So today it's an honor privilege to come before you to provide a testimonial resolution for Detroit Police Department retiree Miss Stanley. And so when I read to you the testimony resolution and this is a very dynamic retired officer who has given a ton of her time in life to the residents of the city of Detroit and so it's an honor and privilege to be able to commemorate this and provide this level of consideration in front of the public testimony resolution to shrill s Stanley, Detroit Police Department and retiree. Miss Denning was born on July 18 1970, Niles, Michigan, the union of Gaston and Esther Stanley. From an early age she was instilled with a deep respect for public service and Ms. Stanley has devoted her life to serving the citizens of Detroit as a member of the Detroit Police Department. She commenced her distinguished career in 1996 as a law enforcement officer over the years he has held a multitude of positions within the force including attorney Lieutenant officer, chiefs neighborhood liaison, adviser to the Office of Diversity, Equity and Inclusion attorney for the Civil Rights Division. Instructor for civilian response to active shooter events administrative Lieutenant for communications operations, attorney for legal affairs and risk management and patrol and police patrol police officer among others. She has completed 117 courses to augment her service capabilities and has been the recipient of nine awards and commendations including the Chiefs merit award on three occasions now, round of applause for a combat attorney. Your ability to wield a gun and a pen that's a very mighty Ford Mustang. He places a high value on continuing education she pursued pre Law Studies at Michigan State University and earned a bachelor of arts in education from the University of Michigan in 1993. By 1996 She obtained a juris doctorate from the University of Detroit Mercy School of Law subsequently and she successfully passed the bar exam and immediately began contributing to the community. Miss Stanley is a virtuous woman of faith last year. She is an active member of the new harvest Missionary Baptist Church, where she continues to grow and study under the guidance of Pastor Tawny Blackboard. Beyond her church activities. She is committed to enhancing the quality of life with assistance of Detroit. She's a kidney donor, a volunteer attorney for steppingstone nonprofit and a young lawyer Association. A big sister with Big Brothers Big Sisters Association, metropolitan Detroit. And volunteer for Meals on Wheels and the Special Olympics. Miss Stanley has ascended through the ranks and is retiring with the title of Lieutenant. He has demonstrated an unwavering commitment to improve the quality of life the residents of Detroit and resolved that the Office of Councilman Scott Benson Detroit City Council hereby recognize real as Stanley for her tireless contributions to our community as an officer of the peace attorney and tenant with the Detroit Police Department. And he was partnered with me because he was interested in public service. And our families ended up adopting each other. I want to congratulate my nephew X and Tatiana on delivering a healthy baby boy yesterday, making me a great artist. Still Lantis us ecology and J fonts Transfer Center has sold their company to Republic and they have been burning trash on the east side of Detroit. The incinerator shut down on Russell. And there has been burning taking place on McNichols east of my Elliot and I would just like to ask our state environmental protection company has already cited these companies or Environmental Protection Agency is also aware and has issued violations and settled lawsuits. And presently there has been an approval by the state to investigate citizens. So I would just like to ask if our state is aware of these environmental companies if we can actually shut them down completely. Thank you so much and blessings to you.

Accountant stop my car counted about 28 white male workers didn't see any women on the site and didn't see one African American male or female worker on the three sites within a two mile radius. Good morning. councilmembers. I'm a staffer, attorney at the ACLU of Michigan and a district five resident. I'm here to get public comment on agenda item 16.1. Which is the contract to purchase license plate readers for the Detroit Police Department. I'm urging you to vote no on that contract or at the very least postpone your vote on that contract until some important questions are answered by the department. The ACLU has some serious concerns about how the police department intends to use this technology specifically regarding data retention and data sharing. Currently, the Detroit Police department is proposing to retain all of the data they capture with license plate readers for 90 days which is the absolute maximum provided by the vendor and they have not provided any reasonable justification for why they need to retain 10s of millions of data points on the exact whereabouts of innocent Detroiters for 90 days. In addition, the department intends to share the data they collect about innocent Detroiters with 30 Plus police agencies around the state. They also have not provided a reasonable justification for that sharing. And that also poses additional concerns for those agencies sharing that information further with federal law enforcement, immigration enforcement. And so there are tons of questions about data sharing data privacy data retention that remain unanswered, and we think this vote is premature and so I would urge you to either vote no on the contract or at the very least table this agenda item until a future date. I think that it's important with the citizens here that complain about a lot of issues that we first acknowledge the biases and the disadvantages within our policies and within our government. First up instead of knowledge me the second step is really addressing those biases. A lot of the conditions that we have today is what breeds a lot of the behavior which we see. It's important that we really address it. A lot of feedback and communities is really, really tired of white authority. And they simply put, they want somebody that represents them in the city, position as mayor, someone that's going to put down policies that reflect them in their government. Secondly, the one of the more important things in our history is shows how important media is and also how destructive it can be as January 6 show. I think that this board disk, I'm sorry, not board, but this council should probably use the influence to tell their media and the impact that it has within our community, the bias and journalism that it displays within our community and the impacts of it. And then thirdly on the voting level. Education is very, very important. I think it's imperative that we get present delegates, the authority here, African counties it's more

Good morning. My name is Professor Ray Baker. I'm an assistant professor at the University of Cincinnati in the College of Criminal Justice Education and Human Services and I'm also a resident of District Two in Detroit. I'm here today because I spoke yesterday at the Health and Public Safety Committee meeting. And I was characterized as being uninformed fear mongering and of spreading conjecture when I cited studies about ALPR technology automated license plate readers from the states of Wisconsin, Maryland and California. The reason for not having access to DPT efficacy data yesterday is that the Freedom of Information Act that was requested by the stop ShotSpotter coalition was estimated to cost us $47,000 for processing. I'd like to ask why yesterday's vote happened without being data informed. Why was there no efficacy data for ALPR technology in yesterday's meeting? I'd also like to know why Council continues to write checks for technologies that the National Institute of Justice has determined to have no effect on crime prevention. There's been Project Greenlight and ShotSpotter. As Council received efficacy data for today's vote to inform your decisions. Data Transparency and data informed decision making need to be part of a fortified community control over police surveillance ordinance that should surpass the current ineffective and Ill observed community input over government surveillance ordinance that has been a good start for Detroit, but that needs to be improved upon.

