Thank you. Thank you so much for that. And we will not go to questions or comments from any of my colleagues, and we'll start with you. Yes. Councilmember Young. Thank
you, Madam President. And thank you so much. Excellent presentation from everybody. To whom this wants to address this question. I just want to start first with preferencing it then I'll ask the question afterwards. So in 1872, there was an election in Louisiana gubernatorial election, and it was hotly contested, and it was one between the segregationist and the freedmen. And after legal battles and physical confrontations and occupying government buildings, they decided to occupy the Colfax
courthouse.
The events that led after that was one of the most bloodiest and violent events in restoring reconstruction, not the only one, but the most violent. Fast forward to 1985. Jeff Sessions Jefferson, who will eventually become Attorney General, but he first was the US Attorney filed a case of fraud against three African Americans Alabama, one of them was Albert Turner, who was an aide for Martin Luther King, Jr. And then we all know what happened on January 6, the reason why are tying all that together is that and this in some ways, I don't think is intent. I think there's there's intent and impact. Your intent can be well in terms of what you believe, but the impact of what you're saying could be something different. And the interpretation of what you're saying can
be something different.
I am concerned in this country, there is a long history of demonizing of devaluing and dehumanizing criminalizing black people, and doing that using a template of fraud in order to justify that. And I just wanted to ask you, is there any plans? Or is there any policy? And I know this kind of sad when I'll get ready to say here, policies? And are you in coordination with law enforcement one to be able to deal with the information or I think is actual misinformation and disinformation. I think this is a plot. But I also think, is there anything that you're doing for your office to be able to counter this, not just from the standpoint of misinformation, demonization of people based on color their skin, but also based on the fact of violence that has occurred after this? I think we I don't have to tell you to you've all experienced it. I remember seeing on camera people actually coming to your house and trying to intimidate you. I don't know, things that you've experienced. Can we just he just kind of helped me here? Because I'm a little bit concerned fundamentally about what the plan is here? And is there a role that we could play helpful to be able to mitigate that.
And just briefly, first of all, when you talk history always point to back. So because he's election historian, but council member, that's why we take allegations so sailor seriously. And that's why we do those audits that we've done. Because there is a danger, as you pointed out, when you submit information that you know, you know, that's probably not true in terms of fraud. But what you're doing is you're disenfranchising, disenfranchising voters, you're making people not trust the process. So we take it very seriously. And we will always investigate it, even if it's not submitted correctly, like the last information received, because those challenges must be they must be notarized. And these work, but we still take them seriously. And we educate, we educate, we educate to the best of our abilities, because people don't know, ignorance is dangerous. And so it's our job. It's my job as a local clerk, to ensure that my constituents know to the best of my abilities, what is law? What is right, and what is foolishness.
There, well,
I just want to embellish the clerk's point. In conjunction with that, if you recall, in 2020, after the presidential election, there were a lot of complaints about our transfer cases and precincts and counting boards that didn't balance meaning that we may have had 100 voters who cast ballots, and there were only two names in the book and all that type of stuff, right. So what we're grateful for is the fact that the Secretary is They took it upon herself to do an audit to make a determination that over 90% of all of our boards and precincts were balanced. But since that time, what we did was, and this is to your point in terms of the integrity, and the value of African American voting, as well as the administration of elections, what we did was, after that election, we went back to the drawing board, to revamp and look at all of our standard operational procedures to attempt to produce a more quality type of product in terms of results. And what that produced was during the 2021 municipal election, in the primary election, 100% of all of our absentee boards balanced. That meant that if there were 5000 voters in one, one counting board, there were 5000 ballots counted. And if there was a discrepancy discrepancy, there was a legitimate explanation to justify that discrepancy. And as a consequence, in both the primary and the general elections, our boards balanced. The Wayne County Board of canvassers gave us a plus plus report, as well as the state board of canvassers and the Secretary of State and we thank the Secretary of State and the county clerk, for their work with us to make sure that we could bring all of these things through fruition now. And 2022, in order to ensure that it was not a fluke, we did the same thing during that election in the primary election, as well as the general elections. Now, when you hear about recounts, there are no issues because transfer cases are re countable, they're openable, you can count a precinct or recount a precinct because all your numbers are working, because we put in the work to make sure that during post election operations, that is canvassing, as well as the potential for recounts, there are no issues. Now, when you don't have issues, you can feel good about the administrative process, when you go to the polls, you know, that every last one of your votes as an individual will count. So that kind of points to the direction in terms of making sure that black people feel good about the administrative process, and the fact that they have an opportunity to vote and engage in the process. Because if there's integrity in the process, then those individuals who go to the polls and votes will demonstrate and reflect that same integrity.

