Is the historic congregation 187 years old this year, oldest black church in the Midwest. We help to free some 5000 displaced persons on the ground row. We often give tours to show you how we did it and where we did it. So we hope that members of the community will consider coming back and enjoying a tour. Thank you so much board for being here tonight. That second it means a lot to us. We go to God and prayer. God in heaven we bow our heads before you tonight. And we thank you so much. Oh God for giving us this opportunity their Lord interface with one another good lord. Thank you for the opportunity for public officials to Lord interface with members of the community, the Lord so that we can find a way to find harmony. Although we pray for a spirit of peace, right, pray for your spirit of love. We pray for a spirit of listening. We pray for the spirit of reconciliation that come up in this place. We ask you to Lord to bless the board. I should have touched him with wisdom to the Lord asked you to bless the community to the Lord. We ask that Justice may rain rain down like mighty waters the Lord all across his land and across the city. And I want to thank all the commissioners that took the time out to make it down into that speech and get us all to sit together. And that was a feat in itself. But I want to say thank you for showing up. Please. I really believe that um, you guys take a lot of time out of your day and to do that was was awesome, especially for me. That was a beautiful building we were in. That was my first time I was in that train station since I was a little kid. I used to go in there. Going over to Canada, Windsor to go see Bozo when I was a little baby boy, thrown out my first time in there. So that was pretty cool. Um, public service announcement. I'm gonna get these every Thursday.

behind you, and you do something wrong. And they turn those lights on,
all over. All over.
It is not gonna be that bad. It's gonna get bad when you run. And you're not gonna get away with things you're not gonna do. You're not gonna run that radio. You're not going on and run that helicopter. Across from me you want they're gonna catch and it's gonna get worse. So just pull over. The second thing is when you have an encounter with a police officer, give them a break. They have a tough job. And you got to remember, they're human too. Right? They have bad days, just like we have bad days. So give him a break. Please, as a mascot, just give him a break. But they get out of line. A lot of complaints and we get down to the bottom of it. Right. And that way we can get them some help. Sometimes just doesn't go the way we think it should go. All right. That's That's my public service announcement. I would like to say thank you. Starting out with our update for injured officers, we have two currently, were disabled and recovering at home didn't want to the injuries one from the seventh precinct and we have a police officer from the 10th precinct. All the stats we 13th have. We currently have 13 members currently quarantined with nine of those members. were tested positive for COVID That's a one in both categories from this time last week. I'm data photo Part One violent crime is up 7%. That's due to increases in homicide, which is a 15% 10% increase in non fatal shootings. And there's a 17% increase in robberies. Drag Racing and drifting enforcement has not begun yet, but it should probably begin end of this month or April just depending on what we see out there. But that's typically the timeframe that it starts. Mental health related costs for service in the past seven days we service 247 calls a year to date 2627 calls which is up approximately 400 calls from this time last year. significant events there was a first incident will be a child death. That was ruled a homicide. On Tuesday, November 29 and 12th precinct officers were dispatched to the 19,000 block of Lincoln Shire to investigate a call for service for child abuse. officers arrived at the scene only to discover that the victim a one year old baby girl was transported to the hospital. Officers talked to the caretaker who stated that the victim was injured as a result of an accident in the home and that he called 911 After finding the victim unconscious, officers arrived at the hospital for an update on a victim and were advised by the emergency room staff that the victim had multiple injuries and those injuries were not consistent with the information given by the suspect. The victim was declared in critical condition and later succumbed to her injuries. Detectives from the Child Abuse Unit responded to the scene and conducted a follow up investigation. After interviews with the suspect and witness and analyzing additional crime scene evidence. Detectives made the determination that the suspect suspect assaulted the victim but needed more information to arrest the suspect. However, after following up with their investigation, and arrest warrant was submitted to the Wayne County prosecutor's office for review and they ultimately charged him with child abuse and homicide. He turned himself in this week and was arraigned on those charges. A second incident we had in the 11th precinct. On Monday, February 27 2023. Officers were dispatched to Detroit Receiving Hospital to investigate a fatal and non fatal shooting officer spoke to the non fatal victim. The driver of a vehicle who stated that incident occurred in a 20,000 block Orleans and that he in the secondary victim went to the location and was there to sale some items to an individual that they were acquainted with. The victim number one then describes the officer tie the suspect walked to a nearby vehicle returned to his vehicle and started firing shots at both victims injuring the victim number one was able to drive to a nearby hospital where victim number two was pronounced dead on arrival. Detectives from the homicide unit responded to the scene to conduct a follow up investigation and canvass the area checking for video evidence and additional witnesses. Based on information discovered, detectives were able to arrest the person of interest in relation to this case. However, detectives are still gathering evidence and acts that anyone who may have witnessed this altercation or have any additional information to please speak up and call crimestoppers at 100 Speak up. We have a third child death incident that occurred this week Friday, March 3, officers were dispatched to the 800 block of Philadelphia to investigate an overdose. officers arrived at the scene to discover medics administering medical aid to an 11 year old little boy. Officers interview interview family members of the victim who stated that they last saw the victim alive hours earlier. Officers discovered to open peel bottoms to bottles next to the victim. The label on the bottle indicated that the pupils are for the treatment of high blood pressure. The victim was transported to a local hospital for treatment. Officers followed up at the hospital on the condition of the child and discovered he was deceased. Detectives from the homicide unit responded to the same to begin their investigation. Witnesses were interviewed and evidence was recovered at the same the investigation is ongoing as detectives attempt to determine what exactly happened to
the victim.
And positives. For me to report out on the 10th precinct had coffee with the COP this week. Tuesday March 7 Commander Blackwell and officers from the 10th precinct hosted coffee with the cop from nine to 10 at the congregation coffee shop community members were welcome to ask questions voice concerns and form stronger bonds with DPD officers. Coffee with the cop will continue to be held on the first Tuesday of every month. Yesterday Detroit police hosted the second annual Walk a woman for International Women's Day. Members of the Detroit Police Department gathered at headquarters for the second annual Walk a woman was recognized and celebrated International Women's Day The Walk took place from 12pm to 1:30pm and began from headquarters. We were supposed to go to Campus Martius park but we didn't we didn't make it quiet down there. And we came on back to headquarters. We had a busy agenda that day. But it was a great turnout all around with members of the department and in the community who showed up. Tomorrow, Friday, March 10. Detroit Police Department will host our promotional ceremony for sergeants and lieutenants at the Wayne County Community College District Northwest Campus in a Denise well as Glover Welcome Center is located at aes 200 West autodrive for those who would like to attend or who are family members attending. The ceremony will celebrate the promotion of 19 actually 21 department members five to the rank of Lieutenant 14 to the rank of sergeant wants to the rank of captain and wants to the rank of commander. We also have this weekend. Saturday is the funeral for police officer near Maria Martin. The viewing will be held Friday. From 12pm to 8pm at Cantrell funeral home located at 22121 Kelly road, and a funeral is Saturday, March 11. is I hope Missionary Baptist Church located at 4867 VanDyke. free slaves on the Underground Railroad. endears endures to this day and beyond our community faces threats and its freedom. Today, freedom of assembly from freedom
from unreasonable search and seizures
whenever our freedom to live are all in peril. Citizens have questions have opinions and have solutions to these problems
plaguing our community.
This board must also stand like this church as a beacon of freedom for our community. This board must
reaffirm the rights of the people to defend their civil liberties and safety.
As we began today's meeting, a bag my colleagues and all of us here today that we must become the freedom of the people freedom of the people made this board and protecting the people's freedom is one of the most
sacred duties of this board. Again, I thank you for attending today's meeting. And thank you for standing with us to honor the
heart fought and the and the heart.
Vic victory that our freedom that we have today, but we must protect civil liberties and protect the people's voices. We have an outstanding backlog of
citizens complaints their voices are being unheard

