They had a forum and they had a turnout and they really brought light to the issue of gas stations and party stores selling tobacco flavored tobacco products to our youth in attempt to get input as the next generation of smokers. Us and it was fantastic to have this board who came out the patient and really brought light to this program. Not sure if you are aware he did his thing a whole investment underway. Understood if not cheaper to have my time honorable council president virtually just like to share some of the work that's going on by your Detroit Police Department of Health and Safety because it's something that if the essential progress to be out and serve the community will share the status of a few options that were injured. So we currently have two members who are out disabled one officer from the second precinct. Both were involved in accidents. One has an extremely long road to recovery Stan just guessed that you wish them well. And recovery COVID is something that still affects us all. nine members are currently quarantined, isolated, same numbers last week. Last week. Of those nine five positive still testing positive
as far as we got off to start well then we're going to do we are continuing. We're here on a percent and our homicides. Last year we got 60 to 67 3% and our non fatal shootings were up 168 last year 107. In our loans are 1022 and 2022. And on a plane for additional in all your 5% violent crime. You're continuing to do the work in Czarist Russia. We have a robust crime strategy focusing on our police precincts to drive crime down by 10%. contains everything in our power to not just number down without the written agreement. One of the other initiatives are drag racing to issue interesting across the country deal with this issue for it's not a new kind of dedicated for addresses. This past weekend we investigated 31 People 15 traffic stops for citation only for vehicles that we investigated and make one found on the roads. As we started this detail on March 24. Last year, our suicides in progress. We were at 393 last year. That's the additional goal and our suicide threats we were at 785 this year 773 Last year, so the columns are coming in our totals were 3004 so I'm sorry 3932 issue 3514 last year so are almost 4000 calls that we've served. Eight I'm sorry 400 Call annoyed with the mental health index, talked about shared. We were present for our unveiling our mental health
response unit
meetings in service and to help adults that are in crisis need when they call so we continue to do that work. We're working on innovative ways to get those. So we continue to report on the progress of business. This is significant incidents like to share with you one carjacking that happened March 19 officers were dispatched to the 13,000 block living moment to investigate calls comm search for an armed robbery carjacking them all over the U haul truck to do firearms and the midterms 2016 cry for both personal ID members of our Marshal Alta quickly jumped on the case shortly thereafter apprehended possible and well attended over the hideaway but some amazing programs and also the City USA this case got the attention of the US Attorney's Office and they have done so responsible for this have been charged federal for this

We were able to take two individuals out to shame one was a 15 year old man laser charged with the shooter because the shooter so charged is so juvenile detention center Detention Center and we are awaiting he's there waiting charges with deciding whether charges and charges are at the mercy of violence finger stabbing happened 19 101 caliber this started when I was super dispatched to Henry Ford Hospital for stabbing them once they got to the hospital for now today. There'll be an award ceremony, where we will be presenting those from telecommunicators week. So again, a great day for DPD and some great things going on this week. That's correct. That's okay. That's someone proclaiming their willingness to self harm. I can get that number for you. I can based on our homicide rates alone. We they far they are few and far in between if any have actually been carried out. So I can ask I can get that number from our team and provide that to Mr. Chair.
And then when that happens, they get some help that they send them to. Okay,
Mr. Chair consistent with our practices and policies once someone claims to self harm, we get them to a facility to get them to care that they need to return to baseline or to be somewhere whatever their issue is self harming has been taken out of the equation that is no longer under consideration and that's with each and every run of a mental health Nexus whether it's the officer that petitions whether it's a family member that petitions them for the mental health care that they need. That absolutely happened, sir. Okay,

Mr. Chair, I have a couple of questions. I just raise one now. Chief when it comes to officers and having breakfast breakfast time, breathalyzers. in their vehicle or we're or the department is today far as getting, you know, purchasing more breathalyzers. Do you think we have enough breathalyzers? For you know for each officer that's on patrol or where we from a department or a city where we stand right now as far as purchasing new breathalyzers are where we are and how the breathalyzers that we have currently, how they're How effective are there
to the chair Commissioner, so two parts so we, the breathalyzer machine is not a mobile device. That is something that that a stationary at the time that we determination is made that someone is operating a motor vehicle under some type of influence. What officers carry on the street is known as a PBT, a preliminary breath test. Excuse me. We do have several and the quantity that we have in no way impacts negatively our ability to properly administer them when needed or when requested to do that. Excuse me, if you'd like for me to get an inventory or a number of how many we have, I can certainly get that to you, but from our management service or that monitors our assets and our supplies that we have, we are nowhere near a level that's critical that would impair us from making OWI arrest.

Thank you. Again, through the chair, Commissioner banks, we would take them to a medical facility. We would get them there. And the medical professionals do their part. We, we we don't administer any. We certainly get to a point and we've been trained to our Mental Health Core response, to have that dialogue to bring them down and de escalate them and we have a partnership with D when who may have a clinician that that is in tow that can communicate with them to that point that we can safely get them there but once we get them there, those practices are done by the medical professionals at at the facility Sinai grace, Henry Ford Hospital or any of the other facilities that we've partnered with to do that. So I can't speak specific to what the healthcare specialists do the services they provide.
