Good afternoon. Good. Eisner's is a pleasure and more than a pleasure for me to see you again another week. As most of you know I made 92 Friday and I was the most surprised woman you've ever seen. My children did a good job and surprised me. But in the meantime, what I would like to discuss what is going on with our city now. There's too much robbing and killing and shooting and it's getting to me at this late age in our lives that we need to stop something needed to be done. Parents need to have more attention to their children when you find a 14 year old that's running around here with a gang shooting and going on that's that's not necessary and it's not acceptable as far as I'm concerned. What is wrong I've said this over and over again, parents, why don't to take better care of your children and attention to what they're doing when they're out of your sight. I did with my five and I'm very proud of mine. But the fact is, it's not happening. This is new day. I understand that it's not like it was when I came up. But please, I'm begging the parents and don't go to the parties with guns. I go to my son's house and his wife every Sunday. It's a family of bears but 11 of us that were there my son his his wife and the mother, daughter and her boyfriend but the fact is we sit there and we discuss things especially talk about my meetings here. Mama wants to tell him this. Why don't you tell him that but the fact is, we're there communicating. There's no guns involved. And we're sitting there like decent, respectful people and then we eat our lunch. Or dinner. And we discuss things that are going on here. Matter of fact, they asked me could is it possible for us to have and then neighborhood chief to come and walk that's what they're asking. So I don't know who I'm supposed to find out and get that information from but they want the chief to walk on West Grand Boulevard between Warren and Buchanan. It's a senior like atmosphere over there. My children was raised over there now they still live over there. Each one got their own homes, and they're doing a heck of a good job as zero up there, so I'm gonna shut up and sit down. But just be careful even leave the guns at home.

Hello, everyone. I like to apologize. I want to make it very clear when I go to o CI. Ci workflow will always have an open door policy and I know your job is criminal, not criminal but complaints against Detroit police officers. So I want to make that very clear when I go I never have an issue with Jules smile. But I do have an issue with people in these positions who do not do their job correctly like they should do like I said, I've been complaining for an awfully long time concerning officers in a shelter. I see one out I left this meeting going down Michigan on a scooter his name was Frank he bought 300 pounds since the senator latkes Carribbean. And then this Bowman, who was our who was involved with Cheyenne, the police officer, we're concerned about her daughter is several other officers in that facility. I keep talking about this. It will you all do not do your job correctly. Now I'm speaking to the border commission members. Your job is to make sure the police department do the job correctly without any corruption and compliance to the rules and laws in my constitution. And if you all do not do this job correctly, it's an issue because they are still in this shelter still doing exactly what they want to do and violate my constitutional rights and still protect and Nikita Wilson as somebody is giving them the go to do all this. This is not acceptable. And I mean from the bottom of my heart every time I leave that facility, I have to worry about the nuts. I have to worry about the police department. I'm on the bus, the temporaries and falling the bus. She then communicating with the bus driver. She said pull me over and give me a ticket. I go to the second it's unacceptable when people do not respect the jobs and this accountability for that. Thank you.

I'm looking forward to some meaningful information and dialogue. They can give you information on hiring that who's in the drop program. Which is nothing more than a compensation strategy. But let's talk about or force them to talk about the risk management system which is designed by the police department to capture potential misconduct of a police officer. What more fitting topic is there for the for this board to address. And while we're on the subject of Miss conda in almost the 10 years I've been coming here I've never heard of a study being done that I think is so critical. And that is what is the final decision on a police officer. We hear about suspensions, suspensions without pay with medical benefits. But we all know it all goes through an arbitration system and the union has their input and somehow some way those suspensions with them without pay may not stick. So wouldn't that be important to to say hey, if you discipline them, what's the final decision on that? Are they really disciplined? That's all I got. Thank you. Thank you

He secretary told me that you have haven't reached out to me that never happened. I like to also bring up again the matter of missing person shall the Smith and the failure of the prpc to take the police report of her sister when she had brought that up to them and wondering if they're ever going to be follow up on that and try to find this missing person and wonder if they're questioning her guardian Mary Rowan, and for anyone who doesn't know Shelby Smith is she was the victim of corporal Dewayne Jones who brutally beat her at receiving hospital a few years back. Of course. He also got a promotion in store to the DVD. So I'm just wondering if the board has been looking into all these things. And hopefully they have and are the least have the chief investigator pick up these cases. And another matter is the board itself and it's really disappointing that you're not getting a quorum. And um, you know, people apparently have excused themselves. Um, supposedly someone's on the way I don't know if these excusing things and you know they have a really good reason or not, I have no idea. Before City Council this week, one of the standing committees. They are had a previous police commissioner before them and they asked them about their record, and they wasn't pleased with her record. You know, she wants to come back to the board. I think that people on the boys should be aware of people look at your racket. You know, when I was there I was one of the few people that would vote against some people being promoted, even if I was overwritten because the fact that some of their records are bad. I mean, are really bad. You know, we need to make sure that people's on the board wants to be in the book, and what people need to recognize the fact that people look at your voting record. And you should look at your voting record. You should be voting for the good of the community more so. When I was on the board. I was on the board for four years, for a year before the board and since I've been off the board. I've never missed a meeting. And I think my record would probably be better than anybody since we had elected our board since the charter changed in 2011 for 2012. I think if you want to be on the board, you should show up and used to take part in the board and ya should have some rules. You know if you know so many unexcused absences should be cause for the ask that person to step down well at the state the board can do a better job. I think that y'all should be aware of how you're voting people look at how your vote, and hopefully I start voting more for the community and less for whatever you're voting for. Thank you

