We thank you for an opportunity at life with thank you for allowing us the opportunity to get it right. God we thank you for this meeting. We thank you for this board. We thank you for the Detroit Police Department, the commissioners, the staff, each and every person we assigned duty God we ask for your continued wisdom we pray for safety, for wisdom. We pray for an open mind. We pray for open heart that we might all be on one accord, have great understanding, come to agreement, learn more about each other, and that all will be well and things will be accomplished in your greatness. All right. Thank you once again, I want to thank everybody for attendance board meeting. Today we're meeting in the seventh precinct area. Detroit and according in progress, okay. Between the Eastern Market and the seventh precinct building. may recall chief white hill, the department's townhall event right here last month, and we heard from the numerous panelists about the collective efforts to make Detroit a safer community. At this time, I would like to invite academies the leader, Superintendent and CEO Ralph bland to bring some welcoming remarks and I want to thank him and his team, including Nancy Garmin and Leticia Tucker, for working with the precinct and the board superintendent bland. You have the floor, sir.
Well Academy, only pre K through 12 College Preparatory School in the city of Detroit. We house over 1300 students on this campus and both
buildings
and both buildings. See we have some students right here. One thing that we'd like to pride ourself on is that we have a 70 to 80% Persistent rate of students actually going and staying in college. And that's one of the highest persistence rates in the city of Detroit. So we really don't focus on students graduating from high school. That's like a no brainer. We really focus on them graduating from college and how they can come back and have an impact on your community. So I do want to say thank you to our friends from the seventh precinct. That's just a stone's throw away. That's always supporting us in a time of need. And I want to say thank you and our house is always open to any type of community event because if we're not sharing what we do with the community, what is a real community school supposed to do? So thank you, and I just want to welcoming you to our house is your house Thank you.

Yes. Well, it's a it's a blessing being here in his district. Here and district number seven great officers here. They run things organize strong establishment here in his district, and I'm just very happy to be a part of it. Thank you, Mr. Chair.
Thank you. You're welcome. Earlier this week, city council voted and in a five four decision to approve the expansion of the ShotSpotter technology system. The board supports this decision and effective, appropriate and constitutional use of this law enforcement technology to prevent and sow crime in the city of Detroit. In June 2022, the board voted to support their approval of the $7 million dollar expansion of the Shot Spotter system, understanding the critical need for advanced 21 century technology tools given the persistent gun crimes that take place in the city of Detroit, claiming the lives of so many innocent victims. And hurting families and restaurants. Residents boards saw the opportunity as an enhanced opportunity to be proactive, and preventative, with the department in neatly detecting gunfire and responding to the scene to prevent further crimes fatalities and critical incidents. As we have previously previously shared ShotSpotter is helping Detroit police officers make arrests, get guns off the streets and reduce crime. On behalf of the Board of police commissioners. I want to share three reasons the board supports ShotSpotter first the board review, revise and approve the policy on gun detection technology before the police department began a pilot project in 2021. The board also allow public comments and feedback to out the process. Detroit has had their voices heard and a final policy comprehensively protected privacy and constitutional rights while modernizing police tools for the world up today. The revised policy is currently under the Board's review. The public is also able to view and provide recommendations to enhance the director next ShotSpotter monitor solely it monitors solely gunfire it is not a general surveillance system. Let me say that again. It is not a general surveillance system. The focus on gunfire is smart. Gun violence is the leading cause of killings, traumatic injuries and tremendous grief. Unfortunately, gunfire also is so common in some areas that residents do not even call 911 ShotSpotter is that 911 filing as the Department reported at a January board meeting ShotSpotter for the first time captured for the community the senseless and dangerous number of shots fired to greet the new year. And just to pilot areas in parts of the eighth and ninth precinct ShotSpotter report more than 1300 Shots fired for fun. It was just shooting for fun to begin to 2022 New Year, dangerous bullets fired and landing in our neighborhoods. We must change that just as the city mobilized to stop senseless and dangerous fires around devils night which we changed it to angels night for Halloween. You remember last year we didn't even go out? No with the lights no nothing. The board supports ShotSpotter and other modern tools for public safety at the same time. The board also supports educational social service and job programs to help all people live productive, happy and crime free lives. The board shares the goal of all Detroiters for safe, peaceful and prosperous community yesterday the board held his committee meetings as part of our civilian oversight charter mandates where we conducted several interviews for investigator vacancies and receive vital updates relating to personal and training budget, citizen complaint and policy we will make the committee reports at the appropriate time. Our bill PC committees allow us to effectively and efficiently carry out our charter mandated duties and expand transplant heresy and accountability to the community regarding our civilian oversight work. I want to thank you guys for your attendance today. Today we will have the seven precinct presentations from commander Johnson Feck. Who will share updates regarding seven precinct crime data precinct progress updates with regards to the Community Strategy Plan. Six citizen complaint data and budgetary updates and other key information for our awareness. DPD HR director to Trina Pattillo will report on TPT recruitment and retention efforts and other key HR matters for your awareness.

