evening. And I'm having issue in my neighborhood. We have a neighbor who has been out of control, mentally and emotionally for four years. As you can see I'm African American. His neighbor's African American, but he's been harassing a Caucasian couple who lives across the street from him. I lived two doors, and so two weeks ago, which was August the 27th I had an opportunity to talk to chief Hayes, as well as two police commissioners. That was August the 27th which is last month and nothing has been done. The neighbor was attacked. The Caucasian two years ago, witnessed it, and then he filed a complaint, and this neighbor who has broken his parole violation on numerous occasions, and nothing has happened. I've called the police, I've gone up to the 10th precinct on numerous occasion, and this neighbor followed me in my driveway, um, four weeks ago, and it was at night, and I backed out of my driveway, went to the 10th precinct, and two female officers came escorted me home. They talked to him out of their car and told him to go in the house. They did not call perhaps for an ambulance taken to the hospital to check him out emotionally, because he could have been hospitalized for 24 hours, so we need to have something done before we end up on the six o'clock news. We have numerous videos, and we will be submitting that to Fox two news. Thank you so much.

Hello, everyone. Hello, um, oh, I like to talk about the Detroit Police officers that are in my shelter. Been speaking about this for quite some time. It's it's four women, one man, but the issue is, they have kids in that facility, and the kids don't get along. Now, the officers are in their undercover but let internal affairs and HR of headquarters says no officers in that shelter, but at the end of the day,
you a parent, if
your kids continue to be bullied and the officers kids all go to school. They have any weapons in that facility. I don't know what can happen now, they in there doing undercover work on me, but my issue and concern, what if something happened? How can anybody explain that, especially when they say it's not officers in this facility? And I My issue is, like I said, constantly going out every day in the public in my life be in danger because of officers not respecting they all violate my civil rights. I continue to say this constantly. Every time I come, I have to deal with people every freaking day. It's going on four years. This is not acceptable, and I want to know who's paying for all of this, especially if my two minutes up, yes, oh, I wouldn't even know, because I don't see the clock. Okay,

Amber, District Six, precinct four. I was here a year ago in this very space when the Southwest home patrol president was honored by Commissioner Carter and the rest of the board, of course. And afterward, I spoke and I said that it's a wonderful thing, the inner cooperation that we have in the Fourth Precinct, and the respect that the radio patrol gets from our commander, our captain, our police. Community Relations. This is not citywide. I brought it to the attention of this body, Annie Holt, who's now, you know, left the board spoke to us afterwards, as did Commissioner Moore, but there's been zip zero, no follow up. We have had citywide officers, man candles and
press conferences.
We have been sidelined while everybody's trying to find ways to reduce crime in the city. We're just put up on the shelf because nobody understands what the patrols are doing. And I want I put it before this board had a year, and I take some action, I and let's have a closed door session, and let's talk about this, because I personally have been a radio patroller since 1974 So I got 50 years on it, and some inkling of respect to be coming from the top down at this point, cuz we got into number four. you good evening? Alright, wonderful. Whereas, since 1994 the Detroit water police commissioners, with the powers vested to it by the city charter, has been committed to providing civilian oversight of the Detroit Police Department, while it's charter mandated functions to provide oversight of the Detroit Police Department, the Detroit board of police commissioners is also fully committed to acknowledging public safety concerns that come before the board and providing resources and support as an appropriate and whereas, over The last year, citizens have raised concerns over the alarming rate of motorists running red lights while the Detroit, while the board of while the board does not have the authority to enforce any action against motorists who violate the driving laws with the type of penalties the board does not fully support us, does fully support and stand in agreement with The concern that the public holds and whereas multiple community organizations and activist groups the city of Detroit have ripped to the board of police commissioners expressing their concerns that the red light running in Detroit is a public health and safety issue, said community groups plan to travel to Lansing and raise this concern to our state level lawmakers so the solution and remedies can be reached. And whereas on July 3, 2024 CBS News Detroit reported on the top 20 most dangerous intersections in Michigan, while thankfully no no Detroit intersection was ranked as the number one. Three, Detroit intersections were in the top 20 or 2023. Joy roll and M 3972 crashes, 20 injuries, Warren Avenue and I 7571 crashes, 28 injuries and Seven Mile Road at i, 7569 crashes. And 35 injuries, and whereas policing as a solution public safety issues is reactionary at best, and I idea solutions include addressing the root causes of unsafe and neglect, neglectful driving practices increase, increased personal accountability and concern for fellow community Leaders Now, therefore, let it be resolved the the Detroit board of police commissioner commissioners fan in support of collaboration between community organizations, activists and elected officials and developing community driven public safety solutions that incorporate procedural justice and addressing addresses, addresses, the root cause of the unsafe and neglectful driving through the chair.

