My name is Theo Broughton, and I'm co founder of Hood research, a community organization who works to help make a better quality of life. You know, we hear that two parent household is ideal. I was compelled to come here because I'm concerned about this particular two parent household. The Father, I'm told, is a preacher. Imagine that, and the mother teaches school. However, it was reported recently that two children of theirs, young teenage male children were being forced to sleep on the front porch. The temperature was 22 degrees, 18 chill factor. A human being can freeze to death at 20 degrees. So 22 degrees was an 18 wind chill factor would have made an opportunity element in the community for these two young children that have freeze to death. Neighbors say they have been seeing this going on since the summer, the children have two brushes on the front porch, all little things on the front porch that they have been made to use. They even reached out the neighbors to the trouble shooters from the TV station. They came out some women took a video with their camera, and that's how the information was leaked. Shall we say? They live on the Leslie in Russell woods. Now, according to the law, the police did show up, and they said there wasn't anything illegal going on. I remember 22 degrees, 18 chill factor. The law in this city says you cannot have your dog tied up in the yard in a condition like that. But there was nothing illegal about these two young teenagers on the bush. What would it have happened if a pedophile had come along and he didn't have those kids put them into the sex slave trafficking that goes on here? Nobody seems to care about the children. Protective Service hopefully has them. Now, we have to do something. And I ask that you research to see if there is a code, a law, a policy that would cover something like that, two parent two parent household that would treat their children like they were enslaved, enslaved. We need to pay more attention. Education is the key, and obviously these two parents in that particular household need to be educated, educated because, as the children are abused growing into adulthood, when they abuse their children and with their children go into adulthood, pass it on. We don't need that kind of activity going on. Something has to be done. Well, I ask you, please do some research, see if there is a policy why the policy is not valid if it is one, if not, make one. An ordinance holds something to protect the children. We need our young adults to stand beside us, not in front, not behind, to help make the community a better place to live. You got to start somewhere. Thank you.

So right now, based off that question, just to update everyone, on Monday, December the second of this year, a video was posted on social media by the current citizen of the sleeping arrangement with a few juveniles in the 3000 block of Leslie. When video was posted to the child abuse units attention, detectives responded to the location of the third makeshift beds on the front porch of location. It came not pitching as well. Detectives made contact with parents at the location of CPS. CPS is involved. No injuries were reportedly found on the children. We made sure that they were examined at the hospital, and right now, the juveniles, their ages are 12 and 15, have been removed from the location. A safety plan has been put into place. Child abuse is monitoring. We're investigating, working very closely with CPS on this ongoing investigation.

I must publicly say what many believe to be true, and so do I the channel 411, o'clock news, Monday was a shame and a scandal, as they reported on the debate of not being charged for Sherman and Lee Butler. It was a one sided narrative, so it was not reporting or journalism. It was just a repeat of some type of propaganda, also in that 11 o'clock news was victim shaming. The fact that the two young men died because of the police officer was running red lights and didn't have his lights on had nothing to do with whether or not those two young black men had anything to drink. So I would hope the DPS would avoid any victim shaming in this particular case. For you, Chairperson woods, what do they have on you? What deal have you made with the devil. We look at this agenda and it talks about car insurance. I hope this is a real strong connection between this car insurance and police officer misconduct, because that's why we're here. And then you backslide again. Chairman woods, giving an award to an employee who's not yours. You do not employ. The police officers leave awards and recommendations accommodations to the police department. It's their employees. It's their job. Thank you.

My name is Aaron dome, and I live on the east side of Detroit on July 32,021 I was the victim. I am a survivor of a traffic accident caused by reckless driving. Man driving a truck traveling at 85 miles an hour down a residential street struck my vehicle as I was turning left in the driveway of my home, I'm lucky to be alive, and the full use of my body and being lucky to be alive means having the duty to speak out and do everything I can to prevent incidents like this from happening in the future. And I'm here asking the police department to do everything they can to prevent reckless driving in this city in the future. I realize that some situations are unique, and we have streets that are perhaps wider than they should be. There are different solutions to the problem of reckless driving, drag racing, running of red lights, but I ask Senate police department to do everything they can. And if the police department could dedicate a task force to nothing but reckless driving, enforcing the law when it comes to speed limits, red light running, drag racing and other reckless driving behaviors, it would be much appreciated, and thank you for your time.

They want more people. This is a problem. I just wanted to say this. We were Detroit Red lights. We got things we're not anymore. We're now Michigan and United States forces safe driving. Next year, we will have way more people and a lot of people, because we're connecting states and people from all over, Pastor, take our hat off to you, because you were there. Just want to say thank you for your advocacy and coming out and traffic enforcement, traffic safety. We all have to drive, and we all are subject to injury when individuals are disregarding stop signs, traffic lights, etc. I was at the 12 precinct yesterday making rounds with officers and teu, a traffic enforcement unit meet me over there. One of the things that I talked to him about yesterday at 4pm was, oftentimes the main thoroughfares, and it's important to do traffic enforcement, the crashes and the wider streets, but also very important on little side streets, little stop signs, because we have a lot of folks that will disregard that. So I just want you to know that you have a supporter in me. And to the previous speaker who requested like a task force. We do have a drag racing Task Force primarily operates on weekends. Racing in the city of Detroit has tremendously decreased as a result of that, and also utilized our air unit as well to hold individuals accountable. But just know that I love to meet with you all and hear some of your solutions that you have to enhance that, but together collaboratively, we will chain you on addressing this issue. And it's not to penalize individuals with tickets. I just want corrective actions to be able to change behavior to make the streets safe for all of us. Thank you. Yes, sir,