I got one more. How was the well being of the five year old little boy How's his well being doing AC
Commissioner I would have to follow up with you on that. Whether it be our child abuse shooting, and I believe they are taking the case I'm not sure but I can get that information. And certainly back
in the chair. That incident happened in 11 Press the young man has been released and he's doing fine.

Deputy Chief Assistant Chief, sir, pardon me a couple of things. First of all, last week I I asked the officer that was here to come back to the board and let us know
Oh, Carla, music man, the man from your church or somebody to get our sound right anyway, I asked that the tape that had been recorded the body cam footage of the young man that was shot I believe 18 times by the police department who had a pin knife be released to the public. What's the status of that request? It's appropriate. It's been more than enough time and and the community has insisted that they see and I'm I'm in accord with that
through the chair Commissioner Bernard, for that matter, an ongoing investigation I that if it's evidence isn't part of a criminal investigation, that determination is made by Chief white and possibly in consultation with prosecutor. So I'm not sure where we are as far as it being published. I was not at the table last week when you made that request. I can take the request now and follow up and within writing with writing I can give you a response as to whether it's the determination has been made if it's appropriate at this time, or if not now when I can get you that information.
It's unacceptable for the community to have waited this long. We've seen the video of shooters in schools and and Tennessee and here and there and, and people robbing banks and everything and we can't see a video of our own department involving the death of a young African American male. It's unacceptable. It is it is it is a disgrace in my opinion, and I mean that. So I look forward to hearing again from you next week. Secondly, I guess you're probably probably know already the good news that the bills that were in the legislature that indicated that that we're gonna have increased gun control in the state of Michigan have passed, including the Red Flag Law, which will allow the police department to take a weapon from anyone who may even have one with a with a cc W with a concealed weapon permit. If in fact they have mental illness was reported that they have problems or something like that. So we're trying to you know, sort of close that that window of weapons within the community and so that was approved today. The governor will probably sign it next week. I'll thirdly I know that you're aware that the course last month was Women's History Month. But today, as well, before the end of this month, April 28. The department commander will have to have rooms where women officers and nurse their child or pump whatever they gotta do. They can't be the bathroom. As the law is very clear. It has to be a nice room, quiet room in response to the needs of women. And also there's a new pregnancy act that has just been approved by the legislature which will do more for all women who are in business or in in the city of Detroit everywhere throughout the state of Michigan. In terms of the rights that they have visa vie their employer and of course that includes police officers. Finally, I'm excited about the fact that they have announced today that they're going to continue cursive in the Detroit public schools. I think it's disgraceful that people can't write their name or don't have a signature. A signature is a very important thing. And we're going to have that but I wanted to ask you, Deputy Chief if in fact, I'm wondering if you would consider this. We don't we only have 50,000 kids in the Detroit Public School System. So and each precinct has a neighborhood police officer for US

asking you if you would consider and and the chief would consider letting asking a police officer could be the neighborhood police officer in that particular precinct. Go to visit each of the schools in the precinct. Kids don't have any idea they see stuff on TV and you know, they see the movies and stuff. But I think that if we become more personal with the community, kids in the junior high and high school, and they get used to seeing you and get used to and can develop a relationship with you. They will be more inclined to do what the mayor just asked all of us to do. We just shot stabbed her, which means there'll be less inclined to fire a weapon less inclined to take someone's life. So we can all do more. And I'm just thinking that if we do that, it will have a very positive impact both male and female officers. They just go into the once a month goes to speak this class went to that class. If that's okay with you. I know you have to let them do it. Yes, concludes my request. Mr. Chairman,
there was a lot of things thrown out so I think I can appropriately respond to and I'll start off with the ladder in our youth. It is our commitment to forge relationships, build bridges, and help the next generation future police chiefs and deputy police chiefs and preachers and pastors and executives and police commissioner so anytime we have an invitation to bridge that gap to shift the narrative, shift the paradigm and build a relationship humanize the badge we will always accept that. We have programs for our brotherhood, or sisterhood that are actively going on now. We're we're in the high schools we're talking with we have a storied organization that that we meet with these young student athletes, and again, help build bridges and we're playing with them. We have community and charity events, whether it's basketball, whether it's softball, whether it's flag football, whether it's hockey, so we are certainly doing everything we can to help our future leaders and shift that narrative and humanize the badges that we wear.
And even the new cadets. Absolutely that they identify with other kids that are 19
years old. Yes. Yes, ma'am. So, and then the second piece that you mentioned as it relates to nursing of mothers, that is something that Chief white, was near and dear to him, certainly from his time away serving civil rights, understanding that so we have been in compliance. We have made those spaces, those rooms available. As the statutes have indicated plus we've gone beyond what that takes for, again, our nursing mothers here on the department. So we are certainly in compliance with that.