I serve as the president of Crossroads Community Association based in District Three, I'm calling in today to support the LPR initiative for the increase of enhancement, the Detroit Police Department, they're gonna bring an added layer of security and safety to our community and traffic control and find it has several benefits for the community as well. Several of the resident residents here in our community support this initiative, especially since we can see the benefits of LPR in our community because of the constant and rapid speeding and vehicular activity that occurs on State Fair and JINR. And in that corridor, it's constantly speeding, Dona is racing, different things like that. So LPR could be a great help not only in this situation, but citywide and just bring it down to crime. You You've heard a lot this morning from the residents who take their time to come down and express what's going on in their lives. 16.1 using ARPA funding, what will happen after the opera funding has run out? What will support this technology? I think that we need to rethink putting all this technology without data supporting its its cost. I think this is a misappropriation of our funds. I think that police as many as we have, they should be able to have traffic cops, they go out on John are the same way they used to and stop people from speeding and then people will slow down. I don't think that what you're adding to this community has support it to determine any any crime at all. I think that it's it's a it's a lazy man's way of not doing police work. And we pay too much money for people not to be doing police work. $5 million could be spent in many other areas. So the data proves that this is not effective. So I think we should rethink this and get rid of this and $5 million dollars is a lot of money to waste. I'm also concerned about the the lady who came up about her housing, what's going on with the Munis and are we are we giving out these land bank houses and letting these foreign people come in and snap them up and then put black folks in it I think that's what's going on. Morning council here representing the Coalition for Property Tax Justice. The mayor wants to introduce the land value tax initiative. He was up in Lansing saying that he expects to get sued poor by the property tax ordinance has been held up because he says you don't want to get sued for that. Here we are again with a culture of corruption and everybody except black people and black homeowners I want to impress upon council to not vote for this bamboozle that he's trying to put forth. He's taxing us $600 million worth of illegal taxes and illegally foreclosing on 100,000 homes. Take care of the business of the people first take care to people you guys have already destroyed and give us our money back. We want our money back and we want our housing back before you pass any other tax gimmick that this mayor wants and the the the oligarchs of Michigan want. This is for new housing. It has nothing to do with taxpayers who have been overtaxed and our legacy Detroiters both know on this gimmick and bamboozle that the mayor wants to put forth for new housing and gentrification take care of us first Give us our money back and give us our houses back.

District Three Councilman Denson. We are we are working diligently to activate parks and green spaces. In the city of Detroit. And what we've noticed is the the inaccessible, safe pathways to access these green spaces. So we're definitely in support of the license plate readers for this for this thing that we've been continuing to witness speeding cars on State Fair speeding cars on John are families walking to access our green spaces or recreational spaces that the city has done an excellent job on making beautiful this real concerns the safety around the accessing these green spaces. The doughnuts and the drifting from businesses along John are between eight mile six mile continues to play our neighborhoods as they heal. Our district managers can only do so much shout out to K on a Sessoms. You know we have we've got to adopt something that works to make all Detroiters safe for accessing green spaces, recreation, social abilities or getting our seniors out. No one feels safe accessing these places right now. It's the same thing when you go to the east side or the west side. Thank you for your time.

Okay, I'd like to start off by saying that. You know, the value of tax. I think it's smoke and mirrors. I think more data needs to be done. And in the event that there is a vote to shift the vote should be in November of next year. Not the only time there's very low people voting. Also, I've complained a number of times about my vote. I'm the precinct delegate for precinct 410 But we have to go three miles to vote. We're used to vote like say within a half mile. I think that's voter suppression. And I think City Council she looked into that and yes, she asked that the clerk make sure that we vote within our own communities. Also, I'm just amazed at the number of lawsuits settlement you know, I think greater language should be put in place that reduced that you know, especially I'm just amazed about all these contractors getting the city money for that live in this all sad to say Detroit. I as a retiree think that city we've done a whole lot better if our dollars are Detroit dollars, was turning over in the Detroit community more not going outside to any and everywhere. It seems like I have a preference for white people who live outside the city. I think you know, we we are going to be looking at what's going on. A lot of restudy retirees are hurting and then hurting. And it seems like nothing's really being done. Thank you for your time.

I am calling in support of the LPR initiative. I really believe that having something like this in place in our neighborhoods would make them safer, especially for our youth that live work and play in these areas. As we are in the JINR and state fear corridor area and we see a lot of reckless driving here vehicles drag racing down state fair to Woodward and the opposite ways as well. A lot of drifting, just reckless driving and having these LPR cars would significantly reduce that type of activity. Making the area safer for our youth, especially with the local parks that we have here in the area. It would definitely make it safer for families walking down state fair to enjoy these parks. Good morning. My name is Christine Sylvain. I'm a district five resident work at the Michigan Immigrant Rights Center and serve on the Detroit immigration Task Force. I and fellow advocates have serious concerns about items 16.1 The contract for license plate recognition cameras. We met with DPD and unfortunately current policies do not provide the protection needed to ensure immigrant residents would not be harmed. cities nationwide have limited use of LPRs because research shows that ice and CBP purchase access to these databases. Several cities with Motorola contracts in California, for example, have shared data with ice despite having policies on the books to prohibit such sharing. Hamtramck and Ypsilanti nearby both voted no on LPRs Detroit immigrant families should not be separated, detained or deported because their license plate was in a database that immigration enforcement can access to ensure the safety of immigrant families DPD would need to strengthen its policies first. To reduce risks for all residents who have not committed a crime data should not be stored for more than 72 Hours 90 Days is too long. New Hampshire state laws for example, limits retention to three minutes LPR technology should never allow resident data to be used for the purpose of enforcing immigration law and that is not the job of Detroit Police. Given this severe potential risks to immigrant residents and all Detroiters, personal privacy and civil rights. We urge council to reconsider this measure. Right Thank you.

The W administration has over 400 salary workers working in the office of the Chief Financial Officer yet not one saw fit to submit the bond authorization resolution to the Detroit City Council for that $25 million UTG Oh 2023 series Bond was issued it was lost lawfully required to get authorization from the Detroit City Council which is the legislative body of Detroit and a bond authorization excuse me in a bond authorization, authorization resolution. Detroit City Council is a legislative body and representatives of the voters and taxpayers and residents of this city and it did not authorize the issuance of this 2023 series C bonds with principal and interest equals over $51 million in debt service payments over the life of the bond loan. I asked President, Council President Mary Sheffield to request that LPD write a report on why a bond authorization resolution was not submitted to council before that particular bond was issued. Also on that Mike Duggins new tax plan and just throw that thing in the garbage because there's too convoluted and and based upon his actions in the past and currently, we can't trust anything that he's coming forward.

My fellow advocates and I have some serious concerns regarding line items 16.1 which pertains to the contract for the LPRs. Despite the existing policies within DVD, there is no foolproof way to ensure that third parties will not gain access to or purchase residents data. This issue is particularly worrisome for immigrant residents. And after attending yesterday's PHS committee meeting and hearing the testimony provided by DPD. I'm even more skeptical about the benefits of utilizing this technology, particularly since DPT cannot use LPRs to address traffic matters, including speeding, drifting and donuts. The potential consequences especially concerning the privacy of all Detroit residents far outweigh any potential advantages, considering the substantial risks posed to the personal privacy and civil rights of all Detroiters. I strongly urge the city council to reconsider the adoption of this technology. Thank you.