We have to do something about the speeding. Yes, I was in Lansing too, and there was never no speed signs how fast it is on eight mile that day. We came back from Lansing, there was a sign put up that 40 miles an hour, and it was put up with sand pants. I have lived in my house for seven years. I invite everybody with me one day, come in. things because I can't say it all. The police report I made against police officer this father, Monday ignored that because you didn't write what I said when I read it. I did not tell that to the Fisher black vote. And threatening me. I have video that I have two homes. I have some homes in Detroit. They have put my homes my name, my age, and everything where they feel like them. They said, I don't belong on the east side. They have went to the police to try to have me removed from my home. I own this home. This is my family home, and the Seneca burns black club members, they went to the police and lied on me and told them I was shocking them, threatening them. My thing is, like I told the police everybody got a ring doorbell in that area. Everybody why am I the only one with video that show I have been tortured by these people, and then I had a meeting with the captain and the commander, I mean captain.
They came up with the gold talk to the members. They called the police two days later to send them to my home. The police came to my home because of the black club. I didn't call them. They told them when they came, oh, we called you to get here. Then the police officer came. I need his body count hood, because he went with them to try to have me removed from my house. I own this house, and the police with the black club, because they friends at a black club. So
let me ask you, Ma'am, did you file assist and complain?
He wrote it up wrong. They came to both of my homes,
not something different. Now, excuse me, excuse me, excuse me, excuse me, ma'am, what I'm saying to you a citizen complaint is a complaint with our office.

good afternoon, everyone. My name is Joyce King, born in Detroit, always have lived here. I'm thinking of saying I heard a while back Close Encounters of the Third Kind. I don't know how many people might be familiar with that, but some of us here have been blessed by blessed by God that we have not had a close encounter with a crash or none of our family members or pets, and that is a blessing. I hope it will ever be so it's not for all of us. We have not had that encounter. For those of us who have, I pray that it will never happen again, and that we can all look within our hearts and within our minds and our lives and see how we can help to make sure that we reduce these types of encounters and help check each other by increasing our levels of awareness of how we drive and how we perform as passengers and pedestrians. I don't drive, but I've been in the car with people, and I see, I hope we can increase our awareness and our concern and give commendations to those who are responsible drivers were determined to drive safely and protect us, protect all of us from those bad encounters. And also, I'd like to see if officers that are doing be very helpful. We'll get commendations, wondering if that will help. I met him out a couple of weeks ago in this building, and heard something very, very alarming that this community need to know about, that something fall within our warehouse in terms as it relates to coin in the city of Detroit, and we do have a toll committee, and I think this may activate us in some ways, but Mr. Eric always the president and CEO of pure Auto, and there's some very serious information that this community need to be aware of. And as well as the department needs to have a focus on so Mr. Air call.