I don't think you see, got a chance to see him, though, Mister Chair, but he been speaking for the last year and a half, even fighting. The last thing I just want to say is this, and this is Terry black here. Some people up there can't come because of your jobs. Police. You gotta, kind of protect your positions. But I would say this, you can tell some people to come to landscape and support us. I want to just ask this last question. How can you strap your children in the back of a car and not go to Lancer? Tell your friends that they can go. How can they strap their children in the back of the car? Good afternoon, good to chair. We have one department members was currently disabled, besides just seventh precinct, September the eighth, he was in a fully marked Scout car. He was investigating a direct racing complaint officers across the intersection and was struck by another vehicle and disregard the risk traffic signal co one of the officers sustained multiple injuries and was mentioned to a local hospital officers now resting and recovering at home. The crime data as of yesterday, 911 a homicides are down, 22% or 41 incidents. A non fatal shootings are down. 26% or 160 incidents. Our robberies are down. 23% or 239 incidents, and our total part one crime is down, 844 incidents, for a total of 9% our car jack used in a day are down. 31 incidents and 33% drag racing, Black Party enforcement for the weekend, there are 47 people investigated. They're responding to 47 homes. There were 27 traffic stops, and there were seven citations written, six vehicles investigated, worked on the arrest, three weapons recovered, and there were nine block party responses. So beginning on March 15, 2024, is when the drag racing initiative started over, and that included the block party enforcement you today. There have been 1500 65 people investigated, 705 traffic stops, 346, tickets written. 677 vehicles investigated, 88 pounded, 15 stolen vehicles recovered. There have been 97 felony arrest, four misdemeanor arrests, and 68 weapons recovered. They have responded to 413 block parties in the day. They wrote six direct racing tickets and they wrote 66 tape two by significant events for the past week. Incident, first one, the non fatal shooting of a three year old victim self inflicted. So on Friday, September the sixth, at 4:21pm, officers were dispatched to the 11,000 block of Saint Patrick who investigated a non federal shooting of a three year old. He arrived at sea considered a three year old male held by his mother, who suffered from a gusher at home to the head. Officers transported the baby to the to the local hospital, where he was treated in critical condition, which was age. Detectives determined that the victim shot himself after finding the suspect unsecured weapon, the suspect, who was the mother, was later arrested in the page he threw a detention center. September the seventh, detectives from child abuse, the middle born, which was approved and signed on September the 10th, the suspect was arraigned nurse District Court on the following charges, firearms, safe storage. Minor President injured. She was given a $20,000 personal bond and released in Wayne County Jail. The second incident was a carjacking that occurred on Saturday, September 7, at 4:58pm in the 19,000 block of mine, the officers were notified. The victim of 73 year old male was transported to the ninth precinct to make a report he was driving in the area of State Fair and Gratiot and several black males ages 16 to 18, approaches vehicle and pointed a black handgun and ordered him out the vehicle. The out of the vehicle. The victim complied. Later on that night, Officer fifth precinct observed the victim's victim, the victim's vehicle parked in your rear home with 6300 block of care for officers approached the vehicle to investigate, which time all the suspects exit the vehicle and began to run after Chase. All of the juvenile suspects were detained and conveyed to the Wayne County Youth home. September 92,024 Marshall auto deputies submitted a warrant to the Wayne County prosecutor's office. That warrant is currently being reviewed. The third incident occurred was on Saturday, September 7, at 10:15pm, officers were dispatched to the 1000 block of Woodward to investigate and aggravated colonial assault of an elderly male. Officers arrived on scene and observe the victim. Elderly male who stated they were from Germany, had just entered inclusion and were visiting downtown area, the suspect punched the victim in the face, not became unconscious. Victor was transported to local hospital, where he was listed in temporary serious condition. The suspect, who still deceived, was arrested and conveyed the DDC for processing. The suspect was an employee at the copyright building, punched the big victim in the face unprovoked. The suspect was possibly suffering a mental health issue at the time. September 9, Detective submitted a warrant to the Wayne County prosecutor's office for review. The warrant was approved, and on September 10, the suspect was in rain in First District Court on assault with the intent to do great violent crime, death and murder and aggravated assault. He is currently being held in the Wayne County Jail. A 50,000 pass assure you. Bob, the last incident occurred Monday, September 9. At 623, in the morning, officers were dispatching the 1000 block of West Grand Boulevard to investigator felonious assault Carson, they arrived. They observed victims wanted to be treated by medics. Officers went to the officers were informed that witnesses were detaining the suspect after running away from the scene. Officers made the area of Vinewood and ash for the suspect was being detained. They learned that the victims were suffering from severe burns to the body. Transport the local hospital and will listen temporary, serious conditions. The suspect was arrested and transported to the Detroit detention center. Officers preserved the scene. Detectors from arson. Were notified. They determined the suspect set the victims on fire as they exited their vehicles Upon arriving at work, the incident was witnessed by co workers, who helped extinguish the victims and chase eventually detained him until the responding of the fly detectives from arson unit prepared a warrant and submitted to the Wayne County prosecutor's office that award is currently being reviewed. You got some positives. That's all bad news. Um, on Tuesday, September 10, the public safety employees and their families were invited to receive the full eye exam and choose from different frames and Detroit Public Safety headquarters. What we're doing yesterday, in observance of the 23rd anniversary, the 90 left attack, a memorial ceremony was held in campus Marshall Park. Yesterday, we all heard about the walk of mile Wednesday here in the Fourth Precinct, it was the wall was assembled people. So also yesterday, the Detroit Police, law enforcement explorers hosted the town hall. We did the fryware Wrexham and 11 precinct, we did discuss how students, How to Protect Students from vapes. When I was at number 11 and 30 explorers. They had a slogan that on my watch, and they went to different stores in the freaking the precinct that had them signed pledges they would not sell tobacco or vaccine anyone underage. So they put their agenda on yesterday to get the record, and that will be the report for the chief of things. Are there any questions?

