I was there. I walked in the parade. I was just in awe about the crowd the huge crowds at the at the restaurants and line and all those kinds of things. It was exciting. It was exciting to see now I also did watch the wrestling match. I don't know anything about them not having the proper permits. But I saw that too, at the Fiesta. So I spent several hours down there. And I just loved seeing seeing the crowd. So when I started seeing receiving all this feedback, the attacks and social media I saw and so and different places. I thought I'm pretty upset about it because I know I just know that they didn't shut down these businesses that that's an opportunity for these businesses to make some money. I mean, it was here. It was a really, really big deal. So it said and I'm just reading a couple of excerpts here from from Fox News and it says This is Fox Two, we had a whole this is a citizen talk. We had a whole event planned around Mexican art, music and culture. The microarray is the co director of the music label. We are cultural creatives in Detroit, but it's the labor my nonprofit Cinco de Mayo event Fiesta Detroit was in motion at the club. The celebration of culture came to an abrupt halt. Abrupt hot. That's what Reyes told Fox to so in a in a video provided by race police can hurt telling the crowd to clear the area and the street is closed. She goes on to say they go on to say we were outside on our patio and 20 police officers basically rushed in through the back. Ray said it felt like we were in a military state. It was scary. So you heard me use the term to militaristic, that kind of thing. Um, I'm just very sad to hear that, you know, with us coming off of the you know, the NFL draft and you had a lot more people that you had to control the draft. So and and Debbie Hayes I submit to you that you don't have all the details probably as it relates to all of the what actually transpired from all of your offices because I don't think I saw you there. But But and it's not to say that anybody's not telling the whole truth. But you know, it was just, it was just so wonderful seeing all those people there and the business is just booming. I just don't understand what happened. To all of that. That was scared the community so much because it didn't scare them. I mean, they've been sounding off. And so an acident, large member of the city council, I decided to sound off with them. And so it's not personal. I'm just doing my job as one who has to be responsive to the community

I'm going to bring up commander Shelly holder Baum, who was at the scene, managing at 16 hours a day all three days that can speak to the actions that were taken again for the unlicensed event that missed the wrestling event that Mr. Reyes promoted.
Hello, I'm Commander Hildebrand from the Fourth Precinct and I received the email on Friday about the event and was notified from the city that it did not have a permit on when we went there it had a boxing, net boxing or wrestling ring outside as well as a stage and as well as two food trucks and which really diminished the capacity of the event. But they still had all the people in there. We did get there and we ascertain that they did not have a permit for the event. We also had another one down the street that did not have a permit as well. And we did clear we did not shut el club down. We did not shut them down but we did shut that outside event down
there. Why was the community so upset about the businesses being closed and and the fact that 20 offices rushing in to particular place because that was not the boxing ring that that's separate? No,
ma'am. That was the outside area that we did. We allowed the actual business itself to stay open. We did not clear that out. It was the outside nonpermanent event that we did shut down and the fire department did not get an opportunity I stopped to talk to the captain McCloud. There was no permit, they never got an opportunity to go there and look at it and make their decisions either. So and there were so many people in there. I made a public safety determination that we had to clear that out for the public safety. And that was my decision. And it was not there was a I was there from eight o'clock in the morning to midnight. It was a beautiful event. And I really don't want us to take from that. And we had eight tickets people ticketed and released and a majority of those were, you know, public intoxication disorderly. Nobody was arrested. But it was a beautiful event and we had no instant major incidents. Nobody got her and I think we should celebrate it. I really do.
And and through you, Mr. Chairman, and so let's do let's celebrate it. But as Member Santiago Ramiro did say that perhaps we can do some things a little different in the future app so that so that the community doesn't experience that type of fear. Again. I appreciate it. Seeing all of the officers down there, you know, every street that I went to, they have a word you know, you know how you're doing, how you're doing thank you for your service. Because we do appreciate the fact that you're there to protect and serve we do it just that I became really, really concerned when when people felt felt fear and they felt that this event that they loved so much, was just kind of shut down and they lost business and so forth and so on. And so a lot of people started to rush out on understand as well. They didn't and they didn't quite know you know, you see what 20 police officers and uniforms that that's enough to run. Um, so they did exactly that. Many of them, but I just wanted to make sure that, that I expressed my concern, and I lo and I believe that we will all work together in the future to wish you or I might you know, God's will will now be there again next year, marching in the parade and all those wonderful things and I'll be thanking my men and women in blue.
Yes, thank you and the over 30 years that I've been involved, I have never seen that many people. So I mean, it's a great celebration, and I really feel a great majority of the people enjoy themselves and we will be working together. And through the Chair of the specific plans before you today are the old credit program the Michigan business tax or single business tax credit program that did not involve city revenues. So for these plans, there is no impact on the city's property tax revenue. But for future plans, we do have a few plans that will be abolished that weren't TIF for tax increment financing plans, we will be certain to get that information as part of our report to your honorable body with those with those Abolishment or completed projects. the chairman. This is for EMS billing collections are built for our our Ron This is they have no they do not write any medical services that help us to issue our bills to Medicare, Medicaid, and be able to help us gain our billing or revenue back. This has nothing to do with providing any kind of medical services

