First, we have a resolution to approve a contract with Rob horn electric incorporated to provide construction services for our loop three electrical upgrade projects at each rate metropolitan Airport. The term of the contract shall commence upon Board approval and terminate upon final payment of all required services. The cost of the contract shall not exceed $14,767,141.72. The contract was competitively solicited by Rockmore electric Incorporated, was deemed to be the lowest responsive and responsible bidder. The SP commitment on this
contract is 23.53%.

changes were requesting the change in this contract might. Good afternoon, Microsoft okay we currently have two contracts with Michigan with WFP. Michigan. We have this contract that was awarded in 2020 for on call land side civil engineering services. And a second contract that was a standalone contract that was awarded in 2021. For the life safety upgrades to the tunnels, the three tunnels at the south end of the airport, the oncall contract it's for roadways, bridges, inspections, etc. And again, they were one of three of the consultants that were awarded was a five year term. It's coming up it's due this year. And then we also had the tunnel project. The tunnel upgrades is a substantial project the tunnels are 25 years old, they're always the same age basically to is they got into the design of the tunnel project and determined what the scope would be what the impacts would be. In the phasing over three to four years. It was decided that we should also attack the roads at the same time. If we're going to take down the bridges and we're going to impact the customers. Let's do the roads and all the everything we possibly can get done under that as we have all that stuff close down. And ws P was on the I call contract that covers the world. We assign the design to them. They get that work going and and we combine those packages into a single solicitation that was awarded last September to Toby construction.
$85 million we're at the end.
Smiles in the northbound southbound and also the AOA side. It includes all the roadway signage and trusses we're going to upgrade them to similar to what we have here at the north end includes other replacement lighting and in addition to that we will be replacing a great deal of the storm sewer
system associated the roadway underneath the tunnels with the roadway piece.

construction administration for the for pretty much all the way up to bridging finish the roadway

Ted is going to give the board an overview of the departments that he oversees
thank you I'm here with Dan we had a shot at you and this is the first time I had a shot back. Police Jaeger started with Senior Vice President of Public Safety. I'm here to talk about 205 dedicated team members that make up our permit. Other provide emergency and support services to the board, Wayne County Airport Authority departments and the public on airport campuses in properties. There are four different departments that I'm going to highlight. There's the fire department, the police department, security and our special services. Our fire department is led by fire chief glendo such the primary mission of the fire department is to provide the best customer service possible for the authority airport tenants and the traveling public through the delivery of Fire Rescue Services. I like to say the primary function is to maintain airport index as required by the FAA. The fire department is comprised of 66 team members who maintain a plethora of skill sets. They include Aircraft Rescue and firefighting as to actual firefighting of a putting on the fire in the airplane, structural fire suppression and prevention. Those are structural buildings around the campuses, our emergency medical services, our hazardous material Incident Response my hazmat teams that deal with fuel spills and other hazardous spills. I'm going to highlight them a little later, and our authority and shareholders health and safety training. That is our first day training, CPR training and our automated similar simulator. They also maintain the credentials through the accreditation, excuse me, and on an annual review. And they've been maintaining that since 2011. The specialty teams are the fire department are made up of our hazmat teams that I've worked with, as the Director of Emergency Management for the state of Michigan, as well as for the county of Wayne. And those hazmat teams are very important and crucial to assisting in critical incidents throughout the county. Our Western Wayne urban search and rescue. Those are individuals that receive additional training or high altitude type rescues. I like to say how do we get a person down from a shell tire cell tower? These are the individuals that will respond to that. I Special Response Unit SWAT medics, they are actually embedded with our SWAT teams. The purpose of our SWAT teams are to neutralize certain threats. And at times the police department will go past an injured person to make sure they neutralize the threat. That's why they are embedded with the medics whose primary responsibility is to take care of those injured injured individuals. I downriver logistical team which is a team that is deployed when there's high complex emergencies and crisis that needs someone to take over the logistics, which I like to say a lot of moving parts. And lastly, the downriver fire investigation team. Those are arson investigators that actually go into downriver and investigate fires and the cost of those fires for criminal prosecution. Some of the
