Quebec was not part of the auto sector before. And not only is part of the auto sector, but it's not part of the electric vehicle manufacturing, which I think is in line with the values of Quebec. So I was saying that, you know, we you have the team here that knows how to deal with a Republican administration. We've done that before. We've negotiated the North American Free Trade and I think people should trust those who have done that, that President Trump Minister Freeland, ministers, your Lee, I think at the time as well, a prime minister, obviously so we know how to do things. And today, because of the strategic investment, we've integrated our supply chain more than ever, on bio manufacturing in the auto sector in semiconductor, just think just speech of President Biden when he was in the House of Commons. So I think that these are very significant, because if our economy was integrated, at the time, it's even more integrated today. So millions of jobs and one thing that I think President former President Trump will understand is jobs. And now jobs depend millions of jobs depend on what we have achieved over the last decade so that economic integration I think is going to be a key for for the future and with that I have to go because I'm told the Prime Minister is coming soon

Research says it's a job in the lab, or both to attend and in theory did not pay gamblers that's due to death last year. No. It's unacceptable that some private institutions have taken advantage of international students by operating under resourced campuses, lacking supports for students and charging high tuition fees all the while significantly increasing their intake of international students. So talking about SEO happy exactly Good morning Casasola Loma, this MedStar t u Docker service slag LaMotta SEO This is Madison Malka left the province add to ask that doctor only a seatbelt is released. Next set that path Whole Lotta. Today, I am announcing three principal measures. One, a temporary two year cap on new international student permits. It is the latest in a series of measures to improve program integrity and set international students up for the success in order to maintain a sustainable level of temporary residence in Canada as well. To ensure that there is no further growth in the number of international students in Canada for 2024, we are setting a national application intake cap for a period of two years. For 2024. The cap is expected to result in approximately 364,000 approved study permits a decrease of 35% from 2023. In the spirit of fairness, we are also allocating the cap space by province based on population, such as that some provinces will see much more significant reductions. We'll continue to work closely with those provinces and territories to put these measures into place, as they will be responsible for determining how the cap is distributed between its designated learning institutions that they have jurisdiction over. I've had productive conversations in particular with British Columbia, and Ontario already and we all recognize that more needs to be done to protect the integrity of our system while supporting international students. In addition, effective immediately, applicants must provide a provincial attestation with their study permit application. The same time the cap will not apply to students in graduate levels of studies including masters and doctoral students. So if people were looking for study permit applications at the elementary and secondary school levels will also be exempted. There's the AMA effect that you need program that permits have I post diploma magnetic fields stem, numerous field Eagleman managed to tell the the GBT Matilda's premier septum where that gap is it's a giant unless you're no cameras I program the to stop accident I call the least sounds the program did suit this whole proves that me said that Tommy typers diploma Peleg tahsildar diploma delicate This is a car is it's just a card and it'd be smart PV Kato he said spa sale program the two then it'd be smart public SOC C program or code or Canadian croissant since GetSafe. on accident is its data last year No. So Daniels an Indian kids swam with so vaguely college public key costs Tunisia patois as costs down in the GBT or permit have a appellate nosodes plan to repeat. As of September 1 of this year, postgraduate work permits will no longer be available to public private institution models. Thirdly, in the coming weeks, we'll be announcing that open work permits will only be allowed and be available to spouses of international students enrolled in masters and doctoral programs as well as professional programs such as medicine and law. Spouses of international students enrolled and other levels of study including undergraduate in college programs will no longer be eligible. To be clear the cap will not apply to applicants within Canada looking to extend their studies it wouldn't be fair to prevent someone from finishing the program nor will the cap have an effect on Study Permit Holders currently in Canada. These temporary measures will be in place for two years and the number of new study permit applications will be accepted and 2025 will be reassessed at the end of this year. These measures are not against individual international students. They are to ensure that as future students arrive in Canada, they receive the quality of education that they signed up for, and the hope that they were provided in their home countries. It would be a disservice to welcome international students in Canada, knowing not all of them are getting the resources they need to succeed in Canada. And having them returned home disillusioned and disappointed in Canada's education system. Allowing bad actors to continue their operations would be a disservice to all the good institutions who pride themselves in providing a top tier academic experience. Thank you. Looking forward, Minister.
