And so we recognize all of the wonderful deeds and actions that nurses provide their services every single day. And they were certainly the ones on the frontline during and after COVID. So we are going to honor one of them today, along with her students and one of the teachers but if I can just see her hand on nurse T are you here? If you can just stand up for a moment. and we have awards for each and every student and also for Dr. Bridges. Thank you and I hope I'm not butchering your name nurse T I will try to be to be ra Alexander R N. B BSN, better known as nurse T. Nurses who care founder to burry to be ra Alexander. RN BSN has more than 14 years of experience in clinical care. She is also an extremely successful businesswoman and the owner of Farmington Hills adult care and excelling nurses Academy in Michigan. Nurse T's future nurses program gives children
children
a hands on experience of nursing and health care professions through interactive workshops. I don't know anywhere else in the state of Michigan where we have and Dr. Bridges if you can join nurse tea at the microphone, right here, Dr. Bridges, but for you and your willingness to partner with this amazing nurse. The students at Renaissance would not be receiving the benefits of her skills and her expertise. So thank you Dr. Bridges. The program will introduce these crucial fields to kids directly from the source and celebrate that nursing is not only a job, it is a calling. And I would venture to say it is a ministry. Nursing is truly a ministry. Nurse nurse T's mission is to entertain children during playtime while encouraging their personal development skills on through books, dolls and games. And we appreciate you so much nurse T. You know, they're the ones who will take care of us in the future and who will be there for us. So I just felt it was important to pour into them and to do this free program for the students just to give back and to expose them to health care before they get to college. So I do have the compassionate home care, home care and you see Kathleen's about daycare wherever contract with the Veterans Administration. We take care of the vets and veterans during the day for activities in your activities, and they go back to their homes. And then we have the CNA school excelling nursing Academy and we also have been nurse T's body bar where we take care of patients who have plastic surgery, and IV hydration. So we're trying to keep everybody healthy and improve the quality lifestyle giving back to my community and to my high school renaissance and my chemistry teacher the class that made me so nervous all the time. Thank you and I appreciate the support from my teachers because they are still in my life to this day and I am a product of DPS and I'm proud to say that I'm a product of DPS.

And thank you for recognizing nurse t for all this she has done when she brought the program to me and she said she was thinking about having it. And what inspired me the most was the fact that she said it was going to be for free. And these kids jumped on it. I mean it is so successful that we have a waiting list of kids who want to be in the program, and prayerfully we'll have the funding moving forward for more kids to be in the program in the coming years. I've been a teacher at Renaissance for 31 years 33 years teaching altogether. And a program has like this has never been introduced for free to our program to our school. And it's helping the kids a lot because they're getting a ground start on what they want to do. A lot of these kids who interview for the position, they want to be nurses, they want to be doctors, they're not going to stop the CNA program. This is just to get their feet wet. And I thank you for recognizing her for what she's doing with our school. Thank you. Thank you Hi.
And Dr. Bridges if it had not been for you touching her life when she was your student, she's turning a bat she's turned around her life has come full circle now she's touching your life and the two of you together in partnership are touching the lives of hundreds and hundreds of kids and I'm hoping that the program will go nationwide. I don't know if we mentioned that I am hosting the first national person nurses program future nurses program for students ages six to 13 at Renaissance High School. So we are having that this Saturday to kick to kick off Nurses Week may 6, one o'clock to 5pm at Renaissance free and we have stations set up for the children that they go to the stations. My goal was 50 students we're at 222 students right now. So I am going to cover all the expenses for those children and they will have different stations where they learn hand washing, they'll have actual animal organs, hearts and lungs and then they'll get to hold in their hands and each station will expose them to nursing and healthcare