accomplishments
in 2023 for the fire we just hit OK, there we got. We had two successful FAA artists with no compliance remarks. One was on our training as the fire department and also our inspection of the refueling process. And then a second was on the entire fire department's operations, the implementation of a mobile food truck inspection program. This is conducted by our fire marshal so that when we have caterers and we have a food truck that comes onto campus that may have an open flame, they have to go through an inspection to ensure the safety of everyone involved. They work diligently with the Wayne County Airport Authority environmental to successfully curb and reduce feels, feels spills by tracking and spotting trends they meet every Thursday afternoon. They were talking about any type of fuel spill, no matter how small it is, track it and try to determine how to prevent that. And the first ever 100% completion of the annual inspection of all occupants and structures again by a fire marshal, and primarily those are for our concessionaires. I want to thank the board for their approval on contracts that allowed us to purchase two RF trucks and two ambulances over $4 billion worth for much needed equipment. Also, we've completed a new female firefighters locker room, upgraded at RF station one and the replacement of our RF doors at station one. The fire department responded to over 3264 calls for services 202,020 were for medical and 844 for fire, which is a 9%
increase over last year. The goals. Yes sir. So our firefighters and EMTs they do
or they do a title. Yes. So all firefighters are EMT. Yes. That is correct. The goals are two operational goals primarily on the response times they're both national standards. And the fire department has to be able to respond to a a medical emergency within four minutes. That's being dispatched and arrived. We review that on a monthly basis we've achieved 100% And the second is our off trucks have to be able to respond within three minutes to the midway point of the furthest runway and actually apply extinguishing agents such as water or foam and we've applied that we've achieved that 100%
of the time. Our police department which is I'm sorry, yes, sir. You said that incidents were up 90% That significant increase Well, why?
What? What were the categories of within the I think more individuals come into the airport.
Did you say nine or 90 990? I thought you said sir, nine are settled. The second question is around training and the days which I'm sure there's more than that
where they're not incident. How much training happens within the fire department, our fire department trains consistently. We have a full time battalion chief who's responsible for training and I could just tell you, I don't I can't tell
you the amount of hours but training
is conducted on a daily basis. You got the Marvin over there to check
the police department there's no more questions is led by our police chief Pat Driscoll. The mission of our police department is simply the police departments committed to the prevention of crime and protection of life and property. The preservation of peace and safeguarding by constitutional guarantees. I like to say it surely is pleased airport police exists for the safety and protection of the airport community through professional law enforcement, public service standards and events that occurred last year. Police Department has over 92 team members confiscated over $448,000 in narcotics. Just last week. In one particular incident, we confiscated $434,000 worth of methamphetamines that was just last week. The narcotics has been confiscated consists of marijuana, cocaine, and methamphetamines. Last year confiscated over $500,000 in narcotics proceeds, which is we call forfeited, and responded to over 36,000 calls for services, which is an increase of 25% over 2021. We also hosted the Wayne County Community College District criminal justice students on a Saturday to show them our public services deeds in case anyone would be interested in employment with the Wayne County Airport Authority. And we're participating on April 11. At Wayne County Community College from their career fair, especially change of our police department that receives additional special training as our Special Response Unit or some might call Swat. These are the individuals that are trained and hostage barricaded gunman active shooter type incidences, our crisis intervention team, which are made up of individuals that receive additional training in mental health services to de escalate escalated situations. We have seven canine handlers with six were bomb