Projects in our neighborhood land bank owned, specifically 1744 and 1748 canton street. This This house has had a number of citations written on it over the years and unfortunately we've had a number of residents and their squatters and now most recently a group of raccoons live there. We really need some help. The residents of our block club have been here a long time and they believe they deserve better from the city and a safe place to live. They maintain their properties. It's regarding its you know whether there is an an ODM on the property. That's issued by by buildings and safety. They're driven by citizen complaints. It varies which locations we attack first, and so that's reason why we don't have them formally identified at the time of the contract. These contracts are assigned and then the funds are used at that time. And that's part of the reason of why there's an increase is because we did identify additional locations that could be potential Democratic candidates. And so to ensure that we're able to provide that hazmat survey study that we have to do before we do a commercial demo. We'd like to make sure that we have those contracts in place to allow us that leverage on but we can definitely provide the report after the assignments are made. So I'm still not clear on why the delay in putting this out for bid. We knew a year prior that this was coming up the deadline was coming up in August of 2023. But so what we what happened here it appears to me that that delay in the bid solicitation process right. And $329,000 of the people's money, our money right? So I'm wondering why are we not putting these out in a more timely fashion, but a chair of this body this body that you're speaking to were responsible for the city's purse strings? Correct? Right. So this is not a good fiscal use of $329,000 for a 90 day extension is this to clean buses
through the Chair, I think you're missing your interpretation of the amount is incorrect because we did not ask for additional funds for the extension. And again, once I received the processes once we received the requisition from the department at that point of time, that's when OCP begins the process of doing new bids or doing any contract extension. So we do communicate with the departments on a weekly or a bi weekly basis indicating these are the contracts that's getting ready to respire. Please send us your contract renewal, or please send us your new specifications. However, we cannot proceed until we receive that information from the department. So OCP does proactively reach out to the departments and request requisitions for the contract, the contract that is firing and for new contracts. I hope that clarifies some things it does

Can you all just explain to us what we have here. My understanding was that this was an extension essentially of services that were provided. And we're requesting payment for that. But can you share with us what we have and also share if there is an A B that's open and currently open for this particular these services.
Thank you, Councilman. Councilwoman, and Mr. Glavine. please chime in if you wish. So this is a contract a legacy contract that we've had for several years. Here in BC, which is a forward facing portal for our citizens and during the pandemic. It just so happened that the contract had lapsed. Originally we were looking to extend the contract in order to address the the outstanding invoice that your desk before you today. However, it was determined by the procurement office that it will be best for us to go out for bids. We effectively went out for bids I think maybe a year ago so or so now. We're council has approved the current contract that is in place with open counter and what before you today is simply a a middle invoice if you will. We paid a early invoice and we paid a third invoice and now this is a invoice that is before you today in order for you to hopefully approve against a contract that has previously been approved by your animal body
for the chair. Jim Glavine offers a contract procurement my friend Mr. Foster is correct. There was a contract during COVID to contract expired. The decision was made to rebid the services during the rebid, which took some time a new contract was awarded to open counter and that was approved not too long ago by this honorable body. This purchase order is to pay or that intermediate period between the old contract and the new contract because we did not want to even attempt to backdate the new contract to cover this period because we don't backdate contracts. So this is a payment for services rendered while the bid was in process. new contracts in place. We are just now trying to make the vendor whole.

Absolutely. So while we wait for a police chief to join us here, we did have a very long, lengthy discussion yesterday regarding this contract during public health and safety. We did have a professor Baker here who has done research on this very technology across the country, and representatives from ACLU as well as DC Hayes from police. For me, frankly, given the concerns that we're hearing and the notion of what this can do, I really needed to be clear about if we're, if we have protections in place with this technology, and if we're actually utilizing it for what we needed to be utilized for. It was a good back and forth. I encourage anyone that who hasn't seen that yet to see it. Quite frankly, we left from that discussion with, I believe still missing data from police regarding the effectiveness of this technology. I do feel confident that police has policies that are in place to protect immigrants here in the city, but I still have concerns around what it means to be connected. to other agencies like ice in our inability to control how they use the data that they could potentially collect. DBD can come here and share their insights on how they believe that data cannot be shared, for everyone to know. But I still have concerns but I do see now police here to give us their explanation of how this works with the protections that they have in place to ensure that there is no sharing the data specifically for undocumented immigrants. And will I'll allow for any questions from colleagues.

Good morning, honorable Council morning. Council President Sheffield and the rest of his body. Thank you for allowing me the opportunity to talk about this issue. As you're aware. We have put a lot of work and a lot of time into this and this is truly about keeping our community safe. So thank you again for giving me this opportunity. Every contract we bring before this honorable body is tied in some way to public safety. As of today, I'm happy to report that criminal homicides are down 9% sexual assaults are down just under six non fatal shootings are down 7% And carjackings are down 30%. We cannot celebrate take a victory lap because so much work needs to be done. We just had a double fatal yesterday. We had another one at a hotel, and they continue we're still seeing people get abducted people, you know, finding their way to violence by no calls of their own perpetrators in our community that are still looking to victimize. On the agenda today is a plan to expand the use of one of the tools that we use to help us reduce crime to help us catch those people who victimized our community and that's the license plate reader. If approved, the additional LPR two will be distributed through the city based on crime data and traffic flow. These additional LPRs will scan our roads for one of vehicles and will log license plates into a database for use and investigations while investigating homicides, carjacking and serious crimes. This data will be retained for a limited amount of time. As this honorable body is aware we already have the technology. This is an expansion. We've had the technology since 2016. Over the past six months, we have spent a substantial amount of time educating the public meeting with the community leaders, interest groups, as well as discussing this contract with various council members. It's not all actually all the council members as of yesterday, there still appears to be some concern with the data. First, there was a concern that groups outside of DPD will share the information. Let me assure everyone listening that under no circumstances will DPD use this technology for any reason other than what it is set forth in our policy that is for the use in preventing Auto Theft Auto Theft continues to be a huge issue in our community. It's something that impacts family members get up. car stolen. We pay exorbitant insurance costs in our city oftentimes those cards are used cars of stolen to steal cars. Oftentimes we find cars is stolen to carjack other vehicles. And so certainly what we're looking to do is address this huge issue which impacts families in our community FXR ability to get to work unnecessary costs and getting those cars repaired and oftentimes those vehicles are not recovered timely enough to return them to families before they're stripped. This technology will not be used for immigration. This technology will not be used for civil offenses. such as traffic matters. We're not looking at any civil matter. We have policies against it. We have policies against using it for for immigration and we strictly adhere to those policies and a remedy for those policy violations is strict, strict and severe disciplinary action again, I'm happy to report that we have not had any infractions. It is one of the most useful and powerful tools that we have. And certainly we don't want anyone to abuse this tool misuse this tool and cost us the ability to get a murderer off the street, most recently advised discuss with counsel. What kind of opportunity to use the tool when the beautiful young girl was abducted during the domestic violence the baby out of Lansing and we were able to track the whereabouts of the person using license plate readers. We've also used it instances where are our senior population, some that are suffering from dementia have gone missing in their vehicles. Family members are concerned and worried about them and we've been able to put the license plate reader in and track the whereabouts and then a variety of different uses from Homicide that happened last winter. A nurse who simply got off of work stopped at a store that she probably stopped that hundreds of times before during the holiday season to pick up something to enjoy an evening with her husband and to celebrate the holidays and sadly, her life was taken from her by a vicious felon who decided to rob her and take her life Robert more importantly known for life and so here's yet another soul in our community. Another mother another wife that will not be returning home. Using the technology we were able to get not one but two suspects off the street and very quick amount of time. And that's important for a number of reasons. One is people who commit these heinous acts are not going to stop. They're not you know data shows us history shows us that they don't get to a point where they say, Well, I got away with this when I'm going to stop. likely they're going to continue and there'll be more victims. So being able to have a tool such as this and quickly get someone off the street to prevent another innocent victim is very important. Again, I will assure this council body that this tool will be used effectively. I thank you for your vote to help keep our city safe to help keep our residents safe those who live work and visit our city safe. We have a lot of people I know that I'm not gonna get into the census and, and things such as that. But we know we've got documented about 600,000 people who chose to do the census or more. But we have another 200,000 that visit our city, particularly from Thursday to Sunday. And when you look at Detroit becoming the place to be you look at the fact that we've got three major stadiums in our city, plus other venues and other opportunities to visit and play in our city. We can swell the close to a million people during a weekend. And so we need every two that we can responsibly and constitutionally to keep our community safe. And I want to thank you ahead of time for your vote. With that. I'll turn it over to Deputy Franklin Hayes, who runs our crime control strategies and he'll talk about how we deploy strategy. Good morning honorable body. Franklin Hayes, Deputy Chief Detroit Police Department. Again, as cheap indicated this tool that we utilize is bad based on data. There are two scenarios where we would use them or why we would place them in specific areas, either that vehicles are being reported stolen in these areas or that vehicles are being recovered in this area. Obviously with them being stolen and residents of this community are those that are coming to visit being victimized that will steer our detectives to work to apprehend those that again are responsible for this. The second part is where we recover vehicles where we find that they're constantly being stripped and dumb. That leads us to either one of two things, either environmental design where they feel under the cover of darkness that they can turn these vehicles over then they can strip them and take them there or they're in close proximity of a location where they will fence the items that are stolen off of these vehicles whether it be catalytic converters whether it be wheels, and tires, whether it be radios, whether it be airbags, those are the things that how we have strategically deployed this technology. As the chief indicated, there are other areas where we found this technology extremely useful as those that utilize vehicles as a mode to perpetrate or flee from their crimes. We found a number have been able to solve a number of heinous acts that you've indicated a homicide. We've had instances where this has been utilized to find a driver who ran over the family member of a public official, an elected official to do just that. And we were able to use this in partnership with an agency that was actually in Ohio, when this perpetrator again didn't stop didn't want to fess up that they committed this crime but instead wanted to flee and it was this technology that brought this person to justice and on the road to give him this family closure. done my best to explain this and I will gladly answer any questions about this technology and how it truly will make an impact here for the residents and those here in the city of Detroit.