see members of the public. We receive administrative messages from the department in each binder each week, and one that I think might be applicable to the general public is that the audio, video evidence response team called avert is seeking mission driven, experienced video composting specialists and people that are more than one person who could do this with an investigative background to support the various audio and video programs of the department. As you know, much of policing now is audio visual related to things that are related to surveillance, etc. So if there are people that you are aware of that have this specialty, I urge them contacting, contact police department and apply for these positions. More and more policing is becoming technological. You don't have to be
like our deputy chief here and wear a
gun and a badge and all that. It's all done in, you know, video rooms and stuff like that. So please encourage men and women that that you may be aware of to apply to the police department for these positions. You don't have to be sworn to do this job, your civilian positions, and it would be great if we could see more of the members of our community involved in this investment. Thank you, Mr. Chairman.

Questions. On behalf of the
citizens of Detroit, we want to know, how do the Detroit Police Department, how do they investigate environmental concerns like maritime oil, for instance, air quality control. For many years, there's been a lot of issues about pollution. So we like to know how to Detroit this property.
Police,
you know bad pollution from an environmental standpoint, and how do we hold those companies accountable? You know what bad quality air causes respiratory respiratory problems, it also affects, you know, our grieving, how we prepare it on by our day. And so these are concerns that I have from the southwest trade community. But also these are that we have had on the east side of Detroit, across Detroit, especially, for years about the pollution, air pollution.

department please, environmental concerns
through the chair. It's my understanding, and I've been a police officer be 30 years next month, but we don't investigate quality, air quality, as the EPA environmental protection I would suggest go through your state rep, um, start complaining with your state rep, and take it to them. They will have the means to go ahead and we'll throw an investigation.
Yeah, but the chair question for the chief, you know, you know a lot of residents here have a lot of concerns about what we breathe it in, far as from from the air, from environmental standpoint, and so these have been a lot of
issues, you know,
for many years. You know, the center that was once illegal on the east side of Detroit shut down, you know, some years ago
because of that.
So from public safety standpoint, you know, we like to know how the media for our purposes to ensure that we have, that we have the clean air that
through the chair, human rights through the chair I was observing, if anything is brought to Chief to the city Detroit Police Department as it relates to air quality, it is referred to the agency that we're handling that, like I said, currently, I don't know any where I've been approached by any residents in 30 years to help them fight the air pollution. That's not a Detroit Police Public state function, but we would send you to the correct agency. I think it will start with your state revenue.

