Good morning
honorable council members. I stand before you today as the proud congressman for Michigan's 13th District over the last few years serving in the city of Detroit in the Michigan State House and now in the US Congress. Things about the people of Detroit and their neighbors are in need. They show up and when they see injustice, they speak up because that is the right thing to do. I stand here today with my neighbors activist and the people of Detroit to ask the city to reconsider this deal in front of you today. Let me make one thing clear. I support economic development and bringing businesses to the city but not at the expense of our residents. I believe in investing in it. operation we must ensure that resources are being used widely for the benefit of the entire community. Let us not put corporations over people we need to invest in affordable housing, health care education, we need to invest in helping residents avoid foreclosures and water shut offs. And we certainly should not be giving away hundreds of millions of dollars in tax breaks to corporations who are doing just fine. I urge the council to reconsider this tax giveaway and remember that the people of Detroit elected you, not the billionaires we must prioritize the wealthy thank you

Senior citizens kept the city together and going and the neighborhood now, you have justification and redevelopment and senior secrecy in the way I live at the hammer hole apartments in downtown Detroit of 1545 Woodward Avenue, and we were told nine days before Christmas 2022 as they fed us the narrow mountains and coffee that we had 18 months before we were displaced. And they were given us enough time to find another place where they're going to be building new apartments and we can move over. Some people have lived in these apartments for more than 40 years. 20 years. I haven't lived here that long. But the placement would be a life changing event for me. It is

They gave $7 million for some dog shelters but the people can't get no money over there by the crisis plan which they put in our backyard. If we can find out we voted to leave. what the city council I grew up with. Alright, so I'm here on on on development. If we don't get developments down here we will get schooled in the long run because we got a lot of I'm going to construction minutes. So we don't get construction for our people to work down here. What are we gonna move to? You're gonna be long. I came back I moved back here and I stay downtown for on the bag. You know, I mean, I've been begging for 12 years doing construction. You know,
I mean, it's changed a lot since I left long time ago. Well, what I'm saying is, people gotta stop this drama about not bringing things here. If we got millionaires that live here that don't do here. You might as well get outside people to do it. Because sitting people was my daughter with millions of dollars and the ones that are doing it is putting a tail into it. So you're gonna wake up, or you're gonna stay lost in the sauce for real. Thank you

Chad's worked my entire life in the city of Detroit watched it crumble from a world class city crumbled into despair which we have been in the midst of getting out of that despair for the last 1015 years. It is essential that we continue to redevelopment of downtown which is now further now we're talking Mr. Detroit. We're kind of getting out of downtown neighborhoods. caspo believe if we continue this redevelopment. We're gonna continue in three neighborhoods. It's gonna help everybody in the city so I fully support it's gonna be.

so I really support this. So I have a real speech. But I've been home for the night. And when I first moved here in oh four. I came on a
Friday and I went looking for a job that Monday when I got downtown. I thought it was a holiday, because it looked like everything was false. And my first
question was, did everybody get to work?
But it was empty, and it doesn't look like it looks today. I would have been showing DC. Atlanta, no one's ran back to Brooklyn. But since I moved here, I watched the development of this place in the only way this place can get develop is what I see is by people bringing business here. So how do you have a large city when you don't have business? I just have to see.

In high school I worked on at the Fox Theater, and I spent a lot of time in the downtown area. And I've seen where the city has came from back then. And I'm proud to say that I have worked in build buildings in the city. As I know that it's time to change. The city will continue to grow, it will benefit off the alarm. It starts from an infrastructure that works out and I'm just proud to be part of it and I look forward to being more involved in the process of unifying.
Work. Morning city council members. My name is Darrell Lewis, the IBEW Local 58. I live in green. So let's put Detroiters to work on construction projects in the city. was in Detroit? I live in district five.
I may not come to city council meetings all the time. But I can tell you I'm still a part of my community. Out of the 10 houses left on my my little block on Perry and mount Eliot, more than half of my neighbors from my help directly because they're drying the gutters are filled with little trees sprouted, and I've helped them every time for a case of beer and whatever. So I can say that the city of Detroit needs more skilled trades people. The district Detroit will create jobs for more Detroit residents to get in the program. Our first punch apprentices make $21.61 After five months, they get health care. You know if there's a pension, there's an actual prospect to putting your kids through college. You know, it keeps us employed, you know, and it brings taxes to the city of Detroit. By bringing the jobs here because the workers actually pay city taxes, and it's going to help us all along well.

But we're a different reasons because the investment in some people
we brought a few of our members so few of our brothers and sisters are here today. We could have brought more there outside working to build a city back then. These are the men and women have built the city. Without these people. You would not have one of the nicest downtown's and I think I think we got number one for the best riverfront that was that was the men and women in the skilled trades men and women. It had been said earlier that you've got skill you can go anywhere. If you invest in people here in Detroit, you retaining the talent here in Detroit. Don't let perfection be ruin road. We have to somehow work together on both the federal level and on the local and state level to make sure that we can have adequate housing. We can also move forward to have adequate jobs and also affordable housing right now in this country. We are having a huge deficit across all states with affordable so we have to do something more than together in order to come to your techniques as far as your tax credits. Your tax credits are coming from EDA and from the state to work together.