Mission a personal
witness, thank you to the chair. Our costumes are concerning the homicide numbers, noting that you know, the warm weather has really hit us. It hasn't be truly concerned about what the summer holds for us. I am deeply empathetic to what officers have to endure particularly that you respond to crime and in very few instances, are you able to prevent it that being able to read people's mind. But today I eulogize a young man by the name of just son Isom a 24 year old who was shot twice on the west side of Detroit, a scholar, athlete 4.0 student, and my heart just really goes out to this community that we really are losing the best of us before they even blossom into their potential and so I take this opportunity at the community meeting, to suggest that we got some real work to do, like some some serious, deep, thorough work to do to ensure that we save the lives of our future. I recognize again that officers can't do it all we have to be able to collaborate with one another to ensure that our communities are safe. Because oftentimes the answers to our prayers are the children being gunned down before they are able to realize their potential. So, again, I recognize that you know, the restraints of strategy and tools and instruments that I was to reduce this, but think that we already 8% ahead and it just start to get warm. And you know, when I was growing up, there was this notion that you know, the east side was more dangerous than the west side but looking at these homicide numbers there are 17 More homicides on the west side and they're on the east side. 17 more and so I just feel like we really have some deep soul searching to do in our community. To see if this is something that we no longer would tolerate honestly, honestly no longer tolerate because again, the best of us are leaving us before they reach their potential. I don't know if that's a question, but I just had to get that off my chest because again, as I see these numbers, it really is untenable. Well, Holly,
thank you, Mr. Chairman and Commissioner Presley. I think all of us can really been beating me on on that comment. I think one of the things that they will be concerned about deputy chief is what do we have as a church, other organizations playing a role in our community? For example, when we have we have a champion the core, I want to know what they leave the other churches doing in the precinct. And perhaps we need to get we got three preachers on the on the commission, and maybe we can sit down and see what we can do and when it turns being activated them. The other thing and I thank you for your report deputy again, as a minister, about a month and a half or two months ago the chaplain Corps was supposed to make a presentation. They were they were not able to make the presentation. We asked for a presentation from the topic or two months ago. I know that you you at the table and we ask them these questions that you can bring the answer back. My concern is is that the work of operating with no budget and I got it you got a $300 million budget. I don't know what the budget is anymore, or the police department. I just asked for $1,000 a month for each for the for the for the for the chaplain corps. There there's a memorial that the capital Corp has for three officers. We lost three officers this year. There's a memorial that takes place every year, honoring those officers and then after that, they feed about 400 people. And so when people make donations and make the donations now like illage Gibson now could guess the whole user base is $200,000 to the NAACP which is a good thing. But the rest of community, you know, it's like I gave to the NAACP don't have to get nothing to you. So I'm just saying to you again, there is no money budget for that for that affair. As I understand it. I'm not here to do anything but you know what, God, I don't have much of anything but God God gives me its resources and relations. I asked to see what I could do to help. And I was basically had not been called. But I do feel like the cap, of course, should have a budget. I think that if you're gonna have 400 people at a vet that they will eat after you have them loyal for the community. Where would that money come from? They don't have that right now. So I'm just asking if you could look at it for me. People come to me a lot of times is it due to the other people at the board? They think we have relationship. I think we have Zeus they think we have you know we got some power and well, you know, I remind remind them, we don't have that much based on what we're seeing here in terms of legal piece. So I'm just saying to you again, I don't need to be redundant, but I am very concerned that the copper core has been omitted for three months. I asked for, ask for them to have a presentation it seems like there may be, you know, a hesitancy about it from from your from your your perch, not you but your perch. I'm asking if you could help me with that. And if not, then let me try to help them. But I'm just saying to you again, this memorial for three officers which we do I know you concern about it. We all are when we lose somebody and we but we have no money to work with as my understanding at this at this particular hour. So I'm only saying like Commissioner privacy. I don't know if it's a question or what but it's my concern and I'm asking if you would put it in your DNA, your spiritual DNA and try to get something to at least to me at night for the ministers that represents this this board. As you indicated, working with our faith leaders, we are certainly willing to work with those that are committed to driving this violence down and again to you Commissioner Pressley as we know we can't do it by ourselves. So certainly working with our faith leaders we think would be of great value and changing the decision making and resorting to violence and extreme violence to problem solve. If we can get out of that mindset. I think we can change that. I think we can truly drive these numbers down and make a more productive society as a request for the chaplain corps being very transparent. Excuse me, there was a leadership shuffle, and a bit of reorganization. So we wanted to make sure that the presentation that comes before this body is is clear. So we know that roles and responsibilities concise, factual and and consistent with the core of the chaplain, their core vision of core mission and values. So I will get with board secretary to ensure that we get on the calendar so that that presentation comes before you buy chief chaplain, the nail Caldwell, to the event that you spoke of, I believe it is speaking of our interfaith Memorial through donations, the chaplain doesn't pay for that out of their pocket. So there is a mechanism to ensure that that annual event continues on. So we will share with you how we got there and the funding source for that. But that event will happen again through through our partners or through donations. So that event is not in jeopardy and we will certainly follow back up with you.