Yes, thank you to the chair. resolution honoring Miss Yolanda. Y craft, whereas Miss Yolanda wildcraft is a dedicated and committed supporter of the city of Detroit and the police department, seventh precinct. She has been a resident for over 50 years, and our service and leadership are exemplified throughout the community. And whereas Miss craft is a product of Detroit Public School system after graduating from Mary Wright high school, she continued her education by earning a degree in nursing. She worked at several hospitals in Metro Detroit before going into private home health care five years ago. And whereas Miss crabbed also has also been involved in community relations and is dedicated to improving neighborhood safety and the quality of life. She became an early an active member of the Pingree Park radial patrol. She later became a member of the pain re Park black club, and whereas Ms. krad founded the nonprofit organization sister with a purpose five years ago, the organization puts together care packages filled with everyday essentials for homeless population. During the winter she collects and distributes gently used blankets and outdoor wraps for the homeless. And whereas Miss craft volunteers at every seventh precinct event, just a few our National Night Out Police Week, alumni picnic and the numerous coffee and cake retirement and community gatherings. She helps identify families to adopt during the holiday season and assists with passing out toys and meals to the families when officers are the seventh precinct are working long shifts. She prepares box lunches to ensure officers eat a well balanced meal. Each Halloween everyone knows Miss craft makes her famous chili for the community and passes out the best candy on the block. therefore be it resolved. That the Detroit board of police commissioners speaking on behalf of the citizens of the city of Detroit and the Detroit Police Department acknowledges the community service and dedication of Miss Yolanda why craft her support board of the seventh precinct and her commitment to strong police community relations merit our highest regard we thank and congratulate you Miss Yolanda. Well, I'm not very good at speaking but I just want to say thank you when I do the things for the community. I never thought that it would be to get an award. I just did it from my heart this is an honor Bravo was one of the Paris speech but I've just said I would just do one off the top of my head. And as I was getting dressed today I thought of my great grandmother who has home I still reside in today. I'm
trying to do things for the community. I think of her and I think of my children that was also raised in the same home that I was raised in. My mother was raised in
the community has went through some changes as I look at the homes that some of the elders that was elders when I was young, moved
out I cry because they were seemed like everybody had just kind of moved out. But then others came in and fill those spaces. To help the community become different. So I can go on and on. But anything I do for the community, I do it from the heart. I don't do it to get an award or
anything like that. Dad always said someone is always just watching. And I didn't know that I was being watched. But apparently I was and again I just want to say thank you. Excellent. Thank you for whoever was watching and thought that I deserve this award today. And I will continue to do what I do for my community. And like I told people there I'm not going anywhere. I'll be there. So again, thank you. And I want to thank all my neighbors. I want to thank my mom. I want to thank my cousins. I want to thank my art. I want to thank my friends. Hi, everybody, my name is shawanna Yvonne. I am the director of silent cry. And I hail from New York and I just got here. So um, I run an organization that does mass incarceration, foster care and gun violence. Speaking of ShotSpotter I'm from New York. It doesn't work. That's a waste of $8 million. You should actually look at the Macalester report and some other reports around the country that tells you that doesn't work. But if you actually want to know what works, it's community engagement. And now I don't see a lot of that going on here. I actually do trauma work I'm doing trauma work on Saturday, on little field because we would be remiss in this meeting, if we do not address that 38 shots went out by the police department. So I'm going to do trauma work on that block. You guys are all welcome to come and support that block because I'm bringing therapists who are getting off their planes right now from New York. And because I do trauma work, I understand there should be a trauma bus in this city. Why are we wasting resources? I just bought a farm in this city, because I'm going to do trauma work. There's other ways that we could spend money but I think you should ask the community. How do they want to be helped and what do they need? Because gun violence is a mental health issue. And ShotSpotter is not the answer. Our communities are in crisis, black people wake up in crisis. And if we don't understand that, then we've already lost I love police because my father was a Bakersfield Police Detective. So I'm not against you. I'm here to work with you. But you have to work with your community. And ShotSpotter is a waste of $8 million to capitalize and make white people richer, who have ShotSpotter technologies you're not helping your community. It's definitely you need to invest in infrastructure of mental health services, trauma buses, and use the EMS and the fire department as another source to respond to mental health crisis. I would actually like to meet with each and every one of you because I actually have a crisis plan. I used to work for Cure Violence and I'm nationally certified. Because if you actually want to play you need to talk to your community and people in trauma, but I'm gonna go now Thank you. Thank you,

