During Monday's executive committee meeting, the set of objectives or review, there were a number of questions raised and requests made to make changes to the objectives so that they were a bit more clear. With regard to the goals and the incentives involved. There are five areas in which Mr. Doyle is being evaluated. The first is a Care Center.
Yes, Mr. Connolly. Would you please read the first paragraph to acknowledge for the record that Mr. Our CEO annual compensation would not exceed $60,000. Absolutely. Thank you.
First paragraph of the compensation document reads as such, payments for the achievement of goals on to each CEO incentive objective are not cumulative. You see OSHA only receive one payment for the highest goal achieved under each objective. Regardless of how many goals are achieved under that objective. The total maximum payment for the CEO and sin of 2022 2023 compensation shall not exceed $60,000 in accordance with the provisions of the employment agreement between the CEO and the de WAM board of directors in unless otherwise approved by the board.

They are Care Center, fiscal management, clinical operations, family trust him around and outreach and access.

Staffing, the O officer recipient rights Department hired two new investigators to Wigan Snodgrass and Charles Carter. The committee discuss the annual report which has been attached up on the board review. We submitted our annual report to the state of Michigan on January 18 2023. Typically, our report is completed in December. However the state revised the entire reporting template which caused multiple issues and pulling that pulling it down and the overall allegations for our agency, or agency are as follows receive 1630 complaints 1284 allegations, investigations 101 Only 1284 and and substantiated. 422 investigations. Abused category abuse class one we received 13 substantiated zero abuse class 11 non accidental act we receive 50 substantiated 15. Abuse, abuse abuse views to unreasonable force we received 52 substantiated 33 abuse class two emotional harm we receive three substantiated foil. I think that's that's the one we had to reverse. Yeah. So we received 12 and substantiated three, abuse class. Last two exploitation, we received 33 substantive substantiated 12. Abuse class three, we received 82 substantiated substantiated 28 abuse class one sexual abuse we received him substantiated to under the negligent category. Negligent class one so we received 61 substantiated eight neglect class one failure to report or receive to substantiate it one neglect class to receive 66 substantiate it 22 neglect class two failure to report received eight substantiated five neglect class three receive 138 substantiated ad one neglect class three failure to report receive Tim substantiated 11. For appeals number of requests were received 19

The unique thing about recipient rights is it's only for board members and is primarily of the public. So as the Chair I have a recommendation that I get to pick five people but it's primarily a direct recipient, as well as a caretaker. So it's very eclectic. very eclectic.

I get the report. I look for trends, going up down whatever. Can we get can we may have an action item that they gave us like two years ago, this last year this year? Okay, trends on these items. So we know if they're gone up now.
So sorry, and that was that's a good point. And that was something that was raised in our recipient rights meeting. Met It was Mr. Doe was gracious, what is his presence. He wasn't able to attend the full board meeting, but he came in at about about about two o'clock, like maybe half or 45 minutes after the meeting has started. And that was something that Commissioner Kinloch had actually asked to inquire about two or three years prior to to see how we're moving. And He also inquired about providers that were repeat offenders and where they were and how we're tracking employees that were involved in an incident where they were abuse or they were involved in abuse incident towards a recipient. And so here at D when we do offer services, where we track that and we strongly suggest when they have employers that they do not hire that employer
employee, though and what your comments,
those additional comments of what we discussed and what we directed or requested for staff to gather for us. I would like that, Lillian, if you can include that as part of if I would like for you to include the comments that she made the additional conversation we had at recipient rights. If you could include that in the minutes as far as my report, make it look like I said.

So I'd like to request Given Mr. McNamara's comments and I was going in the same direction that we can you know, vote on this as the as the report be received, but can we issue it with the numbers of last year, so we can see what the trends are? Like? I mean, it's not as meaningful to us as it stands, unless we can see a baseline from last year to see what it looks like.

