Thank you very kindly. The I'm going to move to the section eight on the agenda so that we can do a resolution and certificate appreciation. We do want to present a resolution to the honorable or the great, Paula tutman, and we asked her to come forward as we present this resolution to her. She's done a phenomenal job in covering police and community relation issues and and has done a powerful documentary that we recommend everybody around this country to watch, and we really deeply appreciate her for that. So if you could come forward, and Commissioner Bell has the resolution, if you saw inclined want to read, or I can read, it doesn't matter, but we do stand at the podium. whereas Paula tutman is a multi Emin award winning broadcaster, journalist who joined W di four, TV four in October 1992 which turned out to be a significant time for her in Detroit. After several years covering the police beat community use in Louisville, Kentucky and Baltimore, Maryland, she arrived in Detroit uniquely qualified and ready to find and report compelling news story with element of human interest in social justice, and whereas Miss tutman found many such stories in Detroit and Metro doing but 32 years with local four news, she brought her distinct and other warm voice to reporting breaking news of preach about People and daily lives in her report on crime, she would employ the public to call Crime Stoppers. Land in her first I'm sorry I missed my and to find her gripping no and she stated, cold blooded kills a motor victim come forward in a medium scoop. She come she, she landed her first one on one interview with newly released think on Sanford, who was wrongly convicted of 14 years of being 14 years old, killing four people in 2007 wrongly in prison for nine years. She documents how the fatal encounter pushed the videotaped Rodney King beating out of the spotlight and made Detroit a symbol for police brutality. The documentary which aired on May 30, 2024 and is available to stream, also shows how the malice green case became known for police accountability when for the first time in history, police officers were arrested charge convicted by a jury and sent to prison for the death of an unarmed black man and whereas malice green and his history making case are featured in the training module on civilian oversight of law enforcement for cadets at the Detroit Police Academy, however, Ms tutman Clearly documents how his case has faded from the Public Knowledge, leaving many una ware of his murder, or the political payback, which included state action to take away recorders court, a city court where only Detroit residents served on juries like that one that found officers, Bud sent and Larry nevers guilty. Her documentary captures how important it is to know and remember history. Her reporting spotlights the new unarmed victims of fatal police violence since 1992 and efforts for a database to ensure a public record. She concludes the documentary with interviews that express how much has changed, how much has not changed, and how much remains for us all to achieve. As stated, We see them die now we see it and move on to the next one.
There so be it resolve that the board, of police commissioner, speaking for the rest of the Detroit and the police department. Honor Paul tutman for her master work of developing and researching and reporting malice, green portrait of injustice, a pinnacle in her distinguished career. The documentary is a must see for Detroit us and all those concerned with the long, hard work of police accountability, community led oversight of law enforcement, just the board. Thank Ms tutman for bringing this to our attention and sharing and with the nation, not just Detroit. Thank you.

We applaud you for lifting that story up, and we going to continue to advocate for people to get justice, like in the case of Alice green. And I also give you regard saying greetings from prosecutor worth the WHO YOU featured in that piece and being a champion and and taken on that case, and but you have been a voice in this space in many other occasions. This was a difficult project, very difficult. I worked on it for about 16 months, and that means that I was mired in data that was painful and difficult, and it made it hard to function, yet I had to continue to function. I know it impacted the chief and the prosecutor, but I'm also so grateful for having the opportunity to do this kind of work, particularly on my way out the do. So still getting accustom to every day being Saturday, but for you to honor me for this kind of work is is so meaningful to me, it's I appreciate being appreciated. So thank you so very much.

through the chair,
we had no critically injured officers to report crime data as of August 720 24 for homicides, we're down 24 from last year. Last year we had 135. This year we had 159. Non fatal shootings. We're down 108 from last year. Last year we have 406, this I'm sorry, last year, excuse me, I'm reading the wrong columns. Going back to homicide. Last year we had 159 this year we had 135 for now, fatal shootings were down 108 last year, we had 514 this year we've had 406 for robberies. We're down 231 last year. We had 880 this year we had 649 for part one violent crimes. We're also down 11% that's going to translate to 813 less incidents of part one, violent crimes. Last year we had 7778 this year we've had 6965
My eyes are a little bit old for car jackings. Last Last year we had 106 this year we've had 64 we're down 42 car jackings for the year going to mental health related calls. We've had 305 more calls for service responding to persons in crisis than we did last year. And for actual call service, meaning cause that we actually went out to and responded with, we've had an increase of 198 more calls this year than we had last year, one into significant events, looking at fatal shootings on Friday, August 2 at 11:58am officers were dispatch to the 2300 block of Finkel to investigate a fatal shooting. While officers were en route to location, they were notified that the victim was in a 15,000 block of Dale. Officers arrived at the scene and observed the victim suffering from multiple gun shot wounds. Medic 17 respond to location and pronounce the victim deceased on scene, officers from the eight precinct, they held the scene and waited for detectives from the homicide section, homicide, detect us, respond to the scene and conduct a preliminary investigation. Witness is reported hearing three gun shots. The incident still under investigation. If anyone has any information on this incident, we ask that you call one 800 speak up, and that's how you can notify crime, crime stoppers. Or you can notify us online at Detroit rewards.tv again, Detroit rewards.tv the second incident was a death investigation that occur this past Sunday, August 4, 2024 at 11:30pm officers were dispatch to the 14,000 block of Houston Whittier to investigate and observe dead person. Officers arrived on the scene and were in form by witness that the victim was in his apartment. Dead officers enter the victim's apartment. Observe the venom de see the victim, deceas Possibly suffering from blunt force trauma. Officers from the ninth precinct preserve the scene and a wait it for detectives from the homicide section detect, discover that witness is had found the victim in his apartment deceased after not hearing for for several days. They also said that his GM, his gold, G, M, C, U. Con was discovered missing during this time. This incident is also still under investigation. This occur on Monday, August 5, 2024 at 5:36am, officers were dispatch to the 7000 I'm sorry, to the 4700 block of Larkins to investigate and observe their body. Officers rise at the scene and could not locate the could not locate the victim. Officers Canvas the area and discovered an open door in the 4600 block of Lark in officers enter the location and observe the victim sitting in a chair suffer from signs of trauma to her face. Medic arrived on scene pronounce the victim deceased, and units waited for the homicide detectives to respond to the scene. When homicide detectives arrived on the scene, they conduct a preliminary investigation, and they quickly were able to develop a identity of a suspect and make an arrest. However, this incident is still under investigation, and if anyone has any additional additional information, again, we ask that you contact Crime Stoppers at one 800 speak up or Detroit rewards TV.