Thank you very much for having me, Chairman woods, and thank you very much for your time. Just want to say thanks for all the officers in the room for your service before I start. I know that this might seem like a topic about car insurance is relatively innocuous, but what I've seen the last three years, since we've entered the marketplace, is that car insurance was still unaffordable in the city of Detroit, that it has made a significant difference in people's lives. The challenge that we have now in the state of car insurance in the city of Detroit. It is what other car insurance carriers have found why they don't do business in the city of Detroit, and that is that there are unforeseen levels of abuse that we can't measure before you come into the city like this, and these types of things, if they continue, will make it so that we can't afford to give affordable rates for people in Detroit. The shocking statistic in the last three years since we've entered the state of Michigan, 65% of the people that buy our car insurance cannot afford car insurance prior. Okay, 40% of those people live in the city of Detroit, so we have well over 50,000 residents in the city of Detroit the last three years that have bought our car insurance, but we've had to go through four rate increases because of the abuse that we found in not only the city but also on the state. So I'm here to talk about one major issue, but before I get to that, I just sort of want to talk about the state of car insurance and how it's relevant. If you could click the first button, if you would for me, Detroit has the highest cost for car insurance in United States of America. Is a city. The average cost by the five largest auto insurance partners in the state of Michigan is over $6,000 a year for car insurance in Detroit, in Pennsylvania, the average cost per car insurance on an annual basis is under $700 Okay? Second, if you could on that, is that 96% of all regional car insurance companies in America use credit based insurance scoring, and then the result of that, they charge twice as much for somebody with the same exact driving record, simply because you don't have a 700 credit score or above. So there is redlining that goes on in my industry, if you go to X button, if you would, which is why I've testified twice before Congress. I don't know if you could. Sorry, I was the original whistleblower in this country on letting this country understand that my industry uses not only credit scores but educational attainment and an occupation basis to determine what they're going to charge for car insurance alone. Meaning, if you don't graduate college or you don't have a high paying white collar job, the majority of the largest insurance companies in this country will literally double your rates for car insurance, and it doesn't matter whether or not you've ever had a ticket or accident in your life. I've testified twice before Congress on this. There is redlining that exists, but the reason why I give you this background is because ultimately, we do not use credit scores at all in our basis for writing car insurance, which is why so many of our insurers are from Detroit. But if this continues to happen, what's happening, what I'm about to show you, we will make insurance justices of unaffordable for the people in Detroit. So sorry. 75% this is really why I'm here. 75% all the cars are towed in the city of Detroit are non police authorized, those five tow companies, and we looked at the numbers and said, This is unbelievable, considering there's a city ordinance that says that you cannot charge more than $200 in the city of Detroit. If a Detroit police officer calls a tow truck, you as a citizen in the city of Detroit and then pay more than $200 75% of our toes are being cooked by people on the average cost of that was over $3,300 okay? And what you'll see is that I get billed over $11,000 for going to car 10 miles in the city of Detroit. And then the repercussions of what I have is a choice as a CEO of a car insurance carrier. You'll see later on is the reason why we are raising rates for everybody in the city of Detroit. We do not want what I want to do. So I'm sorry. The next bullet point, if you would, so we've had four rate increases, fourth rate increase in the next two months, primarily because of these unforeseen challenges. The next slide, if you would. Right now, it's not a new thing. I think if you follow the newspaper articles, you'll know that in the last 2030, years, towing is not a new thing for the people in this room. People in law enforcement in the city of Detroit are very familiar with it, whether there's bribery, whether there's city council members, whether there's there's large, pervasive problems involved for decades in this city. But what I try to explain to everybody is car insurance is a very simple equation. If there are going to be small number of people that steal millions of dollars from a car insurance company, the only thing we do is just chop it up and end up charging everybody that's a law buying citizen that wants to buy car insurance. So we don't stop it the same five or 10 individuals that own companies or body shops that are doing this to your citizens will make it unaffordable for the vast majority of people that live in this city. So sorry. The next bullet point, if you could everybody talked about $15 a day for storage is the maximum if it was from a Detroit police go and sorry, present day companies a lot of fraud and abuse. I'm sorry. I did this very, very quickly. So if you could go to the next slide, so here's some deposition transcripts. So recently, we've sued over 30 body shops and go companies within a day. About a year and a half ago, we've mounted a large defensive regarding running at the bottom of this, whether or not there's cooperation or not, and the only way to do that is civil warfare, which is to sue the people that are doing this to us. And during the course of that litigation, we've gotten depositions of our own insurers who actually have this happen to them. These are some experts from those deposition transcripts. I don't want to bore everybody with this. Don't do just gotta fly through these. But basically, what you'll find is very common theme that our own insurers are completely unaware of this scam. What happens is these individual tow companies download an app on a website on their phone, and they follow around the police scanners, and they show up every single time there's a car accident, there's a disabled vehicle. They show up within 10 to 15 minutes of a car accident, and they go up to that individual and say, hey, you know your car insurance, and the person doesn't even know what they're talking about. They know it's free, yeah, police officer might show up five minutes later. They're writing up their police report. They know that it is the right of a citizen to choose their own tow company, a private tow company, something they're entitled to. So when they see a car being hoisted up on a tow truck, they think, okay, that person just called the tow truck company. So the police officer doesn't think anything. Says, Okay, well, there's one less thing for me to do, right? Call a police authorized tow. These individuals end up getting their cars towed to an auto body shop in Southfield or somewhere else, about 10 miles outside the city of Detroit. We get a phone call from our from The Body Shop that says, Hey, by the way, we have a 2010 price 300 year, and your insured left their car. We had to pick it up, and by the way, we had to pay a tow company to bring it here. They auction them off. They charged us $2,000 we're charging you $1,000 cleaning fee for COVID cleaning supply, which is some air freshener inside the car that I can possibly, not possibly verify the first or not, but the average tow is over $3,500 for any what is the average Joe? Okay, I'll show you a couple slides going for four or five slides in front of this, where this is an actual toe bill that I get. This bill right here, $4,900 for a regular tow out of the city of Detroit. So what happens is, when I go to that body shop and I say, Hey, by the way, I want to get that tow. I'm not going to pay 10 miles for one day, they will literally say, Well, you're not going to get the car back. They essentially kidnap the car from us, unless, what am I going to do, take a firearm and tell the person that I need to get the car back. Then I've been insured that sitting here telling me, by the way, why is my car not getting fixed? Why is my car not getting fixed? Because I either have to pay $7,000 or, in this case, $4,900 in this one case, right here, you can see $11,900 I would have to pay, as an insurance company to get a car at a lot. Half the time these cars are not even worth $11,900 so we have a serious problem that's going on in Detroit. I'm here to explain how it actually happens. I'm employing you to help us by and I want to say venison, because we work together on a form called the consumer Acknowledgement Form. If you go to the next slide. Sorry, I
already went through this part, this Acknowledgement Form, the next slide. Sorry, it's a very simple Acknowledgement Form. It's simply like a Bill of Rights for consumers. All we're asking for the DPD to do is that if somebody's going to get their car towed, and it's not by a police authorized tow make them flip off whether or not they decline a Detroit municipal toe that they certainly certify that they requested an unapproved tower, okay? And they've been informed to understand the costs of that toe, that way we can make sure that the consumer at least understands it is not free, okay? Because under most policies that are written by other insurance companies, which we might have to actually adopt, it would say that we're only responsible for the reasonable costs of a toe. So what that does is it leaves the citizens of Detroit, they get an unauthorized tow to pay the balance between $200.04 $1,900, and that's what eventually is going to have to happen. This is why most of the insurance carriers in the state of Michigan don't have any agents writing business in the city of Detroit, because nobody wants to deal with this type of headache. So we have a choice here before so either going to address this problem or we're going to have unaffordable rates in the city of Detroit. Number one, I'd like a copy of your PowerPoint today so that we can give it to all of the persons that are in this room or who want it, or we can post it on our website, because I think it's very important for people to understand the facts and data that that you're sharing with us today. Secondly, I'd like to suggest I've never met you before. I'm sure I have no knowledge of these issues. Prior to you mentioning them today, like to ask the chair and the vice chair and whatever other members of the board that would like to participate for us to petition City Council. I can ask, I know my council member will do it, Angela Callaway and many others, but to hear your presentation, it directly affects the citizens of this city, and it's important that everyone understand, informed, quite frankly, about the things that you're talking about. They'll come back with their stuff. That's okay. But I want, I want city council to be in a position to address this situation, as well as our commission through our own policy initiatives. And I chaired our committee so and I worked closely with Chief medicine and his staff on this issue. We may not be able to say, go to cure. That may be against the rules, but that might be, but we can certainly put the facts out there and make sure that that disclosure that you get that's a good form, and we in the police, when they respond to an accident, they can give, do you want to give the form out? But the fact of the matter, we do have some say that we are at the table somewhat as it relates to this particular issue, far from the law enforcement side of things. I appreciate that form that you presented. That's something that we should look at, and I want to hear from law enforcement as relates to how uh, egregious this thing is. You talk about from $200 uh, to 7000 5000 $7,000 $3,000 bills. That is unacceptable for the citizens of the city of the city of Detroit, and it's up front to the citizens of the city of Detroit. You know, I don't care who don't like that. I don't care who don't like it. You know, that's the fact that the matter is, the citizens of the city of Detroit deserve way better than that. You talking about $200 to $4,000 to $5,000 bills.