Let's and you know, when I come here, I'm asking over and over what are your duties as a board of police commissioners? Number one is you are not to be a retired officer or a Wayne County Sheriff that's retired. The way this board if you know the policy, you are supposed to be community people driven. Yes, reverence. Yes. Other people like lawyers, different people like that. But not it was made for the community. That's why we are out of touch Mizpah because we have different sizes. You see, and districts divide us we are one Detroit. So when I come here, I don't say what district I live in. I live in Detroit and have lived here for 62 years. We want our officers to live in the community that they work in. I hear the chief say all the time he loves Detroit, but he doesn't live here unless he just moved here. Neither does your deputy mayor. What kind of like the people across the country think we crazy? Hey, do you have your police don't live in your city. Your Mayor, which is questioned about Nora. She's the Chief of Staff of police only up here are the police chief white stare, you know, and so when we asked about ShotSpotter bot or whatever it's called who gets the contracts for that? Who gets the contract? We need to know each and every one of the contractors for Spotfire or whatever it's called, that we've had we've done our own research, it doesn't work. We can use that money like she said for mental health crisis for police officers to respond if they still want to respond. You know, but I worked in a mental institution and I didn't fast for a long time but we have tackled being biggest him and and a nursing home because they when they closed off all the institutions where y'all think they went into the nursing homes or into prisons. Good evening, commissioners is Good evening guys. And I'm glad you're in the neighborhoods this way. Your citizens are going to come to you those that are not able to drive out downtown. But I'm glad to listen to what they have to say. In the meantime, I want to let you know I got a call while I've been recuperating from a citizen who lives on the west side. I'm not going to tell you his area or address because I don't want to put him in danger. He's got two houses on on his street and he's have a problem with his next door. Neighbors because they're doing on. You know what? criminal activity and so forth. But he does have one thing that he told me that he wants to tell to the police department. They're doing a wonderful job and matter of fact, he has two calls that he made to the police department and they were on board to come and check with him. So he's given kudos to the police department, and he just love what you're doing. He wants to come down there and talk to you in person. So I just want to let you know you're not all bad. You're doing a good job. You know, I love you all. Because of the fact that I've been with you since 72. So I just want the neighborhood to know we all need to give support to our police department. They do things that we don't like but they still given their lives up for us. So think about it Detroit. They are putting that uniform on and they are doing a hell of a good job. As far as I'm concerned. I have no complaints. I pray for him to get a pray raised as a week and they got the race so I'm gonna pray for him to continue to do the right thing for the citizens of Detroit because I have faith in Him. So let's give him a chance people unless you take care of our own sales by telling our neighbors not to get angry and draw guns all the time and shoot each other. This is our main objective as far as I'm concerned. And I do want them to get the something done in regards to
the citizens. Mr. Blunt, yes. Can you hear me more? Yes, we can hear you sir. Yes, on the issue of ShotSpotter either this board or DPD is not telling the truth at the RPC meeting of June 16 2020. To the meetings transcripts document the statement by Assistant Chief Fitzgerald that ShotSpotter can and does record conversations. The time for this board to stop playing the role of cheerleaders for DPD is long overdue. Nicole's number one principle is independence. But for years this board has looked the other way and covered up for police misconduct. The blood of Porter Burks and many others along with wrongful convictions, illegal arrest, harassment stops are at the feet of this board. If this board wanted to practice transparency, demand that the entire police officers body worn camera footage be released to the public especially in the case of Porter Burks. But no. The only footage released was when Mr. Burke's was roughly 30 feet away from a police officer and then take the police department takes over the narrative. Today the HR report must include an audit of drug abuse among police officers last month situation revealed a cocaine addicted officer. He cannot be the only one and if you don't look, you'll never know what type of problem really exist.

I'm calling today to acknowledge the fact that we welcome you to the seventh precinct unfortunately we do not have a strong seventh precinct committee relations board to welcome you. And that's a direct result of three people. an AR Michael, who called himself Darko Brooke, Dolores Harrison Brown and pyramidal limit these individuals are responsible for changing the name of our organization without the approval of a membership, stealing our money and putting in the organization that they created on their own. I would like to let you all know board that these individuals eventually will be held accountable for their actions because they have acceptably stolen our money, it rid of our organization without any kind of tea. Hopefully, they will get this message and understand a judgement is coming now on other issues before this board, I'm extremely disappointed by my representative to this board and I'm not gonna call his name. I think there are some issues there on both ends in terms of the board and part of his relationship with the board. The bottom line is that we are not being as citizens of the fifth precinct Fifth District effectively represented. Week after week I listened to the back and forth that you have with Commissioner Burton. And sometimes I can see his point and other times I can see that he was being shut down by other members of this body and particularly by the chairman of this board. I wish that there will be some kind of training that people can get on the same page where we so

