Okay, welcome, everybody. I'm going to start recording here. Thank you to everybody for being flexible with the platform change here to teams. I think it's going to work a little bit better than GoTo Meeting, especially for those of you who are on the state network should allow for a little bit more capabilities as well as allowing us to better manage the meeting a little bit. So there is the chat function as usual. This one does have the raise hand feature. Along with other reactions, if you ever want to heart or Laugh Emoji during the meeting, you can feel free to submit those as well. And if we ever need to, we can break out into various breakout rooms to the purpose of today's meeting is to kind of follow up from last last week's meeting, as we kind of get this task force and the various committees and whatnot set up. So we can expect the committee's to kind of meet in between each of the task force meetings. And as a reminder, we have set the task force meetings of this larger group to be the second Tuesday of the month. So our next one will be September September 13. I am going to just since we did the kind of larger welcome and introductions and roll call last time and I know we have some new folks on this time. I'm just going to kind of take notes of who's here based on the attendance list. Looks like everybody has their full name on there. So thank you make sure nobody's on the phone or any weird other names. Okay. So looks like we're good. With that, hopefully everybody has the agenda that was sent out a little bit ago. If you don't, again, I'll put my email
chat.
That probably also means your you may not be on the list. So if you did not receive the calendar, invite or the email with the agenda, shoot me an email. We'll make sure you're on the list we are working on as we kind of get organized and ready. Working on a kind of listserv email address that can be used for the big group and the various committees. So as we get those forums a formed look, look for those. Look for that information. Okay, I think that's it for the housekeeping and welcome, everybody. Our goal is to be done by 230 today. So we're going to start with some discussion on just the organization of the task force leadership, various committees. And I think Chris is going to lead us on that discussion. Thanks, Chris.
Thank you, Patrick. And good afternoon, everyone. Thank you for taking time to join today our second with flying by rapid pace. So again, like Patrick kind of said today, really the goal is to revisit some of the two major takeaways that some of us took from our last meeting and one of the major ones was really being able to how are we going to organize this greater Task Force, it was great to see a lot of participation. But getting anything really done as one large group is not going to be an effective way. So we decided it might be mostly this was myself, Kevin Ripley with the Forest Service and Wyatt Williams with the ODF got together to kind of brainstorm and how we thought this would be the best way to go about orchestrating this larger group. And kind of deciding that this would sort of be thought of as like a tiered structure. So a lot of the things I'm going to talk about I did try to capture in the agenda so if you have that might be good to reference that so you can follow along. And again, if you don't have that practicability now that too, you can get lost in the mix somebody on the listserv so again, I apologize. We're trying our best to capture as many folks who want to be a part of this group as possible. I did get an email from someone just before the meeting started and told them sure have you added so it's going to be find out who all is out there and get everybody on the same page. So in terms of the organization from a top down, we're thinking in sort of a three tiered structure so one being at the top is what we're calling a steering committee. The names aren't really so important. It's really like what the purpose is. So with steering committee, our purposes sort of acting as at tier one, so at the top of the kind of like the sort of pyramid structure as a smaller group, kind of taking the lead on any primary larger decision. Making that we might need, whether that's for an item or Genda item that happens outside of the realm or the scope of an individual subcommittee, or something that maybe the subcommittee's have pushed up the ladder and say, Hey, we need a higher authority using the state authority that's like that lies with the ODA. Or with USDA are so important and organization that they need to come in and to have some input on that. Again, organizing these meetings, the stakeholder meetings, which is the forum for this meetings, common larger, larger scope conversations and also you know, I figuring out what we want to focus on the conversations when we do come together at the onset creating agendas. And of course, we look for the subcommittee's to forgive us proposals for things that you want us to cover would include on the agendas for these stakeholder meetings. And a big thing for these stakeholder meetings is to be can have that kind of level. I don't want to use the word accountability but so we can follow up with your various subcommittees on accomplishments or issues that are coming up. So again, collectively, we can brainstorm and try to find solutions for problems as they arise. I do want to mention that. As I'm going through, I have names written down again, this was a part of this brainstorming session. That we were having. We were having, trying to be quick in our response to come to the table with this to all of you so if you see your name on their
suggestion, or it's a proposal we're
asking, not not being mandated to do that. So if your name was written in italics, that was an idea. It means that we didn't confirm it. It's not required. Of course we would love to have your participation but if you feel like you don't have the capacity or don't have the interest, just let us know have your name removed but just to put that out there people disclosure so for the steering committee, that's kind of looking at the regulatory agencies, Oregon State agencies that kind of are involved in this. So it'd be Oda odf Oregon State University, USDA APHIS, PDQ for service and then I would like to invite the king water services to participate in the steering committee as well. This used to be a group that has a lot of investment in this issue, and Robert had a lot of great input and suggestions and concerns that he brought to the table on the at the last meeting. So again, we invite Robert to participate. I know I sent him a note that I hadn't heard back yet. So again, I apologize. I don't mean to call you out and announce. Again, feel free to reach out if you're wanting to participate in that group. Other members so for Oda I have myself listed as well as Kobe Hope House shoes or newly minted Program Manager for insect pest prevention programs. I Cody, he's on vacation today but has joined us thank you for coming for calling in for ODfB a wild Williams or Scott, either or both of you are welcome Oregon State we nominated Dave Sharpe. David is wanting to or would like to nominate someone else to dissipate from overseas. So again, please reach out if you want to yea or nay that nomination MSAP BQ J voter. Thank you, Jay for agreeing to sit on the steering committee. And of course, Karen, you've already been an active participant and I look forward to continue working with you. And then again, lastly, Robert, if you or someone else from that organization would like to step up for that. So starting from the top, that's a tier one and then that leads us to tier two which is the task force that's all of you who are on this call. Again, we tried to cast as wide net as possible to 30 that we think are affected and are interested in developing and pursuing the EAB response in Oregon. So again, it will be a developing list of who we see on this as a member of this taskforce. Please reach out if it's not you or you want to nominate somebody else in your organization to be added to the list. We are busy curating that was busy doing that over the weekend to make sure that we are capturing the correct the correct audience. So amongst the task force, we have been done identified kind of be again, kind of pulling from our notes from the last meeting what these kind of big groups of topics that will need to be addressed and created