to the chief welcome, Chief medicine. We had quite a few people this past year came before the board. One was former State Representative Lamar womens, whose wife was victimized by having her car stolen in front of their home and when the police department recover vehicle, or whatever little mark lemons. Former State Rep and his wife, George goes down to the tow yard to try and retrieve their vehicle. Just amount of fees that was there. And so to be a victim, to have your car stolen, and then you look at the fees to retrieve your vehicle, it does, you know, it's not right. I don't think victims have to, you know, have to pay these ridiculous fees to retrieve something that's that's rightfully theirs. When they heard the fees, they turn to each other, and not only wondering, you know, when you look at two or $3,000 speaking, what if someone cars only worth that in the beginning, and now they got to pay two or $3,000 to get their car back. That's just one incident. There's another person by the name of Mr. Collins, who's a Detroiter who also reached out to me in office, or whatever, here in the commissioners office, whose car was stolen, and he looked at what it cost for him to get his car back. And so Detroiters are wondering, is it really worth it, or is it worth going to get another car? And so we, you know, we have to be able to work with families that wake every day in poverty. Person, vehicle, probably only worth two, $3,000 but should they have to pay two, 3000 retrieve their vehicle? Should they be victimized twice? They shouldn't be victimized period. But in a way, they feel like they've been victimized twice the fees. Stole their vehicle. Now they got to pay all this money they cannot afford. The Holidays season is approaching. So you know, I know you, you know you just came back to the department. I just want to say thank you for all your years of service, and welcome back, but I know you're going to look into this, because I know your heart is with the city. Yes,

chair Commissioner, thank you raising it. I can't even imagine a scenario why it would be $3,000 for the women's family with the scenario that you just decided. And so every case like that, you can personally bring that to me, my staff, we will look into it, we'll report it back, and know that everything that I can do to lower the cost of anything car related, current or, you know, the states, whatever that'll be my sole mission, because the lower it is to live, to operate, to move with mobility in the city of Detroit, overall, as a whole city. So bring that to me. We'll jump on it. We'll report back. And you know that the goal is to ensure that, through the commission, that we only charge at the most $200 was the authorized. So I think the beads are $15 a day. If this comes to storage some crimes, we don't charge anything, depending on if it's individually, to get their car back together on that absolutely
and through the chair and through the chief, I would be happy to share their contact numbers with you, with, you know, with your office, so you all can look into look into this, because some of these situations are Long going. Mr. Limits was here not long ago. But then Mr. Collins, you know, who has a concern as well. And one of the situations someone else brought to my attention, they said that big part was involved in the situation and and they couldn't use their triple A to for their vehicle. They had to go through the I guess the author, some other, also some other towing. And there go. There's more fees. We hear these, these concerns quite often from these traders, and they don't know who to turn to. So they turn to their city council members, their other elected officials, their police commissioners. They turn to those at the Community Relations meetings at the precinct. And then we, as commissioners, we don't often deal with this. We more so rules, regulations and policies, but I guess you know, it's always good to have this conversation. And because, you know, you know, we all signed up to serve. So we want to be able to point people in the right direction. This
is, this is great for me. So thank you. Okay,