Commissioner, the course that we put on for intimate partner violence, it's a it's a series of courses when we talk about human trafficking and others. So I don't know what that curriculum looks like. It's changing. You know, even from five years ago, the prevalence of internet dating and on the apps and things and there are some of the terms that are gaslighting and others that they speak out. But I wonder what was going on all that time that it took all that time to complete? A rather you know, complete a process which was clearly spelled out in the chair that you're supposed to do this and I'm wondering what happened with our hopefully we're gonna have a new chief investigator after tonight now with Mr. Warfield, what happened well, how is it that you could be extended an offer accept an offer, and then suddenly, oh, we changed your mind after you accept. That makes no sense. Um, that's one thing. Another thing. complaints. I hear I hear as an excuse or a reason given as to not investigating things like the death of Kenisha Coleman. That the only investigate non criminal complaint so my thought is misclassifying a suicide homicide I'm sorry as a suicide is not necessarily criminal unless the prosecutor decides that it's something to press charges over and clearly the prosecution has not done that. So therefore the complaint or falls back to a improper decision or an error on the part of someone in the police department that should be investigated as a non criminal complaint it should be resolved. As far as I know, it never has been. And there was other complaints, I don't remember the gentleman's name, but there was someone else who um, died where he was shot in the back of the head with a shotgun and it was ruled to suicide. Again, that's, there's these peculiar deaths where they're just misclassified. And that really needs to be attended to properly and finally, contract. I know the contract is already down there, but I'm just wondering if anyone here did anything to make sure that you're not forced to promote convicted criminals in the future against your own wishes back. But for a long time, our group call them out, has given out watermelons as an insult to black people who don't serve the interests of black people. Some things might not that I'll cover will not be in the documents that were submitted, but I wanted to give you an update on the information so I'll be presenting the Human Resources Report for the month of March. The reports gonna cover departmental staffing, personnel recruiting, recruiting initiatives, and like I said you already were previously provided some information. So if you go to the next slide that says departmental staffing the department department for the month of March was currently staffed at 88% for sworn members 90% vacancies at 10%. Police assistance was filled as 70% vacancies at 30% and for civilians for the month of March failed at 83% vacancy 17% to go to the next slide that says bear with me. Sworn recruiting from the beginning of the fiscal year to march 31. We had a total of 3535 applications 59 were in processing 251 applications were withdrawn. 2957 applications were okay 425 were temporary disqualify 470 were permanently disqualified and 209 was awaiting impose. If you go to the next slide this says march in Coles testing. The chart depicts the written phys and physical agility testing. So for the written test there were 137 that were scheduled 77 appear we had 46 that passed which is a 60% passing rate. We have 31 that fail 40% failure rate we had 13 that were rescheduled and 47. No shows for the physical agility we had 184 That was scheduled 101 appeared 57 past 56% passing rate 44 Failed 44% failure rate 25 Reese was rescheduled and 5058. No shows. If you go to the next slide it says total new hires for the month of March. We had 32 sworn and then we had 23 civilians for a total of 55 new hires for the month of March. The next slide covers your Detroit residency and non residents are information for Detroit 542 sworn 425 civilians 15 police assistance for non Detroiters, 1828 sworn 216 civilians and 23 police assistance of that we have new hires 13 for civilians were Detroit residents and 10 for the sworn or Detroit residents. The next slide should be the attrition slide. You will continue to see a decline in attrition. So for the month of March we only had nine that separated and as you all know last year we would experience above 30 a month we get nine this separated for sworn seven civilians for a total of 16. The next slide covers the leave of absence and restricted duty. For FMLA continuous we had 19 sworn eight civilian for FMLA intermediate 66 worn 85 civilian for PPO, which is a new category that I described last month paid parental leave six worn medical leave three for sworn six civilians, restricted 160 For sworn nine civilians, disabled 20 sworn one civilian and sick 13 sworn in three civilians for the next slide. For monthly separations, we had a total of nine as I stated eight police officers one lieutenant for suspensions we had 19 That was 17 police officers one Corporal on sergeant and then we had a total of 535 in the drop. So in talking about our sworn our separations, I think once next size is sworn but if you go to the next slide where it says department separations 2022 to 2023 As you all know 322 separations for 2022. And as of April, we only have 39. So in January we had 14 February and 14 March we had nine and right now we've had two so as you can see, there's a downward trend beginning in October if you're looking at the slide, if you look at January to April 2022. We had 98 separations January to March or 2022. We had 76 compared to where we are right now we've only had 39 which is good that means the contract is working. If you go to the next slide, it says police recruiting. So this is separations to other department departments. As you can see, at one point in September we were 25 October 12 November, December 6 January three February to March one a for one. So as you can see less people are leaving going to other law enforcement agencies. You go to the next slide it says one appointments and new hires go to the slide after that. It says what's when in our academy right now? So right now in our academy, we have five classes. We have a total of 127 that are currently still there. We have 11 of the reinstated officers that have come back that have already mobilized out of those classes, and then we still have three that are there. I have 56 candidates that are still in background 29 in pre background. We graduated a class in March of 28 students, our next class will start 24 April. You go to the next slide that says 2020 to 2023 reinstatements and go to the slide behind that. You will see that we have since the contract renewal we have received 64 requests of members to return to this department. Nine increases the last month I briefed you 22 have been hired meaning they have done all the processes to get back to the academy and some of them on the street. 