Well, we see. So right now we have over a million foreign students are the measures you are unveiling today. Does that mean there will be less use as of September or is it that the increase will be slower and how many students will we see by the end of this year in
Canada? Yes, sir. Three things make up. Permanent permits are issued on a three year basis. So the 1 million not burr is the number of permits that have been issued over a three year period. Those people that are getting out of the three year programs will reflect will be reflected in it'll be a reflection of a decrease a 35% decrease compared to those people that are graduating from these programs. So the net intake will will show that decrease of 35% there's some room there to work with some of with some of the provinces to make sure that they are actually decreasing. But what the cap actually does is is twofold it's a national cap, but it's spread out according by population by province, so some provinces will actually have some room to go up if they so choose, but the provinces that have been most heavily affected will have to decrease decrease by about 50 and perhaps even fit more than 50% when it comes to new incoming people. you we're going to take action at the provinces didn't do what you needed them to do. Does this mean the provinces have not responded to you the way they expected? I'd
say a couple of things. Clearly there has not been action with as quickly as we wanted it to be taken. We first and foremost wanted to address the matters that were within pretty much exclusive federal jurisdiction which are fraud, the integrity of the intake system, verification of offer letters, putting into place of a recognized institution model which we did in the fall. And we warn provinces throughout the fall that they needed to start taking measures I had a very productive conversation with with Minister Selina Robinson on Friday about the work that they are going to I'm not going to scooper, but the work that they are doing in British Columbia to attack this, we don't want to trip over each other. So we're going to work with them. If we get it wrong, we'll fix it with them. And if they get it wrong, we'll we'll be talking about that as well. But we want to coordinate our activities because it is an area of shared jurisdiction. And when it comes to, to making sure that these institutions are actually what they say they are and not just sort of fly by night operations and backdoor entries into Canada. That's something that that provinces have a huge role in playing. I spoke to Ontario as well, with Minister Joel Dunlop. It was a good conversation. But clearly they have some work to do but we're willing to work with them it was again as well a productive conversation they just don't have the measures in place that for example British Columbia is putting into place

So you shouldn't deny that Mexico is one of our our principal economic partners. So any measures that we would take would contemplate require a diplomatic process that is not yet completed, I we certainly doesn't translate as well into English. So we certainly need to turn the screws a bit, whether it's a quarter turn or full turn is something that's still being determined, something I can't share with you publicly. But know that we're not trying to be opaque. But when we when we take these measures, it's not something that we can necessarily discuss publicly, because there are some bad actors that don't have the best interests of candidate at heart that will game the system. So we record we acknowledge the problem, we acknowledge the candidate has to take action. But there's some work left to do.
In two years after these measures expire, how are you hoping that the world will be different? What's gonna happen?
Well, look, we've got two years to actually get the ship in order. It's a bit of a mess, and it's time to rein it in. So this is something we will, you know, these are, even though we've put a lot of thought into this, these are still very, pretty much blind measures from the Federal federal government where we're playing with, with taps that we're turning on and turning off and allocating between province. So did we get it right, we'll see. But we need to work with provinces in the meantime, to make sure that they are doing their jobs, there have been provincial Auditor General reports that have laid out in much more detail than I could lay out to here today, the measures need to be taken to make sure that this is a system that has some integrity to it. It isn't it is it is not the intention of this program to have sham commerce degrees or business degrees that are sitting on top of a massage parlor that someone doesn't even go to. And then they come into the province and drive an Uber if you need a dedicated channel for Uber drivers in Canada, I can design that. But that isn't the intention of international student program. So this is something we need to rein in, they exist those those institutions need to be shut down. And it's up to the provinces.