This I really loved this committee and I'm have to resign for being the chair of it, but this is one of my favorite committees. Mr. Parker actually appointed me to this committee when I joined the board. And what I love now about our leadership is that ngapali McAllister, and now we have investigators that are police officers. So they are able to get on board, they're moving relatively quickly. They're solving cases, they're very extended in detail. So when we're reviewing them on cases, it's like it used to be that we were sent them back a further investigation. It's been minimum now as the last couple of meetings we've had we're reviewing cases for appeals. It's been we've had not been a we have not had to send them back. So I want to acknowledge that Dr. Polly McAllister has done an excellent job of hiring new employees with the experience. Do we have any other discussion? Yes, sir. Both first, Mr. Warner.
I just want to ask a very basic question. Yes, sir. substantiated? Does that mean? Does that mean?
The findings meaning that the findings were accurate? That our investigators went out the findings were accurate.
And what action do we take? If it is true? So
it's up to the recipient? They receive notification via email as well as hardcopy, and they make a decision as to whether they have accepted our decision and that they have not accepted that decision. Of the investigators. Then they do an appeal, and then it comes through the Appeal Committee. You see, I really know what it goes through the Appeal Committee and we read it and we take a vote. So review it again.
We're just talking about like in the cases of abuse. We determined that it was accurate that we take any action against the person that
did the abuse.
Absolutely. So a lot of times like we've been doing, I investigators and our intake people were advocating for the a lot of it is interpretation. There are times when those that are actually writing a complaint. They aren't able to understand or interpret the language as to if it was a misunderstanding versus an abuse. So it depends who's actually making a complaint. So I like that our investigators as well as our intake are always pushing that we have advocacy programs to help them actually write a
complaint. So yes, there is actually
so when when this substantiated and if an employee of some one of our one of our sites was determined to have views a person, what do we do?
So thank you go ahead. And if I may, Madam Chair. Yes. If we have a complaint that is substantiated typically, there's a process that has excuse my voice, that has to be followed, whereas that employee has to have some type of disciplinary action that may result being written up depending on the level of the actual substantiation. In addition to that they could be terminated but again, it's depending on the level that's identified by the officer recipient rights.
You know, any individual that in any way is something to violate the rights of a client. That shouldn't be something maybe as minimum as a written warning. Sign up to being terminated.
If I may, Madam Chair and again, let me correct my statement, not so much a written warning, they may be on a suspension for a period of time, and they may be required to take a certain amount of trainings related to providing services to our members, or they may be required to take a certain amount of trainings by the state. There's a very, very strenuous process that's put in place and we do have a provider that I've been identify as neglect, or providing neglect on one of our members or whether it be abuse, whatever the case may be, there are sanctions put in place for those providers. Legal if you don't mind, tell them about the program where we have a list whenever they're hired. Whenever a provider hires an employee, and if they have a track record with theirs embarking
on. Madam Chair, if
I may, I'll actually defer to compliance on that matter, I can tell you that there is a provision in our contract however, in which the provider is required to notify D when within a certain amount of days when they are hiring an individual and D when is then able to do a check with respect to O RR with respect to any type of criminal background checks that we require now defer to compliance on on the rest of the matter.
So typically, on
cases like that, where we do have a provider that comes back that has a check on their record, so to speak, is reviewed to review through our credentialing department on once it's reviewed through our credentialing department and whether those red flags are brought to our attention or not. We do a deep dive we asked the provider to provide a statement to us regarding the situation that may have taken place. We asked full background for disclosure and we typically get that and I am a part of the committee that reviews those records that comes in and so when that comes in, we review that information. Then I then take that information to the risk management committee is reviewed there during that committee and excuse me, we go step by step. Regarding a provider's background is the group of us Miss Turner is a part of it. Miss Durant is a part of it. And we ask very specific questions regarding that. Is this provider fit? Can they provide a render services to our members based on their background and again, we look at was this a year ago was this six years ago, we look at how long the incident actually took place. So again, there's a very strenuous process put in place where we look at everything on a step by step basis is not a decision that we make hastily, we make sure that it's reviewed, we make sure that a full background check
is completed. Thank you, Madam Chair.