Thank you to the board through the Chair. I'm happy to be in the seventh precinct tonight interacting with the community allowing commanders to vet game Captain Conway to tell how they interact with the community to bring crime down and just feel good and feel good talking
to you Mike, they
hear me now is that better to interact with the community and how they just do what they can and make sure that the citizens in the seventh precinct feel supported by law enforcement with anything that they need. But with that being said, I'm gonna move on to the Chiefs report first, for the community. We're going to start with an update on injured officers. There are currently three members of the department who are disabled and recovering at home due to an on duty injury, one sergeant from the second precinct and two police officers from the seventh precinct, a COVID stats. We currently have 29 members or currently quarantined and isolated with 24 of those members being positive with COVID COVID. Last week, we had 25 with 21 members positive so we did have a little uptick, uptick in COVID cases on the department hopefully within the next couple of weeks that can trend back down. Moving on to crime data year. To date crime data. We're at a 13% reduction in total Part One violent crime. Looking at homicides last year we were at 241. This year we're at 244 which is a 1% increase of a 1% change from this year. To last year. Looking at non fatal shootings. This year we are at 779. Last year we had 196 So that's a 13% reduction in non fatal shootings that we've experienced this year. Robberies this year we had 1112. Last year we had 1198 which is a 7% reduction from this time last year for robberies. So we've been doing pretty well with our crime strategies to impact the crime in the city. And with that said we have a total Part One violent crime reduction of 13% So far, what are the initiatives that we use to impact the crime as the drag racing detail? We have enforcement of what the period of October 7 Through October 9. We have 14 traffic stops for citations in our one vehicle impounded. We had numerous complaints this summer regarding drag racing. And that was how we chose to come together to impact that crime. So year to date, stats for drag racing and drifting enforcement and this is only from April first when we started the detail. traffic stops. We've made 556 traffic citations 361 vehicles impounded 139 stolen vehicles recovered 11 We've made 53 felony arrests, 11 misdemeanor arrests and 35 bins recovered last week it was last week. The chief have given some stats with regard to mental health related call us for service. So I do want to touch on that and highlight the volume of cars that the Detroit Police Department gives with regard to mental health related costs. In the past seven days we've had 456 Cause for mental health concerns that was mental non violent, to a violent armed mental, violent, not armed drug overdose, suicide and progress and suicide threats. For the year of 2021. We had over 20 246 mental non violent cause this year we've had 20 567 mental violent armed, we've had 1019 last year. This year we've had 1193 mental violent, not armed this year. We had 4349 calls. Last year we have 3880 costs moving down two suicides. This year, we had 1159 as suicides and progress. But 2021 We had 1133 And lastly, suicide threats. This year we had 2260 calls for service and in 2021 we have 1850 So looking at the volume in 2021. Last year we had 16,817 mental health related costs for service in the city. This year we've had 18,346 mental health related costs for service in the city. So we're doing what we can to impact. The mental health related crime certainly is bigger than DPD. We need as much help as we can to provide resources to people who are in trauma. And that's what this community
throughout the city has gotten together and complained about and I think everybody is on the same page regarding that. Regardless of what side of the fence we fall on, I believe moving on to significant events. I'm going to go over some significant events for the week. I'm sure you may have heard about what's in the news. One of those is shots fired into an off duty police officers vehicle on October 10 At approximately 3:55am and the 19 400 block of fielding an off duty officer was sitting in his personal vehicle with a friend when several individuals fire shots into his car. As a result. The officer sustained non life threatening injury to his arm due to shatter class. He was treated by medics and released that this thing the investigation is still active. There are no suspects in custody at this time and we have recovered several casings from this thing that we will be submitting tonight and for additional analysis. I'm sure many of you saw that video. When they portrayed it on the news and it was it was actually shocking to see so many people shooting into that vehicle. Second incident we had was the officer involved the fatal shooting that we had this week on Monday October chance. Around 11am headquarters surveillance was conducting was conducted at the residence of unknown Latin count gang member in southwest Detroit. He was wanted on probable cause in connection with the homicide and saw this avoid in February of this year. On Friday, October 7, the suspect of this year the suspect is also suspected of two violent crimes including an armed robbery home invasion of his sister and shooting into an occupied vehicle on August 2 2022. He was also a person of interest in the shooting of a two year old. Upon leaving the location. The suspect got into a Chevy Equinox that he parked in front of the location. A special operation section of the Fourth Precinct tried to stop him in his vehicle when he fled the scene. They were on surveillance because of his violent nature. They were attempting to arrest him so that he did not go out and commit any more violent crimes. Officer post pursued him for approximately nine minutes when he was forced to stop at a dead end. The suspect then fled on foot arm with a nine millimeter Glock tandem with an extended magazine. Officers gave verbal commands for him to drop his weapon and to officers fire shot. Officers immediately rendered aid and conveyed him to the hospital where he did succumb to his injuries later. Assess the suspects weapon was recovered at this thing. Additionally, this suspect had pleaded guilty and spent time in prison for murder in 2002. He was paroled in 2013 and later arrested for an armed robbery which was not charged but he was charged federally in 2014 for felon and possession. He went back to prison and was a parole in 2019. He was not on parole at the time of this incident. As always, Michigan State Police is leading the investigation. At the conclusion of that investigation a warrant will be submitted to the Wayne County prosecutor's office for review for them to look at the the officer involved shooting and make a determination. We're also conducting an administrative investigation for policy violations as well. As we always do on each individual shooting. Moving on to another incident was a double fatal shooting of a pregnant victim. I don't know if you also saw that on news on October 9 of this year at 3:30am. Officers were dispatched to was worth admires in the second precinct for one down and discovered a female who was seven months pregnant inside of an SUV shot in the chest. Officers found a second victim who was deceased outside of 11 795 man enter with multiple gunshot wounds the pregnant female was conveyed to the hospital where she was pronounced deceased. Doctors were able to deliver the baby who unfortunately also died at the hospital. As a result of the shooting. We are still actively investigating but have limited leads on this case. And we are actually asking for the public's assistance with any tips with regarding this case. And they can call crimestoppers
at one 800 Speak up if they have that information. And lastly, there was a homicide at 5040 Fairview on October 10. Of this year at 1:40pm. Officers were flagged down the 5040 block of Fairview for a wellbeing check after the suspect reported to his mother that he had killed someone at the location. Upon arriving at the location officers observed that the DCS was duct taped and had therfor blunt force trauma to the head resulting in his death. In a short time officers were able to locate the suspect and take him into custody after putting out a description of them. This aspect is stuff for for mental illness. He was charged and arraigned on October 12 of this year, and again, better mental health resources must be made available to the general the general public. As an update on a porter Burke's officer involved shooting the 13th October 13 of this year. As a matter chief white personally sent letters to Reverend Dr. Window off Anthony, president of the NAACP Detroit branch and Reverend Charles Williams, the second president of the National Action Network, noting the facts regarding the incident and actually inviting their comments on it. As part of the chiefs effort to maintain dialogue with the community regarding this case, and he will continue to reach out to community groups regarding this case as well. Oh, that was a that was a lot of negative news. So moving on to some nice some positive news for the week. On Monday, October 10, the Detroit Police Department hosted our annual golf outing. The event was a huge success for all those who attended. I don't know who would have any of you all attended or play golf. The proceeds of this event will go towards supporting Detroit police community engagement programs that aim to develop effective transparent and partnering initiatives that focus on our youth, social justice, awareness and community policing to improve the lives of our city residents. On Monday, October 10, again, busy day, part of our social media campaigns the department shed an image of fifth precinct police officer neighborhood police officer Willie stalls posing with a member of the community. As a breast cancer cancer survivor, the resident expressed appreciation to NPO cells for wearing special pink patches in support of breast cancer awareness month. In honor of being a breast cancer survivor. We do have Captain Patty in the audience tonight with his pink out uniform. I can't find my shirt and I'm so disappointed. I'm Alpha survivor so I need to have my shirt. Moving on October 10 again was the conclusion of faith and blue. There were a number of events throughout the community. throughout every precinct, there were balloon releases, there were prayer Memorial walks and visuals there were brunches and lunches. There was CNL cheese later neighborhood liaison had a bike and car show. I think they did a bike ride there was a softball thing. There was a lot going on just for that one weekend and including in every precinct and one of those events the ninth precinct police officers gathered with community members for a prayer walk as part of their community outreach program. It was through faith and will that law enforcement and computing community were able to strengthen their relationship and eliminate biases between them. On 11th October 11, we had a luncheon was held at the Detroit Police Department's third precinct for officers in the Detroit chapter of Vietnam Veterans of America. Attendees had the opportunity to sit down and talk to each each other and express their appreciation for the service they have rendered to our community and country. As you've already stated on 11th The trip to the Detroit City Council approved the $7 million expansion of the ShotSpotter with a five to four vote.
Prior to the council vote chief White made a last minute plea for approval arguing the gunfire detection system is one tool being used to try to fight shootings, some of which aren't reported by residents who have become used to gunfire you know, our main goal with ShotSpotter is to reduce crime reduce gun violence in those neighborhoods with the goal being to have safer communities. That's simply the goal. And we are pleased to announce that the Detroit Police Department will be accepting donations throughout October to help veterans it is appreciated donation is are made in clothes, toiletries, shaving kits face cloths, baby bath towels, as part of diversify members credit unions ongoing effort to contribute to the community. Our explorers are on hand Wednesday morning to access assist in accepting donations. You can drop them off at any precinct. And we'll get those to those veterans. And that's the conclusion of my very long report that made people really

