And so with that being the case that us be one of my phrases, or attitude of prayer as your application come forward with a man

That's what I ran on. And this is just this is just a journey. I never thought I would ever take. Life takes a turn. And I got in that car and I took the wheel and I enjoyed every minute of it. That's what I have. I have met some amazing people put me in situations. I never dreamed I'd be IB and before. I never would do it again. I mean I'm sorry. I wouldn't do it again. I wouldn't change a thing from the graduations. You guys ever watched the graduations I tried to bring a lot of flair to it. Open up the graduations What a joke. It has never been done before. That's that's a trying time for a lot of people and they're nervous. I try to bring some laughter as well a couple of minutes while I'm up there. I'm gonna miss sitting in his seat. But I'm gonna enjoy sitting back and just watching and listening and see how the next chair performs. So I can give him or her my full support

Mr. Chairman, yes, I'm sorry for disturbing you again, but I need to point out that the bylaws of the board of police commissioner requires a majority vote for election. And sometimes people confuse highest number of votes with majority vote. Majority vote is the majority of votes passed. So if someone gets four votes, someone gets three votes. Someone gets two votes. That's nine votes. No one is elected because the majority of nine would be fine. So I want to make sure the commissioners understand that majority vote is required. majority of votes cast not necessarily the highest number. Secondly, there is no way in an election to vote. No. We're not voting yes or no on candidates. You cannot do that in an election. Now the issue of extensions can be addressed by Attorney Saxby but I just that's just my heart.
But we still can do this all show of hands. Correct.

Look good Buddha chair. Good evening, everyone. Good evening. My name is Deshawn Sims. I'm deputy chief of a Western operations. I'm sitting in tonight for Chief jamesy white and I'm going to provide you with our Department report. We have currently one member of the department who was out disabled and recovering at home to an on duty injury. He's a police officer from the seventh precinct. As it relates to our crime data. We are up 7% In total Part One violent crimes. We are up 7% And part one violent crimes for homicides were up plus three compared to last year for non fatal shootings were up plus nine compared to the same time last year. Going into our significant events. On Saturday June 3 at 11 o'clock pm officers were dispatched to the area of Ashton and built in to a call for service related to a ShotSpotter run for shots being fired in the area. As officers arrived on the scene to check the officers were in plainclothes in a UC capacity in an unmarked vehicle when they observe several individuals standing in the driveway of a house located on that block. The officers show paths individuals still check in the area when shots were fired. At their car as it passed. The officers took cover and requested backup. Several officers arrived on the scene to assist and check the area where the individuals were standing in the in the driveway as where they were last seen. Several individuals were detained and investigated however no arrests were made. The case remains open and pending further investigation if anyone has any information we're requesting that you contact Crimestoppers at one 800 Speak up. Our second incident is a double fatal shooting on Sunday June 1 June 4 at 6:40pm. Officers were dispatched to Sinai Grace hospital to investigate a call for service for persons dropped off at the emergency room. officers arrived at the location and discovered that the victim was dropped off at the hospital suffering from a gunshot wound and stab wounds. The victim was declared deceased upon arrival by hospital staff officers were able to determine that the incident may have occurred in a 12,000 block of Chapel. With that information. They went to a home on the 12,000 blocks of look of Chapel, where they found another individual who was pronounced deceased at the scene. homicide detectives began their investigation canvassing the area for additional witnesses victims and or evidence. I spoke to witnesses who said that they had come to the location to check on one of the victims which is a family member and discovered that the victim had been shot. This case remains open as well. And we're asking for anyone with additional information to contact Crimestoppers at one 800 Speak up. We have a death investigation on June 5 at 3:40am in the 4400 block of West Verona highway to investigate a call for service on a person being shot officers arrived at the scene where the victim suffering from an apparent gunshot wound to the head. The victim was transported to Detroit Receiving Hospital for treatment where he was pronounced deceased officers at the scene which is a neighborhood gas station spoke to the person suspected of committing the crime. They also reviewed reviewed video evidence at the scene which which showed a confrontation between the two individuals. The suspect was arrested and conveyed to the Detroit detention center. homicide detectives have prepared a warrant and submitted it to Wayne County prosecutor's office for review and that warrant is currently still under review. Again if anyone with any other information are encouraged to contact one 800 Crimestoppers and on yesterday, June 7 at 