George Latham the fourth was born and raised here in Detroit. He decided that he wanted to be an author because he simply loves to read. This young leader at only 70 years old published his first activity coloring book entitled I can be then his second book, entitled I can be which is a sports edition, letting people know the various sports that they can embark upon. That book was released. On his eighth birthday this past February. George is an example of his book I can be because he is in addition to an author. He is a public speaker, a basketball player, a chess player, and has a red belt. In karate. I call him out George. Wow. He truly is a shining example, that Detroit is a place where dreams can be realized and where people can thrive and make a meaningful contribution to their community. George also encourages his classmates to read. He is an advocate for literacy. And also as a published, published author. George represents the best of Detroit and he is sure to inspire others to follow his footsteps and pursue their own creative passions. George, we are all inspired by you. We truly are and your creativity and your passion and your discipline is what got you here today. We want you to continue doing what you're doing. You truly represent what Detroit is all about in the best of Detroit. And I know you want to inspire your classmates, but you're inspiring adults like me as well, too. All right. I just like to say that in my research I find in military and field paddock and stone when they bob and bond counsel for other municipalities in the state of Michigan and harbor, Lansing, Sterling Heights and others they cross every T and dot every year anyway I but it seems like when it comes to Detroit, Michigan, they're playing very fast and very loose. And I suspect that the reason for it is that that that depending upon the the residents not being up to speed on a lot of these issues as well as sad to say some of the council. I just like to say it to reiterate again and to emphasize again that all bonds that are issued in the state of Michigan with a unlimited attaching obligation bond with a limited tax audition bond with revenue by Michigan. Transportation fun by any kind of capital improvement bond. They all require some form of notice even notice of intent to be put in the newspaper general circulation would write to referendum or resolution from the council that has to be put public notice in a newspaper general circulation and forming the public 30 days before the public meeting takes place. And that also pertains to refunding bonds they also require notice now I'm happy to hear as Mr. Councilman Dr. Hollis has has been indicated to me from his office that we're going to have somebody from Miller Canfield. I wish it was the same person that allegedly supposedly told John aglet all that misinformation that he was pulling out of his mouth. I want to I want to I want to see that. I want to know that bond comes from in the Capitol, but it doesn't matter. Because I will be here tomorrow, as well as my colleague, Ramon Jackson, and again, we will have a whole briefcase full of laws, as well as documents from other cities and municipalities. Appreciate this you to put in a request to get a block club and it's taken quite some time from the mayor's office they call it up on my behalf and we did get a block love and establish in this process. Their community I went out our neighborhoods our neighbors are very eager to bring results in our community. We just still have a lot of red tape that is preventing growth and transforming our neighborhoods into a community. Is there any way that we could get direct access to resources in our community? One of the questions that was asked was exactly what do we need for equity. That's a question that nobody is able to give us. How do we establish equity in our community, whether it's policing cleanups or whatever the case may be? We would like to have a direct answer into what it takes to get equity into our community. The other day I appreciate being here. I understand that spirit of the award. Today. There is in our neighborhoods, there are 1000s of Lloyd George's with dreams and ambitions that lacked the resources and the abilities to manifest them and so I can't reiterate enough about the red tape. I appreciate Miss waters and her endeavors with the veterans and helping out in our veterans veterans has for us. This is from Miss Johnson Mr. dirt hill with the crime I've been coming down and watching and really seeing how effective everybody is really bad. The one thing that I really asked most is if we can establish some form of journalism, style form a direct channel where these programs can be get out the information you need to get out to the community. I like that new data reimagined. Of course I have some feedback, but I'm still really struggling to understand why the drivers wage hasn't risen. It's not that hard. I've had clients that were labeled lawyers. It's not that hard. The administration easily did it for the police. I was told we need 500 drivers in seven years to completely implement the proposal. And we're 100 drivers short and it's really started in New York despite the driver shortage. DPP is throwing that $10 million low income fare boondoggle out again which has proven not to be realistic and what hurt the system. You know, if you want to do a study on lonely compare, it has to be narrowed down significantly because most of the cities that have a program like that have fear that's like three to $4 and invest twice the amount we do so I mean, it makes no sense their proposal.

