I just thought therefore that first of all supplications prayers intercessions and giving a thanks be paid for all men, for kings and for all that are in authority that we may lead a quiet and peaceable life in all godliness and honesty. We are praying for our city council today. We pray for our city council president and their staff. We pray for every city council member and their staff. We pray that You would give them wisdom and discernment and making critical decisions that impact the citizens of the city of Detroit may they seek your guidance and every decision that they make, whether rather it be big or small. We're also praying that they may uphold the highest standards of integrity and honesty in their roles. Lord let their actions reflect their commitment to truth and righteousness for the city of Detroit. Last month at the inaugural autonomous Racing League. Detroit youth represented us at Yas Marina circuits in Abu Dhabi. Congratulations you guys.
Haley from the Boys and Girls Club of South Eastern Michigan the mobility industry Club is a new partnership between COVID-19 The world's first professional autonomous Racing Team Penske Corporation, the Detroit Grand Prix, and black bottom ventures. Together these partners aim to cultivate and empower the next generation of mobility talents, providing hands on experience and lead ahead opportunities in the mobility industry. Youth in this program are exposed to and gets to dive into autonomous racing and mortar sports, transportation, artificial intelligence, robotics research and developments. And I think it's I think it's safe to say that our young people are onto something. The youth here today in mobility industry club placed five in place fifth place overall, in the competition coming in points 25 seconds from the college team, and only one second behind the winning team. Congratulations, you guys.
These high school aged youth represented Detroit on a global stage and pleased fifth in the world. I am blown away at the talents before us today and honored to recognize them. Their hard work, passion and commitment is admirable. And we should all be very proud of them and their accomplishments and for what's to come. They are rooted in the real richness and opportunity of Detroit's embodying the spirit of the city and their future is very bright. Congratulations, everyone. With Berets. I now have the privilege of presenting Spirit of Detroit awards. I will be going up here to the podium. I'll be calling out each person's name. And then once we're done, I would like to turn it over to our youth, their their supervisors or teammates to give me a few words before we close out for today. good morning. I'm Larry Azar are Chevrolet to three Grand Prix and Penske Corporation and thank you so much for recognizing these young people. What an amazing journey they've had they were the last team to enter this global competition. And we weren't sure how it would turn out bringing you know a group of kids together and finding an instructor last minute but we thought it was certainly worth a try and opportunity. And they continued on to be the only team this was the only team representing the United States of America at this time. They beat out all the other high school teams, all the other collegiate teams, and they were the number one high school team globally. So and they certainly are deserving of the Spirit of Detroit. Thank you so much for recognizing that they absolutely exemplify everything. We know our youth can be so thank you.
Good morning. I'm Sonia Draper, Executive Director of Talent innovation for Boys and Girls Club of southeastern Michigan. Just want to thank you for this awesome award and those are presented to our youth today. I went with them to Abu Dhabi on the trip and they did a phenomenal job. Just seeing them work as engineers daily, you know, putting in the coating going back testing the coating and then collaborating amongst themselves, you know, deliberating and figuring out arguments for who thinks their code should work and, and different entities and they did a phenomenal job. We couldn't be more proud of them. Just want to acknowledge Jacob, I know his name. We may have omitted it Jacob's name wasn't interested. But Jacob is an eighth grader rising ninth grader that participated in the program, but you wouldn't even be able to tell that he was in eighth grade you know, fit right in with the group and contributed immensely. So thank you again, so much. For this award. We greatly appreciate it.

Secondly, we have numerous programs within Boys and Girls Clubs of southeastern Michigan. They're called our industry Club program. Basically, you would go to our website BGC sm.org. Look under industry clubs. We're actually hiring for the summer. Currently, we're hiring about eight or nine different industry clubs, where we're paying our youth to learn tangible skills from industry professional anywhere from 12 to $14 per hour. Some of our programs will start June 17 Others will start July 8. Some of them will be a nine week program for the summer. Others will be a six week program. And then we'll continuously have our programming year round or fall winter spring summer accordingly