Deputy chief steward. How is the well be en of the officers that was involved in the mentally ill case with the gentleman that had the knife has their well being and ask have you have DPD reached out to the family of the perpetrator and how are they doing if you are reached out to the family?
We do have a peer support you and when you ask about the well being of the officers that we do, check on the officers those officers are still off if I'm not mistaken. As far as reaching out to the family. I personally have not reached out to the family and but I don't want to misspeak and say that someone else hasn't. So that's what I have at this time regarding that.

Good evening, deputy chief steward. The second part of your question related to who had reached out to the family of the young man who was killed chief White did reach out to the family himself. Oh, great. He has expressed his sympathy for one family on more than one occasion. Okay. But But secondly, um, let me ask you, a deputy chief steward, what I'm hearing in the community, like a drumbeat, and it's only getting louder is the fact that the community wants to see all of the video from the incident. As you know, most cities now many cities anyway, released the the video footage within 24 hours. That has not occurred. The only video that has been shown to the city of Detroit residents is the video where the guy was way off standard like with a man is over there with the camera. And you can see him just standing there. But the actual video of this incident has not been published and I would ask that it be disseminated to the community. The second question that I have with AIDS to people want to know where the officers white or black, it is all germane to the issue. Can you can you tell us that? Can you advise me of that with respect to that matter?
So in regard to the first question with regard to violation, there's there's an A with regard to releasing the entire video. That was an exception to policy on that video. We don't typically typically release video in those cases. It was done as an exception on that case. The video that was released was the was the actual incident in question you're asking for additional footage surrounding the chief White made the decision with regard to that, just so that the community can see what was what was going on what what occurred. What occurred on that date, when they didn't recur when the incident occurred, so I won't speak further regarding that because the decision has been made by the chief. You all have made it clear that you want the rest of the video to be published, but he has submitted
video.
May I respond in part to that? When the young man both of these shootings happen in my neighborhood when the young man was shot and killed by the police officer near San Juan and six miles out? You know what? Well, because you were in that area because you were the head of 10th precinct when that young man was shot and killed by the police. We and it was clear that it was justifiable by the police in large crowds had gathered in the middle of Puritan and we're marching to the 12th precinct. The department immediately released a video that showed the young man had a gun in his hand and when the police shot him, it was clear, very, very clear that there was an imminent threat. So I don't understand why we are cherry picking regarding video release. In the one hand when it is clear that the police were absolutely correct. We release it within three hours, three hours. The video was online as the people were marching so that the people would stop marching as they got to the 12 precinct. They told everybody look at your television, look at your television. You can see what happened. There's no need for the community be upset about this. This was justifiable. But in this instance, it's been what now two weeks? We still have no video. So I would simply, you know, raise that as an issue with the department. The second question related to the race of the officers
with regard to the second question, or if I'm not mistaken, there were a multitude of officers some officers were white and some officers were black.
The five officers that fired their guns. What was their race? Some officers were white and some officers were brothers to some as a 234 isn't one.
I believe I can't I don't want to quote I don't want to quote I just know some officers were whining some of this
will try to get you to get information now.
I know we can get the information. But it's troubling to me that we have total transparency in some situations and zero transparency in other situations. And that's a problem for the community. It's a problem for my community.