So I'm going to represent both districts district one and district six and speak on behalf of the families over 700 families that I see on an annual basis who are forced to live on the margins of society, as well as those that you've heard this morning. I'm sure you were not expecting those. We have a whole building to be talking about displacement development should not displace anyone. And yet we see that in

we've also heard this morning that everyone has spoken. So how about Steven Ross and putting their money in if $12 million is considered to be their money, when we talk about over $800 million business deal and they'll receive over $800 million back? Well we call that as corporate welfare and that's what it should be much stronger.
Good morning.
I wanted to address a specific issue concerning our library. I brought up the committee and there appears to be some misunderstanding. The mayor is proposing about a 25% increase on the tax capture in 2024 in the budget that's before you that's that's what was given to the libraries the information given to the library by by the city in last year. And they're proposing to increase it another 100,000 every year thereafter. I'm asking you to not to line item that and put in there to freeze it at the same great this year. And I see a head shaking already. It's not a violation of state law, the local units of government decide what the rate is and what the assessments are. You're part of that decision making process. State law doesn't mandate a 25% increase on the library.
You will

you know we got to have some kind of development something around
things that people
want to see. Now. I've been a resident of city for 40 years and I've seen nothing but the entire time that I've been living here. I believe our population have dropped down to about 28th in the country to where we were

you have a great future.
Morning, city council. I've just wanted to
be here in support.
I think that we're in a unique position. We haven't been in this position since may have called me young with the mayor and President Jimmy Carter. President and Governor Milligan was the governor began. Now you got Mayor Duggan, and we got a Democratic governor. We got the house. We got the Senate. We got the Attorney General we got the secretary of state that this city council is in a unique position because the next two years and nobody gonna have to be like this. Man. We got to do work together. I read the Metro time talking about the energies really when you read the story is that this will do more than the last bill and it will fill in the gaps. We got programmed $100 million dollars to train people to be jobs.
Day to the chair. So is currently assistant sectioning. It's appalling by American. So it's not while it's in the same area that
we're talking about.
It was in retail and then had to develop developers looking to renovate the domain they've renovated. What they've requested from what's called an add transferable system. So at this point, it's only been requested when developers do that there are three options that already existing issued a Tenant Protection Manager and it'll to either stay in place or move to a positive their choice when they go to the destination where the transfer takes place. But what's part of the challenge right now is that that's what I just laid out is the process and the options that residents will have shouldn't be approved. what the plan is saying is it's an application process right now, nothing's been approved. And they are hesitant to say, here's exactly what's going to happen. And so doing that's, that's creative. I think that's that's creating uncertainty, the process of it requires, at its basis requires tenant protection. And if the developer isn't going to abide by that, that's when the application
starts to
get rid of scrutiny. So
developer understand. I understand what
you're saying. We're still
in an application process.
But here's what happens.
tenant protection vouchers. April 1 on the option of
location
protection voucher if they want to place your place. And so those conversations probably wouldn't happen for several months. And unfortunately, that kind of bureaucracy high unfortunately, it's so present. We have some communication. So is the developer
still uncertain? application.
So if people aren't here, and they do want to some of the residents are happy to see the application support you.
Writing to draft resolution, information, writing middle need to eat the affordable housing
Yes.
Can you see me
thank
you my name is Peter land and I'm a resident of District Six for over 35 years to try to come back to make money I've been here for 35 years. I'm also retired teamster, and I stand here as a member of the Democratic socialists of America. First off, I asked my union brothers and sisters in the IBEW and the carpenters and the plumbers to dig deeper in terms of what these tax abatements mean. They may mean immediate jobs for the next few years. But look at what they've done to us for the last 40 plus years. Think of both town and the history for it from there. Please look into that. This is extortion. They're asking for tax abatements In order to spend their billions. We're kissing ass of the billionaires in order to get developed Troy yes, we want to validate we want jobs, but it's how we get that development and that jobs and giving $100 million away when our citizens are suffering began downtown is a crime. I stand in opposition to district Detroit and organize again.
Downside a lot of money was common area. residents
do not support the district do.
I support young workers I support longtime and low income Detroiters like everybody else in this building. I'm a huge Detroit Pistons fan. And it's apt for this one because what I would say is I would compare the district's Detroit deal to existence which by the way this season have the worst record in the NBA. And it's an apt comparison because this is not a mediocre deal. It's a losing deal. And as I look upon the council right now, you have the power to make this deal better. You have the power to make this deal a winning deal for all Detroiters.
As as a lot of different speakers have spoken on the villages and other billionaires in the city have not faced.
A long time five years.
Deal is a fascinating part. We have in this case. Two families worth 4 billion and 8 billion respectively, who have not made their amassed wealth innocently has come at the expense of working people in the environment like millionaires who are now saying we will take our ball and go elsewhere unless you allow us to gouge a bigger case from the public good. Beam

