And to add the civilian oversight analyst position. As you all may or may not recall, there was an individual who we brought on under task, but now she will be civilian oversight analysts. And that requires a motion from this body in order to do so. Ruth Barton is our citywide Fourth Precinct Community Relations leader and we are so honored to honor her

Okay resolution for citywide 12 precinct police community relations leader rules Barton. Whereas Ruth and Richard Barton always love calling Detroit home and became active in the community to improve the quality of life for everyone. They were among the millions of city residents and stakeholders who sought lasting reforms. So the police department following the 1967 Civil rebellion against police racism and brutality. Ruth Barton grew even more determined for positive change after a Michigan Chronicle article stated the bridge between the police and the black community is a gap that threatens the city's peace. She committed her time and energy to building a better bridge to close the gap. And whereas Mrs. Barton join others in advocating for civilian oversight, police many stations and neighborhood centers and a process for residents to meet regularly with commanders at local precincts. Her work to help establish the organization known today as the city wide Police Community Relations Council. She also helped launched a local council in her community and area served today by the 12th precinct. Along with other activists and advocates. She's helped ensure the city lie and precinct councils established meetings and activities for open dialogue and engagement between police officers and the communities they served. And whereas police commissioner since 1974, often worked with or heard from Miss Barton, about police actions or community safety, a librarian by profession, she always made herself available as a resource for accurate and important information. Both she and her husband enjoy long careers at the Detroit Public Library while raising their son at work. After retiring in 1991, Mrs. Barton continued to contribute to the library and won awards for her dedicated volunteer service. However, she spent even more tirelessly supporting police community relations and mentoring new community leaders during her decades long retirement. Her numerous civic contributions, including her leadership, and the 12th precinct and in community, I'm sorry and police community relations will be celebrated Saturday, February 17 2024, in honor of her 98th birthday, therefore, be it. The board of police commissioners speaking on behalf of the residents of the great city of Detroit salutes Ruth Barton for her pioneering contributions and bridging the gap between Detroit police and residents. Our city is forever indebted to her for helping to organize the city Why police community relations Council and the precinct councils that still serve as vital groups for the police officers and the community to work together for positive changes in community policing, neighborhood safety and the Detroit Police Department. Well, before we move on to the Community Impact Report, and I'm sorry to put you on the spot here. Commissioner woods, we're under the bo PCs officers report. I know there was a recommendation through email around some legislation that we want to make sure the community is aware of that is now enacted, and particularly around gun laws, are you prepared to share some update or awareness rather than?
Absolutely, I think that, that this community should be on high alert. And I've communicated with the Assistant Chief to urine to make sure that we are spreading this word out to all of the community groups that did our law enforcement entity connects with but the safe storage laws, the safe stores laws are now in effect. And it's going to be who've us as community to be able to spread that word to members that are not in our community. And he say stores laws were put in place to fall on the on the state level, to make sure that we helped protect children and innocent people from being killed by picking up guns and playing with them or using them. The City of Detroit has have had a number of children who died and lives were taken because of people not properly handling their guns. But now there's a stronger law in effect. And we need to continue to educate the community. And I think that we need to continue to get this word out as much as we possibly can to the community. And hopefully that something on our website is there. And that about this new law and on DPD website and everybody website and the churches and community centers, we need to spread the word so that we can protect the lives of innocent children die. Good afternoon to everyone and through the chair, want to give you an update as relates to our effort to move forward the backlog cases. And it's going to we're going to need the public's input on this. So in an effort to increase the timely conclusion of investigations currently open at the Office of the Chief Investigator. We are in the process of developing an internal project called the timeliness initiative. Through this comprehensive initial Should have been processed OCI will review investigations 12 months and older to determine if an alternate approach that will be described below is warranted in order to expedite the closure of certain investigations at the conclusion of this initiative, OCI expects the timely resolution of investigations related to newer complaints as well as improved outcomes from aged complaints, which are adversely impacted by the length of the investigation. By conducting timely investigations. OCI will fulfill the core tenet of accountability and timeliness both internally and externally. In an effort to comprehensively really comprehensively review aging pending investigations, OCI will identify a group of dedicated staff to conduct a review of all current investigations 12 months or older, OCI seeks permission to implement a strategy to close the backlog of cases, which would mirror the timeliness of the backlog, OCI cases doing the consent decree. This specific allegation of these backlog cases will be thoroughly investigated. And if any misconduct is identified, officers will be called for guarantee interviews and the case will be forwarded through the disciplinary process. Please note, cases that are beyond 366 days will not generate any disciplinary actions on behalf of the department. According to union contracts. However, egregious violations will be forwarded to the command for informal counseling on February the 27th 2024, at five o'clock pm during the citizen complaint committee hearing right here in public safety headquarters. The leadership team at OCI will explain in great detail to the public, the rationale for the backlog, the need to implement this new strategy. And to present our beta test findings. The Office of the Chief Investigator invites the public to attend this meeting in person or through zoom to weigh in and give their input. Here's what we know at OCI. At this current day, we're still under staff. And we cannot resolve the backlog case, doing the exact same thing that we have been doing. So this opportunity affords us the ability to move these cases for an aggressive but an appropriate way so that citizens complaints are addressed in a thorough manner. Thank

