Parkside started by residents business in 1981 I would like to give a shout out to all the residents who are, who called, you know, who are watching the meeting now. Back to just give a brief background on this Parkside service endowment, because that's something we've been working on for the past to get some kind of movement so the Parkside service. So the Parkside service, I was created in 2000 with a $1 million investment by the developers of the village of Parkside. The interest on this $1 million was supposed to fund community activities. And services provided by one side, agency like the principal, intended to be used for repairs or to pay out things he did, or anything like that. It was, it was there for residents. That
was a struggle for the property. Property owner was responsible for paying that. However, since these funds never made available to the principal Parkside, the first dollars not going to roughly $1.8 million in May 2024 the executive director from Detroit Health Commission formed the Department of that and genomic school agreed that these
forms will go towards resident services at Parkside Prison Service Department coordinating these services in collaboration with the property management team. This is understood since the creation of the since the creation of an endowment, President Parkside provided community and services to Parkside residents with expectation that one day we will receive funds from the endowment, even during the covid pandemic, we still provided services to the residents.
Found that money is involved. DC has opened a prison service officer, we respectfully request that DC make a one time statement to print apartheid $250,000 within the next 30 days. This is roughly $10,416 per year for the past 24 years. So that's not overnight. Also we wanted to, we want DC to provide annual payment to friends apartheid to support our work at first sight. So I

so our last meeting that we had, Mr. Siebert requested that we continuously talk about accounts receivable, so you will see this line item going forward. Graciously, the CFO on page 38 included a table in his monthly packet that pretty much shows you the historical trace between what accounts receivable was for our tenants, what the allowance for doubtful accounts were, and then what the bad debt expense. And when we look at accounts receivable, those are tenants who have not paid, but they should. When we look at the allowance for doubtful accounts, now the agency is saying, you know, they should have paid, but we do not believe that we're going to get paid under us, gas, and then when you look at the tenant back debt expense, that is what is hitting the PnL as a result of revenue that was recognized, that was supposed to be made for tenant payments, but we wrote it off at the same time, under US gas
the prior moment to the current or the two months ago. I would like to now direct the tumble body to turn
to page 52 this is a great collection trend, and we do have the deputy director here. But if you look at by property, we have what is managed by BAC and what is also managed by our property managers for each property, if we just picked from last July to now, and if you look at this, it's almost reading like the Dow Jones, just the volatility. If you just take one property across, how it goes up and down. And not to call out any properties, I'll just say 14, not to say any more about that, but if you look at September, they were at 30% and then October, they went down to 14% then in January, they're at 56% going up 60% in May, 2024 then in June, 2024 down to 50% it's very volatile. There's a lot of reasons for last year it was the research process bringing everything up to current. And we're happy to say they've been at 90 for the last couple of months, and we're cheering them on to keep on progressing, to get to that 95% but this is what our portfolio looks like. And then once we bring in our additional vacant units and get them occupied, we believe this will stabilize them. And as time progressed, we're looking for more stability, but we also are dealing with this external market that is also volatile. It's an FYI. Here's additional schedule. But how do we compare to other housing commission as
far as the collection ratio? So I will go on the market to say, and definitely Brigitte can talk about that other housing commissions probably was not in the same shape we were with our recertification. So we have
other things fueling that information, but looking at what's on the page Go ahead.