Alright, so So thank you, Madam President. I do want to thank the chief and his deputy for clarifying the immigration piece. The whole traffic piece and I want Detroit to understand that this is this technology will not be used to track down on speeders, unless of course there's something that happens as a as a result of them speeding through a community you know, hit and runs and those kinds of things. And so I know that this body has the power within it to remove such an authority from you if in fact you don't keep your word if in fact that we find that you are abusing this equipment. I also want Detroiters to know you know, I certainly support civil liberties. I support life more. I do. And I was an original no on this technology until a couple of things happen. One of them had to do with a good friend of mine who's a police commissioner. They were able to track down his brother's killer but the one that really pulled at my heartstrings was the one where you caught that guy who murdered baby winter. That's the best one for me. Because I am so sick and tired of black people dying. I am sick and tired of black people doing the killing. If you are running or when a woman says is over it is over. Why are you taking these babies and hurting them? This was happening. Move on. That baby went to did nothing to anybody. She did not deserve that. That was the that was the determining factor for me. Because you caught him and you caught the hit run using license plate readers. I'm not trying to infringe on any of our civil liberties. But I'm tired. I'm real tired of the killing. And I want us as a people to stop it. Stop killing each other stop murdering each other. And that's how I'm filming today. And that's why I changed my mind about license plate readers. Thank you member waters and I just have to say I completely echo you member waters. I was just talking about this this morning in my office in DC Hayes we talked and when we talked about winter, I was there on the ground in the alley with the family and to see the devastation that it caused them but also some relief in knowing that they were able to find that baby through this particular technology. I just for me I could not see myself not approving this knowing what happened in that particular situation. So number waters thank you for raising it as you are writing and that's exactly how I was feeling originally had some some hesitancy with approving it. But again, I support civil liberties as well. In fact, I sponsored CX the community input over government surveillance and I appreciate you guys for following that. process. I know what was mentioned by the ACLU that it needs to be improved and we are actually working on how we can strengthen that ordinance to make sure that the intended impact is what is actually happening. But I did have one question before I turn it over. It was also mentioned about facial recognition. And the abilities for the cameras to possibly capture faces of individuals and vehicles. So I just want to do to address if that is accurate or not, or is it just the actual license plate itself?
Madam Chair, the technology is incapable. First of all the two technologies are separate as it relates to facial recognition. It's not connected to our LPR technology. Second of all the cameras are fixated on the rear of the vehicle. There's a picture, it's taken a snapshot of the license plate, perhaps a bumper that you may see but we cannot identify any one who's driving a vehicle that a license plate reader has scan. Okay.

Madam Chair, if I may, as well as Deputy Chief indicated two different technologies as you're well aware, but equally important is two different policies. The standard for the LPR is very different than the standard for facial recognition, facial recognition apart one felonies rate robbery, murder in its attempt, not in home invasion one. The criteria for the facial recognition is wider because of the nature of the crime in the in the use, obviously what a fourth facing plate. If we have a plate number, we would still be able to move through certain pieces of non LPR technology to identify to drive every vehicle because in state of Michigan, driving is a privilege, not a right. So two very different standards.
Right. Thank you and they came to speak to you all following the community and put over government surveillance ordinance what exactly the department did with this particular technology acquisition?
Yes, Madam Chair, so consistent with the steps outlined in the CX ordinate. The public hearing that was facilitated by the board of police commissioners, we had those hearings, in addition to the policy being posted on the city website. And then again from there certainly was the community outreach outside of those hearings and follow up. We hosted a number of tours at the real time. crime center to show this technology. And it's real time use that again, from that we ultimately led us to here following every step of the CX ordinance to bring this matter before you today for your decision, hopefully of support.