Incident Number four, triple shooting. This happened Monday, August 5, at 11:25pm. Officers were dispatch to the 13,000 block of Hazel ridge to investigate a shot spot or Aler of multiple shots being fired at 11:25pm, officers arrived on the scene at 11:27pm, and observed victim number one lying on the ground suffering from a gun shot wound to the head. There were a total of three victims. One was was fatally wounded, and two others were received non fatal, fatal wounds from from being shot. Victim number one was transport to a local hospital where he was pronounced deceased on scene, officers were in form that two additional victims were shot at the scene and privately transported to a local hospital. Victims two and three were both list in stable condition with gun shot wounds to their back. Witness is notified officers at the scene that the suspect had ran back into the location at 1300 block, I'm sorry, 13,000 block of Hazel ridge. Officers form the perimeter and a barricad person was declared. Units from the special response team responded and clear the location. Several individuals was detain, and one person was arrested and conveyed to homicide for question. Detect us from the homicide Task Force are preparing a war request, and this will be submitted to the way county prosecutor's office for review. That's it for the significant events for crime going into community events. We had national night out on August six. We had a lot of rain that took place, so a lot of precinct post po and resched, but there were a number of precincts that actually were able to continue with their planned events. On the six, those precincts that didn't, they conducted theirs on Wednesday. The seven, it was a every event was was really good. It was a lot of community support. It was a lot of people that did come out. But we know that due to that heavy rain on the six, that the number of people that we that we expected, was going to be a little bit less for that make up day on the seven, there was a coffee and cake today for Sergeant Jim or to retire from Detroit police department after 35 years of service. The retirement celebration took place this morning in a sky la room at Detroit Public Safety head quarters, there was a graduation of Detroit Police Department prep on Friday at the well, I'm sorry, this Friday there will be a graduation on Friday at the Detroit Public Safety Academy. We will have a graduation ceremony for 41 you who participated in the Detroit Police Department prep Summer Program. This program taught participants about Detroit Police Department and the opportunities they could have with the department. Emergency Preparedness fair on Saturday, August 10, DP, D in Detroit fire department, the fire department will participate in emergency preparedness fair sponsor by the Detroit Local Emergency Planning Committee and the council and council member, Gabrielle Santiago, Rome, this fear will occur at the EM rec creation center from 10am to 2pm that will conclude the chief's report. you. Through the Chair, I have, I think, three questions, and I have some due dates, so if you could write these down, that'd be amazing. Number one, I I'll try and articulate the best that I can, and you might be able to help guide me. I don't believe we've gotten an update from risk management, at least in recent memory, and I know that there used to be some level of report out that they gave to the board in terms of just the analytics that they were running behind the scenes. So whether it's risk management or internal investigations, we need some kind of update to know where we are with just current state of officers, and I don't know if there's a specialized report that we need to ask of or if there's already produce data that's available. If there isn't produce data, I think I'd be highly concerned. The second one is just around officer involved shootings. I know there's a forget, if it's either a 45 or 90 day turn around to release any body cam footage. I know that there have been incidents in at least the next the past six months. So is there any kind of time line you could share as to when, when and which videos are upcoming to be released to the public, because I think it would be beneficial for the board to have that kind of notice ahead of time, not only to review the video, but obviously know of its release date. And then the third one is, I, I don't know, maybe we have some in the queue, but we haven't received a whole lot of suspensions without pay requests from the chief in quite some time, and I know that the board has been handling other business as well. I don't say that to say that I'm asking for the suspensions to come in, if they're not coming in, it's a good thing.

There's some next week. However, if given that there's less volume, are there any kind of trends that are happening as to why we're receiving less? And I know that can seem as a loaded question, but it just seems very odd to me that we don't have that money with all of the activity, with the block parties, with everything that's going on. It just seems very strange that we don't have any kind of incident coming before the board.