So one of the things that opted to do that just lateral evictions was we have, and I believe the information is in your chart. Now, we have been making payment arrangements with residents that may not technically previously had been eligible for repayment plans. Our goal was never to evict people who had not paid for a length of time. Both of those cases were both likely then tied to covid or other bigger issues, so we were offering repayment plans to tenants with larger balances. So that's why I feel like some of our balances are higher, but we did that to allow our residents to be able to stay housed if they chose to stay housed at DHC, that was, that is one of the things that is queuing our numbers. I believe, you know, in previous examples,
you know, if you owed over $2,500 or $5,000 there was no option for a repayment plan. It was you just got moved straight to the legal department. Now we are working with people. Are and a majority of them are either
leaving or they are making good on their payment arrangement. So I think that is what kind of hurting our bottom line overall number. And I know we have been working on, how do we incorporate that into our tables that you guys get to see, to show that if a resident owes us $10,000 but they're making $450 payments every month. It's going to take a minute, but if they're willing to make those payments and make them every single month, we are more than happy to keep them at risk. Thank you and commissioners. If you just look at slide number 53 I think that earmarks, if we just look at within ourselves, DC manage versus what we have out for and partner with a property manager, you can see the difference as far as collection by month
over the last 12 months and so,
so as the informational update, we're letting the board know that we are taking a deeper dive into our rent collection. We do understand that this is a great concern. It's a great concern for us because it does impact our bottom line, and we do have strategies in motion to try to negate some of the things that you're seeing sporadically in this data, and unfortunately going forth when you have a big allowance with alcohol accounts. Again, if you go back to that monthly report, and I talked about this previously with this group under us, GAAP, we probably would have written off the entire $1.3 million you have on your balance sheet for allowance for doubtful accounts. But under our modified accrual process here and then, to be in compliance with modified accrual gap, we have to do it when either a tenant has exited the program or there's a court decree the
left apartment abandon it. So we have to wait for those triggers in order to say now, here's the write off. So we have 1.3 million. We hope that we don't have to write off, but if it's an allowance without Board account, that means that we're confident that
we may and it's going to happen over a period of time, especially over the next 24 months. I think my only request on this look like this is to you, it would be helpful to have the number of units per property on here absolutely, because it's obviously, you know, 50% or less collection rate on something that's got 12 units versus something that's on 20 minutes is one, one or two units can swing a number as well. Tile versus we got a big problem. We got 20 units. We'll make sure we add it to this particular schedule. I know we have it on another schedule, but I think having it all on one schedule is a great idea. So we'll make sure we do that. No total number. We do have the number of total units in a different graph within this packet. I don't know. Like, do we have a big problem or a small problem? It's hard to know.

Parkside hopes it prior to 2000 there was no requirement that there's endowment for regulatory statutory
requirements, as we determined, as I looked at regulatory agreements, management agreements on we will first,
therefore,
private
right of action the service reserves that were established for classified two and four are for residents. So what those services are to be determined by PDC and DHCP, those funds were established for that organization. So
what we found out, what we are able to determine, is, with CEC,
there's possibly should be some input from Resident services in terms of which those services school
and so recommendations are being made.
At one point, there was some contracts with organizations such as outside
and vitamin of contracts have fired. They have been satisfied and fulfilled at this time, and there are no funds that have that are,
that are owed to any of those organizations and would not because those funds, those those
reserves, were set for residents and not for organizations that may want to tie into those funds.
So at this DH, the Detroit Housing Commission itself does not have the ability to make a determination as to what happened to those corporations.

Mr. Jemison, do you want to chime in here? I did. I could not hear the end of General of our acting Council's comment. I would just add that it seems to us that, on the basis of the analysis, that it's been made pretty clear that that
the $1.8 million we have is is less than the payables that we paid during the same period for that reflected payments we had to make and income we were supposed to receive from The partnership. So although we this $1.8 million exists. We, and we don't have obligations with respect to the to paying it to any particular entity. I want to make sure it's clear that we I intend to have a meeting with you as as I committed to MLS board appearance and we intend to talk
about the appropriate way to go forward. I just thought we needed to go forward on the basis of having a fact a fact pattern established about what actual obligations exist. So I'm optimistic about our working on the topic and the site in the future, uh, including uh, through conversations with you, Mr. Rowe, but I wanted to make sure that as we were going forward, we were starting with what the actual circumstances around this money was, and we made it clear in this board meeting what that fact pattern was. I Good afternoon.