yes to the chair. Peace and blessings to you, Mr. Chairman. You know, we're in the first precinct area. The first precinct ranks is one of the top precincts in the city of Detroit.
And it handles downtown Detroit, Midtown Detroit and another area and
it ranks as one of the top precincts in the city of Detroit. Which is so wonderful, because they get everybody from the heart of the city of Detroit, everybody, everything from the heart of the city of Detroit. And this, you know, it's just amazing that what type of strategy that they have to keep that crime down to a minimum to a to a low point is really amazing where they they really need to be trained. They really need to train other precincts like we got some very struggling precincts out there like number nine number nine precinct. is over on grass and and Gustin, that has been one of the worst precincts in I mean, one of the four that's in the 4205 zip code that has been one of the worst zip codes in the world number nine, and how about if we can begin to get the first precinct to help train somebody's other precincts like number nine, who's really struggling and they take on somebody. They take on everybody take on those in Midtown. Downtown, where everybody's coming from the heart of the city, all these people. They are just getting everything out. And we need we see that first precinct as a role model. We need to have these this type of precinct pouring into other precincts that's really struggling, where crime is really high, and they're struggling real bad. They got some high crime, high caliber crime. We need first precinct to begin to pour into those precincts that that can help make them better began to impart their strategies and training and techniques to help make those precincts like number nine, in other precincts better. And now the ninth precinct it has got better it's no longer one of the worst zip codes in the world, but it's still bad and crime in the city. Detroit is still ranks very high in the city of Detroit where first precinct work ranks as one of the best in the city of Detroit for keeping crime down to a minimum. And I just want to commend them.

if I may, sir. Yeah, if I just wanted to make the correction. Commissioner banks to the chair. This is not the first precinct it used to be the first precinct. We changed a number of years ago. This is a third precinct downtown is located within the third precinct commander Gardner here will be giving a crime strategy today, as well as how she goes about implementing the crime reductions here in the third precinct, specifically in the downtown area. As you know, each precinct looks different. Each precinct operates different. Downtown. The crime is much different you have four professional stadiums, you have three casinos, you have a large volume of people and this one small footprint at a times it is event driven. So unfortunately, is the crime strategy for this precinct is going to be a little different from the crime strategy. For the ninth precinct. They have made great reductions with their crime issues within the ninth precinct and we don't want to belabor that. So thank you for acknowledging that they're no longer the worst zip code in the world. But I just wanted to point that out to you. This is the third precinct and their strategy is going to be a little different because of what they have down here to contain with
assistante. I gave them their credit that ninth game a long way. Thank you. They have no longer they are no they are no longer one of the worst zip codes in the world. You remember they was one of the worst zip codes in the world. No,

I'm sorry. I apologize. Good evening. Again, everyone. Mr. Chairman, in your opening remarks, you spoke about people who who may do something wrong, you urge them and you urge them correctly, to pull over certainly and be polite. But I wouldn't remind the board and the community already knows that you don't have to do something wrong to be pulled over by the police. That's what DWP is driving while black and that applies not just in Detroit, but it's certainly in the suburbs as they as we are young used to say when you cross eight mile so I would I agree with your your advice and everything but the mere fact that you're pulled over does not mean that you did something wrong. Many stops aren't don't have anything to do with Harry. So someone who's done something wrong. The I want to talk a little bit about what happened last night to the
deputy chief system Qi. Yes, ma'am.
Okay, yes. Um, last night, the mayor spoke in in his remarks about after the department. Push through the shot. spotter program, 7 million What is it about $800,000 7000 7,600,000 Thank you, my colleagues. Last night, the mayor barely mentioned it and he kept talking about something called shot stopper which is really where my head which gives me which is really where my head is at and was was that all along? And now he's going to give 700,000 Now there's roughly 1.4 million you give 700,000 on the front end 700,000 on the back end, for programs that are designed to work in the community to get people to not be engaged in violent crimes with a gun or knife really, really crabs with a gun. So if you want don't mind for at our next meeting, could you please report on what the department's I understand that there's going to be an RFP and all that but I'd really be interested in the department's thoughts and initiatives that it wants to bring to quote be a shot stopper. Councilwoman Callaway is the person who raised that issue with the City Council and it was which was where she voted against ShotSpotter. But she said it doesn't do anything to help you before your shot or whatever. So I'm very interested in what the department's initiatives are going to be and how you're going to proceed. That's really my comment. Thank you, Mr. Chairman.

Yes, I have some concerns. One of the concerns I have is when as I talk to residents, that's that lives in in a downtown service area. There's been a lot of break ins in gated communities where their cars has been either stolen or vandalized. How many cars has been reported in a downtown service areas far stolen or vandalized? And how many of those cars have been recovered? So I'm speaking on behalf of my constituents which is 100,000 People that live in the fifth district and that's incumbrance downtown services, seven preset third preset preset seven preset in a temporary session.
So as far as how many vehicles are recovered, I don't have that information for you. I do we do. track our stolen cars. So if you're talking about a specific precinct, I can give you the crime stats for stolen cars and a specific precinct for the third precinct. They do have uptake of stolen cars for the year and this year that they are at or stolen cars. They're up 115 116% over this time last year for stolen cars
under 15%. What is the total number?
So last year we had 113 stolen cars this year we have 244 stolen cars
what is the department's solution?
Are we reducing auto theft?
Yeah, the Commissioner speak up Mr. Chairman, I came here.
He asked what is the permanent solution regarding auto stuff so we we actually with our commercial auto theft unit, we do business inspections, we actually make sure to audit our numbers appropriately. Make sure that reports that for reports that are not automatically stolen, maybe they're miscategorized. We do surveillance operations. We do get with the community at community meetings and give them strategies for client provisions with regard to stolen cars. We do a number of things to try to get the information out there and try to assist with crime reduction regarding stolen cars is a problem nationwide to be honest with you a lot of the vehicles that were stolen were key if it was a nationwide issue. It's a couple cities a couple areas that are actually have class action lawsuits because the vehicles were so easy to be stolen. There's a social media Tiktok challenge for a lot of juveniles and they were just literally getting into vehicles. Key is driving them away getting out. Cars is a crime stat if you will. Some of them will recover. Some of them weren't. So those are the strategies again that we've been utilizing to try to combat the crime
are we up 115% It seems like this, this situation with vehicles in the downtown service area as well as throughout the city have not really been declined and it's actually going up we up 115 So what's what, what do I tell my neighbors what I tell my neighbor who said that a car was stolen, what do I tell my constituents when they when they call me in the board of police commissioner's office. I need to tell them something better than this. So I would
advise on various crimes strategies that they have. They can get a will a lot if though they can get the club get those if they have garages, get those parking, well lighted areas and well lighted communities. If you have a gated community. There was an area down here where there was a gated community which police didn't have access to. They have private security over there. There were some issues in that area, though. But those are some of the strategies that I would advise that you give your constituents at this at this point in time. You know, obviously all of downtown is back open. And when we look at last year downtown hadn't fully reopened. At this point in time it's fully reopened with all the events, all of the large venues that we have. And unfortunately it's a problem again, it's nationwide and we're you know, we're combating it and we're working at it the best way that we can.
When COVID The problem was was out of control
most COVID before COVID Not to this degree though.