So two and three are very understandable and clear, and I can 100% relate to make sure you get information for the O is escape right now, whether it 45 or 90, but it is one of those two, right? And I make sure you get that immediately for the risk management or internal affairs. And you said the current state of officers, I may have to get off line to find out what the scope is that you looking for. That's fine, but that's going to be one. mean, wishful thinking would be next week, but at least for the the last two items, the first one, we can work out again, and I can, I can provide more context as to what I'm looking for. Yep, okay,

As as relates to some out standard request, there was a memo, random or email that went out to the to the chief and to the department to give us some answers on things that has been unresolved, and we we need those things. We need those things immediately. You know, we need those things resolved. You know, in terms of saying where we at on those unresolved issues. And so, Mr. Brown, if you can re send that email out, and we expect answers on these emails,
through the chair. I have also recorded that, and I will make sure I talk with the chief or the chief staff to make sure they get that those answers to that memo to you absolutely
any further questions.

Good evening. How
you doing very well,
sir. Thank you for giving me the opportunity. I'd also like to thank the board again for giving me, elevating me to position of command or and the chief for giving me the opportunity to be a part of the number five team. I just going to start off with some with the boundaries of the fifth precinct to the north, 94 to the east is Kingsville. To the south is Mac to alter, and then Jefferson over to Cadillac, and Cadillac on the west, our sister precincts are the seven to the ninth precinct. We have very good relationships with and help each other out significantly. I'm going to go over just some quick stats specific to the fifth precinct. We're down in our 38% in our homicides. We're down 31% in our sexual assault. We're up 19.5% in our aggravated assault. And I will touch on that briefly in a minute. We are even with our non fatal shootings from last year, we're down 40% in our robberies, which was our target crime and our strategy. We even with our car jacking, we're down with our burglaries. We're also down our Lars needs and our motor vehicle theft, things that we're very proud of. Want to touch on our aggravated assault, although we have a spike in the aggravated sauce. There's two different reasons for that. One of the reasons is we had a multiple incidents that happened that had multiple victims, unfortunately, which cause a spike. But another point to our aggravated assault, and it's very, very disturbing if 50 to 48% of our aggravated Assa actually domestic violence related. And to that end, it just it, it's it's dishear, because it's harder to patrol domestic violence. We can't patrol people's bedrooms like we can the streets. So what are we doing about that? We will be bringing the after care program, which is an out REACH program from the Detroit Police Department, which was actually started over in the eight precinct some years ago, and we're going to see that we can get some more help to not only the victims, but also the perpetrators of domestic violence, to see if that we can help stop the recidivism, and hopefully we can save some lives. What do we do in the community? Like the deputy chief mentioned, he did mention, I appreciate he didn't want to, you know, call anybody out, but the fifth precinct was one of the precincts that actually did have our national night out last night, and it was very successful. So very excited about that, and that was through a lot of hard work to our MPOs. Some of the other community work that we do is that did this year was Bike to School Day. We did some active shooter training at James and temple, we always have Police Week walk a mile with the chief. We actually had a police community says summit with a procedural justice and restorative practices. And that was I've been to two of the very helpful. I learned a lot every time I go. We also work with the schools. One of the things, one of the schools we worked with specifically, was Detroit, Mary Charter Academy. They had some incidents which we were very concerned about, and to help them, not only do we have officers there every morning, we also have gave a safety presentation there to the children, so so they could feel comfortable with the police, as well as know some of the do's and don'ts, gun safety is one of our number one priorities. We had a gun lock giveaway in conjunction with the chairman of the Park Conservancy. We also had a Crime Prevention Resource summit that was actually headed up by a radio patrol, which shows how involved the community is in the fifth precinct. Our M, P, O is also hit up our we have a crochet club every fourth Friday, which we are starting back up, as well as our community game night for the end of the year. We will be having our we participating in faith in blue. We also have, we'll be having a code giveaway, and we adopt families at the end of the year. Just to kind of give you just kind of a couple of last notes to think about the fifth officers of the fifth precinct answered, year to date, 28,917 runs. I'm sorry one more time I don't know. Year to date, the fifth precinct answer, 28,917 runs. With the help of other precincts, the total run count for the fifth precinct was 33,436 so just at this time, I just want to thank all the men and women of the fifth precinct for the hard work that they do. Restor to practice what you, you know, you just talked about, Commander, because that's a very, very powerful program. Shows you how to work out issues and all type of things. Can the community get involved in that? Yes,
yes, sir, 100% and the next one we have, I make sure I get the information to you, sir. Do you know what it's going to be? We, they not set, but we usually have, I think, one or two a year at least. Okay,

