going to do nothing to prevent police officer misconduct. When it comes to the leadership of this board, there's got to be something that makes a person spirit go crazy. The former chairperson Ferguson, you know he was caught with a prostitute. What was the first thing he did? Whip out some fake law enforcement badge that the police officers issue. You bought a police commissioners to try to get out of this illegal and immoral situation. So Mr. Gamble, I humbly ask you to reject any type of law enforcement badge this Commissioner, this commission or this police department will give you it serves no great purpose. You can't go out there and investigate. That's what OCI is for. But they do it as part of this corrupt system. And I'll even go down to the current chairperson. Almost as soon as he got into the chairpersons seat. One of his first comments was an a quote, black men are the problem. Under no circumstances should that phrase or words be used. by anybody of any position, let alone a black person in the city of Detroit with leadership.

So let's not reflect on the issues what I've been going through in my life concerning the corruption of the Detroit Police Department, not all of them the officers protecting this woman because to her personal relationships in my life has been upside down and I can't take care of myself. So let's talk about the real issue at hand. If you are doing your job correctly, like you shouldn't Akita Wilson should not be allowed to get away with all this corruption. I don't know who's behind her. And I know that some police officers have been following me not knowing they've been following me in a civilian cars into the first of the year. Two weeks ago, the state troopers had to get a bus out of trouble. Oh eight mile in the south your service drive. I can go to any of these police departments and pick out these vehicles who will be following me. So when we talk about mental illness and I keep on talking about people stalking me through social media, that's why I've been coming here trying to defuse the situation and somebody do their job correct because if I had mental illness, I wouldn't even be here. That's the bottom line. If I try I'm trying to defuse the situation. People playing with my life driving when it's West stopping on the freeway all this stuff I have to deal with even at these meetings, they own a phone stalking me. I have an issue with that. You guys violate not everybody but my rights have been violated for too. Long. Is that long enough? Thank you.

When our governor took office, she gave the police the ability to be humane by giving officer discretion giving you the ability not to be a robot. We walk us off the street and the streets wants trust restored. After listening to the Chiefs report today, we have to take into mind that ordinary citizens don't want to end up like Bryce's family. Ordinary citizens that don't have any criminal elements in their life don't want to be a victim to be misinterpreted by people. So when we come onto these days, and we pull folks over, I ask that you guys use some officer discretion under a Michigan State Police league work day number 86. It outlines what lawful purposes are. One of the lawful purposes that it outlines is that if one has taken a firearm to a law enforcement agency to turn over a pistol to report lease, now we don't know where people may be having or maybe dorm, but this is a lawful purpose according to the law. So just moving forward, you guys have to have some humanity, utilize the officer discretion and follow the lead that the governor of this state has said here, not just with us, but utilizing humanity and Officer discretion. I am pleased to see that I have an additional board member and one that's already been approved to replace Holly and in January. I was wondering we got the I plan to talk about the office, the city of Detroit Office of Inspector General about the report that they just issued. You know the new board members need to know there's been some questionable practices and cover ups on this board for years about a number of things and they should be aware not to go along with making it easy to cover up things that should not be covered up. As soon as Inspector General agrees that the previous ACTING BOARD SECRETARY did do some questionable things. I hope this board does not continue to cover up stuff. Also. The new members should know that the fact that they had a ghost employee, they had personnel files disappeared. There's a number of questions on practices in any other organization. People would have been fired. But people have friends and you know, you know they do stuff for their friends. When I was a police commissioner. I had three votes for that. I regretted two of them involve Reverend Holly one involves him saying that he's gonna vote for and and recommend somebody for Vice Chair. Yep, I voted for him for chair that didn't happen. You know, and I won't go into you know, the other incidents, but you know, you have to be careful with those people that you said Know what, some of them are corrupt, some of them should not be sent in there. I was almost thinking I was gonna be going to Chicago to the Nico conference. I was gonna spread some letters about my opinion about some of the stuff going on here. Hello. Yeah, I'm just concerned. And excuse me I got turned off so my hair is doing here. I am concerned that there will be not sufficient safeguards pertaining to the new surveillance cameras that are being brought in license plate reading equipment. And there was a meeting that the bo PC had where they discussed policy on this matter. The intense good as far as making sure that everybody who is that the that they're not using them to track people that they're only looking at and then taking action on cars that have are either stolen or were involved in serious crimes. However, that information goes to a database where it is then determined whether or not to save the information and use it. My concern is that capability could easily switch over to a case where it is tracking people's movements. And even if not done intentionally by the people initially in control of the system. I think we need to be listening carefully to experts and artificial intelligence. Were telling us that we're reaching a point where our ability to control the artificial intelligence that we create may be lost, at which point, anything you have networked. Any information that is going into a database that is on the web, can potentially be misused. And in fact, not just by humans, but by artificial intelligence, or by artificial or by humans who are in control somewhat of that artificial intelligence.