I just, I just want to say that this is so very important in the city of Detroit and and chief, if you could just make this a high priority for for your administration, it would be helpful. I went to the game, the lions game, get out of here, but they were tow trucks lined up on Woodward Avenue on my mother and my father. I've never seen that before. Were you just towing everybody who was parked? I thought it was okay to park in the evening on, I'm talking about on the side of the street, just going north, right by
lumen. Yeah.
They just, just tow trucks, just taking people's cars they had obviously parked earlier. Probably this is the Sunday. Incidentally, this was not a weekday, and I was shocked by us who did this. How does this happen? So it's a real problem. Folks are Detroiters and people who come to Detroit, I think absolutely,
Commander Mr. Chairman, through you to the rest of this body. As a matter of policy, the Detroit Police Department does not It's not authorized to charge citizens for stolen vehicles. So if somebody was charged to redeem a stolen vehicle, clearly something went wrong. They're not supposed to be non court entities. That is to say individual citizens, whether they're from Detroit or not, if their vehicle was stolen in Detroit and recovered in Detroit, they regained their vehicle for free. Yeah,
and I know that to be true because a citizen approached me I was going to get my oil changed, and about three weeks ago, and the guy told me about his father car being stolen, and it was and they held on. The company was holding on to it. Called Deputy Chief Hayes, and he called and got that car turned over back to his I think his father was, like, 87 years old, still driving and stuff like. That car got stolen. The place was holding on to his car, and suddenly he had to pay this fee, and he was victimized. And called deputy phase, and it was turned over, you know, without cost, you know. So, you know, there's some glitches in the matrix. And again, these people are trying to take advantage of the elderly and and other folks you know, people who don't have a voice and and appreciate their voices being echoed by his commission today and by Mr. Paul, and definitely by the chief. I had opportunity to work closely with many members of the department over the years, and Captain COVID was one of those distinguished individuals that really helped our community together safe, especially downtown, for many years, from and things of that nature goes a long way. He's definitely going to be missed by our community as well as partners downtown services. But you know, you know, just a distinguished man that really loves the department but also loves his community, and definitely love his personality and his leadership. You know, just, you know, these years watching, you know, so many members leave the department over the years, but also to say that our officers that has 25 more years experience, they usually go other places and turn other departments around as well. You know, I know that this is not going to be, this is not going to be the end of leadership for Captain Eddie. I know he's going to go and serve in some great places, but I just want, just want some of you all on the board, who's, who may be new on the board, who may not be familiar with his leadership. Is that this man is very distinguished. He's a leader in so many different ways, and has so many years of experience, and his leadership is definitely going to be this. And you know, congratulations to Captain Conway Patty for his temporary years of service. I thought

I'll be brief as well. Captain petty Captain petty job will very distinguish. And what was really special about him is he actually went from sergeant, never was a lieutenant, and went to the captain and did a good job. He made a pathway where possibly sergeant to go to captain, because he did not disappoint. No, no, no, I'll jump into my report the homicides as of last week and where we are right now. We're still trending, definitely in the right direction, hopefully, hoping and working very hard to come in at the end of the year under 200 that's to go, but we're 16 to spin down, and that's even from our reductions last year now shootings 24% down. Robberies, 13% down. Violent crime overall, 6% down, which is all good in car attacking, 14% down. We have a total of 131, carjackings this year, last year, the same period in time, we had 152,013 to 1014 we used to have like 500 carjackings at one point city. So with the officers, with community, with the green lights, with everything, just the and the and the and prime is continuously going down, and we got to continuously keep it going in that direction. I already reported out earlier on the situation the whole community's attention with the two juveniles that were posted on social media, ultimately making regular media that was sleeping on the porch, just saying that the two juveniles, as of now, have been removed from location a safety plan and child abuse of the DPD, along with CPS, we're working this case, and we'll keep the community updated, but with the state comprising what's going on when we get to community details, and we've had, um, numerous shootings over the weekend and Over the week, I won't go into all those details, but we've been doing great. Of homicides is roughly 61% so we are right there beating the national average. Individuals that are committing crimes into the city. They are definitely being held accountable. The men and women of VPD doing a great job in that regard. But citizens are cooperating. Citizens, we can't close those cases our citizens police academy. We just had a graduation on Monday, December the second 11 Detroiters graduated from the citizens police academy I attended that what was really special about it hearing their testimonies. Many of them said that prior to the citizens police academy, they really didn't understand how the department worked. Quite frankly, with Kansas, we really did like the police, but now that we have a better understanding, we can actually be advocates in the community, to even explain to our family and friends, we created some advocates. There. We have a school safety patrol pinning ceremony that happened on Tuesday, December. The third officer from the precinct attended and lays students in their safety patrol pledge at the cornerstone Jefferson Academy and Saturday interview, just like chief has that time of year out there being