So the grades This is the conduct that the Detroit city clerk is caught on public record lying about the allegations finding or allegations of voter fraud. by an anonymous citizen report done by her office. He says he sent it on public record to every member of council which was a lie to the mayor's office, which was a lie again, and to law department, which was another lie with the Detroit City Corporation Council comrade mallet sitting right beside her while she told you live, every elected position in the city of Detroit is compromised. Willie Belle. They owe it all to you. I told you you was in the way you got to wait Tanisha Coleman couldn't use a comb as death being dealt with. So now, I found a way to get rid of you in District Four. You have seminars saying fraudulent votes in your election as well as every school board, Detroit City Council, every single council district that I looked at, we got Detroit voter trap houses. People are moving out of Detroit and a Department of Elections is reregister known when they surrendered a license in another state. The Department of Elections registers dope and there's two ways that you can get registered to vote. You can go to the Secretary of State's but they are falling out, filling out absentee ballot application and voter registrations for people that don't have any knowledge and to name and Arabic is being used and to register and vote. Now this is word I got a 40 year reputation that I put on the land but it's very specific reason. Willie bail. While we're in District Four, you got to go do the honorable thing and resign or else you're gonna get displaced, removed from office. And again, there is no pressing matter of things to share, just to remind the public that again we do as a Board have elections for board leadership in the month of June. And so there are just a few more meetings here left with my leading the board as chair, but I do, again, remind my colleagues to be prepared for voting on this measure at our final meeting in the month of June, so that we might solidify who the board leadership is moving forward into the 2024 2025 police commissioner year. With that we will now move to what has been amended to our agenda new business and we will take our personnel and training committee report that would be provided to us by the chair of that committee. absolutely through the chair. In section I believe it's nine of your packet right at the tail end of of our binders. You'll see a memorandum that was produced in relation to the changes and really the meeting that we had this past Tuesday, June 4 at around I think it was 4:30pm. present at that meeting where commissioners Carter and myself. We ended up going through along with ACTING BOARD SECRETARY and Mr. Robert Brown and also city HR. Mr. John Tipton. So we we ended up going through and reviewing the existing job posting or job description that the board had. We ended up making enhancements to the job summary a few elements under required classifications made a shift over in preferred qualifications, which you'll notice there and removed as a writing sample portion that just didn't make sense. This was then submitted over and reviewed by our board secretary Miss Stephanie Labelle to make sure that it was consistent with city charter and so I at this time if we could actually unmute Miss Stephanie LaBelle, she might be able to provide a lot more colorful language than I can in terms of why we had to do it this way. A few weeks ago, we ended up voting as a collective body for this item to go to personnel and training committee and subsequently to get posted. So I don't anticipate that we actually need an additional motion. out of committee to be able to do so. And I checked in with with our board attorney as well on that.

The other element to this is that Mr. John Tipton shared with me that he's going to engage with the media services division to be able to more broadly share out the posting as well. But what's traditional for HR the way that I understand it, is when postings go up, and when they activate that kind of promotion internally. It also goes to community part partners which includes schools and churches. great question through the chair. So the intent and really the difference between required and preferred is exactly that. What we ended up doing is the although it was still preferred, that preferred JD language and also a Doctor of Philosophy, for some reason, was added into the required qualifications prior I'm not exactly sure why that was done that way. We ended up removing removing that to do the same intent that Commissioner Woods is pointing out to not deter candidates from doing so. It's just a wishlist item. That's how I would I would perceive that.

I was gonna say let me echo word the chair of this committee has shared which is you know, obviously we want to cast a wide net to ensure that we get the best candidate possible but sitting commissioners who are well aware of the type of caliber of individual who we need, who will be effective in that role, I think really does fall on our shoulders to ensure that we're being more targeted in who we are sharing the link with and encouraging to apply so that we don't come around to this cycle again, and are dissatisfied with the candidates that we received. And so I'm urging each of the commissioners to take a deliberative and discerning approach to who you might know or may be connected in one to two degree of separation, who might again be effective in serving in this role to add to the wider cast net, that'd be sent out through all of the mechanisms that a commissioner Hernandez just mentioned. Good evening, Mr. Chairman, to the board members of the board. Good to be here. I did place on your binders. As I came in a memorandum that I would ask that you would read carefully. I do have a date issue on there and the date should be May 4. But we had brought some security issues concerns up to this board a few months ago. And in our office, we experienced another security issue. And so I can read that memo. I think it'll it'll lay out pretty in great detail what we're referencing there. In your binders under tab number five, you do have the numbers for our progress in May as relates to the number of investigations and allegations that have come into our office. And before I go too far into the report, I do want to alert you that we are outpacing last year's number by the marriage and by over 100 cases. And as you all know, remember last year was a record year for us. And so we are on a course right now, to surpass that number. By quite some margin. We are happy to report that five of our new investigators are actually in training right now. And they they started their training on Monday. And we are happy and pleased about that. And then I'll talk about some of the new investigators in our office who have started to investigate cases and the tremendous impact that they've had in our office as well. Looking at our overall inventory of cases at the Office of Chief Investigator. There are 2031 cases at the end of May as of the end of May 2031 cases in House of those 2031 40 and 42 of them are within 90 days. 1589 of them are considered back law. When we go and we're looking at the production of the various teams that are in our in our office. You'll see it there overall our team members have investigated and or closed over 189 cases and in May, which shows for some very good effort as relates to them being able to to heed the citizens request of do these events of doing these investigations. If you can prepare last month's total number of investigations versus this month. They've increased significantly. You don't have it on your sheet. But last month we closed I think it was 45 and this moment I'm sorry in April we closed 45 But this month, it was up to almost 70 close cases and again there another 120 That's still in house. That's waiting approval from either myself a supervisor or the quality assurance reviewer. So so we're still doing a great good job of getting the word out. This the next slide deals with the number of cases received versus the number of investigators that we have. And as you can see by the slide. Last month in May we received 196 complaints that came into our office and we'll we'll deal with the allegations in a minute. But 196 complaints came in. We have more than 15 Investigators have or only have 15 investigators in rotation, which is why you see that number there like it is obviously I received a total of 771 citizen complaints to date from January to this year. And we've closed over 263 cases this year. I want to thank the commissioners, those of you who read those cases, and those of you who sign those cases so we thank you for your due diligence as well. If you compare those numbers versus last year, you can see how the trend line is taking off on us this year, this year again. I mean last year we were for the month of May we only had 159 cases and at this point we only had 612 total. And again, right now we're at 700. We're over 700 think that says 771 cases for this year versus last year. So we do know the urgency of the matter and we are doing our very best to work within the confines of our with our investigators to get the investigations done. As relates to the allegations. We have 1838 allegations that we have investigated from from January through May and there's a breakdown of where those allegations fall and typically they fall in the same area that they do the vast majority of them almost 70% of them. They fall in demeanor, procedure and service. And then we also break that down by unit as relates to the precinct units and the command units that are receiving some of the complaints and you see that on that page as well. I do want to want to backtrack a little bit and talk about some of our new investigators. I know investigators who are doing just an outstanding excellent job and investigating their cases. As you all know, back in January, we brought on three new investigators and they are right now primarily doing a lot of the backlog cases that came back to us from the Office of Inspector General they have investigated thoroughly investigated almost 90 of those cases within a two month period. And so they are doing a really really great job in handling that certainly we take our hats off to all of our investigators and our office but certainly I want to highlight those who have just done done a yeoman's job and making sure that we make a significant dent in that backlog number I know Commissioner. Her name I'm sorry, Hernandez and others have have always asked What about the backlog? What about the backlog but we believe we're making a significant dent in that. I will leave that as my report and certainly if there are any questions I will be happy to answer
any questions for Chief Investigator regarding this report. Commissioner bail?
Yes sir. Chief Investigator Could you speak to or research procedure what is the highlight area of procedure violated demeanor speaks for itself. And we've been trying to drive that. But it should I mean, we're still concerned. It just common courtesy. I just don't understand that. But thank you, sir. Thank you.