Hi, I'm Deputy Chief Tiffany Stewart. city name for Chief white today. We'll start with our update on injured officers. There's currently one department member who was disabled and recovering at home due to an on duty injury, you
will lower your mic down just a bit better. Yes, thank you. Due
to an an on duty injury, the officer is from the sixth precinct. Moving on to our crime data. As of yesterday, we're actually down a total of 9%. In all, in all part one crime 11% and violent crime we have a 27 reduction in homicide over last year, a 35% reduction in non fatal shootings 36 reduction in robberies and and 50% reduction in carjacking. So even though it's still early in the year, we still want to celebrate those wins. Because at this point, clearly we're getting off on the right, the right foot and hopefully we stay on the right foot. And with that being said mental health related costs for service. We do have an overall reductions in those categories as well. For the last seven days of no any cause would admit to a mental Nexus, whether it's not violent or violent. Armed, there was roughly 229 of those and roughly 87 costs related to some form of suicide, either threat or in progress. And as noted from this time last year, we have an overall reduction in costs for service as well as actual service calls in which officers actually respond and speak to someone and take some form of action. Moving on to overdose related cause we have approximately 119 overdose related calls in the last seven days. And in comparison to 2023 the service costs was 542 and 200 200. And I'm sorry 2023 and 520 this year and those are overdose related pause. Moving on to our significant events for the week. One of the incidents we're going to speak about is missing persons investigation. In a fifth precinct on Tuesday, February 13 2024. Chief white received a briefing from the police authority of the Detroit Public Schools regarding the disappearance of 13 year old and as I hear us, and the investigative steps that have been taken to date. Based on the circumstances the Detroit Police Department has assumed to lead in this investigation. The department has committed resources toward locating desire. She was last seen in the area of Cornwall and three mile drive on January 9 2024. And we are asking for the community's assistance to help find the desire anyone with information regarding this matter, is asked to contact the Detroit Police Department Major Crimes Division at 313-596-2260. We did do some re canvassing yesterday and certainly a special thanks to Commissioner Smith and Commissioner woods for their assistance and support in the search endeavors. Moving on to our second incident, there was a non fatal shooting of a 16 year old victim in the fifth precinct on Saturday, February 10. At 1105 officers were dispatched to the 12,000 block of met slugger court to investigate a non fatal shooting of a 16 year old officers arrived at the scene and spoke to the victim. A young male who stated he was just shot in the stomach up in the stomach medics arrived and transported him to St. John's Hospital where he was listed in critical condition. Officers did arrive at the scene and were able to conduct some sort of investigation determined that a black male wearing a green hooded sweatshirt shot the victim and then escaped on foot east on West worn after the shooting. Detectives are asking for the community's help with regard to this shooting. Anyone with additional information regarding this incident, please contact Crimestoppers at one 800 SpeakUp or you also can contact Detroit rewards TV. There was a homicide on Monday February 12 of this year at approximately 138. Officers were dispatched to the 19,000 block of Irvington in the 11th precinct to investigate a ShotSpotter alert that was upgraded to a homicide. Officers received a 16 round ShotSpotter alert at 1:29am then a single shot alert at 1:30am. They arrived on the scene at 1:34am and observe and Anki and unoccupied white Volkswagen in the driveway with the engine running and lights on. They checked the residents and discovered the victim in the front room of the location suffering from multiple gunshot wounds. Medics arrived and declared the victim deceased. Unfortunately, officers from the 11th precinct contained the same why detectives from the homicide unit responded. Office detectives were able to determine that before the officer's arrival, two vehicles were seen driving away from the scene at a high rate of speed. the make and model of the vehicles were unknown. Again, this is another case that we're asking for the community's assistance by contacting Crimestoppers again at one 800 Speak up a Detroit rewards TV if you have any additional information with regard to this case that can help us and assist us and bring closure to the family. And lastly, there was a triple shooting on Wednesday February 13, which resulted in one fatal shooting and two non fatal shooting victims. The shooting occurred at 11:23pm officers were dispatched to Providence Hospital in Southfield Michigan on a call for service for two victims at the hospital with gunshot wounds. They arrived, observed the victims to be in critical conditions with multiple gunshot wounds to the body. Both victims actually officers were able to interview family members and discovered that the incident may have occurred and a 21,000 block of what Seven Mile officers responded to the location and actually observed a third victim suffering from a gunshot wound to the head. That victim was declared deceased by medics. Officers from the eighth precinct responded to the scene and notified the homicide section. This incident is also still under investigation. And again, we asked for the community's help and seeking to solve this location and provide any information that will assist investigators and bringing closure to this case as well. Moving on to some of the positives that we have this month. We I don't know if you all are aware we've been doing Black History Month posts. We've been partnering with our police explorers on our social media that's Facebook, Instagram Tik Tok, and um X formerly known as Twitter, and what they've been doing, the explorers are telling the story they're acting out and telling the story as if they were the famous black historian. And a video of it. So what this week we did one with a young explorer who's telling the story of Thurgood Marshall. We've done Phyllis Wheatley, the poet and we've also done another Explorer as Louis Armstrong. So if you haven't had an opportunity to see it, and you do follow us on any of those social media sites, we implore you to take a look and it's just as partnering with our law enforcement explorers and I'm doing something positive and learning and spreading some of the knowledge that they've recently gained to the community. We have Valentine's Day event yesterday at some of the precincts. 11th precinct actually had their senior lunch at Farwell, rec center. I don't know if anyone was able to make it. But that was a pretty nice event yesterday. And tomorrow, we are actually having a graduation or a new recruits. That's tomorrow recruit class 2024 B will graduate from the academy, it will take place at 10:30am, a greater Grace Temple. That is a class of 18 students that will be graduating and certainly Commissioner Presley. We look forward to your words of wisdom. You have certainly made that moment yours. I know I always look forward to it. So we thank you for that DPD great readiness program will take place tomorrow, that's recruiting will host another event from 3pm to 7pm. Tomorrow here in the Schuyler room. And so people interested in joining the DPD Detroit Police Department who may have questions about the application process. And it's not just for police officers, if I'm not mistaken, there will be civilian positions as well. But the the purpose of the program is to provide tools and resources along the way for those interested in becoming members. For those who may not be aware, great stands for guidance, resources, expectation, application and training. And each of those, the acronym stands for a specific a specific process in the application period, whether it's resources providing information for tickets, for with 36, District Court, how to Claire tickets, information regarding DPD fit the expectations, you know, with regard to M coals support for reading and writing on the test and information on how to pass the test the application, you'll see the full application and they'll give you pointers on getting the applicant application process getting through the application process successfully. And just trying to use they will have an opportunity to take a look at what the training looks like in the academy. So with all that being said, that is my report. you through the chair, great report. I have a question specifically to the 13 year old girl that you mentioned on desire Harris. It seems that there might be especially on social media and just in the public, a perception that there was a delay in initiating that search. And I think it may be more procedural in the sense of who initiated, I think it was the public school authority, and then it transferred over to DPD. So could you just clarify maybe how that process went about? Because again, I just want to be able to create a space to inform the public correctly in terms of when the the investigation actually began? Because I know what dates back to January 9. Yes.
So it does date back to January 9. Yes, it does. J day back to January 9. The mother reported her missing on the 10th. So Detroit Public Schools police actually has been investigating the case. The entire month. The case has not went without investigation. Certainly sometime last week, they reached out for our assistance at the Cybercrime unit and they also reached out to the chief and he was briefed, briefed regarding the case. And at that point in time we took lead on the investigation. So we are certainly ourselves, looking for any additional leads. Were we tracking some of the things that trip Detroit Police. Detroit Public School Officers I'm sorry have also completed but there was no lag and investigation with regard to the case. Detroit Public School Officers are actual police officers. They are just a different law and Thor law enforcement authority and they were handling the case and last week, reaching out to us for additional help and we decided to take lead on the investigation or
any further questions. Commissioner gamble?
I got a question. This This came out of last week's be OPC meeting I received some inquiries. I read from the community, there was mention of a device called a switch. Okay, is that better? Okay. In the meeting, I'll obviously gave him a report and he talked about a device called a switch. I was contacted by some members of the community who didn't understand what that was. I was wondering if you could elaborate and kind of explain it a little broader. If
you're talking about a Glock switch that goes on the firearm. Yeah, it's, it's a little device that allows a semi automatic handgun to convert into a fully automatic handgun. Switches are illegal. It's an illegal device. It has federal oversight. So anyone caught with a switch on their Glock in the course of an investigation will be charged February federally.

to follow up on your answer to that, if it's legally sold, and a person is a legal gun owner? How is it? Is it still a federal offense? Or does that what is your understanding the
switch is actually with a legal not the actual handgun. They alter the handgun and put the switch on there, and you are not allowed to do that. Thank

I just want to elaborate just how serious this is. Because it's they're very prevalent in Chicago. They allow the weapon to discharge a large amount of rounds and very short time, that turns a handgun basically into a machine gun in which we're gonna present this considerable threat to the community. And the simplicity and simplicity of it is, is you can actually make them at home with a computer and a 3d printer. So I mean, this is something that we should probably be more aware of, and do whatever we can to mitigate the rise of these devices in our community. And I can't stress enough just how dangerous these things out here, that Glock handgun, any handgun itself is extremely dangerous. But when you have the real simplistic ability to change it into an automatic weapon, that danger goes tenfold. So I was just wondering, as a board member, we could take a look at my knowledge of it is the weapon is so easily convertible to this full automatic version, that maybe the manufacturers should be looking at changing their firearms to make them less convertible. Right now. I mean, it's you can do in 10 minutes. So I was just wondering, maybe we could do some fact finding some check in and try to get ahead of the curve on this thing before they come really prevalent in the Detroit community.