with the comprising of seven different subcommittees. Seven kind of sounds like a lot but there's a lot here to unpack, there's a lot to figure out. So I think that conquering and dividing that would be the most appropriate way to do this. So that listed in order of importance just listed in the way that our conversation kind of manifested first step would be communications. So the function of the communications group is to develop a communication plan sharing and delivering key messages as those have come out from the steering committee or from the subcommittee's, we really the goal is to kind of help carry those messages within up to the media. Get them out to the public. Creating our FAQ. So that's one thing I know that we really need to work on is creating an FAQ that will be specific to the assets and the needs of the local community as these questions arise, ensuring that the online resources that we're developing and sharing them across the different agencies so people are seeing the same information across across the different online sources, in particular, the website for Oda for species restrictions and their resources to help with this cause. Not the need for that has already been a great asset to the media response in Oregon, and I believe in our country shows dissipate with that, again, I haven't been able to confirm exactly how much of her time she's going to be outlined for this but we'll be helping. Seven committees research that was kind of something they've shot and have expressed concern about being able to come up with topics and subjective research would be sensitive Oregon State would kind of be on the lead for that combination exactly who would be on that that nomination to be David Sharpe. So
please Another big one is going to be with waste and utilization. So the function would be identifying and treating the halfway removal, disposal of infested or suspect tested wood. So as we go through this process over the years, we'll be identifying the trees and of course, when those trees come down, we need to find out what are we doing at this point where we're going to be storing up how is it going to be treated? So this is the group that will be spearheading and coming up with solutions for those questions. Graciously stepped in to have to be the lead for that group and obeying we can find participants from ODOT department DEQ state parks, and I know Rob Hamrick was on the call last week and I
expressed interest in this as well.
So for Threepwood IPM. We started a little bit of a meeting with this group. So basically the function is to kind of create the the question is, are they going to find that this is what we need, but how are we going to create these resources and references that are clearly outlined and provide guidelines for how someone can accomplish a certain.
Goal describe describe this kind of money putting on the spot.
Now I think that's good. I think it just talking about the how inventing the resources that are currently available from other states and seeing how it can put them into Oregon looking for things that are allowed in Oregon and how that works. Although I do like how it is right now. Currently, it's the EAP IDM BMP subcommittee led by the DNC. So I think everything for acronyms, and that was pretty great. So let's keep it out.
Thank you guys. Right So Chris, Chris Hedstrom from Oregon State University is offered his time to kind of spearhead this group and Karen also
from Forest Service
has also stepped in to fill that role.
Also you only appointment for another subcommittees for surveying and monitoring activities to kind of Oda has already been involved in this already creating tools, survey tools that can be used by by various audiences and also being part for providing some scientific expertise and making recommendations about out surveys. And I think, in collaboration with odf, facilitating data sharing from the mapping of survey data that were, excuse me survey results that we're finding, so that part also needs to be figured out. Before Cody, our eradication specialist, Ashley Tolan, who's been on lead for some time so she's still getting caught up on Dorothy, who has also already been involved in members from odf, which include Christine mule Michael Asheboro. Mariah Davis, PDQ nominated not concerned.
And again, representing water resource
six group was
what we're calling training and technical assistance. Would you objective for that group or the function is creates and implements training opportunities for multiple audiences and providing on ground type of systems for the IPM BMPs that are generated by the IPM subcommittee is to throw in some more acronyms there. And Alice warming Oregon State University as an identified extension and possibly also sculpt from stockrooms. And then last, because we need to find monies to fund a lot of these activities, again, this isn't going to be for the Forever funding but think of this is the funding that will get us going in these efforts. So identified, what are the funding sources that we need? What are the options for funding sources, to be honest, some of the obvious perhaps, emergency the eboard or some of the funds that the Forest Service and that they may have to donate to the cause? And then once they're obtaining someone one likely these funds will be funneled through the ODA and then issued to other organizations to carry out certain functions as needed, and so I'm just waiting on that for ADA, denominated
for service.
Three on the agenda, put together a table again, that's just the out the various subcommittees and identify the lead for each of those subcommittees. So if you're interested in participating in any of these subcommittees, we highly encourage you to reach out, reach out to the lead. Participating and we really overtime are pretty long last time and our meeting up three hours, not really that long. So we could sit here and wait for people to volunteer, but I'm hoping that once folks have a minute to kind of think about what their commitment, what their interests are, that they'll reach out we can kind of put these subcommittees together a little bit offline. That was the idea.
Does anybody have any initial reactions to these subcommittees with respect to our conversation last feature additional thoughts you've had and I should have raised my hand thank
you for doing this
coming up gonna make his on the research committee. I agree. Dave does a really good choice. He's unfortunately retiring in December and so we might be replaced. So we'll talk a few about who that would be. I think they might have some ideas. There are certainly other people. One of the quandary now also is there's no ideology in the Department of Forestry. So we've been working together to try to identify sort of research and research really within OSU. It's been harder than we expected. Because people are busy working on their current projects. And so the drop everything for this depending on what's going on, not dropping everything, but looking forward. It's kind of a shift for a lot of people because there's no one working for three years. So that's my advice. Good idea. Or other three, that we'll talk about something new and sort of talking internally about who that should be.
Yeah, thank you for that. Chris. Yeah, we are aware that Dave is going to retire so we kind of figured this could be more internal discussion. That was just kind of a bookmark there on that, but Yep, definitely want to be aware of that. So thank you.
Thanks, Chris. I'm trying to be a little techie here. So I think in the chat you should have access to the meeting notes. I have. Under action items, if you can see that. I've put the committee's and started listing names. I'm wondering if folks can add if you can add yourself to these meeting notes. I don't know if it might just be me as the meeting organizer. If you can't then go ahead and do what some folks have already done and say that you volunteer and for which committee in the chat and I'll add your name to that as we form the email lists and all that that'll that'll help out
Yeah, I will speak on behalf of de Shaw, who, along with other OSU Extension, forestry, people have already work meetings today. But they shot did say that he would want to share that group that he already had some potential ideas and membership. Thank you why. Okay,
so I'm moving quickly ahead on the agenda. That's never typically a bad thing.