Thank you. And just like the system chief said there's some things that the public can do to get an
alarm system. Get some lights blinking.
I know for a fact that most criminals they won't pass when they see some lights blinking. Don't rely on the alarm system that is come manufacture with your car. Don't rely on that. Take a little money, get your alarm system, make some noise and when you hear alarm go off, get up. We'll see what it is. If your dog goes to the door or window, get them going see what it is though. Some of the things you guys can do. We can do it. I put well locks on not just one. I got two on each wheel. Because if you're gonna get it I'm gonna make it work for you not just gonna come get it Kelleigh covered. I'm thinking about wiring that up too because I heard it back still in him again. So I'm gonna say in those some of the things we have to do if you want to keep it. If you want to keep it, do some things to make it harder for him to get it. That's, that's just the bottom line. of it. But that's just my soapbox. I want the public to know that the commissioners get the crime stats, we get the daily motor thefts, we get it all. We get it
all over email. So
we can let our public know or your district know your community relations people. President, hey, that's going up in this scenario right here over in this precinct over here. And then you guys can help and tell what to do about watching people when they're coming down the street, walk in, looking at cars, lock your doors. Those a lot of things you guys can do if you got a garage, clean it out. Park your car in your garage. You got a driveway pulling in a driveway. Yeah, you may be inconvenienced because you got to move it because your son or daughter got to come here somewhat. be inconvenient. Rather for you to be inconvenienced like that then come outside and your car's not there as a worse inconvenience. I've been there before.
I've learned I learned quickly.
I didn't listen, but I learned so thank God knock on wood. Ever had one so far? That do things keep you from taking a minute go look somewhere else.
And another thing quick getting your gas at night. Especially ladies, don't do it. Don't do it.
And when you do go to a gas station, pick one gas station that you know that you'd like and go there. Always go there if it's going to be out of the way still go. Know the attendants in the gas station. Ask them their name. I know mine I know his kids. I know everybody. The vast minimum money and now I want to know who they are. So in case something does happen, they can do something or they can see something or they can holler out something. But ladies, especially ladies quick get me a gas at night. Stop doing it. Don't do it. Don't be a victim. Stop being a victim. All right. Um,

sir. Good evening to this honorable board. And certainly I'm grateful and thankful to be standing here in this historic church, not just the church but which fathered us as a community as we sought freedom. Tonight I come to speak to you because I tried to speak last week from Israel. And I was on during the whole meeting but yet was not allowed to come into the meeting. So I just wanted to put my comments on the record in order to make sure that that there is clarity on what happened as relates to me being processed as chief investigator. As you all know, on the 16th of February, this board voted in a two thirds vote to offer into going into negotiations with myself and with the newly appointed secretary to the board. For to become employed with the board. On the 21st I passed the background checks fully completely. I also was fingerprinted down on the Boulevard in the lodge and then I also received a photo on the third floor. Get my ID as Chief Investigator filled out my pension work as chief investigator. I received a counter offer from the board on I believe it was the 27th on the 28th I wrote Mr. Tipton. John tempting and asked if I could speak with two chairs. And he gave me their information. And this is while I was in Israel. And I spoke with both chairs another chairperson and the incoming Secretary. After all of those conversations I typed up my letter of acceptance to the board's offer. So I was processed, I accepted the offer. And I was fully engaged in the process just to wake up the next morning to find out that the board had moved in a different direction. My question to this animal body is how can you legally resend an offer after accepted your offer? Before that offer was brought back to the Board for discussion vote Thank you to the Chair.
Thank tackling he gets an additional two minutes because he was joined last week, Mr. Robert Brown uncontested that. That's another thing I've been fighting for for our constituents that may have issues with technology. But if he was on the call last week, which he was, he's titled towards another two minutes. That's fair. That's fair. That's where we have done that in the past. And we should honor it today.

It took a two thirds vote to enter into negotiations. I would think that the board would have to decide for that to be rescinded, before it is rescinded before that meeting.

Reverend Ron Warfield whose happens to be a fellow retire police commissioner that got high praises from the DOJ for helping to put together a system in place for OCI when he left here as a commissioner, OCI, Officer Chief Investigator was in good standing it was moving in the right direction into good standing for the years later, we ended up with a backlog. And so Reverend Jerome Warfield applied for a position with this board with two for the Austin Chief Investigator position. And it's because he's the right man for the job that can turn it off as around again for a second time when your voices go unheard. And we have an outstanding a backlog of cases. No in the hundreds that's your voice. And so we as elected officials, we hear you, we need to fix and resolve this backlog crisis. He was the chair he was process. I mean, far as fingerprinted seen his credentials. One person cannot descend offer especially when it's accepted the position. We as as a body as a Board has to be fair, and we must do what is right. And I act and I beg my colleagues to do what's right and what's what and what to do. That is honorable This is an honorable man that came before us today. Because the lieutenant said there is nobody higher than her. She will not update the case when a dog was killed and put in my trash can a cat killed and put on my porch. So whoever this young man is, is afraid of me because I saw him. I talked to him nice and said you have the wrong house is the blackout is dangerous. They kill him people. If you high or drunk go up there to the Coney Island last six months get you something to eat.

I recently graduated from college my rental van and rental gear was seized for filming without permit and drag racing on March 5. Although we were seized, the cops are very respectful, and some of them even gave me their cell phone numbers so they can help me. Their compassion on district 10 helped make the situation better. We were not drag racing wanted to shoot the car driving so please, and we made sure there was enough room for any emergency vehicles to pass by. There was a rogue U haul van drag racing which we believe is a cause of the 911 of the 911 911 calls. And we have videotape of this incident because of how reckless he was driving on a low traffic area in Dexter, Lynwood. Why were cars important to this because that is the heart of Detroit, and we cannot make a love letter to Detroit without bringing up its history. The job which is titled Love Letter to Detroit was a commercial for snipes USA which is a huge retailer in Detroit. We were tasked with making a short promotion with three one 3d, hence why we had a short turnaround time. And we were given this job three days prior to filming so we could not pull a permit in time and we needed to finish just by three one 3d, which is also airing in the concert. We were we needed to and I came oh my god, sorry. I'm so sorry.
We we came to Detroit to
highlight its community, its past its future and dismantle all the notions that people have in the popular culture. What not I came to Detroit not knowing what it was going to offer me but I met some of the kindest people and made lifelong friends. So I'll start I would say I'll start I would say just in general, already. This is a very good start having not only youth in the room, you know, offering thoughts and opinions but also being willing and open to having alternative opinions. The biggest challenge I find, not only in Detroit with Detroit organizations, but also with this date. The country is that a lot of people fear what they cannot change, or they have a tendency to close themselves off to new things because they don't want to go through the change. So even being open and willing to enacting those kinds of change and being willing to listen to people and take their thoughts and opinions into account is a very big step in terms of increasing faith in police presence.

now, just by hearing that, right, take that back to your community. Take you back.