He's been very supportive in helping a lot of cleanup operations but also educational operations for residents when it comes to blight when it comes to abandoned vehicles and just cleanliness really of our neighborhoods. So big thank you to tempio Vasquez and then same over at for for NPO. Ruiz has been very active in that community doing that. White, extraordinary effort in terms of campaigning, advocating for ShotSpotter I thought that was extraordinary helping a town hall meeting here and making last minute appearance at the council. That's time for leadership that we need to sit in Detroit. So just want to acknowledge this effort. I'm pleased that Coleman a young the second voted for it and other Commissioner not Councilman we had by the for the bottom line is public safety in the city of Troy. That is our concern that is all our concern in this nation is public safety. And that is a great tool. So I'm glad it's passed.

First, I want to say that, you know, again, I know each Commissioner, you know, speaks on their own right, but I think that it's important that we try to be as accurate as possible, because often when we're hyperbolic, we lose credibility. So while I recognize that there's a desire for more transparency, is a difficulty saying there's no transparency. We can't say there is no video that has been released because video has indeed been released. Now. You may want more of that. But I do think it's important for us to be accurate in that regard. My question is related to the drag racing unit. My understanding is that that season is coming to an end. And so is there any conversation about how those units will be redeployed? Or what would be their work while there's an offseason in drag ration?
Oh, the units actually, we pull them from various entities throughout the department and have them work overtime on detail. So they will just be redeployed back into their usual units. That's all Yep. Mr. Hawley?

