you're good to. Good afternoon, Mr. Chair. Under the Acting Secretary report, you have a letter from Congressman to lobby. Lee. There's an opinion from the Dr. Jackson, who's our parliamentarian concerning our policy committee meeting, which was held on May 14 2024. In the OCI weekly report, and Mr. Chair for now go to announcement. Thank you. The next bill PC meeting would be June 20 2024 at 3pm. That meeting takes place at Detroit Public Sector headquarters that addresses 130 1/3 Street 42 to six and the next bill PC committee meeting will be Thursday. July 11. At 6:30pm. With the six priests in hosting at Citadel appraise. That address is 20280 Linden Street, Detroit, Michigan for a two to three. Mr. Chair for the month. To qualify 24 hour committee means policy committee meeting meets Tuesday, June 25. At 5pm. That meeting also take place at Detroit Public Safety headquarters, and you can view it on Zoom. I just want to welcome the police commissioners. Our building is always open to holding this meeting. Because if the community if our school was not doing justice by opening the building to the community, we're not a true community school. I like to look at it that way. I would like to say welcome to the community. Detroit Edison public school academy is a pre K through eight school, one of the highest performing schools in the metropolitan area, not just Detroit, but also the high school right across the street from the parking lot. We focus on not high school graduation, but college graduation. We had a one to one of the highest persistence rate in the state of Michigan for students staying in the college and graduating. So I want to say hello again. Thank you for coming out and our home is your home. And anytime you would like to have a meeting just let us know. And our arms are open and well. Thank you.
Thank you so very much. Can we can give him a round of applause for Mark's inviting since this place. Thank you. Again, since we don't yet have a quorum, we still are able to receive staff reports. And so with that, I'm going to ask that Chief Investigator Warfield provide us his presentation or relative to our Community Impact Report.
Thank you, Mr. Chair. And to this honorable board. There are two communications that are left on top of your binders regarding some occurrences that you may want to take a look at and read and I will also be placing these in your email box as well. I do want to go into one of the communications though. Last meeting. Commissioner Carter had made a gave us a question as relates to the type of investigations and the type of findings and the results as relates to those backlogged cases. That came back to us from the Office of Inspector General. And as I said last week, we have some of our newer investigators that are going through that process of investigating all of those complaints and they are doing an outstanding job. Those five investigators have really tackled over 105 allegations. Of those 105 allegations that they have investigated 20% of those allegations have been sustained, which is above a normal number just just above our normal number of about 15% of allegations sustained and in addition to that, the vast majority of those investigations were of our standard investigation. Meaning that they did the very long form of investigating those complaints. And they have again done just a yeoman's job and they have led the way in our office as relates to the number of investigations that are being completed in the office of the chief investigator and that again, I wanted to provide that in writing for this board and in more in particular to Commissioner Carter, who raised that effort. That's my report. Thank you, sir.

you Mr. Chairman. Oh, chief investigator. I'm looking at this second memo. It's very concerning to me. I don't know if other board members have read it, but it's very concerning. It goes. If true, it goes totally against our mission as the board of police commissioners that was established in 1974 by the late great Coleman, Alexander Young. Can you just give the overview of it? I know you don't probably want to read the entire letter but you just give a brief overview of this because it is concerning and I believe this is public knowledge. Yes,
sir. And through the chair to commission a morning read to the rest of commissioners I was alerted. Last week and this week, what seems to be a potential work short, slowdown or work stoppage in our office by a few investigators. I addressed this issue with the MAPE which is which stands for Municipal Association of Public Employees Union president. I've also discussed this with the city of Detroit labor relations. Representative all three of us on the same page, that if this activity is taking place, that it is not only unethical, but it is also illegal. And so the mate president, Mr. James is addressing this with the union employees in our office. We're also going to address it in our next meeting as well. But I've seen evidence, which gives me pause and so I want to make sure that we have all of the facts before you but we definitely want to bring this and I don't know if it'll be in closed session open session, but it's something we want to apprise this board of in full. Hello, everyone. I was at the border. Commission meeting last week at the headquarters to officers with to my personal belongings and I'm so disgusted disappointed in every time I get up there and I speak about people will officers disrespecting their oath and not doing their job correctly in this respect and me have there anyone going to my personal belongings at the border commission meetings? I mean, that's so disrespectful. And then, like I said, it's always some type of cover every time people, officers when you conspire to cover up anything illegal, it is conspiracy you keep on trying to cover up my rape. I am so tired of this. So I want to Avalon is working with the Detroit Police officers trying to cover up my rate a clearly I was right I'm not just gonna continue to talk about my right ear. Nobody's not doing anything about it. And I'm in a shelter and I have been complaining about this person for a very long time. And I want to know who was paying these bills or who's calling the shots when helicopters continue to be stocking up. Over the facility that I'm in I'm watching somebody lie she the first lady. That's not acceptable and not as illegal stuff is going on why should my life be interfere and I continue to talk about officers follow me in a civilian vehicles is going on three years and six months somebody needs to do their job correctly.