But not long ago, we had a young lady who happens to be a graduate from Wayne State University by the name and Akela Wallace the kita Wallace was placed in a chokehold by DPD. She's a member of Detroit with brief that came days after the George Floyd incident. You had protesters was thrown to the ground shot with Flash gang grenades, pepper spray, tie with zip ties thrown to the ground for exercising their constitutional rights, freedom of speech. How do you feel when free speech has been thrown to the ground? What do you think about those voices? You know, getting thrown to the ground or or yawn Akela Wallace graduate at Wayne State University being in a chokehold just days after the choice for incident. What comes to your mind as young people and what message do you have for this Police Board? That's supposed to be an oversight of the Detroit Police Department, crapping out policies
and like to hear from you your your thoughts? Thank you.
Well, first, I want to start by saying that was an unfortunate situation. Um, like he said, 99.9% of the police officers are good, you still have that 1% That, you know, aren't as good but you have to win when it comes to situations like that. It's of course hard for the community as a whole. And of course, being a student myself. It's a it's a scary situation and a hard concern.
But um, I'll say

We're moving forward. Basically, what it is we're moving forward
in that situation. You know, it is unfortunate.

One I will say that the situation issue as you mentioned, it extends so far beyond just Wayne State right and just our alum and just our students, and there's so much opportunity in the US itself for those kinds of actions and behaviors that negatively impact all of us. And I think that there are a lot of takeaways that I could offer. I think the largest one is to emphasize being kind, which feels like such a small thing, especially passing it on to other people, and especially people who have so much more experience than me and so much more wisdom, but it's such a struggle. Especially in the kind of world and environment and climate that we're in for people to have that kind of kindness and open mindedness and I think that a lot of situations that occur such as that one are just a result of a lack of experience and kindness or a lack of being able to productively put back into the world, if that makes sense. So, there are a lot of ways that you can go about, you know, you can take every single police officer and you can go through every single action they've ever done over the entirety of their career and you could still not find every single one that's done something like that, right. But being able to promote an act and execute kindness in any way as possible. Being able to emphasize that and the individuals you work with and the environment you have it reflects on the world 10 fold, and I think that's something a lot of people unfortunately don't get to experience. And that's nice to know, but I think it would be beneficial if the commissioners were given information about police officers themselves as well. I think it's important to acknowledge because it shows accountability, and it could show some patterns, either in law or behavior, and then something could be done about it. My estimate now could be over a billion worth of illegal we issued municipal bonds issued by the city's administration as the mayor and approved by the city council former city council. There are now three present members on the city council Mary Sheffield, James Tate and Scott Benson who have approved these illegally issued burns and total violation of state law. They are endeavoring to keep this the illegality of this from the public. You haven't heard of it in any newspapers receiving any newspapers nor any news stations. The bonds have were issued without notifying the public. It was done in secrecy and citizens and taxpayers in Detroit are on the hook for anywhere from three to $5 billion
in total debt
going forward to 2044. Now I just wanted to bring that to your attention over the next couple of weeks. You want to hear about it. But Reverend Jim Hardy, he spoke with truth. Now you never told any of the board members what we talked about where you went to church when I contacted you about the emails I was sending to you that were intercepted by Melanie white and our former position. Those emails that I sent to you were also sent to Mr. Burton, Commissioner Burton, Commissioner Davis, Commissioner Brown as well and they all told me now that they haven't received them. Now I want you to tell this board. Why are you sitting there about the conversation me and you had where I told you I was sending you two emails you said you never received them but yet you came back to the board except for weeks and weeks and weeks and never made any mention of it. Here are the specifics in the publicly released transcripts of last week's Meeting, Page 37 lines 20 line 17 through 20 reads as such. I am attorney Linda Banagher the commissioner for district two. If there's anything I can do for you as a lawyer or personally or professionally, please feel free to contact me in quote how publicly corrupt can you be? Your last publicly admission of corruption was showcased on a local newscast and in your interview on which taking money from a towing company is very, very acceptable to correct the transcripts from last week. I truly believe I said and so I'll repeat it again today. The state of Michigan allows a person to record a conversation in which they are a participant of February 9 is the latest meeting video posted on BLP C's website. So I cannot verify my exact words. But this is what I truly believed. I said to correct myself from last week's meeting. Mr. Warfield did not reject the OCI job as I falsely believed and commented as such. And lastly, we demand the public release of the entire footage. Footage of the killing of porta Burks not releasing the entire footage only reinforces the negative perception of the Detroit Police officers and the department as a whole

But you know, this incident would you know we were ever Brookfield about what's going on LCI This is highly questionable. I think this board, you know, because I complained for some time about the fact that John wasn't filling positions, you know, even though some of y'all ridicule me for standing up for what it was in the city charter and this board needs to do better. You know, it has to be looking about what just recently happened with a police department with the Justice Department. I can see if you're doing some underhanded, dirty stuff. But from what I did here, I am yet proud to be a citizen of Detroit because of you all and how you work together as a well oiled machine. And it really does help a lot and I remember when chief Craig was there, and there was some fraud on my Medical Council and he helped me with a letter to get my medicine that was given prior to them to someone else, revealing that there was fraud on my medical insurance account. But by his helping me by the letter with his signature, I was able to get my medicine and then after that listening to you all helps to strengthen my faith in you all and in myself and my abilities. You face a lot of different things and opposition, but yet you still have your meetings every week. You don't curl up like a dog with his tail between his legs, but you stand tall and yet continue to hold up to the Detroit Police Department. Thank you very much.