7:42pm officers were dispatched to Beaumont Hospital Grosse Pointe to investigate a call for service of a child shot of us arrived at the scene and spoke to the parents of the victim that stated that they were outside of the home and the 600 block of Tennessee when the shooting occurred. Both stated that they were unsure as to what happened as they were both outside only sitting in that they heard two shots prior to running into the home and finding the child shot. Both also indicated that a firearm was located inside the home. In addition, several children including the victim were in the home at the time of the shooting. The parents were transported to the Detroit Police Headquarters to be interviewed by our child abuse a child abuse unit. The victim is listed in stable condition with a gunshot wound to his left cheek and shoulder. Officers responded to the 600 to the home on Tennessee and discover evidence of a shooting at the location of a no arrests. have been made it this time and child abuse has continued to interview Mrs to determine how the shooting occurred. On the positive side on Friday, June 2 Chief white reinstated board members to the Detroit Police Department and to date since our new contract went into effect. The chief has now reinstated 41 officers that have went to other police agencies but are now coming back to Detroit. On Monday, June 5 At Gordon Park chief white spoke at the Detroit City Council gun violence task force Gun Violence Awareness Month press conference also in attendance and speaking with Deputy Mayor top Edison City Council President Mary Sheffield council president pro tem James Tate and Councilmember Freder Hall among others. Chief while I spoke to the community members in attendance regarding the effects of gun violence and the need for everyone to work together to stop the violence we see in our community and across this country. CBS News Detroit and bridge Detroit covered the event and photos and videos were shared on the city of Detroit social media pages. On June 6 on June 5, the sixth precinct neighborhood police officers Fado squad eighth precinct officers and DPD chaplains came together to help treat three children in need after they lost both parents in a car crash. DPD officers donated food diapers and toiletries from the six precincts community closet to the children after the tragic accident, which occurred on Saturday June 3 in the area of Grand River and telegraph. The Saba touching story was shared on the sixth pressing social media pages with media outlets including local for and Metro Detroit News, Instagram, also share this story. On Wednesday, yesterday June 7, Chief white and members of the community join for welcome hour winds in the seventh in the second precinct DPD members met up at 5:30pm at Barton Elementary School. Welcome our Wednesday represents the department's obligation to fitness and it is instrumental in maintaining the relationships between law enforcement and a community. The next welcome our Wednesday will be Wednesday, June 14 beginning assembly at 5:30pm at the 10th precinct located at 12,000 Livernois Avenue, and then the step off will be at six o'clock PM. Tomorrow there will be a memorial service for missing persons and cold case and cold cases from 12pm to 2pm. At to Woodward Avenue. The memorial service will will honor the lives of missing persons and CO cases and allow the impacted families a place to remember their loved ones. The context for this event is Chaplain Yolanda Stinson at 313-542-2191 on Saturday DPD will be holding a fundraiser event at the Maribo lanes located at 309505 Mile Road in Livonia, Michigan. funds raised will go toward the Detroit Police Community engagement programs to build initiatives that focus on our youth social justice awareness programs, community policing cost include $25 per person for Open, open bowling, three games and includes three games shoot rental, slice of pizza and Pat over five hours. per person for a nine pin no tap tournament 500 Her $500 cash prize for the first place winner so come out and join in the festivities. I'm just quickly do you know the the, this the status of the federal government's contribution of, I believe $200 million to the city of Detroit and the mayor and the chief of police said they are going to hire 225 I believe officers has that has that started has that process started already.
Um, hiring is always an ongoing process. We did have a there was a conversation had with our HR director to let her know that we are looking to hire those additional 200 people so that is something that we are constantly doing in our recruiting efforts and we're heading in that direction.
And one other thing that wasn't mentioned in your report, I received a text message from Malik Shabazz, indicating I guess, that the chief will be at WC three tomorrow downtown, along with most of his is hierarchy, his his deputy chief staff, and he has asked me to communicate to everyone here today that all women in particular should attend that meeting. It's about crime and children and I've got a long text about it, but no since reading that, but if you can appear tomorrow at 1030, you can meet with the chief and his hierarchy. out all these commit crime issues in the city of Detroit. Some of those community leaders kind of know where, you know, some of the hotspots is, is there any way they can like ride with them like a ride? along but they can show somebody in peels where the issues are, maybe one day a week or something like that.