hello, everybody. I'm Commander Shelley Holden Brown from the Fourth Precinct. And this is Captain Brandon Lewis. We'd like to thank the board for coming to the Fourth Precinct again. This is the second time I get the pleasure to stand before you, and it is appreciated. I'd like to thank the residents and citizens. You are greatly appreciated, as well as my officers, who always want to make sure that they feed you and hydrate you well.
Thank you. I'm
going to start with just a quick, brief overview of crime since my deputy chief, and this is my deputy chief, and she's great, has given that to you already. Um, today for homicides in the Fourth Precinct. Um, we are up. Well, we were at nine this time last year. As it relates to sex crimes were down 28% we're at 18 compared to 25 from last year, our robberies are down 38% we're at 49 which is compared to the 79 of last year. Our aggravated assaults are currently at 336 and they were at 418 last year. When it comes to property crimes are burglaries are down 7% we're at 125 and we were at 139 last year. Larcenies, this is a crime that we are up at six 634 compared to 595, at 6% up this year. Our motor vehicle threats are currently down. We're at 290, we were at 321, last year, we have had a decrease. We're at 25% in our nonfatal shootings. Here today, our strategy has to impact the nonfatal shootings. Has been consistently decreasing. Although the homicides are up since last year, we have slightly decreased in the 28 day period. Our strategy is to is targeted enforcement to get guns off the street. We run details in the park, traffic enforcement, restore order, ticket and toll operations on a regular basis, illegal social gathering, disruptions, green light recruitment and strengthening in our partnerships. And we also do a juvenile curfew enforcement, one of the new initiatives that we have in the Fourth Precinct that we're extremely proud of, and recognizing the nexus between mental health, drug use, unsheltered population, sex worker, retail fraud, which means when somebody goes into stores and steals while they're open and general larceny, the Fourth Precinct has implemented a program that will focus on information, intervention and enforcement. The Fourth Precinct neighborhood engagement team, as we've referred to as foreigna, began began on August 5, 2024 the unit operates with the direct focus on the above stated population who are affected by the crisis that flex our precinct or net is consistent to consist of two crisis intervention team members and supervisor. The primary focus is to build relationship with consistency and reliability for the population of focus, which would build trust with the community. The key component to these relationships will consist of providing resource for substance abuse and mental health, along with providing food kits and hygiene kits if available. Part of the intervention aspects involves a relationship with a specialty court probation program and resources. We are looking to work with the health department to provide resources to the sex workers. Further, we will work closely with the neighborhood police officers, Mental Health Response Team, neighborhood liaison and unsheltered population unit. The ultimate goal of the Fourth Precinct, neighborhood engagement team for that is multifaceted, to include, include, provide resources, assist with mental health and substance abuse issues, to population of focus positively affect larceny and retail fraud crimes in the precinct, identify and eliminate drug dens in the precinct, create an environment in the Fourth Precinct where the population of focus will not feel comfortable to wreak havoc on the community, improve the quality of life, business satisfaction and Fourth Precinct, since we went live with this initiative, from august 6 to August 31 they've had this is just a one, two man unit and a supervisor. Seven, felony arrest, two misdemeanor arrests. 64 moving violation. 33 misdemeanor ordinances, 60 traffic stops, 13 vehicles impounded, 240 or 204 people investigated, and 31 police fronts, we also have an embedded social worker in the Fourth Precinct. We also have a victim's advocate who assists citizens with their PPOs and works with our officers and chaplains on Domestic Violence Reduction Program that is Miss Ramirez. She is so helpful, and she will go to the front desk and help translate. She helps with you, Lisa, she's a great asset, and we never want to lose her. Our MPOs will continue to host their senior citizen bingo, which we call the latter again, our movie night. They are also planning a field trip with our senior citizens to visit the movie matter for Central Station. The MPOs are also planning to host a costume giveaway for Halloween at the precinct for students. We have several upcoming events on September 18, at 3:30pm Cesar Chavez Academy has an open house. September 21 at 10am Clark Park, veracordy Howell bridge assists with food distribution and resource tables. On October 8, at 6pm is our Community Relations meeting led by this group in the front we do an awesome job on 10. October 11, at 8am Huntington place, we're going to assist Goodfellas breakfast with the kids. October 16, 5pm All Saints trunk or treat. MPOs are attending and assisting with candy giveaway at the Literacy Center. October 23 5pm the Fourth Precinct costume giveaway for the children. October 24 6pm senior citizens, spooky Night Movie. October 26 10am the Fourth Precinct are going to have a DEA drug pill, take back and then on October 31 is our trunk or treat.

