Thank you, Madam facilitator. Good Evangel. Mr. Chancellor, we will have your team come forward and present the committee's report under item F two zero.
Go much more to introduce the competition for some form, getting some other people
that deserve trusting and purpose presentation if I could give suicide number 19.
We have talked to the board about the recalibration of instructional credentials. And of course, what you see here is our graph of how we feel about student success and how we feel a student success. Now before I go viral, you can see on the left hand side educational prayers right across from work, services, technology, in the conversation, human resources, conversation, physical plants are in the conversation. And it gets us into success. Now. If you could go to slide number will be three where we I want to start with two points on this slide. Dr. Arias asked us to build a system that is agile and stable, if he would call us and we could get out of the classroom and sort of virtual environment with hardened system to that to that point we'd get back up if you live closer, we do bug out once he tells us. Also, we need to account for barriers instead of barriers. And we'll continue on the guidance pathway. So those are all factors that would include their ability to harden systems get out of the system. And I'd like to talk to me,
let me get that going through my mind because that was an effort for them to make available to avoid and I want it to just be one of those areas. A majority of the presentation is spoke to alignment across the district and tech Now the good news, the use of technology, the the ways, he was only talking about the what we're doing with the libraries, the LRC. And so if you read it, if you read it really carefully, you might miss the fact that we were trying to focus only on the LRC use of technology. And that's a big, big moment for us. And in transformation, not only for our students and districts across the country, because of the whole digital material and the presentation that we use in the library now, so you may want to speak, and I do have a couple trustees that have made them probably thought we've talked about the integrity of frequent
policies so that he can get into slide four. What Dr. EirGrid is alluding to is is trying to sue us, three different world, the past, the present, and build for the future. And I could walk you through what that feels like, as we have moved into the LRC. How we are living in three different worlds in the LFC, we currently have to account for the path, which is fairly face to face, paper driven system with President after COVID has a slipping and very much upland in the environment. So we built out he told us it made the LRC just the tip of the spear, we started to do a model for the LRC that accounted for a technology move into technology, if you talk about the disruption when it was called Call us was that prior to that, we have 1000 videos, a faculty member will request the video, we will take a car to the room, they play the video, we go back and get the car post COVID, we now have access to over 200,000 videos,
when in fact we had a position dedicated solely to go into court from the.
Guy's lap
so that disruption moved us into almost five or six years for we now have the capacity and we still maintain that video library. But we can tell you, you could submit a request electronically to us on demand. And we could add that movie in your in your classroom. In your classroom, we still maintain folks with much more smaller books, paper is much much smaller. What
happened with the card catalog that most of us are one hour in early days.
That still that still has a space in our heart, how we are now able to work on take a hard look at Voice Search pitches that are in proximity with AI. Remember, always searching we're really talking about Siri voice you're now still living in our second world, we still have librarians who are reference librarian still had that capability to do that we still have paper, but our ability to get to online books, we're using only our systems like ESCO that gives us power that are light and paper options. So we're looking into the world right now in terms of LIC that's because our who our students are so fine. You could go to other libraries and you walk into that library and you are obviously computers with the books and periodicals. So we're living in two different worlds and the third of
you would probably love to talk about this at some point but look at the purchases now. For for the library
you we've
been we've been on digital right arterial than Wi Fi than we do on the internet. I mean hardcopy books and stuff kind of almost become a thing of the past. So it's it's, it's a transformation. That's so real. You don't have to, you know, go to campus and see it. It's not it's not it's not you know, that is the LRC
and trustees we can provide online orientations to the library, virtually face to face, they could come into the library, give or live with adults The Virtual Library will say just do it online, we are still providing trading services, you can schedule a virtual appointment with a library to come into the library library. And that's that conversation about living in a different world, other libraries and all those services down. Right now, we have a combination of processes 70% of our services can be holding for a second. And if we go into the voice system, we're experimenting new voices, and we get up to about 88% of our services can be delivered virtually opportunity if we have that capability to do searches by voice. And so we're living in the past, or in the past, there are paper options for people, there's virtual options suited for people in the system that's being built to deal with where we're headed in the future. So that's kind of Sir, was the tip of the iceberg. Start moving up and aligning us closer to where everyone else is going but recognize who we are as an institution,
embracing the technology, and that's kind of what we're talking the IRS. If you want to have some indication of what a good organization we are in terms of, are we healthy? Are we doing it right? Well, I think one of the one of them, ways to determine that, in my from my perspective is to observe the relationship between the vice Council of instruction, or editors in this case, and the right center of Student Affairs. And people will tell you that you hang around long enough, we did not have the clashes, maybe help the outcome of the clashes. Let me tell you why I say that, because what are the real issues that I mean, what are the real conversations that they have the robust conversations that they have every week, has to do with the schedule. And, you know, the the the instructional leadership meeting Dr. romantic thing you're looking at, you know, the the number of sections and disciplines and all the kinds of things that the look at any evaluation of outcomes, etc, which they should have done with that. But then you have student services, they're gonna tell you there about student success, and so on, you know, they they're dealing with the affective kind of domain, they're pushing the agenda relative to how to not feel they want to be about student success. They want to make sure that we offer 100,000 sections and across the board, and we do think that it's important that every location provides kind of a comprehensive approach to the services that, that that were about as part of our mission, and particularly relative to certificate programs and the associate degree, but they do a good job. And I want to say that because sometimes the casual observer who may not appreciate the importance of that little friendly ballot they have on an ongoing basis, I think it means that we have prepared healthcare organizations so bright, so not Cintron. You don't have to speak tonight for this precious time for that one guy and his wonderful research students, water research students and and Julian Konnikova, come to talk about this awesome paralegal program that we have, that we're so proud of. So we're joking around advocating for your time. So thank you, so well make sure you have your time. But that's David, do you have anything else I would never get out of here if I didn't make it but I do want to go back
the Denison and Ryan have done a really good job. We talked about the technology and distance learning online stuff. How we serve to the Sun at a very important point, in their experience, or relative to distance learning is so important. And I'm going to give those character moments just put that topic on the table. Talk a little bit about what we're doing and Brian on the students success that you may want to speak to that just briefly.