Okay, so thank you so much for hearing us out. And well, it seems. Maybe it may seem like a minor issue to a lot of people but it still significantly impacts the quality of our life and our neighbors. And we want to speak precisely about is the noise that in the north and involving the park and also involving bodies, block bodies that are being approved by the mayor's office that the and last weekend of May literally for the whole Sunday. Our house was vibrating from 2pm until 8pm. We just could not function in our own home and we were told that that party was approved by the mayor's office and there was nothing we could do. And so we just want to find out, you know what our rights are in terms of the noise and what is acceptable and what's not because from what we understand by law. It should not be heard within 100 feet, but we were four blocks were almost half a mile within that party and was still good here within our house with all the windows closed. And it's also concerned because there's a lot of vacancy in our block and our neighborhood has been designated for the population for the population. Density and like whenever anybody right now how many houses we have four vacant houses out of what's herd
of about 12 on our block right now and especially needed as a transportation hub near the queue line as a target area for increasing the population density. So we're concerned about being able to recommend to our friends and people that we know that it's a great place to live, which we love everything about it except the noise and the interference that we have mostly from Dolores Bennett Park and occasionally these parties. Yeah,
and also like people ask us whenever we ask them like oh move from Bloomfield Hills and the question we asked which we usually get is, How is how safe it is and how quiet it is. So how do you know how, how safe we can feel in this neighborhood. And can we get a peace of mind? Can we rest in the weekend? In the evening after a stressful day on the job? And I would say you know during warmer months, I cannot answer that question positively because as soon as the weather gets warmer mid April through mid October it's it's it's really tough. It's really tough for us and we spoke to present and they direct us to call 911 and then neighbors it's like a lot of us actually will call in and on one and then one directs us to precinct so we've been feel like being bounced by you know ping pong ball back and fourth but nobody can really help. So
right thank you a DC Williams, could you provide us what is the noise ordinance so that they have some clarity on the timeframe in which they should expect their communities to be quiet?
So the noise ordinance is basically if you can hear music, I think it's 250 feet away, and don't quote me on it. But if it's loud enough where you hear it from your house, then that's too loud. And you can call the police and the police will investigate that. From what you're hearing from what I'm hearing through the chair. I would like after you get finished just for the neighborhood police officers in the back to get your address and your where you are and we'll work that out. Okay, thank you.

I'm Minister Eric blonde from Sacred Heart Catholic church right here in Detroit and not far away. I've been coming to these meetings roughly 10 years I've counted 20 commissioners that have come and gone but the corruption stays the same. So since we are at a school, I want to make sure that the young people know what their rights are when they get stopped. We have a male mentoring program at our church and we had a defense attorney criminal defense attorney presentation to them in front of a police officer and there was no dispute so I want to make these things clear. One when you were stopped by the police, you have a right to refuse to be searched you or your car to if you are commanded to exit the vehicle. You must do it. Three if you are asked to exit the vehicle and the officer does nothing but tell you stories. You have the right to ask the officer Am I being detained or am I free to go if they if you are not being detained and you are free to go but speaking of being detained at last week's meeting, OCI. Reverend Warfield mentioned something very disturbing. His office has noticed a trend of police officers handcuffing citizens during stopping trap during traffic stops with no valid reason of being detained. If you commissioners did not take specific notes of that. Then I want you to the other thing is the HR report was delayed again last week. This is now going on two months. But the HR report only talks about retention and attrition and things like that as Board was created.