So giving some context on the seizure allegations. So
for us the driving factor in the trend line that we're seeing in procedure is very specifically related to body worn cameras. And that goes in a number of different categories by the word cameras. Either they are not being turned on soon enough as they should, or they're being turned off too soon before that scene is clear or they're not on at all. And so that's driving a lot of our procedure numbers. As a matter of fact, Deputy Chief blitz from the department access to provide for him. A number of CCR is a cases where body worn cameras were issue and we provided that information to him. And so he has those numbers from 2023 as well as those numbers from this year as well because the department is very serious about making sure that those body worn cameras are operable when when police officers are encountering citizens. So that's one of the driving forces another trend line that we're seeing and we need further definition and we're going to seek training on this is that a number of traffic stops we see a number of traffic stops where officers are taking citizens out of cars and putting them in handcuffs. And, and they're saying for safety reasons but during the actual stop, it doesn't appear to be that the citizens are being demonstrative in their behavior or anything. So we need to get better at definition of understanding on the detaining of citizens during a traffic stop so that we can better understand the policy of dp DNS and that's on our end to become more familiar with then we're going to reach out to DEP and seek that type of training so that we can be better when we're assessing those cases as well because we do see that as a trend line right now.

Thank you, Mr. Chair. Chief Investigator, can you speak to the outcomes you said that the
backlog of cases they're going through them?
Can you speak to the outcomes from the cases as
relates to the findings? Yes, the pilot? Yes, thank you until the chair the findings what the findings are consistent, so about about 12% of those backlog cases, allegations we have sustained, which is pretty consistent with our overall number. I can get you the raw numbers. I can bring those to the next meeting, but it's pretty consistent and some of those cases are being closed as administrative closures but some are being fully investigated. And we're finding that some of those cases are being sent over to the disciplinary department of the DPD in order that further action be taken but we'll certainly get you the right numbers. Yes. And can you speak I know that we have the new investigators come coming on board. Can you have any forecasts in terms of what it's going to look like? Say within the next three months, three to six months in terms of what you expect us to be as relates to these investigations.
What I can do and through the chair, what I can do is speak to where we believe the impact of the new investigators are going to take us and we believe that we ramp up our investigators kind of slowly to make sure that they're understanding the process, understanding all the nuances that it takes to do the investigation investigations. And so they're starting to two new ones that started a couple of months ago are starting to close cases now. They've actually began to call close cases and if I use as a trend line, the three new investigators who came into up to who came to us and I believe it was January they came to us when I pulled up their numbers they are over a minimum average, which is amazing to me. So they are their numbers speak for themselves as it relates to the type of production that they're doing in office. And what I'm expecting is the ones who are in training right now would match and or exceed those numbers moving forward. So and then we're also looking at so you all know we're also looking at our intake process. We're meeting with staff members today to really dive into our intake process. As some of you know, I was in Atlanta last week working with the citizen oversight review board down there, and we were exchanging ideas, and we believe that in better crafting or putting together an intake program, almost like a triage program, that we can more direct those cases to appropriate investigators who have the level of experience needed to more effectively do the job. So when I'm looking at to, to answer your question very directly is that we will be able to close at least 160 cases. I'm sorry, 120 cases within a month moving forward on a routine basis once all of our investigators are on board. Okay
And finally, let me x in terms of the monetary system in terms of each case in terms of where they're at. Are we looking to strengthen that aspect of things, you know, just you know when it when it's received when it's investigated? Somebody else who touching it the case? Are we looking to put a system in place like that,
and through the chair when well we have a system in place but we do need to strengthen the system that we have in place right now is that when investigators and I'll just start when with when investigators actually complete their investigation. So when investigators complete their investigation, my my directive to them is to make sure that as an investigator, you're completing that case for it to come to the board immediately. So if no one else looked at that case, it would be ready to come to the board. However that case still goes to the supervising investigator, the supervising investigator then looks at the video listens to the the interviews that were done, and look at the paperwork to make sure everything is in order. Then it goes to the quality assurance reviewer. That person then gives it another look over and so we making sure that whatever comes to the board is board members that you can be confident to know that all areas are taken care of that no major issues have been this. Obviously I take that very seriously. And so I look very carefully at all cases and there are times, many times that we send cases back to make sure that they are complete as relates to making sure that all of the allegations are touched upon. And we have something that's called additional information. And what that is real quickly is that when an say if the allegation is they pulled me over and they gave me a ticket however, as the investigator is looking at that issue, and they see that something else is breaking policy, then our investigators according to our SOP are obligated to record that additional information that's going on. And so we make sure that all of those elements are covered. In the investigative process. So yes, it's robust. And we're going to make adjustments along the way to make sure that it remains robust.