I just want to say with respect to the restorative justice initiatives, they are very outstanding. They are actually the brain child and the out growth of what our brothers and sisters do and have done and who are Native Americans. The whole concept of restorative justice is one that was a Native American concept, and to be a facilitator media, media and those process is you need to be trained. Let me just say this in response to what you said about that. I former Head wait County, neighborhood legal services, and was the first the Legal Services was the first organization to get a grant from the Department of Justice for a restorative justice pop project. We would take people who were had committed misdemeanors, high misdemeanors, low misdemeanors, and we would bring them in the room with the person they had committed the crime against, like if I stole your car, for example. So now I'm, I'm in, I'm, you know, I'm been arrested. I'm a criminal. And you don't realize how, how impactful it is to a person who has committed a crime to hear from his victim, because usually in court, I'm a lawyer. You walk in, the plea deal is cut. You walk in, you sort of walk out. The person who's the victim may have a victim statement, but it's not as impactful as sitting in a room across from the person who stole your car and you lost your job, you couldn't get pay your rent, you couldn't do this for me to tell that person in my own words how what he did to me or she did to me, impacted me. So the this, it is, as I said, it is a Native American concept. It was one actually, that was, you sit in a circle, and everybody in the Native American community sits in one of those chairs, and you have to explain yourself to everybody that's that's there, that's in the circle, like even beating your wife, these kind of things, everything. So I applaud you on this initiative. It's one that has a great heritage, and one, quite frankly, as I said earlier, that you can get funding from from the victim of Crimes Act fund in Washington, DC, from the Department of Justice.

I just want to say comm in the command, or John and the captain, in reference to out standing job. I have been tend to that form. And just as just since the exception of it, and the last one is really great, we have a whole lot of young folks that participate, if I recall, and something that you can carry on that activity and national light out you, it rain. Did not fight you. You know, fighting you and you had a great turn out. And overall, my mind standing got larger is when I departed. And I want to say that you represent fifth pre sent well at community meeting last night in terms of that type of an 10. And Mister, he says, not having made that opportunity come to come here yet. So I just want to say continuing. And I can't say enough for the N POS, as you well know, they out there. They engage in so many different area for us, day to day. Thank you sir. Appreciate it, sir.

yep. So yeah, I had the pleasure to attend with a C union. And seeing, seeing that is a good model. Also have referred and a citizen should know that when you have conflict some some conflicts with the officers that you can bring in the Assistant Chief as well as other officials in the department to try to resolve a particular conflict with an officer and a community person, so that tool is available to the community. And can you speak to that? You know, because we we're not just talking about a fly by night type thing, but this is something when citizens feel that they have been wrong by the police that don't necessarily, there wasn't nothing violent or anything of that nature. They do have a restorative program, and so speak to that in DC, if you can help him out with that as well.
Commander, yes, sir. So the specific one that A, C, E N, does I think he doesn't try to do him about twice a year. He brings in members of the community as needed, yes, but he has larger one. He brings in across at different times in different parts of the city, where he brings people together, where they are able to see one of the one of the benefits that I get from it, or that I notice as well, because it's not just for the citizens, it's for the police officers to right? So the police officers get to see the citizen side of scenarios, and then this, the citizens get to see the police officer side of scenarios. And I think our last one, even though it wasn't we, I would have like the attendance to be a little higher. I think the people that were there got a lot out of it. We had some like, Commissioner Bell said, we had a young man there who who needed to be there. And after he went through some of the scenarios and playing the police role, he completely said, Well, no, I couldn't do that. And he really understood. And then it's also as well for like, for the police officers when they see, well, people do feel uncomfortable when they get pulled over. People do feel the kind of way when you talk to them, a kind of way. So it is very, very helpful.

Commander John he explained it actually very well. It gives both the police and the citizens a chance to view each other from each other's shoes, if so to speak, it's a very powerful thing. If you've never seen it, you really should take part of it. One of the issues we always seem to have is just participation. So the neighborhood police officers put it out the precincts they put out in different ways. I think this could be another form that we can utilize to put out to make sure we can increase that participation from the citizens coming
in. Yeah, absolutely. And it is not a police driven thing. It's a community based thing. You have community people from the community that's helped facilitate the program train professionals in that area. And you know, sometimes officers was able to correct some of their behavior through this process, and the citizens was able to see it differently as well. So it's not a PR theme for the police department. So, you know, you have to see it to understand it. You know, I just want to emphasize that, having said that, thank you very much, Commander. right now, 45 days is what we try to get. We try to get that OS out, OIS video out, or officer involved shooting out video within 45 days. So that's going to be the other parts I don't have the answer to
right now, absolutely, absolutely. And if you guys can make that information public in terms of how many outstanding or how many videos are coming out, and I would like to see the public being warned before the video is released, so that people can adjust themselves accordingly. You know, because sometimes that could be very, very traumatizing for for families and when, when they experience this type of violence. And so if there's some type of warning that this video will be released on this particular day, instead of just dumping it, because, you know, that could be traumatizing. Are you? You ready for us? thank you, Mr. Chair, and to the animal body and again, thank you for you knew I was going to be target because, yes, sir, memorial service for someone very near and dear to me, but thank you for your patience. Not condolences to you. Thank you. Appreciate it. There are a couple of reports that you have in your folder. One relates to the investigative numbers from the month of July, and I think you have the power point there under under tab number four,
maybe five, five, maybe five. Okay.
And I just want to point out a few things in that report. Before we get to what I really want to consider the meat of the matter tonight, you would see that. You see our total number of cases in house is 2197 2197 actually, that number is going down because it was on trend to be at about 2300 tonight, but because of the diligence, and you see it in a minute, and what the investigators are doing, that number is steadily going down. And the one thing I want to point out to you is that on the slide that is titled year to date 2024 you will see a couple of trends, especially as it relates to our July numbers, that this is the first month and Over a year that we have closed over 100 cases in one single month, and hand it in another 98 cases in that month. So total, we have 246 cases that have been investigated in the month of July, and that's all attributed to the increase in our staffing levels that we have, and certainly we want to thank this board for their vigorous pursuit of making sure that we've been fully employed and so we thank you, and that's a direct result of that. The other slide that I want to share with you before I get into my other report relates to sustain the allegations in 2024 because this talks about, literally, how the efforts of the citizen really matter in these investigations, you would see that out of 288 sustain allegations. In other words, 73% the allegations deal with procedure, and there were 209 procedure complaints that we investigated and sustained out of the numbers that we have done from January through July, 6060, coming from demeanor, and another eight for service. And again, as you all are well aware, because we've said it before at this table that the vast majority of those procedure issues are body worn camera issues, whether those body worn cameras were turned off prematurely, whether they weren't on at all, or whether, whether or not they just were not we're not if they weren't operational, because as long as the department Members document the fact that they are operational, not operational, then we they do not get sustain for that. You see the allegations in the break down so you see the numbers, and I think the overall take home message from the numbers is that the new staff are definitely paying off. They're they're they're doing their jobs. Most of them are still in training, but they are investigating cases while they are in training, therefore our back lock is going down as we promised. And there is another document in your folder that is title en title proposal for enhancements to the time list initiative program that I presented to you all back in November of last year, and that document is in your folders as well. And if you don't mind, I just want to read it into the record. If