An up through the chair. Another quick one. I think we're keeping in theme with equipment, I guess. Recently there there was some funding that was approved for around 20 of the bolawrap devices. Just for the public's sake again, could you just let us know where those are going to be deployed? I know there there was a I think it's called an emergency amendment to a policy or there hasn't been a full policy around it. But do you know how those are going to be deployed? And I asked because I was used to demonstrate it, but you wrap me around it and it was actually really effective. But just anything that you want to elaborate on that?
Oh, yes.
So the funding was for an additional 20. For those who may not be aware, BolaWrap is like a cord, a Kevlar cord. The device, it fits in your hand roughly like this, it almost looks like an old school Texas Instrument calculator. Push the button, the cord comes out, wraps around the person who is experiencing mental health crisis or suicidal ideations or anything along that those lines. It's a remote restraint device, and it does not harm them, nor does it harm the officer. So what we did was we deployed them to our Crisis Intervention Team members. So we asked for an additional 20 to deploy to one at every precinct, if you will, and some of your ancillary units, maybe like your Metro unit, your downtown services unit, as well as to our SRT Metropolitan officers. So that's what the deployment would be for.

Yes. Through the Chair. Thank you for your report. To my fellow Commissioner concern Commissioner gamble. Uh, can you tell us how prevalent is switches here in the city Detroit for my understanding those are already prevalent, right? So
as prevalent, I would not say we, based on the number of CCW arrest or that we, that we come in contact with, I would say the percentage is still small, in which we come across people who have switches on their, their handguns. I don't have any exact data for you right now, today, I do know the percentage is small. But with that being said, there has been an uptick and saying, I'm where something you may have saw, as recently as a year or two ago, maybe you saw one or two a year, now there's a uptake? Well, you're seeing quite a few more than that. So how
many people getting caught with it?
I don't have this. That's why
I'm saying this, you guys know how many people get caught Bakley example of that. But you know, that's in this community thick, you know, I deal with the streets in a sweet, so you can hear that noise very, very thick. You know. And so it's absolutely clear that it's prevalent. And also, I would like to know, like you to continue to convey to the chief and to assistant chiefs to make sure that we do get that information out. As it relates to the safe stores law, I think there should be a major campaign around that, because it's also an opportunity to, again, as I said in my statement earlier, do to jer to save some lives and for the public to be absolutely made aware, I believe that we need to do a big campaign and educating his public, especially with the change of the law, but also to be able to make sure that we encourage mothers and grandmothers and aunties and grandfathers on safely storing a weapons because you know, so far so good. I don't know how many children may have gotten a hold of a weapon. We know this as Southfield young man was killed because of, you know, a gun. You know, and I don't know, necessarily that was a safe storage issue, necessarily, but I want to see us really do something robust in that area.
So I certainly think that's a good idea commissioner was and I think that's the least we can do as an agency. We do have a media team. So we'll we'll pass that information along for them to develop something that put out to the community. Right, Commissioner

Rep, there's no policy and the department about that currently, if you're, if you're going to use this as a as a weapon or as a deterrent, then we need in the policy committee to get at least a draft of how it is you perceive that you're going to be using this? And under what circumstances so that the board can prepare a policy on it? Yes,
they're actually working on it. Now, you should probably have that before long. There's also a training mechanism to that as well.

We are taking a very deep dive into the investigation that's already happened following up on information and conducting new looking for new sources of information. It's very much ongoing. yeah to the chairs who's speaking yesterday as a spoke yesterday I said I was gonna encourage a lot of my clergy friends to get involved in some of these searches in terms of what their congregations so I know as to least to represent a house today, you know, so you know, let's make sure that we spray them on the clergy throughout this entire city when we have a 13 year old that is missing his all of our problems and even my fellow Commissioners when if you can you know, whenever you can I know that you know, I may not meet all certain things So but I think as a community, we need to make sure we wrap our arms around these families and be a potted part of those searches and spreading the word to be able to possibly get information to the people.

All right, I do have a few relates to the crime report and the sexual assaults. Is there a breakdown of crimes that fall under sexual assaults? Or is it just a general general category? It's
a general category, but it encompasses several specific charges.
Okay. And then you for the sake of the public, obviously, when you talk about things like homicides, you know, that's evident upon the scene. But we talk about things like aggravated assault, are these calls for service that are captured in the data, or these arrests that have been made around those incidences?
Those are all actual incidents. Okay.
And then my final question in this line of questioning, has to do with domestic violence. And so there have been several conversations about its rise. And again, just for the sake of the public, domestic violence, incidences, they are captured under aggravated assaults,
they could be captured under aggravated assaults, or it could be even a non fatal shooting. But typically speaking, they're captured under aggravated assaults or a regular assault, which is a misdemeanor. Okay,
thank you. And then to the reports of the incidences, there was one about the triple shooting. And it was stated that two of the victims were non fatal. But do we know their current status, they were critical condition. Okay, it's still in critical condition. And then lastly, thank you for your kind words, relative to the graduation. You know, again, I take it as a immense honor to represent this body, to new officers coming into the police department. And for those citizens who have never experienced a DPD graduation, I encourage you to do so it does increase your level of confidence in the officers that are on the streets, because we have one of the best training programs in the city to get that sense at the graduation. So I'm looking forward to attending tomorrow as well. With that, thank you for your thorough report, and for your profound questions. With that we will now move on to oral communications, where again, we'll start with Mr. Eric Williams, who again, was scheduled to speak last week, but because of our technical difficulties was unable to. And so we're allowing four minutes for his public comment.

my own, if they get should be on the screen in just a moment, but I got you. All right. I
appreciate that. A one minute weapon, something like that. So my name is Eric Williams. I'm an attorney with a nonprofit law firm called the Detroit Justice Center. I'm also the son of a retired Detroit police lieutenant and the father of a police officer in South Orange, New Jersey. I'm here because I have concerns about this board's ability to do its oversight job. Well, I understand that collaboration with the police is unnecessary. I have concerns that the differences of police department is getting in the way of you doing your job. For example, the deployment of a new technology without any policies in place whatsoever, is a little disturbing. I would also say that there are a number of instances when the statements of the police department should actually be challenged for example, and the January 25 Meeting represented the Detroit Police Department said Detroit city of Detroit, the Detroit Police Department does not pay for Project Greenlight that is categorically false. Between 2016 and 2020. More than $20 million worth of public funds were expended on Project Greenlight. I don't know how you don't count the real time crime centers how you don't count the software. The data works LLC contract, I don't know how you don't count the personnel that actually are responsible for monitoring the cameras. So it's a bit problematic that they would say this and it's categorically false and nobody here said anything. My second problem is to Project Greenlight again. When it was deployed. In 2016. Then Chief of Police James Craig said that there would be a study done to assess its effectiveness in 2020. Michigan State University Department of I believe is criminal justice released an evaluation that said that there was actually no impact from Project Greenlight. Just last year, the US Department of Justice National Institute of Justice released a report saying that there was no effect from Project Greenlight. All we have, as one of your members noted at the last meeting is anecdotal evidence of its performance. In addition, I would say that we don't even know how we would evaluate it, what we're actually looking forward to determine whether it works or not. So we don't know how much it cost. Oh, by the way, Project Greenlight is not a line item in publicly available budget. So there is actually no way to determine how much has been spent on Project Greenlight. The estimates I gave you are simply from public reports. But there are undoubtedly other things hidden in the budget that are allocated to Project Greenlight we have not seen. So today, all we have is a project that we don't know how much is cost. We don't know what's effective or not. There's no evidence to prove it's effective. In fact, the only evidence we have proves that it is not effective, which creates, in my mind, kind of a problem. My last concern is that I have been dealing with and addressing Project Greenlight since its implementation. And there have been repeated instances where the Detroit Police Department hasn't been allowed to present its side of the story. You have not had a single civil rights organization be able to present for the same amount of time that the Detroit Police Department has been allowed to present to this board and to the public. What I would ask formally, as you allow myself, the Detroit Justice Center, the American Civil Liberties Union, any of the other number of community organizations that are concerned about Project Green like to actually present to you what our concerns are, in the absence of that are you doing is taking the Detroit Police Departments we're like I said, I don't have anything against DPD My father was a cop I was raised with, you know, the kids of other cops. But until you do that, all you're doing is selling us the illusion of safety, and not even telling us how much it's costing. Thank you.