Thank you Mr. Chair line item 19 point 24 for major contracting I asked that we bring this back when we did through committee, but I met with one of the representatives in district two in the San Bernardo community. I think it was Thursday or Friday with Miss Jeanne we would fail from GSD I'm still not and the residents over there are still not pleased with some of the side repair sidewalk repairs that they have done in that area. The sidewalks were not flooding before they put down some new sidewalks I'm not saying all the sidewalks were quite a few areas in district two in the San Fernando area that need major to come back out there and redo those sidewalks and they've damaged quite a bit of lawn homeowners lawns and they put the seeds down there but they did not put the hay down to protect the birds from getting the seeds. They said they did the work in December. I don't know. That's what they said. But um I don't know why you would put seeds down in December but I'm not I'm not a gardener either. But it's not taking it's not growing and a pet one older resident who had to actually go out and buy sod because he left a huge damaged part of her grass. So I just you know I don't know what I can do other than can try to continue to hold them accountable but they've done quite a bit of damage in that one area and I don't know what else to do. This is a huge contract they get contracts every single week for ally design sidewalk repairs, name it whatever you named major can do it. So I'm just not pleased with what I've seen in that one small area sir and I don't know how we can continue to award contracts to major when they need to come back to the area where they cost them damage sir. So to address member Johnson's concerns, yes, we did have a conversation regarding some of the protocols that are put into place. The Michigan Department of Agriculture and Rural Development requires specific signage that has to be put down as well as regulations regarding the PPE gear based on the of course, knowns issues with Roundup. We're making sure to use the signage in areas that are within 30 to 50 feet of entry ports to make sure that they're visibly obvious for our constituents to make sure that they're safe. Our team does stay a minimum of 100 feet away from the occupied schools daycares, as well as rec centers when we're applying them. And we also make sure to limit and completely not spray during days when there are rain or even heavy winds to ensure that we're doing our best to prevent any pesticides or additional chemicals from maneuvering through the air. And then of course we are following the mandated requirements as far as the PPE gear that is being used by our teams. So from our understanding as long as you are not actually touching with your hand, the actual pesticides or in close enough for you in proximity to inhale on those pesticides. It shouldn't be as detrimental for use and you're doing what's required by the state to make sure that we're doing our best to protect both the citizens as well as our our team members here that are helping to provide it.

through the chair to member Johnson, from my understanding this was based on the bidding process and the supplier that was that had provided this and it did meet the requirements that the state allows, I would have to verify if there is a more organic product that can be used as a substitution but at this time from my understanding the products that we are using are fit fit within our requirements. And that was what was a part of the contract. But I can definitely double check and see if there's something that's more organic that can be a substitute from the previous conversation that we have with the supplier when the contract originally began. That was not the case, but we can definitely circle back to that to see if there's something new.