reinvent downtown in the image of the suburbs while libraries close the educational system founders and neighborhoods struggle. It's a trickle down offer and the history is very clear. The trickle does not happen. There needs to be a limit on how much they take
yeah i i believe that it's bad. I believe that you know, like just don't believe that. The I've tried to put a banner up for open days. I'm trying to see if I can get you guys approval for this type of stadium,
opening day
and I just want to make sure I can get your approval really
Thank you.
President council members come before us as Vice Chairman as the natural district Troy in full support. Moving ahead with the project. There are there isn't time to really do this in depth. But you all have been well informed by the developers you've heard from the community. And in lieu of the fact that there is no other competing proposal that gives as much going forward and essentially constitutes promises kept as opposed to defer. I urge you to consider everything that you've heard and been presented over the last few weeks, even over the last few years. To go ahead, move this project forward. And let's do what we can for education economic development. And.

talk is going to speak for itself the homeless return the Hamsa which is people pulling back and forth and the young people and civic and everyone else who they have a great opportunity. I did not live in Florida so it was good now, if you leave a job and my job is to make sure I put a political tone like live the way they want to. I can point that that a character illness program, which I've dealt with that and I've read a lot of people doing the program, I think a program the day before Apple so we hit a pool the choices up let let them live. Given the opportunity to live no one has to go to the government for government assistance. I support this project
Thank you. I'm John
Wayne County Commissioner is going to but more importantly I am the representative. Councilman young on the net. What we did was listen to the community. We heard from residents we heard from business owners inside of this impact area. And what they demand for was access what they wanted was institutional change and to make sure that people get access not only to the housing, but also to the financial benefit. Of this development, then that wanted to make sure that we had transformational components in this agreement. As you've seen, we've set aside historical resources for residence and individuals across the city who to be able to gain access to one be able to live here. We have not only affordable housing component but we also have

