Last year at 1021. That's a 10% decrease robberies. 1255 last year we're at 1463 7% decrease. Total Heartland violent crime is 1412. Last year we're at 14,031. That's a 12% decrease. A couple of significant events to mention this week. The first is a quadruple on fatal shooting on December 8 2020s to around 11:20pm. officers on patrol heard gunshots and made the Westin Book Cadillac hotel at 1000 lack of Washington Boulevard to discover for occupancy the black 2022 Chevrolet Suburban are shot when they pulled in front of the hotel. victims reported suspects any black jeep grand cherokee pulled alongside them and fired multiple gunshots in another vehicle striking all four activists suspect vehicle fled northbound on Washington Boulevard and eventually fled northbound on Woodward Avenue. All the victims were transported to a hospital by DPD scouse, where two victims were listed in temporary serious condition and two were listed in critical condition. incident is still under investigation. DEP has released still photos and video the incident asking for the community's help identifying suspects. The second incident is a domestic fatal shooting on December 10 2022 At approximately 10am responding to 800 block of Whitmore very well being check for a 50 year old female who had not shown up for work and several days. I'm arriving officers discovered the victim with apparent gunshot wounds to her body and head to scene three investigation her live in boyfriend was identified as individual responsible for death December 12 2020s to around two o'clock Austin from the special response team located the suspect in the 1400 block of East outer drive where they attempted to negotiate his surrender. Suspect purchased a handgun and shot himself in the head in front of officers now in the hospital on life support. Third incident is a triple shooting on December 13 2020s to scalp responders to the 18,000 block of Rutherford for shots fired to discover two victims and the suspect together work together in a vehicle preparing to engage in a marijuana purchase. Suspect produce a handgun and robbery one of the victims who was a CDL holder also produced a handgun is complication occurred and shots were exchanged between the CPL holder and the suspect. Suspect exited the vehicle and was picked up by an accomplice we believe also fired some shots from a rifle. Suspect was conveyed to the hospital where he died. Both victims were shot and in temporary serious condition. The homicide Task Force is handling this case and the investigation is ongoing. A couple of quick announcements. The first is that DPD announced use of new body cameras and less than lethal tools on Monday. December 12, PDP held a news conference to announce the use of new body cams and less than lethal tools. These body cams will be able to shoot in 10 ATP resolution instead of the four ATP that we currently have. And each officer in the department will be issued their own body camera. less lethal tools will include a pepper ball launcher and play defense 40 millimeter launcher. These tools in the new cameras will be additional resources for officers to use to protect and preserve the life of citizens and other officers. Next Mayor Duggan is Chief white announced major coin recourse as Tuesday December 13, Mayor Duggan and chief white held a joint news conference to announce major reforms coming to the PDS coin process. These changes will add accountability and transparency to the city's tolling process. specific changes include seven co towing companies being contracted by the city of Detroit, implementing automated systems to regulate tolls and limit bias in any website allowing vehicle owners to track their tow vehicles. In next is the DPS chief neighborhood liaison announced citywide CIT unit on Wednesday, December 14 TPD chief neighborhood liaison members and expansion of the CIT program with a citywide unit. The Crisis Intervention Team or CIP is a community partnership between law enforcement, Detroit Wayne integrated health network Mental Health and Addiction Professionals, individuals who live with mental illness and or addiction disorders, their families and other advocates. So one of the tools that we are looking at is a robot is handheld in
you will have the ability to
either into a room downstairs near somebody and some of the features that it has is that there are cameras onboard there are lice is the ability to speak so you can communicate. So an Osprey variable on either a smartphone or a tablet and then they can maintain distance. So the use of that device would lead in situations where either somebody's outside and you're you can't get close enough to them or if you're inside, it would be in a situation where there is preservation of life isn't necessary, checking for injured people. And so those types of activities actually fall into the search warrant exception. Rule. There are certain exceptions for search warrants. One of which is if somebody's in danger, you believe somebody is injured and potentially going to die is a situation, you can enter a location in order to preserve their life. You can also enter locations if the discretion of evidence is eminent insecurity evidence and then go get a search warrant. So these tools wouldn't be used in a situation where we would just go up to somebody's house and throw a camera in their house to record what they're doing. They wouldn't be used in response to us being called out to a situation and if one of those exceptions to the search warrant applies them officers can utilize the tools
in order to use this electronic search
to search for cameras
or someone home electronic camera right. So with the department seek authorization from some judicial
branch. It was a situation where I wanted to put a camera in a home where one of the exceptions to the search warrant rule applies. Yes, officers would judge in order to do that. But if the exception applies, where, like I said, somebody's life is in immediate danger. When that occurs, the exceptions to the search warrant there is because when that occurs, you don't have time to sit types of search warrant and go get a search warrant and wait while the person is potentially going to die or injure themselves or somebody else. So that's why these search warrants there that allows the ability to act immediately in order to preserve that situation. Now, if there was no reason to believe that an individual was in bedroom number two, number one or they're downstairs, you deploy the device to that location. And you secure it. There's no need to go further with cameras without a warrant. But in order to preserve life, it's not necessary. Question, Mr. Chair.

and commissioners knowing that this hassle for city council first and then when it comes to funding funding

funding. DPS budget City Council voted to not allow additional funds to be used for for approving the contract, they sent it back to the department to DPW to define $7.7 million implemented during the process of doing budget amendments now to do that. There's no other money. It's just our money tax money.
We should have had by now our proposed budget amendment says we're taking $7 million in order to put it into ShotSpotter. And it was two pieces written only had two risks in the period that it was there but that's a separate issue before
it well I guess my home because I was trying to be on my knees already allocated to be used by research and it needs to be developed so we can start implementing policies or laws or something to keep us from consistently a penalty from running so I guess my loan was deflated.
The funding attached to ShotSpotter but there's definitely opportunities for us to have our clients do research to see if there's any grants available that we could do. Studies at intersections are oftentimes grant opportunities for stuff like that. And then we can implement something based animal studies through the grant I could ever grant you to do that. Local grants private foundations.