Good afternoon board. Good afternoon. For the record, Eric Williams is from the Detroit Justice Center. Thank you. Just for the record. This this month, let's start at the same month as Black History Month. And it hit me hard because I'm quickly becoming twice as old as mega Evers, Malcolm X, Martin Luther King, Cheney, Goodman and swearing are. So I realized my time on this earth is limited, if not today, real soon. And so when I use strong language, it is because this board needs to correct itself in the utmost urgent way. His people and so many more died for the privilege of you all sitting here. But yet you do not address police officer misconduct as your major focus. I had the privilege or I have the privilege of seeing my children grow up to be strong, dedicated members of society. I have this privilege, but others did not. The parents of Denise McNair, Cynthia Wellesley and he may Collins, Dr. Robinson did not have that same privilege and opportunity. So again, if some of us speak with strong language, it is because there is an urgent need to do a lot more than what this board is doing. The HR report you will receive today will undoubtedly exclude many of the tragic things we need to know about. It needs to have a deep dive on every report of the 120 risk management officers that are in the risk management system for misconduct.

Good afternoon to all my colleagues here. Good afternoon this afternoon, I had said, occasion to go to a funeral this morning. And there were some people there that knew me and my reputation with the commissioners. They asked me several questions. One in particular that I was very interested in, was the fact that they feel as though that the police is doing an injustice. As far as the publicity publicity is concerned that they're giving them a bad name, go, you know, naturally, I'm going to tell the truth about what my police is doing, and I'm going to defend them to the end. So until they do worse than what they're doing now. Because I feel as though they're risking their lives every day when they put their uniform on for you, and me and everybody else. And for us to think that they're not doing the job. Maybe some are not, I'm not saying all of them, but are doing wrong. But the ones that I know and I talked to and tell them every day when I see him, Be careful out here. I want you to take care of yourself. I tell him this, but the fact that we do have people that will complain in which they have a right to complain, I have no doubt about that. But I want to let you know my experience. We have police that's out here. And they're running down these crooks they're getting shot at. And we don't think about none of that. How many policemen shot within the last month or so? Have you thought about that? Or shot at because they're doing their duty? Look what happened in Kansas City. And I hope we'll never never endure that. When this do sports activity come here. Because I'm sure Brother White or chief White and I can say that to him is going to do a darn good job and my police department I have faith in them all away. I wouldn't be here this long preaching about the police department. If the good Lord didn't say I'm doing a good job being 91 years old. And I wish that I can see two more years because I want to deal with the with the politics because you got a former chief that's that's out of out of sight, because he's doing things that you wouldn't even think anybody with good sense would do. How in the world you think you're gonna get off the police department and run for this position and run for this present you and anyway, watch for further news of my comments.

So filling some of my responsibilities as president and community, a community activists I have attended many of your meetings to learn and share information for my community and give my opinions. I am having a concern that has been created by Mr. Alvin Stokes, president of citywide Mr. Stokes has stated to me many times that I'm too political, and has told me that he would remove me from my position as president of the second precinct Community Relations Council. I have learned that he has even solicited help from Captain Marcus third Gill and Deputy Chief hope you are aware of my work in my community and the city of Detroit. The latest for our council at the second precinct was to establish goals and objectives. These written goals and objectives were given to all attendees, and now we're implementing them. Mr. Stokes and others, I believe are interfering with our meetings. Neither Mr. Stokes, nor anyone has a right to interfere in our communities and meanings. I was chosen by the people and not by Mr. Stokes. We had an election and no one wanted to lead. So I am continuing as President, I will continue to speak and write without fear, favor or affection and do work in my community and the city of Detroit with robocalls. I know that your work, I believe to be an oversight for the police department. But because some Mr. Stokes has chosen to involve officers, I decided to inform you of my concerns. Thank you.

I am a senior citizen, native Detroiter, speaker, place, senior citizen aged shorter, 75 years of my life. I have currently moved out of the city of Detroit. And I live on the borders of Redford, Michigan, which is still Wayne County. I have had an experience over the last while since just before Christmas, with the ACE precinct. And not only have I been harassed, humiliated, sexually harassed, hauled down to and I'm not allowed to even enter depressant because I support it, my son in his efforts to get some attention to what was going on to him. And if he wants to speak, he will. I'm just speaking for me. There have been reports that I have not been able to get my hands on. I went into that particular precent and I attempted to make a report which I was denied access to the precinct because they have a bone to pick with my son, I believe. I am not happy. And I'm sorry. I don't mean no disrespect to you. Yes, he's the chair. They do. put their lives on the line. But also my son does. Who is in right now a wreck in the United States Army fighting for us is many people put their lives on the line. But when it comes to not only protecting us, there is a place that should be respected, upheld. Also along with disposition, their badge represents I thought, honor, thank you. You're welcome.

I almost saw a content creator of work, which happens before Latrice cash had been on the side of Barack Obama. It's kinda, it's kind of emotional, so I gonna be able to get it out. So I'm kind of, you know, kind of Lou, you know, I know, it's gonna be like this. But yeah, my mom has been mistreated a certain way. And I have to where it's intimidating. But I am back down about nothing. For my, for my sake, I'm pursuing different types of action. And I'm here to try to get help. I don't know who's in here. But I know God works in mysterious ways. And that's what I'm here for. And I'm just going to leave it at that. But I do commend police officers. And I want to also say that it's not every police officer, because I'd be wrong to say that. I'm just saying that people are in different position where they're abused their power, and not know my rights. And I know where I stand. And if you look me up, I'm that type of person that has always standard with Detroit, I have gave to the community. And I have been on channel two, four and seven. Right now. I do have the news and wharf. And I'm also seeking for a lawyer for a lawyer right now. But my mom has been mistreated and so have I, I have videos I have everything. But like I say, I come in the police officers that are actually doing something, but it's a lot that's not either, and I just think that certain people will need to be addressed. So I just wanted to just put that on the table. And it's no disrespect to anybody in this entire place. But it's very frustrating when you can go and get no help when you know that the help is there, considering were you in the right position in the right place, and you have everything that's really so that's all I have to say.

This is my first time here. I am a 73 year resident and the city of Detroit. I of course, I'm a senior now, but I am here because I live right across from the LCA. I did contact the police on to 19 they had a concert called the guy for the shoe guy, which I'm not even don't even know what it's all about. But I heard it was a rap concert. So I went outside because I heard a lot of noise. I see a big Ram truck coming down, turn around and my driver which was okay, he could turn around when he was going back out. He entered the area. And then about 20 minutes later, I look at Eden Park at my garage, and apparently went across the street to that constant which led me left me blocked in my garage for over two hours. Okay. I call the towing truck company that was associated with that brush fire that I call the Detroit Police and made a 911 call to let them know that truck was busy. Somebody's got to move my granddaughter came home she couldn't get behind the garage this truck is we have nowhere to power. So then I asked her to my daughter, let her take me around to the police. I saw my next street which was Alfred. And he said, Oh, you're the one the car got your car will come on over to you know, check everything out. I got your car, which because I come back online one and I lost a record of that call. So he did come around the office. I have pictures. When he was running the truck, he said I just struggled. This looks familiar. And I guess it was familiar, you know, after everything was said and done. And that man stayed there for about two hours. So I see though, the police tow truck or whichever tow truck was was at Adelaide coming. No one let him in the police wouldn't let him come in there. And all of a sudden, the guy runs from across the street jumped in his car, I run downstairs. And I said What's up the police officers was there. He says, Well, he just happened to come back. And I wrote him a check. So how much is the ticket? He says $50 ticket. I said he was on private property and right. And, and that's not already you
pass your time I was trying to get to maybe what you might have needed from us. But again, when investigator Sloan comes back in if there's any complaint or anything you want us to take an action item or by flip
it. I made a complaint at this board. Okay, and I haven't heard anything back. Okay, so
it will be investigated. Chief Warfield has just let me know that we do have your complaint, and they're moving forward the process.
Okay, so it's not giving me today or what I'll do. I'll come back. Well, it takes some
time for them to investigate. I don't know when they received it. But maybe there's a conversation that can be had offline so that you can get some clarity on what to expect. Okay.