This is something that is going to go through the Finance Committee as well, right? No, this. I
don't think this needs to go through the finance not this one. No, sir. Thank you. Thank you. I'm writing to present a proposal for further enhancement to our time line initiative proposal tip, which was initiated by the Office of the Chief Investigator in November of 2023 the program began with the implementation of a target and concise investigative report format, which combine all reports into one form and reduce typing time from seven hours to two hours per report. Additionally, the successful use of tip report format has resulted in the closure of 282 back log cases due to the observed effectiveness of this new tool. We expanded this application to include all eligible complain investigations beginning in January of 2024 as we continue to build upon the success of tip i purpose a real alignment of our staff and modification of our investigative plan for a target period of six to eight months, doing which we will conduct audits of the modifications every two months. This proposal is a that addressing our current inventory of almost 2200 cases citizen complaints, as well as managing future complaints that would inevitably a rise during this operational period to effectively navigate this inventory, I suggest the following revisions to the structure and focus of tip. First of all, as relates to staffing, we would divide our investigators into four distinct work groups to stream line process, ease and improve response time. Team number one, which will be made up of four new investigators, meaning one to six months on, on the job, will focus on addressing back law complain investigations from years 2021, and 2022, that represents approximately 400 cases. Team number two, our experience investigators who have at least one year and above will investigate and close all remaining 2023 complaint investigations, as well as new complain investigations that are coming to the office that are received after August the 31st and that's approx about 900 cases. Team number three will be comprised of four new investigators that are six months or to one year of experience, and these are assigned to handle complain investigation is received from January the first 2024 through May the 31st 2024 and that's approximately 600 cases. Our team number four are for new investigators with one to six months of experience, and they will be tasked with over seeing complain investigations accumulated from June the first through August the 31st which is approximately 300 cases. We will init you in take process as well to increase the efficiency and production of case investigations by conducting a preliminary investigation and categorizing complaints according to their unique concerns. Each complain shall be assessed to determine the level of resources needed and the proper investigative approach to implement a Thor and time the resolution to the case. The the investigative plan here is what we would like to do to expedite the resolution of investigations from 2021 2022 and 2023 cases. Our focus would be narrowed to the specific allegations and circumstances as detailed in the citizen complain report, along with statements from the complaints and their identified witness is in strict adherence to the Office of the Chief investigators standard operating procedures, we will continue to document and track any additional information and findings in the investigative report. More over should additional allegations emerge during our investigations, they will be formally documented and reported to both the board of police commissioners and the Detroit Police Department this ensures transparency and accountability in our process. Is the office of the chief investigator will also supply DPD leadership with concrete data concerning emerging trends, which will enable them to offer necessary training opportunities to their officers, ultimately improving service delivery. thank you through the Chair. I just appreciate how thoro The approach is and the enhancements. I read them prior to today, and I've been very impressed. The only question that I have, ironically is in the last paragraph, you're speaking about what we as a board and you as the chief investigator will provide DPD. What is the ask of what we want DPD to provide to us to further facilitate this process. Is there anything? There is nothing
we what we're doing is letting you know that what we we're going to make, we're going to still look at additional information, right? But we're going to do, we're going to put in a different format and and so when you get your cases now, you see it in a different format, it'll be in a tally type form, and we'll be able to tally the that information up, send it to you and to the department so that they can have appropriate training where needed. Right now, what we know ongoing is that there is training going on doing roll call for certain issues. Some of those issues are issues that we are encountering during our investigation, such as body worn camera, such as vaping while on duty and and those have been raised to the level where the department has responded expeditiously to make sure that their officers are reminded of DPD policy. Okay?