any chair I'll be presenting the Human Resources Report for the month of February, excuse me if my voice goes in and out but last week I lost it and I have no idea why.
Yellin at that rally yesterday. It
reports gonna cover departmental staffing, personnel, recruiting and recruiting initiatives you had received the documents, I think you might have them in your folder, and then I also gave you a copy of the presentation that the audience can see. So going to the next slide, which goes over the current departmental staffing, so for the month of February, the department was fielded at 87% rate for sworn members 90% And for vacancies 10%. For police assistance 70% field vacancies 30% field and for civilians 81% field and 19% vacancy. You see the raw numbers on the chart. Next slide. Go into the next slide gives you the breakout from fiscal year July 1 2022 to February 28. of recruiting. So we had a total of 2007 or 83 applications 57 were in processing 230 applications were withdrawn. 1780 applications were archive 393 were temporary disqualified 442 were permanently disqualified and 219. Awaiting em calls means they were waiting, various different types of testing and there during that period of the fiscal year we've hired 186.2 The next slide is the MCAT was testing for the month of February. So we had 95 that were scheduled for the written test 61 appeared 41 pass which was a 67% passing rate 2020 Failed 33% failure rate 11 To reschedule 23 notes shows physical agility we had 155 that were scheduled 65 appeared 32 paths 49% passing rate 33 Failed 51% failure rate 27 rescheduled and 63 No shows Next slide. So for total new hires for the month of February, we had 37 sworn that were hired and let me give you I have another slide that's going to break that number out. That does include reinstatements we had 12 civilians that were hired for total 49.
Next slide. So attrition. Oh excellent.
No Detroit residency. So for residency for Detroit, we had 533 sworn 414 civilians 15 Police assistants for non Detroiters 1815 sworn 214 civilians 23 Police assistants and of those numbers. 712 civilians were Detroit residents and eight sworn were Detroit residents next slide. attrition for the month of February we had a total of 23 that separated so good news we kept separations for sworn under 15. It was 14 same as it was for January, but you'll see that it wasn't in the 30s and then nine civilians separated for a total of 23. Next slide is our leave of absence. And we do have a new category that we've added which is the pay parent parental leave. So FMLA continuous we had 16 for sworn are loving for civilians. For FMLA intermediate we had 60 for sworn 76 for civilians for paid parental leave which started across the city in the beginning of January. That means they get additional weeks. The husband or the wife they can they can submit for paid parental leave we had six sworn medical leave three for sworn in six for civilians military leave, we have three sworn officers. We have 159 is restricted so it went down a little bit from 165 for sworn and then seven civilians disabled our numbers are going down. We have 23 sworn and two civilians and we had 19 sworn that was sick and six civilians. Next slide. So moving over to our separation. So as I stayed at 14 for the month of February, there was 10 police officers, one lieutenant, two detectives and one commander in that case that covers all of the categories so whether they we had two officers that passed away in that number as well. So on your breakout, you'll see where it says retired, retired under charges, resigned, resigned in charges death, disability and dismiss. You can see the break out there we also had 19 suspensions, that was 17 police officers one Corporal one sergeant, and then we have 539 people in the drop. If you skip to slides, one says sworn separations and then you have the departmental breakout where it says 2022 vices 2023 Please note the light blue arrows you'll see 14 for January or not arrows but bar graphs 14 for January and 14 for February of those breakout numbers. We had 14 resignations between the two so that 1414 is 28 for the month for the year. January February, 14 resignations, 10 disability I mean 10 retirements, one disability, three passed on. There were active duty members for a total of 28. So as you can see, when you go from January of 2022, and then you start to see where we did the contract negotiations which was and it got ratified in November, you'll see that the numbers will start to go down. Next slide is the separations to other department is still good news. So as you know, we had a lot of officers that will leave here and go to other departments for the month of February. We've had to those members one went to Southfield one went to University of Michigan Police Department, but you will notice that we are starting to see the decline there as well. Skip into the next two slides as one says one appointment appointments and then if you go to the one after that it says recruitment appointments 2018 to the President. Just please note the 2023 numbers. So even though I gave you the fiscal numbers for the calendar year numbers is 61. So that's between January and February, February, we've hired a total of 61. If you go to the next slide, where it says student police officer, you will note that we have five classes currently in the academy. We have a total 136 Students of that 136 students we have 13 We're reinstatement and I do believe eight or nine are gonna get sworn in tomorrow. So basically, those were officers that left and since the contract they've come back we started a class on the 27th of February with a total of 37. Nine of those were reinstatements. And then we graduated a class on February 17. That had 2028. You don't have this slide, but I'll just go over the numbers. So basically I'm going to give you the breakout of where we are with reinstatement. So since September, September 28, which is when the mayor announced the new contract, we've received a total of 55 requests for officers to come back. That breakout is we have approved 23 eight were denied. 18 are still in processing so some of those are processing mean they still have to go through the process. So we still have to screen them. We still have to go to the law enforcement agency that they're at to do we have to do their background check. Do all of that and then we had six that with withdrew. And then recruiting initiatives. We have a lot that we're working on. But I will tell you one that we're working on right now is March 25. You will get the details. We are currently planning a DPD career fair one stop shop. And then also we have also sent in or sent out requests for applications for the mayor's fellowship. So I know the chief mentioned last week that we are participating in those two programs. It was the mayor's fellowship program. Those Those we are receiving a lot of applications. I don't know if the youth received those links, but I know I did pass them to Wayne State, Eastern Michigan University of Michigan a lot of the HBCU so they are out there and if that is a program that you all are interested in applying for, please contact me and I can get you the link and then also the growth of Detroit youth talent program. No, sir. So some of those individuals, some of those individuals, some some have just some things to work on, meaning they might have missed it by one point or 2.0 We other ones that might have a little bit longer to go with working on their physical condition. We have recruiters that work with these individuals, we put them in a category that's called stay in by. We have someone who physically goes out if we open it to them, if they want to come and train with us, and they get nutrition tips, and they get a workout schedule and we have someone who meets with them on a regular basis to actually work out with them, and then we encourage them to come back.
Great, great. So all I was concerned about is DPD offering them some tips to get in better shape. Yeah, and I see that wonderful. I'm all set Mr.

Director. Thank you for the information I received through channels from commander Parrish. But I have a deeper dive on and what the information is to the public, generally speaking was about sexual harassment. Um, I'm being facetious. So but I'm serious at the same time. Let's say for instance, a complaint came against an elected official ie a commissioner on sexual harassment, where this commissioner was sexually harassing staff members and police officers. And the same commissioner was sexually harassing citizens. What would that reporting process be? Would it be different or would it be the same?
So it would be different so for the board of police commissioners, you would report that to the city HR, not the Detroit Police Department HR, but if it is a sworn member of the Detroit Police Department or civilian member, then that would come to DPS HR EEO office,
and what about a citizen of a citizen as being harassed by the same commission?
I would encourage them because the board of Police Commission reports to or operates through the city of Detroit, I would encourage them to reach out to the city of Detroit HR.

Just quickly, the mayor mentioned in his State of the City if you had a chance to see it, he talked he gave a list of the officers who had asked to come back from other cities and he said that you now have a list of that had come back I'm sorry, already come back, that you now have a list of 20 people that had left us that want to come back and that you're currently analyzing that list. Is that true?
So I believe what the mayor was referring to is if he said in processing, that means yes, the number that I just gave you, I believe
was at if he
mentioned 20 and processing, that means we're taking it so 23 have already been approved out of that 55 We have an additional 18 It might have been 20 when the mayor mentioned it that we are currently taking a look at right now. Yes, ma'am.
Okay, all right. So when will that be completed to think so we can take a start
back to so some of them might have just apply and then some of them might have replied applied a few weeks ago so we are working on their packages. So I'm hoping that within within a few weeks, that number will dwindle down but we are starting to get a lot more reinstatements which is really good.