Thank you, Madam President, I frankly, just want to thank you, your staff, our presenters today. Thank you, Ben for coming down and sharing the information. It's important that we share accurate information. And quite frankly, from all presenters today, we're saying the same thing. So I hope that shows that this is the truth. These are facts. Thank you, Madam President. I just wanted to say thank you to you all for coming in and providing the presentation and addressing the concerns that have been raised to this body very frequently. I hope that you all have given everyone the thought and the relief that their vote counts, that they can go out to vote, their vote is going to count that you all are doing everything that you can in your power to make sure that we have free and fair elections. I hope that we will encourage more people to get out to vote, as they are now assured that the processes are in place to make sure that everybody's vote counts. I do have a couple of quick questions. One, Mr. Baxter spoke about the voter files and when you are able to remove someone from a voter file can you speak to that a little bit more in depth? Because I had someone texting me relative to when a person is deceased. When a person dies, how do you get that information to be able to go through the process to remove them From the voter files,
I was I won't repeat what what Mr. Baxter said about the National Voter Registration Act, which does require when there is evidence that someone has moved that you wait two cycles. Before that you you have to under federal law wait two cycles of before removing them. But that said here in Michigan, we've actually done more over the last six years than our state has done in the last two decades to ensure we are regularly removing people when they become deceased, when they move out of state or when they otherwise become ineligible to vote. We, in my first week of Office joined an interstate consortium, where we now share data with other states in a secure way. So that if someone were to move to another state in the consortium, we'd learn about that. And then we're able to update our voter files accordingly. We also partner with the US Postal Service, as well as social security administration to get that information so that when people pass away or otherwise become ineligible, we are on a regular basis, ongoing basis, weekly basis every two weeks updating the file and putting this information in addition into the file. In addition to that all of the 1500 local clerk's including the Detroit City Clerk, also get access to local information county clerk's send death records to the local clerk's the local clerk's then remove that person who's deceased from the role. So some of the challenges actually is not really due to anything that we've done over the last six years to robustly ensure the accuracy of our voter rolls. Where we've hit into challenges. It's where there have been, there was inaction for two decades. And so there there were a lot of folks who probably should have been removed under prior administrations before either clerk Winfrey, your I came to the forefront. And and that is where you'll see some of the allegations emerge from But that said, we continue to cancel registrations once there is evidence and we've gone to the federal process of ineligibility. And so I'm really confident that our voter rolls are as accurate as ever. However, all of this is taking place in this era of misinformation that were in were, in particular voters in Detroit, and, frankly, in Milwaukee, and Philadelphia, and Atlanta, are all getting targeted with the same messaging and the same lawsuits. Frankly, the identical lawsuits that get filed in Michigan on these subjects get filed in the other battleground states as well, to create a narrative of an inaccurate narrative, that there is somehow people able to vote who are otherwise not eligible to vote. But in Michigan, and frankly, all across the country, we work to make sure that every single valid vote and only valid votes are counted. And we have several secure layers or protocols in place to make sure that happens.
Thank you, Secretary, everything she said is absolutely correct and onpoint. But I also always like to emphasize, it is up to the loved ones to supply us with an obituary so that we can immediately remove, because we have to wait for Social Security, we have to wait for those lists. But if someone can be immediately removed, if you only supply us with those obituaries, or some legal form, saying that that person is deceased, then we can right away, get them off. And you don't have to worry about because it's hurtful to receive an election or any mail from your loved one that's no longer with you. So and we hate to send it. So encourage your constituents because I I do at all times. Send me that information right away so that I can remove that person right away.
Thank you. And my second question, actually, is to Madam Clerk. And 2020 I know we were all dealing with a lot. And I know that laws were changed to give residents the opportunity to vote differently to for the absentee voting without having to have an excuse or reason as to why. And I unfortunately, no one of the 10 people, I believe, who may be going through the process, who inadvertently apparently may have voted twice. And so I'm curious to know if there are processes in place that can help prevent that. I do recall, I believe it was in 2020 when I requested an absentee ballot because I have a compromised immune system and I was afraid to go out and vote. But then an early voting location opened up and I said okay, I'd rather not complete the absentee ballot. I want to go in and vote. When I went in to vote. The individual that was assisting me asked me they said so we'd see that you received an absentee ballot. Do you have it with you? I didn't have it with me and Though they allowed me to vote, I had to dispose of the absentee ballot. But apparently that didn't happen with this one of the 10 people, I believe, who is now going through this process because they inadvertently voted twice. So I'm saying, in essence, the system is working, right, because now this person is dealing with this situation that I can't help her with. But can you talk about just internal processes that helped to prevent that from happening?
Yeah, so you talked about 20/21, that was a national pandemic, we sent out applications just to every registered voter in city Detroit, so that everyone could vote. But in your instance, when you go to the polls, you request an absentee ballot, right, and he's not gonna vote by absentee. I'm gonna go ahead and vote at this early vote center. Right? So you go in there, and we look at that when we said, we see that we sent you a Do you have that and you said, Oh, I don't have it with me. So what that clerk automatically does is she goes in there and she cancels that absentee ballot, so that she can issue you another because otherwise, she would not he or she would not be able to issue you another because we have Betty Smith, ballot number assigned 1234 already issued, we don't have that it didn't return. So we're going to cancel that in order to send Betty Smith, another ballot for 5678. And that way, Betty Smith can vote and that other ballot is cancelled. Whether you see that cancellation or not, because you still have that ballot at home, you can submit it if you want to, it wouldn't count, because when we go in there and check wills when we check that ballot in because that's the check in process, we'll see that Betty Smith has already voted at her early vote. Senator,
if I could add, what that means is in the situation that you mentioned, if someone were to send that ballot back then they might have been culpable of voting twice, but their ballot was not counted in mice. So even in those circumstances where someone would attempt to vote twice in their mind break the law, their second ballot wouldn't count based on the systems that we have in place so we can continue to ensure that only one ballot per person will count even in those circumstances.