afternoon through the TRB presenting Human Resources Report for the month of October report is going to cover your departmental staffing personnel recruiting, recruiting issues initiatives. And additionally, I believe you already received some of the handouts as well. And I do have slides but in the interest of time, I'll continue to go on one slide number is probably number two is

So the next slide is I says current current departmental staffing. So for the month of October, the department was staffed at 22%. For sworn members, we were staffed at 95% we had 138 vacancies. Now 5% vacancy rate all the police assistant positions are filled so they're filled out 100%. For civilians. We were staffed at 85% had 120 vacancies. So there's 15% vacancy rate. Next slide. Your next slide should say sworn recruiting beginning of the fiscal year July 1 Through October 31. So recruiting process, total packages, or applications 1497 89 were in processing 106 applications were withdrawn. I do have slides so I'm going to continue to present in the interest of time did you all get the slides?
Oh, okay. Well, your commissioners have them and for the sake of the public if they're not able to view them, we'll ensure that they are posted to our website and go right ahead.
At 1102 applications archived 160 were temporary disqualify 157 will permanently disqualified and 200 were waiting in Kohl's and during that period they hired 71 For the next slide is should say October am calls testing. For the written test 117 were scheduled 7443 Pass that was a 58% passing rate 31% failed I mean 31 Fail 42% failure rate 43 No shows for the physical agility 119 were scheduled 61 appear 33 past 54% passing rate 26 Fail 43% failure rate to read schedules rescheduled and 58 No shows. The next slide should say total new hires for the month of October. So for sworn we had 35 and when reinstated for a total of 36. Then we have 31 civilians total 66 We did have an academy class that graduated. We graduated 28. And as the chief said today we graduated 19. The next slide should be the Detroit residency information for Detroiters. We have 555 sworn 447 civilians and 15 Police assistants and for non Detroiters 1910 sworn 232 civilians and 19 Police assistants of those numbers for the new hire 17 Detroiters were civilians and seven for sworn officers. Next slide for attrition. We had nine that separated nine sworn 10 civilians for a total of 19. Next slide should be your leave of absence restricted duty for FMLA continuous for sworn you have 14 for civilians five for FMLA intermediate you had 63 sworn 3079 civilians for paid parental leave you had nine sworn to civilians and medical leave three sworn five civilians military leave five sworn for restricted 177 sworn two civilians disabled 18 sworn one civilian and sick 13 sworn seven civilians. The next slide should be monthly separations. We had a total of nine as I said eight were police officers one sergeant we also had 19 suspensions. That was 17 police officers one Corporal one sergeant and then we had 550 in the drop. The next slide should be titled Human Resources basically from January to November. 2023 DPD had a net gain of 166 officers. So when you look at the hires to separations, we've hired 292 Since January one and we separated 126. After the slide that says sworn separations, it's just say department separations 2022 to two versus 2023. As you can see, we had four separations in the month of November, we had a total of nine separations and October from November and usually have these slides but from November to January of last year we had a 302 separations. When we look at January to now we have 126 separations as I say so 176 Less separations since last year. The next slide should say police recruiting separations to other departments 2022 To present for the month of October we had three and then we had one for this month. The next slide will show sworn appointments, new hires and if you go to the slide after that says student police officers summaries we currently have four academy classes as of today we graduated one so we have three over there now we had a total of 104 students in those classes. Our next academy class is going to start November the 27th are expecting we're going to hire 40 We've already hired 24 that will go towards that class. We also in those four classes had a total of 16 officers that were reinstated and all of them are back on the streets policing. There's the slightest says 2022 2023 reinstatement after that is the slide where the chief was referencing the total of 39. So since January 1, two now we've seen 39 officers to return. The next slide after that gives you a breakout of reinstatement requests by month and the status of those requests. So since the contract 114 requests have come in, we've approved 4846 have been hired to just need to come to HR denied. 3017 are in processing of those 17 Three new requests, and we had a total of 19 that withdrew. And then the next slide after that just gives you our recruiting initiatives. We continue to build on our partnerships and we continue to attend a lot of events, which has been been very, very successful for us. And then the last line is the one day hiring process where you can complete most of the hiring process. And so the chief gave a lot of information on September 30. We had one we had over 260 applicants to walk through the walk through the door. Some of them are on the job right now either going to the police academy because they've completed all the process or entering into a new civilian job. So we will start the process tomorrow at 7am. We'll be here until approximately 5pm where you can complete most of the process and we will also be taking on side edge applications as well. And Secretary show I did receive your email regarding the quiz three questions that you had. I'll get to the answer next week. So I have not forgot. I will get to you pending any questions. Attrition mean basically the personnel that we've lost, so but last to like separate it, it could be retirement it could be duty disability, it could be they have resigned, it could be dismissed.