So this is the way they discard all the information approved and undercover off with officers that are in the share shelter working or acting like there are guests. Illegal cameras. This new devices in my room I can't even shower in peace because they are recording everything I do in that facility and I've been going to Avalon and my advocate every session that I had was recorded so I said they are working with Detroit police officers to conspire to cover up my right. So I'm the Detroit, d t e d o t all the city official workers. I have dates and times and numbers of their vehicles this been going on for quite some time. And I am very upset concerning the issue about them stalking me and I'm violating my constitutional rights. Laws and regulations. They do not comply to and like I said you have to show three things that they do. That's illegal and they conspire to cover up Audyssey illegal activities and that could be recalled. Apparently people do not respect a job and I intend on suing every last individual city official company if they do that continue to violate my constitutional rights, especially Detroit Police Department. I just got information that you have put it on your agenda that we will have that flag to find that red, black and green flag when we were black in America. We had a red black, a green flag to fly over everyone's household and what have you. So we're going to have a phone over the city of Detroit on one of these black holes for gente. De and I thank you for everyone who comes in agreement with me. And the reason why I'm asking for that red, black and green flag to fly over the city of Detroit is to give our Youth Hope and our nation to come together. We have to we if we can honor everyone else, we do have pride in that red black and green flag and I thank you for that. And also coming before you again because of the Martin Luther King Memorial Park that sits on the corner of Rosa Parks Boulevard and West Grand Boulevard. I'm still working with Parks and Recreation who are not returned to my cause on the renovation of the park or to do the cleanup I need to have containers to pick up the trash and so forth. We do have people out there that's going to be working and cleaning and I need to have someone to be able to pick up the trash because we will be at the park on the 23rd of June to recognize the park for the march for freedom that Martin Luther King did 61 years ago and I thank you for your time and your effort. Good morning through the chair. There's a few things I wanted to come down and express today. First, community immune is broken down into two words the first word being common. Second word being a unity. You cannot have a community without unity of common goals. But we have to identify these really get down at the table and identify where our economy goes or who established the community. This rhetoric does speak and it's becoming a little old and redundant here. We need resources to reinforce words and and progressions in life. I'm gonna come down here just for that. I did want to say my appreciate 9.4 The depths I was studio, Jerry, all of this we're getting the knowledge here. I think that is very, very commendable. Secondly, I like to be involved in a veteran development here. I did a lot of advocate and speak up very highly. I think it represented veterans very well, to not be proud of the participation and development of Veterans Department. Thirdly, we cannot afford to protest another 60 years protest and has not gotten as far as we need to go. It was good for the moment. It was good for the season. That cannot be the only an absolute way to address our issues and redress our grievances. We have to come together and get these days. Like I said before, by any means necessary. Over the last week we had children here our children, they cannot afford to be going to school and be in a compromising position. We had this discussion over the last two years going to liberal school. And we don't want to have this discussion no more that young man did not deserve to die or to get robbed and be in that type of position. Nor did the other child deserve to lose a finger. So we all have to do a much better job in our community. I charge our pastors to get more active in our communities. I acknowledge our deacons, they do a really good job get more active in the communities, charge our legislators to get mental health facilities in our community. Thank you.

I believe that my company has not been given a fair chance or or consideration in the valuation or awarding of this contract. I need to provide a brief history so that you will have the full picture of why I am protesting in 2020 When s&t enterprise abruptly left the city without managing the municipal cemeteries I was called on a Sunday evening at 11:30pm and asked if I was interested in temporarily managing the cemeteries until a bid could be released out of my care and love for the city of Detroit. I temporarily closed my monument company to come to the aid of the city. The next morning, I was on call at 8am with the senior management of the General Services Department. I was at Gethsemane within an hour with a team which was supposed to be for a three month assignment that turned into a six month and then one year, my first day

Mayor Duggan, we want you to apologize to the citizens and homeowners that you are foreclosing on illegally and illegally over taxing in a paper from Rebecca diamond finds their foreclosures have devastating long term impacts on homeowners reduced likelihood of buying another house and subsequent years. The financial strain and loss of property makes it challenging for them to re enter the housing market, less secure living arrangement difficulties and finding stable housing. is increasing debt default, more likely to divorce and relocate in lower quality neighborhoods due to the foreclosure it causes homelessness and these other debilitating situations. Good morning. Can I be heard? Yes. Okay, I'd like to start off by saying that we have a problem. And the problem has been chronic especially for the last 10 years in the city of Detroit. I bet most of you have think I'm going to say something about the bankruptcy, but I'm not. At this time. I'm saying that the problem is in the last 10 years. The number of police officers living outside the city has greatly increase. Do you know right now today, less than 10% of the command staff for the Detroit Police Department lives in the city. That is a problem. I know I'm older than most of y'all. But one of the things that helped coming in and get elected is the fact that the police department executive staff and a lot of their offices was predominantly of one race and and more and more of the people in the city of Detroit was the number race that is drifting again. That's you know, that could be major problems for the future this city. Just looking at how different people are treated differently. You know, look at opening day Tiger Stadium, you know that, you know, you know you have a lot of people who live outside the city who come downtown, smoke, drank Urinating in public, Harlem, nothing happens. But you have black and brown people that have events, you know, and they micromanage. And, you know, hostility is going to keep growing. You know, it needs to be greater incentive to make sure more of our officers and especially the command officers live inside the city. You know, this city is changing, you know, you're gonna have it appears to more and more especially young people, I'm seeing you but it appears to more and more young people like we have an occupying army here. You know, this keeping certain people in that place. So I applaud, I encourage you to do more to try to change this trend. that's been happening for the last 10 years. Thank you.