So just the show of support, obviously, with the entire community being present, not just tonight, but also yesterday, says a lot about the leadership and the relationship that exists between, again, many and all the work that you're doing in your team, and also the Fourth Precinct, anytime that I get a resident call, Shelley, you're always there personally and in a lot of those instances. So again, I can't speak enough, and I'm looking directly at DC Pritchett when I say that. But beyond that, I'm just proud of when you look at CCRS and just the report for August in terms of allegations, you have some of the lowest in the entire city, and that's trending month per month and year per year. So congratulations to all the work that you're doing in your entire team. I don't actually have a question that was more of a

I was going to ask you, what are some of the things that you attribute the crime going down to in your precinct. But when you started talking about all of the different programs and events and activities that you have, clearly that's having some impact on, you know, bringing the crime rate down. besides your phones the
Fourth Precinct Community Relations group, because I went to the meeting yesterday, and it was so well attended, and they had a presentation which I didn't think I was going to have an interest in. It was from the Harbormaster unit, and I was so interested in it. I couldn't believe it. She did such a great job. But anyways, just commend to you and the commander, the captain for you know the work that you do to keep the crime down and to keep the community safe. Thank you, West

can you give us an update in terms we know there was a situation here with Cinco de Mayo. Can you let us, let this, let this board know some of the things that was done to be able to help address that particular issue?
Well,
we've been having regular meetings. We had meetings with the businesses too, as well, and I'm sorry we've been having meetings with the businesses, which was led by Councilwoman Santiago Romero, and we want to make sure that the community understands how to apply for permits, get things done properly so that we don't have illegal parties and but we're going to enforce the law apologetically. We're not going to allow you, even during single the mile, to openly be intoxicated, smoke marijuana, you know, have that in the street, but we're trying to bridge the gap with the community to understand and I think their focus was a lot of the officers weren't from the precinct. They felt like they didn't understand them. So we've been working in the captain, having those meetings. I actually have one with Eva Torres, to talk to some community leaders too, because we want to make sure that. I mean, I lived in the community forever. It's a great event. We want everybody to come and have a great time, but we want it to be done safely.
So what's Would you consider there has been some reconciliation there? You know, are some of the groups satisfied they haven't came back before us, but you know that was a deep concern to this board, and happy to hear you guys engaging. But we want to make sure that when it happens again, that there's a stronger plan of action to make sure that,
I think sir too. There's two different things going on that day. We had the parade, which was beautiful. It was successful. But then there's that after party, and even though we did have an area for festival, which was great and well, but then it was just like those open up, pop up block parties in the middle of the street, it made it very difficult to even open the street for safety purposes. But we feel like moving forward, we've had those meetings. We're bridging that gap. We have that understanding. And I'm very hopeful that this coming made this single mouth. I'm still here happy, still here that you know, we will make sure that it goes off very successfully. But what I would like to add, and for the board to know too, is, for two years in a row running, we've had no major incidents during Cinco de Mayo.