If Mr. Parker's question is getting that an abuse level where law enforcement has to get involved, that does happen so I want to make very clear that it's not just a matter of internal reviews, if law enforcement has to step in that is that does happen. I mean, where reports are provided to the police, they conduct an investigation and the matter is then you know, taken care of on the criminal side as far as what we have to do here, sanctions, you know, making sure that person is terminated. Those are things that we can do, but then there's the other side of business too. Thank you. Madam Chair, just clarification.
So if it gets to the point because I did ask these questions at the meeting as well. When it gets to the point that you have to refer them to law enforcement, I assume that that person has been terminated or seriously suspended, because if law enforcement has to get involved, to be serious, or the Chair
if I may, I want to make sure that I made clear that we can't actually force a provider to terminate their employee however, D when can certainly put it back in their hands to and recommend. Recommend discipline disciplinary action for the particular individual and it's then up to the provider what they do however, D when, obviously, if the action that they take is not sufficient in our eyes, we do not have to continue doing business with that particular provider. And we can also dictate who can and cannot serve our members and be in the presence of our members. Thank you. Thank you.
So at the board meeting at our recipient rights meeting, it was made very clear that we cannot control who an employer hire, but we can control to whom which we do business with. For the for the sake of time, madam chair because the PowerPoint really doesn't give a full representation of what we accomplish this year. The annual evaluation is a 90 page document and it highlights all the key performance measures how we did how we will continue to work on areas where we did not do so well. And as in terms of opportunity for improvement. Again, the evaluation is intended to address the performance monitoring of our system timeliness, accessibility, quality, safety of critical care member satisfaction and performance improvement project. Again, once the board has approved this document, it will be available on D when website for stakeholders and members to review and so therefore I'm respectfully requesting the board to approve this annual evaluation.

We didn't meet progress towards the goal. We just didn't meet the target goal that we set for ourselves. So in essence, overall, we did well, but also there's always opportunity for improvement. Again, I believe in continuous quality improvement. We always can do

so funds came from American rescue to them through us. It came from MDHHS. Now they sent it to you to send to them explicitly, or did we decide to send it to them? Because usually these funds don't go to the program compliance.

Thank you, Madam Chair, the metro region meeting that took place certainly Oakland and Macomb and Wayne County. Discuss a number of matters in terms of some collaboration as you you know, have often talked about youth services and children's services. So looking at what we could do collaboratively. In terms of social media, we're really bridging the gap there between the three counties. So that was certainly discussed, along with some other clinical programs, but in particular, though, around children's services was the heart of collaborative, collaborative work as we move forward. If I left out anything else, that was very pertinent. Brooke, do you want to add to that, Madam Chair, if you would allow. I don't think Miss Michael has anything else to say. Thank you, Madam Chair.
Thank you, sir. Item number two the update on a Community Mental Health Association CMA, JM which was our winter conference. It was held in Kalamazoo, Michigan. I Finance Chair Ms. Brown was able to attend Ms. Brown.
The CMA conference was well attended the focus was primarily on clinicians. They had a wonderful they have wonderful keynote speakers. The CMH is looking to increase their participation. One of the main topics was the increase their participation in the Pac contributions. And they are asking each board member of Odyssey MHS, MPI HPs to donate one board meeting per diem to support their efforts to touch and garner support from the state legislator with the numerous new members as we go to the most recent election, and the bore the broad web that needs to be thrown to support the entire state's public mental health system and most importantly to prevent privatization by the blues hospitals and health plans. They are requesting that to increase their packs so that they can increase their outreach I have also provided a copy of a PAMP
And that was
discussed, again to make sure that more and more people are aware of how to save lives. There was also a suggestion by I believe it was Dr. Carter that we might want to consider reaching out to bus drivers who are out and all over the city. And offering some training and have a knock on available there. So we just had a considerable discussion regarding the use of Narcan, the distribution as well as the training. Along those lines, I know that the mobile unit is out and about and mobile unit is doing his job. They saw over 508 people in this last quarter, I believe so we're doing our job. That was just a highlight and there were a number of other reports. I encourage the board members to review the minutes of the meeting, as well as go to our board portal and look at more detail reports that were provided by the staff and my compliments to Mr. Doe and the staff. They are really doing a lot of outreach and really doing their job to serve the people in need in our community. That concludes my report Madam Chair.

We also have Mr. Thomas fielder and Mrs. Martin who will also make up that committee and they will be making a report for our next meeting, which is next Monday. We also had four items for approval. And for the interest of time I won't go through each one of those in detail but they will be a 17 s 18 s 19 s and 20 s and the detail of each of the facade in the packet that was submitted to you and all those were approved from unanimous perspective.