during the chair, a bearish day, a couple of weeks ago I was here I miss both spoken so I want to first stand up as a man and correct that. I appreciate this board for handling their internal issues before they become grievances. So I'm grateful for that. I was corrected. Secondly. I appreciate Mr. Bale. I don't talk about how I really don't agree with much of it. But I did want to take time to acknowledge his stance against the judge's decision there. I think that's admirable. It shows a lot of sense of democracy within And here, and it's not just one sided. So that's going in the right direction. I appreciate the commissioners and as liberty, the commissioner here that's advocating for the young lady, I think that's admirable to get out here, and really be active in the community and really show actions behind your words. And so I do want to acknowledge that. And after seeing that, I had a little quote that I said, maybe go for it. But um, I was encouraged by the Unity for the community. So it wasn't just police commissioners, but it was able to get other community resources, any and everybody out there for one child, and that shows how much each and every child within our community. So you guys keep that up. I'm very grateful for that. Personally, yesterday as Carrie she was downtown, and my route to going to get AAA and everything at a police encounter. And I'm grateful to say that the police and calendar day he was there to help out and give services, my family and I got a few citations, but I was happy to make it home and get to services that he was willing to help out with. And Brian knows what downtown services. And so I'm very grateful for that. And then lastly, the young fella that came in here, I like to encourage all our community speak up, get over the fear of shame, get over the fear of anything, changes cannot come about without speaking up and you lost your voice. I do want to comment briefly on the lady that spoke up that I hope you all do investigate that. When I interviewed Charles Williams, when he got stopped by the Bloomfield police, I think a lot of times the black skin is a trigger for how we're treated is no disrespect to police because I do respect the police. I work closely with the second police precinct. But that's a lot of times I think what's going on. But I'm glad the officer that was allegedly that choked his wife. I don't know what's going on with him. I don't know if he's office suspension or it's been investigated. That was a horrible and I know, you all have made complaints about the complaints that he had before, but he could have killed her. So I hope he don't come back on the force. I'm sorry to say that. I just want to make that comment. Another comment I want to make about in the last few years $32 million dollars have been spent and police conduct. So I'm just hoping this board will be on board to investigate these issues because it is a concern for the community. One has nothing to do with the other. I do respect the Detroit DPD all across the country, but I just want to make it just seemed like in Detroit, there's the EVO settlement dealing with situations like that. So there have been a lot of missing persons lately. There's a 13 year old missing. And I know before there was a two police team that was investigating the missing persons I would like as an as a city to to deal with that situation. Because when there have been stories where people have been found, but we have a lot of missing people. And I would like to know, the Caucasian woman that had those four black children in a car. I would like to know what happened with that case. I don't hear anything about it. And I remember last time chief White was sitting when I spoken a few months ago, what has happened with that situation and where was she taking those children. So that's something that we want to be on with the missing children before a national news story. Get hold of the story. Thank you.

I'm going to encourage our staff as well as our policy chair, Commissioner Bernard to ensure that you are aware of that meeting Miss Mattox, again, it is already scheduled for February 20. It's at five o'clock pm, so that you might be able to again, give us some of that feedback that the differently abled disability community might be having around the bolawrap so that we can ensure that it's included in the policy that comes out. And Commissioner Mendez want to add,
thank you through the Chair, I just want to add and somewhat clarify the comment that I made before, around the bowler app and the policy, there is a tentative emergency policy that's in place. So it's not as if this device or any device is just being used in a way that that is going to put anyone at risk. So there is a policy in place. And that's standard practice with how equipment is handled and how the process works between DPD and the bo PC. So again, I just want to clarify that there is a policy in place that's tentative that will come our way for draft approval and so forth to strengthen it.

so we Detroit Police Department did adopt Transit Police and cue line. We did redeploy some officers from the third precinct as key line officers a couple of weeks ago. So as an FYI, but DPD did will be taking over the Transit Police Department.
And it's my understanding that those transit officers still have some opportunity to work in DPD. How what happens to the individuals working in transit?
So I do believe they're working through some of that now with regard to labor. Okay,

This is Victoria from district seven. First, I just want to congratulate the board on getting approval from city council to create the new civilian oversight analyst position. Creating a position a new position in the city is a long process. It takes a lot of steps. And this position was very important. So very nice job there. I'm also glad that OCI is looking for solutions to resolve the backlog. And I appreciate citizen complaint committee chair banks as well as Chief Investigator Warfield for understanding how important it is to communicate and get feedback from the community about their proposed approach. I would like to know Will there be a focused effort to invite the citizens who actually have outstanding complaints to that committee meeting for their feedback specifically, since they will be the ones impacted by whatever decision the board makes? heard before you speak to former Commissioner Davis, I do want to again, make the public aware that you also were one of the individuals who were unable to speak last week because of our technical difficulties. And so we'll provide you four minutes as well go right ahead.
Okay, thank you all. So I'd like to start off by saying, I would like to see the board more actively involved in promoting legislation in Lansing about what could be more beneficial for us citizens, you know, in my capacity as President, Detroit chapter National Action Network, and as a member of the Detroit Metro Outback, you know, we propose regular, you know, legislation, and we propose in a look at ideas. Also, I think the board should be more proactive, as I mentioned, a number of times should, you know, should be doing public service announcements that help inform the people even more. Also, the board needs to be advocating, at least for the three o'clock meetings, that job meetings could be broadcast live. I mean, it's, yeah, I need to be more, I need to have a higher profile. And yeah, I need to let people know what you're doing the good, bad, and the indifference. But I think there's tremendous opportunity to John missing, not being a little bit more forceful, and doing public service announcements, and actually challenging some of the laws on the books and trying to advocate for new laws. Also, I'm somewhat dismayed about the fact that you're elected there and Vice Chair, I want to do the new people know that inspector general, had a recommendation that bell should be cited. And you know, and history some type of punishment level without point, you know, for his things you've done in the past, I recommend you look at the Inspector General's reports. Also, I think it would look a whole lot better if some new people is able to be elected to chair and vice chair and not keep recycling people. You know, so before somebody gets to be chair or Vice Chair, if they previously held that within recent history. Other people should have the opportunity to
apologize for that the restarting of the clock may have knocked him off. Is he still there?

Also, I was saying the fact that Commissioner Bell was sighted, you know, for doing some questionable things. Of course, he did some questionable things while I was on the board. So I think before your recycle like Bellman Lisa, again, and leadership positions, every other person on that board should get an opportunity to be chair or vice chair before the or recycle some people that cause harm to the reputation of the board. You know, some people didn't like the fact that I appealed to some of my Neko friends about not electing bell or not reelected bell to position on the board and not electing Melanie white. Because sometimes, people nationwide might listen to my voice more so than some of the people in that room. But we need to be working towards improving things for everybody. Also, I think like the law, strengthen the fact that we need to be more people who have guns need to have, take greater care of them and store them properly. And also, I would advocate for more commissioners to do ride alongs I did a couple of I was a commissioner. And also, you know, there's a whole lot more we could be doing because I did community searches for people. But there are too many, especially black and brown people, especially young girls and stuff that goes missing. And it seems like in this city, the priority isn't high as it should be. And far too often you get an Amber Alert for a white child or an Asian child. But you don't get the same type of alerts and the same type of effort in my opinion. Hopefully, yeah, to help change that. Thank you.