do the chair. Chief. Why are the officers taking the residents out of the car when they pull them over? Have the residents been doing in doing anything for this procedure to vote forward?
Well, let me say this, I don't want to speak as an army of a blanket statement because to obviously I've seen body worn camera where that's absolutely proper for officers to do that. Because of their safety issues, and because of what they perceive to be dangerous situations. We have no problem with that. Our issue is when we believe and this is why we need more training. Our issue is when we see things that we don't understand why this particular citizen has been detained and we know that the officers have discretion so we're not trying to override the officers discretion. But in order for us to more accurately assess if it meets or does not meet DPD policy. Our investigators need to be better trained as well as myself, need to be better trained on that issue.
All right, then I have another Thank you. Cheap. I got another one. What kind of ideas were exchanged. When you were down in Atlanta, can you give us a little sneak peek?
It was yeah, it was it was it was a great time that we had in Atlanta and there were a number of ideas that were exchanged exchanged before us. I will say this after visiting them our office. We perform a yeoman's job. They told me when I was down there that they had a bumper year of complaints that came in in Atlanta I say with great I mean did you hear is it 210 As I shared with them our number and what we have to do now here's the great thing is that our our our investigators pretty much investigate the same type of complaints and our staff obviously, is bigger than our staff. They still have some of the some of the same issues as relates to report writing. I shared our automated form with them, and they love their automated form. So we're providing for them a dummy copy of our automated form that because for them it takes them just as long eight to 10 hours, up to eight to 10 hours to type in and fill that report out. And so they see the great benefit of that. We talked about the triage program and incorporating some of their some of their information in our triage program. So and we're gonna keep this ongoing dialogue with the office down here in Atlanta. So it was a great trip.

any further questions or comments. All right, I have a few. The first would be there are a couple of additions to the report that I've been asking for that I hope that we will begin to see one of which is to actually see what you stated by note, which is how many of these are actually being sustained. And the different categories of those I know we get the allegations, but I think it also will be helpful to see what the outcomes are on these cases.
Through the Chair actually. Miss barber and I was talking about that today and we looked at the numbers. It's difficult to provide those numbers at certain points because the volume of the numbers are not there for this standpoint. When we looked at the numbers from January just through May. It said in the our database system, which which is when I'm really happy when we get this new one that there are only 13 sustained allegations. I know she knows that there are way more allegations than that than 13 sustained, but the confines on our system right now will not allow us to produce an accurate number that will show you that so when when the case is because there are a number of cases that are pending as you as you see in our in our report. When those cases begin to close, and that those numbers hit our database system then we're able to pull those numbers but right now, as relates right now that number is 13 allegations and
we know that that is not an accurate number of allegations that have been sustained this year. Yeah. So again, finding some way to communicate that because I think commissioners are interested to hear you know that that's a challenge that we have, particularly when citizens are needing to be informed around. What are the outcomes of these allegations that we are not yet confident and being able to share how many have been sustained or how many been closed by administrative closures or whatever the outcomes have been? That's definitely an area that I think we need to play some focus on in that same vein, and again, I noticed is more work even with all the workload you already have. I mentioned last week around the number of cases that have been administratively closed up for no other purpose then there wasn't enough data because we weren't able to contact the original complaintant. So there's a way that we can capture how often that happens to get a sense on whether or not that's a matter of timing. So whether or not we reach out within a couple of days or two weeks, but to get a sense of how we can get better at actually maintaining engagement with complaintant. So that these cases in many times, some of them I'm reading are very troubling, but because we can't get any more information from the complaintant we have no other choice but to close those cases. That will be helpful. The last that I would say and you know, I was very clear in assuming a chair that I would not make the promise of eliminated a backlog under my tenure because I knew it would take a lot more time than that. But what I was committed to was ensuring that we were fully staffed so that we would have the people power necessary in order to properly investigate these cases. And we've come really close to that. But in listening to these numbers, I'm concerned. I'm not getting a lot of hope or optimism because they're going in the wrong direction. And I'm not suggesting that that's a result of the work that the staff at OCI is doing because as you have stated, We're receiving more cases than we ever have before. But my concern is that the backlog is continuing to grow. And if our intention is to try to rebuild some sense of trusting competence from the community and our ability to actually investigate these cases, you know, at a certain point, we go ahead to really put a dent in that backlog. And so, you know, obviously, you know, being fully staffed in OCI brings some optimism. I know there's been this kind of consistent conversation about the case management system, and hopefully that adds to some efficiencies. But I'm I'm really just sharing this to kind of pull low heat on to the OCI office that we need to really see some increased momentum around closing these cases. So that again, I think that it was around 1200. When we came in, then it was like 1500 And I was like, 2000, that we're not going in the wrong direction when it comes to cases have been investigated for police misconduct and cheer if I can guess I'll use your analogy. You use the analogy of one day of cleaning up your room Yeah. And you said your mom says sometimes it'll get a little messy. If we get better. Yes, I think we are in the process where we can see how the backlog is going to be reduced. It is about getting people on board though. It really is.
And I think once we get all 23 investigators on board, think about uh, we've we've had 13 We've had we had 15. Now, once we got 23 on board, as we're in these record years of cases that are coming in, I see the trend line, I see how it is going to come down so I share your urgency. I absolutely do share the urgency I speak against any potential slowdowns in in work stoppage or people who you know may become weary we make sure that we are life balance centered as well that if people need to have to work from a different environment, we do that to keep the momentum going. But I think it'll change monumentally once we get everybody on board and we've seen that we've seen that happen again 80 cases from just those handling the backlog alone is is very encouraging, but I do share your sentiments one 2% Sir Commissioner woods. Yeah, absolutely. Through the Chair. To the chair, I'm thinking that, you know, far as we probably need to see something for the public to Well, I think the public needs to see in terms where we've been sustained that and I think it shouldn't be on our website. And I think that website should be updated on a consistent basis, if not on a weekly basis on a monthly basis that these amount of cases were sustained. And these amount of cases were not sustained or whatever, you know, they need to see a report card. We need to be very transparent with the public in terms of making sure that they see what's going on in terms of OCI and the Border Police Commission. Yep, I agree. And obviously, that'd be something that we aim towards because there's a lot that needs to happen. I think that case management system really will allow that to be a lot more efficient. And so we're hoping to see a status update on that. But I agree, Commissioner Bill, I'd like to elaborate on what you just thought the backlog. When we're on the consent agreement. We got fine. Some African per day. I think we need to concentrate with experienced investigator on that particular effort not inexperienced investigator we need to take a could be dive on that whole process because to process new cases and you got back all it just makes sense. But that timeframe is the clock is still kicking. Right. So people a year later two years later, that not satisfaction through my work closer case. Thank you. I wonder and the banks bank last year, to this year. I think you know, I think now we just gotta sit back and relax. Because even investigator got a full staff now. So you have to just sit back and relax and see what you can do. Because I mean, when you came in the door, what about a year ago, a year ago when you came in and no you were down? What about 15 investigators? We were I think yes about 15 or 15. Right? So he's never been set up at all. Nowhere near fully staffed. So we have to just see now what he can do. We got to give him a chance. I'm all set this year. I hear your philosophy, but I don't think this is a time to sit back and relax. This is a time to lean forward and get to work. And again, this is a backlog has been plaguing this board for years now. And again, I'm definitely sympathetic to the fact that you know staffing has been an issue and the fact that we were receiving historic numbers of complaints that are being filed. I'm very clear on that. But at the same time, there needs to be this kind of constant level of urgency and agitation that comes because when we receive it from the citizens, I think it's important that as commissioners, we make sure that that share with the staff. So again, we're all on the same page. I hear you but yeah, I think that it's more about leaning forward and getting to work and part of that and I mean I see one page here on it, but part of that is having commissioners actually reading cases and returning cases in a reasonable amount of time. Okay, so that's a part of our work. So when investigators have submitted their cases and they come to the board for final signature, that all commissioners are reading cases, which I don't think is the case right now, and that we're turning them in in a reasonable amount of time to assist them in the work that they're doing. Yep, go right ahead to cheer the commissioner has been doing it. We've been reading cases for a while, right. Again, I think that it's important that we be clear about what you might be doing versus your knowledge on what all of your colleagues
case has been given out to all the commissioners
know there are some commissioners who are not reading cases. And then there's some commissioners who receive cases but it takes a long time for them to review in turn okay, that impacts the closed cases that impacts the pace in which investigators are actually able to move forward from cases.
Yeah, one moment steer right ahead. I think this is very important. Chief Investigator walked in all our bars onto a former interim Secretary, I mean, former interim investigator Akbar that left him in the hole, right. What a lot of backlogs Correct. He walked in on that so that shouldn't be his fault.
I think that you may be misunderstanding my sentiments. There is no blame being placed on chief investigator or the investigators in OCI relative to the backlog. It's just an awareness that there is a backlog, paying attention to the trend and seeing that number go up and saying from the Commission's position, let's make sure we're doing everything that we possibly can to stay on top of this. So this backlog doesn't increase there's there's no blame being delayed on Chief Investigator Okay, one
more thing. So when chief Orfeo walked in, he was in the hole. What about 800 in the backlog? Maybe?