So I know we do allow ride alongs they just have to contact the precinct that they want to do the ride along in and sign up and sign a waiver for that.

So if it's so if it's a license if it's a legally owned ATV, they'll get cited for driving it within city limits because it's an off road vehicle, but they can't get the vehicle back. They can't drive it from that location. They would have to get some way to tow it back. But if it's a if it's a legally owned and licensed ATV, they can get them back but again, they do get cited for writing it within the city. Okay.
To me, it's kind of slowing down. Okay. The other thing is

I had an appointment with you, Linda Banagher last week and you did not show up to your office. And I'm asking myself if you guys on this committee, OCI are representing the people what's the issue? And why do she How can she continue to get away with all this illegal activities and violate my constitutional rights and me? Vid me from getting legal counsel to help legal help period interfering with that every time I tried to get an attorney or I go speak to an attorney, someone contacts that office do not want to represent me. So I have an issue with this and I'm gonna continue to say it every time I come to this every week if I have to, because at the end of the day is no way this person can continue to get away with all this exact illegal activities especially when I have illegal cameras and listen devices in my home and she have it on her phone she can bring it up on her cell phone to see exactly what I'm doing in my home in my car. I've made several reports in the details from Oh see I see my footage on myself phone and who had the power to delete that none of my phones are on to power. I mean through the companies I just use them to record it take pictures, the text to say I seen them. I can't understand How was that possible but who have the power to do that. And then fires police officers following me in a civilian cars. I have an issue with that too. I have a whole lot of issues. If you guys go and do you your job. You should do it correctly. I was driving west on Puritan one day, and the light was green as I was approaching it so I had the legal right to go through it. Something in my spirit told me to hesitate which I did. A car flew through with no intention of even acknowledging slowing down just blew right through. Had I continued to drive. He would have T boned me on the driver's side and I wouldn't stand before you now. So I'm hoping that all of you here will take this into consideration because we have family and loved ones and at some point if this is not brought under control, we will be mourning someone rather than having it done. So I'm hoping that everybody here again as I say I'm only here because something in my spirit told me at that time. Don't proceed. When I saw the car blew by I had to say thank you God because I knew if I had continued having the green light and right away, I wouldn't stand here. So I hope that you will take this under advisement because each and every one of us as we leave, we're going to be out there with other people that are 1000s peoples out there. There are a few who are reckless with no regard. Again, please recall that we only know about his murder. due to the bravery of a 16 year old black female. Say her name Daniela Fraser, who used her cell phone to record this murder. This recording is critical due to the fact that the police officially released statement said that George Floyd died of medical incidents. The police do lie. Some bad police officers do lie and in this particular situation, it went all the way to the top because it was released to the public. The new chairperson must correct this ship and demand that this board's primary focus is on police officer misconduct. This board these meetings are not for crime fighting not for Crime Analysis not for crime data. This city must find another way to address these other issues. This is for police officer misconduct. We have many issues in our community and we must be concerned about addressing them. One is the issue of those who fly through red lights and they seem not to care whether they get hit or not. I believe that we need to have a traffic enforcement group that is larger than the one that exists now. We handled the race downtown and it was covered very well. But no traffic enforcement and within the community as that was so we need to hire more officers and put them in the traffic enforcement. Number two, I think that if a person is stopped, if you catch them running through a red light, then if there is a legal way to take their vehicle, take it. They can run through a red light with no vehicle more that needs to be done. Also, I think that we need to have inspectors going to the locations to find out if these stores bars, gas stations, fully licensed, you've been hearing about that. There needs to be a double check on that. There should be a police I guess unit that checks licenses and then there needs to be another unit to check the if there are licenses check and balance to make sure that it is happening and there's no Hanky Panky like with the towing industry or research will be at the month of Marines tomorrow night at 6pm with Bart McFarland Neighborhood Association. It is a joy and a pleasure to be here. You know, this is my precinct. The second pressing. This is my area. But there are things that are wrong. There are things that need more attention, especially as relates to I have a seven year old grandson. But you know I cannot let him go too far from the house. Because we have lots of people and not just in the second precinct but all over the city is constantly running red lights. You know we have an epidemic and we need more effort or people power to look into it. We need more people power to look into all the various problems we have in the city of Detroit and we do have many problems.