Even more memory fat diaries and I'll take a minute and talk about you initiative that we have grown up working with student services, web and new students online writing in this course, we're really addressing some of the challenges that we're seeing with online students. And that not just at Wayne County College District, but around the nation. And we're created this course to address challenges with time management, technical proficiency, and also another gateway for students to access our support resources that are offered only for online students online. So those four resources come with with the Brainfuse live tutoring, swift and D for mental health, and also the different array of support services that we have for our students to really look at best practices, different colleges around the country that do online? Well, not
so I'm going to give you one.
And we're really focused on success. So there's this new online, Randy has seen a course is going to be critical and success for our students in the outline environment.
So So what's different? I mean, I use it a lot here. But to the to the layperson, feel me, what's gonna be different in terms of the services that you're providing. I'm a student, I'm registered for, you know, several courses online, new experiences. So what what are you going to do? What do I walk out here tonight, understanding that.
So we go beyond the online student orientation, and we had with the online student readiness course, you actually do actually go into our learning management system and learn how to engage with our learning management system. So that when you're not learning it for the first time, against course, you learn that way, before you access the course, you will know how to get your syllabus denied, get your assignments, you will know how to email the professor, this, these are things that are very, very critical on the first day of classes. And this is something that's an online orientation does give you but it doesn't give you that interaction, that you will log into Blackboard.
Thank you said it's really about how we serve our students. And and we're keeping the theme of the past present and future when Mr. Kerry was talking about is we're looking to the future to know what students are going to need before they actually come to this. We all know students are not bashful about saying if I can just understand this financial aid for more register for this class. And I know I'm not supposed to have more throughout the class that I should have been taken or, or maybe get some help around 11 o'clock PM, when I put the kids to bed. Those are the kinds of support services. And we're not even actually today, students that are preparing to come here to speak with you and in the classroom and hit them at the last minute. We need something to eat, we need some snacks, we need water, well, they've come down as a drawer full already ready for them have snacks and water just to get them prepared for the day. But those are the kinds of strategies we'd like to have available for students. And we're actually thinking about them before they know that they need it. And this readiness course is actually taking it to another level. It's just not an online orientation. There's actually certain modules you get a grade, let you know the right answer when you pick the wrong answer. It gives them that experience that they need to have before the professor's giving them an actual assignment. So I think that that's a good example of what that guy was mentioning earlier. It is about the technology. That's what we're moving to. And I think that this course will assist the students with them.
Last meetings, we had a student expressed some concerns about veterans office in terms of your profit, kind of the kind of difference here. But I want you to share with the board. I didn't. I didn't I didn't we're talking about whatever you say. It's got to be consistent with what I can say.
But show us what you're doing. What have you all done. Now. It's just different from what we're doing two months ago?
Absolutely. So what we're doing is we're wanting to we're going to take the veterans program and make it a little louder, make the services a little more available, we're going to build a space where students can go and relax, they can go and ask questions. They're going to have someone there to help them through any process that they have more of the hand holding if they needed, make sure they know what what they are the technology that's available to them. So they'll have a space and it'll be labeled the veterans and they'll be able to go in there and get additional support. And I think that much of what was said is sometimes students don't know when they come here. Oh, I do have additional services. Oh, it's more than just a phone call or it's more than just this one person. They should be able to get help and they should know it. Well. This student grade student went halfway through didn't realize it then said, Oh, wait, I need to take advantage of some of this stuff. I didn't know it was even here. So we're going to be out loud about it socially, there's no way
you're not in trouble
we had we probably don't see on TV tonight because we had to eat Eat early this morning until about 6:30am. Filming the downtown location relative to the free, free tuition conversation, and I have anointed you to tell us what's best for you, too. And so so what should the board know the audience know about pre tuition. And I have a problem. And
I'm going to exactly from the reference materials from
the state of Michigan, as you all
are probably aware, when they approve the budget, they noted that there's free tuition available to our students. Once that money is a redistribution of funds from the reconnect program, which is a program that you guys are most familiar with. And actually earlier on, the governor was here at one of our campuses, and one of the programs for that program that was doing really well ages 2014. And older students provide him an opportunity to come to school was a nursing program. So we were a poster child early on for that program and had success. Since that time, that program, they said, Hey, we have measured levels of success at persons coming in and getting credentials and moving forward with the state providing money to reconnect, which is as we know, it last dollar funding, meaning that those students
we all lay people off to so
I'm gonna do my best last hour means with the program, that if you, your students, and if you make up 30, you have to qualify a certain income level. And that income level is typically pretty low, it's less than average. But then you have a household of four. And so the average of that hustle so amount of money, and you would apply for financial aid is every student does in any institution in higher ed, if you fall below a certain income level, you are awarded federal funds, which are called Pell Grants, right? We are rice kills grants, and that money comes to you. Well, the advantage is that Cal Grant can go to a two year before here. But community colleges are low in price and cross your
web. Let me help you with that. Because it is important. We said a larger, you know, I talked to a couple of my colleagues a while ago, and it's so important for the audience and our students to understand we're talking about the Pell Grant, nothing more, nothing less. You need to get qualify eligible for the Pell grant your mind for the Pell Grant. And you don't get the term right. There is no discount. If you get the bell rang the alarm code discussion? If you don't get it, there's a whole discussion. I mean, so I think it's it's all about the pill red. You know, there are a lot of nuanced discussion relative to what that means. last dollar stuff. That's, that's yeah, I just discovered what that was two weeks ago. But Brian, you want to speak to him because he had to deal with it every day. Because it's real simple. It really is.