It's your turn. And I do see that Commissioner Hernandez has joined us and with that addition, we do now have a quorum. And so we will return to our official agenda, which now calls for the introduction of commissioners by acting secretary brown

Mr. Chairman, yes, the bylaws allows someone who's not present to be nominated as long as they have previously indicated willingness to serve, I would advise the chair to ask the commissioner if Commissioner Menara has indicated she'd be willing to serve as she's elected.
So I asked Commissioner banks are you aware of whether or not Commissioner Bernard is willing to serve?
Well, I know she ran last year, you know, and I do believe she's willing to serve. Yeah, as far as I know. So
there has there been any conversation relative to your nominating her today about her willingness to serve have
I had a conversation with her Correct? No, I just you know, I mentioned to you two days ago that you know, or a vote when I was nominated by Commissioner Moore. When I ran for vice chair or vote you know, she was go round. So cheer. We agreed to that. Back then.
We agreed today. Again, I'm only responding to what the parliamentarian has suggested is necessary in order for the nomination go forth and so always based on your confidence, or conversation with her about her willingness to serve.
Because she says she she told me she was running for chair in June. So I said I got her back. Okay. Oh, that's a willingness to serve to me. Yes. Seem like yes, I will accept, Mr. Chair. Yes. Okay. Thank you.

Okay, so I just feel as if, as a chair, my hands are tied in this circular process where these votes are continuing to remain the same. So I just I've asked for motion there was no motion and we kind of keep going to cycle so if you have provided I associate
the chair the chairs of frustration, but at this point, all you can do is hope that someone on the commissioner will see the impasse and give us the fourth vote or give three votes to give us four votes with somebody.
Then there's no other action that can be made. So whether that's a motion to table to delay to
problem, Mr. chairs that your bylaws require that the election takes place at this meeting. The only way to circumvent that would be to set and adjourn meeting and adjourn meeting is the continuation of this meeting. And it would have to be set prior to next Thursday's meeting. In order to comply with the bylaws that the election occurs at this meeting. You would have to set an adjourn meeting and the Open Meetings Act would provide restrictions on giving notice to the public that you would also have to meet

Yes or no, the parliamentarian has done some additional reading and research in the bylaws of the bo PC. Under voting, it says that the form is required only members present are eligible to vote, and any member may vote for himself. Or herself. The parliamentarian does not see. The problem is the bylaws don't specify whether the majority or plurality vote is required. And if the bylaws are silent, then Robert's requires a majority. That is the majority of votes cast. So you have four votes, cast, and majority of four votes cast was three. Okay, it's three with three votes out of four being cast. You could declare Darryl woods as the elected Okay,
to the chair. One second Commissioner burden. Commissioner burden.
Can we get the attorney to the board to weigh in or legal opinion on that? Because that's that has been the case and past practices. It was always who can get to four votes. And that's how I was, has always been. And so now I don't wonder what's the problem today?
I'm concerned about the grounds of your question because it would have always been four votes because the votes will be determined upon the commissioners who are present and the number of nominees that are had so I'm sure that there have been chairs elected with a different vote tally than four. So I don't know what that is in any measure the standard, but we can ask the attorney whether or not she agrees with the parliamentarians rendering of Robert's Rules.
In addition, Mr. Chairman, that situation is complicated by the fact that the Open Meetings Act requires people who are elected to office to vote. And so the situation is complicated. by the fact that not everybody voted. So the be the attorney could give the opinion. And should this is since the open meetings that this is in vernacular, her playpen that those who did not vote whether or not they had the right to not vote the reading of the Open Meetings Act says that as elected people, elected officers, the public has the right to know where you stand on any issue on what you're voting. So that if you're going to abstain, you can only abstain for very narrow, specific reasons. Not just because you haven't made up your mind, for that complicates the situation because not everybody voted. And that would be something that the lawyer would have to respond to the Open Meetings Act in terms of the law of that situation. is certainly for the attorney to speak to. Okay.