Hopefully, this board will encourage and motivate more action on these people running these red lights. Hopefully this board can and will motivate more action to try to cut down crime in the neighborhood. You know I go downtown and I don't worry about crime so much but in our neighborhoods it's still a problem. You know, it's still a problem. You know, you have people raised and you have people running red lights, you have people just being bad people to each other. So hopefully, this work can help to encourage people to be better off of this work, perhaps really start doing some public service. Announcements. I know when I was on the board, there was some talks and discussion about doing more regular public service announcements. In fact, Commissioner Bill and I failed one and never seen it. But hopefully more can be done. I encourage each and every one of us, not just these people sitting here with each and every one of us to do more. Here's a letter that I received, stating they'll get to me when they get to me I've been to the police station. I've made reports. I've got plenty of report numbers. My neighbors are afraid to walk out of their doors because their houses have been shot up and because they don't want their garage burned down or them to be arrested like I was. But when the police show up oh, that's old. I've still got bullets in the walls of my house. My Dima.

You need to do tarp presented the Human Resources Report for the month of May the report is going to cover your departmental staffing personnel recruiting recruiting initiatives. Additionally, you already have the packet but I did present I do I did just pass out flyers enough flyers but no PowerPoint presentation because it will cover additional slides that were not in your packet that I created. So if you go to the next slide, departmental staffing, I depicted the raw numbers for you for me, the department was filled at 90%. The sworn members was filled at 93% vacancies was 7% Police assistants were filled at 69% and the vacancies for policing system was 31% for civilians 81% as due to the budget increase in civilian structure, and then for the vacancies it was 19%. Go to the next slide or says recruiting fiscal beginning of the fiscal year to May 31. We had a total of 3455 application 71 were in processing at the time 275 applications were withdrawn. 2047 applications were archive of that 2047 150 archive for the month of May 14 and 71 temporary disqualify 474 permanent disqualified 117 awaiting M Kohl's. During this period. We have hired 199 personnel. If you go to the next slide, for M Kohl's testing. For the written test, we had 110 that were scheduled 78 appeared 55 Pass 71% passing rate 23 Failed 29% failure rate to reschedule and 30 No shows for the physical agility testing we had 124 That was scheduled 64 peered 39 Pass 61% passing rate 25 Failed 39% failure rate five rescheduled three withdrew and 52 No shows. You go to the next slide. It's just say total new hires. For the we have 32 sworn of the 32 that were sworn eight would reinstated officer so those were officers that had left and came back to the department 16 civilian new hires for a total of 48 and we did have academy class graduate with 20 personnel. Go to the next line for Detroit residency information for May 553 sworn duty orders 427 civilian Detroiters 15 police assistance for non Detroiters we have 1856 per sworn 222 for civilians and 22 Police assistants of those numbers. Five Detroiters for civilian new hires and six sworn for Detroiters next slide talks about the attrition as you can see, we still are maintaining below 15 for the sworn so we have 13 that's separated for sworn 10 civilians for total of 23. The next slide covers the leaves the Appice absences and restricted for FMLA continuous for sworn we have 14 for intermediate with 74 medical leave three military leave three general leave three restricted 153, disabled 17 and sick 13 and four civilians in those same categories. We had 12 FMLA continuous at intermediate FMLA five one medical leave three on general leave 13 restricted one disabled and one sick. Go to the next slide. It talks about the monthly separation. As I stated we had 1310 police officers one detective, one sergeant and one lieutenant. We did have 15 suspensions for the month. of May. Some of those could have been carryover. So not just total new cases. 14 police officers one Corporal we had a total of 538 personnel in the drop. Now these slides are not in your packet but I created them. So when you look at a comparison of the separations to new hires from January 2002 to the present, we have net gain from January to May of 2023 96 officers and looking at the calendar you see the bar graph January to May we have 66 separations from January to May of our new hires 162 which is a net gain of 96. You go to the next slide after the sworn separations for the 2022 and 2023 you can see the comparison 2022 We had a total of 324 separations for May, January domain as I stated 2023 66 When you compare January to May of 2022 separations we had 124 Last year during this time, compared to 66 of the same time for this year. If you go to the next slide separations to other departments. As you can see we are still better than we were last year we did have an uptick with six in May, that went to the ATF the US Customs to to Sterling Heights, one in Livonia and one employment, but we're still better than where we were last year and you go to the next slide after sworn appointments for new hires. This gives you our current standing and where we are at the Academy. We have 138 personnel that are in the academy we have five classes that are there. As I stated our classes for last month that we started we did have 31 And as of right now as you all know, with the new contract we have laterals so now we're up to two laterals. I have 38 in background right now and 28 and pre background. If you go to the next slide it says 2022 to 2023 reinstatements. Currently for 2023. We have had 30 reinstated better than any year since 2014. If you go the next slide. On the left