Commission Bernard, Hi, boss. I
want to thank you for a very Thor report. But my concern relates actually to the reasons for the complaints, as you pointed out, they really fall in three categories, principally as a matter of fact, I think I just added it up. 242 of them fall in three categories, demeanor, procedure and service. So the problem, I think, is that, since the complaints are falling in these categories, and as the officers and and as the commanders in the room and Deputy Chief know, every time there's a complain against you, it goes in your record like it would anywhere else, a school teacher, anyone else, and many times those allegations are then either sustained or not sustained, meaning they're substant or not substantiated, but it's in the officers interest to not get the complaint in the first place. So therefore, what I suggest is that because we had 242 of these allegations, just in the month of July, in those three categories, that it might be something that the chief might want to consider to to do some re training of all officers regarding those three things, the policies are different. I mean, I chair the policy committee. The the chair of the board is also a member of that committee, and many of the policies are are very, very clear. For example, with patrol, before you ask a person for their license and registration, you have to tell them why you stopped them. I pull your you ran that light over there. You You turn the right. And didn't signal whatever it is you did that's not being done. That's a violation, for example, of procedure and service. So that would be two complaints that could be lodged against the officer. So I really think that these issues, at least, has been my experience in business and so forth. Sometimes people need some re training on the real super basics that, em you always get to train on guns and all that kind of stuff, and obviously body worn cameras. That's the easy one. But the other, the other issues when you stop a person that you're supposed to tell them why you stop them before you ask them for their license and registration, that's what the manual says, I just, we just approve the policy a week ago to go back. I mean, it's already your policy, and I didn't have any changes in the policy, neither did the chairman. So I really think to cure this problem, I think that re training is appropriate and necessary. It's what I would want if I was a lawyer and I was constantly making dumb mistakes. As a lawyer, I want you. I like the RE training. Sometimes we need a refresh. So
do you have a question that was just your comment to the chief investigator, not
just the chief invest, to the deputy chief? Absolutely. I mean, because this makes no sense, this cost, time, money, aggravation, and more importantly, it affects your record. I I don't want black marks in my record. I don't know how you all feel, but I don't want any so sometimes I may need a refresh or on what it is I'm supposed to do, you know, like Linda, you supposed to do this. The summons is supposed to be on top of the complaint, whatever it is that I did wrong. But, I mean, I just think the training needs to be refreshed. Thank you, Mr. Chair, yep.

I just have a quick question. I'm trying to understand when you develop these teams, team 123, and four, I see that you are giving them cases based upon a period of time. And I'm wondering, was there consideration given, because you're saying that the they would be new investigators with one to six months, six months or more, based on the team that they're on, is, is there some rational for and could you give me an idea of what that is? I would think that teams that are made up of more than six months would have higher level cases that would be more difficult because they have more experience, but I'm just trying to understand your rational through the
Chair and thank you, Commissioner du was for that question. You're absolutely right. What we did was we beta tested this process late last year and at the beginning of this year, and we beta test it with our new investigators. And one of the things that we found out very quickly was that our new investigators were out performing as relates to being able to close, do gar the interviews, along with the new form that we created, we able to really close these cases and do their investigations in a much improved time format. So the training that they get is up to six months initially, and it goes on from there. But in those first six months is where they get the hands on training they need to close these cases. And right now we have 12, sorry, 10 in training, 10 investigators in training, and they are doing a phenomenal job, as you see by the numbers in the report. So we started to be the test this program within saw that it was very successful, and so we rolled it out to the rest. Now the numbers that are for the 2023, those cases are, will be done by our more experience investigators, because as we look at the data, and it was as we looked at those cases, those cases are much more involved. They have questions that those with experience will be able to solve a lot quicker than those who are less experience. And so that's why we put those cases with our more experience investigators. You're absolutely right.

through the chair? If I could, yes, sir, I would like to just make a quick response to some of the comments that commission Bernard made. So one of the things that we do is we do have training, and I think everybody on the board is aware of the yearly training we have for officers, and then we look at trends, and that's where our roll call training comes up, where the chief investigator was speaking of when we notice trends, when we see that it's an increase in demeanor complaints or an increase in procedure or service complaints, we make sure that we push that out for roll call training and additional we have another thing, and this is goes back to we were talking about a risk mitigation we have a system, or software based system, that basically monitors our officers. It looks at the number of complaints they have, and based on number of complaints, it will generate a mandatory meeting between those officers in their command. During that meeting, we'll monitor the officers and determine if they need any further training or any extra thing that they need to try to help them if we see a trend in a negative for negative behavior, we also have a system called Pierce plus, which which is another layer. So if we see officers that may be problematic, they may have some they may be trending in a behavior that we like, you know, if they continue this way, it could negatively affect their career. We literally bring in a system where we have the assistant chiefs, the deputy chiefs, and I saying all the assistant chiefs, all the deput chiefs, as well as the officers command and the officer, supervisors come down, and we come up with a plan to help that officer, to try to make sure we're mitigating or decreasing those complaints to come up before anything very negative happens to the officer. So we're literally, basically in the business, like you said, Commissioner, to make sure those officers careers are great. So we do have those things in place. And I just wanted to make sure I said that. And the chief investigator, he put that out, but I wanted to make sure I added to that