Thank you so much for your I just want to stay off the bat that for the chief came down here. He was in his office, and I was in the office of your PC office, testifying before the State Senate on some police accountability bills, and I want to publicly applaud you for your stance, and, and, and, as well as recognizing that the department is is a leader In this space as it relates to No, not warrant warrants, and, yeah, the family of breonna Taylor, she was on for a minute, but she couldn't be there. But the commissioner out of, I believe, Grand Rapids, read her statement into the record, with Senator saying there was a number of law enforcement officials who gave testimony, Reverend Wendell Anthony from Detroit branch NAACP, and many of the leaders throughout the state stood up and talked about or testified on behalf of police accountability bills. And we land our voice, and we have been on the working committee to be able to get these bills through, and I'm very, very certain that those bills got passed out of the committee, since we've been in this room right now. And so keep it in prayer. We got to get it through the full Senate floor and get it through the houses which have bipartisan support, and so we really appreciate that, and appreciate your strong voice, appreciate your strong op ed on constitutional policing and bringing more clarity in that space. Well,
it's just my pleasure Police Department, and knowing that we are leading and we're able to do it all police accountability, it's also, it's our policies. It's what we do. We have body cameras. We already was to do the intervene. The board signed off on the policy as well. Our officers want body worn camera, and we had, we don't do it, no knock warrants. We support that, and think about what we've been doing and where we are. It's just natural. So to be able to be a leader that showcase how we do it here shortly, our community involvement, and still be able to lower crime. I can do it, but you better do the notice regarding domestic violence that's in the package that you've had it read at all precincts for seven consecutive days, the notice of rights form, the access that domestic violence victims have to the actual incident report, which is new, and then the assistance with transportation, you mind covering that real quickly, so I
only cover stuff that I'm really instantly familiar with in that right there. I'm not as
for the community's edification. Now, officers must apply victims with a completed notice of rights victims of domestic violence form, DPD, 113, this form should include the reporting officer's name, badge number, the address of the relevant precinct or command and the telephone number for the domestic violence unit. This is all brand new. Let me suggest you put it on colored paper. Be able to find it among many pieces of white paper.

What we have to do now, two access to incident report upon receipt. Upon request, a victim of domestic violence shall be given a copy of the incident report at no charge, which currently they have to pay go over to the second precinct to get them the responsibility falls under the domestic violence unit or other specialized command overseeing the investigation that's now free to pay the $10 for the report. Thirdly, this is totally new assistance with transportation. Members should assist victims by providing or arranging transportation to a safe location, such as an emergency shelter. If on site, transportation to a shelter is not feasible, the victim should be brought to the precinct station for later for later conveyance, apparently by the police in cases of injury, standard department procedures for handling sick or injured individuals must be allowed members shall ensure adherence to these protocols when handling incidents of domestic violence to provide victims with the support and resources they deserve these roles, this has To be read seven times at every roll call training in the city of Detroit, at every precinct. It's special order 24 domestic violence policy. So please let everybody know, ladies and gentlemen, what the protocol is. Thank you.