you, Madam President. I believe it's important for us to honor those who honor us and who give the ultimate sacrifice of their lives for the freedoms that we saw originally enjoy. And I think that this is one of the most safest places I've ever been because I used to work in the Capitol and I used to have to be able to get on elevators where people would carry guns openly. And I used to have to be able to vote on the opposite direction, in terms of policies involving loosening gun safety. And while I was doing that, there will be people that will be in the gallery above me as a state legislator, dressed like it's 1776 carrying a musket. And this is the environment that I went to work and I used to go to work or they would celebrate, bring your gun to work day and they would all be dressed up and camouflage and I'll be going to my job and they'd all turn around and look at me. Like I'm the one that was out of place. And so depending on where I was at in the building, was depend on how safe I was. And so to be in an environment where I don't have to worry about that, I think is a blessing. And I think it's my job to be able to make sure that tension that I have is the same protection and feeling that the citizens that I serve also have from their police department. And so I just wanted to give honor and respect to the men and women of APU who protect us. And so I want to present this spirit the spirit Detroit award in that we did this last time but they weren't here. So that's why we're doing this again. I'm not doing this twice. He's truly appreciative that although he does his best to let the officers know that they are certainly valued for the work that they do, there's a special kind of work when selflessness nature of the executive protection assignment is carried out and certainly to the level as indicated by your acknowledgement to a level of excellence. As miss the council member had said You heard her but you didn't listen to her. We need the health department's input and environmental and the effect of people and the environment. Why aren't you loud about the injustice of stolen overpaid property tax? Over $600 million? But you're following in the steps first of that, in my opinion, that emelec Dugan, who let's see as Romero and Young has followed in his footsteps. Hello everyone. I like to speak about Detroit police officers I cannot say the whole 2000 of them like I always say when I'm at the border commission being concerned and them not respecting they often bash in a shelter. There's plenty undercover officers here is to male undercovers. They prey on people like that they in there because of me And watching over this woman named Nikita wells, but they in their prayers sleeping with these guests, manipulating them and preying on him and Odyssey legal corruption, I cannot understand how can they afford to pay for DoorDash Cash App and artists in their use in a personal devices. And they post on social media. And this is how they tracking me. And it's not just the Detroit Police officers, the city official workers period. And like I said, stalking is illegal when when you disrespect Show Open your badge and you continue to pray in danger in my life. And every time I leave out that facility, it's not safe because I have to worry about nuts and people not respecting the job. It's not that just the police department period. There's people here in the city county building, and when you use your personal devices and be stalking and taking pictures is illegal. And if you don't respect your job, you shouldn't be here.

Good morning. Good morning. I am grateful for an opportunity to speak this morning. And I'm talking to you today about the solar project at the State Fair area. Specifically off Gianna and Nevada brush area. At one point, we had a plan there to redevelop that area. And we have done Savannah, Bobby units of single family housing, Nevada, those houses were sold to residents, Montana, another 12 units of single family housing, the brush area where the school was torn down. That was an area where we were proposing to do additional infill single family housing, now solar in that spot there. It we're not satisfied. We don't think that that's a positive use of that land. That area could be used again for single family, housing and bringing people back to the city of Detroit, not people leaving the city of Detroit and for the $90,000 that you're going to give individual household. Where do you propose for them to move to live in the city? Or are they also going to leave the city and have to go find housing outside of the city of Detroit. We're not trying to depopulate Detroit, we're trying to bring people back to the city. And that's been a manual community houses premise. From the time I've been there since 98. And want to bring people to the city. Thank you so

good morning, I'm actually here to talk about their Solar Initiative to I'm in District Three. And I'm in agreement, so speak up a little bit louder. And um, for the Solar Initiative for district three, between the blight and the crime in like the last three months, it's been two bodies, the last two days, they had the whole street blocked off because of it between the dumping of the boats, the trash. On the street that I live on, there's literally three houses, only two of them are legally occupied. So the rest is just fields, the city does what they can to come out and remove it as fast as there's out there, they are coming to remove it. But it's so much open land that they can only do so much. And for me in 2024 We should be focusing on deleting our carbon footprint, taking a little bit of that money. I don't not saying we want to move out of the city, but maybe put a little bit something else there to maybe push the crime out, push the drugs out. If it's just open lots and fields, nothing there. There's always gonna be trash, there's going to be crime. So I'm for the solar minister for district three. I'm a homeowner over there. And for me and my children, I just feel like at this point, it's only going to get worse. Not saying that they're not trying but if the community is not behind them and putting in the effort. It's only so much they can do.

More morning, Tom. So I live in district three and support the solar panel. And in that district, the homeowners received they received estimates on the property. And I would like for the console to say toward debt buyer out there, I mean, from the home owners would like for the council to support payment to purchase that property. And it wouldn't be expensive for the city we could possibly use the rescue. But to support that solar panel fun, thank you.

Good morning, through the chair just wanted to just say a few things, just advocating for social justice. Beliefs, it's not the acid two issues as spoken or yesterday, we have to keep a clear perspective of everything. Not only do we have 12 Outsiders that come in, but just last week, we had three law enforcement officers that came into our community, on their illegal means outside their jurisdiction. So it's important that our law enforcement here speak up and for both sides here, and be active and proactive about those things. I'm glad to be out of district for yesterday, it takes more than just coming now and speaking out, we actually have to get out and engage, right, you've met with a lot of youth out there and at the park, and just about simply going over and talking to him now was welcomed and wanted to come over and get more information about the city. So it's important that we actually go out and engage our youth, we need more GD YT more small minority business, and more importantly, want to make sure that all the victims get their crime victim rights that this law, the state require us to know. And then we have understanding that the 27 hours shot are not the only victims, it's their families. It's the other children that may decide that I don't want to be the next victim that's in a position where they feel like they need to do things to defend themselves. We have to take a more comprehensive approach to address our issues. And there has to be black folks that address black issues.