Thank you so much, Madam Chair. I was hoping Mr. Adams would take a few more minutes there. That way I could get my paperwork together. But anyways, thank you, Mr. Adams. So just a few things to report here. I think the report that you have before you is certainly robust. I had the opportunity to travel with the net con board there the National Council for mental health well being sitting on that. Board is very important for not only our organization but also for the region. So we met in Puerto Rico and I think it was interesting to have the meeting there. But believe me, it is a gorgeous place. I wish I had time to experience it. But instead we were locked down in sort of like a conference room. And I'm really being serious about talking about the strategic plan for the organization going forward. You know, as as the organization is on this national scale was quite surprising that when we think about technology, whether you're talking social media, you're talking about an app, you know, the organization doesn't have that sort of stuff. So being able to share that with folks from all over the country as to what we're doing here. Really, you know, gave me a good feeling to know that some of the things that we are doing, folks in other places are looking to do that as they go forward, especially on a national scale. And for those of us who had the opportunity to travel to Los Angeles, you certainly going to hear a lot of what was discussed there in terms of just the street strategic plan going forward. For those of us in this probably in this room. You may know what the National Council is, but for most people, they have no idea what it is what it even does. And so this was some you know what was discussed as to how to make this particular organization that advocates for folks at the national level, he talked about talking to US senators and representatives and so on and so forth, so that everyday folks know about the work that they do. So I do hope that there would be more to come was also much talk about diversity as well, because for so long, the folks who sat on that board certainly looked nothing like myself and there certainly weren't a whole lot of us in that room, which is cause for some serious concerns, especially when you're talking about you know, just the services and the work that is done by the folks who do those work. So it was a DNI committee that's been put, within effect. There's also a DIA officer was hired. So a lot was discussed and some of it, you know, were things that folks feel a little uncomfortable about when you're having those conversations, but they were necessary to be had. So I think you will hear a lot more as we move on to Los Angeles. Just in terms of those types of reporting. There is a collaborative that's been formed. Looking at a crisis continuum, and it involves several states including Michigan, Texas, Ohio, Kentucky, and I want to say Florida, met with that organization in Columbus, Columbus in February. It's not exactly the most glamorous place to travel, but the weather was like extremely nice. And so had a chance to discuss crisis services, things that we're doing here in terms of mobile services and things that other folks are doing in other places. You know, you quickly realize that some of the challenges you have folks have those challenges, too. So this collaborative is made up of our philanthropic community. You have folks like Flint foundation peg and others to have an enormous amount of money and they're trying to figure out how to spend this money. So they brought this group together to really talk about crisis services and how, you know, we can put more funding into that, not just at our individual levels, but on a state level. So Andrea Cole, who's the director of the flint Foundation, they're recruited me to be a part of that group. And so going forward, you know, you're talking about some extra resources and dollars to use for crisis services as we move forward. So just a great group of folks to be a part of and again, knowing what they're doing in other places. Just on the home front, though, and I won't be too long in this. Miss Brown talked about some of the stuff in terms of finance, you know, what we've been able to do, whether you're talking stability payments to residential providers, well over $7 million and other, you know, almost 40 million in terms of retention payments that were poured into the system. And the reason behind this was, frankly, behind workforce, people have choices now to decide where they want to work and some to some extent, or how many hours they want to work, you know, so to be able to pour money into the system to make sure that we're able to keep up folks is is is a it's very significant. The governor, in her budget proposal put forth $1.50 there for our DPW workers. And you know, for some of us, that may not seem like a lot, but believe me when you're making 12 bucks an hour $1.50 can go a long way in deciding whether you're going to buy a $6 gallon of milk or you're going you know to buy bread so and I've seen this in the grocery stores believe me. So this is some real conversation here. And so over here at D when you know Stacy and her team we begun and made the decision to to look at how we can add a little more to that buck 50 there. So, I know that correspondence already has gone out in terms of you know, what we are going to do, you know, in terms of supplementing there, but this is just something that in recognizing the workforce of depression that we need to do everything that we can to make sure that we don't lose good people, because it's not as if you have folks who are waiting in the wings to come in to some of these challenging positions here. On the clinical front, you know, as you know, we are growing behavioral health homes. The same is true for opioid health homes, those numbers have continued to increase and you talk in integrated, you know, services here that are that are being offered. So it's certainly a good thing that those numbers continue to go up. The folks in our clinical department, you know, are working very hard behind that to make sure that that is the case. In terms of work with our health plans. You know, we have our integrated health department, led by Vicki who's just done an extremely amazing job in that department in terms of being able to get some dollars that we share with the health plans. And over the last, you know, three years, she's been able to just steadily increase that amount and so to be able to bring in $6 million, just for things such as follow up after hospitalization, you know, there's a certain metric mark that we have to reach and she and her team along with the work that it and others are doing, has been very successful in making that happen. From a more structural standpoint, you know, there was some structural changes to the organization just in terms from a leadership perspective, as we look to bring in services, whether it's crisis services, you know, obrah past our type services as well. The structure of our organization just needed to change the low slightly there. So I think you've heard folks refer to themselves in terms of VPs of certain positions, that was done truly looking at a corporate structure very similar to that of the health plans because as you you know, as we build buildings, not everyone's going to be in one place at the same time. And so with folks having responsibilities in terms of crisis centers, multiple those crisis centers, you know, IT departments in multiple buildings, but the hub, of course, being at our Woodward location there, it's it was necessary for us to make these moves here, but it's just not something that we're doing you know, just for the folks at the top, certainly, everybody in terms of moving this ship, contribute to that. So, we're taking a look at those structures to make sure that no one is left behind. But truly know that there's lots is contained in this report and I'm going to leave that but just really want to thank the board for being so supportive in what you guys have been able to do and help guide us as well because these are some critical decisions and significant ones for you know, the quality of health for folks. So please continue to be great partners as we as we push for, you know, with the buildings that are being constructed and the work to be done in those buildings. Let's just remember it is all about improving the quality of health of the folks we serve. So, but thank you so so much and thank you to this staff, you know, to our the folks we serve the provider network, we've been very, not only accommodating on so many fronts, but very flexible to so just many things there. So with that, Madam Chair, I'm prepared for any questions that y'all may have.