All right. So as has been provided as opinion from the parliamentarian that because there were four votes cast, and Dr. Woods received three votes, while Commissioner Bernard received one vote, the deer woods technically received majority of votes. I find it complicating that as the Chair I voted for Darryl woods to then make that claim which might disenfranchise a two of my colleagues. And so what I will ask you to do is that we'll do one more round noting what the parliamentarian has suggested that if your no vote is not a vote, then the majority will go forth, so that your no vote can be done under the awareness of that. And so with that being said, we are again under nominations for chair so all those in
favor of our discussion, Mr. Chairman,
unfortunately, I was explicated that there is no discussion now the nominations have been closed, correct. There would have
to be a motion to reopen nominations. It's non debatable. It requires majority vote to be adopted. Though motion can't be made to reopen nominations. It has to be seconded is not debatable. It requires a majority vote to reopen.

I believe this is in proper because before I did call for the board attorney to weigh in on that I think it's very important to have the board attorney at today's meeting. I also believe we need experience, you know, to really move the commission forward and you know, Commissioner slash attorney Linda Barnard definitely bring you know, a tenths of background of experience when it comes to police and in the community and and, and so I think out of all fairness, I think my request calling for asking for the attorney to weigh in. I know that that's, you know, that's definitely needed, especially at this meeting here.
No madam parliamentarian. Are there any grounds to challenge the chairs decision or to argue the resolution of this vote,
a point of order can be called on any election but the point of order has to specify what rule has been broken. Generally, that falls into one of two categories. Either someone voted who was not authorized. To vote who was not supposed to be voting, or someone who was eligible to vote was prevented from voting. So if there is something about either one of those issues, is there someone who voted who was not authorized, did not have the right to vote. Or did someone have the right to vote and was prevented from voting? Unless those are the issues and the point of order was failed? And the parliamentarian you all look very familiar and I don't believe anyone voted who was not authorized and everyone had the same opportunity to vote. So the point of order would have to rise on those you can't just object to an election because one doesn't like the outcome. There has to be a rule that has been broken
due to chair Commissioner burden. Thank you, you know, through the chair we have always have in past practices have you know to most of my knowledge is that we have had someone with experience we had lately we had individuals you know for chair and vice chair without the spirits and spirits is very much needed here. This is the this is the home where you have a lot of great community leaders, organizers like yourselves, but we also have some really good police officers here and number seven especially your neighborhood police officers were leadership goes a long way. When I look at the 7% I look at this community. What I see is law enforcement and Detroit residents working together you know, there's no better Friesen that our weather be part of and live in with my family. Then number seven, I remember 2014 and 2015. This president was number one and total overall reductions of crime and they still lead in and other areas throughout the city, especially with community engagement, which is something that we all are very familiar with. So I want to start off with the resolutions for

you know Miss Hartman is no stranger to our community and she understands the value of hard work and, and also community. Oh, put my flashlight on. So I can get through your resolution Miss Hartman. So resolution honor and our Tina Hartman, whereas Miss Hartman has been a devoted resident of the city of Detroit for over seven years, dedicated her life to betterment of our community. Her dedication for our work and unwavering support for the city for the city of Detroit and his residents makes her truly deserving candidate for for this resolution. Miss Hartman was born and raised under the Detroit Eastside, a 10 in script elementary school for us Middle School and graduating from southeastern school in 1969. She further her education at Wayne County Community College nursing school obtaining her license rather go nursing. And whereas on November 3 of 1998, Ms. Hartmut was elected as Michigan State Representative for the third district, a position she held with the Sanctum in January 2004. Her passion for the city of Detroit is evident and all of her endeavors and she has become something that any community service and excellence currently, Miss Hartman served as executive director of maca alive, nonprofit foundation and the role she has been instrumental in involving several community initiatives, including community bank, which organize