In the last seven years, tax abatements have cost the Detroit Public Schools $172 million, when added to their tax captures 320 million has been lost in tax incentives. If you apply that to other villages, 5.8 million per mil was lost to every public institution. In that seven year period, the Detroit Public Schools lost. Hence, the Detroit library lost 26 point 9 million to tax abatements Add that to 23.5 and tax captures that we have documented and that's $50.4 million. When adding the full data for the last 10 years, we know that the take will be over $60 million from tax incentives. When you add the undocumented taking of the administrative fee for the last 10 years, that's going to be another 10 million for a total of $70 million over the last decade taken from the Detroit Public Library, which is equivalent of a two full years of operating budget. I want to ask the City Council to take seriously ending this administrative fee or reducing it to actual costs. They're going to take $700,000 And as you will remember, they couldn't document $1 of the 1.2 million and now they want to still take 700,000 They gave you a letter and they made some statements about what it was for. I assure you some of that is not accurate. Please be diligent and get the data for us and stop this looting of the Detroit Public Library vote yes on L otherwise, we don't have a library system.

Okay, now we just seen a liar, Janice Winfrey. She lied about sending all your report the allegations or the findings at a voter fraud by anonymous citizen reporter she did. She says he said that to every member of council, the mayor's office and the law department. Why did it end around circled back and check with the base office law department in six members, five members of console yard and get sugar honey iced tea served as it just appeared before you with the Secretary of State of Michigan Jocelyn Benson. I came in on her what they see now
The irrefutable
ironclad concrete evidence is in court to Kolon 24 das CV dash 1107. Today's to federal court case they cheated on the advocate. They cheated using the advocate Ramon Jackson, ya know, and 2020 put in an absentee ballot request on a straight Democratic ticket for outspoken Republican, their support his real ballot because he went into the he went into the polls, voted for one person. Judge Shakira Hawkins because he gave her his word, he was gonna do it. He went in and did it 2020 After voting for and not voting for decades, so they thought they had him and they could use them. That's real tough.

It's unfortunate that no matter how much information legitimate information investigations, opportunities to submit information to federal organizations, entities, law enforcement, they're still individuals who would like to peddle in misinformation and disinformation. I've often wondered, what's the motivation? Because it's not about us as a body. This is about the democracy of our country about where we're going and about truth of information. And if we have information that's been presented before us, yet someone comes right back and say, Nope, not true, haven't been able to show any further information did not indicate that they filed any of those documents to any of those entities that has been put before them, but yet want to come up. And again, rant before Council, we are a public body. So we literally have no desire to stop anyone's public comment. But also want to make sure we put a point on it when there are untruths. And I will say something different about what's in the news table. But that's exactly what this is right now. You've heard all that information yet. You have folks who want to come here and provide miss, excuse me disinformation, because this is purposeful. It's not by accident. It's purposeful. So I just wanted to put that on the record, just like the public has an opportunity to speak their mind. Soda. Why? Thank you, Madam President. Thank you. Thank you.

I would like to concur with my colleagues, thank you for that state is dangerous, and it's hurtful, and it does not help democracy nor the city of Detroit. Thank you very much, pro tem.
And thank you for having me. Thank you, Madam President, Council Member Santiago Amuro. Just for the record, as well, we did receive the XML with all of the concerns and all of the artists with responses. So that is what happens. Thank you, Madam President. I want that to be clear for people to know that we do take this seriously. We are going after any of the concerns, and we are getting responses. Thank you. And we have heard over and over again, that nothing has been validated, substantiated, and that there is no voter fraud in the City of Victoria, or the former Secretary of State. We heard it for directly from our city clerk. And so we will continue to push that information out and continue to let the public know the truth. But again, we've said it several times. So due to this information, I have found out that the city of Detroit really owns Aretha Franklin, and they're just a management company. So I asked for you guys to step forward. I have six other vendors, three cleaning companies, two promoters and one other line service that was not paid Also, due to the fact of their like a game. I have been trying to find a lawyer in the city of Detroit for that since November. And everybody keeps telling me that conflict of interest. So please, please, everyone. All we had 214 employees who worked between May and October at shame Park, they were all paid. My company has now received the check. They tried to send me a check in November's for 7000 to say a final payment was not even 13% of what they always gave me

It has literally crumbled. I witnessed over a period of 1516 years silence every night, as the neighborhood was being burned out. And now the neighborhood has turned into virtually just a bit, just a massive piece of land that's basically unoccupied. On my grandmother's blog, there's only two houses, two houses on her blog. And being the blog, there's the blocks that are before her is a few blocks there. Those are the blocks that are not going to be included in initiative as far as people having to leave their homes. I think that the initiative will be good, because it'll allow people that want to leave to leave. And then the ones that are there that will give them some sort of funds to help bring the area back up for the ones that aren't there.

I was just really excited to convey to this council about the award of the low to no emission grant that was awarded from the Federal Transit Administration to do that. Detroit Department of Transportation we've been really concerned about now we've, you know, tackled some issues, but the wages, drivers to frequency, we were worried about the lack of bus purchases for the next few years. And it seemed like this came at the most perfect time. So I just want to commend this city council, activist organizers, bus riders, the union and the administration and DDOT for putting this application together. I'm more than excited to see that Detroit as part of our climate justice solution with our our transit system. I would also like to see the same efforts reflected with our paratransit system in terms of cleaning the fleet, or having a low or no admission fleet for paratransit given a pair of transit passengers on average, currently 15 minutes or more exposed to tailpipe emissions than bus drivers as well. DDOT continues to be under men 70% on time, performance is still not okay, but it's getting a lot better for some people. So, again, this is encouraging and I think this body for also being part of that process. Thank you. Thank you.