Not hearing any objections to the subcommittee
proposals
than they are going to stand
by their permissions to control a large portion, reaction and tools are going to be using, and that's not noted anywhere in any functions. And so I'm just curious, we want to state that especially if this is something that the public sees, or anybody else that is something we are focused on. Sure.
That's a good point. I think the why it reacted like IPM but I did think about that part of it was because bio control has multiple parts to it. So there is really a huge survey part. So bio control would be in part in the survey. And monitoring. But the outcome for the survey monitoring is a little bit different than what a lot of municipalities will be using that survey monitoring data because it has a different end goal, but it would be a part of that. But call that a part of the IPM but again, beyond USDA, or ODA, other agencies aren't going to be using the bio control agents directly because we're not outsourced bio control agents or the news for our you could also say that's part of the research because this is kind of a novel novel tool that we'll be using in Oregon. That was one reason I didn't because it kind of has
multiple facets to it. I think this gets shared with the public that will want to notice somewhere
true. That's up for the date. I personally did not think about this would be something that needs to be actually shared with the general public, because again, this is for our internal use as a task force to tackle these problems. open to suggestions or comments on on that
I don't know if it has to be the same document but it would be interesting to see these names on a website somewhere on a Contact Us maybe I don't know maybe that's too public, but I know when I go after programs like this and want to learn more connect with people, it's nice to be able to find out who's in charge.
So we could identify that the subcommittee's exist with members so someone needs to reach out that they could contact them or we don't even necessarily specify the
sub topics of care.
I like
having this list to say, Well what are you doing? How are you getting started? And I think it's a it's good evidence of our thinking and our collaboration. And if somebody so I maybe we don't want all we could decide whether I remember what's their name on it. I think the leaders names could be on it with their contact information. And I just I'd like to share that. Yeah, this is where we're getting going. It's consistent with the EAB readiness and response plan and and we're moving forward
if folks are comfortable, I can list committees and at least the chairs on our EAP website on the Council website. That's where I've started. Post the video recordings and agendas and stuff for this group. So that is at websites in your chat Oregon EAB dot info along with the readiness plan and and I'll try to keep this as a still a lot of work to do but I'll put kind of all the resources and links to the various agencies and everybody on here and if anybody has any suggestions on what should go in here, I'll have a resources deal. Just let me know and we'll start populating this site
Thank you Patrick. All right,
although with that,
moving along, so what are the other requests and towards the end of our meeting last week was for us on the government side of things to make some recommendations or suggestions for prioritizing actions.
Comments priorities on from when you can take on a local level. So that was part of the ask. So quickly kind of going through some of those five, what are five actions that people can take now and kind of how their local levels sort of strategically spend their time. So first identified was surveying, again, using either agency staff or professional foresters, or urban foresters that are trained on scouting for DAV, again, using the survey 123 app that already is out there that's been published by ODA, for monitor and also monitoring the dashboard to keep track of where surveys have been done. So where they're not really repeating areas, and also remembering that that dashboard is continually updated with live data the as it connects to the survey 123 tool. That's one avenue Second Avenue being that the public should be you know, we're still sharing the information and saying that public should be reporting any sightings to the through the OASC reporting and greater online portal. So that's still the messaging that we're sticking to for now. In second being that there are some groups that are trapping USDA dirty start setting some traps that fall as early episodes, setting some traps, so that if you are doing that to continue to monitor report findings to ODA, so that can be updated to the dashboard and yet again, Max Rosina was taking the lead on that, but just with a caveat, remember that the window for effective tracking is closing. So that's not something that we're trying to really recommend that's really heavily done at this point in time. And that really sort of surveying for now thinking about where possible trapping locations for next year. But a big one is getting involved. So again, that's why we're all here at the stakeholder meeting. Now why we're asking for participants work series subcommittees to then reach out to contact on on the lead for the agenda for the subcommittee's if you are interested in participating, and again, you know, participating in these past week taskforce meetings more designating someone in your organization to participate if if you aren't the correct person or again you don't have the bandwidth. And I mentioned before that one of the main things that we need to start working on or we already are kind of been slowly developing are more tailored, frequently asked questions, FAQs that we can then all get consistent messaging, getting that out as we are fielding questions in our various organizations. So if you have questions that you want to add to the FAQ, you can be submit those in any time and those would be forwarded to the communication subcommittee since this is part of their scope of what they will be doing. You know, we're all getting questions already about Tree Removal or what are we going to do with wood waste Pesticide Information, those sorts of questions could be added to that list to continue cementing those as they come along. And ultimately sharing the resources that already exist. So we have various informations that are already available again on the ODF OVA, OAS OASC website, existing back sheets look like backsheet I think right now I know Oregon State has already started to put together a kind of a pesticide guide on usage. So you know, people who are interested in doing treatments, they have a little bit more strategic guidance. And again, that's those are the types of things at the end BMP group would be developing. So those sorts of resources rather than creating or recreating your own, again, so that's to try to make sure that we're achieving consistent messaging across the board of how we want to communicate with the public. So those are the five things that we identified. Oh, that could be done. Immediately now, in terms of prioritizing time.
And then there's any questions so I just tried to write those down. And I don't think I got them right. I put in the chat, sir. First priority survey. Three are reporting Invader to continue trapping for 2022. Three nuts, that's debit parentheses, participate in a subcommittee for share the resources that currently exist and submit questions to communications for FAQ development.
visual survey sites that are given by December 1. If you want to have any early action, USDA needs insights before December 1 So they can release visual surveys that are not going to release
correct me if I'm wrong, but wouldn't the survey 123 data be capturing those visual surveys and those sites? That was the goal.