Hello, I'm greetings. First of all, I would like to apologize for perhaps crossing a wine while crossing a line at one of the three previous meetings where I was commenting, and I kind of was rambling on and said a few things regarding the personal life. I observe a couple of the people involved in the board of police commissioners I just sorry that that really was out of place, and it just wasn't really appropriate. Um, that being said, I wanted to move on to nerve tap. The there's a understand the budget doesn't have any money for chaplains or reservists and these people do make a significant contribution to the city, I think, perhaps at least some kind of stipend, not a full, it's not a full time job or anything. But some kind of stipend for their efforts, I think would be appropriate, and they probably shouldn't be in the budget. There's other things I think that you know, a lot of this surveillance technology, I think, is invasive, and that's already in the budget and a lot more expensive. Another matter I wish to address is that, and I heard some mentioned missing persons. Friend of mine, Ashley Smith, or missing sister Shelby is missing a missing person. And she tried to get a report, she lives in Texas, who first tried to do it by phone and so forth was unsuccessful. She recently visited Detroit, and tried to file the missing persons report in person and was denied. And I believe it was the sixth precinct. I mean, I hope I didn't get that wrong, but she went to a police precinct, try to file a missing persons report, and was turned away. Um, and this is unacceptable. You know, when you got someone who's been missing for months, there needs to be a proper investigation. People do need to take a report. Just really, it's a matter of just the people at that precinct doing their jobs as far as soon it would be automatic to accept the report if somebody comes in and let's just file one. Thank you.

Our green light was placed on the building after a press conference by some elected officials, and a couple of people in our building. To me, this green light flashing just says this is a bad place. This is a bad place. Since we've had the green light, we have constant cars stolen, vandalized, catalytic converters torn off. So I've heard the officers speak about the deterrent factor. I don't see it. We don't see it here. And it's so much of a problem that our management has now stepped up and put in a fence. So we've had good people leave, because their cars have been vandalized and stolen. They didn't move across town or down the street. They moved out of the city. And so that's a big problem. And I think that this an issue around even with buildings without the green light that they considered good places to live these problems still exists. I live in district five, where there's a market that's been placed there. And it's a great market. We've needed that market here. But they have a police officer station, they're damn near 20 darn near 20. Courts seven, they don't have a green light flashing. So I've heard the officers say that green lights are priority one. I want to know what priority that establishment is. Atwater was on the news constantly with issues of drag racing, you know, littering problems around their building. I did not hear the police on the new say, get a green light. They told them we're going to increase police control patrol. So I want to know if we're priority one with the green light. How do you get that status of those who get police patrols police protection? 24 hours, and there's no green light flashing? It used to be thank you

Good evening to the board. My name is Alvin Stokes. I am the president of citywide citizens police community relations. As some of you may know, every precinct falls up under the umbrella of citywide citywide hold all precincts accountable for their actions and what they do. This was the second time that we had to involve ourselves in something that was done on a protocol over at number two. Now it was mentioned that the captain was brought on On, didn't bring the captain in, there was something done by the president that no one on the board nor myself was citywide, knew about. And it was brought to the chief and the chief pastor down and I got involved along with second deputy chief, I hope. And it's still an issue, because the things that are happening over number two has to be held accountable, they fail, or should I say the President feels that she doesn't have to be accountable to anyone. And that's far from the truth, she has to be accountable to citywide this the second time, she went outside of protocol. So as far as involving the police departments, she did that, when she did what she did. And I'm not gonna go into detail because the chief knows about it, and they brought it to my attention. So that's an issue we're gonna have to deal with. And we have a right as citywide, I don't make decisions on my own. We make it as a group, we have the right to remove a president, if they continue to go outside of protocol. And we work closely with the police department to make sure that we do what we're supposed to do. We're a citizens, our community relations, the police are community policing, we work together to solve issues in the community. So city wide is the umbrella for the community relations, and we oversee the community relations. Thank you for your time, just a point of information. Thank you.

Um, so I'll be presenting I'm sorry, I'm doing this virtually. But the first slides to show the BLP see presentation. So good afternoon through the chair. I'll be presenting the Human Resources Report for the month of January. These reports will cover you can see on this slide these reports were covered departmental staffing, personnel recruiting recruiting initiatives. And I've already provided you with a document. So go to the first slide is just show current department staffing.
So that says Detroit residency but for current department staffing, which is slide number two, the department is currently staffed at 93%. For sworn were staffed at 95% and 5% vacancies for police assistance were staffed at 100% and for civilians were staffed at 86% 14% vacancies. Next slide. First one recruiting July 1 2023 to January 31 2024. We had a total of 2374 applications 166 were in processing 123 applications were withdrawn. 1309. Applications were archived 318. Were temporary disqualify 267 were permanently disqualify and we had 191 That was waiting in calls and during that period, we hired 156 personnel next slide. For him calls testing for physical agility we have 124 scheduled for the month of January 71 appear 56 passed that was a 79% passing rate 15 Failed 21% failure rate with a 53 no show for physical agility. As you were the first part was the written test. The second part physical agility 124. Schedule 70 appear 45 Pass that was a 64% passing rate 25 Failed 36% failure rate to reschedule and 52 No shows next slide. For new hires for the month of January we had a total of 19 sworn one reinstated officer 15 civilian new hires for total 34 We did not have an academy class graduation for that month. Next slide. For Detroit residency information for Detroiters. We have a total 562 sworn foreign and 37 Civilian 15 police assistance non Detroiters 1930 Forsworn 253 civilians 19 Police assistants have that numbers eight a word Detroit residents for civilians and seven For sworn police officers, next slide. For the attrition, we had a total of 2020 that sworn and separated 23 civilians as separated as zero police assistance for total 43 for January. Next slide. For leave of absence and restricted duty for FMLA, continuous sworn and civilian we had 10 sworn five civilians FMLA intermediate 69 sworn 77 civilians, paid parental leave, we had 10 sworn medical leave, we had two sworn for civilians, military, three sworn, restricted 154 sworn three civilians disabled 18 sworn for civilian sick 15 sworn 10 civilians next slide. For separations, we had a total of 20 for the month of January 13 police officers two investigators, two sergeants, two detectives, one commanders and for suspensions, we had a total of 2420 police officers to corporals one sergeant one Captain, we had 528 members in the drop. Next slide. For separations two, hires January 2023 to the present. And looking at those numbers, we had a total of 167 separations to new hires. This goes to February 376. Next slide. Next slide. For sworn separation to other departments for the month of January, we had two and then for them in the one they went to Clinton Township, and the other one was not disclosed. And then for the month of February, we had two that went to the US Marshals next slide. Next slide. So we currently have four academy classes. Well as DC store stated, we will have one graduation tomorrow, we have 127 students that are in the Academy right now. Our next class will start tomorrow, we will have 40 in that class, we've already had 32. And the rest will be hired tomorrow to make up that class. Of the 127 students that are were at the Academy seven were certified officers or former DPD that returned and they're already on the street. Next slide. So this is a squat slide slide that we gave to the chief last week. This is the demographics of the academy. For blacks, we have 47% whites, we have 33% Hispanics, 5%, Arab 14% and 1% of Asian that is in the Academy right now. Next slide. For reinstatements 2022 to 24. Since the contract, we've had a total of 132 requests 48 have been hired, we had 51 that was approved, and some more because I've received some more today, we have 14 that were in some stage of processing. 10 of those were new submissions, 36 denied, and 21 withdrawn. Next slide. Next slide. So we're still doing a lot of our recruiting initiatives for the DPD Academy, we had a total of up to 35 that were already active 39 Half past the physical agility test 30 133 were previously enrolled. We have 14 that already studied the Academy for Mayor fellowship, we've received over 40 applications thus far, we have been approved for the growth Detroit youth talent program that's ages 1424. And we were approved for 80 positions for that next slide. So DPD great, DC Stuart has already went over that material. So we're looking for if you're interested in a career in law enforcement to come out tomorrow between three and seven, next slide. And then next week, next Saturday, February 24 7am to 5pm 13 on 1/3 Street, our headquarters, we will be doing our complete the process in one day our hiring event. So we're looking for individuals interested in sworn positions as well as civilian occupation. So if you want to be a tow truck driver administration and clerical traffic control 911 Dispatch, we're looking forward to you to come out and join us next Saturday. Pending any questions. I'm just quickly, very good report and thank you. The question I have relates to what was said earlier about DDOT. The deedat police force being incorporated into our police department. Where are you in that process and what sort of changes will occur for for those police officers that are transit police now versus DPD?
So I don't want to speak for DC Stewart but we would have to take a look at their qualifications. If they are not certified as M co certified. and they are struggling to come to DPD It is my understanding that they would have to complete all the requirements that a new applicant would have to complete. So meaning they would have to go to our academies for six months and complete the enclose portions of that. The training.
Obviously, there's a lot to be worked out with respect to compensation issues and things like that. So maybe it's your next report, and you can give us an update on what's happening with that
acknowledged about
the Transit Police being incorporated into DPD. And then obviously, the labor implications and other salary implications and so forth, that all have to be addressed.
Exactly. All of that would have to be worked out. So I would have to speak to the leadership on that and know is more involved in that process. So once I get a thorough understanding of how all of that is going to work, then I can give a proper readout on it.