It's a program a federal funded program coming from the White House, that is kind of trying to right the wrongs of what DTE purchased the last solar field on the west side on 96. In Greenfield. So how has been presented to us, they're going to take this land is going to fund municipal buildings, a few city buildings. And yes, it could be put on to city structures or out in the field. But the whole purpose was to kind of, you know negate the blight, the crime that dump in. And just, I think add another pillar to the bike path and things like that. I'm in District Three, where I think it'd be a great opportunity. And I do think it'd be a storied program because of the not only the crime and the history, but the fires that were over here about 15 years ago that kind of destroyed about the townhomes. So I think at the age of Macomb County, Wayne County, I just think it'd be a benefit for the residents over here. And then like my neighbor was saying it's only like three houses on our block. So there's too much land and not enough opportunity to deal with our investors.

So this contract, quite frankly, is to provide additional software ability to the system that we already have in half of our traffic signal intersexual in the city.

And I just want to say, from my, I'm really excited about this contract and what it can do, because not only are we talking about data analytics, we're also talking about data analysts charter with regards to saving people's lives. But we're also using artificial intelligence, to be able to gather the data to be able to predict in the future, how we can prevent accidents from happening, this is something I've been advocating for for a very long time. So I'm really excited about this. I do share my colleagues disappointed me in this not being from the United States, but I understand why you're doing this proprietary technology, I understand that this is a sole source contract, because they're the only ones that can do this this way, the way you want to do it, I'm assuming this is going to be part of an overall plan in terms of smart cities, in terms of being able to, you know, connect vehicles in terms of not only being able to communicate with each other, but also be able to communicate with the Internet. So they can be aware of what's happening and get those messages in real time to prevent these fatal accidents, which I think we lead the country in terms of pedestrian traffic deaths in the city of Detroit. So I'm really excited about that aspect as well. And I also think that's part of the reason why I have the Transportation Innovation Zone, so that we can be able to have businesses that are involved in this space from America be able to and from the city, Detroit to be able to get these contracts in the future. So I think that this even though now we're coming from Canada, I think long term, this is going to be something that you're going to be able to see more Detroiters and Michiganders be able to participate in this contract. Am I correct on that?
To the chair, you're very correct. So the crash rate in the city is extremely high. We're in the top in the country. And we already have these mal regions are there. But unfortunately, he allows us to look at crashes. That happens after the fact, this technology introduces artificial intelligence so that not only can we spin what has happened, as quickly as it happens, it will notify us. But we can also use this technology to look at near crashes. So how many times does something almost happen before it happens. So as soon as we tend to dispatch, the homeless happen, you know, either because of visibility, the curvature of the road, there's a breach that is blocking the signal, or any of those things people are driving around with or they're running red light, or almost killing a pedestrian, then we can begin to look at it proactively not just wait until something happens, which is what we have, right. So this is the benefit of this. And it will make our signals safer. And hopefully at some point and will continue to improve using technology relative to being in location position where we can have a chance to our signal and our signals come to vehicle which is why they called me to AI and b2b technology.
No, that's excellent. I really appreciate it. My final question I just wanted to ask you is that this information I'm not this is more of an overall 10,000 foot viewpoint. But this information overall the data that you're collecting, it could be used to you to collect information on other human behavior around the area, I think you're using this specifically for the purposes of track traffic fatalities. But in the future, this could be something as a city becomes more smarter, where you know, there's certain instances where you have where you have lights that will be able to turn on and turn off based on whether people are around them or not. So they can save energy on the grid. This will also be able to use in terms of information in terms of certain public housing to be able to determine whether or not the air in the house is safe. Whether or not the foundation of the building is safe or needs to be repaired before it starts showing cracks in the foundation into place and things of that nature. This is what artificial intelligence can be able to bring forth, as well as in terms of bus routes, which would be the most optimal bus right and as you can create certain bus routes that will be available for people to be in for a bus driver to be able to take to be able to drop off and pick up people with a maximum amount of time. And so I think that we're going to be having these services that are going to be communicating with you each other, connected with each other, I think through the Internet of Things have a neural network, if you will, in terms of connections in the future, I just want to know, is that something that we should look for? I know I put out a study for a smart city. So I know we're waiting for that to get back. But I just want to say is that something that we can look forward to in the future in terms of how that data will be used, and the safety around how that data will be disseminated? Or is this just primarily going to be just in this silo for transit, and that's it.
For the chair, engineer, customer, the Young, thank you for all the generic terminologies and the challenges that will be presented to us every day. So for the particular contract, before you today, it's it's only for transportation, and what is going on in the topics in the right of way, along the roadway, and intersections only. Now, artificial intelligence, the few that continue to grow. And there are a lot of those things that you discuss areas where, you know, artificial intelligence has a lot of potential, especially in terms of optimizing, you know, bus routes, letting us know, the person is speaking to our traffic signals. So that, you know, you can do priority, so we call it prioritization, it can give priority to pathways to emergency vehicles, ambulance things and things like that these system that we're talking about, has that and we're testing it along with a couple of our corridors right. Once we feel confident that we we can put our name the priorities that will begin to deploy once Yes, the 15th we're looking at differential about the contract that will be for you today is strictly for our traffic, and what we do in our rooms. own ministry is that like actual neural network, but the internet is mirrors a neural network, I just want to make that clear.
Thank you. So neural net through the chair through neural network is part of the same stack is going to be so dark system that we're talking about uses neural network. We're not looking at public housing, for this particular exercise the neural network without the signal which Mara capturing data, recognizing they're predicting victory, predictive analysis, quite frankly, there are thoughts and strategies to when a pedestrian walks towards a signal, can we automatically detect that this pedestrian wants to cross the law? All the things are in the works? We're not there yet, that we're willing to go to the public and say these words exactly we're going to use this particular technology for what we're using this for right now is crash prediction, near crashes. The ability to address crashes in the future are the other possibilities for we don't want to get ahead of ourselves.