The goal of the survey 123 serves to two prong goal obviously the extent of the ad is very important to know. But also in the rain money these threads into natural stands. That's where our bio control sites in particular, because the topic the best stands for bio control our minimum 40 acres although that is squeegee minimum. With multiple age classes of ash. Large mature trees will likely die from the invasion. Even with the bio control release. But once we release the bio controls, they can build up in those mature trees that are susceptible to Vav. And then the population of the beneficials will be high enough that they can protect the immature nonsusceptible.
So the other criteria, Max besides the 40 acres that you make stage those fans also have to be positive for end.
Yeah, so now, this was a I was on a call Monday morning with all the states in mobile vav bio control released and a contentious topic was how close is doesn't even catch me to be to be a cold stand and fester. And that was there was no answer to that and it just got heated for like 15 minutes. So there were a lot of diseases thrown around that were you know, but nothing with any strong confirmation but as a new state detection. We will get high priority in control. So it does not need to be a perfect site. They just need to be a suitable site
and the trees so we need to make sure those areas are not being harvested or managed. And you can't apply insecticides. It's hard systemics to those trees. But we need to be understanding what those trees are give me a London well for three to four years.
And that is big. This is the trunk injection is just that Alexa are compatible with the Laurel parasitoids and Viagra. However, trunk and foliar sprays are not. So if we're doing bio control aside, this goes into the IPM and BMP subcommittee which is why I think bio control is there and doing research. There are compatible treatments and there are incompatible treatments. We just need to be conscious of that.
And for those slates we're going to be using where the data is going to be going to USDA site will the data and do not believe the sign in anything on that data privacy. So you have to be okay for that data to be out there to use
these agents, by the way are very, very, very difficult to rear. I don't want to understate the value that USDA is providing by sending us agents. This is not brown marmorated stink bug or spotted under safiullah where the agents are relatively easy for myself or people to rear I've seen the facilities that really is parasitoids the amount of wood going in and out of that facility to be to rear emerald ash borer. To then rear parasitoids is astounding. And yeah, we need all the help that we can get from them for the beneficial insects that so when they say enter the data on the site, we entered the data on that site
could you repeat that what you said you mentioned about the compliance agreements that would be needed.
We do not sign agreements or data privacy agreements for these. So yeah, that's pretty much do you want to do this yes or no?
Okay. I just want to be clear. And that would really be an issue for private ownership.
Yeah, you just have to be okay with their data going in there for the GPS location as well as HCM class so they take different ecological measurements of the stand so they evaluate if the scam is eligible for the site.
Okay, I think that's important to know. But I would respectfully say that we're not quite at that point yet. So when we do get closer to that, and we are talking about actually I don't have identified said sites, just to be clear, that would be communicated. With said individuals. So again, get your approval, but that is a little bit ways in the future right now. So just to say that that is something to keep in mind, but not an immediate issue.
Although it actually could be an issue this year. If we find a site but USDA Brighton did say that they may be able to scrape together enough agents to do one site this year. So if we do find a natural Stan this this year, we are still in the release window for those
agents. And we would need the data before December 1. So it is this year with severe finals.
for next year's releases are next year's releases.
Were ready for this year to get those things
we need to we need to identify any 2023 release sites by December 1 2022. The brain lab rears parasitoids for the entire country where Dav is present, so they need their sites lined up ahead of time. If there are new county detections next year we can talk to them about exceptions and one offs like we are this year where they might be able to scrape together wasps. But that is not a promise that is you know that we are asking for the exception not the norm. So, we should have we should using this using the survey 123 and visual survey data as well as the trapping data. We should be looking for stands at a hash mirror corridors are fine any any sand that is connected to ash that has ash trees and any natural standard like that in the Forest Grove area could be suitable as really site so we should be keeping an eye out on those and trying to identify if you have suspect sites. We should contact those landowners and managers be doing branch cuttings and peelings to identify an end larvae to confirm a positive that we have suspects and that can happen anytime. And yeah, because like Jake is saying December 1 a hard deadline for biological science for 2023.
Press
along those lines then I mean I know we're focusing on the for the for the app, the Forest Grove area but should we be reaching out to local city foresters in the area to start scouting for those things if they if we can find a site that up potential if it's I mean, I don't know what outreach has been done to like local communities outside of Forest Grove. So like I'm thinking like Corvallis all along Woodland Park. We've got ash along there and throughout the city. I think people are piecemeal doing scouting but not reporting it necessarily. So should we be doing that reaching out to them or have they been reached out to at different areas?
So we've been mostly focusing on communicating with those cities that are closest proximity to Horace Crow, so we have not been reaching out all over along the Willamette Valley right now. odf has flow state their townhall meetings which did address larger groups for the Tree City USA which do expand outside the Forest Grove areas that they have attended. So that's the way that that messaging has been getting out. Do we want to, again, the users for the survey 123 is trying to target those who are trained to actually vote for EAP right so we're not just getting that money with anything. I would say that I don't think it would hurt to have those folks. So if their reports use for Corvallis, for example, wanted to start inspecting a tree if they could do that. Because again, that would have if we had a new county had been prevented, but if we did, we would have evidence of that that could be recorded. We could report that to USDA, which would then help us get that county as eligible for
bio control.
Yeah. Yeah, it seems we have no evidence that Forest Grove is the only place on the west coast that has AV and so having more people out looking for things and you know, a year is gonna pass by very quickly until the next deadline for the next cycle of birth control. So getting people activated now. I don't see any downsides other than a lot of data to handle. And that's great. Scott,
thanks, Chris. Yeah, just thought I'd chime in here if we did have a statewide town hall with all our tree City, USA. communities and with a focus on the Washington County communities. But we have been in contact and I'd say at this point, the vast majority of urban foresters and urban forestry programs and natural area management programs throughout the state are aware and ready and eager to jump in. I have refrained from advising them to utilize survey 123 Because I didn't want to overload but at the moment where you folks say it would be appropriate for trained experts who would come up with reliable information and, and go through all the fields. Let me know and we'll disseminate the word to arborist or to the predominantly municipal urban foresters and such. Yeah.