Also, on your report, one of the things I asked about was, we have in particular things that we're going to Lansing to try to ask for. recognize now that the Democrats in charge there might be more sensitivity for the need mental health was indicated that you continue to look for opportunities with them. Are there any persistent things that we're asking the legislators and the governor to
fund
or recognize?
What a great question, Mr. Parker, certainly, you know, we meet with our lobbyists and folks and also I forgive me for not reviewing that. But we are scheduled to meet with several legislators this month, next month. We're looking to have a breakfast here as well. But the three things that really been on the agenda one is the general fund piece that is so significant there because you're talking about dollars that we've been able to use for other services. So that has already begun in terms of communication with Joe take, for example, who's the speaker there, and certainly has been true with the department as well. The other piece is truly pushing a CCBHC he talking about another stream of revenue there that has been made very clear even in these on these trips that I've gone, the importance of that so making it so that PHP, such as ourselves, that already have all of the pieces the accoutrements has become CCBHC can instantly become that it opens up a whole new service delivery aspects of folks and also, you know, a revenue stream as well. The last piece of that, you know, we'll go back to, you know, crisis services. I think the importance of investing in that will be significant for us. Here in Wayne County, with a population of roughly 1.7 million people. I maintain that at least three crisis centers is necessary here that allows for the ability to serve people, but it also puts us in a position that we can divert folks from the hospitals, so you reduce costs there as well. There again, is an added piece, but you know, those are the top three there. I certainly welcome Mr. Parker. You know, there are some thoughts that you have about things that we haven't considered or think about.
Yeah, I would like for you to consider looking to see if you can get the state to do some incentives for people to go into mental health field. Right now. There's, as you know, trying to recruit and I don't own a school perspective. I have money to hire mental health specialists but there's no one available. It's just not out there are maybe some tuition incentive to get people to go into that field. And maybe like they did, certified teachers, creating a program that's less than normal amount of time to get the certification in six months. With a new program to develop something we need to do to increase the population. We all notice a great need mental health services, and I would say particularly in our schools or young children. And so some way that we can increase their population so like reconsider that. One other thing that I don't think it'd be ready to go to the state of, I don't know, have we ever considered developing a a number three is like, like, like 911 or like 988, which is a suicide national suicide prevention or some way that people are handling the challenge at home with their family members or anybody else. Their only option right now is to call the police. Even though we have some people that are available there. I think we should try to look at another number that somebody could call somebody could not just verbally assist them as you go out to the house to do whatever is necessary.