Thank you, Madam President. Good morning to you. You know, I support civil civil liberties as well. I've done so on a state level as a state legislator, but I support safety. And safety is not just a word safety is a feeling our residents want to feel safe. And in order for that to happen, there has to be a culture created that promotes safety and to build that culture you need tools to do so. I'm supporting this I've had the opportunity to come down to the real time crime center. And when you look at those tools, that are helping our department put and put pieces together to solve homicides to solve carjackings to solve sexual assaults. We've got to invest in that. And I think it's very important that we invest up on it so our residents do feel safe a lot of my senior citizens speak of that, and that technology and they are as they would say, old school from back in the day where they be adverse to anything that may harm or potentially harm civil liberties. But what they tell me when I have those conversations with them is I want you to do whatever it can whatever you can to help us feel safe when we go and maybe deter crime. To prevent these guys carjacking someone at a gas station, or waiting for a young lady to come out of a liquor store. And shooting their day. These are real, real real issues and circumstances. And there are people there are motions that are attached to that. So I am fully in support of this. Please, please again, keep doing with what you're doing and again, working to help our residents feel safe in utilizing every tool that we possibly can to do so. Thank you. Thank you.

Keeping our city safe and putting your lives on the line and willing to make the ultimate sacrifice for our safety. I appreciate that. Um, I just want to echo all the things that my comments said. All the comments of my colleagues it said here, I really think it's important particularly with I think one of the biggest sense of the world is a parent having a very a child. And I think with winter Smith, I think that was just a tragic, tragic, tragic event. And so I think any technology we can use to protect our children, we will do anything. Our being a primary goal is to protect our children. Um, I also just wanted to ask first of all because I just wanted some clarification in terms of what exactly is this used for because it kind of seems like there's a little bit of a debaters of what this technology is used for us if you gotta just tell me briefly what exactly you are using this technology for and how you're going to be using it.
Through the Chair, good morning, Councilman Young. This technology is used to well the technology and its use scans the license plates of passing by vehicles in areas that have been designated and data has actually designated that said that we can solve crime. The original onset of crimes that we were looking to solve with this technology were stolen vehicles that were over 700 year to date. over last year here in the city of Detroit. So that was the onset of this technology. While scanning for these vehicles, we found a greater effectiveness with this technology because in scanning possible stolen plates, we were also to scan vehicles that are wanted and violent crimes such as homicide, such as sexual assault, such as carjacking, such as shooting nonfatal that they may not have gotten to homicide. We've also been able to win in those scans have also been able to find endangered or abducted adults or someone that would trigger an Amber Alert and with that we are able to dispatch the data that we get from this or those alerts real time to get them to the officers or the members that are on the ground to take the next steps as the investigation leads them if they are in these vehicles, in addition to instances where these vehicles had been used. Prior to that where they're used prior to committing the offense, were able to use this technology and look at the scans to see where this vehicle was an apprehension efforts to bring the person responsible for committing these heinous crimes to justice.
Okay, and also just good.
Also expand on that a little bit. So there's a precise nature to to this process. So if in fact a vehicle is stolen, for example, and we put that vehicle into the system, and then when we drive past that vehicle, whether we're on patrol or if that vehicle hits one of our LPR cars were able to identify with a vehicle we have So in simple terms, we're able to essentially geofence with the with the car is that's wanton it's not random. It's not that we are you know, just going around looking for any vehicle the precise is of of what's happening is in fact that vehicles wanted and then we put it into the system as a one vehicle and then we're able to see what that wanted vehicle is. Now what I do want to highlight for council is this, you know, prior to LPR, and like I said, we've had him for a number of years now. If a car is stolen, you know we have what's called a hot sheet and we drive around like the old days and you look at a piece of paper that literally shows you the plate number so this this the concept of this isn't completely brand new. I mean, we've always had the ability to look at a piece of paper and say that, you know, ABC 123 is a stolen vehicle off the east side of Detroit. And then if we see it, we pull it over. But the other part of that though, that it helps with is number one efficiency. So if in fact you know you get a partial plate for example, and someone says I don't know the whole plate number then there still has to be work done to pull the vehicle over to do an investigation to essentially find out if the partial plate is in fact this is pre LPR and this is going back and you know many years ago to investigate to see if the person is involved in a crime so this has actually in many ways reduce the unnecessary contact by law enforcement and gives you a more efficient and precise way of identifying a play that is stolen or Picard that stolen or vehicle that's one of them a felony are are hit and run unit has used it incredibly in fact, they've gone out to what's the name
of this this escape from the surgeon
Sergeant Ward and thank you I apologize. Sergeant Warner who does a phenomenal job investigating he and his team. Those people who are engaged in hitting runs councils aware of an incident who was able to use the LPR and track a person to Ohio and ultimately make an arrest and this person was was he actually hit two people, but he killed one and then he fled to Ohio after the LPR we would have never found him because there was no connectivity to him to Detroit. This would have been a person who hit 75 south and it would have never been seen. But we were able to have him hit on our LPR and then reach out to Ohio and they hit he hit on their LP arms and then we're able to pull the case together. Two very quick anecdotes for you. One is we also were able to make an arrest of a guy who dumped the body and we were able to see the dumping of the body on one of our traffic or I'm sorry, illegal dumping cameras that we have set up in areas for trash and people who come in our city and dump and we see this guy pull up dump a body you know in a particular area doesn't have a lot of houses in it. And we were able to within about an hour lock him up on the other side of town. He didn't resist he did reject he didn't run because he had he probably figured we were just doing the traffic stop for him making a left turn without signaling. And he was totally shocked that we ended up arresting him for dumping the body and the LPRs that literally tracked him from where he dumped the body all the way to the east side to ultimately where we end up making the stop. And then I'll just leave it with this. As you're aware. Councilmember young I spent a lion's share of my career working either internal affairs, investigative operations on police officers, that's I didn't choose that. The department chose that for me. And then when I came through the ranks I spent a lot of time managing our to consent judgment use of force and conditions of confinement. So I take civil liberties and civil rights very seriously. In fact, when I retired for the one year I went very honored to be selected to lead the Michigan Department of Civil Rights and Civil Rights director, some well acquainted with civil liberties very passionate about civil rights, equally passionate about saving lives. And it's not an either or it's an end. We can have constitutional policing. We can have accountability and policing. And we can work together to save lives and use every tool we have to reduce the victimization in our community and you're already starting to see it. You're seeing that Detroit has the tools as as other cities do. And as you look at the news, as I do constantly, and I monitor what's happening around this region, and you see that there's several challenges that were once unique to Detroit, that are being shared with other communities now as it relates to violence, and you see that we're all using the same tools and sharing information, because crime has no borders. Right. And I'm happy that this council has given us the tools that we need with the appropriate oversight, like to see ox ordinance, which we take very seriously and we've worked very hard to ensure that we meet the requirements of that ordinance and engaging our community. So I know went a little long, but I just wanted to make sure I put that on the record. Thank you.
No, I appreciate it. Yeah. Yeah, I also just want to ask quickly about the protection of data. I just want to know one, whether it fits these against the height hacking this technology is technology that could be hacked. Do we have protected to get that and if it be hacked, why?
So I'll start with the technology which is downloaded you know that in Michigan Secretary of State Information place a forward facing no expectation of privacy on an actual license plate driving in the state. And having a license is a privilege, not a right. We have our Thompson who's chief information officer has a number of firewalls built into all of our technology to ensure that that information doesn't get hacked. As it relates to the information that we that we share and the period of time. We have a very restrictive timeframe of 90 days. Some agencies have significantly more time. We reduced that down as far as we could go and still find the data useful because the idea would be if something happened, let's say seven mile on evergreen, there's a murder. And we know that a red vehicle left that area. During the time of that murder, we would need a timeframe in which to go back and research the vehicles that went through that area. And those plates to identify if we could find the perpetrator. If it were only 24 hours or 48 hours, then the value of the data would be compromised because we wouldn't have enough time to go back and research to see what occurred. So that's why we have that timeframe there. It's a very restrictive timeframe. As I indicated, I've talked to agencies that have the technology that have a much, much larger timeframe. A couple in fact that asked you know why it's are so low, but we thought that 90 days was fair and reasonable absent any additional indicators needing to keep it longer. And we thought that that was very responsive to our community. As we heard through our CX conversations, some of the concerns around the the length of time that we kept the data
thing members of their team members also just want to ask about the actual data itself. I mean, what protections do we have that this data is not sold or this data is not given out or leaked out to the public in terms of up I think that's a real concern that we have returned the data or metadata that might be collected from this. If you don't collect made a bit of data, that's fine. You can just say to that, but if you do, what kind of protections do we have to make sure that this is something that won't violate the civil liberties of the public and their
trust? Yeah, I think we have to understand the amount of data that comes into the police department outside of the LP there's a tremendous amount of data that comes into the police department. Even outside of the LPR I mean, you know, every day we stopped hundreds of people, we we scan their driver's license, we protect that information. If it's not involved than a enforcement or investigative process, that data is not shared or sold. We have strict prohibitions against that. We could get in some some very serious legal troubles outside of this body and inclusive of this body. If we were to engage in that type of information that just does not happen. You can imagine the 1000s of police reports and have very granular data in them from names address, date of birth, phone numbers, home address, work address, and that data is protected daily from from any outside sources.