dogs and one narcotics dogs. We have accident reconstruction is unit that can accurately reconstructed after an accident from scratch. For criminal prosecution. We have our airport special investigation unit. They're involved in any type of specialized investigations. And then we have our explosive ordnance disposal team which is made up of 10 members. I just want to highlight these guys. Last year in Wayne, Michigan they actually D assembled a live bomb that received NAT not just local news but actually national news. But that team's efforts and most people might do their whole career in the bomb squad and never come with a lie bomb. These guys actually disassemble it. And then we have two task forces which is combined of our combined hotel and addiction enforcement unit which we call the chief unit. And then our h i s which is Homeland Security Investigations. And we have two officers embedded in those teams. accomplishments. We've We've secured for electric 2023 F 150 Lightning trucks which reduces our carbon footprint here on the campus. We've installed to charge point level two Evie chargers for those vehicles. We also maintain our accreditation to police department, which was first credited in 2008. We had an individual who 10 and graduated from the FBI National Academy. The significance of that to me is I've been told that only 3% of all law enforcement has an opportunity to attend the National FBI Academy and I know that our CEO had an opportunity to attend that prestigious prestigious school as well. We'll take our legal department for working with us. And two things number one, seeking the authority to exercise police powers on continuous roadways. According to aeronautics coach, our authority exists only on the campus. We would like to have a continuous jurisdiction. We'd like to have jurisdictional continuous roadways with our neighboring departments so that our officers have that jurisdiction so that if they see something on a roadway, especially looking into the airport, they will have that particular authority in the last hour the volunteer writer waiver of liability. We do a lot of transporting with our police department. We now have a waiver of liability that if anyone rides with us voluntarily, they have to sign off on a waiver that protects the officer, the department as well as the authority, the goals, operational excellence and number one act of threat training. We know that there's been a tremendous uptick in workplace violence, not only workplace violence, moss, places of worship, anytime two people might get together, there's a potential for violence. We were able to establish, I think a state of the art active training put on by police department, and we've trained over 96% of our employees have here at the airport. So we developed a and created a recruiting team to hire new police officers. We've noticed that in order to stay marketable, we have to hire and retain our officers and these individuals are on base and they have attended for regional police academies to recruit. I think they're headed a couple 100 miles away to expose to the west side of the state, the Wayne County Airport Authority and a great place that we are to work as well as the job fairs. The third is developing of a cadet program in which public safety can sponsor the appropriate candidate candidates into a police academy. I believe this creates a hiring stream. We have the ability to take a look at individuals hire those individuals as a cadet. They will help our police officer become more efficient because we're going to take some of those non law enforcement duties away that our police officers don't like to engage in have our cadets to perform those services in supervision of a police officer, but also a we like that individual have an opportunity to send that individual to an academy and sponsor them as a police officer. We're in the final stages with this particular program and we hope to
launch this program by the end of this particular week. Last question regarding compensation for for both police and fire you know, compared to for instance, City
of Detroit or other large metropolitan departments, how do we pay here I would probably have to turn that over to our labor relations folks. But I'm going to tell you from a lay persons, we're very competitive. We might not be the highest, but we are much more than the below and up. So I think that we're very competitive in our pay obviously everybody likes
to get more paid, but we have to work within a budget. Absolutely. Thank you. You're welcome. Yes, sir. Yeah, my question you indicated 25% increase in police activity.
What is that? What does that number represent? That number represents the amount of cost that our police department are actually dispatched to. It also represents
a uptick in population since 2021. So so it's a it's a correlation between population that so much. Well, I'm really trying to get to is, you know, the 25% increase is a significant increase in responses. How are those responses those 25% Have they changed? What's different about those 25% Or are they the same?