You know, we need to find a racecar driver from Detroit city limits, you know, and I think we really could, you know, if Penske and maybe other organizations did like a Red Bull driver search, which was believed like 20 years ago, specifically for someone from Detroit say you lemons. I think that could be a really cool thing. You know, I really think we could make a Lewis Hamilton from Detroit. Second of all, you know, I'm not happy about all the street blockages and stuff, you know, the draft as much as I loved it, I mean, it did so much for the city. So then specific specifically so they could get a complication, you know, and, you know, for the years with the Grand Prix, you know, what kind of cars they have no Grand Prix on Belle Isle movement was, you know, just how on professional and you know, I consider it you know, both security and the Grand Prix was, you know, so, you know, I really hope because, you know, when LeMans you know, they don't shut down the streets completely till like 30 minutes before the race starts. So, you know, I think we need to really wait to shut down the streets completely to like the day the race starts. So because you know, there are people that live downtown now.

Something they gathered record, and it was started by voting officials. Check this out. 34 out of 50 states. Were in you know, we're getting records on board. They can have all your information. They cross check, you know, to check your license, your birth, your death records, they check your Social Security. They have all your information then they send it every two months to the people who join but the high election officials from 34 states joined it. So it's no wonder that all people's information is all out on the web and everywhere. It's not an accident. But yeah, the State Police they've been audited. The horrible as it relates to people's information. The City of Detroit, everybody's out there. You know, something needs to be done about that. Now we're supposed to have cybersecurity expertise, been doing this since 1969. At least that's what yours is. And one of the email they mistakenly sent me 1969 So I know this has been going on for a long time. I just also wanted to speak to my concerns about the grant P. First of all, I don't want to sound like you know, I'm against any sort of events in downtown Detroit, especially with the draft. The Grand Prix, I think is encouraging that it's downtown instead of ours. Our city park or state park at Bilbao. Um, I just think that we need better communication with bus riders and people that use paratransit and those folks that live downtown they use public transit as well as to where they can navigate the area where the street closures and just have those posted and placed just not on the internet but also on fliers or something that people can pick up at the bus stop source stations so people can get around, undisturbed, you know or able to enjoy the event as well too. So when we have these public events, we just want to make sure that, you know we pull out all the stops. But we also make sure that our residents and folks that live here in the city are also taken care of as we welcomed guests into our cities for these events. Well, I heard him say, well, we bought those were the Feds told us to. Well guess what Terry Campbell from Senator Stabenow has always told me that wasn't true that the federal government just gave him environmental regulations they had to follow which in many cases they did not. Because of the dirty dirt put in holes my neighbors have dirty dirt in some sidelight they got but know that it was the city that picked the neighborhood stabilization programs. In other words, they pick the areas they want to focus on like it looks like the land bank is focusing on to gentrify the areas they want to gentrify with their targeted nuisance abatement programs, when I'm sure there are areas across the country they haven't even sent their inspectors to. So they're gonna honor Debbie Stabenow will then honor what her staff person said and that shows that including other Jameson, I heard him misrepresent to the people that oh, the land bank was only boat is bulldozing. Here's where the Fed told them to that was not true. I also would like to encourage I bet to that I've talked to mowers at the DIA Detroit Institute, they don't they pick up garbage before they move. So why is the city tolerating spending all this money?

And our organization has submitted the bind people's water rights agenda to DWSD it has been well received. We will keep the city updated on how it proceeds as we try to address the needs of our community as well as water needs of the greater community. We are also so glad to be launching a brand new transportation proposal to address how people with disabilities of all disabilities who need to move around and outside of the city of Detroit. We'll be launching that proposal very soon and keeping the city up as to how that goes. I'm really here also today to again congratulate this city council for the passage of the brand new tennis rights commission with again, special thanks to councilor waters office. staff person Miss Underwood for working hard to get that agenda item pass. It is a people's victory for all renters, including our blind renters here in the city. And with a strong reminder to remind the people that in order for any tenants rights commission to do what we want it to do and protect and uplift renters here in the city of Detroit, people Detroit you have to participate in it. You have to be there keeping it honest making it strong and seeing to it that it gets the resources that it needs legal, financial and otherwise to be strong and reminding the city council that again, we have to continue to get the landlords in order here in the city, but we also have to redo and finish doing the rental ordinance so that removing the most onerous parts from it.