So we like to know the officers that left his department has separated to go to other agencies that's now looking to come back to the department that they once left. What is the reason that they leave? And
so I can tell you
I'm back. So I can tell you some of the reasons that they have given some of the officers that left left for better opportunities and my I mean financial opportunities, as they call it benefits. What they discovered was when they went to the other departments, some of them did not like the culture that was at the other department. And then some of them felt as if being with DPD it was a family here and so they missed the camaraderie here at DPD. And then also once the contract was renewed, they felt as if they were on the same competitive edge as the other law enforcement agencies and they wanted to come back that is some of the information that they have told me. Thank you.
Thank you once again for your presentation. As always, thank you. We're gonna hear from downtown services third precinct. Who do we have?
Right.
Hey, Commander? Yes.
Good evening on our
board. Good evening. I am
commander Melissa Gardner. I am the commanding officer for downtown services as well as third precinct. It is a pleasure to stand before the board on tonight to present out on some of our strategies as well as some crime statistics. So as we all may or may not know, downtown services is made up of roughly 22 square miles. It's Mack to the north. I 375 freeway to the east Rosa Parks Boulevard to the west and Detroit River to the south. And in our downtown area. We all know that we are built up of a business district that houses the four sporting teams, as well as three casinos and a plethora of businesses and venues for the citizens in the downtown area to be able to enjoy even those who come to visit the city of Detroit. We are also the hub to Canada. So we roughly have on average 13,000 vehicles that travel over into the US from the bridge and we are second to the Ambassador Bridge when we talk about the amount of people that come into the downtown area. I am happy to be the commanding officer over the downtown area. Does it have his challenges? Absolutely. But I enjoy the challenges that it brings. It allows me to build and grow within my rank, as well as our professional within this organization. I wanted to also make sure that I covered with you currently where we stand as far as our crime stats. So far this year. When we look at our violent crimes. We are currently excuse me, I had to pull it from my phone so my apologies. Do it this way. So when we look at homicides are currently down 100% We have not had a homicide in our area for this year. As far as our criminal sexual conduct crimes were down 11% from last year for aggravated assaults are down 20% from last year. And when we look at our robberies we are currently up 50% from last year for a total for violent crimes at 3% higher than last year. When we look at our property crimes verbally we are down 2% And for our larcenies we're up 25% For a motor vehicle theft, we are up 120% And I want to say when we talk about our motor vehicle theft, we started the year at 225%. What we have done to address this particular issue what toxin motor vehicle theft. We have put a taskforce together we have coordinated with area businesses, our Greenlight businesses as well to look at video camera we have placed in what we call our hotspot areas or areas that are problematic for this particular crime. And we have officers that will work during the targeted hours in which those crimes are being committed. And we are driving it down. Yes we are still high. But I am proud to say that we are driving those numbers down and then we are getting information out to them. We have coordinated with other resources throughout the department and throughout the city. We have with for example we have our domestic violence advocacy that addresses domestic violence, but they were also able to get funding to address this particular issue. We are able to get locks for your tires. We they have donated locks for the steering wheel as well as additional ways to address that particular issue. So one of the things is we do try to work with other agencies that are able to also use grant funding to help combat this particular issue of crime. Now when we look at our non fatal shootings, January we had a decrease of 100%. February was also a decrease of 100% March we did have a decrease of 40%. We are currently sitting at three and this information is also based off of the six. So clearly we did have a situation that occurred after that. But we are sitting at four for this year opposed to five from last year. When we look at homicides again we are down 100% for January. We are also down for February and currently we're still down. Four are actually sitting at a 0% meaning we had non last year and we had none for this month. Currently today. We did have a situation in the downtown area where we did have non fatal shooting where two victims were shot near one of our venues. We did get that individual in custody within 24 hours of the incident and as to do the technology and the ability for people to come forward and give us information that led to the arrest of this individual, which he in interview admitted to the crime. We have and again we'll continue to dress robberies in the downtown area. Again, one of the things that we find very helpful in addressing some of the issues that we may experience in the downtown areas we do what we call sector deployment. This is something that was launched through chief White and his team of executives and what we've done is we broke down the downtown area into sectors and based on the sector we are able to address whatever particular crime or nuisance is occurring in that area. And what we do is we have officers that will be assigned solely to that area for their eight hour shift and sometimes longer depending on what we have going on downtown and their sole purpose is to maintain the order in the piece and make sure that any issues and concerns that are occurring are being addressed. And enforce whether it be loud music open and talks in a public place, larceny reform motor vehicle and things of that nature. So those are some of the things that we're doing. We also have our special operations team that look for violent offenders. So one of the unique things that we have found that is working with our downtown strategy is again, looking at technology, the barcode. So one of the things is whenever I get information as it relates to crimes in our around downtown, meaning if it's a sister precinct to us we have developed a barcode where we allow officers at the end of roll call. They can go up with their phones and be able to pull all the information as relates to wanted persons. Ryan patterns that have developed so during their shift, they can look for these individuals if it's a vehicle we're looking for updates on the 24 hours. So they're getting current and accurate information that allows them during their tour of duty to make sure that if they do see these individuals that we're looking for our vehicle that they can stop and investigate that vehicle and make proper notifications. And then we to like I said earlier we have our DB advocate program to address domestic violence. One of the things is we are working and developing workshops where we address our domestic violence situations, because we all know that domestic violence does not have an age. It doesn't have an income and it doesn't have an occupation. We all can be a target to domestic violence. We want to make sure that they know there are resources out there that can assist them with any of those particular concerns. Also, we are seeing an uptick in neighbor violence. So one of the things is we have done mediations where we bring in the neighbors and say, Hey, let's get to the root of the problem. What is driving this and it's amazing how it's generational. My parents owned the home my parents owned the home next door they didn't like each other so they grew up not liking each other. And when you ask them, okay, why? And they, they sit there they think about and then they laugh and they're like, Gee, I because our parents didn't get along, you know, so we really try to engage that dialogue back and say, Okay, if it's a barking dog, what can we do differently if it's kids being out too late, what can we do differently? How can we work together as neighbors that have the same goals and I looking for the same thing in the community? How can we work together to solve those particular issues, and it has assisted. Now granted, there are times where, unfortunately enforcement has to come in and we have to do things differently. But we always want to offer that platform opposed to going to the court side, we want them to say hey, how can we do this without having to have us involved or the courts involved or resolve your issues? And when we do that one, it allows them the ability to say okay, you're not here just to you know, force yourself on us but to really address the issue. So those are some of the things that that we are doing in the downtown area as well as is in the third precinct. And then I make sure I covered everything. Oh,
I also want to mention the restore order. So one of the things that we do is and this will speak to a question that was asked earlier, when we talk about sharing ideas across boundaries with other precincts, is we have the restore order. So what we do is we work together with other precincts when they have issues and concerns that need to be addressed with the assistance of additional officers. We do what's called a restore order. We'll we'll pick a day, maybe two days or a week, and we'll go in and help with our enforcement strategies whether it's to drive down traffic offenses where people have complained about speeding, or we have Nuisance Complaints where people are out loitering, or we have our unsheltered or homeless population that we need to address those. That's what we utilize our restore order for and we found that it does bring about some assistance to those precincts as well as it does assist us when we're trying to address some of the particular crimes that we're looking to address. And then two, we have our MPOs that our neighborhood police officers that do work in the downtown area. They wear multiple hats because of the uniqueness in the downtown area. So they also assist with our homeless shelter and vagrant population as well as our crisis intervention. Our crisis intervention is to help address the population that is has mental challenges and they are trained to go out and be able to one assist them to the point where we can get them the resources they need their training on how to talk to them. You know, because a lot of times what can happen is if you have multiple offices at a scene, and they're trying to talk to an individual that's not stable, all they hear is noise and it's an adjutant to them. So they're trained on Okay, let's allow one person that is able to engage this individual, have that conversation with them, get them the resources or get them to the place that we need to get them to where they can get the help that they need. So those are just some of the things that we do in partnership we also work with mtoc we do checks of those individuals who will do MDRC checks or we're gonna look at those who may be on probation or parole, and we'll do home checks to make sure that they are in compliance with what their probation or parole has asked for them. And and making sure that there are not weapons or things in the home. And so we do those on a weekly basis to make sure that everyone is complying with their stipulations. And then two, we have our crime analyst officer who is responsible for doing any workups so if we have an event in the downtown area or promoter, what we like to do is make sure that we run them through all social media resources to see one How did they do in other cities? When they were promoted and holding in an any BAP to make sure that if there are some issues, we get those issues addressed in the forefront. And then to it allows us to know how we need to staff for those particular events based off of the history of the person being promoted. And we find that that does assist us and it also lets the venue know that one we are there to support them. We want them to allow the event to take place but we also want to make sure that is in in a manner that supports the well being of the citizens of Detroit in the downtown area.
One second What does in DLC stand for?
So that's the Michigan Department of Corrections. One glad I used to always be prepared
right. Doing well. Yes,
yes. So again, I did touch on our community programs, which is our homeless outreach programs. We have partnerships with rock, financial Israel, as well as other partnerships. And with our crime analysts she is responsible for again, looking at crime patterns, letting us know the times that these crimes are occurring, and then it's our job to develop our strategy around those particular crime patterns. And she has been very successful in assisting us with getting information out early enough that we are able to get these individuals in custody that we need to get into custody. And again, I think I have covered all the information and I'll open up for questions.