Good evening. As most of you know, I'm Tara Brown. I'm with the Justice Coalition for Sherman Butler. I've emailed several of you. I still have questions. I know what the status is. I'm still going to ask them. One thing you all can help me with is, I do want to know, is Baylor, Craig Gregory, the same as the DPS officer Craig Gregory badge, I think it's badge 545, that worked for DPD back in 2001 and 2003 I don't know when he departed, or if he departed, but there was a Craig Gregory that was a police officer with DBD also on the call the dispatch officer, operator, advised. Operator, years arguing and shuffling, was Mr. Butler physically assaulted prior to being shot? What was the entire sequence of events that led to Sherman Butler being killed on July 12? I have heard what appeared to be radio calls about this murder, as I've already told you, when will the official 911 call be released? How did PPD officers end up in Mr. Butler's apartment prior to what appears to be the initial dispatch call and is logged in the city of Detroit, 911 call system at 1053, on July 12, when the call was made. The police were already there. How did they get there? Who dispatched them, who called them? Also, if MSP is investigating this, how come? When I sent the FOIA request asking about it, they indicated that they had no information, no reports, no pictures. It was not a denial based on that, not a denial based on you can't have it from the FOIA statute, also based on a radio call. A quote spike was mentioned during the first call at 1053, however, the operator never mentions that a weapon was allegedly had. The police never mentioned a weapon again, and it's gone from a box cutter a knife and a spike on the car. Shots were heard being fired after the operator announced the shots were fired. So did bail of Craig Gregory shoot mister Butler stop and then start shooting him again? Or did he completely unload the clip? Also, during these calls, there's no mention of him being tased. Was he tased by the prior to the 10:53am

My name is Joyce Jennings. I appeared before the Board of police commissioners policy meeting of last week. I just want to thank the representatives of the board for the referral to the Office of the Inspector General. I had the pleasure of speaking with investigator Hill, and on September the sixth, he gave me a police report number and made me aware that the report that I have been attempting to make since 2018 regarding the legal break in of our church, Saint James missionary, Baptist Church later renamed Shield of Faith Ministries, pastored by my father, Bishop James A Jennings Jr, was illegally transferred to frattonite Notre Dame, the group that is currently in the property now, and they are forwarding the investigation to the Wayne County prosecutor's office. So I just want to thank you for the work that is finally being done, but the concern that I'm here to address today, this past Monday, I received a phone call from a detective pesma, and he said that he was the detective assigned to the case, and he said to me, are you really reporting frat night with Notre Dame for mortgage and defraud. So I was confused, because I had already spoken with investigator Hill, and he was asking me for my documentation that I had, that I received from the Wayne County prosecutor's office, I'm sorry, the Wayne County property D office. So I asked him, did he have access to the information that investigator Hill had received? Because when I offered the information to investigator Hill on last week, he stated that he needed to do his own investigation. I also didn't share with them. I'd already spoken with Mr. Ariel debris, so my concern is, will you please investigate the inappropriate contact or behavior of the test detective test mark at the time he contacted me,

Secondly, so I very close to me yesterday was shot right, and so today, I am advocating that you guys create a department strictly deal with work with the prosecutor's office, strictly deal with crime victim rights as well as braveness. Both of those things are very important. We want more robust. Brady list, we want more expensive crime and victim rights as the law allows in the MCL. Captain Lewis, like I said, always doing a good job trying to bridge. Amanda here, doing a good job. We have a lot of work to do. Takes a lot of community.
I appreciate talking to Mike. Oh, I
appreciate everything that you guys are doing. We have a lot of work to do. It starts with community. You have to examine ourselves as we know a lot of our violence and things starts with our children, and so we have to change our perspectives. Awards to officers up to the police department. Thank you very much. But in each one of these precinct meetings, we must ask the critical questions of, how many officers are suspended. Have been suspended, what for? And how are you dealing with their bad behavior? What are you doing to detect bad behavior? This is about police officer misconduct, not environmental justice. I'm sorry. Sherman Lee Butler, his case is so embarrassing on a national level, because chief White has refused to release the body worn camera footage, and he gives this 45 day trip that I really don't understand. And if you want to understand why, I call it embarrassing, Luke, no further than the Florida Miami Dade, with less than two days they released the body worn camera footage of so many officers as football player Tyree Hill was being arrested and handcuffed. But even with that, it was so many times the video was muted that you have to understand they're not being fully transparent either. If Chief White is deciding to go I say, Good riddance. I'll get I'll give you as many things as I have time for his 2022 contract with the Detroit Police Officers union clearly stated that an officer's disciplinary history cannot be a consideration in their promotion