And I think that if you feel ready, I think that we said at the last meeting, that that was ready to be deployed to those audiences, you know, kind of working within our own, you know, collective mindset of what we think is designated as a sort of what we're saying that an official person who's can knows what they're looking again for. So if you kind of have those contacts, I think that tool is ready to be issued out to those folks.
outside of Washington County.
Thank you, Jake. Disappeared.
When you're looking at those sites, it was important to note on the east coast here they mentioned one year the standard will look perfectly fine. And then the next year it's completely riddled with gap. So what that means is when you're looking at these sites don't put your the trees because we need some around but it would be good to be can there's punchable ash to cart and safety CNA larvae. It's even if we just get a larvae in front sight. That's perfect. Before it's too progressed.
Yeah, that's an excellent point.
All right, yeah. Yeah, so just to be super clear about communication lines of communication. So an honest left committee has question and comment, you know, especially something that's going to requires attention maybe from another committee, the appropriate course of action would be take that to your lead. They'll take it up the chain maybe to the steering committee, and then they'll pass it back down to the lead of whatever other subcommittee would be responsible for that.
I would say I think that sounds like a reasonable way to handle that communication. Because then that steering committee then could make that decision if it was something that should be delegated to another subcommittee or if that's something that should be held with the steering committee.
Thank you. Yeah, we talked about So Chris, and Karen and myself talked about some committees and how they would be governed and we're going to talk about how they would be self governing and meet on their own schedule, depending on the chair and the people that want to be in that group. And then they would report back to the larger task force meetings are just set up right now every Tuesday, every second Tuesday of the month. So so some subcommittees might be make me more regularly or they might need a lot right now, less later or vice versa. So it'll be kind of up to each subcommittee to get some organized, get the objectives, have a meeting schedule, work on the products and then report back to the larger group every second Tuesday and then of course, there's going to be some cross pollination, very mentioned cross pollinate with the pilot control group. So this there'll be an opportunity to report back and members of the other subcommittees will say, hey, that's great, but did you think about this, and so that's when we can really have a lot of coordination secretary.
Okay, I'm not seeing any other hands up. Any other questions from folks about? Anything we've heard discussed? I think we're on to kind of summary next steps or did we cover local government to state action items? I don't know. If I didn't see Rob on on here. So
yeah, yeah, that's right. Patrick, thank you for bringing that up. I guess I could open the floor. If there's anyone more level, who has anything that they want to posture to us to be tackling kind of be on outside quarantine? bio control funding to lose anything else has been identified. Here Are you hearing me a thumbs up question
on this in with my reaction stream if you want to work, but yeah, I guess I should give me a thumbs up because I think the intent was to get the response or get an independent input from the local folks about what they were eager to do and felt they had resources to do. And so your list of the five and, you know, a caveat that a lot of the surveys were new detections and it's also for potentially identifying bot control sites. Are there other things that local people feel like they could also be doing or want to be doing or another sort of immediate priority for the next month? Ready
Hi. I have a question about surveying so we're interested in getting out to the sites that we manage which focusing on the ones that are within that buffer around Forest Grove. And one issue we've come up against is that we have agreements with private landowners where it could bump up against violating those agreements, if we're posting positive or negative detections of Dav on their property, because we just have agreements with them to do projects on their property. We don't want to manage those properties. So what we were hoping to do was to do some outreach to all of our projects in that area, and let everyone know what's going on and have been volunteer for us to come out and survey and then be able to drop points on their properties. But what would really help us is to have some kind of information that lays out how that data will be used, and what will happen next, after that data is and if especially if they have up on their property. Is that something that we could get? Yeah, I
think we can do that. But again, I
think ultimately it'll be it'll depend on what they want to do. Because if these are private owners, we're not telling people they have to cut down trees. In some cases, it may be reclamation, we want to keep the trees and what if that turns out that that would be a great bio control site. So it'll kind of depend on the situation.
Maps.
I got your email the other day and then we're drafting up a response. If he's not clear about my voice, I'm a little under the weather so just going a little slow
Yeah, that's fine. Yeah. And it's not so much about like, the fact sheet says that like it's up to you if you want to cut down the tree or not. I think it's that's just one thing that kind of people will immediately have questions about when are regulatory agencies involved in something they want to know? What are the implications of me having this data
available about my priority? And I know that you shared the contract with that you have with your folks with Matt. So I did have a chance to look at that and notice that there is a particular clause in there that says it prohibits data being used for any form of regulatory action, which could be it could be fall into that category. So then again, that kind of puts the ball back to you to decide if that's in violation of that contract or not. Or if that's what if people agree that they're agreeing that okay, if there's a regulatory action involved, they're okay with that.
Right, which is why I'm saying we wouldn't be going our regular route, we would be having a separate agreement just for us. Okay.
So, just having that we're more than happy to help create something that would help kind of explain what those different avenues may be, again, depending on the situation, and JPR looks like you have something to say
when you work with your counterparts in other states of EAB and how they worked with their landowners because I'm sure they probably use some of those sites for EAP release and other states. The east coast or console or Michigan, any of those might be a good example of how they overcame that part, working with that platform control data, and I know that data is currently being used by universities and they're they're mining it to look at stuff with age classes, attorneys and how to control agents and what's been working or not working. And I think that's the only attempt that's been used worker. Thank you.
A couple hands up. My see. Got, Karen, I think you had your hand up first and then we'll go to Ben.