So you talked about the believer in a student receiving a Pell Grant here. And I'll give an example of what I often get students calling saying, where's my money? I got my Pell Grant. I'm supposed to give this other free college is mostly free songs to everything that college is free. Everything that I got for the Pell Grant should come back to me. That's what they believe. That's not what last hours. That means if your Pell Grant covers your costs, there's no there's no money out there. There's nothing I wouldn't
even mention them. Because I don't think I think it's confused as to discuss Yeah. It's just to help. They're,
they're calling for them to get the coverage because they thought that their college was supposed to be free. If
it's 50 Wagner, his grandson and granddaughter He comes to us and say I want to go to college here at Wayne County. Well, in fact, we had some students show up just a couple of days ago, the nurses at the North Campus, want to register an HSA a favor, and it's recently registered. Well, so here's the understanding that being said, how do we get there? Well, you, your daughter, or your granddaughters, they will have to apply for the Pell Grant. If they don't, if they don't qualify for the Pell Grant, then there's no discussion because you don't, you know, give just no discussion that that's the best update discussion at that point. Now, if you happen to qualify for financial aid, then you get the financial aid, so that now it's free tuition? That's Yes, yes. Now, we can discuss very tight, we could spend time talking about those other pieces there. But we're talking about such a small amount of money. Because the Pell Grant covers so much in that it covers 110% of that.
But it's only income eligible, right. And
so, normally, if you make if you make outside of financial bracket is driven by your financial aid, which you have to apply for, and when you apply for financial aid, they say you have a need. And if you have a need and say here are the options available to you know, Grant may be one of them. And so it's me driven, that's one thing you have to understand. So that's free me that the person's if I don't have a need that is it's still free to be devils in the details. And those details haven't been operationalized at this point. And that hill rent money again, is need based, it is qualified, that's what's available to students are ready. And that's what many of our students are ready are welcoming coming to our institution with already and have been.
I could go over
to one quick question. Really what students saying too is, is the money that goes into my checking account?
is able to sell Yes, yeah, yes. Now,
it's in any circumstance. No,
it's not. It's going to cover your expenses. But it's done behind. So
Pell grants that are currently there's nothing that's if you're not getting into cash,
negative check. It's not going in your account. I think that's what you're looking at. Yeah, maybe,
okay. It's free tuition. There's the expectation, but that's.
So that's not totally free. Somebody has to pay if they're an employee.
Yeah. Nothing's changed. They didn't like raise the threshold to qualify for the Pell Grant or anything. And the same.
To be to be fair, there are some opportunities in terms of the reconnect program. And that reconnect means you have to be a full time student, you have to be able to certain age, and then it's still ties back to the bill. So it's, it's I think it's it's a worthy ambition. But it's, there are a couple of hills to climb on, on this issue. And I think it's gonna be a while before we meet the California free tuition zone many, many years ago. I don't know if anything that's really there with that yet. But maybe it's worthy, worthy challenge.
I was at a TED spat this morning with the Lieutenant Governor and a senator. State Rep and other people that were ahead of all this. They were just so enthusiastic about free money. Yeah. It was just the staff that was there. But I don't know if Brian can elaborate on what all they said. But you know, I was really picking their will is pretty funny.
Is really exactly what we just did, I guess the pill, they're gonna have their tuition.
The students that are going to have this very story, if you go here and you get co grant that's going to be covered. I mean, we can try to parse out the specifics and like facts, and that's something that can be discussed later on. But as it stands right now, is the use of the pale promoting
a program federal, federal,
you know, at least an element of to we should commend the Governor for a really noteworthy effort I think that we're trying to do To increase the level of participation in higher education and the state and in a way we can do that we should do it. And I think that, to the extent wishes put that and and approach directly when it shouldn't be, but I think we're disappointed today. I mean, I think we're all on a struggle trying to articulate what it really is. And it's a very complicated
thing. When was the Pell Grant passed?
When would your
industry help federal law? have been around for decades that
would come on and say, I'm gonna take you? It's, it was nice. It was lightning 64? Thank you.
All right.
I have a question. It appears to me that individuals that have gotten retrained seven, eight, this information got to be down and that fell into AIDS.
We might well go around that way. Now, we had that discussion. And that's going to be a very, very tough call we have what made the department will have something to say about how that process works. Because if we start off in any way, we can lose the entire but ugly program. And in our comments, we've been there before, with this notion of I mean, the compliance pieces are so intense. And so I'm really I'm going to we got to have that discussion. We're going to meet we're going to talk about it next week with with state. But yeah, I think there's an expectation that our financial aid program will be a part of talking about, you know, how this is going to vote. But again, wait, I think that we're talking about such a small pool of money. But with the with the real possibility being and we could stumble and misinform a student, or fill out some form incorrectly, and suddenly we get an audit from the state from from the Department of Ed, you know, they're not going to be they're not going to go and be divided by zero, so this is going to be this will be a really important discussion. But But I think you're on target in terms of what to expect. Thank you.
Are there any further questions or discussion on the report? If not, may I have a motion to receive the information and report
I'll make a motion second support.
All that in favor say aye. Opposed? Other committee reports are received Thank you Mr. Chancellor and the team we now back in the chair for the next committee of
finance personnel
come forward
with VIP.
Kid Okay, thank you. Good evening for all and we're all of a sudden now, and we're going to go with an agenda item. Three status of legal issues.
cases have been filed trustees we have one case still pending.
When we add them to GE for investment for is June 30 2024.
Just some brief notes. The Federal Reserve has set the benchmark policy rate and its highest rate in 23 years, which is five and a quarter to five and a half percent. The gods are now forecasted to cut the interest rates by September of 124. After New inflationary Data Statistics came in lower than was anticipated. As you can see, the market is already starting to react to reserve of lowering the rate. And with that, without announcement, the average one year rate is currently at 4.92%. And the average five year rate is at 4.13%. This is an exact opposite of what it used to be to be rewarded for holding the Money Longer in investments, the the five year rate would always be higher than one year, right? That is Flipsnack.