that yes that means that they are they have been away from the Department for more than 15 days. So they are not training. They are actually on military orders.
Is there a max range of time that an individual can be again I'm just going to generalize and call it deployment. So it could vary from the contract 15 days or more. But what's the longest tenure
it can vary? I have seen some members be gone for a year over a year but it can vary.
So the actual question that I have is what Available resources do we have to support those who are being deployed along with their family members? There are lots of different organizations who support military members who are on deployment, even for basic necessities that their family might have furnished, goes out groceries or needed, those kinds of things. Do we have anything active to support our members? Or is that something that you actually talked about?
So I can talk to you offhand about that? I do know that the city is establishing an erg group for veterans. I am actually the executive sponsor for that. So that is a new group that has been started. But I can talk to you offline about it. Okay. Thank you.

Thank you for the chair. My question is why do we have such a big discrepancy between residents and non resident officers? Is it a matter of recruiting on
teaming whether they stay in the city or out of state? So there is no longer a law that makes it to where police officers have to reside in the city. So where on the civilian side? When they go through the application process? They get extra points if they live inside of the city? So I can't really answer I mean, there's not a law that makes it to where they actually have to live in the city. So we can't you know discriminate based on that. We we have a practice where we're actively recruiting. Yes. So we're recruiting everywhere, on for police officers and for civilian jobs. So yes, we recruit heavily in Detroit. We recruit outside of Detroit as well. Thank you.

with the new contract is actually max out in four years is no longer five years, okay? And the contract has helped tremendously. So we are actually putting in classes a month 30 plus. And what we're seeing for our attrition where we used to lose 30 a month we were actually that has been cut in half. So we have one outlier month, which was I believe, August that 17. But all the other months have been 15 or less.
When the director when did you bring it down? From five years? It was five years,

Yes. So every officer has to go through an exit interview and it's just signed off by their commander and they are allowed to put comments down as to the reasons why they were separating. But like I say we've seen less to be leaving, some are leaving because they just want to go to school. Some are leaving because they have other opportunities, probably in a different state. But the attrition has gone down tremendously. And then we still have a few that are going to other agencies. It could be because those agencies are close to where they live. But yes, we do track it.