hand side you will see where's the Baima how many submissions we have received. A month of May we received 13 new requests if you go to the right hand part of that slide where it says status of reinstatement. So we have received since the contract announcement 81 requests for former members to come back. What do you want have been approved 36 of those 41 have been hired. So there's five that have just not come to medical and HR. We have 15 that are in processing since the last time I briefed you that was additional seven new cases. And then we have 11 that withdrew and 13 that have been denied. You go to the next slide. Recruiting initiatives. He got to that slide after that it just basically give you a rundown on all the events that we have done in the last two weeks. For the mayor fellowship we do have 19 that have started. So 19 mayoral fellowship mirror college students are interning at the Detroit Public headquarters in the city and really the second precinct and then for growth, the youth talent. We have 6060 young students, high schools over the Detroit Public Safety Academy that's in our DPD Academy that's been coordinated with certain Richardson and other staff and then we're gonna have an additional six or seven at the headquarters interning with us beginning July the second on June the 24th. I will send you this flyer we are going to have a DPD career fair at the Light Guard Armory. So details are forthcoming but it's going to be a one stop shop as well for recruiting. We're already working on the advertising pending any question This concludes my presentation.

We can't hear you. It would depend on the circumstances what what the person is being investigated for if a person is ultimately charged with a felony. If they're charged with a felony, then we will come before the board and acts at that point. This has been that person without paying. But if they are not charged with the felony or is not going through a court process, then they may not ever come for suspension? Well,
because we've we've had several instances, especially over the last 12 months, where we still haven't gotten yet to that court process. And yet we have these names coming before us for suspensions without pay. And and I get that maybe the circumstance sort of dictates that it might lead in that direction. But I don't want to ask for you but I'd like some kind of report indicating those that don't come before us for those that are suspended with pay. And ultimately how like what percentage of those actually come our way and escalate to without pay?
Yeah, I think I will get with the chief and his staff and we can
achieve and I can put it in writing if you want
the chairman achieved and thank the commission for helping with that. Because if there's oversight, then I need to know both. If I'm always saying we oversight, and even though you don't have to be a public racket, but an oversight I've needed to know both.

I am for the butler, president of the second precinct Police Community Relations Council. On behalf of the second precinct, we thank Reverend Cornelius Davis congregation of Scott Memorial United Methodist Church by giving us permission to have our meeting here. Miss blossom, thank you for the following for following up to secure a place and providing fliers to help advertise for this meeting. The state of Michigan requires our meetings to be held to accommodate equipment so that on the page those unable to attend and participate via zoom, this church met the needs for this meeting. Commissioners, welcome and thank you for coming to learn about our concerns. And the work our officers doing in our communities under the leadership of Commander Michael chambers, our neighborhood police officers are number one and community service they are Detroit spine it's Amanda chambers is a people person and he leaves with confidence in his officers, commissioners without further boastfulness. Good evening, your honorable board and thank you Miss Butler for that introduction. I appreciate it. Good Indian I'm coming Michael chambers to my right is my outstanding Captain Derek May. I'm gonna introduce our MPO team in a minute, but I'm just going to jump right in. The second precinct encompasses roughly 10.5 square miles we have a population of about 60,000 residents. City council districts 126 and seven are within our precinct boundaries. There are approximately 105 officers of various ranks assigned to the precinct working in assignments such as patrol, special operations, traffic and investigations, community relations. Is very important within the second precinct. Our precinct is so very fortunate to have outstanding community leaders such as Miss Rita Butler, and Mrs. Sheriff Chanel. And and it's very engaged as well with our community or associations such as Littlefield, with Carol and Sandy Pickens. are happy homes brilliant Detroit with Miss Charlotte Blackwell, our Manor community association with Miss Laureen Dixon, our Barton McFarland associated with Theo Broten and Mr. William Davis, and the buffoon Community Council with Miss Joyce Brooks and so many others. We have five dedicated neighbor police officers and when I call your name please, Stan Earl Franklin. Let Burke's weathers Jennifer Tyler, Mike. Yeah. David bass was okay. If you're outside of Brian Ferreira. He may be outside as well. And also they're led by an outstanding Sergeant Edward Jackson who very well on the promotional test and and hopefully it'll be Lieutenant very soon as well. So our neighborhood police officer team address fears concerns that arise in our community and coordinate activities. While we may be the second precinct, our MPOs our officers in our communities are truly second to none, as we like to say and number two, we are partnering with many community stakeholders and an active businesses united with officers in UCOL buoy that support events that we've heard throughout the year like national night out our Halloween candy giveaway, our Police Week, our school supply, giveaway and seeing your movie night. So I'm going to jump in and talk about some of