So the mission if you try to put that burden on Akbar, historically, when I've worked in at office before I retire, we had a backlog as I mentioned to you, the Justice Department that call So highlight it and all we clean that process with DPD Hill and tech system. Thank you. Good afternoon board that afternoon. So there's a chair I'm going to go right into the report. We have one member of the department who was disabled and covered recovering at home from an on duty injury, the officers assigned to downtown services. Moving on to our crime data homicides. As you all know, we do have reductions in our part one, violent crime and homicides. Last year we had 110 homicides this year. They're 83. For non fatal shootings last year, we had 323. So far this year, we have 249 robberies, we had 601 Last year, this time, this year we have 431 Total Part One violent crime 202,023 year today, we had 5265 cases this year year today we have 4664 cases and carjackings. Last year 2023 Here Today we have 77 And this year and 2024. We have 38. Moving on to our drag racing and drifting enforcement's, that's for last week from May 31. Through June 2 We had over 28 people investigated, five vehicles investigated to impounded we had a weapon recovered and we answer 11 Police runs related to drag racing. Six police was related to block parties and we even roll five spectator tickets relating to those types. of circumstances. Beginning for a drag enforcement stats beginning March 15 Going year to date, we've investigated over 499 people. We've issued over 110 citations we've investigated over 272 72 vehicles, we've impounded 49 vehicles of which four were stolen. We've made 41 felony arrests, we've recovered 28 weapons. We've had 18 Block Party responses since that since that time, we've issued at least 12 Drag Racing tickets. I'm sorry at least six drag racing tickets. And we've issued over 62 spectator tickets related to drag racing. Moving on to our mental health related costs for service. There is obviously an uptake from this year. Over last for the for the last seven days. We've had 340 service cost. We've had 397 calls for service. That is an increase actually from this year over last last year. Grand Total we had over 6907 calls this year. So far we've had 7384 calls so quite a bit of costs related to mental health related concerns. Overdose related costs in the last seven days. We've had 213 costs for service and we've serviced 139 of those costs when we look at our grand total number year today of service costs. Last year we had 2359 and this year we had 2233. Moving on to some of our significant incidents. We did have a quadruple officer quadruple shooting which was actually officer involved shooting this whale that happened in the eighth precinct on Saturday, June 4, I'm sorry June 1 Saturday June 1 2024 at 1:43am. So officers went on routine patrol in the area of Trinity and Florence when they heard shots being fired soon after officers received the call for service of an active shooter and the 16,000 block of Trinity. officers arrived at the scene and observed multiple people fleeing from the location. officers entered the backyard area and observed several people shot individuals at the location armed with handguns and Officer fields for the safety of citizens and other officers fire shots at an armed suspect. Additional officers arrived at the scene to assist. Upon arrival officers discovered three females in the backyard of the location suffering from gunshot wounds. And one male inside the home suffering from gunshot wounds. Officers provided medical assistance and to the victims could be transported. All of the victims were transported by medics to a local hospital for treatment. Officers from the eighth precinct preserve the same and detectives from the homicide Task Force were notified. Officers did follow up at the hospital for the conditions of the VA the victims. Victims one and two were listed in critical condition with various gunshot wounds to the head and chest and victim three was this in a temporary serious condition with gunshot wounds to the right thigh and four forearm the fourth victim was listed in temporary serious condition with a gunshot wound to the right leg. Detectives at the scene were able to determine that several individuals were firing weapons at the location. Detectives are trying to determine the identity of the suspects and their motive the incident the incident remains under investigation. No officers were injured during this incident. Detectives are asking anyone with additional information regarding this incident to contact Crimestoppers at one 800 SpeakUp or Detroit rewards TV. A second incident actually happened that same night. In the third precinct, there was a quintuple, which is five people shot non fatal shooting. On Saturday June 1 at 1:53am was a busy night for officers that night. Officers were dispatched to the area of West Lauren and West grep was Grand Boulevard to investigate a non fatal shooting. In the third precinct again. officers arrived at the scene and observed two victims in the street suffering from gunshot wounds. Officers transfer transported victim one and Medic 39 transported victims to to Henry Ford Hospital for treatment. Upon arrival at the hospital officers discovered that three additional victims were also privately combat conveyed by unknown persons. Victims three four and five were also suffering from multiple gunshot wounds. All five victims were listed in critical condition. Officers from the third precinct preserved the same and members of the third precinct non fatal shooting team were notified and responded to the same. Detectives discovered that the victims were sitting in a silver minivan before the shooting. While sitting in the minivan. Someone in a white SUV drove by and fire shots into the minivan and during all five victims. The incident is still under investigation. Detectives are asking anyone with additional information regarding the incident to contact Crimestoppers. There was a third incident. Sunday, June 2 There was a fatal shooting in a Fourth Precinct at 11:22pm. Officers were dispatched to the 7000 block of Lisbon to investigate a fatal shooting. officers arrived on the scene and observed the victim lying on his back receiving CPR for medics. The victim was transported to Detroit receiving hospital where he was pronounced dead on arrival. Officers from the Fourth Precinct preserve same
and members of the homicide unit were notified and responded to the scene. Detectives were able to determine that an argument was heard before the shooting and that the suspect described as five nine stocky build in wearing a tan hoodie drove away from the location and a while older model Ford Escape. This incident is also under investigation. We had another fatal shooting in the second precinct on Tuesday June 4 at 4am officers were dispatched to the 14,000 block of McKenzie to investigate a suspicious vehicle which later upgraded to a fatal shooting investigation. officers arrived to investigate a gray ford f 150. That was running for approximately six hours at the intersection of Hubble and Mackenzie. Officers observed someone sitting in the driver's seat of the vehicle unresponsive. They entered the vehicle and observed the victim suffering some suffering from two gunshot wounds to the head. Medics arrived at the scene and pronounced the victim deceased. Officers from the second precinct obviously preserved the scene and notify detectives from the homicide section. They arrived and did discover that the vehicle was parked at the location running for approximately six hours before Citizens call at 91911 and detectives are still attempting to identify a motive and a suspect. This incident is also still under investigation. And lastly, we did have an officer involved shooting. Again yesterday we were not able to give media information regarding the circumstances at the time due to the storm that occurred. There was downpouring that occurred as the chief was on the scene and with the media and everybody just kind of scattered. So I'm going to give a media release here regarding that officer involved shooting yesterday. The homicide Task Force and the Detroit the department's Professional Standards Bureau have been continuing their comprehensive investigation of the facts and circumstances that led to the officer involved shooting that took place on June 5 2024. At this time they did the DPD can confirm the following. The department confirms that approximately 2:37pm officers from the department's eighth precinct were dispatched to the area of Granville and Trojan regarding a male shooting at people inside O'Hare Park. Additional information was later obtained that the involve male was in a gray Jeep Cherokee and that a second individual was also seen in a second Jeep Cherokee responding officers searched the area for the involved vehicles and later encountered a gray Jeep fitting the description of one of the involved vehicles. officers attempted to stop the vehicle, but a pursuit that lasted at least several minutes and sued at approximately 3:10pm A unit responding to the pursuit pulled up to the area of West seven miles in Bitler. Video from the area confirms that a Detroit police officer responding to the area of the pursuit fired at least one round as the vehicle headed toward him and subsequently around the officers vehicle but investigation with has since revealed that one of the occupants raised an AR style long gun outside of the window in the moments leading up to the officer firing his weapon. The vehicle subsequently continued to flee driving at a high rate of speed around the officer Scout car, the pursuit continued for several more blocks before starting as a result of a flat tire, at which time the occupants of the vehicle fled. Five individuals were located and arrested, one of whom has sustained a gunshot wound to the lawyer lower leg the subject was conveyed to Sinai Grace hospital and is in stable condition. One of the Jeep Cherokees involved was found to be stolen. responding officers have so far located four firearms including an AR style long gun and one AR style pistol. At this time, the department is still attempting to determine whether the subject was shot in the course of earlier events or as a result of the actions of our personnel. While this has been investigated the department is regarding this incident as an officer involved shooting. The juvenile has been treated and released from a local hospital pursuant to DPD policy. This matter is being turned over to the homicide Task Force for investigation with personnel from the Michigan State Police assuming the lead this matter will also be turned over to the department's Professional Standards Bureau to investigate the administrative aspects of this event for purposes of determining whether there were any policy violations. So with that being said a couple positives. We did have a restore peace roll call in the ninth precinct yesterday. We're having them actually at various precincts. All week and when we do our restore piece roll call in the community is we will pick a commit a location within a precinct and officers will conduct roll call in front of the entire community in that respective precinct. They're welcome to come out and look and see they'll be given their assignments. We've done it a number of times I did it a couple times when I was a precinct commander at the 10th precinct. So the community does like that Minister show the community our response to this recent uptick in violence despite ongoing historic crime reductions. 2024 Pal diamond sports Opening Day parade will happen this Saturday June 8 power will hold their diamond sports Opening Day Parade from 8:45am to 9:45am at the corner Borough Park and precinct events, positive events from 11th precinct on Tuesday, June 4 officers from the 11th precinct partner with Little Caesars to provide lunch for legacy Academy students after they witnessed gun violence during their field day. So additionally, cit officers and school counselors talk to students about their experience and offer support. MPOs also gave students a short gun safety presentation before lunch was served. Um, so I know the chair and in this commission has been, you know, working to make sure that we be able to get a chance to see the body cam footage of these shootings. You know, officer involved shootings. Where are we at with that? We need to you know, wrap it up is for it within a week and a half. And I know there's going to be a lot have to be released as relates to the community as it relates to these officer involved shootings is vitally important that we have opportunity to see that footage. So the chief is committed to the 45 day critical incident debrief. So but I will take your, your concerns to him. Thank you. You're welcome. Yep. And just to be clear on that, and again, I think I asked the chief about it last week, and he suggested there wasn't a change. But again, there had been a debriefing scheduled for commissioners prior to the community being shared those videos and so I don't know if that's a change with DPD whether or not we still will be having those deep briefings with the Commission, but that that clarity will be helpful. So we make notifications to all CVI partners on all shootings in their location is something that we actually audit and we actually look at in our contact just to make sure that they're getting notifications of all shootings within their locations, their CBI areas. Okay.