His name is Chauncey, and he works at the facility where I'm at at 3426 his phone number is 3139334, 700, and how do I know this is because he worked there and he thought it in his bag. I didn't get that, but I got that number, and another officer, Deputy Chief, she called me, rag me, I'm being respectable. She said, I'm messing up her bread and a whole lot of other stuff that you know, insinuating she's going to be handled. I'm not going to tolerate it from no one. Anyone threatening my life. No one is above the law. When you threaten my life, it's an issue. I've been going through a whole lot for the last four years, and all of this is on record at the end of the day. Like I said, hacking is illegal. I'm sitting up in here my phone the majority of the people we hear officers. Is not acceptable, and especially with officers. I can't say the whole 27 but there's a lot of officers are behind paying people to be talking to me through cash app, Apple Pay. They paying at the dollar store. They it's the new game called swipe. It used to be when you endanger my life. I got all kind of nuts coming at me. It's illegal to carry my weapons inside of these facilities, unlike the officers that live in these facilities that have needs to pay rent. Okay, so at the end of the day, it's the issue. I had a complaint. I have two issues. I had a complaint with OCI. The complain against the officer went to the procedures. They didn't hear nothing back. Finally, I asked status update, and they said I wasn't happy with that, so I went to the board of Commissioner bought another complaint. That was the first complaint was October of last year. I was told by the board of Commissioner office that somehow would be invited to a special meeting to be heard. Again, I haven't heard anything back.
Let me stop you. There anybody familiar with your name, Pat Whaley? Are we familiar with her? So you asked him to follow up kill for your complaint, right? All right. All right. Take care.
Okay? My second issue, I had a neighbor last month, put a gun out on me, act crazy, pulled a gun out of me. I called the police several times. They finally showed up who job visits too far as the charges, because all I know is now she's been charged with banishing a gun. She also detained my vehicle in the alley. Wouldn't let me leave, so she parked her vehicle behind my if I wanted to leave the scene, she didn't allow me that. So when the officers came out, I got the police report. Now he wrote it up completely incorrect, and the prosecutor just given her that's
what the prosecutor did then the police or the board of Police Commission have no say
so in that day,
if you get an officer to communicate with her and just check into that so you talk to One of the DPD officers and then our staff will work with you as relates to your appeal, and I think we have to handle that on on the board side, right. I got communication with folks, and they talk about us over here, and I I really laid them down. Don't talk about my Detroit commission over here, because we're doing a hell of a good job trying to combat the crime and anything else that comes before us. So I just want to let you know they can't talk about us. By no means. I will defend you to the end, because I know what you're doing here. I may not be in the streets, but I do have some kind of outlet that we'll talk with in regards to it. Now, the main reason for me coming today was there's a businessman. He was supposed to be here, but he's not here, and he has a problem, and I'm not going to go into too many details, but I'm glad chief is here, because he had asked in regards to do I know him. I said, Yes, I do. He said, Well, he couldn't get to the mayor, but he feels so that he can get to you, since you was his second in command, and he wants to let you know what's going on, and it's in regards to the rehabbing of the eighth precinct. I will go no further than that. It's the eighth precinct that's being involved in this situation. So I will tell you part of it if he's not going to be here, and this way, you'll know what the whole story is. And as far as petty retiring, I'm so happy for him. He couldn't he couldn't be a better person. We've got some good offices on our forest, haven't we, and I just love him to death every time I see him out there in the neighborhood and doing what they're doing to try to combat crime, and I'm very proud to be a member of the former member of the police commissioner, being number one way back in 73 so I still carry that proudly, because you guys don't know it was, it was a good day. talking to Mike
down a little color, like I said. I didn't really plan on speaking here. I really just came to listen. But after listening to post speak and the rest of the voice your opinion on the towing I decided to ask, and I speak again. I created a towing app over two years ago, and it's designed to solve all the problems that has been voiced in poem for the last 1520, years, for the citizens. It was designed, really for the police and the work is top down. It's the system you know, that get everybody involved. It's own companies, the body stops Police Department, but everybody keeps claiming that it's a problem. But it's been very hard to penetrate all of these businesses and get everybody on board, from the City Council, the police department, insurance companies, they say it's a problem, but nobody wants to address it, and it's just getting worse and worse and worse. And I have a solution to that problem, but I think nobody wants to hear it. They just want to say it, but nobody really wants to solve that problem. Since I designed this app, I have cataloged, personally, visually, over 600 phone companies, old trucks in the city of Detroit. Daily, everyone I see, I take a picture of and create a catalog of it, over 600 running around Detroit. So I just thought I'd put that out there.

Robin, okay, to bring some concerns before the board, my sister was recently in a car accident off of Finkle and Greenfield last week, and the police had to come out. There was report made. They sent her to Sinai grace. She has a lot of bruises, and she's really kind of just, you know, emotionally broken up, and so we haven't heard anything back from the second precinct. That's the one who gave us the report. So we went yesterday, and before she could even get to the door, she was advised that we don't do accident reports here. We don't do auto accidents, which I thought was a little, you know, absurd. So I said, Well, let me call in. And when I called, there was the officer to answer the phone. A name was not given, and she stated that we're in a no fault state. It's up to the insurance to go after the bad guys. And I advised her, well, within the guidelines, insurance companies and investigate within your, you know, realm, but this is a crime. I mean, this is something that law enforcement is supposed to step in. And she said, Well, I mean, she she still alive. I say, Well, yeah, it was not a wasn't a fatality. Well, she said, Well, I mean, if she has insurance, then seek it out through insurance. What is this a lack of knowledge on the police department's part, or is this just laziness? An officer just took it upon herself and hung up in my face. Wow. Okay, I'm noticing between departments and the city of Detroit, there's a real disparity in information. You can call one precinct to another, and no one is ever on the same page about what is supposed to be policy and procedures, or they're probably making it up as they go. I'm really frustrated right now with DPD. Okay, I'm coming here before the board to see maybe, if you know, I don't know, I don't know. Maybe you guys handle them in something to get everybody on board, maybe retrain them all over again. I don't know. Maybe webinar training every three months or something. I don't know. But they take what they want, give out whatever information they feel is or deemed necessary. I even went into identity theft situation for a whole year, and I had officer tell me, we don't do identity theft or fraud and DVD. You got to be kidding me. We need somebody that's going to be concerned about our needs. I've been hanging around too long for not to have somebody to help us. That's why I come to every meeting to make sure that things go right in second precinct, I would appreciate it if you give us somebody that care about community And why are you changing so much?