29 of those total have been approved. We still have 19 that we're processing we still receiving more aid were denied aid withdrew. You go to the next slide. It says recruiting initiatives. I won't cover all of those, but that's just some of the partnerships that we have been made in the last several months. And then just some of the events that we did in previous weeks and some of our UPS, upcoming events that we've done. And then as you all know, on March 25, we did a career day, Commissioner Moore did come out. We had Henry Ford medical center that was there they did the free physical agility test. So that means basically we assumed the cost on DPD and the applicants did not pay for that services and that is a service that they need to get screened before they even take the physical agility test. The radio show was their kiss one Oh 5.9 would tune up. They were there doing live on the spot interviews with the candidates with the instructors with DPD. The Air National Guard was there just to show that we have a partnership with our services and our reserves. So they were there. Clara University was there as well. We had over 100 applicants to come through the door before noon. So all around it was a great event. And the last slide that you have in there just says separated versus new hires. And that's just to show you that we have a net gain as of where we are right now a 57 officers so when you look at the separations that we have compared to the hires, we are actually on the top and we continue to average 15 separations a month from now 15 or less to December and we hire 30 to 40 and the goal is we get 30 in a class and we get 10 reinstatements. That's 40. We will fill all of our vacancies by the end of the year. So that is our goal. And we have a recruiting and we have the command. The command staff behind there's the executive staff the chief, this is I always say that a recruiting is everyone's effort, right you know, and so everyone has to play a part and so we are doing our part. so as you can see, we're filling our classes we're putting 30 Plus we have individuals that are coming back to the department they missed a camaraderie they miss DPD they miss one of the things is the longevity has come back and also sometimes when you leave the grasp the advancement, the promotion, the the different units that you have here and then also we have on site education. We have over 300 students that are enrolled right now in Cleary University. So it's it's a lot. That contract also increased the tuition assistance, I believe for D plsa. And so the competitive contract Okay
wonderful. So know what the competitive contract with DPD cat now that contract is able to compete with Warren Warren and he's playing at Grosse Pointe now, right? Because it's right there.
So Warren is still higher than Detroit. However, it is what is right here with the other law enforcement, etc. So Warren might be an outlier. Okay. Industry burden.

Director that's good. No, it's the team is the team. So that's the mark of a great leader. I just want to compliment you on that. And this. I'm glad you came back DC because I just saw this. We had an Academy student that came on and was hired February 27 and was separated March 2, and resigned under charges.
So
there was a student that I actually pull it out of the class. And I don't know if that's the particular student. But what happens is we start the class we do the orientation and we start the class. I pulled a student prior to the class opening up due to some things that were flagged in the background.

So we have Dr. White, Dr. Daniel off and Dr. Fleming so those doctors have been on staff for years. And so they're still here.
And how long does that examination take him just wondering.
So there's two parts to the psychological examination, they take a written portion which is 300 questions, and then the psychological doctor will review that assessment in addition to their background, and so those psychological screenings with the doctor can range anywhere from 30 minutes to three hours. So it just depends on what the doctor discusses with that applicant.

It's gonna be very brief. I was reassigned to number 11. Last year. I'm in January. I grew up in District Three, level one. I'm a Persian graduate. Um, so I am dedicated and engaged in number 11 making this the safest precinct in the city of Detroit, right. I give it my all each and every day. And I numbers can be better, but there's improvement. I mean, they have improved since I came over to number 11. I'm gonna give you a little synopsis of our day to day status as of today, but prior to doing that number 11. We currently have 103 officers assigned to me and I have like 78 available for patrol. Some are out restricted duty and they're out six I'm gonna be assigned out for various reasons. Number eight, I'm sorry, I was an Army for five years. Number 11. Our borders are northeast eight mile the South is Miller to the west is John iron to the east, his Grand Trunk railroad. That's the borders of number number 11. So as far as our violent crime my homicides were down 33.3% We're down to victims. And I was fairly glad to hear that their sexual assault I ever they're up to from from 14 From 16 to 14 from this time last year. aggravated assaults are up 63 victims from same time last year and what's going on by activated aggravated assaults we have a lot of inter partner and domestic violence Nexus you know where we they're happening behind closed doors and it's kind of hard to prevent them from happening. But what I'm trying to do here number 11 God did number eight I had the aftercare program over there and I know it's missing hope you're familiar with that. And so you commissioned a more and what we did well, we had a chaplain would come out and they would go over to people who had committed these offenses against the spouses or