Basically that's that's the key you tore up our neighborhood we I'm not going to tell you guys but you got to do. You tore up our neighborhood done damage to our homes, damage to our health, and now we're being harassed by other entities of the city. Whatever challenge my thing really is, you know I'm complaining. But my thing really isn't that you guys have got to hold this administration accountable. I mean, it's plain and simple. You can check with the State you got we're talking about back here. You got to talk about how many complaints. People have been caused in the city. So actually there is a need for nurses in the city of Detroit. I'm hoping the administration will know that read that article in the Detroit Free Press that appeared on April the 28th 600 nurses from the Philippines for the Henry Ford Health Systems. We are in need of nurses and all these $15 jobs $15 A job on per hour. These jobs that we're promoting through workforce development, it's not going to get it you can't live off of $15 an hour. That's my opinion. So I'm hoping again, Miss spring, if you're listening or anybody in the administration, maybe we can add additional programs to our workforce develop instead of training people how to clean out alleys and clean up trash. I've deep concerns about items 7.1 a $6 million contract for emerald media services. What are they doing for $6 million? That could help out a lot of people that could do a lot of home repairs. I mean, what are they advertising that is so important that we can't be helping the elderly and other people who need that money. Second of all, I'd like to congratulate Mr. George Latham, but I'd also wonder how he would feel if only a select group of students in his school got asked to participate in an a big school project. And then he was invited in the end and it got rolled out upon him and he didn't get to get to participate in. That's what happened us in the Lower North End with North and landing when the equal treatment of everyone would have been to let everybody sit down and participate at the table from the get go. And that's just what I'm asking from this council. And all neighborhood planning studies be equally accessible or accessible to all who want to participate and at the city networks with selective groups of residents and stakeholders that they chose not to community. So think about would you do that to George Latham exclude him from involving something in his school or planning his own neighborhood? Is that what we would treat him about what this country is about? Because Joe Biden also said, This is a country where we're treated equally and with dignity and respect, and that's not what we have.

All of us in the city work we are all concerned about violence. After we've been through a terminalis summer. We already have done free zones on the Riverwalk. We already have enforcement. They shut off downtown. They don't let us we shouldn't even have a curfew. We can't even enjoy our own city because of acute Cleveland because they're not doing their job. How do we get the tire marks and those drag racing marks out in the middle of the street they look for help. And then also I don't agree with cashless places such as Little Caesars and other places. I have cash and such. And I don't trust these with these digital hacks and things of that nature. You know, we all should be having an option Were at place in the city of Detroit. They have cash on me because they don't deal with the banks. And also, in regards to this Solanas, you know, environmental racism has always happened in the city of Detroit look at Marathon and the others. The maroons and such they pollute our air, poisoned our water and we get to pay and we still have to suffer. The council is not going to do anything or powerless. The mayor is at his knees. If you can explain just so we can level set the rationale of why the city of Detroit has indicated that this purchase will be 100% city funding, and this is requested to provide rental vehicles for COVID-19 operations. I do understand that the service has already taken place due to the emergency nature of it. So if you can kind of walk us back and talk to us a little bit about the rationale and when was this contract actually executed? Absolutely. Executed excuse me not to contract this services. My apologies. Yes,
absolutely. Through the Chair. So these services were well let me start with the first part the services were executed and paid for back in October of 2022. And in speaking with finance, so our agency CFO, what finance is doing are starting this fiscal year COVID related purchases are flowing through the general fund first, in the end, they are meeting with grants and being reclass to the appropriate COVID grant funding or arpa. So that's the same thing that's happening with this. So this charge for 35,000. Finance and grants are working together to reclass the expenditure to the proper COVID funding grant. So ultimately, it will be charged to COVID.
Alright, thank you. And the question I have following up with that is when did the process change?
That was oh, so through the chair when I was speaking with finance, they started that process. She said fy 23. So I would assume July one.
We're not sure though, because as far as I'm hearing about it on those colleagues have heard about it prior to that, could this be late to gathering that information? So but you're not exactly sure when it actually went into?
She just seemed she's specified that it was fy 23.
So this this current
fiscal year, yeah, this current fiscal year.
And then so how would this body know when we see on the language that's before us 100% city funding? How would this body know and you may not be asked I'm surprised but you're the one that's being asked to respond to these questions. This is more of a contracting procurement question, but how would this body know if those dollars had been transferred? Grants? Because all we see here is 100%. City funding. I know we do receive a quarterly report for ARPA, but seems weird that we would have to wait that long after we repeat after we initially approve a contract, potentially for 100%. City funding only to find out later that it was then paid for through a COVID arpa funding.
Yeah, through the chair. Unfortunately, that is a process I don't really have an answer to. I just know this is the process. Now. As far as notification to council, I'm not sure if purchasing has something in place that they will be doing or finance or grants. I'm not really sure of that part.