I do want to be respectful of your time. There's a few after 12 you have some flexibility. Sure I am going to need sleep pretty soon. I'm
here to give an update on resident engagement, covering two points, in particular, the HUD regulations regarding PHAs and resident organizations, resident conference and the implementation of Program Services at the villages
of Parkside. HUD regulations do not state that a PHA must or shall engage or create resident organizations or resident Council. HUD regulations do say in 24 CFR, part 960, 4.130, regarding election procedures and standards that the PHA shall monitor the resident council election process, we shall establish an appeal procedure that can be used if HUD requirements have not been met, including selecting the third party to run the election process. Historically, DHC has utilized the League of Women Voters, a preferred HUD, third party organization. The regulations also state that we shall seek interest in forming resident organizations, resident councils at least once every year. GAC last sought interest in january 2022 with the help of the league of women voters across the then DHC
portfolio, we found no community interest in establishing resident Council, and the feedback was because of they did not like the hierarchy structure, having a President, Vice President, Secretary, what have you many actually walked away from their positions, leaving councils without the required minimum five members, which can also be found in 24 CFR 960, 4.11 5c so understanding the need for resident representation and wanting to stay in compliance with hubs regulation in 24 CFR Part 903, subpart b9, zero, 3.13 which talks about PHA, must establish an resident advisory board to participate in the preparation of the agency's annual PHA plan. So we thought about it, and tried to figure out, how can we get some representation in the community when they did not want to do the structural hierarchy? So we thought about the concept
that HUD created with the job Plus program in which they created a position called Community coach. A community coach is a Resident Representative within the PHA job plus housing site that does outreach. They do program recruitment, and it's a peer to peer approach in which to garner and increase participation in self
sufficiency programming services. It is done across the nation at other all other public housing authorities with Jobs Plus grants, and it is done very well here at DHC. And so we thought, oh, for all the other sites that didn't have jobs, plus best community advocate to do the same, to get out and improve for supportive services, programming to help be the ears and the eyes of the community. And that went over well. So as I increase staff over the next month, the intention is to get more community advocates. And we have community advocates right now at seven of the 16 sites, and they have been working effectively and efficiently and very helpful. They do wellness checks, so they check on the seniors and the disabled population. They help with all of our grant programs. They just help with all the resources that we put on. And they receive a stipend equivalent to what they would have had it been a resident Council. They're given a laptop
printers. And actually what is very important is that each advocate is a member of the RAD board, so we do meet that compliance. So at every year when we have the RAD meeting for the PHA plan, it will be every community advocate that's connected to DHC. No one finds it difficult working together. We have at sites, most our sites will have two to four advocates. They all work well together. We think we're thinking of what we want to utilize them to help engage residents and do resident meetings as we move forward, during resident meetings at all of our sites, we plan to procure the League of Women Voters in january 2025 which marks our third year in which we have to seek interest, and we're going to look to do more resident organizations with community advocates across the entire portfolio.
I did give you guys some additional information just about you know, who can run as a candidate for your own interest, information. And then the same information is regarding resident councils and organizations, even after rad. And then the big cofo that you have is our calendar. We have already submitted and have committed service providers that will be coming out to the village of the prospect of the month of September and October. September is all about career and entrepreneurship.
So we have established days. You'll see throughout these calendars are being mailed out to all of the residents of Parkside. They will be also put on the bulletin board as well as on the Bureau of the residents of satellite office. Until I do have staff there, I have a part time coordinator established there, as well as myself and my manager, we will be rotating the staff is on board.

Also, in fact, residents work with the developers to establish endowment in spite of DC objection to onsite. In fact, residents work with the developer
to establish the endowment, in spite of DC objections to the status of the endowment, and my mother, Catherine, said that someone will find a way to take the money. Thank

The friends of our side was started by residents for residents in 1991 the resident LED. It is a less resident led organization. Here are some of the selected updates on what principal park site has established since July. Dac, last meeting, we have continued to host our weekly Parkside bingo meeting game. It takes place every Tuesday from one to 145 we have finished and ended our bright future Summer Youth Program where the kids learn tennis, volleyball.