Max, thank you for drafting this document. And I'd encourage you to have the Jim Grz BA and the communication folks take a look at it. Because sometimes they you know recognize things about breadth or depth. And thank you for for working on it. And brandy. I think it's it'll be a good tool for you and for others to help understand. How what's the likely reaction to having it on your property? Then
just as a general thing, I've been working with some contractors over the last couple of years in the Hillsborough area. A lot of them used to be like Northwest three services. Now there save a tree was on all their sites. They are now logging the trees and doing assessments on those trees. And they get a very diverse snapshot of these local areas. And it might be good to get them to start logging this data forest in the sense that they're already expecting the trees when they're on site. It would be really easy most of them already have data collection documentation with their their private owner saying that they can capture and manage their trees to that data and that data could they just be dumped or borrowed from them to help help with this. So this might be something for us to think about reaching out to to those companies and see what documentation they already have to clientele and as they're going through those different areas. If they could cast a wide net for us just check out the trees in the properties of the Manage
you have Ben Do you have
means that any of those particular companies that you that you're referring to off the top of your head
I would definitely reach out to save the tree. Trevor would be the contact person that I would work with, or at least talk to at first and if you'd like I can reach out to him. But he is he does on site inspections every time he walks onto a property and then general tree services I think is the other big one in this area. And then there are a couple of landscaping companies out here that have arborist on staff. I could probably put my mind to it I could probably come up with the Forest Service conversations with
Yeah, then would you be willing to volunteer and be on the survey committee because that seems like another element of survey and it'll probably, you know, sort of shift into waste management and communications but would you I'm trying to think how to plug you into this new structure and these ideas and and have somebody assigned the action to reach out and you volunteer to reach out to
one of them Yeah, I can. I can help with that. And then I can maybe meet with that subcommittee and we could brainstorm of how what we want to communicate out to and what we want to ask for. That way when we go out we have a unified goal in mind and make sure that we're providing them all the resources or information that they need. What we need back so yeah, we won't have that.
Oh, do you got another member?
Hey, man, this is Jimmy. So Lisa, Renee has actually been handling all the outreach for the Emerald. So she's been she's been gathering all that information
so she might be another contact
over there. Perfect. Thank you anyone else
okay, I'm going to looks like we do have a hand up Nick Desai from Cork.
Hey, thanks, everybody.
I feel like this is
the q&a question. Maybe I do have a question. The questions coming up in Portland a lot right now is about waste management for ash trees that are removed. Should we be following the chipping protocol for these healthy ash trees that are a little uncertain on the guidance for that?
Yeah, I can take a stab at that. So first of all, recommended that as trees are those aspects are removed that their survey survey 1234. So it's important to capture that negative data as well. And if you need help with how to survey you can ask me a volunteer to help you out there. Look for Dav so you certainly want to create that. Yeah, that preferred method is that it's yeah, we're getting towards the end of the adult fight period. But oppressed mastery right now we pretty attractive to adults. Sell when supply is great, we'll do ourselves in the fall. There's less danger, but we don't really know the extent of the ad in Oregon. So it is best management practices chip to one inch by one inch dimensions. Variable is another one consideration is another one. So that would be my recommendation from odf. It's a
really good recommendation. And this you're gonna get insight on this in a minute. You might be able to use some of those trees as trip trees. Very simple tree so you can follow it and just leave it there. And then we can come check it out later in the year deep are good to see if they're an area especially if you have these different areas throughout different counties.
That's the point. Yeah, so eggs will be laid on those on the trap tree like right now. And then the larvae would be developing an overwintering most likely is a late stage, larvae and then those trees would be dealt with before the spring like April
and we could also I know Josh latch brought this up in a previous meeting. We can also double up on those trap trees and treat them with a systemic. They can touch the trap tree but an actual lethal trap.
Is that for a lot of the drops though I don't think you can inject a tree that's been dropped. I think that's what Nick was talking about was trees that are getting removed.
Sorry, if we don't remove the tree, but if we girdle it standing instead you know
thinking about that because we do want trees for protection, especially in new areas
and if we're already felling trees if we can get a crew out to the bark them before they're shipped to collect data. The barking a tree does take time it is labor intensive, but at the same time gives you true data on presence absence of EDB. So if folks are going to, you know cut street trees if we can get you know coordination involved or you know that apartment complex nearby is going to sell ash trees, which is a Reagan PLO before they ship them
so they're not I agree, especially Forest Grove and Nick was calling from city of Portland for the Parks and Rec I believe itself has been further away from ground zero and there might be a lot of trees. So I think for Nick's case it'd be great to teach teach Portland Parks, how to do that.
Any other questions or information folks want to bring up for today Chris Hedstrom
thanks looks like Scott also had his hand up but didn't click the button. I'm just gonna mention. We also have I don't know if people have been using it or thought about it at all. There is a US pets.org model for EAB to predict the phonology of it. I haven't looked at it today. So I don't know what the degree days are app. It's a degree a model, but that model is only as good as we can do for ground truthing. So I think Len has requested as part of that. If you guys aren't using it, let us know what you are finding if we do find more you know in the next few years truthing that model for Oregon to make it useful is going to be critical for refining that and making sure it's correct. There's also some more production tools coming up in terms of spatial phonology, prediction of where it could be in terms of degree days and development that Brittany Barker is working on for the Oregon IPM center. I'll have more information about that soon. It's not complete yet, but she's trying to wrap it up as fast as possible. So I'll talk to the research group about that too, about what they're working on. But as we're finding more EIB are finding them in trees and sort of finding adults when they're emerging. Obviously, information is critical, but we can help with we have a prediction tool that already exists. So if we can refine that let's let's do that. Scott,
thank you. I just had a quick question about the status of the quarantine are the current thinking on the temporary quarantine.
Yeah, I don't have any updates for the group at this time. We did meet just a week ago other than to say that I do expect those paperwork to be signed. Probably within the next week, we'll be on the lookout and for sure. I will keep this group updated as soon as those are signed. You're welcome Laura.