Good morning, Madam President. We have 38 callers who raise their hand before you cut off public comment. The first caller on line is call in user one.
Morning
come back to
the next caller is Alison curd.
Good morning. Good morning Council. My name is Allison heard I am part of the Independent Business Association in Detroit and I am in support of this development process project for multiple reasons specifically, that we know that we need development we know that development drives our economic engine we know that development brings jobs we know that development brings other people or brings people in the community. We know that development. We know that development is a positive thing. We certainly don't want to displace the residents. So I think we there's some misinformation going on, and that we can make this work on all fronts. But if we don't have development, we won't have progress. So we are here. Those of us who are here participating in this conversation are here because we want our voices heard.
The next caller is Detroit affordable housing and homeless Task Force.
Good morning City Council. Can you hear me? Yes, good morning. He tried affordable housing and homeless Task Force represents the homeless, the home owners who are illegally overtaxed, illegally, foreclosed, evicted and overcharged renters. We are leaked legacy Detroiters who build Detroit's infrastructure. We vehemently urge you to vote no on district the choice. This is another welfare check for billionaire vulture capitalists who continue to suck resources from the city without an equal or fair return. The prior brownfield development Little Caesars and other illage pie in the sky ventures have netted few jobs and no affordable housing. Now they're back with the same lies and tricks blue smoke and mirrors we've been looted of billions of overtaxing and stolen homes. All that glitters is not gold we demand you make us whole don't fall put a banana in the tailpipe like the prior city councils have done think of the next generation and vote no on district Detroit. Thank you for your attention. Have a blessed day.
The next caller is Marcus Cummings.
Good morning counsel. Can y'all hear me? All right. My name is Marcus Cummings resident Schaffer seven, a large community association here in district two calling today actually in support of this development, and the reason I'm in support of this is I'm looking at it from a financial aspect right now. Multifamily home builder is up 36% 34% which is a 36 year high. So there are tangibles in this development. I remember not too long ago this region through the whole kitchen sink at Amazon and tried to get his headquarters moved here. And we see that it's actually gone up in smoke in Virginia. This has tangibles because we're talking about building hotels, housing and things of that nature and we need to get this done. Thank you
the next caller is Michael Lamott Cunningham Jr.
I'm actually here Yes.
You can hear us Hello, can
you hear me? Hello, everybody. Hello, everyone. I'm gonna stand noodle DTE I'm gonna stand mute on the district. Like I told you before the police, the mayor, billionaires and millionaires always get what they want. And I've been watching for years and you're wasting your time and your energy trying to find a rubber stamp rubber stamp. And rubber stamp. If you don't know your history, you're doomed to repeat it. So at any rate, 31344491143134449143134449144 subservience coming in for some Serbians Cunningham. Please ride the buses, private citizens. Please write the coaches and send me a text. Send me a text as you've been doing, about writing the codes after 6pm and on the weekend. And please pray for me and regards to S S D and Ms. Quick.
Thank you the next caller is Rochelle Stewart DPP
Good morning honorable body. My name is Silva Stewart with Detroit people's platform. The developers will be the end employee of the only 63 jobs. The project is 6000 jobs number includes 1200 temporary construction jobs with the remainder dependent upon potential future tentative hirings. The total public investment requested is 790 $797.75 million. That's 12 point 6 million for each of these 63 jobs. And man Job Proconsul there are no assurances or guarantees on 100 million spin with black brown and minority businesses. Please make the schools and libraries must be made whole. And please get these developers to add 30% of the area median income into these affordable housing because that would have an effect on people between $18,840 or less to be able to rent these properties. Please, please allow that in
the next caller is Rod Harmon
can you hear me? I'll take that as a yes. So again, my name is Rod Hartman ready to end and I'd like to just provide a little commentary on the necessity of investment in throughout the city of Detroit. Detroit needs signals that it's ready to continue to its growth plans. And introjection and there is something very significant about outside institutional capital coming to the city. It actually sends a signal that we are continuing our growth trajectory constrain our drill plans and that impacts not only the greater city center but every neighborhood because it provides black and brown Developers, Women developers locally traders who want to continue to invest in their businesses and make the city move access to necessary capital that is not always here today. And so these signals of large investment in development like district, like the district are quite significant. For the future of Detroit. Thank you.
The next caller is William M. Davis. Good afternoon,
can I be heard
Hello, can you hear me? Hello, can you hear me?
Mr. Davis? They can't hear you. It's just the audio is not great.
Oh, okay. Well, I like to start off by saying I'm calling in favor of the city of Detroit retirees in favor of seniors in favor of long term city residents. This deal can and should be better. Olympia development youth. They had a better Coleman Young and in that previous City Council at that time, negotiated a great deal a much better deal with Joe Louis Arena. So look at that arena deal. And y'all should ask at a minimum whatever was in that you should be getting at least a $2 per ticket. You know, rebate. You know for the city services. Y'all should be doing a whole lot more. Y'all should be helping the City Truck retirees. There's a whole lot more you could do this deal is not a perfect deal. This deal is a social deal. You know, people say well, this money is coming from state taxes. We pay state taxes. Detroit residents pay state taxes, we pay city taxes, we pay a whole lot but we get very little in return. But no for now.
The next caller is T G.
Hi, my name is Tammy I am with I am in District Six and I'm calling in favor of
the development for downtown Detroit. The reason that I am calling in favor of development of this is because there are jobs that are going to be developed from this plan. In addition, we go and we traveled to other cities all the time and spend our money in those cities when they have this great center of downtown. Instead we can be spending our money here in Detroit and having invest back into our communities and that people come to visit here and invest into our communities as well.
Thank you.
The next caller is Kim Hunter. Hi,
I'm Kim Hunter, lifelong Detroit in southwest Detroit. public money needs to be used for public good not to subsidize a couple of billionaires. Billionaires need to stay in their budget for their projects and not leech off a city where 40% of the people are impoverished and most of the children live in poverty. We're struggling to get out from under massive water shut offs, massive foreclosures, where the libraries and public transport systems are struggling focus the budget directly on the needs of Bitcoiners and not the delusion of trickle down from billionaires, especially Olympia that's failed on the last set of development projects that financial people these billionaires employee to tell you they need the money. These are the same accountants that keep these billionaires from paying the taxes they owe right now. You know these poor folks don't pay the taxes they owe right now. Don't go for the Okey doke. Keep public money and public hands for public
good.
The next caller is Betty a Varner.
Good afternoon. The first thing I want to say is I hope that there's a plan to help the seniors who are being displaced from their homes to find a decent, safe place to live. I am in support a district Detroit. It will bring affordable housing downtown funding for Detroit entrepreneurs. It provides jobs monies for public parks and public spaces. It provides training programs for Wayne State and for our Detroit students. It also provides help for Cass tech in regards to athletic field, there will be monies for skilled trade and education for Detroit residents. We need a thriving beautiful downtown Detroit. I was born and raised in the city of Detroit and I remember going downtown as a child to Detroit huts.