I was skeptical at first up until August, and my staff and I had an opportunity to tour the real time crime center and I saw the three videos that you refer to today. And I know how it works. We don't have time in this city to misuse this data. You didn't misuse it. You use it to catch criminals and I saw the videos for myself. So I absolutely support the license plate recognition. And I'm respectfully requesting that you do whatever you can to put something at the in the area of John R. And stay fair. There's a lot of drag racing over there. A lot of drifting over there. have lot of running red lights over there. And so I'm hoping again that this technology can be installed in the John R and State Fair area. I wrote down six people that call called in today during public comment to mention that area. So again, I support it. I have one question though. How long is the data Preserve? And I don't know if you answered that question earlier.
Through the Chair, Madam Callaway, excuse me, Councilmember Callaway, the data stored for 90 days and at which point it is purged and then it was it is written over to ensure that we are not able to recover it. So it is a 90 day window for this technology as far as the data being stored.

Thank you, Mr. President. She couldn't be here DC. So I'm gonna be brief. So technology and anytime we have a technology contract that comes here, especially if it's involving law enforcement, we get a lot of concerns about it and when you look around the country, and you've seen how sometimes our folks in law enforcement, don't get it right, and they go outside of the policy, gets a lot of us angry and unfortunately it does paint similar to when an elected official does something and goes outside of what is expected. It paints a horrible picture on the entire profession. But with that being said, because there are folks who do go outside the mines, it's imperative that we have processes to deal with that. I believe that we have those processes here. In this particular situation. Technology is powerful, it's scary, and it can be fun. I mean, all of the above and it's one of those things where we can't necessarily understand exactly all it's going to do moving forward. But we know for a fact that the license plates readers have provided some benefit for our residents to this point. And when you hear folks who call in and say that it's not worth it, you know, we're talking about saving lives you're talking about. We're talking about bringing folks to justice, and we say that it's it's not worth it. I don't understand how that can be a situation where we don't have this we've been using these LPRs we don't have this massive trail of abuse that has taken place, whether it's through investigations or just word of mouth, we just don't have it. And so but we do have our instances where we can show that they have provided benefit for our community. So I just wanted to put that on the record. For me in this particular situation. I push back on some policies that DPD has brought forward. But this week is important. As I said before, there are times where members of law enforcement go outside of the the policy we've got to take care of that. violent criminals, always go outside and do the bad thing do the wrong thing. So we've got to make sure we have the tools that are necessary to address that concern because the reality is, if we don't do it that does not stop them from moving forward and utilizing similar technology. To continue to stay not one, not two, but maybe 10 steps ahead of us. We're talking lives. We're not just talking about audiology and pieces of paper. So again, you know looking forward to the additional policies and tools that will be coming our way but for this one will have those discussions but for this one I am in support of for those reasons and Madam President looks like we all had our kind of talking up and we have another are you I'm not gonna call the question. We have a member who has not spoken

Thank you, Madam President. And good afternoon to you both. Thank you so much for being here. I did have an opportunity to tour the real times crime center as well and saw how all of the technology that has been put in place in the city has worked to help you all solve crimes and I see that it's working right. And I know that's a great thing for the individuals and their families that were victimized for you all to identify the culprit and help that family. Get to some some sense of relief in seeing justice done. I did have a conversation with a commanding officer yesterday, relative to this and I was looking for just a little bit more information and expected to receive that after having the conversation but I did not receive it. And so I would still like to get that information. I was really looking for where the gaps are. where
there is a need in adding some additional license plate readers throughout the city where you all feel as though there is an inability to identify vehicles that may help you solve crimes, because you don't have LPRs in any particular locations throughout the city of Detroit. And unfortunately I did not receive that information. And so I am going to hold out because I am still interested in would like to see that in order for me to justify adding additional cameras, recognizing that there are a number of other types of cameras that were utilized. And apprehending suspects in various incidents. And so just wanted to put that on the record for you all but certainly do appreciate the work that you do. And Chief white I appreciate you holding your officers accountable as I see in our internal operations. proceedings that we have. I do appreciate that and you and I know that you will continue to do that. And I don't have a fear of you or your team, misusing the technology but just wanted to get that reassurances for myself. To verify and justify the need for additional LPRs.
Ma'am, through the Chair, if first of all, I apologize you didn't get that that's very disappointing, and I'll be following up on that. The gaps that we have really are in a number of places around the city and we've identified those gaps through crime data. And but we also are trying to be preventative as well. We don't want people to pick areas of our community to commit crime, and they will I mean, we've seen what happened with green lights when we put in green lights and we saw the significant reduction in carjackings and shootings at gas stations. We saw an uptick in shootings on freeways. Why? Because those escape routes were not covered by green lights and people figure that out very quickly. So we do have an analysis on that information and what our intentions are, and we're trying to install the camera or the LPRs but we're also using just so you know, mobile lb LPRs are on scout cars right now but also in other vehicles, non police that move around the city. So that's the idea behind it. We want anybody who's a victim of one of the crimes that I've identified to have the perpetrator caught, and we want those perpetrators to make better business decisions. We want people not to know where we are. We want people to think they could be anywhere and make better decisions.