This board voted to subpoena from the Detroit Police Department the Michigan State Police report that was turned over in late 2023 on a closed case suicide on a Thursday. The next day the chairman, Darrell woods, the chairman, sitting, current chairman, the third person at his board went and told them not to initiate the subpoena process, but to send a letter to the Michigan State Police that the state of Michigan has already rejected them for your request. One the Detroit the police department has rejected a FOIA request. That's why we went to the externary step, extraordinary step of having it subpoenaed. That, according to the Michigan State Police, there is not enough evidence to deem it a homicide nor a suicide. The Detroit Police Department doesn't have any, I mean, any evidence that says that Kenisha Coleman shot herself. And first of all, and furthermore, furthermore and furthermore, a small frame, left handed individual woman cannot suit herself in the left side, in the abdomen with a through and through wound and not leave any gun burns or gonna still bleed on the entry room. It's physically impossible. The laws of physics say it can't happen. Oakland County Medical Examiner dragovich, says this poppycock and nonsense. All the forensic experts, all the all the provincial experts I spoke to, said the same exact same thing, and I said that

I'd like to follow up firstly on one of the points that Commissioner Burton raised earlier, the representative of the chief earlier today incorrectly stated that the DPD does not have a role in policing air quality in the city. That's not only false, but underlines current, ongoing failure of the DPD to enforce the rules that we already have for 10 years now, the city of Detroit has had an anti idling ordinance meant to protect our right as Detroiters to clean air and to force these trucking companies to take the simple step of having their drivers turn off the trucks when they're going to be sitting there for more than five minutes. This is a law that was passed 10 years ago, and just this year, the Wayne County Commission passed a resolution re upping the call that cities should pass and enforce these ordinances to improve air quality in the city, given that truck traffic, traffic in general, is one of the main contributors to our air quality crisis, Detroit has a genuine crisis of air quality. It is literally killing us, especially in particularly concentrated places like Southwest Detroit. And the reason this is a DPD problem is because the DPD has failed consistently to enforce that ordinance. In 10 years, the DPD has not issued a single citation, a single ticket on that anti idling ordinance. I am disappointed that the chief representative was not prepared to answer the question today, and I hope that this board will follow Commissioner Burton's lead in demanding oversight and a clear plan of action from the DPD as soon as possible in terms of how they are going to follow up and how they're going to finally take steps to enforce this long standing ordinance and protect all of our rights to clean air, which is fundamental to our rights as Americans and as Detroiters. Can I be heard? Yes, sir. Okay, I like to think that perhaps the board of commission can make some stronger recommendation as it relates to the release of body camera. You know, it shouldn't take 21 days, or 40 days, or whatever. I would think, especially nationwide, we see that frequently, you know, body cam film is released within days, you know. So I would think that the maximum amount of time that the city should need is seven days. You know, no more. Also, I think there should be more done for officers to choose to cut off their body cam during the incident, or who don't start the body cam. You know, we need to make sure that the public feels that they are being properly represented, and that especially as more and more of our officers don't live in the city anymore. When I first started with the city, when I first started working for the city in 1978 that maybe before some of y'all was born, but every officer had to live in the city, and most of them lived in the community. So we need to make sure that officers, you know, have their body cam cameras running, and that we need to make sure that vital information to the public is released in a timely manner. Also, we need to do more as relates to trying to reduce the number of lawsuits. As as president of a retiree group from city, Detroit, you know, we pay too much in lawsuits, and a lot of that could be cut out, you know, by a little bit better oversight, at least as it relates to this department. You have never oversized relates to DLT or others, but y'all could do more as relates to DPD. Thank you.

I might respond just quickly, yes, the policy committee is looking at the issue of release of video cam evidence, if you will. And a time limit for that. It's on our agenda for next Tuesday at 5pm at public safety headquarters, you can review the proposals online under the board of police commissioners website,
and can you explain to the public how that process works?
Well, the process is that all policies for DPD are approved by the board and also reviewed, if you will, by the department, as well as the mayor's office, but we have to develop a policy that we can propose to the board, and the board, once they adopt that policy, then it will be forwarded through the other channels. But we're looking at that issue. Our colleague, Commissioner Cardinal Moore, just ask that video we released within 21 days of of the fact that it's been and just today, I guess we, we just heard from another person that, as we all know, we all looked at the Tyree kill video in Florida, which I thought was outrageous. I had him face down on hot pavement in Florida, and I think in large part it was because he was okay driving a Lamborghini. But in any event, we're looking at that issue, and we're going to come out with something again for the board. We've proposed it once before, but it didn't get the vote, so we'll see the purchase time,