And just to just to echo the commissioner queue, that when the before the public, saw the video of the situation that commissioners concerned about, she invited all of the commissioners to the office that we see everything, invited all of us can make it, some cannot make it. I was one of the people that were there. But all of us were invited to see the video all of us were invited to see the video. It was released to the public. Again, I want to make sure we understand that there is a difference again, without being redundant. It's the no video versus somebody else. And what was what do we felt like? Well, the song shown to the community, or commissioners and to the community was basically the essence of what took place at the beginning to the end. So I just want to make sure that we be the responsible it turns of our of the situation, because we do have oversight, and I'm just anti you again, I think it's very important. Also want to say to you we have now over 200 More homicides. This year now. They were here last year, for three I think it is I'm just saying to you, we're going to about this day, we got three more months to go and we probably going to be more hold night, but somehow some kind of way. We ought to be concerned not only about these incidents in terms of with police action on the committee, but I think we also got to be concerned about how we help how we basically are killing each other. I can keep saying that. I will keep saying it until we look at doing something. And finally, Mr. Chairman, I really like to think that when I look at all these reports about mental ill mental health, indicated to you last week that we have a president as grim Democrat, we've got a mayor's Democrat we got a governance Democrat. We've got a chairman of the board is gonna try it. I'm just saying to you again, somehow some kind of way mental health ought to be on our agenda. And I just feel like Mr. Chairman, that you like to charge you to meet with mental health, mental health. This is charged at the state of Michigan to have a meeting with the executive committee with him or her and we might see what can we do in terms of the institute in its institution for the mental health so they can get some out. We keep talking about it as all we do, just keep talking about it. I'm 70 years old, I'd like to see this before I go to heaven, is somehow some kind of way that we'll be dealing with this mental health in a way that we can help people and not basically talk about it. And finally, we got something like 62% of all about prisoners, according to the Washington, Sheriff, Washington, mental health, these people send the prisoners that people into jail. 62% of them are with mental health, and yet we still say here day in and day out. Talk about the same thing over and over again and nothing's going to change to we make changes ourselves. So I asked Mr. Chairman, that you put it I charge you, your act as this. You're very, you're very aggressive and forthright that we have a meeting with the mental health department of the state of Michigan. See how we can help if you don't want to nothing outside of Detroit. I really think we ought to be concerned about Minnesota minister, mental institutions in the city of Detroit. We've got Herrmann Keefer there's been empty I got a whole lot of empty buildings, or a lot of them that we can really reach construct, and make sure that we've big take care of the health, mental health. I take this opportunity just to say that, Mr. Chairman, because I do feel like that. We're looking at 240 probably before I get home tonight, it'll probably be 245. I'm just saying to you, and that could be one of the one or two to 25. I'm just saying it to you. This is this is something that we need to look at, in terms of not oversight just for the police department. Or oversight of the community of the city is joy. I'll do my best to get through Good evening through the chair and be presented the human resource Human Resources Report for the month of September. So the report is going to cover your departmental staffing your recruiting and recruiting initiative. And additionally, you were already provided documents that had more detailed information regarding staffing, hiring, and personnel by race sex, and specifically for sworn members. So next slide. So for the current departmental staffing, we had a total of 87% fill rate. The amendments for the fiscal year were included in this so you'll see some increases in the number budgeted numbers. So the assistance decreased by 10. For police assistance, we went from 70 to 60. And then a number of civilians increased from a budgeted numbers from 753 to 772. So for sworn members, we were at 89% fill rate for vacancies 11% vacancy rate police assistance, we're now at 68% fill rate, police assistant vacancies 32%. Rate and for civilians who are in the 80% fill rate for vacancies. 19%. Looks like so for sworn recruiting from the beginning of the fiscal year to September 30. We processed a total of 1324 application 51 At that time when processing 49 applications were withdrawn. 576 applications were archived. 148. Were temporary disqualified 172. Were permanently disqualified. And we have 310 that were waiting in Cole's to have that 259 was awaiting testing and 51 was archived. And during that period from the beginning of the fiscal year to September we've hired 68 Next slide for him Cole's testing for actually used to be September, August for the written test we had 61 that were scheduled 48 appeared that we had a 71% passing rate 34 passed 29% failure rate 14 fell one rescheduled 12 No shows for the physical agility we had 240 for the month of September that were scheduled 107 appeared a 44% passing rate so we had 47 that passed and we have 5056 percents failure rate 60 Failed 49 rescript, rescheduled three withdrew and 81. No shows. Next slide. For total new hires, there's good news. For the month of September we hired 38 sworn so that was the highest number that we had hired and some months since I've been here. We have one that was reinstated bringing our total to 39 So we started that academy class on September 26, with approximately 31 And then the other ones we hired in September at the end of September. They're working at the precincts we had 15 civilian new hires, and that for a total of 53 Next slide. So the next slide should be Detroit residents to Detroit residency information. So for sworn we have 535 members from Detroit 377 Civilian 17 Police assistants for non Detroiters we have 1803 sworn 251 civilian and 24 police assistance of that for the civilian new hires there were four Detroit residents and Commissioner Presley. You asked a question regarding Do we know why more civilians are from the Detroit than the sworn? So I told you we probably have to conduct a survey but one of the possible solutions could be civilians when they apply for jobs. They received domicile credit. So they received 15 points to the hiring procedures. Were additionally back in I think it was 2014 There was a law that was passed, lifting the restrictions where individuals had to reside in the city of Detroit. So that could be one possible solution or one possible answer for the next slide which is your attrition. We had a total of 33 that separated for sworn five civilians. One police assistant bringing the total to 39 for the month of September of that monthly separations 24 were hired by other law enforcement agencies for retired three resign one Academy resigned when separated under charges for a total of 33. I will tell you that since the mayor made the announcement about the the negotiations for the DPLA and the BLSA that we have seen approximately a one week at least 10 requests for reinstatements. And that was just based on the news conference. Next slide. So the next slide just breaks down where those into those 24 individuals went to the Vanya was leading by five sworn members Taylor by three and then the rest of them were Farmington Hills. Westland Warren Troy Sumpter, Sterling Heights Southfield Roseville, the Postal Service Lincoln Park, East Point, Detroit Public Schools and then 2.1 Next slide.
So for leave of absence, this slide just depicts the leave of absence restricted duty so we've for sworn we have 13 FMLA, continuous 40 for intermediate medical leave three for sworn military leaf, three generally two 181 for restricted 32 disabled 21 sick and then for civilian we had six for FMLA, continuous 43 Intermediate for medical leave 10 restricted when disabled and one sick. Next slide for monthly separations. We had like I said, 33 of that 28 were police officers two were sergeants two detectives, one lieutenant one lieutenant, we also had seven teen suspensions I think you had a break out of that in your packet 15 police officer one Corporal one sergeant 558 members in the JROTC program, and then we have four interns that we had over the summer that actually returned to work on projects. Next slide. So for sworn recruiting, at the end of September, we had 120 out of 130 student police officers that started the academy so we had a 92% 92% of the students still there. We did graduate a class on October the seven THE NEXT Academy class will convene on October 31.
Next slide. So just
wanted to give you a snapshot of where we are with applications and new hire so this slider to the public depicts police recruiting so we need two more. Two more new hires to beat the numbers from 2021. So we were at 183 new hires for 2020 21. We're at 181. Right now. We have surpassed 2018 by three new hires when he 93 more new hires to beat 2000 to 20 rates and then 123 to beat 219 which they hired 304 at that time. And so I'll tell you what the feel recruiters we've attended over 50 events in the month of September. We're also sending our civilian HR consultants out with them as well. So that's some of the reasons why you're seeing more applications and more individuals that are getting through pending any questions.

or what I'm on I'm on that page, September 2022 monthly separation reasons. It says several people fulfilled their contract. And thank you for indicating where they were hired other people elected to be hired gives us an opportunity to see what our competition is
that the one where says comments and has hired by hierbei fulfilled contract. And what does that mean? Right so basically they had the they could retire. So if you look over to another category, it shows that they retire.
Oh, okay, that's what I thought it was the five years but it's not.
It's not they retired, they had enough time to retire the time. 20 years or 25, but I think it depends on if they're LSA or DPLA. Depends on depending on which union they're in. Oh, well.

And like I've said, some of we've already received 10 requests from some of those agencies for request for reinstatement when
when will when will we know when we getting the next contract?
So I can tell you this the contract for DPLA and de plsa has been ratified within a week it will be forwarded to city council and then it's up to city council. That's right.