Hey there. So I work for the city of Hillsboro audit Jackson bottom wetlands, and so I manage this area gets over 600 acres and with waste management, who owns another couple of 100 acres associated attached to it, and we've been doing restoration on the site for the last 15 years. So we have mature ash trees that are feet tall all the way down to first year ash trees. So I am going to peel away now and it's serving all the mature ash trees but once this is detected on Jackson bottom, we are within that six mile radius of the positive spot in Forest Grove. This would be a fantastic place for bio control. So I'm going to be surveying each year. I'd love to get a trap out there maybe starting next year. So just putting it out there. It's a very big site. Lots of ash trees, it would be a fantastic place to start working on some of that
fantastic, thank you. Yeah. The minute you find Bab let me know
any other comments, before we wrap up here I will be sending out a email to the larger group just kind of summarizing what we have done today in terms of the various committees and seeing if there are any other volunteers who weren't able to join us here. And then I will start reaching out to the committee chairs or the leads and giving them those names and emails and and setting up listserv emails so that folks can start reaching out and organizing those committees over the next month. Otherwise I think we will plan on seeing everybody on Tuesday the 13th at one o'clock okay, thank you everybody. Have a good afternoon. Thank you all. Thank you Thank you have a nice day. This is one post that I will refer you to journalists in your story and people that are the same. Well Kinsey and Sanger have as an intent, the whole process of eugenics. eugenics is the attempt to purify the species. They were both of the opinion as well a number of other quote unquote leading thinkers of their time that only those who were

And in fact, the people that use for his research went out of his way to try to find very deviant sex offenders who will use that disproportionate representation of those people to try to create a norm for sexual behavior.
To be a rocket scientist.
Provide a more intuitive design over and over again for whatever anybody ever wants to do over the course to be buying sector companies as opposed to this has happened back in hope that reason inadequate anthropology failed was to look at the human person in the title. So without encouraging them to see the movie and they certainly wanted to see the movie might be an interesting way to actually pick out a lack of competition.
Last week, we talked about kind of the original plan, good news, how it was then it kind of ended somewhat quickly with Genesis three and the bad news and how it is and how it all fell apart and the way it has become after the fall and the way many of us around those are still living. It is turning people into objects or persons into objects. Guys on your way home from work tomorrow. Listen to Saudi Arabia and it's it's absolutely how they render.
But today, we're going to look at the good news is that when I'm going over this material myself and descriptions here to be here, for myself, and hopefully it'll be coming for us as well. So we want to look at what can be with the grace of Jesus, the power of the resurrection and the fruit of the Redemption at work within our lives. So the starting point here will be a passage from Paul's letter to the Ephesians the beginning of verse 13 chapters to come down in price.
We're far off
near where he is our piece has made us both one, and has broken down the dividing wall of hostility by polishing in his force. The law, commandments and ordinances creating itself one new man because of the two, so making peace might reconcile us both to God and one body of Christ, thereby bringing the hostility to an end. And for those of us who are somewhat familiar with Paul's letter to decisions, talking in that context of a relationship between Jews and Gentiles, what Jesus has done in his redemption is not done this dividing wall of hostility which existed between Gentiles and pagans. Make possible this feeling this reconciliation because now we are both redeemed by the blood of Christ and you can call each other brother. That's the particular point of passage, because we're all being sons and daughters, in the one person that Jesus that we all call that father is no longer any hostility. But I don't think it's a stretch to say that we can apply that to the most fundamental great or the most fundamental place where there's been hostility between Jews and Gentiles, between man and woman. Remember after the call after a nice house got out of their hearts. The first result after the break experience with God and hate themselves, is the great to face experience with themselves feel a sense of shame. Once they were naked, they knew no shame. Now they feel shame and make big reach for themselves and cover themselves. So the first great experience in the human race between men and women, and one of the things that we can certainly imply from Paul's writing Ephesians is that we need not that there is genuinely at our disposal means for us to live, not as we weren't live, okay. This is not pie in the sky thinking that we can just go back to how it was even before the fall. And yet at the same time, it is proposing without the power of Jesus's death and resurrection with grace in the new life, not the same light, but a new life. And what is the certainly, significantly an exponentially better than we've been living in perhaps even more significantly.
The fourth is an optimistic optimism in hopes of virtue. The Pope is hopeful about this, that we can actually live this new way. Because
first we need to self give, offering Himself on the Cross, which is not just reconciling with the Father, but has reassured us that peace with ourselves that is really pastoral. It was a man who was one of the leading people who has challenged the Church's teaching contraception since the sixth encyclical domani who painted 68 It was in a discussion with another person, which made use of the first movement said something to the effect of what a tremendous injustice the church has done to so many Catholics. He did say that in response to, in essence, how the church why the Church teaches that this is harmful to marriage
realistically, failed to teach them how real Jesus is. And how great it can overcome the conversation
for those of you who you were married using pieces now possible, particularly between the sections because after restoring this piece with his father, he says given us the possibility to be at peace with ourselves within ourselves. As members, the tragedy of the fall is not that the body becomes problematic. We have to constantly make sure people don't misunderstand the church to the same 30 sinful or shameful wheel the wheel is in need of the new strength, Jesus because by the power of grace, power, the Holy Spirit you and I can be put back together and be true to you and I know people are in denial and even more so challenging, but that would be worth something. I wouldn't be worth living a life of integrity or pleasure.
The inanimate resurrection tells you and I can't really be ordered passions, ignoring my domineering passions which aren't to be done away with and be used in secret. This is an analysis of those four words using the Pope's theology
the same fiber 537998280 Patrick Patrick says something's
probably the closest thing he says because of the passion that's involved in it, because God's love is not to be described as some sort of intellectual look for God's love is most clearly seen in his passion. Right. Passion is what we call passion. On Sunday is really Passion Sunday. We celebrate his passion, death and resurrection. This passion is for us, and it's relentless. So in no way are we supposed to be reading ourselves. We're supposed to do is to find a way of working that will be used for the reasons that God gave us to be able to make an extraordinarily generous in whatever state of life you find you and I can do all that by being self possession and temper. Another great book. I only read the last one. This is just too long to read. So I just picked up this great book by a guy named Joseph peeper, a great philosopher called the four cardinal virtues. He has a tremendous section this last section right here on the last of the four cardinal virtues. Justice, temperance, under temperance that we find chastity, self control, multiple things connected with it. This is one of the most healing and strengthening chapters on why do you want to miss this it's very important, especially for working with kids
shouldn't do that? Don't do that. Don't do that. But they never really hear anything. Education needs to simply be about teaching children the virtue. Aristotle used to call it civilizing the barbarians. We pretty apropos. So it's really helpful not just for children, but for us to kind of have in front of us the image of how it could be in my life. And then you see it for how it is in an attraction to integrity, and wholeness. And we put back together notes in harmony as opposed to the way many of our lives work, which are just a series of reaction all sorts of stimuli that come out with a lot of different levels, including sexual. So again, all that sort of return to the original state since now you and I have this problem, which is called concupiscence. The image that I always have as a lynch you know, so I can still walk upright. The effects of the fall, haven't made it so that I'm robbing them like they don't need to
I'm trying
to get into the impediment that we have is predisposes us to identify and not love them in whatever capacity so we can master this impediment and we have access to additional planning that God has planned that He has for us with him, the plan that we have within ourselves that we ate with each other at work within demand. We recognize another person
to objectify. Music
Now while we recognize that we can overcome that So, the starting point for this section is magnified images or cannot be looked at a little bit with the beginning.