Great question. And thank you for that question. Where we stand in the in the back log, the back log is now, for the very first time, beginning to start to decrease. Wow. And so as a result. And then you have the numbers in your bin. In your binders, and the very direct result of that is the number of investigators that we have on staff. One of the things that I fail to mention in my report is the addition of our new case management system. We are in the process right now of meeting to build our case management system so that our go live. Date with that system. It will be September. The 16 will be fully operational, and so but we are we have another meeting. Tomorrow will be our third meeting with the company, as we are customizing the system for our very specific needs. And so that will also further enhance the number of cases that we are able to investigate and saw in an expeditious manner, thoro and expeditious man, thank you. I'm

Risk Management should give us a report every week, along with turn of affairs, but also add in the gig Le O Bradley list those officers who have lied so much that they can no longer testify in a court of law training no matter what kind of training you do, it will always be minimized by the union contract. The 2022 union contract for the Detroit Police officers said that their discip cannot be a consideration in their promotion. This is systemic. This promotes bad cops, no matter what they do. evening. Commission. My name is Tara Brown, and I'm with Detroit eviction defense. I came and spoke to you all a couple weeks ago about Sherman Butler who was murdered on July 12 by a bail of from the 36 District Court. This afternoon, I got a chance to speak to his mother. She still has no answers. She knows about as much about this case as the public does right now, the public wants an un edited police body cam video of all officers present at the time of Sherman Butler's murder, the official police report from Sherman Butler's murder notes from the note pads of all the officers present, the name and the bad number of all DPD officers present, particularly the one that taste mister Butler. Mister Butler was the person. He's been referred to as the man, the 10 at the one of the meetings, the suspect, the victim. Nobody says his name. Nobody knows what he looks like this. This is Sherman Butler. This is him. He was a person. He had a family. He had kids. He has a mother who can't even grieve over him because she can't get him in the ground because his body, I believe, was just released to her. He was killed on July 12. This is ridiculous, and to make his mother wait 45 days for what to know what happened to her son and to see a body camera is absolutely ridiculous. I don't care what side you are on, whether you like the police or you don't. I think everybody in this room who has a child has no plans of out living their child and to think that your child's last minutes were being put out of their house in a room full of people that were against them after they have been taste for a bail if who should have been moving your furniture and not even trying to assist the Detroit Police to shoot them several times in the CHES. He wasn't shot just one time in the CHES. He was shot several times in the in the CHES. He is a person, and he deserves justice. He deserves for his case to be work like everybody else, and his mother deserves to see somebody punished for murdering her son. Thank you. You

one thing we'll do, I'll check with homicide to make sure that if the mother hasn't received any information on a case, why she has not, and if she is required to have it, I'll make sure that that does happen, because she should receive that information. The second piece is, for the 45 days that's really not going to go into this is instant incident, because it was not a officer involved shooting where DPD fired shots. It was the actual bail, if who's a agent of 36 District Court. And the other piece is, because it's a homicide case, that information is going to still be held until that case is decided. So that's probably that's why that's not going to be released, but our 100% make sure that the mother gets notification. Right after this, I'll contact our detective brew.

So first regarding OCI is tip process, what the board OCI and the public needs is for DPD to be transparent about what they did in response to each sustain allegation. That's what you need from DPD. That's not what I came to talk about today. I came to talk about Sherman Lee Butler, as was discussed, was murdered on July 12. The Justice Coalition for Sherman Lee Butler demands all UN edited DPD body worn camera footage be released, despite what the department is saying. In addition, we demand that this murder be independently investigated, not by DPD. DPD was present and is a suspected a complex in this murder. This strategy should make us all stop and seriously think about our collective values. We are talking about property, a thing, an object. The value of property has supersed the value of human life. I bet that if any one of us in here were being removed from the place that we call home, no matter what the condition of it, we will go into some level of mental distress, and if that's what was going on, why didn DPD tell the bailiff to stand down, to leave, to back off and explore a human solution to the issue. But instead, the situation was escalated to the point where we had a tenant be murdered by a bailiff during the course of an eviction. And that's outrageous. Wo to him who builds a town by blood and establishes a city by unrighteousness. Habakkuk, 212 do police have constitutional duty to collect the to protect the public? There are court rulings that indicate that they do not. Wasn't Mr. Butler a member of the public. Did the police protect him? Or was the officer there to protect the bail? If who was there to protect property?

No, not war to our community. We have not received it. We need to know why the last everybody that's sitting here on this board that was elected in the last election they have heard this request, or the people who have been rotated should should know about this request, will be BA is our commissioner. He was the first one who replied to us and said that he would have this done. And it has not been done. It is very important that our community know the guidelines of a no, not war. We go the police department goes into the community and to the schools teaching our kids about the law, but who gets killed doing no knock warrant our children. we not, when we execute a war Knock, and we announce that's our policy, because we know the danger of no knocks, and that's 100%
our chief director. And so what they, if I can help you out with this, what they trying to, what they trying to do is get policy on a state level. Stephanie, Senator, Stephanie chain has legislation in to ban that throughout the state, but the city of Detroit has a policy that's against no knock war on and there are several other municipalities who put together policies to ban no knock warrant. So Detroit has banned that through its policies. It's online.
It's online. All of our policy, every single policy that the police department is, is is required to follow, is online. They're all on our website. You can pull it up, anything use of force, anything you're interested in, search warrants, everything there's we're totally transparent about the police department's policies. Thank