Just a comment with regard to the report that just came out by the CDC about young females that are experiencing severe depression to the point where you know, the suicide rate or the attempt at suicide is increasing. And I'm just wondering, how are we, as an organization focusing on that I'm sure we have several providers that are working with youth and you know, but I'm speaking in terms of young females, primarily because the CDC is very concerned about that

question anyone from the clinical team want to take it or I can't.
Good afternoon, Melissa moody, VP of Clinical Operations, sorry, change of title there. So yes, we have a lot of our providers have training and Zero Suicide. So it is the way you really identify do outreach and be able to them hallmark is to obviously reduce the attempts and the completions of suicide in regards to specifically to the young female population. I don't have specifics on that for you, but we can definitely look into that and then bring that back next time.
Thank you. I would like to get an update on that in a future meeting. And then just another comment, because I've often seen on MSNBC that I think Dewayne has had commercials. I'm not sure on cable, but I was so pleased to see a commercial last night during one of the most popular programs today. Will Trent on champs, and I saw this D win ad which was fantastic. And it focused on youth so you know, that's something that we've been talking about lately. How are we reaching out you that was an excellent commercial.
Did you mess with it?
Yes. And I agree with all of the comments, in terms of our priorities, and particularly the the shortage of mental health workers. I just want to throw out for your consideration Mr. Doar, maybe we can promote a second degree kind of a program. I know you mentioned certification, Mr. Parker, but when there's a nursing shortage, they now have people who already have a degree. There's a shortened curriculum that they add to that it's a second degree nursing program, and it's been quite successful. There's a big demand for it. And a lot of folks are going into it and coming out with a nursing degree nursing license, you'll have to take in the board and like 1618 months post having another degree. So I think that's something like that could also work for mental health professionals, you already have a degree in something else, then you have a shortened course of you know, less than two years to become a professional. So, again, I just want to throw that out.

I follow up with that just briefly. So I just want to let the board be aware that MDHHS is looking at internships for individuals, especially with children. So they have a new program. They're rolling out in October. What is it my kids now program and is specifically geared to provide interns with stipends to work in community mental health field so they basically categorize it so it's on a tear priority level. So the first priority is for clinicians at the masters or doctoral level to the funds to go there first and then it would be the bachelor level. And then the next to tears would be for mental health in the school systems as well. So they are starting to roll this out with the state in October. So they are recognizing that need as
well. You said it's my kids now but you said Who So, rolling

there'll be funneling
funds to us for those.
I know we Does anyone else have any comments or questions? I know we've spoken about this before, but let's just talk about it again about our partnerships with universities as well as community college. And have we looked into expanding the pipeline to high school because we have colab students, right. So they have Co Op programs where they're doing dual enrollment. There's dual enrollment at primarily all the schools now I know Oakland County does it as well as Wayne County does it so that's something to look into. Where are they doing dual enrollment?
Absolutely.
So have we we had I know we haven't gotten to high school, but are we at the community
college level?
Yes, I know. We had the four year degree level Yeah. We have several in the four year. What do you know guys?
That's Andrea Smith and we are reaching out and half brother reached out to Schoolcraft. Again, to re engage because we haven't hosted their students since pre COVID. And then we also reached out to Wayne County Community College District to bring those individuals in to expand from only focusing on the four year degree and advanced degree individuals. And then for the summer youth employment. We have begun talking about how to expand that beyond just the summer. So you're looking at those individuals who are 1718 who could participate in our ambassador program. Which is training them on the basics of wellness and suicide prevention, substance use prevention, etc. And then you prepare them and encourage them to go into our fields so constantly,
right? Oh, wow. So let's do that in person or just
in person and as far as the list of partnership um, so we've talked with city connect, connect Detroit, they changed their name, connect Detroit and we also spoke with the mayor's workforce group.

Yep, Detroit Employment Solutions Corporation. Thank you and then for girls specific or female specific. While I don't have the hard numbers, I can tell you two programs that we've worked with, specifically with adolescent young ladies specifically on African American young ladies. And that is definitely different girls. That's a program on six mile and then we have Renaissance High School. Will we still work with young females specifically struggling with their mental health and subsequent suicide ideation, suicidal
ideation? Do we have any other common but it's just a
complete partnership with girl Detroit. Young Talent power their employment, but
beyond that, so some of the partners that contribute to those Yes, efforts. We want to continue those conversations my first meeting to start that
late February 27.