And I am very concerned about the city dumping all its waste in industrial uses that it does not want to put in downtown Midtown or cork town. We are losing population in district three and the continued industrialization of our neighborhoods without proper buffering and permitting I'm speaking of the cement crushing operation crown development at six mile and also the Bellaire shopping center. More so I'm concerned about the flooding on stocker Avenue and East lands. And other areas in our district. Most of all, do not pass the by right section of the childcare ordinance because all of these subtotals affect the quality of life of our neighborhood and we are working side by side but our money is flooded to other areas. Joe Lewis Greenway but our Milbank kind of creek Greenway is left untouched with any funding and maintenance. Also. I'm looking at the hidden creeks, like Conner Creek and others, maybe they are a solution to the flooding. Modern technology needs to reckon with the natural environment and the closing of six mile which was done under Mayor Coleman a young and Irma Henderson console was to be a three to five year closure at the most. And all of that impacts all of the issues that I just addressed. So asking

The charter as we know it that was in 2018 have been had not been enacted, and we tried the best we knew house. No matter what happened. We still are a city in shambles until our government gets together until the people come together at to Woodward Avenue attendees. Black people in Detroit don't even vote. It was 43%. Less than that was turnout. 235,000 votes, but it should be 700,000 people in the city of Detroit that should be able to have a voice. They should be able to elect their leadership without any state intervention or management. We are a self governing city where we should be autonomous of our own decision. public act 436 still is the law of the books and Governor Karen Whitford still won't get rid of that law. So before we go on, you better hope that public act 436 Tell her take the damn chains off apart next we could cover our own self. If the city is not a bankruptcy, and we're able to manage our own decisions, then the state should be able to step off

They submitted a request for pilot pilot peyten, which is payment in lieu of taxes is designed to help developers to encourage developers build in or rehabilitate properties in areas that are economically feasible in many cases. They supply all of the information that was required on the pilot statue, it was reviewed by staff. It met all of the criteria to be approved. But it had been dealt with a pilot that's not for the assessor's office. All right. Thank you. So I just got to express my concern and hope that we can have some additional conversations. Because in the current format, I would have to be a no but I think there may be ways to actually get this across the finish line in my biggest concern is to open up the ordinance to non Detroiters. And I really, really believe that we're really want to recognize one person. And so my concern is that that one person will be recognized, but now we've opened it up for others not just for this body, but in perpetuity unless something changed again. And so I would just like to see if there was an openness to bringing this back in a week. So we can have some additional conversations about some ideas I may have to get to where we where you want to go and offer a level of protection to what I believe is a reward that really should be dedicated and committed to Detroiters
if I can add, so I know that it came out as a request for an individual that had whose name was in the queue for some time and we had it didn't it didn't fit the rules. But I will say that there are other individuals that have approached me there are there's one in particular this mom has been fighting very hard her daughter visited and lived in. Well didn't live that's not where her her address was, uh, but unfortunately she was killed in the city of Detroit. She would be over grandma's house pretty much every week, multiple times. And she lived in Sterling Heights That again was on her driver's license, but she was in Detroit or all the time. She was killed unfortunately in Detroit, and mom is looking to get a secondary street sign on behalf of her. So again, that is something that is definitely debatable, but I just wanted to put it out there that is not just one individual that this would be considered to potentially assist but also others in advance. And I want to also indicate that in order for any of these names to move forward, we talked about this in committee, there would have to be still a very high threshold for that individual to move forward. It would need a one member in addition to three others who would cosign and that will make them only eligible at that point but would not guarantee their ability to it would not guarantee their secondary street science. So I wanted to make sure we put that out in the open and make it very clear for those who are listening. Remember Callaway
Yeah, thank you. Thank you mister I could not support this as well. In any form. This person did not live in Detroit. He lived in Oak Park. He was not killed in Detroit. He was killed in Highland Park. And a young man was just killed last week over a pair of gym shoes. Shoot. We renamed that area after him. Malice Green was killed on Warren. There was a murals is faded. Now that street was not renamed after him. There are a lot of innocent people killed in this city who were residents of this city, whose parents or loved ones or guardians would want a street named after them and I think if we make this decision, which I'm not going to support, we open up a floodgate. People who visited the NFL Draft would if they were killed here, it didn't happen. We just would open up the floodgate for all people to come in they were opening up ourselves to potential liability or mean lawsuits. Well you did it for this person. You didn't do it for me. I just think you know, we have our ordinance. I don't think it should be amended to in this regard for this particular case, so I cannot support this. And again, people are killed in the city every day and we can't start my opinion start renamed my my brother was killed on in a drunken car accident in 2009 43 years old. I didn't ask for that street to be named after him. He grew up in this city. drunken driver killed my brother Joe Woodfill the second that was never even a thought of mine. We went out there and put flowers that are now gone. And I just think for us to get into the business of renaming streets because someone was that person. Mr. Chan was even killed here. So he should go to hide. His family or loved ones should go to Highland Park and ask Highland Park officials to name that street after him or Oak Park where he lived. And that's my opinion. One thing we always got to keep in mind is that we all have the ability, whether we have someone in our family who passed or we want to recognize as someone brought up in committee malice green, no one has brought that name for it, but there's nothing that precludes these individuals from being brought forward. So I just want to make that very clear. We have the ability to bring these names for it is just a desire and we'll have this body in the individual members, Member Santiago Romero.