It seemed like a lot of them have been around kind of like block parties in the light. And you know, it's just now really starting to get summer ish. And so it's concerning that this is kind of how we're kicking it off. And so are there any kind of strategy or policy changes or recommendations that DPD is having to communicate with the community around black parties, any kind of extra restrictions being made to ensure that this doesn't become a tree and for the summer, so I
do know that we are working with the law department to try and find some organisms some legal language around ordinances we with regard to block parties. We are committed obviously if you if you get your block party permits, you have your sign off with your neighbors, your fellow neighbors, to ensuring the safety of those parties, whether it's barricades and whatever we can do when they make notification the issue is those those neighborhoods and those parties that are we are not notified of and we pull up or we get the numerous 911 calls from the neighbors with regard to so many people on the blog, the loud music, the trespassing on their particular property. Those are the ones that cause concerns that we're trying to address however we can.
And I remember some years ago when we first got the I don't know if the technical term or the metal detectors, but the ones that are involved. Yeah, that there was some conversation about whether or not community organizations would be able to utilize those. Is there any mechanism for community block parties who actually go through the permitting process to utilize those for their gatherings?
So I do believe there is a mechanism mechanism in place for that it probably will determine how many people was going to be at the event where the event is going to be located, but certainly as a as a strategy. To prevent crime and guns getting into these locations. We're certainly open to allowing the community to use evolved some of these events.