Basically the same time just based on increased numbers? They're not the same. And I think I understand your question in the point that you're making and that is, do we have higher crime as a result of calling? Absolutely not. Those calls represent a lot of costs, which I think our customer service related, as a result of just more
people being at the at the airport. So the crime rate? Oh,
yes. Correct. During the day, all customer services related I may pardon. They all customer service related, you could consider pretty much. Any more questions? Okay. So
you talked about expanding our jurisdiction, is that currently happening or are we just our officers can only pull on campus. Officers have officers have to come off campus to get to our certain properties about officers on have to patrol or go on certain continuous roadways, to get to certain checkpoints. So what I'm looking to do is that instead of contacting a local police agency and work in conjunction with them, that we establish a MOU that says that we can take care of a law enforcement service on that continuous roadway just on the content, contiguous roadways. Your work. Third Department is our security which is headed by Chief Tim McDonnell. primary mission of our security is to airport security is responsible for creating updating and managing the airport security program, which defines how the airport is meeting adhering to those federal requirements as well. As the airport local ordinances and federal requirements are always changing, that we have to ensure that we're always in compliance. In other words, we assure passengers at airport employee safety through compliance with federal regulations through the airport security program. The security department is broken and basically in three areas credentialing, which all of you have come through if you wear a badge, security compliance, and then our electronic security systems maintenance, our credentialing office processes over 16,000 badges for the individuals that work here. We get to another interesting statistic and we have 16,000 employees. We provide security training and testing which you had to go through in order to receive your badge. We do the criminal history checks and security threats. And by annually we ask all of our vendors, please give us a name of all your employees and we double check that with what we have in our security office regarding badges and other information. So if there's new employees, we make sure that there's no gaps and we also ensure that the issuance of audits of vehicle passes and employee parking so any vehicle that goes on our AOA has to come through our security department. The second portion of security is to security compliance, and that is where we have security inspections and compliance testing, which is made up of field verifications and security measures and equipment. In other words, we go out to checkpoints and challenged individuals to make sure they're doing what they're supposed to do. oversight of airport security services, which entails over 150 security officers that secure tasks, security measures and procedures that require for construction. Last year was a huge construction season for the airport. As since we had to batch and credential a lot of people we had to go out to those sites to make sure that those individuals were in compliance with our security measures. And the third was the electronic security system. And that is to ensure the airports access and control to close circuit TV, which is monitored by an arc and JCI a monitoring operational at all times. That when we do install new security measures, that there are in compliance with the updated federal regulations, and we work hand in glove with our technical services. As it relates to cybersecurity. I'd say at 16,000 employees. Last year we processed over 12,000 New badges, applicants and applicants, and that resulted in 12,000 badges. So we got 16,000 employees, how do we process 12,000 badges turnover? So even though it's 16,000 employees, people are constantly leaving a comment. We partnered with the airlines and TSA to initiate the employee screening at the terminal buildings in the south employee lot. And we're one of the first airports to implement the FBIs ret back program, which notifies us through a security system that if we have an employee that should get involved in an arrest situation, if it violates one of the requirements that they cannot be batched we're automatically notified that and the rep back program is how we came up with a rap sheet. If you ever heard that term, from watching television, to exercises that security is involved in and as the aviation security exercise on which we practice if we should ever receive an elevated threat, where we have a imminent threat to the airport, we'll sit down in a table type type format and we'll go through all the what do we do how do we communicate to our employees how do we communicate to the public? Where do we do screening right now we do screen before you go into a secure area. Here we may have to do screening when you come on campus that we go through those exercises once a year. And lastly, the TSA comprehensive inspection program in which the TSA inspects our airport security plan, and asked us questions about it to make sure that it is up to date, and that is ever involving. The goal here with the security. We have one operational goal and that is to monitor badge appointments within two weeks, meaning if you call our security department, you will have an appointment which we're getting tremendous love and feedback because people now don't have to wait in line. I know if I can come on a Thursday I come in Thursday at 330 I come in I take your business, I'm out the door. I go there's two weeks, we're under three days. So we're able to provide that the last department I want to hit is our special services department which is led by director in in a gallon and in basic terms the special services is the lifeline to those in need of connecting them to the appropriate emergency services. Next there's over 26 different team members in our special services 24 work and our Ark which we call our airport Response Center. And two that work in special services as director and the deputy director. I like to say that our dispatchers are the backbone to our first responders. They're like the vertebrae. They protect the spine. They protect law enforcement. They're the ones doing this a critical job where they're getting information, obtaining information, dispatching with the appropriate information so that our first responders can remember we respond to the scene with the appropriate information to take care of whatever that they need to take care of. We also mandate our FAA emergency airport emergency plan with over 12 different emergency response plans that is incorporated in it. And I'd like to say that our emergency airport emergency plan is like the certificate of occupation on your home see oh, it before you can take possession of your home you have to have certain things before we can operate this airport we have to have an airport emergency plan. Also, they we at this particular point control what we call our emergency command center. And this is like the Oh emergency operating center where in the case of an emergency, all of the decision makers come into one place. They're able to get all the information make
certain decisions.