Agenda Item G five, comparison of actual revenues and expenditures for fiscal year 2023 2024, for the period of May 31 2023, and may 31 2024.
highlight a few of the variances on our financial operations report for this period. tuition revenue was up by 12% as of May 31 of this year, which just one month left in the fiscal year. So that was phenomenal. We had anticipated a 2% increase and 12% increase in state aid, we'll see a variance there that is related to the critical incident mapping grants that have been brought forward to the board. And our last board meeting is related to mapping our districts for emergency critical incident state might happen would help our emergency personnel identify where the problem is, and
maybe have we might not know that just the question in terms of what we are. Tony, you want to just kind of determine, yeah,
critical incident mapping we have now successfully with the company walkthrough. All buildings within the district, we will get a an update next week, we will get their first draft to us to offer us to be able to walk through and confirm. One of the most interesting things about this critical incident mapping is they actually monitor elevation and each of the floors, they make sure that all the ad units and stop the bleed units are identified the stair chairs to evacuate the building all those locations. And what that will give us remember, first responders and our own police authority has the ability to look at their cell phone and they'll be able to see the ad and they'll actually be able to walk it on their cell phone straight to that ad or that stop to bleed station or whatever so and the elevation is important is so that if we do have a fire incident, that immediately will communicate to the fire department what apparatus because we're on the fifth floor, you can just bring a pumper in here to fight that fire, you got to break a certain land truck to get up to the fifth floor because they'll know by the elevation, which land a truck has to respond to this district office. So that incident mapping is real critical. Plus it will be shared with all the city municipal police and fire department they will be able to have that and I don't know if you've been into a police officers vehicle or fire thing is all computerized now they have a full screen computer that they can bring up that stuff. And while that are in route, they will be able to see everything they need to know when they receive here so they don't go to all the other communities. So we're on progress. So next week, we'll get our first draft, we're going to do an internal walkthrough, just make sure it's correct. Send any corrections back to them. And then they'll start putting the imaging part the interactive imaging apart for our services. So we are on track moving quickly to get that completed.
Any other questions?
Seeing none move on to G six.
Comparison of Budget to Actual expenditures year to date for fiscal year 2024. As of May 31 20.4%
increase we previously budgeted for a 2% increase in tuition revenue. So you'll see a 2.5 million variance here a positive increase as a result of that 10% of what was budgeted for the year. Don't
take any notes on Christmas.
Receive supplemental stating payments in 2004 was 3.3 million, which also affected our fight and ual directly related to our pension with the state and when they provide additional funding for that it is a disturbing reimbursement so they pay us and we pay them right now. There were no significant variances and expenditures on expenditures are within our board approved budget for the year.
Agenda Item 57 gelar grants and contracts.
Summary corporate trustees The federal grants, state grants, contract training and other grants, we have about even 1.3 million that we're processing.
Moving on to IMG eight, accountability and transparency, stepping up, upgraded upon sign here.
Yeah, the Dr. and Mrs. Spade has been working with this demand. As you all know, the internet is still alive who's recovering from a very serious accident. But he's been working very closely with them. And relative to staffing, what happened? During the pandemic, we, we had a lot of people returning, we lost a lot of people who didn't come back in. And we've been there are a number of things we haven't we haven't had an opportunity to replace. But before we do that, we want to try to determine exactly what the needs are. And that's what society has been working on with. With Mr. Mandel. He was really good. We'll talk about that. But that's, that's basically where we are with it. You wouldn't have anything to
hide on and whatever you said. But still, if you compare the VCT with other knowledge, you have a really good started retention rate. Very good.
Really good.
Okay, emergency preparedness, that's Do you have anything else to add all the time? Are there any further questions? If not, may have a motion to adjourn.
Someone.
Support?
It's been moved and seconded. All in favor say aye. Aye. Opposed say nay.
We are adjourned. Thank you,
Jim. We now move back into the full regular board meeting.
Thank you, thank you.
Rick reconvened won't be able to proceed, and then you may have motion to reconvene. regular meeting of the Board to consider recommendations requiring Board approval. Right.
So moving on. So I want to make a motion.
All in favor?
We're gonna do number I first right. I second recommendation, so
eighth grade. This is really
right. Okay. So what what I'll ask him to, to introduce the discussion for tonight. And then I will ask Dr. Wanda to come forward and introduce the students research program that
we have our standard, our report passes to the teacher over the season. Trustees are struggling but welcome, Robin Williams here with us tonight to briefly walk through our progress throughout all of the campuses of deferred maintenance and capital improvement.
Let me do this what I like to do tonight because I do want to read that we have a record. And it's in the packet. And we don't have any in front of the stage the night on end because I don't you don't want to bench out there.
So
we'll just read the slides and
so we'll go through the slides again, the questions please, please ask. Otherwise, we'll show you our progress throughout the district.
The gold flows that we considered anything that was put about their conditioning
what are we doing? They're washing you down. So
let's still watch
Are you saying that we completed Oh goodness?
Was that
what are we doing that wouldn't be doing that.
So you're talking about
sorry. Sorry silencer where we are purchased the two new rooftop units, and they're being installed by train,
train, train
company.