I'd like to just continue on that same line. What do you mean by sign off from a commander?
Their commanding officer sits down with him when they exit? Is that when they talk to
them? Is that not potentially a deterrent for them to be truthful in case they in the future would like to come back?
Well, some of them they put those comments down there. So an individual can say I am leaving because I wanted to pursue my education. It also it gives the commanding officer or their supervisor an opportunity to speak with them at that time. They can put comments down there.
Right I know they have the ability, but again, I would see having a commander having to sign off as a potential deterrent for them to actually be truthful about improvement.
So I can't speak for the commanders.
No, not for the commanders I'm
saying as a matter of policy. Oh yeah. For those who are leaving someone else they should sit down with or who can sign so may not be intimidated. Right.
But what I can tell you is that for the officers that do want to come back, they have to write a letter they have to send in correspondence to the chief. We do go to those supervisors that they have worked with to get additional information. So they at that time, we can write a statement to say what their performance was when the individuals work for them what type of member they was, what type of employee they were. We so we look at all of that. Okay, so I wouldn't say that that is necessarily a deterrent, because part of the background investigation that they're going to go through if they want to come back is going to already be included in it. Okay.
I say for instance, my relationship with the commander was not pleasant, and that's the reason why I'm leaving. Would I be as forthcoming insane, the commander has done a horrible job and that's the reason why I'm leaving if there's one who's signing off. I want if I
want to come back. So I don't want to speak for the employee and I don't want to speak for the commander. But when they do come to HR to drop off the paperwork because the member has to come to HR, we do ask them for the reason in addition to what the paperwork
says it might be valuable to have a conversation around whether or not there might be a better placement for that conversation.
I was just going to suggest I don't know if we need a motion for this. But if we could have as Patillo come out to our next personnel and training committee. We could probably put it up on the agenda and have that conversation.

I want to say first and foremost how much I appreciate the citizens in attendance today and also want to thank the board, and especially Miss Shaw for correcting this resolution for me so we can get the squared away on today. I also want to thank my big brother, Steve Collins, for being in attendance. Air Force veteran, also Wayne County Sheriff. retiree. Thank you for that. I did want to make mention, because there was a good segue with respect to the reason members leave the department and the notations on there are retirement notification to the department in that regard. One of the issues that I can speak firsthand about is that when you provide a reason I would suggest recommend and request that there be some follow up with respect to why a member is leaving, especially if the reason is because of past me in my case. There was a long story short a tumultuous situation that was long standing. And there's been a lack of follow up to bring some resolution. to that. I have made a request imploring the board. The last time I was here to impanel. A an advisory board of retiree force who would be more than candid, I will volunteer today. I do volunteer today but to participate if you have a panel that board that advisory board but also have sworn and non sworn members of the department who could provide some insight with respect to things going on at their particular commands and department why whether it's has to do with waste, corruption, abuses of authority and such. So I do revisit that request that the board and panel, that advisory board. Also with respect to citizen complaints when I was a member of the department I was a chairperson for the committee on race and equality for several years. And while there we had one initiative to and we worked actually with the Office of the Chief Investigator on this to recognize members for going above and beyond. Because that is equally as important. So I just want to remind this board and the citizenry, that there is a way to recognize members so we have the employee recognition form letters of commendation that have been posted on the City of Detroit's website in order to recognize both sworn and non sworn members who go above and beyond in the city of Chicago and interestingly enough, they do something very similar and where they post their citizen complaint forms for citizens to connect and file and submit those complaints. Adjacent to that CCR is a form on their website where they can where citizens can also recognize members for going above and beyond. So I just want to bring that to your attention to the instance. might appear to be my my understanding. I like to believe that awesome you know, there was some like negotiation, like if if the range was from, say 52 to say 63 or 65 or something. thank you through the chair. I would I'll state right in the beginning is that these are subsequent actions to fulfill the already past motions by this body. The only nuance here is that there was a job class analysis which Miss Shaw can speak to in partnership with HR. And in that finding, there's actually an increase for the starting salary of these investigators. So we need to first pass a motion which is on the table right now. In order to fulfill that new essentially baseline, I'll call it 54,500. Once we do that, we can then get into adjusting the other motions that we had already approved to make sure that they're accurate to this $54,500 standard. So these are, there's nothing new about what we're doing here other than the job class analysis that fortunately took place. But I'll let Miss Shaw cover additional context as well.
Secretary Shaw,
thank you through the chair just to add some additional context. So to Commissioner Burton's question, the last group of investigators that were brought on by the board in May started at the 54 or 500. Since then, there have been some budget adjustments. And the last recommendation for the five investigators that the board just may offers to a few weeks ago. That amount was set at 50 to 500. In an effort to make room so to speak for some other initiatives in the budget since then, in additional discussions with budget and finance, that reduction of 2000 for each is not necessary. So the recommendation is to bring on additional or future new investigators at the 54 or 500, which aligns with the last cohort that came in in May the class comp analysis process is in progress. And so there may be opportunities over the coming months to present some recommendations to the board to make future adjustments to salary to the various investigator levels and then that would have impact on all existing and future investigators. But at this time, the range that is set by the LA City Council is currently for 40,344 to 50,325. I'm sorry, the upper range I'm sorry, is 60,306. So that's 40,344 to 60,306. And so the recommendation is to bring on new investigators at this time, given that range F 54 or 500.

