In Progress, you want to discuss first member Johnson. No. Okay. We can move those again for approval that 17.1 17.3 and 17.6. It didn't work. Madam Clerk,
Madam President, those were all councilman. Councilmember Benson. Three resolutions. line item seven 3.1 17.3 is 17.6.
All right motion has been made. Are there any objections of the motion? You can show myself as a no one all three.
Waters no on all three
and member Jackson No. on all three.
of our What? No, no.
and hearing no further objections, those resolutions are approved. Yes, Councilmember Yang,
this already passed and I support this but I'm looking at the resolution of the Apology of black residents of Detroit. I totally agree with this. I just wanted to say that. Does that also I'm assuming because it's already been dealt with legally. But does that also require us responsibility to be able to compensate their bandwidth all financially?
I don't think it provides an obligation for us to compensate. I think that's why the reparations, you know, tasks for that. Yeah. This came from one of the members, Keith Williams, the chair at the Michigan black Democratic caucus who put this forward and wanted this before council but I think the conversations are still happening.
I don't have a problem with the I'm sorry. I don't mean well, you're good. I don't have a problem, man. I'm pretty sure I'm problem with doing that financial, I just want to know Him. So you know how much was that and just how we go about doing just let people know the technical aspects of how we would do that.
Yeah, this if that's what it was. This does not lay out any financial obligations. It just is not essential kind of apology and to recognize the harm that was caused to black Detroiters bad.
Does this also this is I know that when they talked about in the federal government apology for slavery, it also meant that they this is not an admission of guilt or omission of responsibility from the federal government. Is that also the same here with the city? Because if so, would that expose us to legal? I don't think it would. I just want to know what that exposes the legal liability. I'm not selling the pose again. I just want to make sure just to know what to expect from that.
Yeah, so I think Mr. Whittaker we worked with LPD to draft it, I think the way that is written, essentially just condemns it addresses it by just to work collaboratively, collaboratively with the black community. It commits to providing resources it reaffirms his commitment, but it does not necessarily in any way I think hold us legally liable for anything okay. Thank you. Yep. No worries. All right. Anything else from any of my colleagues before we move to referrals yet? Councilmember Doha?
Thank you, Madam President. There is an item that line item 22.3 that we would need to pull out of budget Finance and Audit standing committee it was referred to last week's agenda on June 18, noting that Committee did not meet and this is the fiscal year 2023 2024 year in close transfers and budget amendments resolution. So this would have to be pulled for be FNA and voted on today. So these transfers could occur.
All right, hearing any objections to pulling 22.32 new business? I'm sorry, what was the item the line item
22.3.
Why agenda only 2.3 is showing
that the President does show that to be a line item for neighborhood that's what I'm seeing
in as well. I'm seeing FES is 22.3 so that may not be the correct number.
I'm sorry, that was the line item number from the formal session. Last formal session
is Madam President. I believe this item is to be walked on. Is being pulled from BFA to be walked on today to new business for a vote. So nobody this line item is listed today on the agenda by the memory. Dr. Hall wants to walk on on for a vote today. Remember
how you want to make that motion to pull a lot of VFm? Yes.
So So move. It was no taping.
Right. So he's going to pull it from committee and walk it on to new business. All right, so
moved to pull and I said 22.3 That was the number on last item, last week's agenda button line item. I make the motion to pull this item from committee and moved to new business.
Hearing no objections that action will be taken. And yes, the
Good afternoon. I would ask for the same for 21 point 13 and 21 point 14 For them to be placed on new business or both today. Right?
Correct. This is the appointment process for the board of zoning appeals director and also the Inspector General. Is there a motion to move this to both of these items to new business as well? Hearing no objections that action will be taken discussion. Councilmember young,

request a waiver for that item as well Madam,
I'm actually going to object that a waiver on that item. Okay. Okay. All right. Thank you. The next Do you have something else? Nymphadora I mean, our next item,
Madam President, I was just going to say from my understanding it was time sensitive but which is reason why we pulled it today but hopefully it does. Not delay. Why it needs to be on board today if my questions are pass.
Okay. All right. Thank you. All right, Madam Clerk. The next item please.
The next item Madam President, is for council member Johnson to resolutions. Council line item 21 point 13. That's been moved in 21 Point 14.
Councilmember Johnson
Thank you, Madam President. Move for approval. With discussion perhaps? line item 21. Point 13 is for the posting of the appointment of the board of zoning appeals director and 21 point 14 Is the appointment the posting of the appointment of Inspector General
and you moved it for discussion attorney bar Cliff did you want to provide any additional information on the posting of these two positions?
There's really not much more to say this is the typical process we use when we've appointed for these particular types of situations. So they would go on to any specialized employment website for the particular position as well as the employment employee search engines that the human resources department typically uses. Their resumes would come to me via email and the cutoff date would be July 12 at 5pm. So I will collect those resumes and then for all the appropriate all of the qualified applicants to your body for consideration.
Okay, and the goal is to try to have both of these appointments in place prior to our August recessed this current recess. Okay. All right, thank you. Council member Johnson has moved both of these items for approval and if there are no objections, the two resolutions will be approved. All right, thank you, and we would need a waiver.
Madam President, I'd like to request a waiver for both items.
All right, Hearing no objections a waiver will be attached to both items. And Madam Clerk we have one other items.
Yes for Madam President. Councilmember young a resolution.
Councilmember Young. Thank
you, Madam President. I moved to sin line item 22.5 to new business for a vote. We've already done that. Oh, yes. And then I moved to approve line item 22.5. Yeah, I moved to approve line 22.5.
Right motion has been made for approval. And again, this is an event that is taking place this weekend. All various departments have approved. Are there any objections? Hearing no objections, the one resolution will be approved. And yes.
I also requested waiver for line item 20. I'd also like to request a waiver for line item 22.5. I wake you up. Hearing
no objections, a waiver would be attached to 22.5. All right. For the president's report on standing committee referrals and other matters for the budget Finance and Audit Committee.
Several reports from various city departments.
The seven reports will be referred to budget Finance and Audit or the internal operations committee.
Met a president. line item 21.5 should be referred to the budget Finance and Audit Standards Committee. And also line item 21.6 should be referred to the public health and safety committee standing committee bringing that total to 12 resolutions to be referred
All right. Those who have resolutions will be referred for the Neighborhood and Community
Mental resident. It should be 1021 point 13 was moved to be bottled on a new business and so was 21 point 14. So that should be term resolution is being referred to the internal operation standing committee.
Thank you, Madam Clerk the 10 resolutions or excuse me 10 reports will be referred to internal operations for Neighborhood and Community Services standing committee
14 reports to be referred to the neighborhood community services standing committee noted that line item 22.5 has just been voted on Madam President. All right, the