honorable board. I just want to give a shout out to Ricardo Moore. Ricardo Moore has been doing an excellent job as well as Willie Burton, Linda Bernard. I don't I don't always agree with how you vote, especially when it comes to Officer suspensions, but you have also been doing an excellent job. I want to bring up Sergeant dowdy from Homicide. Seems like I haven't brought him up as much, but I don't know what I have to do to get you guys to look into the complaint against Sergeant dowdy. I represent a couple different groups, mothers, keeping boosting the ground on the coalition of Sherman, Lee Butler and I can keep going on, but I want to say had an unfortunate spat, but with the chairperson there, which is the mayor's appointee, right after I got something that I needed from the mayor. Hope that's water under the bridge. But I mean, you can't take a joke, and you react in a very negative manner. That's very indicative of how the officers react when they don't like things as well. And that's why we have a board, and that's why the board must be diligent in the work they do to make sure these complaints are heard. Also, I want to say there should be a record publicly of the number of complaints officers received from each precinct, and that should be reported every time. I also want to talk about the fact that this this video has not been released, and I'll be making sure I come to your meeting Tuesday for the policy commission. That is very important. I do want to give a slightly positive shot. I was locked out of my car and DP, let me get in my car. I've been meaning to make that announcement for a couple weeks, but it's always so much negative stuff that I see and I hear. Also, I would like to get in touch with Captain Thurgood from, I think that's his name, Captain Thurgood from Homicide as well at some point, because the homicide department in the city of Detroit is abysmal as it stands right now, and it needs a lot of corrections. Uh, also, I'm just very, I'm just very disappointed that I asked the the chief of police a direct question. He lied. Also, if he moves, if he moves, that will be nice, because I don't think he's done a good job as Chief.

And can you tell them how they can access that? And I'm sharing that because, for the last commenter that I asked that the amount of allegations or CCRS for precinct be released, it is in that document,

Once you click on Events, you can put the border Peace Commission and the government. Every meeting that we have comes up whatever date you want to find and report on. You just put that date in that field for every meeting we have. We always put that be anything that's on this agenda goes under that date so they'll be able to find that. I thank you

As Reverend blunt said, citizen complaints is our primary concern, and our staff are working diligently to address that, and we can't forecast or talk about investigations publicly, but understand that investigations are going on every single day, and They've been being done expeditiously and with care and compassion, but we are have more to say about that in the very near future, where this community is going to be absolutely pleased about some of the actions that we're taking as a board. And I'm very, very appreciative of this board for being judicial in their advocacy, and I appreciate the community for their advocacy as well, because that's what it's all about. It's about dialog, but don't get it twisted. We're not police haters. This ain't no police hate board. This is a police oversight board, and we try to bridge the gap, and we try to address the issues and the concerns of the citizens of the city of Detroit, but we also have to oversee their budget. We have to oversee policy and work with them on policy. We don't have a magical wand to make a policy up here in one day or one moment. So when we say, hear people say they want us to make body warm, camera come out there one day. We don't have that power. I wish we did, because if we had the power, we would declare in a number of cases in protecting investigation. So it's a three tier process in terms of policy, but you better know and believe that this board will strongly advocate for the best solution for the citizens of the city of Detroit, having said that we're going to go to the chair, yes, sir,

not a homicide, but suicide,
suicide. She died of a suicide. But there's a lot of chaos with the community on how she died. Commissioner, Commissioner Bernard said on the last week, she mentioned it, but she didn't really follow through on it. I'm in agreement with can we get A a death certificate? Can we get a report on how she actually died? That way we can bring some east to the community, because those in the communities appear to be in a uproar about this situation, so I request some type of report about the death of Kenisha Cole, if we could,
as you can see, the Secretary red about the the response from the State Police, fill us in there. And so that response is very, very much forthcoming. We're not dwelling our thoughts, but we would not play politics, play games about someone life that is not a game with us, and we take it very, very seriously. And so we working very diligently to be able to get this matter cleared up as it relates to what the State Police has to say. But I tell you this, the state police have told me, personally that it was a suicide you know, that's what the State Police has said. That report will be coming out very, very soon. We're working hard to get it. The attorney and myself was talking to the leadership in the state police today, you know. And so this is, this is nothing that we're citizens, you know. This is very serious, you know. And so those answers, we're working diligent, get
those answers like
you and get the report signed.