Any further questions? I mean, I don't know if it's a question, but I'm just always really good date. When I look at the Detroit residency information, and to know that we have nearly almost as many total civilians as we do sworn officers from the city of Detroit. And I don't know if there's any explanation for that any rationale as to why the numbers of Detroit officers are so low, but yet significantly, by the same in total civilians.
So clearly, as I stated, I believe several months ago, I gave some information on that.
So with the sworn officers, they are not required to stay in the city of Detroit.
On the civilian side, there are certain points that you can receive that goes towards the hiring process if you reside in the city of Detroit.
So I can't
I can't say for Surely that is the reason why. But on the civilian side they are giving they are given domicile, extra points for living inside inside the city of Detroit.
And while residency cannot occur for police officers, is it also prohibited to provide them likewise, points?
I can't speak for that, that might be a contractual thing. So I can't I can't speak to that.

The other family Mr. Mission printers very quickly. The Academy demographics slide were lit up 47% of the academy is African American and the rest of the academy is white, Hispanic, Arab, Asian, etc.
Is there a reason why, proportionally, they are less Black recruits and other recruits?
Ma'am, they are 47%. For blacks, they're the highest.
But then and No, no, I understand that when you break it when you break it down white, Hispanic, Arab and Asian. I understand that but but
my point is that proportionally 47% is not even 50% of total recruits.
80% of the city of Detroit 85% is African American. So therefore,
the number of African American recruits we have is less than what our demographic indicates it should be. So that's why I'm asking and if there are any particular incentives you have or anything else that you can, how you can explain this and maybe increase it.
Yeah, I think that data has changed. I think it's around 78% of the city is black. And again, when we see the amount of Detroit residents becoming police officers, that would obviously impact the number demographic basis but again, to lump all of the rest of the demographics in one will present the challenge of black recruits seeming as if it's not a majority, but I think 47% is a significant second,
it's not like you said 78%, which is a percentage of the population or 80% of the population. That's my point. If 80% of the population was female, then 80% of the recruits should be female, or whatever else it may be. That's my point.
getting confused with this math that a man thinks so. Well before Commissioner woods,
Yes, Director Pattillo R. R. Is the Border Police Commission. Are we going to get any girl Detroit young talent young people participating in and our meetings or? Or at the job here?
Yeah, I think that would probably go.
So normally, um, there is a whole entire process that involves with that where you have to submit a program plan. You have to be approved through the city of Detroit. And I believe that is something that the bill PC should have worked out with the city of Detroit or the city HR side, I can reach out to the City representatives to see if anything was submitted. And then I can come back to you.

So you're December 2023, the budget actualized at $295,344 whereas the budgeted dollars were 413,605. This represents a utilization of several 1% giving us a surplus of $118,261. This surplus is driven by the same two buckets that they have been driven for the full fiscal year that being vacancies of the bo PC staff and a surplus of the Vemma contract renewal. In terms of remediation, the most important part the largest dollar and the part that we're able to actualize against is filling these vacancies. If we turn to the next slide. There are eight B OPC investigators that those positions are just posted. So we look forward to candidates being interviewed and buffing the the OCI staff as before the prpc. Secretary, that effort continues. There was a Personnel Committee on that last last night, the policy man manager and the supervising investigator, those are recently vacant, and those are in progress as well.

So between this slide and the next slide, and our initiative for this year, for the budget is to roll up our sleeves on tpds budget.
So coming out of the budget committee yesterday, we have received the DPD budget from Mr. NaZarko and his team. We held a meeting as a budget committee yesterday. And now looking forward, we hope to line up when Mr. NaZarko would present that budget to the board.
I sent you Mr. Andrews arkose presentation as well as the committee presentation yesterday to all to all the commissioners to ignite discussion around this around this budget as well as Garner questions to proactively send Commissioner Zarco so that he can feel these a part of his presentation coming out of the budget committee.
A question that was raised there was in the current cadence in which the BOPC receives the budget, there's only a couple of weeks between when it is received in our hands and the mayor passes their passes the mayor's office passes their budget to the city council. So a question being can DPD budget be received to be up but to the BOPC in December when the police department passes their budget to the budget department giving this body ample time a longer runway to really look into the details of the budget.
And then sitting in this meeting, notes have been made revolving around Project Greenlight, a line item for police mixed misconduct, and also to see if there is an opportunity for funds to be allocated towards the police chaplain.
I'm hoping to with the grace of this board, officially scheduled missioners, Arca for next Thursday to present this budget between then and now, I'm hoping to garner as many questions and inquiries as we can. So that between the fiscal manager of the VO PC and the CFO of the DPD, that we can dive into some of these issues to make sure that that presentation is time is efficient and effective. That concludes my presentation.

And APDS budget is approximately a half a billion dollars. And I understand that I've seen it before. It's some great big thick document that none of us obviously can peruse it's several 100 pages. It's a big binder like this. And so the I'm particularly interested in what they have purchased, those line items in terms of the detail on the purchases, whether it's cars, or that wraparound rope, or whatever it is they bought, I'm very interested in that. And I'm also interested in what our speaker said earlier today, the amount of money that's spent on various projects and things that are happening within the department, there are lots of things that are including the fact that now we're going to we just got 30 a $30 million grant for freeway cameras and, and license plate when another 30 million I guess for the license plate readers, I really want to know what's the budget actually says. And so I really need you to do a deep dive on this budget as if it was your money. So we you know, see we know exactly what it is and what it's for. So we need to really spend, you know, have us and if you need help doing that, please let the chair know, or whatever it is we need to do. So that so that we can get comprehensive information and data, salaries and costs and benefits. That's that's always the biggest chunk of a budget. So I'm not as concerned about that once I know that positions and and their salary ranges for that. But it's the other stuff that the community is concerned about. And myself as well as my colleagues.

can you elaborate through the chair? A little bit more in terms of Fars salary or stipends for the chaplains isn't any laughs and I heard him mention it. Is that man suggested or requested from the department? Or is something that had came
up? I'll respond to getting it was came up at today's meeting. And I think he was just making a note that it was mentioned that there should be some potential compensation for the chaplains through public comment that was made. So you would do some due diligence and see what might be available if there was a line item there. And then we'll have an opportunity to review that and moving forward.