their girlfriends intimate partner in our dv and they were offered them resources, because we found out that a lot of the DV related incidents occurred due to lack of money, lack of food, lack of resources. And what I found with the aftercare program when you gave someone something to eat, he came home from work. There was no need to argue because food was already ready and the recidivism did slow down in a precinct. So I'm confident that we're going to get it here at number 11 to kind of lessen some of these incidents that are occurring over here. Am I not fatal shootings are everywhere up to our robberies. We're up one from 28 to 20 from 27 to 28. And that carjackings are down to so we had six this time last year, and this year we have four my officers are out there working hard in a lot of times. We all know that this job is gonna be very thankless but you don't do it for being thankful you do it for you is the servant attitude you as the calling and office as myself and the captain. We are dedicated because he no book him to death and he bugged me even more about what's going on and I believe that what we have going on in 911 He's going to give you some more strategies will continue to bring crime down. We'll continue to make 911 in district three one is safe. It's free since consider Detroit. Right. Thank you
just to go over some of our more in depth some of our strategies that we are going to do to reduce our crime. We're going to commit some narcotics raids, ot operations, restore peace operations and target enforcement in high crime areas. One of our specific strategies that are hotspot focus areas, which are the scout car areas, there'll be level one, two and four, where we focus our resources specifically to these three areas that have been identified to up the visibility and lower the crime. Increased patrols along the Dequindre a seven mile van de corridor and outer drive corridors by precinct motor units with assistance from the traffic enforcement unit. And I have to give them a shout out as well. A traffic enforcement unit has done a lot of work in our precinct and we appreciate them. We will continue to do warrants, sweeps and MDRC checks focusing on perpetrators of gun crimes. And that's another one of our partnerships that we foster here. We just now had a mtoc agent dedicated to the 11th precinct. So we're going to be able to up our number of mtoc compliance checks. Our ceasefire initiative is also large in our precinct, and it's aimed at disrupting and dismantling groups and gangs, which last year we did have some success with one of our larger gangs, which ended up in the final conviction of one of our most violent predators. So we're excited about that. Our GenStat analysis, which identifies perpetrators using guns is an intelligence that identifies suspects who use guns by committing crimes, year to date are a result of our strategies, or reduction in two or three of our hotspot areas. SCA 11 Two has reflected a reduction in 3.8% and 103% reduction year to date and 11 Four however, are Skulker a level one is trending is it was up however it is trending down from last month with only a 20.4% increase. Additionally, I'd like to add that we have our sexual assault reduction task force which is a small group of our police officers as well as some of our key providers which we're going to try to do some outreach as well as enforcement along the John our corridor, which we think will significantly reduce the crime. As far as our properties year to date, we've had a decrease of 39.2% or down 51 incidents are larcenies year to date, our slight increase of 10.6% up 22 incidents and our motor vehicle threat deaths have increased 10.3% or up 15% directly patrol our our strategies for these property crimes are directed patrols on areas based on our data that which are experiencing high increases conducting surveillance in hotspot areas. Working closely with our commercial auto theft unit collaborating with our city agencies to address are interested as BC developing focus on the prior weeks hotspots and development of treatments and high property crime areas.
So those are some things here number 11. Now we do each and every day to try to combat the crime and it continued to have to show decreases in those areas. So some more community engagement. Like the captain said earlier we've found the habit embedded mtoc agent that we are we do at least five in DLC home checks per week which we check especially ones that are have gun offenses. In it was a challenge having our own agent because they were sharing precincts but now number 11 to have our own agent in Commissioner Bernard number 11. We are in the schools were in elementary schools during high school and high schools. One of our MPOs if you're Marcia women's is a in the sisterhood. She's with Demi Osborn. You met her she's awesome. Phenomenal. So she is so we are dedicated to saving these kids. We are bridging the gap. You know because what they see on TV is not how it can be portrayed that police are all bad. But once you get to know us, you know and we bridge that gap and talk to us we just like everybody else. We're just we're bad. So basically what we're trying to do here is just improve the relationship bridge that gap because it's so important that the community know that we care about them and me I can see myself being raised in 11 ones area before I came back to number 11. I was over in the precinct every weekend. My dad lives and he left and five My brother lives in less than one who lives in less than three. So we are embedded here so I am like I said dedicated and I've worked my behind I'll try to find ways to keep people in number residents and number 11 safe and I have the help of my MPOs Sergeant spruce and NPO Robinson and the like and we do phenomenal work in 11 precinct. They are dedicated to helping help bridge that gap with the citizens like we had our Valentine's Day. We had a developer a senior Valentine's Day get together which was awesome. President Jackson talked about last weekend we had our Easter egg hunt and our health fair. We gave kids free teeth cleaning. If they had their car they would get the COVID test. I mean COVID shots as well as the flu shots that they you know if they wanted to. However we were a little disappointed that they were more concerned with getting eggs and they were getting visited in the vans for the mobile fears you
know cuz you know my cheeks cost now.