The second particularly Matthew five verses 27 Jesus says, You have heard that it was said, You shall not commit adultery, but I say to everyone who looks at a woman committed adultery immediately changing the discussion from external acts to the disposition or it's not enough just being avoid external acts is the transformation just as Adam and Eve cashed God out of their hearts when they turn their back on him? So now the challenge is to welcome him back into the fight in their hearts to the heart of this life. Is a life of selflessness.
Couple of days I think I want to say that attraction not attraction
not within us, which wants to forget the person or the fig leaf over the face. Jesus doesn't say much more than what he says here. really respectful way of looking at his audience, which is not just the people of his time for us to say no, you just leave it up. This is not an accusation from the Lord. It's a judgment and even better mistakenly have the impression that they're going to give the impression to other people. That the whole essence of the call to repent for the person Jesus says in the Gospel of Mark we know that call is not you stupid people. You're doing everything wrong. Although that's true, isn't everything a call to repent is actually very rare. The soldier until the Lord in Matthew five is making the appeal to us, particularly in the relationship between men and women. Much better way to live and how we have been living since the end. You can do that because it wouldn't set us up for some disaster coming up do something. So the meaning of adultery in the body were the same I can choose either evil or good reproduction. Which oftentimes is the image of war going on inside. You talk about medical into Europe, and also choose to be destructive. And so it's trying to appeal to the eye within me within the natural sciences. Jesus is the one that makes possible real freedom. Real freedom has two dimensions to it. Our culture is seriously continuing our culture Tennessee's freedom essentially freedom from any return. That's not freedom, lawlessness, real freedom, freedom from so we are free and free from those things which living the way I'm supposed to live. So as to be free.
Evening just need to blame instinct. I can't blame him. I have a will. And I'm a person who makes choices in that regard to be free and to grow and develop that habit of living a life of virtue is a challenge. Particularly responsibility to go after him terrible image got
rejected, in part because that was an issue too, because you realize how essential our representation of God is. To some whitewashed image of God for kids to paint the whole truth at all, but we certainly don't teach that God is simple. Our task is waiting to drop the envelope. That's not the Father who sent His Son. Do you realize how all those things and again talking about freedom we talked about the call to repentance. It's worth reminding ourselves that God hates sin for only one reason is because it's bad. Not because he said don't do that. We'll make an arbitrary not recommend people pick them. Because he said it. It must be wrong. No he's wrong is wrong because it's wrong in and of itself. And what's wrong about it was bad luck. we ever want to see me get hurt. And here's what you need to hurt, let alone hurt others. That's why he hates sin. Not because it's the breaking of some arbitrary law, but because it's one of ourselves and one of the tasks of facing us particularly with regard to sexuality in our culture, is to understand more deeply how certain behaviors could possibly be a step ahead, myself or another, especially living in a culture like ours, which has so changed the terms and tried
to make everything
that requires lengthy discussion and use a lot more than just to last. The one is the test that I read.

Ever wondered live in right now
many people are asking we just kind of habituated ourselves to an inappropriate insufficient various here our disposal and use about whatever might have benefited in the sense of not being able to live alone. Again, the one girl was talking about good kids and whatnot and we talked a little bit about how to message in media and
particularly in education youth it's not impossible

so let me just say we have people here in one way or another volunteer who have children at home. One of the most essential things to get out of this is how important it really is how does one get this photography How does one get the second sacrifice way you and I have received various supernatural so as to live that life not simply that God made us of it, but actually equally as importantly the life that you and I want to live when you and I don't live well for that sense of shame because it's tremendous disruption within the heart of man and woman, not wanting to know that. We feel helpless. Because race for the taking. If we will dispose ourselves and put ourselves in a place where we can get it. So people need to understand more and more fully what was given to them If baptism is given to them when they come to communion, when they celebrate confession and to confirm when they get married. In general. Again, you get anointed if you don't just empty rituals that we perform in the church. These are incredibly personal, intimate encounters with Jesus. One of the places with the most leads to happen is in confession. People stay so far away from confession and stay away another person's shame and have a sense of fear how often or how that's like a woman's
face to face with Jesus everyone who
is one of it they help people understand that and all the faculty has happened and notably restored. makes it possible for us to come in firstly dispensing who I am

are married or we receive confirmation or when your visit face masks in the sacrifice usually follows that it would seem more logical that you would want to have confession and communion receiving grace.
Realize the math itself
doesn't follow maths like why isn't making them know are being married
because the main purpose is coming together for wedding documents that isn't there that was bringing people together. That's why you can have a marriage outside of the math. That's the socket so the placement within the maths doesn't really matter. I mean, it's the whole thing is happening in the context of liturgy. So it's more just the order rather than caught up in the attic.
Father John, earlier you were talking about what people wrote in his book of war within that.
How do you harmonize that room
right with what St. Paul wrote about the struggle with the principalities and the flaming arrows?
Actually, you get three different battles. There's the world the flesh and those are the and usually, it's not the devil. Usually. Okay, me, it's not like I'm here in someone's kind of invading aliens inside me trying to pop out the sort of the same will with my heritage. And I don't think it's impossible to reconcile that was really worth it do. Why? Because I'm inclined to do it myself. Live in a selfish way. I'll just kind of slow down towards making selfish acts. Or I can hit you with myself.