so, Mr. Chairman, so instead of just saying that we're going to bring new commissioners on in F 54. I mean that commissioners new investigators on at 54,000, but the range can go up to 60 Why not just vote for the range to um, today instead of just saying we're going to bring them in to fit the four. We do have some some investigators actually have some pretty strong, you know, writing skills and investigation, you know, skills as well. And so, you know, looking at the inflation rate right now is 54,000 hours is really going to keep the investigator that we hired today or in the future at that rate on when they can go somewhere else. And it also is this a union positions are these union positions and what are they and I believe, you know, and they are I believe they UAW members, right. So what are what are they Elian? How do they feel about that as being the start and pay or or or would they be more so supportive of the range, which is up to 60,000. And should we have someone from the unit? It's

Um, I did send a counter offer to the board to look at I'm not really for certain if everyone has reviewed the kind of offer but just a little bit about myself. I am almost a 20 year veteran of the Detroit Police Department as a auditor for the Civil Rights Division, where I have conducted investigations of citizen compliance as well as allegations of misconduct. And I'm very well informed of department policies and I'm sure that they are followed. My salary range right now is the max of this investigator position. So I am really open and I could then chair person burden for even mentioning their salary range. If it could just be taken into consideration the background of the individuals that are applying for these positions and our knowledge and their ability of their job performance and what they have conducted thus far as what they can actually bring to the Office of the Chief Investigator and resolve the backlog and uphold the cases that are already in place. If it could just be open because it is a pay cut for myself. A thing but it's something that I did consider because I really want to become part of this organization.
Thank you. I truly appreciate that. Unfortunately, well. Fortunately, unfortunately, however, you tend to view it. The motion that was made is that that offer is a final offer. I think that you know, I think that you know when you have, you know, good candidates that's come before this board that has great skills, and you know, and that's, you know, at the top of the pay scale and in their current profession. We are down investigators number one number two, knowing that we're down investigators, but we have individuals that apply. To be investigator we're far off is actually can can help help us become in compliance. I think we shouldn't we should we should honor by those negotiations. I mean, you know, you know, in fair practice, you know, people do negotiate their salary, especially when they're a salad, African or a candidate and so right now you know, I think that, you know, this is preposterous when you have good candidates come up before us, and we tell them that 54,000 or 52,000 is set in stone. When I know in the past, that those salaries weren't negotiated. There was like a paid range, but there was negotiable.