Absolutely. So we also we have our turkey being go Halloween candy bag basket giveaway we have a shot where the cop we always have a back to school route rally in our Explorer program. I cannot tell you how. Fascinating how and I am the little people. They can show us all something you know yesterday that town hall. They were passionate because they hit they talked to the business owners that were ticketed, and he told them how dare you if the if we wouldn't come how would you feel if I was to sell something to your child? And I said you all coming to Detroit you don't spend your money here what you want to sell to us. You know so what would you do? How would you feel if I went across eighth mile or went out to Bloomfield Hills and sold to your child? How would you like it? So we all took the slogan that on our watch. We all are dedicated we all are committed to making sure that these store owners who sold to our babies won't do it again. So I just want to shout out to an NPO Robinson we had a conversation after receiving some complaints about what he's gonna do about it and it came to fruition and it's just the beginning. Number 11 explorers and number 11 as a whole has great things planned. We are on the fast track, you know, and I believe it and I think there's great things to see come out of left and precede.

Um so yeah, they you know, the binding benches. You know, they're at their rights and their child. Now
just one more thing. As relates to the Explorer program. I was recruited to be over the Explorer pro program when I was at number 11 as a police officer, and we did some phenomenal things. I think we handed it off to beat Rob and he took it to another level so it's just good to know oh yeah, it's running with it. Phenomenal community guy so thanks to the rock all you do
mentioned a burden.
You know, I just wanted to say I'm familiar with a lot of the officers here and 11 Priests and I think they have something special going on with this community. They have made tremendous gains over the years and continue to do you know the great work here at number 11. I remember when the 11 finished seventh precinct was come by and so going into a community meet and you know in those neighborhood police community relations me is definitely helpful and benefit beneficial to the community. What's the strategies on how you are restoring the piece I mean how the limb precinct Okay, through the Chair Mr. Restoring the piece through the community through
the chair. It's an it's an initiative is we still wanted a piece and what we do is that the Lebanon precinct, most of town we cooperate with the fifth precinct, the seventh and ninth Eastside and we target we find out which area has the most crime which is which has uptick and we go into those precincts in and we go over there and help them we do warrant sweeps those that have warrants we do traffic listen to educate the wonderful one. Oh we call it that the initiative is called restore peace and peace.
Okay, wonderful. I got one more two. Now you have the shop with a cop. Now is the cop spinning his own money. Would they have a budget were they taken a resident out to the resident of the community? How does that go? Commander Phil shop wouldn't cop
but normally we go to Detroit Public Safety Foundation. Oh, can we and we go out and we pick some children that are under their underprivileged, you know and we take them out to San target or Meyers and we let them shop. You know so it that bridges the gap. Now is there a budget is Arizona is that donate as well.

Yes, thank you to the chair. You know, you spoke so eloquently about you know, being from this community and you know, how it adds to the commitment that you have and your service and I can ask this question one way but I acted this way. What benefit do you believe it is add to your service to this community knowing this neighborhood and being a part of it,
you know, I'm not see people you know, that went to school with my brother went to school where they look at me as as not so much as the Savior per se, but they know how I am about family, and they know about my commitment to you because I'm an avid softball player. I travel the country playing softball, even at my age and they know that I'm dedicated to it. So I think my history speaks for itself. When I say I'm committed, I'm committed and when I say I'm gonna do something, I'm gonna do it. And so when I go through the nape like I said, I was coming over here prior to becoming one to come to number 11. And then I was an organized crime and I was doing several organized crime to benefit number 11 winning number 11 was having an uptick in shootings with the gang members, me and ex, not retired commander Connie Slappy got to Slappy went to Hamtramck and talked to her death chief to see because we had some stuff south and border southern border number 11 That went over to him traffic and vice versa. So I took upon myself organized crime to reach out to the commander to go to him and see what was going on there that brought crime to not be living. So I just think the whole John the whole beside me and how I I love people, you know, and I'm a Christian. And I love everybody, you know, being who I am and the love I have for people i i want everyone to be okay my God. So I preached that sermon. You know, that's my, I say my work in ministry, and people see me I talk about the Lord every chance I can you know and I know he sustains his greatest commissions helped me You know, I, you know, proficient so I know my friend each and every day all day he will help me get this person where it needs to be.
Great, great. I am so full of hope you know from your presentation and seeing your passion in this area. And I think that you serve as a model of what police can look like when people actually have a connection with the neighborhoods in which they serve. Thank you. Mr. Hawley.