They had a photographer program, and we had great participation. We wrap up
our meet up and eat up here at Franco Parkside with breakfast and lunch. We intend to continue that with our after school program starting at the end of September. We the park we have published a 32 page special edition of Parkside community newsletter to inform and to address the new base of information that was on DHC website. We are continuing to do computer classes every Monday and Tuesday for residents and the general public. In closing, I would like to thank DAC, the Commissioner, and the DAC staff for allowing this time. I also wanted to say, as a employee at Prince of Parkside, what I've seen at Parkside is remarkable. I left my public sector job in 2022 and um, I came over
to Parkside looking for a change. We've been working with HUD in Washington, DC, and we've also met with regional five Chicago, HUD in order to ensure that the resident Council at the Friends of Parkside is done in proper, decent order. The former resident council was dissolved in 2021 now in 2024 It has been three years. Surveys were taken for the response of residents who indicated that they did want a resident Council, so procedures were taken. Corporation of a nonprofit has been activated. The board was sent an email to a Tamela Jackson, I believe, with information about the resident Council, and they are holding their first, their second meeting and resident services in the former Sandra, along with Irene, was aware of this when several meetings took place on the property apart site in the computer lab, and they basically said, wait for the office, and they were supposed to be provided a unit office, and then it was switched from a unit office to an actual Community site office in the main building. So I guess I'm kind of confused by the comments that were made today when resident services, along with Irene and Sandra, were very well aware of the formation and nomination process about to get underway for the resident council at Parkside. So with that said, the surveys were taken. The original one was dissolved in 2021, the three years were waited. Um, and the resident reps, along with residents of Parkside, are still waiting on concrete office hours for someone to be in Resident services so that they can get family self sufficiency information and other information so the resident reps still do not have keys in order to enter what was said is their offices. I think a meeting, not only with Zachary Rowe, but also with Angela Pruitt and jolita and Team is needed together to ensure the 127 residents at Parkside, you know,
make sure that they are in representation number one. Number two, make sure that the resident experience is there. They have a new property manager, which will be starting September the ninth, and we're very happy about that as well. And we want to thank formidable for the year as a services and make sure the transition
goes very nicely, which we're in process of doing, and then, more importantly, move toward what the residents want to be in their first relocation move. And we heard them loud and clear in the gymnastics team and design team have been working previously so that on September the 25th meeting that is scheduled, we can come with designs that more is representative of what the residents would like to have. So stay tuned, and we're excited to work with all parties, because we think we can get there if there's one common goal, and that's the resident experience, the 127 families there. Thank you. I'll just say, you know, I want to make sure friends and Parkside other providers not a discussion of the value of services. We simply have rules. We've been able to identify no documents that none of us were here this 20 some years ago, some of us were here, maybe some, but I was on We found nothing that restricts these funds or regulates that we just haven't found that we don't have it. So if there is documentation, great, we'd love to see it, but it's not in a regulatory agreement, not HUD funds. So from the Commission's perspective, those are restricted funds in that they live development entity, and we're funded through development services, through developing tax credit, equity, not public dollars. We still have our public housing authority contracting requirements. So we can't
just enter into contract willy nilly. We have rules about how we enter into contract with people that is regulated. We have to follow those processes because the director's been very clear about wanting to sit down and work with residents. There's the things that we're restricted to do and then like spirit and purpose, which we're not trying to subvert, but we are bound by the rules of the Public Housing Commission and how we contract with entities, including how resident services are provided, the role of resident councils just prescribed by HUD. There's a reason that we have that process. There's a lot of resident advocacy nationally, just how to set those up and why they're set up and why we do it the way that we do it. But we're going to follow that. So I'll just say the commission is not trying to, like, Screw anybody out of any money here. We're not trying to avoid providing services to friends of Parkside however. We're going off the documents have available to us, and what we are told spirit intent that this is in the fact that we're going through a rad process on Parkside now adds another layer to this. So that's my feeling on this as a commissioner, that taking this 21 years later, where we sit today, that's the information. That's my comment.