the distributions of food boxes to seniors, every third Wednesday and public food distribution every fourth and fifth Saturday of each of the month. Great eat art learned program, a program that mentor youth ages six to 12 praise in the park initiative aimed at community engagement, spiritual inspiration, and annual macrolide parade. A beloved community event that celebrates unity and diversity and whereas Miss Hartman is also an active member of the NAACP, he was active advocating for civil rights and community welfare. Miss Hartman Hart is a big as her accomplishments are humble and unwavering and welcoming personality makes her hair was vaguer in our community. She is known for her warm smile and entrepreneur clubs and shares making everyone feels valued in love ourselves is in dedication to putting others needs. Ms. Daniels has been a staff as resident of the city of Detroit for over seven years, with her roots firmly planted on on the east side of Detroit and significant with the seven recent lady Daniel's education. educational journey began at Sacred Heart Elementary School continued as Miller middle school and with her graduating from Eastern High School in 1966, she pursued her education at Tennessee State University, earning a bachelor's degree in nutrition and food in 1972. And whereas, throughout her life, Lady Daniels have warm many hearts showcasing her dedication and passion for her community and her contribution including organizing senior events participating and free. Feed the police initiative. National Night Out Thanksgiving Day food drive and the annual community Christmas party as an active member of the 7% citizens Police Community Relations Council. She also plays a pivotal role in planning and organizing community meetings ensuring everyone runs smoothly and efficiently. And where as her commitment, Astana to Sacred Heart church whereas she remains as an active member alumnus under the mentorship of the late father Norman P. Thomas. Lady Daniels develop a profound dedication to her church duties. These include in serving communion so sick and maintaining the church bulletin and participating in the Health Task Force. In addition, she volunteers as St. Vincent DePaul for their monthly food drive every third Wednesday, and we're as Lady Daniels also contributed significantly to her residential community at Ralph Bunche Co Op where she has lived for over 40 years. She served on the Bylaws Committee, demonstrating her dedication to her neighbors and their well being and in her spare time.
She enjoys taking walks around the neighborhood and visiting local parks and body in the spirit of the community engagement. Ms. Daniels love this. She has a great passion for brand and resolutions to women and gifts. Who has been through a traumatic and stressful experience. I've been a coal works. FS lead to bring awareness to social issues. Such as human trafficking within underserved communities. And whereas Irene Nicole is the founder of less hat. Let's have girl talk. a mentoring program is designed to give girls age 12 to 16 a platform to express themselves freely about everyday challenges. Under the umbrella is the Have you seen her initiative which invites the community to canvass when girls go missing and the metro Detroit area Irina Colby became a partner with the Joseph Walker Williams Recreation Center in Detroit and the summer of 2015, where she held Girl Talk sessions for girls in the community and 2016 She was introduced to the importance of community involvement and social justice with the change agent consortium and whereas Irene Nicole attended Oakland Community College, our urban Hills campus where she studied mental health, social work receiving her associate's degree, with honors in 2016. She is currently attended Wayne State University for Sona, our bachelors of arts and gender, sexuality and women studies and a second bachelor's science and psychology her work experience includes inpatient psych with adults and adolescents. Residential foster care for girls homeless shelters for women and children. Apply behavior analysis for children with autism and outpatient side for mental health and substance abuse disorders. I have a Nico plans to work with church of Messiah to create a human trafficking task force in the metro Detroit area. And whereas and 2020 IV Nicole became a candidate for our Michigan House, District Six campaign and around issues of mental health, human trafficking and women's rights, although she did not win the seat she won the heart of the community and law enforcement by continuing her education continued to educate individuals on mental health and sex trafficking. But you know, everyone that we have named here is is doing a remarkable job and in public safety, education, mentoring, outreach. And, you know in that happens to be right here at number seven doing a great job in the fifth precinct in the fifth district. right. Thank you so very much. And again, congratulations to all of our recipients of either resolutions or certificates. And with that, we will move to the chief police report as well as the seventh precinct report and that will be offered to us by DC Williams.