our crime, some of our positive crime trends and then I'll get into some of our challenges. So some of our successes. With our robberies we're seeing nearly a 9% reduction year to date as compared to last year in our robberies. We're seeing close to a 15% reduction in carjackings year to date as compared to last year within the second precinct. And we're also seeing nearly 4% reduction in both burglaries and larcenies year to date as compared to last year in the second precinct. So some of our challenges though, which we are combating very, very hard, I should say our challenges have been with aggravated assaults where we've seen a 10% increase year to date. And we've also unfortunately seen some increases with our shootings as well. Our non fatal in our homicides. So on a positive note, over the last 28 days there have been close to a 90% reduction in our aggravated assaults. We've been down 16 aggravated assaults as compared to the previous 28 days. So we think we're trending in the right direction. As we move into our summer months. I do want to mention that year to date. Our officers are hard working officers at the second precinct removed 119 handguns and eight long guns off the streets within The second precinct here today. So just talking about some of our strategy that we're deploying to continue to fight crime. We're dedicating additional Scout cards and increasing officer patrol hours in our hotspot areas. So every day we're digging into those report. We're seeing where our trends are at where the crime is happening, and we're putting our resources that we have in those areas. So we put them in those hotspots scalper areas, which we've identified some of our busier ones, two b two, one and two, two to the north, and then to seven to the south. So they're constantly staying in those outdoor areas and making their presence felt. We also have a Special Operations Office which is playing plainclothes officers. So on a weekly basis, they're doing restore peace operations, such as ticket and total ticket in tow operations, excuse me addressing some of the concerns like speeding, the red lights and things like that. So we know are problematic locations and we deploy those traffic officers to those locations. We also go after known offenders. So each day we're combing through the police reports and we're seeing that there's individuals that are mentioned in those Report reports that are wanting for violent crimes, especially those with guns, and we're sending a team of officers out every day chasing after those known offenders. We also go out with our embedded mtoc which is the Michigan Department of Corrections ages, and we do regular home checks of probationers and also parolees we're doing that weekly. We're also actively searching seeking search warrants to arrest perpetrators and collecting evidence and do a narcotics related search warrants are precinct detectives and we have a dedicated ceasefire team. They go out to every single shooting that we have. They work tirelessly trying to investigate it collecting evidence and getting those individuals into custody and they do an outstanding job. We also to supplement our strategy we have joint efforts with our neighboring precincts and specialized units to come by prime to so today and actually tomorrow. We're running an operation within the second precinct called Double deuce. We have all the West Side precincts 2468 10 and 12. Other officers special operations are coming in our precinct assisting us in some of our hotspot areas that we return the favor back to them and help them and when they need our help as well so so they're actively out searching for individuals wanting warrants there. They're combating different traffic offenses you met, we're doing home checks. So we're doing everything over the next two days within the second second precinct and, and from the early reports. I know that they've been very effective out there so we're proud of what they're doing. We also have a dedicated victim advocate, Miss Maya that's at the precinct. She's in our detective unit. And she assists individuals that are victims of violent domestic violence. So they come in she assist them and putting personal protection orders into the court. So just in the first quarter from January to March, she helped us submit over 100 personal protection orders to the court to help out these individuals in need. And I'm closing up shortly I just want to talk a little bit more about our MPOs and what an outstanding job they do. I mean we have our MPOs that go out into the community on a regular basis for events. They go into schools they do anti bullying and conflict resolution classes, Stranger Danger presentations, gun safety tips, gun lock giveaways, and they also oversee a very active Explorers program with our youth, teaching them how to don't future police officers. And speaking lastly, just talking about some of our upcoming community events. We have our next week, the second Tuesday of each month. We have our Community Relations meeting at the precinct. So next next week on the 13th will be the last one we held at the precinct for the summer. And then we'll get back to it September 12. And that's led by Mrs. Butler as well. So we went in attendance next Tuesday. And we also do as I spoke to earlier about our senior Movie Night, that's always the third Thursday of the month. We have a jazz concert coming up at the second precinct. This will be our third and we're actually naming in honor of our Fallen Officer Lauren forts of who we lost last year. So that's going to be on July 21 of this year coming up. So that's gonna be I believe our third one, and it's outstanding and they have a great entertainer coming in. We also have our national night out on August 8, and we're going to be doing our Halloween Halloween candy giveaway on October 31 And, and our MPOs are constantly looking to do more and more. They engage the community and if there's ever ever any events that's that we know about we always have a representative presence. So with that, I'll just open it up for questions.