Then Sir, if I may share. Vander Parrish would like to provide a statement regarding our body worn camera usage from the cheap. Yes, go right ahead.
Chair Presley, thank you for having me through to the rest of this board. Chief white asked me to come down to speak briefly on the issue of body worn cameras. Recently, some concern has been expressed over the usage rate of body worn cameras so I just wanted to assure everybody on the board chief white before he became chief was Assistant Chief white. Chief white brought body worn cameras to the city of Detroit. He brought body worn cameras to the Detroit Police Department. So there's not a more zealous advocate for their use, then Chief of Police James White, he was also the producer of the department's body worn camera policy and as he and he has ensured that that body worn camera policy remains updated. When he came back from the Office of Civil Rights one of his very first orders to the team was a comprehensive audit of body worn camera footage. And that was to ensure that our body worn cameras were working and that the officers were using them. From that audit, he realized and identified deficiencies, which led to him purchasing through the procurement office a whole new generation of body cameras. Moreover, the number of body cameras that we carry today far exceeds what we use to these days every officer, including myself, including executive staff have been issued body worn cameras. If you saw me at the NFL trap, you would have noticed that I was donning a body worn camera even as a commanding officer in the Detroit Police Department. So in light of these recent concerns, you've wanted to assure that Chief I wanted to assure the board that there will be an audit done on body worn camera usage similar to the one before perhaps a smaller team but similar to the one before so that we can identify more than and beyond simply a few instances where officers have been found not to be worrying them to get a more holistic view of just what our compliance rate is, from our perspective, the officers are overwhelmingly wearing them overwhelmingly complying with our policy. The board's been privy to a number of critical incident debriefs where body worn cameras have been instrumental to allowing us to figure out what exactly happened. So we're not aware of any widespread pattern of non compliance however, because there is the concern and audit will be launched and chief White will make sure the jobs get gets done.
Thank you for that and I think that a part of the audit or it's something that can be considered is the ambiguity around the definition of a significant encounters with citizens. And so what we're seeing in some of the cases that we're receiving is not necessarily that the officer isn't wearing their body worn camera but they aren't being turned on at times where we feel like they should be capturing their engagement with citizens. And I think that the ambiguity around what is a significant citizen encounter has been an issue of trying to determine whether or not it was appropriate or inappropriate for that officer not to have their body worn camera on it. So if that can be a part of what is being analyzed that would also be helpful.