So I'll ask the easy one. Page two of the booklet when it comes to Detroit residency, is there a way and this doesn't have to be raw data, it can be percentages, but is there a breakdown that we can get of those 535 that are sworn Detroit resident officers a breakdown per district or even precinct of where their residency might be?
I can try. It depends on
how it's set up in the database, but I can definitely take that back and try. Okay,
perfect. Question two, going to the separation. report at the end in comparison to how we're reporting and this is the part that might be two different areas working together but when it comes to year to date, non fatal and how homicide demographics we have Arab Black, Hispanic, unknown and white. When we're talking about recruiting retention separations, etc, black, white, Hispanic, Asian and Native. I think there's inconsistency in how we're reporting. I'm not suggesting that, that there's a correlation between the two but I would just appreciate if we demographically are consistent in how we're reporting out data. So that might be a two part question
are you talking about the slide that I have that says department separations and break it out by month and it has demographics?
Yes, and I'm specifically trying to address the demographics that are being broken out. There's an inconsistency in how we're reporting out. Does that make sense? So you have black white, Hispanic, Asian and Native so Asian and Native are captured on the separation officers are not captured this homicide demographic breakdown Oh, okay. And and then vice versa. Unknown and Arab are captured here, but they're not captured for officer separations. Okay, I understand. So if we could maybe get a little more consistency than that. Thank you.

because a lot of hard work and so I think all the parties that were involved in it.

First of all, appreciate a expedient response to what I had assumed might have been a difficult question, but it makes a lot of sense that that may be part and parcel why we're seeing that difference in Detroiters making the civilian positions instead of the sworn positions. My question, though encouraged by your observation of the mayor's announcement, as seeing 10 officers apply for reinstatement is that the correct term? Correct? What's the process for that?
So the process is those former officers need to write or send the email to the chief of police. The Chief of Police will then put it on a round slip and we'll send it to my office asking for police recruiting to conduct an investigation. We will go out and conduct an investigation just as if that individual was a candidate, and then we will whatever agencies that individual has worked for, we will contact those agencies and then we will do a thorough background investigation. That will be a recommendation that will go forward that forth goes from recruiting to my office to the Assistant Chief up to the chief a final resolution
and rank is maintained. So if they were a particular rank and these other departments rank is maintained in there
so I'd have to check that because I don't know like if they're what the contract says Like if they left a long time ago and tried to come back or if it was recent, and tried to come back so I'd have to check the contract on that. Alright,

Thank you, Mr. Chairman. Miss patella. If I've haven't done much in my tenure here. One thing I'm very proud of is that I was the one one of the people to harj Thank you. I have never seen one that just basically make these kinds of reports to the point where I keep them. I've had I got a whole year and a half of them. Let me ask you this. We have we have over 3000 of officers now civilian and sworn over 3000. Now, correct. The other thing I wanted to ask you, but I'd be out of order of, for example, separations is in a way that I can have an idea of what's the cost in the city for these separations for for people who basically leave a train and then leave us and how much money we lose as a result of that.
Yes, so that study has already been conducted, I believe. Deputy Chief grant ha has that information.
What do we so have we ever tried to make a case to the state as to why? Why this okay. It only hurts Detroit? Yes. I don't know any other any other city in the state of Michigan that has this problem because we either one or two that does the training. Is it any effort to take a case take it and make a case to the state as to how why they need to do something to help this. This I believe
that has been done. And Representative Carter I believe touched on it at the last Border Police Commissioner meeting.
I'll leave you alone. So as I leave you alone, so where do we go from here? No worries. You don't have to say now but help me. Help me to know where can we go from here what when you're Pete When you sit around with your people. The staff are there or anyone else this has something what can we do what can else can be done? You know in terms of trying to really negotiate this situation with understand how economically what it does to this community.
So I will take that back to the chief, because there might be something in negotiations that maybe I'm just not privy to, but I'll take that back to the tee.

Good evening, everyone. Good evening. I'll start with an overview of some of our crime. Non fatal shootings based by and quarter the first quarter we were showing a 40% increase, which was for victims. Second quarter we dropped all the way to a 9% decrease which was to victims. Third quarter we were at an 8% decrease which was three victims. We're currently showing a 12% decrease which is five victims. 3736 victims compared to 41 last year. Homicides the first quarter we were even at one in one second quarter, we showed a 17% decrease and then third quarter we jumped up to an 80 86% increase, which is 13 victims this year, seven last year. We are currently at that same number. Strategy results. We are showing the impact on non fatal shootings. The numbers continue to be going down. We have a 39% closure rate which is well above the city average homicides remain a problem but the trend is going down. The last time aside was in August our current identified trends, we have issues with crime driven, event driven crime and eastern market on the weekends and for events. We're getting assistance from downtown services for extra officers. Motor vehicle deaths continue to be a problem we're partnering with our cats unit to address the hotspots. Part One violent crime concentrations. We look at crime mapping every day. I meet with our special ops and direct enforcement to those areas. Precinct strategy we've our Special Operations units have recovered 93 guns year to date. We do targeted enforcement we meet with special ops every day. I restore peace operations on a weekly basis. And we have a mtoc agent that's embedded at the precinct supplement to our ongoing strategy we use Niven to close non fatal shootings and homicide cases. ceasefire is directed and forth spent at group criminal activity community programs. We currently have a embedded social worker, victim advocate and a CIT team at the precinct MPOs are conducting programs which include the recently concluded faith and blue events charity runs Harvard festival, various church events movie nights in the park and our seventh precinct community group. Upcoming MPO events are mostly Halloween, Halloween party trick or treating and trunk or treat. And to close on a positive note. In the last week we've gotten 10 additional officers at the precinct. I just want to convey to the commander appreciate the 7% That was my home price and you talking to the mic. That was my home price as a rookie all from 1971 76 and also went to high school in this district. Also, a district four was adjacent to district five as you will know, we bought one another. And I just want to recognize Deputy Chief Oh, in terms of being a captain that time when we separated the 2% on LeBron and seven.