And one of the things that I get a little concerned about is I go from precinct. I see women actively involved few men, no preachers, no ministers. I really like to ask you to maybe meet with you and Miss Butler or someone like Miss Butler might want to meet with someone else that I can come and see if we can get ministers organized. A church church number of preachers, ministers, pastors to really push supportive three, three See that's why it's so good. Let me do the limb. I liked it. Yeah, we would love to have you sir. Just to mention one thing that I did fail to mention we have a wonderful, wonderful, wonderful Chaplain service within the department and they are very engaged. They come every single day to our precinct, on all the shifts and when they were in need when we are when officers hurting or anything. They're always there and they come to all our events. They support us so they are very active. And we do also go out to the churches we engaged in walks with them any type of events. We are very engaged with it I hear
you I didn't mean to be I didn't mean to be if you weren't or didn't have a chaplain corps here. Yes. For me with the these Chaplain corps, they do a great job. So you got one to come to hear a sign here. Yes, sir. I'm talking about when I look about 15 to 20 churches that are here. It just seemed like to me this could be a way of really helping. Fine. Yes, they do. We were out walking yesterday with the chief I'm talking about not with the chief. Yeah, but as far as like foot beats Yes. We still occasionally do that we we also are MPOs love to get out on the bikes. And we have bike patrols and they'll go up and down the major streets and into the residential as well. I mean, we we post a lot of their activity last summer on our Twitter page was very active. But yeah, we constantly look for opportunities to get out there be visible and deter crime saw

Well, he MPO Franklin normally puts them on he if you want to speak to that and tell him the locations
neighborhood police officer Franklin Yes. What the conflict resolutions. We have six schools and the second precinct belong we have Barton John our King, noble Kinsey Coleman Young and John our King Mackenzie and noble. Um, so what I do we have to Shin I usually talk to the Deans and the problems. We usually meet up and also just start a backup program with our girls. I take them to the women Correctional Facility in Ypsilanti. So I usually had the Dean's give me the worst kids and we usually select between six and 10 of them and we'll take them up there to talk to some inmates who has been locked up for life. So while I'm it really changes them so on the way it's like a 45 minute drive. So on the way back, the girls usually talk about the situations that the young ladies are locked up for, like two weeks ago we went and one of the young ladies that I talked to was 17 years old, so she's pretty close to the age. He's been locked up since she was 15 years old. She killed the Uber driver. And she told her story what happened. She said her boyfriend ended up killing the guy but she ended up still getting charged. And she got to do a life sentence. So that's things we do we let them talk to them. So they could be going in that direction and also will form the Boolean like a lot of the teachers and he is they don't know that kids get written tickets for bullying. So I do that I write tickets to to kids that they caught bullying will try to have a resolution that they continue to do it. Then we'll take those measures and steps to write the kids bullying tickets. And so that's some of the things that are doing on the screen. Flick resolution Boolean.

What type of impact are they making? Or making? Are you seeing a difference?