And I am giving them a hard time on that. But they have done an excellent job on this project as well, am I not doing that this week will tell you that they put us put together a schedule about three years ago. And with the plan to move to give each campus and look at the HVAC system. And they've done a mountain, I think, Metro job and they've already completed what we've done and work together the entire team, this is what you refer to our prop schedule with our prioritization project. So like any district, especially as large as ours, we have to prioritize our projects, whether it's air conditioning, whether it's an external issue, or some new improvement. And so as a way, start HVAC, we had so many cams as abilities, of course, and all kinds of equipment. So this schedule allows us to operate with a great deal of acuity, and that sense of knowing the lifecycle of a particular equipment. So as we're moving through calves is just the Stevie, we're acknowledging all the issues that need to raise some some of our machiners Amanda would know even to a greater detail, some requires new replacement, some is just repairs. I mean, sometimes it's just tuneups. And so as we move to the campuses, we're excited about the progress we're making. So it's almost like a doctor's office knowing that every patient is important. But there's a scheduling issue. And so we're trying to operate as best as we can, Mr. Powell, as we go into our bi weekly to ensure that we're getting all these canvases and at the same time, operating judiciously with the district's capital. You know, and what we've done here, and I wanted to just be because I was at the airport, what we did earlier today, and, and the facilities people it's called the plan and design and construction, much of what much of what we've done here. And all of the work is done internally, at least in terms of the leadership team. And much like what we would do here, but they we therefore use the outside vendors to trace all that now that some outsource the job and allows for a lot of participation across across county, what we did the same year. And what we're doing now and Dr. And Mr. Williams and alando and others a lawyer with a good job of ensuring that we're getting projects done that previously we couldn't do, we had, we have a huge pumpkin on our innovation schedule that allows us to go through program after program program. And I think that the HVAC program is an example of what we've been able to do. But in years past, we wouldn't have been able to do it we would have been using trained to do exactly what you're doing now in terms of the plan and the plan. What do we do currently, which is something we're proud of it and we'll talk more about it, you know, in lexicon but just when moving in the right direction, I was looking at the reason I was looking at my, my folder, I took a picture of that training, design a project that they were doing the barefoot and I want to I'm going to show that with the boys somewhat later. But I think it's important for us to recognize the work of George and sure that that that would work.
In order to vote $1,140,000
and move approval support
motion passed.
We have met. And we can talk later. We have I've asked him to set aside money for new programs and startup programs and Coronavirus is one program, we have another program that we want to look at, we want to talk about aerospace engineering. There are a lot of new opportunities in that whole skill trade area that we've got to take advantage of. And we just started the physical therapy program just a few weeks ago. Those are startup data that we need to share with you when we look at some of the numbers here I think it's important for for the board and others understand that there are associated startup costs with getting new programs and even some of the programs that we've had in place for a while now I would suggest that that that there will be those who say let's take a look at where we are now. With some of the programs that have been around for a while we may need to to Sure, greater resources with some of those programs to ensure that we're moving in the right direction, whether it's equipment, other kind of support services that we need to have in place but we need to be able to demonstrate that we're dedicated resources and dollars to a program that would be something we want to come back along the way.
Okay, so now what we want to do is the experts have been talking to me and others.
We have to vote in to vote in pieces that we want to invest in. We have two board members need to leave, we want to go about we have a floor we want to vote on. So what are those two three items.
Parking, parking improvements.
items, items
really need a motion on the procurement side on a recommendation level as well. And
I am
very 1313.
I'll make a motion on item 11 which is the district wide parking lot are full but it's relative to the communication dated July 17. From the chancellor regarding district wide parking lot improvement and the amounts are $121,175 for a and our sealcoating and 180,630. And the gross mouth of the tax resolution is $105,000,437.75. Is the attached communities are attached with there being concise on support.
We've been supported by the discussions on the reports If not all in favor say aye?
Aye. Motion carries.
I have
a motion to receive. Adam J 13. Through 20.
I'll make the motion supporting the board.
All in favor? Okay, the motion passed to accept the reports now.
And I apologize, I apologize, all of the people that have to leave, our families in the embassy may rent for two years. And so they have precedence over. At least that's what my wife tells me. And so by myself
by the orders, okay.
Do
you want to make a report? I'd find that whatever you do, I just do want to say that the chancellor when he was making remarks, cancer, it's about the people that you hire, and they're all good people. And it's an excellent team that I've seen here in my year and a half and I'm very proud to be part of your team. Okay. Thank you for working with us. Thank you for supporting us and even in Okay.
Would you come forward? And maybe I'll be fair to you, if you do it the way you want to do it. Time Frame to share with you early on.
I mean, call it my spine as a duck don't question it all, backwards, the microbiology department. Of course, also president but in fact faculty our way. And we work with the faculty, you have sponsor that actually wait and backwards to do what they have to do to instruct in education and training the students that we can. But it sounds like has played a major role in keeping interested to see the trend avoided the new generation of students are also looking to what we should call wage subsidy that the students you will receive today, as they produce themselves this period they have learned over the summer. Since 2015. The chatbot has provided opportunities for certain number of students to participate in History Channel and engaging in what you will usually find in a four year institutions of graduate school program, which is doing what is called open ended research that deals with having delve into what is a potential problem of the community of the hearing, Target, in particular, the water betrayed. And who is helping officer Kennedy who happens to be a chemistry professor, a research program is actually has two cohorts, the chemistry and then biology, microbiology cohort, our target is evaluating, investigating and inspecting the level of either microbiological or the physical chemical contaminants of the periphery, knowing the cue that is in the right place. I will be doing this research every summer. And this summer, particularly, our number is three or four students. And then and this time the chancellor had talked to him with many, many more students applies to the five of them that apply and where I'll introduce them and they just say greetings to you and stay tuned we Kailyn Johnson, could you please.
Hello, or trustees.
My name is John Johnson and I'm a third year. I'm currently going into the dental hygiene program. I just want to say that I'm grateful for this opportunity, grateful for grateful that this opportunity will be able to get into students like me and myself and many other students to come
conveyed to the Board of Trustees Chancellor Dr. Curtis L. IV. My name is Susie. And I enjoyed the time that I spent doing this summer water research program and summer at Wayne County Community College District. This was an opportunity to learn more about being a researcher. As a biologist, I also had the opportunity to learn more about water quality and safety of the trade river. I settled on my research focusing on the potential risk of acquiring a water or recreational water. Of course, there's a possibility that some people would have one now that is
currently closed.
And I thank you for this opportunity and hope that this program for
us trustees,
chess Practices Advisory, my concern was that I intend to move your district was one of the lucky ones to get accepted into this program was truly an amazing experience. We analyze samples in bio minus my area with soft tissue here is truly an amazing experience on this was my first research internship ever. And yeah, thank you for having me. I will be presenting next week on Tuesday July
Alright, hello.