Yep. So we are going to start with the chief police report and then I'll pass it off to magistrate from the seventh precinct through the chair already here and start. So update on officers we have one officer who is currently disabled and at home resting from from his injury he that officer is with downtown services. The crime data I'll read is as of June 12. So we're currently down and all of our violent crime categories, and for homicide were down 22% So we've had 25 Less homicides this year than we had last year. Last year we had 114 This year we had 89 of our non fatal shootings were down 21% So that means we've had 70 Less non fatal shootings this year than we had last year. Last year. We have 337 this year. We had 267 robberies were also down. We're down 28%. That means we've had 179 Less larceny this year, I'm sorry, robberies this year than we had last year. Last year we had 630 3036 This year we've had 456 Total Part One violent crime, we're down 11%. So that just means citywide. Our violent crime is down by 11%. That means we've had 620 Less Part One violent crime incidents than we had last year. Last year we had 5547 This year we've had 4927, carjacking were down 48% Last year we had 80 carjackings this year we have 42 for a difference of 38 Before I go any further, the chair asked a question about noise, the noise ordinance and he asked specifically about time, so I didn't have that at the time but the actual time is from 10pm to 7am. It should not be noise to upset or disrupt the neighborhood. So just to put that out as well. Going into drag racing or drag racing enforcement for this past weekend. We had six vehicles investigated. Two vehicles impounded one felony arrest two weapons recovered we had one blog party response and we issued tickets to for spectators doing the the drag race enforcement so going to our mental health and related calls for service. So this week, we've had 73 calls for service for individuals who are in mental crisis who were unarmed we had Give me one second year we had 38 where they were armed. And we had a total of all service 1590 That's an increase of 144 from last year. Last year, we only had 14 1446 for overdose related costs. And this is year to date. We had 2176 Last year we had I'm sorry this year we had 2176 2000 I'm sorry 2023. We had 2318. We've had a decrease of 142. calls for service for overdose related incidents significant incidents, going from Saturday, June 8, we had a triple shooting one fatal to non fatal. This occurred in a 4700 block of Nevada. We basically had one individual who was shot while in the backseat of a black jeep. And then we had two other individuals who were found shot later in the 18,000 block of Healy. We do have video of the incident. One of the individuals was fatally wounded. The other two were received now life threatening injuries. The circumstances behind it was a group of people at the 4700 block of Nevada and they were attending a candlelight vigil for someone who had passed away and during that visual, somebody went in the back of white issue small white SUV produced a long gun and started firing into the crowd. If you have any information, please call one 800 Speak up and that's the Crimestoppers number or you can go on Detroit rewards TV instead number two fatal shooting this happen on June 8 Saturday. This This occurred in the area of West Warren and the Southfield freeway service drive. And this was about 10:11pm on Saturday. Officers got a call that someone had where they actually had a couple of calls we had a ShotSpotter run. Identify the shots had been fired in that area. And we also had a run to Oakwood hospital where someone was transported and they once they got to Oakwood hospital. The wound was fatal and they were pronounced dead on scene.
We basically have we basically have a weapon that was recovered from the vehicle.
That individual was transported by from the scene by one of the witnesses at the hospital. We were able to recover that vehicle that was used to transport the victim. That vehicle did have bullet wounds or I'm sorry, bullet holes in it. And it also had a firearm that was recovered from the scene. So we have a couple of leads that we're working up with that based on the recovery of the weapon. We don't know exactly what happened but we know that they were driving and we were able to find rifle casings at that scene of Southfield freeway service drive or West war. If anyone has any information on that, contact Crimestoppers at winning 100 Speak up or Detroit rewards TV. We had a another double now fatal shooting. This occurred on Sunday June 9 at 10:16pm. This occurred in the area of was on the 14,000 block of Rutland, and we basically had a 15 and 16 Euro individual they were playing around with hand guns and they were not fatally wounded. Both of them were shot through the hands while they were playing with the weapons so this was an accidental shooting. We were able to recover the weapon. I believe we recovered two weapons at that scene. And the next incident was a fatal shooting. This occurred on Monday, June 10. At 4am officers were dispatched to the 11,000 block of Marlo for this shooting. We believe that the circumstances behind the shooting was a neighbor trouble. Officers did get to the scene found one individual who was fatally wounded. The actual suspect was was determined identify and arrested at the hospital. That concludes the critical incidents that we've had up until Monday serving our our seniors. On Tuesday recruits from class 2024 II serve lunch to seniors at Harford nursing and rehabilitation. Before the graduation each academy class will participate in at least one community engagement project. The serve the in protect initiative and as part of that serve the in protect initiative. There'll be a peacenik this upcoming Saturday and this will be occurring at the Helmand recreation center and a nice precinct is going to be from 3pm to 7pm. This is basically a gathering where police and community eat