Mr. Chair. I know you use the same member Vice Chair no so but to that point, I just wanted to just take the opportunity to speak on this. I initially had some consternation with this ordinance at first because I did worry about the protections when we talk about secondary street signs, what our historical presence or the contributions of those folks who are historical and made an impact on the city of Detroit would be and how they would be remembered and to ensure that floodgates weren't open so just anyone could come in. But I also think that as I have looked at the ordinance and the protections that have been placed in there, there have not there has not been there have been a couple of ordinances that have come in front of us. But there has not been more contention or disagreement most of the time from this council. Until these types of street signs have come we put the ballots out we're here three or four or five times going back and forth, because that is the process and then we ultimately come into a resolution. What made me comfortable with this ordinance was it does not seem that the floodgates are going to be open because you have to have one council member to sponsor it, then three additional council members to cosign on that. And so I think that provides a level of protection and added protection. And I also will note this because I get where folks are going. This is a sensitive issue. But I also don't want to negate the fact that there are individuals throughout the entire United States of America that have made significant contributions to the city of Detroit, whether they were killed here or whether they were not Malcolm X was not killed here. And there's a street sign first not secondary, named after him. Martin Luther King, same thing. Many of the folks who we see street signs, by the way, have helped found it here, but it is arguable to even African Americans that their contribution to the African American community was significant enough for us to even keep His names on those street signs. So I do believe it is a case by case basis. I do believe that in this ordinance, it has provided protections for folks to say hey, if four council members can say this person made a significant contribution to our city they can move forward in the process. And then the ultimate protection for an any ordinance that comes in front of us is that it has to be passed by a majority of folks who are sitting at that table. I don't know how many more or additional protections that we will need relative to this ordinance. And so that's why I am very supportive of this one as I want to be vocal I was in disagreement of the ordinance and this and two members Santiago Romero's team, they went back they put teeth in this ordinance to ensure that anyone can just not come here and get a secondary street sign named in the city of Detroit, and that the council also will always have a say so if this ordinance is passed, and so, Mr. President that that is my two cents and I wanted to express that because I was at the same place at first as well for secondary street signs but I do think it is important to notice that those protections I believe everyone provided. I would be happy to bring this back in one week for us to figure out a solution as I mentioned in the very beginning, I am simply doing this because I was told to do so in order for us to give Vincent Chin the honor that he saw rightfully deserves for the record Vincent Chin was killed in the City of Detroit's and for the record. This is not me asking just because someone got killed in the city to give them a secondary street name. My uncle was shot and killed at 17 years old in the city of Detroit and I am not sitting here asking for a secondary street saying I asked him that we give things in June who helped spark the Asian American American citizens for Justin's movements across the country to give him his fair share for the work that he did here in the city for the work that has continued to be done here in the city. I think it's incredibly disrespectful and dismissive. To simply boil this down to opening up the floodgates when myself and my team president working so incredibly hard to be able to follow the guidance given to us by the historical board designation by our pro tems office by our colleagues to be able to give Vincent Chin again, the rightful recognition that he deserves. So I hope that we bring this back in one week that we figure out a way to give him the B recognition that he deserves because this is not simply giving someone and I understand there are many people that are born die here who are who are worthy of recognition. But this is not me asking for myself. This is something that has been asked of us by community who was working so tirelessly to give Chinese American the recognition that they deserve here in the city of Detroit. I'm interested in understanding what discussions took place since last week's postponement that would have considered still allowing the request that member Santiago Romero was interested in but retaining the city of Detroit residency and allowing for an exemption if this body so chooses,

Depending on the severity of significance of the changes would depend if we need another another public hearing or not.