The next caller is Bill and Billy Hickey.
Morning. Good afternoon. My name is William Hickey. I'm a resident of the bright Moore section of Detroit. If your urge my council member Pro Tem Tate and all of you to reject this deal. I called this district discount not district Detroit when I spoke against it. During the Planning and Economic Development Committee a couple of weeks ago billionaires get tax discounts, while those of us who live in the other Detroit see our property taxes continue to rise getting little except a greenway here and a framework there. As a free press noted this past Sunday. These discounts rarely yield but they promised the villages were willing to pay $6 million in fines rather than make good on the hiring of the Detroiters they promised and building the Little Caesars arena. He's also depend on questionable productions of annual income of $70,000 a year annual salary for construction jobs. The discount for billionaires is bad business furthers the tales of to Detroit and is immoral. Use of public dollars in the poorest city in the country.
The next caller is Wren law session.
Good morning. History is repeating itself. And Scott Benson had the nerve to call himself giving us a history lesson. Well, if he knew his history, he wouldn't be one of the ones allowing history to repeat itself. For those of you who are going to pass a district Detroit deal, five to four like you always do Do you not realize that the fallout of all these lousy tax abatement deals is going to start showing up in the next mayor's turn and he or she is going to have to make painful and unpopular adjustments to get the city financially straightened out. Only the rich and the gentrifiers will be able to live here because the taxes will be sky high. Guess who will be blamed for that? Not the duck and regime. Everybody will blame the next mayor who are more than likely be black. History repeats itself oh and don't think that Coleman Young's name won't be coming off that building because in the near future all traces of black Detroit
the next caller is Anthony s
Good morning Council District Six I really enjoyed the St. Patrick's Day parade. Anyway, you know, Council Member waters, you're the only counselor I voted for up there and but last year, there was a resolution introduced to supporting Black refugees from the war in Ukraine which is a good however, there's a line I take issue with. I said where as the Russian Federation launched an illegal unprovoked invasion of Ukraine. And I take issue with unprovoked from 2014 to 20 2210s of 1000s were killed in the east of Ukraine by the Ukrainian government and I would cite the late Representative John Conyers, who said that we were arming Neo Nazis in Ukraine in 2015, the late representative Conyers so and then Councilman Benson about a year ago this week you used to donate armor to Ukraine, which I think is great body armor for everyone. But why not for Palestine, Yemen or Syria did the wrong country invade years ago? This week when our country illegal, unprovoked invasion of Iraq, and you go along with career politicians like our President Biden who voted for it? No, thank you.
Thank you. The next caller is Pastor Robert Preston Harris.
Good afternoon, everyone. Good afternoon to the council and shout out to district five. My council person the President as well as the honorable Coleman Alexandra Yong Joon. Want to highlight whenever we have TIF and the DDA in these products being used for for funding and financing. It just brings tons of heartburn here recently, in the last 20 years, but certainly at the outset under the guidance of His honor. Coleman Alexander young it was a driving force. We've seen legislation. The branch Council and the administration shift the boundaries of the TIF district in past decades. And here we are again with a bit of heartburn. I am in support of the project, but the application of this product tiff needs to be looked at and reset. We can't call it illegal when the product is available to be used. But we need to reset using this model. Thank you Thank you.
The next caller is Frank Hamer.
Yeah afternoon wait Detroit errs, do not live in a bubble. Although you would know at a city council comparison doors to the district Detroit Swindle. There's been no mentioned by climate Mayor Duggan nor by council about the negative impacts of this Ross illage boondoggle on our efforts to combat the growing climate catastrophe, the flooding, the droughts, the passive wildfires. This is a responsible, it's a betrayal of the youth. If we do nothing they will inherit an unlivable planet until we have guarantees of a development that is powered by renewable energy and is built sustainably the Council must send the billionaire's back to the drawing board. Detroit must take the lead in innovation for our collective survival. Don't take it from me. Listen to the UN scientists who just yesterday issued the most dire warnings yet, during World War Two Detroit was the arsenal of democracy today we must be the arsenal of survival. Thank you.
The next caller is calling user one.
Can you hear me? Yes.
Good afternoon. I sent the email yesterday. Madam President. I'm showing you videos once again and I'd like some answers to my question of what are you going to do that deals with the ongoing problems of retaliatory evictions. I've made a suggestion that DTS should have with their key offices that they already have in place whereas slips and money order payments. Does they're good for cutting off people's utilities. Why not? Make it assessable that they take money order payments, and I have not gotten an answer back. Finally, I also asked the question the why Julie Schneider has not to answer questions about this February.
Thank you.
The next caller is Tonya Myers Phillips.
Good morning honorable council members, Tanya Meyer spellings. I am calling in urging this honorable body to vote no today and reject this deal. This proposed deal is extractive and harmful to Detroiters. There is not enough enforceable language in that agreement to even consider voting on this today. We cannot trust PowerPoint promises. We need strong enforceable community benefits for the entire city. And this agreement is not it. They are trying to pressure you into making a bad decision that will bind us and our children for the next 30 years. Don't fall for it. Send this agreement back to the drawing board. They say they're the state deadline and they're waiting. But we've been waiting for the past 10 years and longer for Olympia to fulfill its promises. We need strong community benefits, like a contribution to the Affordable Housing Trust Fund things that don't displace our seniors and elders. This is our money. It should be our terms. If they don't like it, tell them to use their own funds. vote no. Thank you
Thank you.
The next caller is Carol Hughes.
Good morning, everybody. Miss Phillips hit every point that I would like to hit but I would like to also say to you today vote no on district detorri and send it back to be determined like you do everything for the citizens. Let's talk about a better benefits grid agreement and less have actual lawyers writing this up so we have strong language and a benefits agreement. I'm a little tired of seeing a cork towel on the agenda. It seems that they're pushed to the front of the line and they get all of the all of the new construction. They get all of the new everything. I think that that's a travesty. And I think even voting on the Olympia deal is a travesty as well. You have been informed that this particular party has defaulted. And you cannot make a contract with someone who has already defaulted. Please follow the law. If you expect us to go by the law. You go by the law. Thank you Thank you.
The next caller is Karen hammer.
Good morning. RGG Green Acres Woodward Civic Association board voted unanimously to save her public libraries. It's an equity issue for all Detroiters, a public resource and asset. We voted for five things. First, on our proposal L which taxpayers voted for in millage is so that 89% of the Detroit Public Library budget is covered. To keep the Detroit Public Library's public. Three keep the Troy Public Library Commission separate from city government for make the school board selection process for appointing the Detroit Public Library commissioners fully transparent and five, change the text capture law and support Senate bento Bill 1086 To free Detroit.
next caller is Halima Casals.
May be hurt. Okay, good. afternoon, madam president honorable body. My name is Halima casellas. I'm a mother artists lifelong Detroiter, Cass Tech grad living in D five. The best indicator of the future that we have is past behavior. I'm urging you to vote no Olympia and the illage family of companies have defaulted on several agreements with the city. The villages have left scores blighted properties downtown for decades. The Villages did not hire Detroiters or LCA as they said they would. They're using previous unfulfilled players repackaged in this deal. We need a reverse but for analysis to look at all of the compounded effects of their broken promises over these years. They are also being very deliberately with the LCA employees. As there's a SEIU petition for fair pay and fair working right now. Against LCA. We need you to take your time read the fine print. There's only 63 permanent jobs racial equity framework