it is a special order so finally violates the terms of special order from the sheet. They're still subject to all the same discipline or corrective action that at a policy path is just a temporary situation that doesn't last forever so the policy is more permanent, and indicated
the chair Chairman I would like to get this technology that technology they use to test against an American honorably discharged veteran who was shot people with what people proposal static stress, or whatever, from building in Dallas, and they send a little robot in there rather than using other police for something else, and the little robot turned into confetti. He was blasted all over the room. That is true. I know that the
robot that goes in the room that collects
versus me is what the person is doing.
I understand what you're saying but what you just said was what we're what we're willing to use is that same is not the case what they used in Texas when there was a sniper inside of a parking structure in that building was killing people was a full size robot that had an arm which we also we have several. We have some of those now in our inventory of equipment and robots and we settled into devices that we think might be with the police chief in that city decided to do that day was to put an explosive device onto that robot, send it in and detonate explosive device kill the individual. That is not what we're purchasing here. That's not what we displayed at the press conference or at the event. It's not what we've looked at. That is not what we looked at was something about the size of this water bottle that you would throw into a room or anywhere else. It would have a camera on it and the ability for us to talk to somebody and so this is being purchased and deployed with the plan in place to save lives and make people safer. Individuals who are close to maybe they're armed with a knife we can't get to them. We need to see what type of situation we're looking at before we're able to go in. We had an incident last year. And when I saw these devices at the International Conference, one of the things that came to mind was last year when Officer McLean and the team was shot and killed by an armed suspect, who they had all the legal rights to be there. He was in the basement of a house. Officers walk down the stairs and as soon as they got to the bottom step of the stairs, individual shot and killed them. The first thing we thought of is if they had this device available, supervisors car whoever in that instance rather than have walked down the stairs, they can pass the device down there. It's got a camera on it. It's got a flashlight you can talk through it. It it resizes itself and you can drive it around and then they can communicate with the individual orally it could retreat calls a special response team you can wait them out there are many, many instances where this tool would be tremendously valuable in saving lives. Now there could always be an incident instance where somebody decides to strap a bomb to a robot and send it in somewhere to to kill somebody. And that's what that police chief decided to do in Texas is strap a robot in a bomb to a robot to send it in so the officers didn't have to confront this individual that was barricaded and had killed three people. But that is not the intent of what we're purchasing these devices for is to 100% save lives and make people safer.
section so again, according to special order, is the procedure, especially in alignment to the policy that is being recommended and is there a determinative timeline or policies accepted
for either lasts for one year from the date of issuance. So if the policy is adopted and then it could be amended as it goes through the board process and review process once the policy is adopted. As a special order would cease when the policy was superseded. Okay. Thank you.

This is a great opportunity for the board to adopt the recommendations and best practices that were shared at the Mako conference about engaging the community. So I know the board currently puts policies on the website and then analysis here that people can go out and provide feedback. At the conference it was mentioned that the best practice is to work with the community leaders or community group leaders and activists, group leaders, to pull more people and to get more feedback from the community. So through online and in person surveys, as well as focus groups to really show the community that we want to hear your feedback and to pull them in and through the leaders that they're used to engaging with on a regular basis. So I would recommend that we look at doing that not just delay the process. We know that that will need to be implemented more on an interim basis at first, but then engaging the community after that fact. It'll really help the communities to see that this more civilian oversight entity is working on behalf of the community. And we know that when you build something with somebody rather than developing an issue it can increase that buying and wanting to get the buy into the community. Again, this is reminiscent of facial recognition technology that was implemented before policy and training was developed. The facial recognition technology silent deployment resulted in numerous black men being misidentified. And therefore arrested in front of their children, spouses, neighbors, and imprisoned for days. Their name and picture is provided to the public and broadcasted on TV news stories. officers on the GIG Leo Bradley lists have been proven to repeatedly to lie and falsify official reports. thanks to you all. I want to first of all give all the officers accolades for stepping out and doing this job at such a low pay rate in the city of Detroit. I do agree with all the points that the gentleman gave earlier, but that does not attest to all officers. I am just pleading that this commission site and look at precincts like precinct five and portions of precinct nine that have had numerous occasions to be brought before the internal affairs and proven that officers have not done their job in certain situations. But that does not attest to all officers. You have a very low pay grade in the city. These people get out here and they put their lives on the line. I'm thankful for the mental health portion of my local Detroit Detroit weighing integrated network working with your officers to initially help them with the mental health crisis that are out here. It's a team effort did police commission the police force and the initial residents need to come together and stop fighting, pointing fingers and figure this out and work together? And you know, we need to make sure that there's not no questionable stuff going on. So we need to make sure this board looks better than it has in the past. Also, as it relates to mental health, you know, I think that was a step in the right direction that the chief came up with, but more steps need to be made, you know, Detroit is still very unsafe place, especially if you're a black person going through a mental crisis. And you know, I think it needs to be more civilian oversight, and especially as it relates to the special orders from the chief. You know, I think a year is too long to let the department run wild and do questionable stuff. You need some do some more civilians involved in that. This I could probably should be a mental health expert as as one of the deputy chiefs, somebody in the is higher up. And you know, and this board should sponsor a community event, dealing with community you know, what not to help and other forms on a regular basis. There are still a lot of people that are reluctant to go down to two board meetings because it's in a police station, you know, because that's public headquarters.