and have fun together and a name of peace. silence the violence on Saturday, June 15, from 10am to 12pm. There will be a 17th and you will silence silence the violence March and rally at church of the Messiah. With that there's two events there'll be happening in seventh precinct but I'll call up commander sweat and I'll have him start to address that. But before I do that, if there are any questions on the Chiefs report, we're going to do a few things here because one with the many certificates that were being distributed, there was one name that we unfortunately overlooked and so I want Commissioner burden to provide that now. So the majority of complaints I get are from the west side however, I have received a few that you've assisted with personally, I just want to say thank you and you are missed. Over at the sixth precinct even though commander Newsom was doing a great job. Can you pass a message to Deputy Chief Hayes I asked a few weeks ago about the Wayne State University protests I wanted to know what unit from the PD assist at Wayne State. Was it a mobile field force? Was it a local precinct, whatever, I just want to know assisted through the

DPD was on site and we were standing by in case Wayne State needed assistance. We took no active role except assisting them with prisoner processing. But if something would have happened, we were there to give them further a mobile field force unit

I don't have a question. But I just want to just add this really quick. I just wanted to talk about two great leadership's that we've seen here at number seven. I watched Captain Holt come from this precinct and became a second deputy chief. I watch a captain get promoted to Commander and became the commander of this preset number seven, which was Commander Williams who now is sitting in the capacity of Assistant Deputy Chief right here with the Detroit Police Department. Great leadership have came from number seven. So let's give DC a second deputy chief Hope, who used to be our captain at number seven around applause. Let's give our assistant chief on a Williams, dc dc deputy chief on a Williams a round of applause to because they both came from number seven.

Good evening, everyone. Through the Chair. I'd like to start by introducing some of my co workers right ahead. MPO Hill MPO Davis and our newest MPO Baxter MPO scribblings outside talking citizens. But getting into the Crime Information for number seven. Number seven is having a good year for crime. We are down in homicides 25% down in sexual assaults 50% down in aggravated assaults 18.3% down in robbery 51.4%. The one area that we are up in is burglary were up 28.4%. Down in larceny 6.1% down and motor vehicle theft 9.5% and non fatal shootings were down 47.4% And carjackings, we are currently down 100%. We have had none year to date. Excellent. So that combines for 23% reduction in part one violent crime and 4.4 and property crime Wonderful. Thank you. Strategy result as I mentioned our reduction of 23.7 and violent and 4.4 and property crime homicides are down. Our current identified trend is burglaries we're focused on burglaries is as our only part one crime that show an increase. We run weekly operations that target known offenders. We had a recent arrest for repeat offender that closed seven home invasions is suspected in 12. More in the seventh and 11th precinct investigation those open cases are ongoing we conducted warrant sweeps for burglary and burglary related offenses. And we've seen a trend in release recent domestic violence related burglaries and those are being addressed with our warrant unit arresting known offenders I precinct strategy. We have a warrant unit that worked closely with our detective unit to arrest known offenders, target enforcement and identified hotspots directed traffic enforcement in those identified hotspots. We do weekly home checks with our mtoc partners partnership with homicide gang intelligence major violators, Weissman, forcement and cats have led to a reduction in all violent crimes. community programs we have dozens I'd like to highlight some of the actions are MPOs we were haunted house party this past Halloween trick or treating events Turkey bingo Turkey giveaway, Thanksgiving dinners holiday party seeing your movie day adoptive family on Christmas Christmas dinners I Game Day potlucks reading with little darlings community readings, real men read anti bullying presentations, seventh precinct annual memorial for fallen officers to get the dinners and like the DC mentioned we have our 17th annual sound surveillance March this Saturday at 10am at Lafayette and East Grand Boulevard. Thank you, Mr. Chairman. Good seeing you again. Commander. Last time I saw you were Lieutenant at number 10. I have a question in regards to court appearances. I know that's a little bit off topic, but it's a reference to section two Oh 2.5 Dash 5.8 of the DPD manual. It talks about the commanding officer shall initiate an investigation to determine the reason for the members failure to appear as scheduled. Do you do a lot of those as relates to officers failing to appear in court?