the next caller is phone number ending in one to four.
Okay, the next caller is Susan Steiger, Walt.
Good afternoon. I am a 40 year resident of district one. And Councilman Tate I am also a retired retired physician I worked and lived in Detroit for more than 40 years. I am opposed strongly opposed to this. This bill because it it we need we need development in the neighborhoods. We need to support the schools with tax money
and the libraries. I might add that I'm a proud member of Metro Detroit, democratic socialists of America as well as active in my community we don't need the billionaires to get our money. Thank you.
The next caller is a Mara Hyman.
Good afternoon, council thank you. Talk Miska cells just did a pretty good job of recounting images. defaults on promises I'd like to discuss the related companies are on affordable housing. They currently have some housing that is rat Roach and mold infested which they have not done. Anything about telling the tenants that they don't have the capital to do the remediation. There have also been in very serious and bitter fights with unions around wages and time. They have also violated wage and labor standards and have been cited by the federal government. Their buildings also let ADA accessible facilities and they're currently or last year had suits filed by the affordable housing tenants because they use corridors you know like the really nice apartment has one address and then they have another address around the corner and also those
Thank you. The next caller is Linda Bowie.
Good morning. Can you hear me? Okay, I'm calling in today to ask you to vote no on district Detroit plan. I also sent an email yesterday to every council member and I hope you would consider it and take into account what I said. The images have been a bad business for Detroit and they're part of the problem with why Detroit has gone as far down as as it has. They have made promises that they have not kept. I do not support bad behavior and you should not either. So please consider the Detroit majority and vote no on this project. Thank you so much.
The next caller is phone number ending in 534.
Can you hear me? Hello?
Okay, great. I do not support district discount either. God will judge you City Council on how you to treat Detroit residents versus the billionaires. Yes, residents have been displaced from downtown and midtown. I have witnessed it over the years since I've moved back City Council. Why are you creaming this deal through during the busy budget season? That to me is legislative malpractice disrespectful to the residents. And we have not done your complete due diligence. Why haven't Chris Ilitch and Stephen Ross and their bankers taken time out of their day to come before the council and as Miss Halima caselle said but for the images sitting on their property, leaving it vacant, lower Woodward would not look so bad. Also, it looks like from a book I'm reading I mean that from the downtown Detroit partnership, there's plans to bring the World Economic Forum to Detroit.
The next caller is Bill Wylie Kellerman.
Afternoon members of council energy Well, Bill Wiley Kellerman. I'm a pastor retired from St. Peter's Episcopal Church and native Detroiter, educated in Detroit Public Schools and currently a member of the Coordinating Committee of the Michigan poor people's campaign. I appreciate the articulate voices who have spoken in opposition to district Detroit, the city DDA giveaway of public monies, including those which should go to the schools and libraries when these billionaires and developers come to you and say we need to make the numbers work they mean transfer $100 million to us for the for the privilege of making more profit and ending up with capital and real assets at the expense of Detroit taxpayers, homeowners workers, students, neighborhoods, rethink this budget and the tax captures tax stuff from Detroit Public Library, which only happens in Detroit.
The next caller is Dennis McGuire. Good afternoon.
Good afternoon. Can you hear me? Good afternoon.
Basket
Okay, can you hear me? Okay, I apologize. My name is Dennis McGarry. I'm the president of the union workers, local union, and I'm speaking on behalf in support of this project. I'm not speaking as a labor leader. Right now because I believed my brothers and sisters before me covered all that. Just speaking on behalf of someone with the love and a passion for the city. And with my job I got the opportunity to talk to a lot of people every day and one of the things I always preach and take into consideration for myself is when I'm faced with the decision. One of the best things I always tell people look at the look at the tunnel vision. So envision the city of Detroit and where you want it to be in envision projects like this is the steps to get us where we need to be. So let's not stop the progress. Let's continue it and let's get these projects like this going. So we can all have the city that we all want and love. Thank you
the next caller is Chris Gilmer Hill.
Hello, have you heard differences?
Hi, my name is Chris comer Hill. I'm a lifelong DC resident and member of the Detroit democratic socialists of America. So firstly, I'd like to speak in opposition to the deal as it currently is, because as we've heard today, it's not doing enough for Detroiters. We've submitted a couple of other comments that we hope can be read into the record today. But specifically, this isn't doing enough not just for neighborhoods, not just for seniors. It's also not really doing anything for say students downtown for young people who have come back to the city. This isn't doing anything for anybody except for the billionaire developers who are directly profiting. But you've already heard enough about that. And you have real proposals in front of you to make this deal better. So I would specifically urge Council to take all the time it takes to use those proposals to improve the deal to get whatever benefits we really can afford to troit and to not listen to these false urgent timeframes. There's nothing specifically urgent about this deal. Worst case the billionaire's can just wait another year. The only reason they're trying to rush it is because they want you to be a rubber stamp for whatever they want and we'd trust you to say
the next caller is Karen Winston.
Hello Can you hear me?
You said yes.
We can hear? Okay, great. Great.
Yeah, first of all, I like to speak in opposition of this downtown disaster project. Now I had a lot of local 58 electricians but and we also have a local 17 in Detroit. You didn't hear any of those guys making up for you now know why? Because they are the ones that restore the storm work. So if we had our own, you know, workers here, you know, we can get our own power restored a lot faster, but we gave up all of our overhead crews when you gave up your power company. So that's one thing. So yeah, we want to you know, we want to get in there. There's other electrical jobs and just inside wiring and so we need to get back in that. You know, in that elite overhead club. Also, the banks are failing. Why the heck what we want to know I don't have any more pension money for you to take to pay for some BS deal. You're gonna try to put together enough already. Now. We love to jobs, we've lost pensions, and nobody's been charged. Nobody's been prosecuted. Jesus Christ. What you're gonna do, be smart.
And the last caller who had raised their hand before you cut off public comment, madam president is Miko a Williams?
Yes. Hi, good afternoon. I am in opposition to the district discount. I do not support corporate welfare. The council has not summoned Stephen Ross and Christopher Elledge to this body and explain their plans and developments. They also have not addressed the Heimlich situation, which was before this body before in 2015 and has not been solved those seniors deserve better. And to the young people who were very disrespectful in the union. I hope when you don't when you get old. The future Detroit doesn't disrespect you like you just did those seniors. I do believe that a greater solution can be held by postponing or delaying the vote until Stephen Ross Christopher ilish. Take the time out of their day to come down to this body and present their plans with their bankers and cost analysis and such. Do your due diligence city council and also to member bits in your speech means nothing you should go to jail sanbo.
Yes, madam president that was the last caller who raised their hand before you cut off public comments.