I know that there's a desire to pass a week passes before we said so wanted to make sure you can just indicate to us what your conversations were as far as a timeline. Yes,
Madam President. Counsel has previously retained the services of Todd Perkins to act as your outside counsel, I have spoken to him about his availability to take this on. And I have given him preliminarily the the writings by LPD and the law department on a subject and he's prepared to give his his response full and complete response to counsel within a week.

Thank you. And so the charter specifically talks about our right to do this. But it also goes on to talk about conflicts between ranches and zero. Is there a conflict here and the opinions were received? You see the writing from LPP, as well as an opinion from our own law department, there's some conflict in the reading or interpretation of the law here. Mr. Whittaker?
That's an interesting question you have, you have retained outside counsel for purposes such as this, when there is continuing uneasiness about a complicated issue, and to reach out and get outside counsel, not in the case of a conflict. But just getting an opinion from an outside counsel, which, which counsel has the ability to do this is not not so much a conflict between the branches, as it is the need for counsel to get additional consultations on important legal matters. And
so I agree in the charter speaks directly to that, right, and that ability, but we're also utilizing city resources here. And so just to get an opinion, or opinion sake, to me, is not the best utilization of city resources. If there is a conflict, that there is a divergence of opinions here, one from LPD, which written on, and the actual opinion from the city's attorneys, if there's some type of conflict in that, then that makes sense to me to go out and ask for additional law firm to do that opinion. Although if we did, that doesn't mean that we'd have to stop, assess the progress of the actual resolutions that are coming forth to this body for approval. But what does concern me is the expenditure of resources. And then Mr. Perkins, a very capable law firm, and attorney is really enough time and is also a law firm that is heavily utilized and has a abundance of work, which then means will our item be able to be prioritized and brought back in a timely fashion? In addition, the resources?
of President Yes, I did raise the issue of his availability. I do know he's very, very busy. And he has a he has a large law firm, our firm, and many, many capable attorneys working with him to supply him the legal muster DVDs here. And given the complexity of this issue, given the fact that he's got two very well thought out, and written opinions to look at to help guide him. I don't think a week is, is we're not pressing, given him a week to respond. And he seemed to indicate he could respond in a week. Okay. So it's really the council's prerogative, whether or not you want to do it. But I think he's got the capability of turning it around with the timetable given. Okay,
and understand that conversation has been had, I also remember the last request for an opinion from our law firm, to go longer than a week. It's a very busy law firms. That's very understandable. So just going on past practices and past engagements with that firm is all that I can take away from future performance as well, that I still have to go back. Is there a conflict somewhere that requires or even initiates a request for additional opinion? And so we have that, right. But we also have to think about the resources. Unless there's a need for one, why do one unless there is someone saying maybe this opinion is not accurate from the city of Detroit? Or maybe the writings we don't agree with from Ltd either? Mr. Whitaker,
I really can't answer that. I mean, it's really not for us to determine what your need is, if you tell us Okay, so if you need the additional legal way, legal muster, you know, you need that Perkins in this firm is, is ready and available to give it to you. If you are satisfied with the advice that you've been given by LPD and the law department, then you don't do this. Okay.
So just personally, I've had a chance to read both writings. And so I'm uncomfortable with both of those and as a professional urban planner, who's had experience in this space as well. I'm also comfortable with where we stand with the law currently under current opinions, thank you.

We sent out posting through HR for that purpose within days of your passing of the resolution. However, the rest of the document that went out, had a had a email address on it. Good afternoon, when hiring for the positions, such as Inspector General Auditor General, and so we
can't really hear you in
in creating the applications and the hiring process for positions such as the inspector general Auditor General, we've had hired a council member, we create particular alert lized email addresses for the applications, because these are appointee positions if they are not hired through HR. They're hired through counsel individually. So we create the email addresses to receive the applications. The process is go through do it and they create the email addresses the emails, go to the email addresses and you know the information is forwarded to you. And in this instance I contact to do with the email addresses were created, or for some reason they were not activated. When I talked to do it yesterday, just trying to get access to the that's when I fought found out that the mistake had happened. So as such, the applications haven't been received until yesterday, because the email addresses weren't activated as they should have been. As such, we are asking for your permission to extend the deadline for the application process. So that individuals, one so that we can send out information that the email address is now active, and so that individuals have enough time to properly apply for the positions.