My name is Andrew variety. I just did a hygiene program which I'm super excited about. I learned about these wonderful research programs through Professor Kennedy. I was taking her chemistry class I was trying to model work and she told me it was absolutely and I was excited because I would get the chance to something that was everything I learned in all those cyber sciences and I'm hoping to continue with an extended for future students because it was really helpful to me putting into practice the things that I Geralyn trustees

I also have a background in public health and clinical research. This is one that was recommended to me by Electress DBS crystal VMRC. So I prior to that Michael has actually told me about taking me to bed I also noticed last year I had felt I was close to the high level of E coli. So when I had this opportunity I said well what the continents since I grabbed him i foreclose on the beach center where I examined trends of bacterial contamination focusing on ecoli and I would like to express my sincere gratitude to you for finding these recycled.
Reasons first these returns Hello my name is Lily Welcome to how to apply a financing students are welcome to come into college. grateful for the opportunity to be here to be able to have this answer as our experiences in a lifetime opportunity and I'm grateful I was able to study the levels of heavy metals in Detroit at the beach and its impact on human health. I'm thankful for the funding for this program. I am also appreciative of everyone and my professors will get guidance throughout this 10 weeks and I do hope that this program continues to get funding for other students at this experience also.
Good evening, trustees and counselors. My name is Melvin Michaels and I recently got accepted into the nursing program. Aaron, I count this a wonderful opportunity of me being part of this research. During the process I was able to work on the relationship between phosphate thanks for
watching Was this Hello. My name is Justus, first year students, I wake up in community college, very privileged and grateful for this opportunity to be a part of the webinar, were mainly focused on the level of dissolved time and whether others suspect on the aquatic animals. I'm very grateful for this opportunity. Thank you so much for funding.
Me, but it just seems to be the chancellor that the person is, and remains to me that, you know, I was part of the thing that was on there and I and I welcome the effect of temperature on the bacterial population, especially the inefficient fire in Detroit River. And it was a wonderful experience, I was able to practice most of the camera lens in the classroom, I like put them to really good use. So I'm very grateful for this opportunity. And I think that this program continues and that other students too can also share the same experience that they gained from this
wouldn't be the first time. My name is simple, yet, so I joined my team on doing the water research programs was a wonderful experience. I love you. I love you. I love working with you. And it gave me a good experience. never learned before and I'm so happy and I'm so glad that I can never forget in my lifetime when I think so I want to walk on the beach, Phil Ivey and I work on going to a party and they will have the water, which I finally got an idea of pass. It is material. I'm so glad for this opportunity. And I pray and I read it's continuous, like dancing students more opportunities, like it's very good. Thank you so much. Less.
Good evening Board of Trustees, and I agree, thank you for the opportunity to be here as a student researcher. My name is Leslie Pena. I most recently got accepted into the dental hygiene program here at Wayne County Community College, which I'm extremely excited for. During my research, I decided to focus on the oxygen contents at the Detroit River, while being a part of the chemistry cohort led by Professor David Kennedy. As of this year, I did design our website which highlighted our students, fellow student researchers. Basically, last summer, I encourage everybody to scan a QR code that we will have right here, it will take you directly to our website. And it will show you past experiences from other student researchers, our gallery as well as their posters, so you can't really leave a legacy behind and definitely keep it going. Thank you guys, so much for everything.
David Coleman was speaking earlier, and was talking about acknowledging the use of technology. And the father library is going to be physical library centric and phasing out. It's good to have a young man, I think, two, three years ago, we had a student who was 16 years old, from high school, while we're doing this solo research, he came up with the idea of creating a website. And so that was created two years ago. And every now we get one, teach to a student. The challenge of improving the website is so happened that this year, it was Leslie Chandra, that Leslie might guide you quickly through these these years when you can go on to that website as usual. That she will basically guide you through for one paper and now to share with all of you, you can visit here. And actually we do have QR code, which if you take home at any point like they do, you scan this QR code and it takes you directly to this site whereby you can actually submit and this website is globally accessible worldwide. anybody anywhere in the world can access it. So it puts Wayne County Community College on the map without them physically. It also puts this summer research program on the map for Wayne County Community College and before you know it many people are asking to have that solid research when everything again and you know I have to prompt the Chancellor and say would you please the students are interested in getting Can we do it again and this time it looks like we have a little bit more All after sometimes it's a miracle
that the moment
someone gets up, I would get to this lady's there's nothing like experiential learning. Although they learn a lot in the classroom in the laboratory, they do go outside actually in the field and take on a challenge of what seems to be a problem that they don't know. But in find out, so happened we started on man, the theme of this year, and we ended up on July 8, believe it or not, they closed the beach in July, because of detection of high level of E. coli that makes the Big Four unsafe for swimming, the beaches currently closed now, it is such a not monitoring that makes it possible to evaluate the safety and wellness of the beat for human contact us. And Wayne County Community College is playing a role to solve such problems, Emma was such things and actually making it better this, Georgia, so we do appreciate it. And between myself and the purpose of the like Kennedy, who had to mentor guide design, investigate these on Tuesday, July 23. It pause the presentation will happen at Frank auditorium, from 10am to 1pm was the date July 23. To the next week, you're all invited to where you will now find them actually presenting details of why they did how they did it. This is just incredible to work with. And we
need to be sensitive to different categories.
Whatever my dad didn't appeal is that if at some point, Chancellor, this website had been incorporated into the college's website. So students attending here can pay 1358 and be able to access it and be able to see what their fellow students have done in the past that was to be sure that could possibly eventually happen. We have the technology to do that. And I know at some point to consider and see that that is done. So that will be will eventually be something that gets lost in the air all the time.
Don't want to be stingy with you.
I want to make that vulnerable to the whole world always another way they can do
it. Website people that make that possible will do.