just a couple of things I wanted to say very briefly, because you heard so very clearly from the public their concerns about using Detroit taxpayer dollars, whether this project would take money from our schools or our public libraries and what it would in fact contribute to the city of Detroit residents at large in their entirety. And I just wanted to say very briefly that what you will hear next week as you said, will be the full presentation on how this project does not take one single cent from our schools or our libraries and in fact will be of significant benefit to them. The issue with the timeline and I want to just be frank about that is that we are against construction season. We are against the Michigan Strategic Fund. And while that is not the primary concern of this body, I know that this body is very concerned about the bigger picture economic conditions as they continue to shift in the United States that are visible in the news every single day. And really the opportunity to take advantage of construction season and keep costs contained. So I I will stop my comments there because you were very generous and inviting me back but out of respect for all we heard during public comment, Madam Chair, thank you for the opportunity to speak.
All right. Thank you and thank you to the development team for being here as well. CAC NAC members, for being here and to the general public and we're looking forward to taking this up next week. All right. As far as the details of go here, remember Yeah, yep.
Thank you, because you're free. I want to ask you a question about dates. This is also up against the Michigan Strategic Fund in terms of approval. That's part of the reason why
my understanding
the chair, yes, yes, it is. We have already missed the first deadline for submitting this project to the Michigan Strategic Fund. The Michigan Strategic Fund meets at the end of April. And the approval timelines assuming that they approve thereafter are what get us into construction season. So the importance of the April Michigan Strategic Fund date is so that we make maximum use of this year is construction season, which is for this project for groundbreaking on the first building already in jeopardy. It wasn't time after that second date. I'm sorry, sir.
What was the date was the second reguler I missed the first day why right? What's the what's what's the timeline for the second
the Michigan Strategic Fund is first and then that requires a 60 day consideration period and then the developer can close on their financing and that's what's required before they can then break ground. Thank you
right all right, thank you member Yeah. Um, prison Yes, broken. Up. I
have a walk on as well. And the reason I'm bringing it up now it's because part of the reason why we have not had an opportunity to deal with this particular walk on is because of the various deliberations we've had with district Detroit. And this is a reprogramming amendment. For the Community Development Block Grant annual action plans for multiple fiscal years. I certainly can wait until the end of the agenda to walk in on but I didn't know if it was okay for us to bring it up. Now as a result
of we can walk it on and take it out when we get to you Thank you, ma'am. Thank you, Tim. I write for the public health and safety standing committee from the Office of contracting and procurement.