I know that we are back approving the emergency contracts that came into place because it's been about five or six months now. So can you just speak to where we are today and what the strategy and planning is moving forward with paratransit?
Absolutely. So I won't recap everything that through the chair. I won't recap everything that took place a lot of people know but we went into the mode of emergency and brought on a local companies to make up the 70% that was not approved by City Council. We had to push put this together very quick, quickly. And I will tell you, it's been very successful. With the local companies providing the service while we oversee every other part of the of the business. We have statistics that we showed and we will be bringing on to you on a regular basis. But Delray Shachar mo transportation. We're the ones that believe that we're up for bid Del Rey. Yeah, that's right. So that's it. We've been moving forward in that mode. Now simultaneously, as we mentioned, and as directed, we have went out and we've went we're going through the RFP process. The response was fantastic. The committee has went through and gone through the evaluation process. We look forward to coming to you with the results of that shortly. But we are moving along and we anticipate that we will be moving forward with that additional additional 70% filled and the way that the RFP promised and we anticipate that we'll be moving full steam steam ahead. July one Okay, great and how are you are soliciting feedback and evaluations right now for the current vendors? I'm not sure if some of these vendors are also bidding on the RFP that is currently out now. But how are you soliciting? evaluation and feedback currently?

I think that the procurement department but I could probably answer that better than I can because there's a process to go through with the RFP process. So I don't want to say anything that goes outside of the process and puts anything at risk for for how we're moving forward. So if somebody from procurement could probably answer that one

So director always be you can just speak to overall just how you are evaluating service. Oh, I can do that. Really? Yeah. That's not really a procurement. I'm just curious, how are you soliciting feedback based on you know, evaluating overall services right now?
Yes, no, I can speak to that. I'm sorry. We were on the I was on the topic of actually selecting the next step not the, the other portion. So we do have, I can speak to the performance performance tracking and input. Customer service has been taking input. We've been utilizing that information to enhance our service. We have a performance tracker that gives weekly trips, preventable accidents, preventable injuries, vendor on time performance, customer complaint scores, and we evaluate and score each provider and that will that is how we decide how many trips they get per week. It makes it gives us the ability to manage appropriately. The complaints are drastically down. Since we've come on board. We want to get the amount of complaints down to zero of course, but we're doing the best that we can under this emergency process. But we do have a customer oriented score card we have a cost effective scorecard we have a reliability and on time performance measure. We indicate whether each provider is doing well for example, on reliable on time performance, with the most recent information that we have with the most recent seven days. Big Star gotten a check or gotten a Deray gotten a mo received an A and people's Express received an eight which is fantastic. That's between 96.9 and 97% on time performance, so that is reduced the amount of complaints but when we do get a complaint, we act accordingly and swiftly.
Right Thank you in that will be taking into consideration for the current RFP that is put out or no.
So the current RFP that's put out this will be the scorecard will be the same. We anticipate through the new RFP that the service that we have today will be a lot better depending on who receives it. But more importantly, the structure it really doesn't matter who receives it. The requirements in need is the same. So we want to make sure that we have the appropriate vehicles, the appropriate training the right behavior of the operators. And of course, the in house portion of cups customer service, and we top it all off with safety. So we will have even better service. We're doing great. We're going to be even better. Thank you, man. I just wanted to say about the issue involving the gun free zones. It recently came to my discovery that there is a case involving more we just talked about Israel. I told Mr. Whitaker just now, Morgan v. United States DOJ, which says that if you are using gun restrictions, in a zoning ordinance, that that does not occupy the field of preemption regulation. Because when a zoning ordinance is the application of the regulation of zoning, when it applies to businesses, activities or dwellings it as long as that's done in the general sense, it's fine, where you would apply that into the specific or particular or individual sense of regulation of buildings, activities or dwellings that would enter into the field of preemption. So they upheld that ordinance to restrict firearm sales in a certain neighborhood based on that now, that took place right after the Heller decision of the Supreme Court, which determined that gun ownership was an individual right, but the reason why I'm bringing that up is because now we're having even though we're having a discussion about banning firearms in the group says, you know, you're gonna have some people who are going to feel that this is fringed upon their Second Amendment rights. So I think that that it COVID that this decision came right before Heller so I still gotta have that, but I you're gonna have that conflict, but think for the sake of debate and argument for this discussion. There are local ways in which you can have restrictions on firearms in certain areas based on case law. That case law that said Morgan, the United States DOJ was a federal district court involving Redford city of Renfrew Township. Thank you, man. All right, thank