I feel the need not for us. But for the public to understand how much I do support police. I believe I visited the real time crime center beyond the majority or a large majority of my council members. I chair public health and safety. I work very closely with you both and with anyone that would work with me in departments, but my concerns for this, again is not with police or with CPD it is the other agencies that might have access to the information. So very specifically, Chief, do we have mo use with Homeland Security, with customs regarding information to be shared or allowing them to to share to share information with them?
So we do have a number of MOU use. I don't believe we have one with Homeland Security. I'll have to check federal Homeland Security that is but again, you know, we spoken very specifically about the homeland security issue with regards to the LPR there's no data sharing. From an immigration standpoint, these are about violent felonies. People were being victimized in our community and we talk about no we're dealing with crime. Councilwoman Santiago Romero i i just think we have to understand and I'm not suggesting that you don't. But the the victimization in the track of victimization not only are we talking about the person who has lost their lives or someone has attempted to kill them, because a non fatal shooting is a murder that fell to happen. And it doesn't mean it's going to stop but then you've got the retaliation that's tied to it. We can track these things. You've got people who don't necessarily call the police and say, hey, somebody tried to hurt me or someone tried to hurt my loved one, then they take matters into their own hands. And then you know, unlike television, that doesn't mean that they're a great shot and it just kind of get out of their car and shoot the person and just that one person we're finding now that we've got these Glock switches that are essentially turning handguns into machine guns. People don't know how to shoot, they emulate what they see in entertainment or television. Innocent people get shot and her babies get shot and hurt. And so I and as much as I understand the balance that you are operating within, you know, I go I hearken back to the responsibility that we all have to keep our city safe and to hold this chief and any other chief that you select to run the city accountable for mismanagement or any improper act. You know, certainly we look around the country and we see varying behavior. The Councilman Tim Tate mentioned other law enforcement agencies and some of the things that's happened. But you know, you look across any landscape of profession, whether it be the medical profession or any profession, you're going to see someone who is operating outside of the rooms of that particular organization. We don't cancel our surgery at our hospital or our doctors because a doctor outside the city of Detroit in the state of Michigan made a mistake, right we we hold that doctor accountable. And then we make the best decision that we can make, I believe from a safety standpoint, this is the best decision we can make. I talk to the officers, they're the ones that's doing the work. I get to a lot of credit for their hard work. But I don't take them for granted. They are amazing. They're the best in the business. And when I talk talk to them about technology I said if we lost everything we got if we just we'd lost everything what is the piece of technology that best helps you do your job and to a person they said LP Rs, LP Rs. And if we truly make a dent in this crime, if we truly see these trends continue to where they are, it's gonna be very hard for me or any other chief to sit here and say to you with a 50% reduction in homicide, the 50% reduction in non fatal shooting by me more technology. I think it'll come to a point if it's working, it's working. And we can start to move those dollars to other places. But when you're looking at 200 people before December 31 dead in our city 200 people and we're all working Oh, that's right. We're out in the community. You know, we all we understand the influences the drivers to crime, you know, we're doing things we know we can arrest our way out. We know about mental health. We know about all the different influences to crime, right? We've got the CVI going now the community violence initiatives that are running well all these pieces. Now we're saying let's take this technology. Let's take all the tools that the police department needs constitutionally hold them accountable and truly invest and making the city safer. I don't think anyone that that that would have an issue with that. I don't think anybody anybody that votes for you or likes me would have a problem with that. Thank you.
Thank you. Thank you so much, Madam Chair through you. Just one final point. I absolutely agree. We need to get to a point where we see technology working for us, for us to invest in it. But my problem here is Biden billion dollars of ARPA money based on the only on the data the only data that I received when I have to ask questions regarding the data from this technology out of 224,867,287 plate reads, there were 64 arrests. So I'm here. I'm with you. I want this to work. This is expensive. And when are we going to get to a place where it does work and it does create the safety that we need in our city?
Up to 64 res 16 Murderers 16 Murderers. People who have district these people won't become police chief. These people won't become City Council presidents and members. They will become they don't get to go home 16 Murderers. That's the costs and perhaps preventing the 17th murder by getting the person who murdered those people off the street. And that's what we've got to think about. You don't get 16 Murderers and those numbers.

So I did. I was able to get clarity on exactly what took place on we had a total of 300 properties that had been submitted over seven contracts. Six of those contracts were approved in recess, in the balance roughly about 42 are attached to this particular contract. In addition to the hazmat survey studies, we actually added additional scope to all seven contracts. This one included and that scope allowed us to address the concerns that we're encountering. When we go to these commercial properties and we come across water, a lot of flooded basements, large quantities of water. And so there's a certain process and protocol that has to be followed Before we can remove that water from those sites. And this contract will allow us to do that. Again, the properties have not been clearly defined for any of the contractors. We just took the total number of 300 and divided it across all seven contract companies.

Madam President, I want to announce a meeting this Thursday. It's a continuation of member Callaway and I town hall meetings on land value tax. That discussion, and this one will be this Thursday from 530 to 730 at Jefferson Avenue Presbyterian Church which is 8625 East Jefferson. Iowa believe that is right at bars for those of you who do not know at Birch Street is sponsored by the Detroit historic neighborhoods coalition, along with member Callaway and I so please come out we are still trying to get through all of this understanding the land value tax trying to help people understand what they might be faced with when when they cast their vote. And with that, Madam Chair, I would like Madam President, I'd like to order request the number of residents who own vacant land in this city. That is a motion that I'd like to request. Thank you Madam Chair. I'd like to make a motion to line item. Two discussions, Madam Chair. Lee Plaza. We voted on the development agreement. Almost a year ago. I drove past that building last week. There is nothing happening at the Plaza. So I'm hoping we can line item a discussion with the developers planning whoever else was involved. Mr. Head, Mr. Todd because nothing has happened over there. Since we took the vote. They were approved for $3 million and are for dollars. So we need to have a discussion. So I'd like to make a motion to line item that discussion with the parties that are involved with the lead Plaza development and then also line item a discussion would district Detroit. I read in a couple of articles in the last two weeks that they don't own all the land. And I do understand from an article that I've read a couple of them that they are in negotiations for the purchase of property from an authority. I understand a very small authority. I wasn't familiar with the authority. I think it's called the Wayne County Board. They actually on some of the land. So if we can line item these two discussions, madam chair because I'm wondering, since district Detroit came before us, and we approved tax abatements slash tax incentives, the delay um Is this the main section or main parcel for this development? If not, we should they should still be starting some development instead of waiting to buy this parcel of land, or does this parcel of land constitute or represent the largest part of the development? So I'd like to line item those two discussions lead Plaza, some updates progress report, and for district tutori. Report updates, status reports.