So, council president Sheffield. In full disclosure, you and I were part of conversations going back and forth. I know that you as well had conversations with the mayor at the time of my appointee, that city council and had the opportunity to hire its own attorney when the time presented itself. There is nothing about what you are doing that is inappropriate or in violation of some rules standard or procedure. Having said that, what I would urge because I do think that time is of the essence. If you read carefully, and I and Mr. Whitaker is here and can interpret for you his own opinion. My reading of his opinion is that we are not that far off. In terms of our opinions, I am much much more confident that the position that we are taking that because we are a municipal government. We are there for can claim immunity from our own ordinances. And in this particular case, I believe that this is an appropriate solution to the opportunity in front of us. If I'm interpreting what Mr. Whitaker has written, part of what he said is that no Michigan courts have focused on this particularly issue particularly as it relates to solar fields in that he's 100% Correct. I am I would say man unprecedented that We are we disagree as to a matter of degree? Not? Absolutely. I think that what Mr. Whittaker is arguing is that it would be safer. It would allow the city of Detroit and his legislative leadership to be absolutely sure that no lawsuit would come if we had in fact followed the entire zoning process. What I would communicate in response is that I'm entirely confident that we will prevail in court, should someone bring a lawsuit. So what I would say, Madam President, and through you to the other to your colleagues, is that this is a matter of degree, it's not a fundamental difference. And so therefore, in particularly because both opinions are as thorough, and I think complete as they could be, under the circumstances, that a short window for Mr. Perkins team to review, both opinions would be appropriate. It's not like he's that the firm is being asked to de novo do all the legal research. There are five cases really, madam president that are germane to this particular issue. Mr. Perkins is a experienced municipal lawyer and is going to be generally aware of the issues that are in front of us. So if we could quickly get this matter resolved? I do think this madam president at the end of the day, I don't know what Mr. Perkins is going to say. What I would say is, is that the law department is confident in the position that we've advocated to this body and to the mayor. There is a more cautious pathway that Mr. Whittaker and his team are recommending. And, and but that's where we are. Okay.

And as said, by Cooperation Council, which are not that far apart, we also are now looking to expend additional resources, when there really is not much in the way of a conflict. This has been in coming for two weeks now. We've had opinions going on three weeks now, which were also telling me that receiving this request at this late stage, would also further jeopardize the ability to get to a vote prior to recess, which I would also like to see, I've had my bosses come down today, and indicate how desirous they are to actually see this happen that third district, she has received an offer to purchase her own, which she has accepted. She has also identified a new home, albeit in a fourth district no longer the third, to move closer to her mother. And so boxes checked, promises kept, I am really focused on the ability to move forward here and providing this resolution. While our right does not help to move forward the process of this request a vote next week if this body could do that, but I'm not sure how an opinion and another week delay, would it support or help the cause? And so I am concerned there, which is why I'm not supportive of this. Understand the right agree with the right the charter speaks very clearly to us having that right. But what is the need when we're expending additional resources? And there is no major conflict between Cooperation Council and LPD in their two writings on this issue.

I mean, he he he kind of went over what you all stated, but it was like But in this situation this could happen or he kind of questioned a lot of what was raised from member from Corporation councils writing so for me He just to have that extra level of someone independently weighing in to me doesn't hurt the process when we're talking about a major project that will impact us for 35 years. So that's where I'm at. I'm, of course going to go with the will of the Council. But I definitely support having that extra level, which has already been indicated. I just want to make sure that he has all the time he needs to be able to get this right, not taking away from his capability all I just think it after a week they saw that information to have that information, to prepare them to prepares he needs to look to the case law, the precedent that he needs to be able to look through to be able to guide us in the legal decision that we need to be able to make and the information that has to come from across from that. If he needs to hire more people and make those decisions, researchers or what have you, he can be able to make that decision termination better with one week's time, then with this delay, that was not I just want to say Does that make sense?

That is beyond the scope of our right. Whether or not you know, the adequacy of the compensation or the terms of the compensation or all of that, we did not write on that. And we have not we have not discussed that with the the top Perkins. So, there may be a lot of additional information that you want, you may seek legal opinion on or some discussion on, but we wouldn't need an assignment for that, that that is recording stop right now.

But I think what we talked about today we'll be talking about is literally just sending us through to outside counsel to get a final opinion on to alleviate any idea of this wasn't right, this wasn't right, we could have done something else. I know that there was a press conference yesterday where the chief and the mayor and several other community leaders outlined kind of a plan to increase patrolling and safety within our neighborhoods as relates to black flip parties. And so just wanted to one send my condolences and our condolences to anyone family, friends and loved ones that were impacted by that tragedy that we saw in our city and also due in a moment of silence because so many people were impacted by that. And I think it's appropriate to take a moment of silence to do so at this moment.

you, Madam President. I just have a statement I'm gonna read. And this is regarding the shootings. I caution city leaders not to make fear based decisions after two people that were killed and 19 others injured in a shooting at a block party on Detroit's East Side Sunday morning. Of course, there must The severe consequences for unacceptable behavior that injures or kills human human beings in Detroit. There are already state and federal laws to prosecute those that are engaged in such behavior, we must find and prosecute the shooter. I am concerned that we will be driven by fear to make bad decisions at the city level that result in ordinances or other laws that ignore the systemic causes of street violence. By focusing on containment and segregation by community. Detroit is still an American city that must be driven by core American values including adherence to the US Constitution. The same protective gun free zone measures you all know how I feel about that, employed by us by our city during the NFL Draft activities. In Detroit Grand Prix for train station event and Detroit fireworks can be used in Detroit neighborhoods when large crowds are expected such as block parties, which must be permitted and not prohibited. Selective curfew in the communities of color with selective enforcement is intolerable. I repeat, Detroit is an American city and must be protected accordingly. Be clear this mass shooting involve young adults, but just as important is the role and responsibility of parents and ensuring that their children are conducted themselves appropriately. Parents of youngsters may have to endure consequences of curfew violations. And worse should children access guns that should be locked up and stored so that children cannot gain access to guns. But even as we deal with unacceptable violence, we must also address unacceptable root causes of gun violence, such as the unacceptable, unacceptable breakdown of black family structure, resulting in this in the streets, raising our children with street values that don't give a damn about human life, respect or love for itself of one another. We can and we must do better by restoring real family structure and love. I repeat love to Detroit as the foundation to industrybuying. So that sa Detroit family, we can confront unacceptable poverty and systemic racism that has normalized illiteracy, and even normalize fails schools. Thank you, Madam President.