For us, and must make sure that you have one. And you have. Yeah,
and I'd want to add to that as well. If you've never scanned a QR code on there, you just go to your camera roll and a link will pop up next to like the photo when you're holding it. And then you press the link and then I'll take you to the website
also supposed to there's another student here that we must also recognize if you may stand up Shahida Jenkins
That's another one of our students. Wayne County Community College student population as secrecy is very diverse, very, very dynamic. And as far as the science department is concerned, we have students who will keep us in the lab and do not want to go home once we get them excited and interested in doing the work of science. Thank you very much. Okay, then all particularly for somebody in every state, thank you very much.
I just want to
thank you so much for we're so excited to see that you're doing all the research. And I'm a former Warner employee, chemist. But, you know, I'm familiar with the, you know, the clean water and they know what goes into it. So I'm really happy to see that you're doing all that research, and future scientists, all of you so Dr. Kennedy, Professor Kennedy and Dr. Mamba, thank you so much for bringing the team in front of us.
Thanksgiving
had a job before I became about three Okay, so now that I know the doctor for my internships and summer
opportunities to study, mechanical to honor, I can't believe the past 13 years to be a member of the faculty here at Rice County Community College. I started teaching in the criminal justice department only, probably about six years ago, that guy and he called me into his office. And he said that we have a sleeping giant here and Wayne County Community College, that's our Paralegal Studies Department. And I didn't want to tell that guy at the time. But apparently, the studies department was such a sleeping giant, I'd never heard. I really didn't know what existed. And I was sitting judge, a former lawmaker, the Mission House of Representatives in a lawyer, but I didn't know that we had this program here. They asked me to take a look at the program, and to see what I thought about it and what we can do to make it what it should be. And he said this program should rival nursing as rival criminal justice and figured out this. So I contacted the professors that wouldn't appear with the State Department and invite them to my house. And we had a couple of lunches on Saturday afternoons to figure out what they were doing, go over their syllabi, golden books and see what we do to expand the program. The first thing that we started, I started to symposium series, and I said that we need to bring people to the college people with a legal perspective employers for our, for our students, as well as other students at the college to know about the program. I labeled the symposium within the mechanical symposium and to take your name it, I suppose. I was just the moderator of this imposed. We get these, you know, once a semester, we break a rule. And we were able to feel that every single symposium, the first rule was women in law. And so we brought distinguished lawyers, judges, people that were leading government affairs offices and talked about how as women, the obstacles that they over came to go into the legal field. I noticed from some of my former criminal justice students, and just some younger people in the same court dockets that domestic violence was increasing with our younger population and allowed the students so our second symposium was on domestic violence by the Wayne County prosecutor here, they could then use police officers whose learn how to file an appeal. They learned how to get people help the Navy involved in a bad relationship. After that, we grew into talking about the importance of jury. And the last one we did was very controversial one star, but important, something that was going to happen in this country. We did a symposium on police shootings of unarmed African American men, but had different spin on there was a question attached to it. Why is this not happening in Detroit? And so what we we have deputy chief police in Wayne County share, we have civil rights organizations. And we talked about the history of community policing in the city of Detroit, how the police force integrate, why after 1967. Right, and we haven't had that. And it was because of the outreach and because of outreach to the community. And that was two years before the George George Floyd riots and November southern Black Lives Matter. We were already on the forefront. And we started to see the population of our students growing and growing. The next thing we want to do is to tackle our instruction and adding classes to make the program more relevant. There's been a lot of talk in here about online services and technology. There were no online classes and Paralegal Studies Department. And so we we weren't in great analyze some of our classes into PYP. Our PLC tutorial, our Criminal Procedure classes were all our clients. I'm actually teaching it this summer and we had so many students at tribal low, we couldn't even take all the students and it shows that there was a need for online service. And the class that I was most proud that we created was our internship program. And as we were just saying last week and patient, having our students have actual practical application of what we're learning in the classroom is what is the key for you Just excess and keeping them motivated. So when I created the PLT 265 class, I went and met with stakeholders, Corporation Counsel from the C corporation council to weigh in how all of the major law firms downtown and some smaller firms. And each person I met, we said, we would love to have your students tell us what we need to do. And we started out small, and it has grown every semester. And some of our smaller firms, seniors and Sanders law firm Perkins Law Group, LLC, not only did they take our students, but every single semester, at least one of the interns received a full time job. And by by they were spreading the word. So more people wanted to join, again, the paralegal program, and I wanted to spotlight three of our students that are current students right now, I asked all three to come with our union president with him bringing all these people out, unfortunately. So I talked to them because I want to get a little personal information talk. So what are the students? name is Brittany, and she has one more semester, NPI college, and she had her internship and severs law firm, and went on to be employed for a full year. And Jones Day, one of the largest law firms in the world, opened up a downtown office. And she said to be opening an office and do you think I should apply? I said, Absolutely. So this is a worldwide world renowned firm. And this is a life changing opportunity. I wrote a recommendation model professors were recommendation, and Brittany was hired. And she just reached her one year anniversary last week. And she said she received a second raise. And she is a current student made 60,000.