Thank you. They offer classes to those wanting to get into holistic care care and treatments for those suffering with hair loss and other scalp issues. So again, congratulations to miss peoples for being a motor city match awardee slash recipient for 65,000 hours and every time I drive parent past there will actually it's next door to human it store and every time I drive past there, which formerly known as be seagulls, the line is wrapped around the building so congratulations Miss peoples. Next of all, invite everybody out to walk with me on Thursday mornings from 8am to 9am. At Palmer park we meet at the splash park slash district two offices, which is the building with the brightly colored mural painted on it. Thank you, Madam President. And while I agree with much of what is in this resolution I will be objected to for reasons just the language. I was hoping that through some conversations I hadn't had the opportunity to discuss this with member waters office. I just think the language and his resolution is very strong, in a sense, and I quote so infrastructure so Oh, Thomas Edison would recognize it. I get where you go on. I get where you're going, upgrading infrastructure. I have an issue, particularly with that line, but also just more questions I know in this resolution, and the letter results let it be resolved. Portion speaks about counsels requesting the Michigan Legislature to amend public act 286 and 2008 to bring accountability standards for Michigan's electric utilities up to date. And we'll just wanted to have further discussion and have the opportunity to have further discussion. It was my understanding that this was not going to be on the session today on Tuesday from committee that we were going to have more opportunity to discuss it. But if you're if you're comfortable moving forward, I'm letting you know why I'm objecting I'm not saying I don't agree with you. I think we do definitely need to upgrade our infrastructure here in the city of Detroit. And that's one too I do believe that they can move better relative to when our power gets cut back on how tree trimming and services are rolled out. So I will agree with you on that. I'm just not ready to vote on this today and wanted to just tell you probably that's why I would be objecting to it. What and also those nuances that are in the language. Thank you Madam President.
Thank you, Mr. President through you to remember waters is there any time constraint or challenge with a week allowing the week for you and potentially other members on the body to have additional conversation? I'm sure it be retribution.
President Pro Tem no it is not. That's but I will say that. That is why it's been out there for I don't know couple of weeks now that the language nobody said a word to me about it. But but in the spirit of cooperation is generally what I do if folks want to wait another week. We can do that. Folks want to have some conversations. President Pro Tem we can do that. Remember? My colleagues, this is something that we're just encouraging Lansing to do his job and I know I'm pretty sure DTE has reached out to some of my colleagues are being in opposition of this resolution. But the fact of the matter is, is that they've got they've got to do their job. They've got to address the aging infrastructure. We need reliability, leading modernization, we need affordability, a number of things that we need, I can go on down the list. And we were also asking because we have a fiduciary for this city. So I'm also asking for transparency and fairness. On behalf of the people senior citizen said to me, you know, member waters, I have all of my food I lost all my food in my refrigerator, and I can't afford to buy any more. They got to do better Plus, I'm asking that they give us um those things back those assets but you know, Wayne State University and all of those other things. Give us a minute back let us put that money are in our kitty. This building right here. All of that. Those are funds that go right back here. In our in our in our kitty right here at the city level. There are so many issues and they ought to be addressing this at the state level. We're just asking for transparency. We're just encouraging the statement legislators to do to put a mechanism in place that would allow for transparency. Let's compare what we get here the services that we get here to other folks around the country. Let's see how that fear. Let's see if DTE is going to give up. Hold their shareholders and investors and all those held accountable how much all of them getting paid. There are so many things, things to consider. And I don't want to be tiptoeing around a company that has all of this money. You know, everybody in this city, probably a bunch of folks on a payment plan DTE the rates are astronomical. astronomical. You know, redlining is what's happening here in this city. And I'm not asking for a lot we're not at the people aren't asking for a lot. So But anyway, I know President Pro Tem you know, I just kind of went off on a couple of things. But but I'm willing to bring it back in a week. And I'm motion to do so. One week, Madam Chair.

I just want to make it clear. I mean, I noticed we hear this from the public that we may be influenced by others, but I don't know if that's the case with this body. I will say for the record. It's unfortunate. I have to say this on the record, but my request was strictly because I wanted to make sure that we had the right language and if if a council member is putting their name and approving this it doesn't mean that they don't support the spirit. It doesn't mean that they don't support everything that is in here in terms of the ideology, but the language is important. I mean, we've had that conversation as well not always like to leave the the opportunity if there's no time. Time, a sensitive nature of one week to allow for those conversations. I will say me personally, I didn't see it on the agenda. So I didn't I didn't put as much time into it. As as some probably would want me to but it's been said several times and this is a resolution. We want to send it but we can't move it in and stuff. So it's our intent is what we want to say see happen. And I think it's imperative if we all are being asked to sign off on it that everyone is at least in agreeance if you are a

I'm just saying it was I want to make it very clear because again, I'm a member of this body. And I've been a member of this body when there have been allegations of impropriety and all that stuff. I'm still here. So I want to make it very clear to have nothing at least my my request has nothing to do with any influence. DTE anybody so when we started putting it at the table, that affects everybody, it affects me in a way that I think we should be very cautious.
Okay, madam. Just adjust what he said. But I received an email yesterday in response to this detail they sent it to all the council members. Basically, I can't remember exactly what the email said. But that raised a red flag for me that that somehow another they would just basically because they mentioned the resolution. They know that it passed out of committee I don't know if you guys received that email yet. And it's specifically regarding the DTE resolution. That was the reason for my comment and had nothing Yes, I thought maybe some of you might have seen it. No, that was that was the reason I said I'm certainly not suggesting that anybody is doing anything in terms of being influenced but they didn't put it in writing. I mean, you know, basically just to kind of wave a red flag as it relates to this particular resolution. That's all it was President Pro Tem.

And we have had walked about walk ons every week since I've been sitting on this council one time we had 27 walk ons, and we'd never have an opportunity to review the document before it's walked on and we're voting on it. I've seen resolutions walked on it. I don't have time to we don't have time to read it. We just voted on. We've never we've never not walked on anything since I've been sitting here. When somebody makes requests walking on. We're walking along. So I do support this resolution is long overdue. I'm thanking you for your boldness and your courage for bringing it forth. There are two sides to each issue, as I'm sure you are aware of, as well. So I just wish I would join the conversation on this understanding that this is a very serious resolution. If we're sending this up to the legislature. That is a discussion I like to have and I think it's imperative to at times as council members or us push resolutions forward if we're passing resolutions for to have those discussions. If you can, obviously have those discussions, through staff to the other offices on those resolutions and the intent of those resolutions before they get here. So then we're not like hey, you know we don't support it. I say I agree with you wholeheartedly. There's just some things in there. And Congressional Black Caucus. I also just want to say two member waters about the residents own lots are on land, I think 20% almost up to the courts. The Tax Policy Center, almost up to 20% of parcels and the signatory are owned by speculators now according to so I don't go that helps your health LPD at all with your analysis, and I'll send that study over to you. And their taxes will go up by 100% with the land value tax, just little tidbit there. Ah, so I just wanted to say that the lots are continually growing, because I received many requests for endorsements from the community for these lots in the last 24 hours in my office, accepts all their and approves all the endorsements, and also send a request to the land bank, because you were able to buy up to four lots without any increase in property taxes.