So Oh, really? You're the commander of the third endless second 1/3 in downtown. Oh, in downtown us. Thank you. I'm not surprised at all that you've shared, especially as we related to the very thorough report you gave earlier this year.
Thank you, Mr. Barnard. I just
wanted to compliment you on your report. You're extremely professional in every sense of the word you always have been. You're a real benefit to the department and an excellent spokesperson for it. And I'm glad to hear that all of your crime stats are non existent for all practical purposes compared to all the other precincts and jurisdictions. So congratulations to you. Thank you, ma'am.

thank you through the Chair. First question. Just for point of clarity. I hear that there's a distinction between downtown services and a third precinct. Is that captured in the data that we receive from the chief police? Where downtown services will be is that included in the third precinct data?
Yeah, so it's a very unique, so third precinct does work with downtown downtown tends to be more of an event driven so the officers that work down here, they do do patrol responsibilities, but they also will handle the venues as far as the events and things that are occurring. So we work in conjunction.
Okay, great. Thank you. And then my second question is relative to one particular area in downtown services, that usually gets a lot of a heat during the spring and summertime. That's that Greek town corridor. Is there any particular policies or plans that you all have in that area as spring is emerging, to ensure that we're seeing less incidences of violence and embarrassment in that corridor?
Very good question. Yes. So one of the deployment strategies is our great town. So just so you know, and I'll break it out a little bit more. We have a deployment stray, we'll use for Corktown Bricktown, Greek town and then over by Grand Circus Park. And we find that when we break them down in those sectors, and we apply and have officers work there, so we'll have a lieutenant, a couple sergeants, and depending on what we're trying to address a certain number of officers and their responsibility is to stay in that area. Because what we found in the passes, they'd go to roll call and say, Okay, you all are responsible for downtown. Well, then something happens. Well, I went over there. So that allows us that ability to have accountability, so to speak, and also they become familiar with the businesses in that area. We have a resident population that has grown tremendously, and allows them to develop a relationship with the residents that live down here as well, and those who come down and work in the area, so that's why we did it and broke them out into those sectors. But to answer your point, yes, we do. I meet with all the downtown partnerships on a weekly basis to strategize and really develop messaging for those who want to come in the downtown area on what is allowed, what the ordinances are and how we're going to be enforcing those ordinances. And then lastly,
as we have the Youth Advisory Council here, and knowing that downtown is usually an area where young people like to congregate and enjoy themselves, is there anything that you would share messaging wise to young people about their behavior or conduct when they are downtown?
Thank you, Commissioner. Yeah, so
we do and we encourage the youth to enjoy the downtown area as well as the festivities that they have to offer. We just ask that they do it in a manner that does not bring the straight up first of all to themselves, right? self image is so important, and then to understanding the crowd that you choose to partake in. Knowing what they do, who they are, and what is their sole purpose for being downtown. Are you here to have fun and partake in some of the festivities? Are you going to come down here to cause issues and those issues can be those that are disruptive in nature? Such as fighting you know, just going in and just being a nuisance overall, but we always encourage them and then knowing the curfews. We are going to be really strictly enforcing curfew and understanding that you need to know one the downtown area. I find a lot of times that they're not familiar. Know the territory in which you're going to visit and know your surroundings so that you don't become a victim of crime ladies should always travel in pairs. There should be no point in time in the evenings where you should be walking by yourself. Cell phones, keep your cell phones charged. You'd be surprised how many I try to assist and their cell phones are dead. And they don't have that communication to make contact with parents or their their guardians. So I encourage them to make sure that your cell phone is up and always check in I have two daughters I require them to check in and I have one is 28 and one that's 30. So they say Oh mom, you know, but it's so important. So just make sure that you're doing it have your own set of safety guidelines. For yourself when you're in the downtown area.

I would like you to join because one of the things I think is so important is knowing you and how you fit in your community. Know your footprint. And how does that footprint navigate you through your career, through your education through whatever it is at your choosing to do in live and I definitely would like you all to come and I'll make sure that you get a copy of my flyer because I think it is so important you all are our future. And we need you and I'm so glad to see you all out here involved in your community at a such a young age. It says a lot. And I look to see the great things that you all will do in the community.

So that ends up falling up under sectors we have 311 and 312 which encompasses the downtown area. So that's where it would fall. Okay. Thank you.

Yes, through the chair. Peace and blessings to you our commander Gartner. You mentioned workshops, mentioned workshops. What type of workshops are you given? And how often are these given to the communities given to the community? Yes, we generally how often are they given to the community and and what takes place in these workshops was being demonstrated in these workshops?
Yeah. So for example, with this particular one that we're getting ready to host is going to deal with mental health. Health and Fitness is also dealing with safety, and then education and career. So what we do is and again, I don't have the knowledge base, so I always bring in those who are expertise. So when we talk about mental health, we will have a mental health professional there that will go over different information. We have social media awareness, what they should know about how they brand themselves on social media, especially when you're looking for careers and what that looks like we've gotten away from so much of the filling out the application. If I am looking at 100 applications, I'm going to go to the social site, and I'm going to start eliminating who I need to eliminate despite how you present yourself on those platforms, and a lot of they need to know this right? So these are the types of workshops that we do. When we talk about domestic violence amongst our young ones, being able to identify it. It doesn't always have to come in abuse physically. It could be mentally, it can be economic, right. And so we want them to know and how to identify those signs early on. When somebody's controlling and being able to know that that's not love and being able to navigate through those types of situations. So that's just an example of some of the workshops that we will do.
Oh commander Okay, that's good. Now let's take a woman in an abusive situation. Or let's take a man because me and get abused to Absolutely. Now, let's take in that situation. Do you offer them any type of refuge where you get them away from this abuser? Yeah, come away from this abuser and give them some type of refuge give them some type of storage?
Yes, yes, we do. We have an advocacy program. And that advocacy program, depending on what their need is will definitely assist them with housing. Also, if they're in a situation where they need the court system, they provide them with funding to help cover court costs, if they need an attorney, because they have a child in common and they're dealing with those type of issues. They will provide those resources as well. So we do have an advocacy program that does provide those particular services. Wow,