To higher medicine, this job in her mandate. She is huge. She moved up here from Memphis, Tennessee. And she wanted to know something about law and she didn't know what she wanted to major in. And so she started out taking purely studies classes. And she took another class in mind. And so she's one semester who graduated. And She interned me at court. For those who don't know, I'm Chief Judge, the third district court, and she was my intern, and some job opportunities came open at the city of Detroit law department. And it's the same story she asked, she said, Professor, should I apply? I said, Absolutely. This is a life changing opportunity that you may have. She now works for our Corporation Counsel, kind of ran now that as a paralegal. And she also makes more of 60,000 now, and and the last thing that I wanted to I want to highlight, she's actually here this rigid record. And I always I always say ratio is a special student needs because she was a dual enrollment Student My downriver when she was 16 years old. And she was one of three high school students taking the this is not a high school class. She was coming on Saturday afternoon, taking the classes down with the camps. And she was doing so well in my class at the age of 16. I was starting to wonder whether there was some, some integrity issues going on, because I know that from every, every every class, everything in my game, and we started writing some papers. And her writing was was extraordinary. And I went to a president or maniac at the time and I said, I got some dual enrollment students that are kind of special right now. What was happening now river but you got some good kids. She ended up interning at the court as a high school. And she went on to Iona University Catholic University in New Rochelle, New York, and received her bachelor's degree in political science and psychology. And she contacted me and said that, you know, she was going to go to lost a good job with the LSAT. She said, No, I'm going to come back to Wayne County Community College first go through the paralegal program. So I'm ready to go to law school. She has come through the program. And now she is working in a corporation Counsel's Office at Wayne County, and she is one of the new hires under Corporation Council Jimmy he under the leadership of our county executive Warren Evans. And not only is Rachel they're one of our recent graduates, Sarah Coleman. She's also in Cooperation Council, office and Wayne County. And I want to say besides making sure and making sure our students have an opportunity for employment, and I tell the students that you don't have to wait for law school, you can join the middle class right now. And that's what this is. This field is exploding right now. And our students are doing French out, I want to take a few people and talk about a couple of goals I have for the department. I'm going to stop. But our county clerk Kevin geared. We were in a meeting two years ago, and she was saying that she's having a hard time recruiting employees to the clerk's office. Look to the side and say, Can you guys, I got a full department with students who are great writers to great listeners. And I spoke with her yesterday. Kathy gear has hired every single student that we have sent in recommend. And they are all over again. See, in Detroit, as I've already mentioned, a corporation Council, Conrad Malley, hiring our students both in terms of full time positions, our county executive board Evans and James Heath Corporation Council, hiring our employees. And I want to think, more or less thank Dr. Eyes for giving us the resources to have symposiums give us the resources to go out and recruit. And we are watching the success. And I'm making sure our students come back and talk to the classes that we have right now to say, just go through some people rocky for a second because, you know, a cargo loads off. And so it's agency, but it's so worth. And we are taking those students from their first class all the way through employment. So you got a great program, the sleeping giant is no longer sleeping. We are we are out there. And they we now have employers coming to you like you have anyone else do you have any internships. And right now, I don't have enough students to send right now. But we're going to keep recruiting a couple of things for the future. For the guy that I
just did one thing because for those who have the right write about completion, and I haven't had this discussion, and I don't know what to wait for your program by that. I don't think he didn't. Like but but I'm I'm gonna spend a lot of years students are recruited on an ongoing basis, before they completed the business so good. And you probably struggle to keep them in the key block for recruiting your students before they complete.
And to that point, that gravity one thing that's been very important, though thing Dr. Beaumont is where we were losing some students is when we weren't having classes in the summer program. They were at summer school, that summer classes and so a job would come in, they would start working, and then we would see him fall by having continuous classes in the summer, we're able to keep them and we are able to, we are able to make sure we're helping them a job. degree. And we have half of the graduates that just graduated in May. They're in the pre law program at Wayne State right now, Wayne State, this company tried to poach some of our students and like I was waiting, we're going to, they're going to they're going to get our duty first. But they're going there to be very successful. And I love getting the call and text message. And I'm studying for the LSAT, because that means they're on their way to law schools. And so the other thing that we're going to, I'm going to start meeting with airfares and space that we need to do. We have a couple of classes that that are not that are going to be made obsolete because of our some new decision by the US Supreme Court. One of the classes our administrative law class, which is PLT to 10. It's been cut in law schools across the country, because basically the field of law is being eliminated by a new decision. And so it's an absolute field. So I'm going to recommend that we replace that with other areas of law that's more relevant. Now. Immigration Law is a is a we have a border, we're border state, there's such amount of work the paralegals in the field of immigration, as well as family law. And so we're working on some things right now to present to have those as added courses. And the internship class. I am going to recommend that that you made part nine the length of the pay in a mandatory course as it's the criminal justice side. But I just want to say that you have a department that is producing lawyers is producing paralegals, and is producing people that are going out changing the lives of their families and themselves right now. Wow. We'll do that later. But right now, thank you for all that you've done.
One quest on constitutional law, constitutional
law, it's always relevant. What we wear. Constitutional Law is baked into some of our PLC 160 which is our general practice. So we have a We're sure that we're it's like a blended capstone class. The title law is always in the Bill of Rights has. Absolutely. Okay.
Moving on we read Okay. Unfinished business, there is none. l do business. Public comment we will now have individual trustee reports
Okay, Edmond.
Thank you. As you know, I've been here about two years, and I'm on the ballot in November. unopposed, likely. So I think that this meeting is more productive than I've seen in a long time. I like the fact that we've gotten to a shorter format, I think this really helps us get to the business, and also got a lot of energy maybe because we have all those kids here and the students, but certainly managers presented
energy and enthusiasm and success through your department. So other than that, I'm delighted to be here. And
I might ask what you see from the clinical exam test the patient that we see every day, students appreciate it, we all share it, and we share it. I thought early on that that was a great program. And we can do better with the flavor we did.
That was such a great
presentation.
He did a fantastic job. I myself didn't know we had a paralegal program. And I'm glad that you've we know and how successful it is. And I am I'm friends with the judges out in the west Atlanta, to make sure they know that they can get people you know from here. So thank you so much. It's been a great night. It really has.
I agree with
them. It's really
great meeting. Thank you. Ron.
What can I say it's been a great presentations, the earlier presentation and judge mechanical. So it's really good to hear that you have a weakened decision that students are making the good amount of money in the beginning stage and then you know, hopefully they go and earn their degree. It's really great to hear the success stories and I think honestly, this has been the the most productive and exciting evening that we have
I remember you when you were running for office, you came to the grips of

Yeah, well, that's the only the only report as I mentioned, I belong to American Legion and in the American Legion program we have within American Legion well program called Girls dating for state and we teach high school students about the political process, how to campaign how to do that all day.
And
I want to bring someone from the American Legion to explain the program in detail
have a major part of the plan? Maybe some way to do Yeah, but I don't think we can.