You indicated Sir, there were some reluctancy that you were wanting to communicate to us from the law department about releasing the privilege and can you talk to us a bit about what that reluctancy is I know that initially that we've had members of the law department come before us and leave it's even the corporation counselor deputy Corporation councils that may have been before your time not sure what they say they slap you know, that privilege on there as one as a courtesy to kind of make sure we cover everything but it doesn't always apply. But when the request is made, it's a case by case so why why is there reluctancy on this one,
through the chair Graham Anderson law department. The reluctancy is just it's for anything that is privileged there. is always going to be a level of reluctance it is those were Corporation consoles words themselves. I was reading when I asked him how his feelings were on this. However, this isn't a matter of litigation or anything like that. So we are comfortable enough allowing this but however there just always is going to be some level of reluctancy or any privileged information that the law department speaks on. And also let me know too, that this isn't something where we you know, redact certain wines here or there. It's kind of an all or nothing so that's that's the reasoning.
So let me ask this question, because I know member waters did not request the privilege on the document that was slapped on by the law department. What was the rationale for placing the privilege on there?
Through the Chair? I don't know the specifics. of why that this memo itself I didn't author it was slapped with privilege on it. But I do know that just we are comfortable laying that back for the public to see because this is something that and I think that's the main thing is this is a matter that the law department understands the public wants to hear about needs to hear about and it's important for them to understand and there's nothing that was a level of privacy that really needed to be keeping the cards close to our chest. So we did feel comfortable releasing this and thank you member waters for encouraging the public to see this information because I think it is very valuable.
Thank you. And I agree with everything you just said it just when you never you start off the statement or even interrupt the vote and say no as a word of caution. That now raises the level of questions. And you know, now hearing your explanation. It seems very benign.

I want to first say congratulations to my alma mater, Detroit High School Fine and Performing Arts otherwise known as DSA for recently celebrating their 30 years and for inspiring and transforming lives through our education. I graduated in 2002, which seems like a lifetime ago now. Getting older, but again, we appreciate you know, all of their support Dr. Reynolds who was over there, who was there as a teacher when I was there, who was now the principal is doing an amazing an excellent job. So shout out to DSA out unfortunately, I was unable to be at the event but we recorded a video and presented them with the Spirit of Detroit award as well, recognizing their 30 years of achievement and goal achievers. So next I want to talk about something that happened over this weekend that many may have heard about was was significant to our district, which was the demolition finally the demolition. Of the Redmond Middle School in the seventh right off of the Southfield freeway. There were some issues and concerns and some safety issues that we will not go deeply into. But after close to 20 years of this being vacant. Now it is demolished and the residents are happy. So I want to give a special shout out to the White House and her demolition team as well as DPS for bringing this together. Then I want to remind everyone that our policy session is coming up on May the eighth from six to 8pm again this will be at 4924 Joy road again 4924 Joy row. This is policy session number four and this month's topic we will cover the 36th District Court that will be our focus. Finally, I want to remind residents of D seven please come out Tuesday May 16. It is our mandated City Council charter meeting or mandate a charter city council meeting from seven to 8:30pm. We will be holding this at New Providence church which is located at 18 to one one Plymouth Road that's 18 to one one Plymouth Road Again, that's Tuesday, May the 16th. And just also want to share with residents in District Four particularly around still Lantis and the Mac engine plant that we are continuing to have conversation to make sure that we're addressing the odors that are coming from the plant and recognizing that you know, residents are sandwiched between two still Lantis plants. Jefferson North and MEK engine and just the environmental impact that it has on our residents in that area. So we continue to have discussion, continue to push to make sure that we are addressing in a positive way, improvements to their quality of life and air air quality as well. All right. Thank you remember Callaway. Yep. All right. So our office will be hosting a community conversation regarding the closures and impact of the Grand Prix. I know people are excited regarding it coming back downtown to the streets of Detroit but does cause a lot of impact as we all are experiencing with our staffs, having a park in the other garage and taking the people mover over every day. So we will be hosting a community conversation with the impacts that it will cause on residential areas next week. Thursday the 11th May 11 at 6pm with various representatives from the Grand Prix and city department so that people are aware of possible closures and impact that it will have on both businesses and residential communities. Again, that will be next Thursday, May 11 at 6pm virtually if you would like more information please contact our office and we will also make sure that we send that out via email and on all social media platforms. Also our renters, our rent rights workshops are just taking off. We are just so pleased to have this partnership going into various residential buildings helping organize tenant councils for residents and understand their power and rights as tenants. Lastly, Belle Lau will be before City Council next Tuesday for their annual update just so council members are aware next Tuesday during our formal session build out we'll be here for them and that is all I have for our member reports.