Registered, though, is your government concerned about the economic impact this will have on public universities and colleges? We are
absolutely this has been very, very lucrative. And it's certainly something that private colleges have made a lot of money out of, again, I'm not the Minister of post secondary education underfunding the Minister of Immigration and clearly, in the last decade or so have been live even longer post secondary institutions in Canada's have been underfunded by provinces. And these institutions are smart, and they've gone and they've seen that they can get tuition fees that are four or five times more than what my kids pay at McGill or Acadia. And they've made money off it. They haven't necessarily provided the student experience that was promised that these people have brought in. And there's been some there's been the path of least resistance as well, the the source countries are not particularly diverse. We've been banking on looking at the global middle class, upper middle class. And people have made money off it. So it's a system that has some real integrity issues. It has ecosystem incentives and perverse incentives. And it's something that that we need to address. And then there's clear instances of people that have been just making money, hand over over fist about this. But, again, we don't want our best top academic institutions to be penalized. It's why we have exemptions for Masters and PhD students. Because those are the bright people that we need to retain an AI now you will hear from some provinces quite clearly that there are some trade schools that they will want to exempt or give post grad joint work permits to because that is where some of the needs are whether it's in nursing or healthcare or in construction, but what I say to them is we'll work with them and and we'll work with them to get the

But we know that the pressures on the asylum seekers are creating which is joint jurisdiction is not sole jurisdiction of the federal federal government. There's a role to play with the federal government, I think we can continue that that positive relationship with the mayor. We do and we have those conversations with him. I've said that I've said that many times. Boom Module Two long. Hi, everybody. Happy New Year. Bananas and for Brazil, the waters back of the VW accounts eBay new ammo well. So on the foreign affairs site. You've heard me last fall where amidst an international security crisis. War has broken in Europe, in the Middle East and in Africa. And Canadians feel it a home seems like everything is more expensive. And this is not disconnected from what is happening in the world right now. And my job as foreign minister, is obviously to make sure that I defend Canadians on the world stage and cabinet, but also our national interest. And how do we do that? I think more than ever, we need to be pragmatic. And that is why last fall I presented our vision about pragmatic diplomacy. And I'll give you two examples. Last week, I had a long phone call with my Chinese counterpart Wang Yi. Clearly, we don't agree on many things with China. But there's lots of things that we can work on. And we need to be able to talk to one another, including on subjects linked to the health of our people, the health of our planet, and geopolitical tensions around the world. Now this year, half of the planet will be going through elections, including in the US and we will be ready. I won't go into the details, what I'm telling you is, we will be ready. We will work with premiers, we will work with the business community, we will work with unions, we will work with the entire country, because we have connections from coast to coast to coast, to our best friend, and best ally, which is our neighbor. And we will work also with many countries around the world. And that is the work that I will be undergoing along, of course, with the Prime Minister and many of my colleagues.
I'm listening, and it has been criticized quite harshly for not taking a clear position on the ICJ case against Israel, people are saying that Canada should essentially pick aside Why did Canada choose not to seek asylum? Well,
you read my statement, my statement is my statement. And the prime minister also gave his remarks last week, I have nothing else to add on that. What I can tell you is that we're following the case. And we will react to it as things evolve. But I really think that what is going on in the Middle East is absolutely heartbreaking. And the tensions and the violence and the anti semitism in Montreal in Toronto that you're seeing is heart wrenching. I've never seen an issue in the world that has been so difficult to deal with. For Canadians. And my point is, is we need to be able to talk to one another. We need to be able to listen to one another. At the end of the day. We need to be able to trust one another because we have to be able to live in a country where we don't fear our neighbor. And so that will be front of mind for myself obviously, when I'm on the world stage but also here in Canada. And I think that's a message that Canadians want to hear because that's what we believe in
