Thank you very much. Good afternoon, honorable board. I will start as usual with crime and in the spirit of a week before Thanksgiving in less than a week. I do want to pause and thank the officers men and women of the Detroit Police Department. As you're about to hear I'm about to share some data with you regarding crime. And as you talk to folks around the country, as you have with the conference, you're you will see that Detroit is performing at a very high level and very, are in a variety rather, of areas. Technology, crime, crime investigation, the department is really moving in a very professional direction and we want to certainly continue on that path. We're not declaring victory, nor are we celebrating, but we certainly should acknowledge the great work of the men and women of this department. I have not seen in my 28 years of time, where the statistical numbers I'm about to share with you were were present over 50 years, just doing some quick investigation into the numbers, particularly homicides. And that's just a direct result of their hard work. So with that criminal homicides are down 15% That's in real numbers. That's 40 Less people that have been murdered in our city. At the same time last year. sexual assaults are down 8.3% That's 50 Less people that have been victimized by criminal sexual misconduct. aggravated assaults are down slightly by 10 and then when we look at burglaries, that's a 6.3% reduction and that means that 277 people, homes were not burglarized and businesses the same time last year. That's also a stat that I look at to see the performance of the officers that are on patrol that's a stat that is generally impacted by self initiated police activity that's patrolling our neighborhoods, as officers being engaged was a very difficult stat to measure. But it's proactive policing that drives that number down because those crimes are happening when people are at work and officers are in the neighborhoods ensuring that our homes are not being broken into. Then we look at a total reduction of part one violent crime just 1% which is great. Non fatal shootings are down 12% That's 100 Less people shot 100 Less people shot in our city this year, as opposed to the same time last year. Now we know that a non fatal shooting as a failed murder. So if half of those votes were killed as a result, we'd have 50 More homicides so it's just great work and a lot of pieces that go into that including technology, which I'll talk about in a moment. And then our carjackings are down by 78 carjackings, which gives us a 35% reduction in that area. Moving on to just a couple of incidents that I want to share. First is a fatal shooting that occurred on November 11. At 4:50am. Officers were dispatched at 20,000 block of Kingsville to investigate it. Dead on scene is the title of the call, meaning that there's a victim that has already been killed. officers arrived at the scene and observed the victim lying on the floor and the pool of blood Medic Unit arrived on the scene and pronounced the victim dead. The victim sustained a gunshot wound to the chest. Detectives from the homicide section were notified and responded to the location. Evidence of narcotics activity was discovered at the scene. But we don't know if that's the moment we have not been able to establish a motive yet. And that case is wide open. And we asking for anyone with information in a call or on that information to call crimestoppers. Second incident was critical stabbing on November 12 actually was two critical stabbings by the same suspect on November 12th at 11:30am. Officers were dispatched in 9000 block of jewelry to investigate a call of a critical stabbing. Officers responded to the scene and observed the victim being treated by one of our medics. The victim was transported to Henry Ford Hospital, where he was listed in critical condition. A few moments later. About an hour later. Officers were dispatched at 100 block of Grand River to investigate a another critical stabbing it was a 60 year old man who was stabbed by the same suspect and what happened was the suspect was in a mental health crisis. He was walking up the people randomly and asking them for money in a big day. If they did not provide it. He stabbed him. We were able to use green light and track where he was walking. We were able to track him to an area once he goes off of green light. We see him on a block. The officers did a phenomenal job of going up and down that block and making contact with neighbors ultimately arriving at someone who knew who he was and pointed us to the right direction of what house he was in. We made contact with a very cooperative family who understood the gravity of the circumstances and that he was in mental crisis and was able to quickly get them off the street. It has no doubt in my mind that had we not had the resources that we had. There would have been a large number of victims because he was in complete crisis mode from his mental health issue. So he was safely taken off the street without incident without force. He is first getting the medical systems that he needs second, getting the getting into the criminal justice system and getting them off the street. So that's where we are with that carjacking incident. Tuesday, November 14 at 9:45pm. Dispatch at seven mile and Ryan for Call of service required carjacking. officers arrived at scene and spoke with the victim who stated that he gave the suspects which turned out to be four males arrived home from a laundry mat. suspects and the victim arrived at the location that he gave him a ride to one of the suspects pulled out a gun, put it to the victim's head and in tickets vehicle. The victim gave the suspect all of his possessions except for a cell phone. The suspects realized the victim kept his cell phone and assaulted him suspects and took the victim's cell phone and his 2015 White Chrysler and drove away from that location to Texas from the commercial auto theft unit were notified responded to the same investigate. They looked at our LPRs and the and discovered that the vehicle was an area of E seven mile and Gratiot officers and detectives discovered the vehicle. Gunston in college officers conducted a traffic stop. Three of the mills are still in the vehicle and they were arrested after short. Again another example of the importance of responsibly using technology to get perpetrators off the street to incidents just those and there's so so many more. Moving on from crime to some positive updates. We had a police reserve graduation on Wednesday night. Nine reserves were elevated and put on patrol. We had a turkey giveaway yesterday. We gave out 100 turkeys at headquarters and today we had our 2023 I graduation 19 students and I will tell you, Commissioner Presley I have heard from probably 10 Students complimenting you on the presentation that you gave and the impact of your speech and I've heard from my colleagues just how impressed they were and how well received your comments. Were so thank you on behalf of the police department. Thank you for your comments. Tomorrow. We have a one day hiring process event here at headquarters and lots of jobs not just in policing. We're going to Director Pattillo does an amazing job very, very innovative and we're tremendously blessed and happy to have her on our team. One of the things that she's managed to come up with is a one day hiring process where she takes you through everything you need to do to get get the job that you're applying for in one day. The physical, the medical, the correct screenings, the testing and it is quite impressive to see. It's an all day event starts at 7am I think it goes until 5pm Last time she did it they had I think close to 100 applicants people were lined up around the building to get in. And she's doing it again on tomorrow. office assistant to positions that are roughly fixing als in our office assistant three roughly 60 miles an hour social workers roughly $28 an hour. We're looking for bilingual social workers as well. Roughly $28 an hour. Project Manager analysts specialists those are crime analysts $36 an hour. Our detention facility officers at a DDC 16 hours an hour. Our Traffic Control Officer those are the ones who are crushing across the street at big events roughly 60 miles an hour. Our 911 dispatchers $90 an hour. Our senior 911 dispatchers 1925 An hour and our non emergency call takers roughly 90 miles an hour and truck drivers roughly $90 an hour so lots of jobs and of course police officer. We're hiring for that as well. So looking forward to people participating in that. And then last two things before I take questions