It taught let them and then look let them understand. When you talk about less than 200 vehicles being stolen, or no homicides. Those are the things that people have done. So just given the numbers, or the people didn't know the numbers on both segments, so they realize the work is being done. In terms of both areas.
Yes. As far as the population in the downtown area, I do apologize I do not have that the numbers and do not want to put out inaccurate information. But I will tell you this. The numbers that we have on any given day can triple depending on if I have a game at the LCA if I have a game at the Tiger Stadium. let me help you in one year is close to 5 million. Yeah, one year. Another thing we must understand too, in terms of the 13,000 cars from Canada into the city every single day. Yes. Every single day that we can get. It's only like that's just the one that counted that thing 30,000 Okay. So I'm just saying that we have to understand, you know, the challenges that you have and how you're basically arriving at these challenges and based on the titik that we see here. So we wanted to make sure that the community really how hard you guys work, to keep all of us say what is the third third or the first or whatever thing it is? Well, this is a very, I mean, I've seen I can't get out of my house to for running other marathons, you know, and all the inputs have been organized so I can't get out and get back in. I get frustrated about it, but it's a good thing. So I just thought, you know, I live downtown, I feel what you do downtown. I see the activities this goes on. So I just want you to know I want the people to know that when you look at these statistics over breaks the fact is that we're talking about the number of population that we serve not only just the people who live here, but the people who visit here. And now that we got these, this, these events coming in, is going to even more people as you know, it turns that the draft and so forth. Yes. Mr. Chairman, a couple questions that are rises at this moment. Is that
any updates
with the most recent downtown shooting, wit driving crime in the downtown in the downtown area for hours? Gun violence. Also, you mentioned about curfews that the department is looking to put in place for downtown. What about those families? That live in a downtown area as well? Is the curfews on? Is it only going to apply to black students that live in downtown? Or is it going to also apply to the white students that also live in in a downtown area? If you look at Greytown right now that we are in, you go four or five blocks over Human Capital Park. It's all white, that hangs out in that area. But the African Americans hang out more so in this area and throughout the greater part of downtown. Is the the enforcement is it going to be equally across the board? Or is race going to play a matter?
So one of the things is we are always going to do correct constitutional policing and that is my mission. For all of those that fall up under my purview. It will be one of those that we will make sure that the information is out early because what we're finding is we need to do our messaging early on. So everyone knows and understands the curfews that are in place and had been in place for the city for quite some time. Sometimes we've gotten away from enforcing those particular curfews and ordinances. But we're finding that we do need to enforce them because it does drive down certain issues and concerns as it related to the shootings that occurred downtown that appeared to be argument based between a group of individuals we did get that person in custody. So we will be looking to close that particular

On behalf of the residents of Detroit, the policy subcommittee met yesterday. We had John Conyers gave a great report to our Policy Committee. He brought in a nine page document of some concerns and recommendations in the past month, we brought in a company called Twilio that was that spoke before the policy subcommittee that talked about body worn cameras, but also talked about how law enforcement review less than 1% of those footage across the country. And so we have had great individuals that have spoken before the policy committee since I've chaired it, and we're going to continue to have great individuals come before this policy commitment committee because it's very important to hear from you. How can we review policy, act on policy right policy if you are if your voices are not heard? And so therefore, I urge the community to get involved and the policy committee as we review these policies that can can shape our community but also help shape this department. Thank you. When should the board and the public look forward to a presentation being made after research of the board of police commissioners partners with Wayne State University Law School regarding the policing project fellowship through the American Bar Association ABA entitled ABA legal education polluted police practice Consortium. When may we look forward to that presentation, please
get back with you on that. Right now. We have several things as best in our committee at this moment that we need to get out. We have a use of force policy. We have an officer involved shooting policy so as well as the gunshot Detection System Policy along with several other policies that are time sensitive. And, and I'm working on my committee to get some things out of our committee and I need the community to call your police commissioner that serves on a committee and in urge them to work with the chairperson of that committee, help get some things done on policy. So we can be able to
move forward, though the chair. Yes, thank you, Commissioner Burton. But now you know we made these provisions as of November last year, and we do have a professor Roboshot who is basically waiting to have a response from us as the policy committee. The board voted on this endeavor in and this initiative. So I'm just asking when should we look forward to this relationship starting. So let the public and the board of police commissioners can benefit from this research. Right now
we have we have Porter burgers were shot and killed by the Detroit Police. A keen little 10 was also shot and killed by the Detroit Police. We have officers involved shootings.

And then we also have
other incidents that's out there and that's in the media, where they're pertaining to offices of shootings as well and use of forest. This is a very important policy that we need to have some extra eyes. On this policy. We need to be able to review this policy, add some teeth to this policy to protect citizens and protects our community. Officers are involved and in the community 24/7 You know, and and so not only do we want to keep our offices safe, but we also want to keep members of our community safe and they're open and how can we do that is through good written policies to protect both parties. again through the chair. One last night now okay. All right, Thursday, December the eighth 2022. The board of police commissioners voted Seven to zero to approve this consortium. So again, sir, I'm asking when should we look forward to the policy committee of preparing ourselves for this opportunity to work with Wayne State, Wednesday's law department as these young interns present research to US based on some of the concerns that you've just expressed earlier?
Yeah. So I'm urging the policy chair to take a look at that and kind of move that up on your schedule as quickly as possible because that is pretty important. Mr. Chairman. Yes. Yes, the
Chair. I'd be delighted to work with the policy committee. On this issue. I've previously chaired that committee, and I contacted the reason we have this consortium is that I contacted the dean in the law school, who's new here now but he's been here now about a year and asked him because I wanted the law school because policies are mat reflect the Constitution of the United States. They have to be legal, otherwise we're operating illegally is totally illegal issue. And I wanted his I wanted him in the professor that was in charge of criminal law there to review our policies for constitutionality before we approve them as as a board so we had started this dialogue. And I'd be delighted to continue to like, just like Willie said, on use of force on shootings. I mean, there is there are national policies on this and national standards that are all reflected in the law. And I'd like to work with the law school on those issues.
So I would like for you to put that in writing. And please send that to Commissioner Burton, not Willy commission, a Burton and Commissioner Burton. He has to make that decision upon itself and then he'll let me know who he would like to have on that committee. Um, do
you understand that we met we already voted on this consortium? Yes. We already voted
on this thing that you want it you want to be on a committee so I
want to I want to handle this aspect. I don't have to be on the committee with the chair saying Do you want to handle this aspect? Project?