I want to talk about the fact that I asked at the mayor charter man day meeting, how many tow trucks the city of Detroit had for their flee. And I got an answer of 12 to 15. There was a captain Adams who was on the to rate commission. He said there are 17 tow trucks in the fleet, which is very disparaging. How does, how does nobody in the brass know how many tow trucks they have? And I can tell you from a one Captain Adams, who was lower than the deputy chief, who were almost all in attendance at that meeting, also want to say, I have never seen a motion been shot down on this commission. I am very sad. Did he see that commission woods? I'm very, very sad to see you shoot down emotion and not let it be second, not let it be discussed or anything. I mean, you can. You can shut down discussion that may be I proper, but to shut down emotion is not up holding your duty in the in your role. And Sergeant Beasley was the the homicide detective on that case, and I haven't heard from him since 2021 and it is 2024 and I'm calling to because I have the video of my son being shot. And he said he has the video of my son being shot, but it was supposed to been two different times. I have been the Crime Stopper. I've been on television all that my family deserve closure, and we have not heard from him since 2001 I have car down there. Talk to whoever's in charge. Was down there. They were supposed to get with him. Prime stopper has reached out to him, and they talked to him. He was supposed to get with me. I still haven't missed this. 2024 and my son would be gone now for four years at the end of this year. So what else can I do to get help and to help to get closure?
Let me say this, just let me say this. And you hold there. You know it's absolutely unacceptable. If you have not heard from your detective in that amount of time, it is absolutely unacceptable that I am definitely, absolutely per if that has happened that angers me, you deserve better than that command Deputy Chief,

My son, Canary will us, was murdered on troster New Year's Day, 8:35am, um, so sorry to hear that Paul Brown was on his case, and very good detective, I will say he was really compassionate about my son. And after I'll say, maybe the first six months or year, or whatever. He was promoted several times and moved on. We did a meeting my husband. This is his twin sister, Ken. A will us? Um, yeah, we did a meeting with the homicide unit. It was early, 2022 with Serge and Thur kill. Matthew Boden and I was introduced to Tod the way, who was on the who got the case at that time. It just seemed like he was just basically briefed on the case. However, from that day to this one, we've done three press conferences with Anthony Jones. Very good guy, compassionate again. To Lloyd, was just brief every time I'm calling, you know, to see if anything was found out about my son's case. Just real brief. No, this just nothing. So I've had several conversations with him. Last year at WC three, my husband and I went to a conference. They had the chief of police there. I was on my lunch break. However, everyone else was able to speak. We had two minutes, and the lady before me, they went for her story, and I didn't get to get her the press conference that was there. Geral Hall saw me running after because I didn't get my turn, and I had the waiting like again, I was on my lunch break, so he pulled me off to the side and tried to connect me with someone that would help the next month. About few days later, Officer lo a called still basically nothing, okay, so fast forwarding. That's 2023 two weeks ago, I was driving my husband to work after being up from the hospital first day out and I went, I just must happen to turn down the street the photo that I was shown previously of the person of interest at the time. You know that face I never forget as a mother I saw at 4:28pm, I place the call so Ty low eight and got the voice mail. I called 911, was on the phone with them for two minutes, pleading like, what will I I can't believe this even happened, that I see this person that they just supposed to be looking for, or whatever, two whole minutes. And the young lady I just doing her job, asked me for the address. He was at the same house that the MS on January 5 that I went to to speak to the girl that called the MS to pick up my son who died at Saint John hospital. From that day to this one, I have not heard from anyone. I called the next day on the 17 and spoke with another officer at Lloyd's number. And
so when is the last time you heard from any detective? I haven't. You haven't. I have not, and that's unacceptable as well.
I have not. I talked to ALD Rich, who I asked him to get in touch with Paul Brown, or have Louis call me. This was July 17 that I spoke with him. And AUD George is a detective. Yeah, when I called Ty le waits number, the detective that's supposed to be on the case now, he never called back to L, L, I mean, so

But my heart is broke, because I'm listening to these mothers who son have been killed for years, and they haven't had any any kind of information, so I don't know. We just need to do better. We need to do better by all of our people. And we need to understand that policing the problems in Detroit is not policing policies. Is a policing culture. There's no respect for the people. The concern is not real. The policies are there, but what about how do we change this culture? I am so disturbed, how Commissioner wood just shut down commission Bernard? Oh, we have some serious problems, and we need to work together to change this culture of disrespect that we can help each other. We the Coalition for police, trans parents and accountability. We had request that the citizen complaints be released, and it was approved by the commissioners, and it got stalled and with the law department, and we're just wondering what's going on there. Let the record reflect that the Board of police commission did their due diligence and did everything they supposed to do as relates to those particular documents may release so that less the chief investigator, his team, got everything together, you know, and so we're going to be very, very transparent that we did turn that information over. Or one is, as relates to the four year information that was being requested, we absolutely did our due diligence and turned the information when we get before request that we get them very often we have to turn that information over to the law department, because it is the law department that facilitates for us, and we are obligated by law to turn it over to them as relates to information appearing on the website from our citizen complaints.