I haven't been down here. So tendency for this is about the seven precinct commander and the chiefs. In the police department and detectives down there. I went in one day with my service animal. And that was told I couldn't enter. I told a young lady that I was talking to was a police officer and I told her I said I get tired of people asking me to paper that I do not have to have said all they do is mess with my mental by taking me back to slavery, how he was treating black people. It was a white man standing over there listening to me in her conversation. He walked up and he said saying How dare you relate that dog to slavery? And I told him how dare you tell me how I feel when you ask me for papers that I do not have to have the doll. It's not gone producing paper papers. I have to if any papers had to be produced. So yes, just like they did it slavery with black people didn't have to produce paper they asked for and then I went to a meeting I actually important meeting with him in chief. There then waited a week to three, the Head of Community me, I went to it. I explained to him once again at that meeting in front of everybody how he made me feel and that he owed me an apology. Had I been a white woman to do or other color. I would have got an apology. I had all the black police officer here giving me this meeting what but yet in the steel when they sat me down, they other people backed up and complain about police officer at that meeting what that then what in the hell was that meeting there for? And still I have not received meetings with them. They treat me
fine. So can you provide what is the policy for service dogs and precincts for different animals rather
so unfortunately, through the Chair, I don't have the policy in front of me regarding service dogs in a precinct. I believe there's a law though. With regard to having having paperwork on your person, if you are like getting on a plane or something along those time. No

Yeah so often you know citizens come in you know, they make these complaints about not being able to meet and then you know we say we will set up a meeting but we don't have a feedback loop to ensure that happened. So what's a reasonable amount of time to expect that we can get some feedback on whether or not that encounter has actually happened? Two weeks, three weeks? Yeah, that's still two weeks. Okay. I would say God nobody got hurt in terms of offices. I would suggest when you have violence like that. And a lot of times hospitals we see the other end there should be no block parties. I'm sorry. The block party there should be no ordinance or anything. We you see that kind of violence on block parties. You need to shut it down and they not even have it until you not get that type of violence. That's my comment on that. Also, I know Chief Investigator Warfield mentioned about when you have 700 complaints from January to me that's a lot. And that's why the backorder you get that backlog. I know there's probably a lot of issues. I was just listening to the latest comment about probably a lot I'm sure some of the comments about the demeanor of the officers and I know officers who are dealing with stress every day, but there's no need to be disrespectful. So I don't know what's happening with that. I know, policing today, a lot of issues going on with policing because of what they're experiencing. And then sometimes when they're dealing with the public, it comes out in that type of way. So that probably needs to be dealt with. And then when I was there before the mom that caught the mom that came and spoke before the board. Her son was Michael Dawson. I think they found him dead. And then when she called the officer and he said Well, it's a busy time right now because of the NFL Draft. That's a major problem right there. You can have compassion if every police officer was busy. His response should have been to that mom was that ma'am? I'm sorry what happened with let's see if we can get somebody to help you. I'll give you a call. Let me take your number. I'm sorry that happened and speak with her but you don't tell a mom that just looking for a son and she found them dead. It's a busy time right now. All right. And so with that, we will move forward again, we thank all of our public commenters and so finally we have presentations. To the board will begin first with the bo PC budget actuals by our fiscal executive manager drew freeze.
Chairman, Board of police commissioners, it is with this fiscal presentation that I want to walk through the actuals for the month of April. For the OPC.
In go to slide three.
I'm excited to report that for the month of April. Our actuals were 238,782 for the plan of $296,132. This represents a utilization of 81%. primarily driven by our salaries and wages and employee benefits, meaning that the task of making sure that the DOP see staff is fully fully staff. We're really making progress. And this is an April we haven't yet yet got to the part where we have on boarded the OCT OCI members that just started this week. So this is one of the highest utilizations for the year. We are still in surplus which is a $57,350 surplus for the for the for the month of April. Again, this beings vacancies albeit smaller than they have been and our miracle sauce construction being incomplete. Now not allowing us to pay that rent. Go to the next slide. The vacancies that remain are the executive manager of policy where interviews have been conducted and a candidate has been identified. The secretary of the board and the attorney. I just want to mark that there's been great progress on this front. And as the months continued to pass, we look forward to making up the gap and in terms of the where the budgets are actualizing go to the next slide. Go to the next slide.
The last piece I want to touch on is some reconciliations of the OPC pay standardization. There's a couple pieces here that there's an opportunity to meet on in with either the personnel or budget committee to align on recommendations to the board. But those points are for the administrative position title, the supervising investigator title, the the investigator tighter title and the standing secretary. I look I look forward to joining one of those committees one of those committee meetings be at the personnel or budget to walk through those recommendations and then to bring that to the board. Oh yeah, through the Chair. Thank you for this budget and I see that you had on the air fires for the reconciliate reconciliations as relates to pay standardization. That's a vitally important issue and how long we've been waiting to get this done.
For a while now. On one hand, you could say that the lack of standardization has been going on for a while it has been a pressing issue for months now. So it is very eager to to address the issue at hand. I want to hand we are working hard to fill the vacancies of the VO VC on the other we want to make sure that the current staff is being compensated with equity.
Absolutely. Through the chair with to the chair you know our urge us to be able to, you know act on this as as expeditiously as possible either through you know personnel or you convene in a meeting with on this because this is a vital important issue.
Yeah. Hey, we had a quorum I would have entertained a motion today, but we don't have a quorum. And so I will direct this information to the budget committee. So that there's two parallel tracks. I don't want to overload the personnel and training is we're trying to close out the board secretary higher and so sending the budget should allow us to be able to address it quickly and effectively.
Do who who is the people as on the Budget Committee.
Yeah, that will have to be reviewed because again, we made a selection around the leadership of that committee and then one of the committee members then resigned so
yeah, so you probably have to put together okay, all right. All right. Through
the Chair. Yes. If it would be okay with the board and I know we don't have a quorum, but if it's possible to bring these recommendations to the Personnel Committee to be able to move forward with the with this as expeditiously as possible. Would that be acceptable?
Well, they were required for me to have a conversation with the chair of that committee, again, to make sure that the pressing issue that I have on them right now is to get this board secretary hired isn't hindered by doing the due diligence on this as well. But if the gear is confident that that can happen, then we can move forward. commercial work.
Have you close out the specified personnel training committee yet?
I have not but in reference to the report that was given by this special personal training committee on this item, I guess about a month ago, maybe three or four weeks ago. It seemed to be some hesitation, if not resistance from our colleagues about using that special committee for this purpose. And so again, it would be the chairs, discernment, to try to get a sense of the standing committees to utilize for something of this nature. But if not if we are unable to move forward are going to be something that we will have to explore.
It seemed like you will have to have a special budget committee. You know, because if we don't have the bodies, there might actually
be the actual budget committee because again, is having to reconstitute that committee, you know, I got you there being members who are available to do it anyway. Any further questions? All right.