Then a big difference? Actually, I was at Northwestern High School last month. We did like a basketball Detroit police versus a high school basketball team in honor of one of the students that died on the court February the seventh. So we kind of honored him played the game, you know, and one of the students that was in there, the principal, we was just walking around. And then he was just smiling at me. I was like, Hey, what's up officer Franklin? And then a principal was like, that's the first time I've ever seen you smile. You know? It's just the impact when you reach kids at a certain age, like a middle school elementary. And you real positive they remember that. So that's why we try to get in the middle schools and elementary schools to be example for these kids.

Thank you Mr. Chair and to this honorable board. Office of the Chief Investigator Chief Investigator revenue Jerome and warshow Senior June the eighth 2023. Regarding the backlog case elimination plan, and commissioners, you can find it under tab number five in your binder. Recently, the board of police commissioners inquired about the status of the backlog citizen complaints. Today I'm pleased to present to you ocis backlog elimination plan developed through collaboration with supervising investigator Ainsley Cromwell, acting supervising investigator with Sonia Sloane and myself. The goal of the plan is to readily review, thoroughly investigate, and appropriately close all of the 253 backlog cases and compliance with the standard operating procedures. These cases were collected from the investigators in January of 2023. Initially, temporary administrative service specialists TAS workers were recruited to resolve and close these cases, but that project was not approved. Without objection from this honorable body on Monday this Monday coming up June the 12th 2320 23. Each OCI investigator will receive and select two cases from their backlog case lows, which are boxed in supervising investigate a crime walls office. Investigator and their supervisor will sign out and evaluate each case. The initial investigation of these cases must be completed by July the 14th 2023. New investigators will be assigned one background case from their supervisor. The requirement to complete backlog cases is mandatory. The plan should yield around 25 backlog cases a month incentives after two backlog cases have been successfully closed. And approved by the supervisor and the chief investigator. Each investigator will be eligible to work from home one day the following week. If additional backlog cases are completed, additional days to work from home may be granted. Two cases equal one work day from home for cases where equal two work days from home. The City of Detroit telework work weekly documentation of work form is required by each investigator working from home incentives to work from home will be evaluated as the work continues. If an investigators regular case low becomes overdue, in other words past 90 days, they will not be eligible to work from home but still are still required to complete their assigned backlog cases. flexible work schedule applications have been completed by each investigator and supervisors. What are the controls? Backlog cases are due within 30 days after investigator signs the signs the case out only to backlog cases will be released to an investigator at any given time. Supervisors will monitor through monthly reports the progress investigators I'm making on a regular basis would bet on the regular cases and backlog cases, supervisors weekly meetings and monthly monitoring reports generated to evaluate the efficiency of each investigator. Team members will be limited to a small number of days each week to work from home, which will reduce concerns of productivity issues. The quality standards remain the same. The goal is to readily review thoroughly investigate and appropriately close each backlog case. Supervising investigators and the chief investigator will validate the quality of the backlog and regular case work. My goal is to have all 253 backlog cases appropriately resolved by February of 2024, if not sooner. Thank you for your patience. That would create a backlog. So I think just need to be careful review when we talk about working for home. We are not working for home DPD don't work well. Nobody working from home now. They are engaging in daily activities and working on site. So I think we need to carefully review that type of proposal.

expand upon that? Sure. And give a little more context as to why it's only a 30 day window. As of even though the investigative tools and process still needs out thoroughly.
Sure. And thank you for that question. And through the chair. One of the things that we know and understand that there is some what we consider some cases that could be moved fairly quickly. Certainly there are some cases that will take more resources and a lot more time but there is an inventory that has already been conducted. That was started with Secretary Shaw and the event and the supervising investigators when she came on board. Looking at that inventory. It leads us to believe that these cases in appropriately and efficiently and thoroughly be closed within a 30 day window for the most part there will be some that will go a little bit longer. Okay.
Can I get one more? Yes. Can we expect their anticipate in February 2024 or sooner at the completion of this plan to receive a more of a formal report out that includes you know the length of the back, how many were administrative, closed and so forth. Just that the subcategories that exist
through the chair? Absolutely. That's what we're planning on doing. I do want to be clear because I don't want to be misleading to anyone. These are the cases that we know that are in our shop. And there may be others that are outside of our shop. But these are the ones that are under our control that we have the opportunity and the responsibility to do something about and those are the ones we would definitely give that report to. Perfect.