emergency manager freeze sort of mentioned most of the things as for the incoming information to the board, mostly DPD details budget. There's a salary detail, no names, but it does give like Commissioner Bernard say it gives you the salary ranges for each and every one of those titles. The expenditures fund is in there as a comparison. So we tried to send you guys as much information as we can in a short period of time, but this budget
and
as drew mentioned that Mr. Not Zago is scheduled for next Thursday the 22nd and also may not mention the administrative Lee without pay, which is a close to a session that is also scheduled for next Thursday, February the 22nd this year. And those are the incoming information.
Thank you. And again, we've already gone through announcements. And so now we'll move to new business. We have a personnel and training committee report, and we'll hear from the chair of the personnel and training committee, Chair Hernandez,
thank you through the Chair, I'll be brief. And I'll actually direct you to the first page right on right after tab nine. So the personnel and training Committee did meet yesterday on February 14, at 4:30pm. Here at Detroit Public Safety headquarters. I'll read verbatim from the memorandum that you have in your packet just for clarity. We had several attendees in in play. Police HR director Katrina Pattillo provided the candidate applications for the Secretary to the board of police commissioner's position. A presentation by city HR chief recruiting officer Darrell Conrad along with city HR representative to the board John Tipton. Candidates for secretary to the board of police commissioners position, the RFP process the AI advantage option and extending the posting for the positions to include three eligible candidates. So due to that the personnel and training committee adopted a recommendation to provide to this board, I'll add a tiny bit of context before I actually state the recommendation. So yesterday's meeting, we were provided with four very viable options as to how we might pursue this search. I'll take us back to the January 25 meeting that this body held where we actually adopted a motion to retain a search firm. So as part of that approval of the motion, we actually had city HR come out. And simultaneously there was a posting already that was up on the city website. So we did retain 30 applicants in the pool, after an initial screening from city HR that narrowed down to five candidates. And now it's further narrowed down to three candidates. So I don't want to confuse anyone but we had a posting that was up, we have three very qualified candidates. In order to expand the search and do our due diligence and making sure that a search firm can independently provide this search for us, we have the option of going with AI advantage, which is a very reputable search firm that the city of Detroit is under contract with, they've provided multi level vacancy fillings from executive level all the way on down and through the chain. So a very reputable organization that the city city HR fully backs. So the recommendation that came out of yesterday's meeting was in really in an effort of fairness, bring the three candidates that are already in the pool and vetted and approved if you will, or screened rather not approved. And also at the same time simultaneously allow AI advantage to expand that search. And so we would merge both processes together to make sure that it's a thorough search, and that we as a body retain the necessary candidates that we need to then make a decision. So for clarity, in very simple terms. And I'll read the the recommendation will merge the existing pool of candidates will have the backing of AI advantage. And we still have to work out the details of what we're looking for specific to the job description. And then we will actually allow them to conduct that search and bring us back whatever this body determines whether it be three, five candidates, which I would absolutely prefer three, but that's really where the recommendations stems from. So I want to just add a little bit more context and really reassure the body that we're doing every single due diligence to make sure that there's a fair and equitable process. So with that, I'll make this recommendation that came out of yesterday's board and I think we don't need a second because it's coming out of committee. Correct?
It's it's coming out of a committee more than one person, correct. No second is required. But when you make the motion commissioner to form for that motion is by direction of the committee. So we know it's not a personal motion is the committee's motion. And Mr. Chair, when you state the motion, you will say it is moved by the policy committee. Not Commissioner Hernandez

All right, there is a motion that has been doesn't require a second because it's a motion that has been made by the personnel and training committee to retain AI advantage and to blend the eligible candidates that replied to the position for secretary to the board of police commissioner's posting January 2024. Yeah, um, this absolutely alarmed that we only get one option of a search firm, you know, we asked for, for my understanding that there will be multiple options presented to this board and that we were approved the search firm in our ad, so I am disturbed that that is being pushed on our throat. You know, without giving us the option to choose with search firm that we would choose that we would choose as a body
journal.
So yesterday, as part of the the options that were provided by by Mr. Darryl Conrad, an RFP process was one of those options. And if you're familiar with an RFP process, especially in city government, at minimum, it could take us three to four months to be able to retain a firm and go through that process. So we don't think we have the luxury of waiting around three to four to five months to just retain the firm. And then after that, put out a search, that's probably a month or two long, which puts us at maybe six, seven months from now actually filling the vacancy. And I think that would be irresponsible. So being thorough in that sense, and making sure that the search firm is also going to open up the posting again. So we're going to still have a window that any potential applicant can still apply to. So it's not as if the window is closed, we're still going to have a big pool of candidates, hopefully, they're going to apply to the position. But again, it's it was done with intentionality and done with expediency more than anything
else. Yeah. Again, I think that when the motion was made in suggesting that we will Yvette from multiple search firms, it was our expectation that that would take two weeks to a month. But when made aware that the RFP process would require 120 days or so it just seemed like that wouldn't fit our needs for sitting a board secretary sooner than later. Commissioner woods?
Oh, absolutely. And I believe that we have the ability if we got 30 applicants, and one week without notice being put out there, that we put it back up there properly and notify this community community that that we can attract through the regular posting a number of more candidates, you know, if we get it into the faith based sectors into the colleges and organizations and businesses, that we can attract a lot more candidates without paying $30,000 for a search bar. He
and I think that's the other point did I think that your name is can provide some insight on which is the pay go right ahead.
Yeah. So through the chair. That's exactly what's going to happen. Actually, this is going to open it back up, as I mentioned. So it's going to allow for the firm to actually make those postings and use the traditional avenues that they leverage to be able to get the word out about the posting. Second to that given that the city of Detroit HR department is already under contract with AI advantage that would come at no cost to this body, which was a priority for me as well. Okay.
Commissioner Bodnar,
I just want to respond in part, you mentioned the fact that we had received like 30 applications or whatever through the through our ordinary net workers posting it on the city's website. I've done this before most of those people because the position says board secretary, you really good people with clerical skills versus senior management ability. And the ability to be if you were the board secretary is really like the executive director, if you will, of the of the whole commission. So the the people that the resumes we get are, well, I'm always a secretary for this and I can type 50 words a minute, things like that. Most of the vast majority of applicants are looking at the word secretary and not really understanding what the quote BOARD SECRETARY does for the LPC. Is that charged. That was what I observed before on personnel. Commissioner Carter,
the chair, Commissioner Hernandez, can you make sure that we I know we still have to make a vote. But if the vote goes through that to ensure that the board receives like a link to the posting so that we can pass it through the channels so that Commissioner Woods can pass it to his network as well.

So just for public notice, there will be an additional personnel and training committee meeting that comes up in the next seven to 10 days, hopefully business days. And then second to that I do believe we also have an administrative position or posting rather, that is out there that is capturing I believe a variety of different applicants as well. So there are outstanding vacancies that that just the committee is going to work on to be able to fill with qualified candidates. I just want to make that assurance.

Thank you, Mr. Chair, it's not a presentation. But i Yesterday the the Budget Committee did meet Commissioner Hernandez and I and Commissioner Burton was in attendance as well. And Mr. Freeze actually went over everything. This afternoon, earlier this afternoon. So we as Mr. Freeze said we received the DPD fiscal year 2024 25 proposed budget from Mr. Nurse, not NewsOK narzo Zarco. And as Arkell always Tatung on January 25. At this stage of reviewing and this is directly from the member that memo that was provided to the commission the board last night reviewing the budget and working on a strict timeline because the charter has dates that are that we have to adhere to. The mayor has to present to city council on March 7 proposed budget, but we're on a strict timeline.