miss Danielle, you bring an excellent point, and I've heard that over the years, sometimes we can't avoid change. My commitment is to make the precinct commander position and Captain positions a priority, and really to elevated the spotlight it so that folks will really want to be there in that celebrated in a real premier spot. My commitment will be that when they're there and they're doing well to keep them there now, through promotions, some things that's unavoidable. They'll be changed, but I do agree with you, we definitely move the precinct commanders and captains around, really the commanders around too much when it comes to the precincts, and so it's about the it's throughout the whole department, but the community is really attached to the ones in the precinct, because the precinct commander is really a Chief of Police of that area. In our precincts, a precinct commander has more officers and more citizens than Chiefs of Police of suburban departments, and so that's my commitment to really celebrate them. Yeah, hello. This is Scotty Bowman, and I'm speaking about the tragic death of Sherman Butler. This is going back like five months, but most as recently as early this week, our prosecutor said that she wasn't going to be pressing charges against the bailiff that was that fired the shots. But there's a little more to this, and why I'm Why am I speaking to the board of police commissioner about something avail of does? Well, because there were officers on the scene. There were two police officers on the scene, at least, and that makes it an officer involved. They were involved, an officer involved, shooting the board and they had body cams. As far as I understand, the police department and the chief have not released those body cams to the BOC BC. I mean, the the video recordings up from the body cams that should be released to the BC. Now, if the department refuses which they can do that on the board of police commissioners can go over their heads. They can subpoena that video. You have that authority under the charter, and you should investigate the officers roles in that officer involved shooting, see if policy was violated. That needs to get out there. We need to hear from the BC. In fact, the vopc should not have to wait at all to get access to any video that is recorded by the Detroit Police Department as part of their fundamental oversight duties. Thank you.

like to start out by saying I'm in total agreement something needs to be done as relates to towing and as relates to the insurance that we pay. As y'all know, I'm president of a number of groups and organizations. And also, I'm very active in the Michigan roundtable Metro Detroit. I know some of y'all may know about it. I know the chief used to be actively involved in it, and sometimes we used to have Detroit police officers come to our meetings, but that's been a little scarce lately. But you know, we need to make sure we have a number of entities coming involved, because, you know, part of the all pack too, we propose legislation, and we work with, you know, like Senator Chan and others, but we need to do something to make sure that people are not being victimized, and to make sure We do something about this high price of insurance, because I also represent, I'm president of a city Detroit retiree group. And, you know, like, we have 1000s of City Truck retirees in this city, and you know, we are paying too much for insurance, so I think a great effort needs to be made to, you know, get a number of groups involved. You know, the police the commission, city council, the police unions and what have you. So we can do something about this. We can't be aggressively push it. I know a lot of people are still hesitant in dealing with the board of police commissioners, because at one time when I was on the board, we had a chairperson for the board. There was a, I had a one person torn committee, and I called him out a number of times, and he changed that. But we need to make sure everything is above board, and we need to make sure we do something about the cost of insurance in the city. As you know. You know, as crime is going down, a number of ways, carjackings and all this, you know, cars being stolen, but we need to make sure we do something about a high cost of insurance in the city. Then how did she know that Kenisha shadow. I just happened to listen to the meeting, and I wanted to just give some information. I am a Detroit authorized tour. I represent the towers that do the right thing, that don't take advantage of vehicle owners, the way that it was represented today. The Police Department have a software that sends us requests via app, we respond immediately. We charge the rates that are contracted by the city for these requests. We want to create a separation of how tours are looked at, instead of looking at all tours as one way, versus looking at those bad actors, the good the good toll companies that work with the city. We all share the same concern. We all, we all are victims, just like the vehicle owners. We show up, we try to do a good job for the city, for the citizens, and at times, our trucks get canceled because of those road tours who show up and convince that vehicle owner to let them tow their vehicle, and they and they tell lies to them that there's going to be a toll for free. So we're working every day, and we show up to these scenes, and we get turned away as well. So we just want to try to create a dialog with the with the bo PC, with the police department and with the with the administration, to separate the good tours from those road tours. There's not a whole lot of them out there that are rolled but we do, we do agree with you. We do agree that we need to work together and come up with something to take care of this and and I plan to have more dialog with you guys in the future. Please charge the

Hernandez, yep, I have a memorandum dated December 5, 2024 for the budget committee. None of this information should come across as new, because we've been promoting and sharing with full transparency, not only our timeline for the next fiscal year, we've also taken input and feedback from every commissioner about five to six weeks ago, when we began meeting on this and setting a timeline in partnership with Mr. Freeze, our fiscal manager, that timeline was adopted. That timeline has been reviewed, so there's no information that is new about this or in your packet if you've been paying attention dear colleagues. On behalf of the Board of police commissioners, Budget Committee, please see the key follow up from the committee meeting held on December 3, 2024 the board attendees, Chairperson Eva Garza de Walsh, along with Chairman woods, staff, attendees, board secretary, executive, fiscal manager, staff, specialist, Mr. Robert Brown, fiscal year 2025 26 COPC budget draft. And the key word there is draft. After extensive review and analysis, the OPC budget committee would like to recommend the approval of the 2025 26 fiscal year BC budget draft to the full board of police commissioners, and in the building, in the building of this budget the following fiscal year, 2526 initiatives were submitted. I'd like to note that we have mentioned the bird choosing to leave mission midway of this memorandum. So unfortunately, just for the general public to know, we have a commissioner that has chosen to set away as I'm reading the memorandum, which we're not able to approve, and we're not able to move forward, to stay in line with the timeline that this body adopted, which is what actually put us behind when it comes to submitting the draft to city council, which is unfortunate, absolutely,