Council Member Santiago Romero a resolution law 19.7. Members. I do also see that this item was submitted by councilmember Vinson
discussion.
Okay. It's been moved for discussion. Remember Benson?
Thank you, Madam President. This is actually a resolution that was in Chairwoman Santiago. murals. Our committee but it's actually a resolution submitted by my office this is resolution to encourage the city strongly encourage the city to set the target of Alice which is asset limited income constrained employed for Alice stability, which means that you are encouraging the city to prioritize developments that set income levels that put families at a stability level. And so when we look at a $15 an hour movement that is gaining traction, I believe at this point we're universally supportive of that level of minimum wage, but to put a family in the situation where they're actually saving money when they have the opportunity to take their family on a modest vacation every couple of years where they're actually able to provide above a level of hand to mouth sustenance. We need to be encouraging of that. And we recently saw a county rag on the fact that its most recent development a large for battery plant meets its goals of Alice stability, which is $45,000 per household per worker and so this is something that we should do in the city of Detroit. We've talked to the Jets team, they are supportive as a city, we need to be moving towards this. And this is what this resolution is about. Thank you, Madam President.
Thank you so much, Councilmember Benson. And is there any discussion? All right, can someone please move this for approval? motion has been made for approval. Hearing no objections that resolution will be approved. waiver has been requested, Hearing no objections that action also will be taken.
Madam president is the clerk's office ensure that this is in the name of Councillor Robinson, please
clerk was so no.
Wait, before we go to the referrals. Mr. Clerk, do you? I think there's a couple of walk ons. So let's start with protein and then we'll go to Councilmember Young.
Madam President, we have the Wacom for reprogramming amendment to the Community Development Block Grant CDBG annual action plans for multiple fiscal years. Council President Pro Tem Tayto resolution
potentate
President moved to programming amendment President sorry about that move to walk on the reprogramming and add two new business reprogramming amendments to the Community Development Block Grant annual action plans for multiple fiscal years from HR D.
Right. Is there any objections to walking this on for new business for vote Hearing none that motion is approved.
Council President Pro Tem Tayto resolution approving
Thank you, Madam President. I know that we reviewed it in our office and we had conversations with other members of staff from the committee, but I mentioned to our director Schneider Schneider that she and her team should communicate and work. Make sure that other colleagues who are not in the committee are familiar with this document. I'm not sure if that's happened, but I do know that director Schneider is available online if she's allowed to be moved over
director Schneider we can move her over
please this is
being promoted now Mm
Hmm are you guys Excuse me? Are you guys able to hear me?
Yes, we can hear you Director. Can you hear my
video is other way I can hear you. My video is failing on my screen so I can't see what's happening in in session, so.
Would you like me? Can you still hear me?
Yes, we can. Hear I'm talking about the reprogramming for CDBG if you can please give us up.
I can through the chair to the chair. What you have before you is a resolution to reprogram community development. From finger to allow the city and the department to meet three federal spending deadlines that we have upcoming. The first and most is in most. The first annual check is the May 2 timeliness check, which we may not have more than one and a half times our annual allocation in our line of credit at that time. The second is a seven year spending deadline. That will happen on June 7 And the third is another seven year spending deadline that will happen in the fall. And so we're asking for consideration and to reprogram dollars to allow us to meet all three deadlines and avoid potential recapture of those funds. I'm also asking for by taking this resolution today. It'll put us in a better position. For next year. The deadlines that will happen next year and get us in a stronger financial position.
Right Thank you, Director, council members. Any questions on this particular item?
Yes, member Callaway.
Yeah, thank you Madam Chair. I'm always feeling rushed when these things I haven't had a chance to read it up is there's always rushing around here. We're rushing to get through district Utah and we're rushing to get through the budget. All of this is coming on this council all at once. This I don't understand why everything appears in my first year on this council. Everything's rushed. We never have, you know, the opportunity to do our due diligence with reading. I'd like to read it. And I just got it this morning. So and while we it was presented to us this morning. We were you know, focus on district Detroit and all of our wonderful residents making public comments so I just feel rushed. I mean, I don't know if we can just bring this back because you're saying that we're up against some, I guess, some hard deadlines. I'm not sure but I haven't even had a chance to read where these transfers are happening and why they're happening. So I don't know if we can, you know, give us a little bit more time to read through it and kind of understand it. I don't know if that's possible with the deadlines. I'm not sure
right thank you remember Callaway prototype.
Yep. So through you to remember calorie one option could be to approve it today and that put a waiver on which would allow for you and your team to review it. And if you have any issues then raising those issues and reconsidering the vote so that gives, you know a certain amount of time for that review. So that's just an option just putting out there.
Member Santiago Romero. Thank you, Madam President. I just want to respond to the question that potentate asked regarding if our director reached out to us to give us a breakdown of this and she did. I just wanted to let you know that there was an effort to let us know about this. It looks like there are a number of acts that have been reached out to thank you. Any additional questions? I'm sorry, Director if you can mute your microphone. Some background noise. Alright, pro tem.
Madam president move approval of the walk on reprogramming walk on
