Partially like I mentioned the beginning, the libraries, the developer, when they came in, got the approvals from the first go round, they had to put up financial security for any required public improvements, that that's not for everything that they have to do is just for the ultimate purpose that post financial security. If the amount was about $678,000 or so, you have now come in with a request to reduce that down to about 60,000. With the agreement, we have since the the form of their financial security is marketable securities, through a brokerage account and through a broker, the data actually maintain 150% of that. So the the amount that will be remaining in that account, okay, could go below would be $90,250, that was reviewed by the borough engineer recommended by them, and otherwise the credit for your consideration.
So again, this is just releasing the escrow for that public work complete block x. Exactly. We're not reducing any costs or anything that they owe us. And none of this is borrowed
money. It's all third party money that's been put up, right.

Sure. So I'll introduce this next step. And if I miss something, essentially, we found recently, a contract going back to 1999. With school district where they're paying bakery to pay $5,000 per year, for the use of one of our lots for student parking. We went back to our systems and have not found those payments being made. The challenge in this is that the borough changed financial software back in 2017. And so we don't have access to it from before then. The school district also made a change around that same time. It could be a year either way, but that rough time. So our finance director Nick founded the missing amount, send this to school district. The school district has responded by offering to pay half since 2017, when we can prove that we have not received it. And the recommendation from staff that was echoed by the Finance Committee is to not take that recommendation and to request the full.
And that's the full amount since 2017. Right?
Right. We have checked previous budgets we've tried to get back in or our old software we cannot find the records going back and forth. So we think at least for the things that we can improve
So the outline they have here 2017 till last year 2500 And then five the full 5000 for this year 775. Total. So finance committee said 5000 of the Year 30. So the bottom and discussion,
we think we think the Finance Committee thinks they're the borough's already giving them a pretty good deal. We're not going after the 5000 that we can't document. Nor can May. So, frankly, it hurts the borough a lot more than losing money relative to the size of the budget that the school district has. So we're suggesting we respectfully go back and ask them to please reimburse us for the 5000 they should have, that they have for each of those years.
They need a forensic audit. It's
taxpayer dollars. So it needs to be paid.
How long is the lease run for?
I believe it's open it's right. The cost says it shall be renewed annually until such time either party decides to terminate
the agreement. They still use the law. So they haven't terminated.

Yeah, without any confirmation of what's been paid for now. I think this is the starting point and 5000 for each year is reasonable. And any other council discussion,

if you can please attend on Wednesday, we're gonna have some really good workshops, member of Chester County staff has come in to talk about planning services they provide, they're willing to do that for free for the borough to help us. That should be a really good presentation. We're also talking about the culmination of the strategic planning process. So we had sessions with the public on Wednesday, and I'll go through a combination of what came out of those. We're doing that as a workshop session to get feedback. And then we'll vote on it at the next council meeting. So it's a month for people to think about a digestive talk about it. And then the last piece is we're going to talk about we have more boards, committees and commissions that we either own as a borough or contribute to them we do non uniform staff. So the discussion on Wednesday is how do we reorganize these without slashing them and making really major changes? How do we address these wisdom scheduling changes to make these more efficient? And this kind of connects to a wider issue which is we've moved our meetings of the first week of the month in order to free up that third week. With the idea being that's when you'll have Have your your larger committee meetings. So it's a way to give them more power, which is a way to get more input from the public, because you're making, you know, more decisions widely available, that that filter up to these public meetings.