And take control of that situation. Don't 2023 Are our or our dispatchers they dispatched over 8000 911 calls over 1800 fire alarms 40,000 security alarms provided customer service to over 157,000 collars, which could be just connecting a person to their lost luggage or people who can't negotiate the airport don't know where they are. These are the individuals that help them get to where they need to go. Also the they performed over 27,000 law enforcement information inquiries. This is when a police officer initiated traffic stops running through the computer checks on your status and placed over 4800 maintenance service costs. Which if they get a leaky call or leaky faucet or something they can dispatch a plumber. Some of the accomplishments. Our group put together a plan for senior leadership to talk to them about what is their role in the ECC. How do they make certain decisions? Why is it important to come to the ECC? And once you come to the ECC what should you be doing? Provide an in depth training to our volunteers on major emergency measures. Emergency operators are operations. We also provide a support team and special services so we have a cadre of people who are available to do family assistance. Two major exercises and that is the 2023 airport disaster preparedness training 2023 We had to prepare our public safety response to an aircraft that was being taken over by hostile gun people. And then we did that that was covered by news media's in Southeast Michigan and Northwest Ohio. And then the last one was a 2023 Surprise trucker cowboy tabletop when I say surprise, one day Austin leadership just got an email that says report to the ECC by such and such attack. And there, the scenario was similar to what happened in downtown Detroit where truckers came and parked their trucks it just block up the airport. Again we had to go through and work through those logistics to make sure that we didn't have any gaps or the goals just simply to make sure that we answer a 911 call within 15 seconds and also to dispatch fire within one minute and dispatch police within to the last days I want to talk about what service Special Services is a new video wall which is a huge goals that will change the paradigm on how we operate and dispatch our first responders. stead of having TV monitors it will be an interactive wall larger than the wall that you see where we can turn one scene into one picture or have multiple pictures and it will be a shift changer once we once we get that going. And the last thing is operational plans for all WCA buildings. We have evacuation plans for both terminals in this building of variability. Our goal is to have an evacuation plan for every WCA building know which way to go out even if it's only sparsely occupied. Last thing I want to talk about and I want to close. First of all, I'm very thankful for this opportunity to highlight what we do on a daily basis is the renaming of our fire and police department under the leadership of our CEO and Executive Vice President. I did an audit of my licenses with him calls which is the Michigan law enforcement commission of law enforcement standards and found out that we're our license has we were actually named Wayne County DPS. That was it. When I took a look at our badges our badges his Wayne County police. There's no entity in the state of Michigan called Wayne County police are badges has a star which is representative typically of a Sheriff Department here in the state of Michigan. An ID card said something else. Nowhere was Wayne County Airport Authority which is the governance entity of this airport. So we were able to get with our licensed agency the name has officially been changed to Wayne County Airport Authority police and fire has been changed to Wayne County Airport fire. A fire department was named in 1996 Prior to the development of the Wayne County Airport Authority. So basically we're just streamlining and breathing consistency. With the renaming
and the brand. And I thank you. I do have one question. Sure. We talked about volunteers. Where
do you recruit them? And what do you what do they do? Okay, volunteers are recruited right here at the airport from our employees for our family assistance plan. They would, for example, if there was a major crisis, and we had to reunite people, with their families, or families, we respond to the airport to find out information about their family members in case of a mishap. These individuals would come we were staged in particular area, and we have stages where people can find out that information without going and being involved in the scene. So we recruit those volunteers
and those support services right here amongst our employees. Okay. Thank you. But you had to step in level that
you're comfortable with this point. Okay, that question. The last question was with the state. And what I'll tell you is I'm comfortable with our balanced budget that allows me to do what I do. I think anybody would say we want more, but if I got more, maybe somebody else would get less that is just as important as our public safety. So

In celebration of the NFL Draft, a total of 20 large scale shoes specifically cleats. were painted by local artists to benefit nonprofits. They will be unveiled tomorrow to Cleese will be temporarily displayed at TTW one inside each terminal the McNamara terminal and the Evans terminal. city walls has informed us that the cleat that will be displayed in the Evans terminal was designed by artists Marlo Broughton, who excuse me it will also benify benefit the UNCF the McNamara terminal cleat was designed by artist Tony hooligan, and his benefit will be The Gleaners Community Food Bank. The installation dates have not been yet determined but we will keep you posted. And finally all board members should have in their board materials items that have approved for the month of February 2024 pursuant to