I have went through seven commanders. So the relationships that I've had with the left precinct in terms of being the shipping of the different commanders and it doesn't matter who they bring out. They seem to always bring somebody in is connected to district three All right? Commander Pritchett, as well, as well as Captain Jackson. We lock arms. I'm just one of five Community Church of this situation as it relates to church with my father, King David first Grove Vernon Vernon chapel Dayspring. In other words, Solomon's temple. In other words, they lock arms with us. If we're not at the meeting once a month with Katherine Jackson or commander, they call us for free in our cars. We pull over and all the information that you get we're very familiar with and keep us abreast as well as the commander as well as the community meet with Miss Jax. And some of the leaders Mr. Kenan, as well as our Commissioner burps you know, they keep us on our toes as a churches. I'm part of Persian High School, our ministry is there and I'm a witness to the Boys and Girls relationships that the degree the last at least with person High School, because I'm ending and so also this stuck lady, I guess as you finish whip up past the holly. The best practice is to bring your laptop to one meeting a month at headquarters and connect to the network and that will prevent these issues going forward. My next update is around the LPC and OCI. presentation at DPS new recruit class 2023 G, which was on yesterday, April 12. The presentation went very well. And the new recruits seem very interested in learning about the history, mission and expectations of the LPC and OCI. Thank you Commissioner Moore and senior investigator Gianna Coulter for stepping up and making that presentation happen. Commissioners this week you did receive a draft of Bo PCs answers to City Council's budget questions. Those are ready to go to city council except for one component, the 2023 24 itemized proposed budget I am waiting on that for Mr. George's team and finance. As soon as that's received, then that will be delivered over to city council. I do have some updates regarding open positions. So for chief investigator and five investigators, they are candidates on today's agenda for the board's consideration in regard to the three positions that we're looking to fill on the admin team attorney, executive manager as well as legal assistant, I received the following update for Mr. Tipton in recruiting today. According to Mr. Tipton, the legal assistant and attorney positions are housed in the law department and we are being directed back to corporate Corporation Counsel so kind of ran mallet or Adam Saxby in regards to those positions. And for the executive manager permissive chip in this position belongs to DPD and is appointed by the chief of police. He's saying that that is not part of the LPC. However, this is our second executive manager position and B LPC and that first one is already filled. So, not really understanding why we're getting this pushback on this position but those three positions have not been posted bottom line and we are having some difficulties getting those posted. There was a question recently about the TAs workers just want to clarify that. I have spoken with city talent acquisition city HR and city labor relations based on the rationale that Miss Rosita Brockington gave over a month ago. The city is refusing to hire the TAs workers due to their interpretation of the UAW contract language, the contract under which the current investigators are organized, so we are not able to move forward with hiring the TAs workers. Just to kind of sum up what's going on with staffing right now the administrative LCI teams continue to be understaffed. And as a board we do operate under a structure where the board's appointees and staff are on boarded as city employees. So we are subject to city government control over our recruitment and management of staff. We currently do not have a mechanism to onboard provide equipment access or payroll to staff if we hire outside of the city's processes. If this board in the community needs and desires more autonomy and oversight, it will require restructuring this board and its relationship to our city government. The last updates I have are the OCI updates in regards to citizen complaints. So if we can just display those slides, please. And commissioners you have these slides in your binder as well I think is behind tab number five in your binders. So moving on to the second slide. Just kind of reiterating some recent improvements in initiatives. We are continuing the weekly spreadsheets for supervisors to coach investigators and seniors to close cases timely and we are focusing not only on the backlog cases but also ensuring that new cases get close timely, and do not further contribute to a greater backlog. The investigator New Hire interviews are complete so as soon as we can get those additional investigators on boarded that will help with processing cases. Going on to the next slide please. This is just a reiteration of the definitions and clarification. So after a clay case is closed, we have 45 days for commissioners to review and for us to send a letter out to the citizen. Next slide please. So as you can see here, this is our trending with open cases week over week by age. Despite cases coming in, we only saw an overall increase in cases of two cases between last week and this week. So that means that we are just about closing cases. At the same rate that they're coming in the door, which is good considering that we're not fully staffed. So when we are fully staffed and we should be able to bring that total case number down. Onto the next slide. We do have 14 cases that are currently with the commissioners for review. Thank you commissioners for working through those cases. We really appreciate it. It helps us get the letters back out to the citizens and there are 25 New closed cases this week that will be distributed to commissioners after today's meeting. Next slide please. So for 2023 We have 377 cases received so far. 136 of those cases are close now. 25 closed just within the last week, and we have 108 that close within 60 days. 27 that close between 61 and 90 days. And we did have one that closed over 90 days aged and then go into our last slide. So of the 377 cases we received this year we have 241 that remain open right now 17 of them have aged over 90 days and they are contributing now to the backlog and we have 44 that are approaching 90 days aged. And so there's a lot of focus with the supervisors to make sure that we can close those cases that are approaching or over 90 days that we received in 2023. So we do not perpetuate a backlog throughout the year. And that concludes my secretary Report. Mr. Chair. Thank you.

Mr. Chairman, I want to comment please on secretary's report, okay, okay. We're gonna hit song said that the mayor's office has had too much influence with the board of police commissioners, you've heard about us being under investigation, things of that nature, but to be LPC is just the point. You have human resources which has done things which was cost scrutiny to the board law department, which has caused scrutiny to the board that needs to end. So I want to ask the mayor to tell his appointees that take a hands off approach with the board because as a public safety issue, and it's about public safety crisis when people do not trust investigations coming through our door, we need people. We need staff and we're asking them to do the right thing. So mr. mayor, Mayor Duggan, please tell your people to take their hands off of the board so we can do what we need to do in the best interest of the citizens of Detroit. Thank you.