And so being to this incident happened in the third district and in the Mohican region neighborhood, this has caused a huge challenge for the residents of the third district and Mo he can reach a neighborhood. And we continue as an office to work and stand by our community leaders. We've had meetings with the police department, with the board of police commissioners, with our community leaders with CVI entities as well to offer suggestions and how we can move forward as a city and as a community to offer healing, and better processes and laws. To help prevent this type of extreme violence in our neighborhoods. As a person has been to war twice, I've seen the CIT reps the after action reports from battles. And rarely do you see this type of carnage, this many people impacted at one time, and this level of deaths within such a short period of time. And that's coming from war type environments. And so to have that level of violence in our neighborhoods, is deplorable. And it's unacceptable. And if we are to continue to move forward to be the greatest city in United States, we need to get control of the violence within our own community, as well as the city of Detroit. I'm proud to stand with my community of residents and leaders who are committed to reducing the level of violence and making Detroit a place where families continue to want to live, work, play and worship and prosper. And so looking forward to understand there's an event tomorrow for healing, looking forward to participating with that, and bringing more comfort care and support to our families in the third district. I just want to say I have been dealing with the chief's office for two weeks regarding this matter, and I have full faith and confidence that the police department will deal with this matter in official and legal capacity. especially when people have security with unlicensed ak 40 sevens at these parties, we have to do everything we can to make sure that we keep our children. Make sure keep our families, make sure we keep our community safe. Because I think the worst thing that a parent could do is bury a child. And Lord knows we've seen enough mothers who had to bury their sons, fathers had to bury their daughters. So we need to do everything we can and work with the police department to make sure that we deal with this issue and keep our babies safe. And I look forward to doing that. Thank you, Mr. President.

We are featuring the Housing Services Office, we are going to be at bridging communities from three to five on Monday, July 15. And our next coffee hour will be this Thursday, July 11, at 11am at Kemeny rec center. I too am incredibly disheartened by what happens on Sunday morning. And we also took a moment of silence during PHS yesterday, but quite frankly, want to share that I'm a little concerned that our response to this mass shooting is what seems to be a little bit more stricter policies around permitting for events such as these. And quite frankly, I want us all to think about the root causes of these issues. There are very young people who are at a very late time thinking about creative solutions to keep our residents a whole safe, happy, busy, and would really encourage us to think about creating an Office of Violence Prevention and Community Safety. For us to be proactive about these issues. This is not new, these things have happened. And quite frankly, we need to be proactive about how we plan to keep our community safe. And that is what I have always encouraged and will always be asking for. So I'm grateful for the response of DPD but quite frankly, wants to make sure that we're being creative about the solutions that we need in our communities. Thank you Madam President. Thank you, Madam President. Just want to share with district four residents that are Monday we have our scheduled monthly community meeting, which will take place at 530 at the A B Ford Park. I'm sorry, the Community Center at AB Ford Park, located at 100 Lenox we are having individuals come out to help residents with soil testing, I am also reaching out to the administration for us to have a conversation around solar. And so look forward to having those discussions, I do want to just share that I stand at the ready to provide support to everyone who was impacted. On the east side. In District Three, I had a number of people who reached out to me thinking that it was in District Four. But as we all come together to recognize the impact that these decisions have on all of our residents, we stand to to provide support to everyone who was wounded. Everyone on that block who was impacted, and I'm sure devastated and traumatized by what happened. And the police officers who responded to it, and just our community as a whole. We've had we've seen a number of these challenges happening every weekend. And it's it's greater than us here at this table. But something needs to be done about people being able to buy items online and creating these mass shooting situations. That is what is really devastating our communities in addition to just the mindset of someone who would even think to do something like that. And so we look forward to being there, whether Wednesday and Thursday in the community, just expressing our support, sharing love giving love to residents in the community and doing everything that we can to change the mindset of residents who think that this is okay. Who think that this is how we solve issues, because it certainly is not so we will be there just around the corner from our neighborhoods in support of Member Benson and the communities throughout district three. The adage that says that it takes a village to raise a child is extremely true. And it's also true as it as it relates to taking a village to build strong, safe neighborhoods. And as I mentioned, yesterday, when I was at the press conference, that the village really is all of us, right? It's clergy, its community, its neighbors, its elected officials, police, we're all we're all in the village. And we can't do it on our own. Like we can't legislate our way out of this or police our way out of it. And so here's want to continue to encourage everyone to really find their role and their part in creating and making our city and our communities safe. So we got a lot of work to do. And all of us all hands on deck. All right, everyone has to be a part of ending gun violence in our city. But that being said, I wanted to mention the Healthy Home resource day. We'll be in district five this Saturday from 10 to 3pm. In partnership with the Department of neighborhoods and the property assessment Board of Review, please come out this Saturday, July 13, from 10 to 3pm. At the butzel Family Center, hope application assistance will be on site foreclosure Prevention's energy cost savings, and payment plans for individuals who need assistance with property taxes.