I don't conduct the investigation myself but I assign those but yes we our detective unit routes those out weekly anyone that missed courts subject to discipline. how in depth is that report? i We see if they've received the notice we have a electronic court book that we track when they were served with supervisors serve them. And then we ask them why they weren't in court. See if they called in sick see if they were on vacation. Even if they're on vacation. They're required to notify a supervisor they won't be available. And if they cannot justify their absence the discipline starts and
finally so when you say supervisor and the manual references a term called watch commander, yes, that what we're talking about the supervisor.
We generally have a span of control. Every officer is assigned to a sergeant and that Sergeant handles the investigation.

And the commander was like the first person that arrived and him and I sit there and talk for a minute until community members came about so it's always great to see our commander. Here at number seven commander I just want to just just asked what do you all have planned for national night out this year? Are you still you're still working on it? We're
still in the planning phase we we want to tap in that last year of course.
Okay. You know, so, you know, national night out to our community is something that that that we look forward to each and every year. I know number seven does a great job at national night hours and so far have other presets, but you know I believe national night out this year at number seven is going to be outstanding just like it was last year and and for years going forward as well as past years when Captain hope who's now second deputy chief was the captain here. Okay, well, we have a lot more concerns in the north and I mean, there's the issues of loud noise for people in the park. We also have an arsonist on the loose, most unfortunate it took me a long time to get through an M to an MP off so that's one of the reasons that I wanted my Commissioner Burton to please give me a call. But finally I went to the precinct got the names of the community policing officers finally got some but it was very difficult to get attention on the north end when there was an arson is on the list. I also would like you to know that the club Detroit Land Bank Authority is wandering around trying to take people's property claiming a vacant boarded up building as a nuisance when they got a bunch of stuff for people they contract with anyone boarded up the hallway open to human trespass. And I have a situation where I have a built in it got hit by an arsonist after my neighbor had reported the guy stealing off his porch six times on camera and the police did nothing. Then he lit several houses on fire. Now he's gotten released he only did a year in jail or wherever he was got released a team wellness and while that no surprise he cut his tether off and he's violated the stay away order. He's in the north end. It should not take a resident this much effort to get attention to a situation like this, but I'll be able to amply prove to the land to the judge that this is not about concern about safety. It's more about the land bank trying to control and commandeer private property and forced development. It's most disgusting what they're doing the land bank attorney won't even discuss with me their legal authority Well, probably because they don't have any. And by the way, former police chief Craig submitted a declaration I don't know he's an expert on blight. But just because you could find a dead body in a building they can build in which never happened in my case. Doesn't mean that a house is some sort of

Good evening, that'd be heard as you can go right ahead. Well, I like to start off by saying that these meetings are too long. I mean, it's too much dead time in them. Also, I think that this board just made history you know by you know, voting for a chairperson would actually I see what the appointees voting for none appointee is a convicted felon. You know, if somebody's convicted felon, especially if homicide. I don't think that person and I'm not committing to words, and I like him, and he's doing a lot of good things. But that's setting a bad example that the eyes of the nation gonna be looking at ya. You know, you you tell people that, you know, you tell young people they can't be a police officer being a convicted felon. But yet yeah, I let somebody to be the chairperson of the board of police. Commissioners. And now this there was just appointees that voted for him. But that yeah, I sent in a very poor example of a very poor example. You know, and lo I know a lot. I mean, how could you have oversight and tell young people a 22 year old so that they can't be a police officer because they committed something, you know, are 30 or 40 year old? You know, I don't think count. Really, you know, this boy probably should just cease to exist. If you're going to have a convicted felon. over it. Thank you.