everyone. We have a whole thank you for I think, Madam Chair. Thank you for allowing for more time. I'm Brooke Blackwell, VP over government relations and Chief of Staff. So we've made some modifications to the array of individuals that contribute to our children's initiatives. Children's initiatives apparently is comprised of everyone that is a part of D when, between our children's initiatives are united our communication staff. So I know that Cassandra fits our director of children's initiatives has some things that she's going to present here before you but comprising our various high schools that we work with our elementary schools, various candidates that we've worked with, because we know that young people are the core of our families, everyone that we work with, so I know that we'll have some questions. And we have a lot of staff here that can answer all your questions here to kind of kick off everything that we're doing here and things we've done in the past, and things that we're looking forward to improving and maintaining the amazing quality of care. That we're providing are doing.
Good afternoon,
Madam Chair and esteemed board members. My name is Cassandra Phipps, and I am the director of children's initiatives. And as Brooke mentioned, this is really a collaborative approach of us being able to oversee and assist with the services for children. So today we're going to talk about a different variety of different topics when it comes to children's and the things that we've done and some of the accomplishments. I just want to start by saying that in Wayne County to receive community mental health services for children, we surveys, youth, ages zero to 21 that have severe emotional disturbances, and also zero to 17 that have intellectual developmental disabilities. The requirement is that you have to be in Wayne County and have Medicaid insurance and it's voluntary services and for those that do not might not have insurance, they still can get services through our certified behavioral health clinics that we have in Wayne County as well. And so last year, we launched the putting children's first initiative per vision of our CEO Eric and there were four goals that we've identified to work on. So the first one was access to services. The second one was prevention, third, crisis intervention and fourth treatment. So for last fiscal year and 2022, we serve 17,572 Children, Youth and Families. That is a slight increase from the previous year, and a once again, that included children that have a severe emotional disturbances and intellectual developmental disabilities. And I'm just going to highlight a few of our accomplishments. You all received the program booklet from our report to the committee last month that had the full list of accomplishments, but just to list a few, you know, during the pandemic, we really worked with our providers to continue to offer face to face services and telehealth services. We also were very creative and developing new flyers and brochures to really explain about the different services that are available, such as the children's crisis flyer, identifying services that are for IDD versus FTD, and a school mental health resource flyer so we were really creative and really trying to spread the word about our services. We also worked with our finance department and providers to create a value based incentive model. So that means that for providers that met certain performance indicators, they were able to receive additional funding, as well as for those services. Those home based services, which are the more intensive services providers were able to get additional funding for meeting certain measures. We also implemented a sexual orientation and gender identity expression, although also known as Soji language and to our bio psychosocial assessments. That way we can be more culturally diverse and inclusive, also partnering with Ruth Ellis, who provided a variety of different trainings as well, in which 100 of our D wind staff are trained in Soji. We also partner with Detroit Campion nervous, they are organization that teaches kids K through 12 on entrepreneurship skills and being able to create self care products that we had a great time with them. They made soap, and they learned how to be little entrepreneurs. When it comes to our schools, we have a School Success Initiative Program. And we work with 73 schools in Wayne County last year among 10 of our providers. We provide a 30,585 students that received School Success Initiative services, and that included being able to provide resources prevention workshops, in education, as well as linking students to more intensive community mental health services when needed. I would like to share a one of our students that on the screen that was a recipient of our School Success Initiative Spotlight Award. This is something new that we also started last year as well. We also trained 125 Detroit Public School district nurses on social emotional learning, and we did a town hall on called Let's Talk About It. And we really that was in response of the unfortunate incident and act sport where we really came together to try to work with the schools and with parents and students on what it what it looks like to have experienced trauma in a school. And then also, you know, we still do our substance use screenings and prevention services in the schools as well. And so, you know, we work with Wayne resa to train school professionals and community mental health professionals on the thread and safety assessments whenever there's a school situation school violence situation. And then also we continue to to summits and school presentations and Fairs and things like that in partnership with the schools. One of the new programs that we bring we brought back was the get on and learn program which is also known as goal line that is housed at the Northwest activity center. And they provide in school support and after school activity support for kids that are connected to 11 schools that are around that Northwest activity center on the west side. And so that's just a brief overview of the accomplishments from last year and some of the things that we're working on. And I'm going to pass it over to Black Family Development, black member development as one of our providers that we work with, and they're going to give more information about some of the work that they do.
I have a question and before so go line get on and learn. So that's an after school I heard correctly. So that's the after school program. So how are children able to get to Northwest activity center? Do we have transportation as provided?
Yes, they are bused and actually the program is a little bit different. It's actually evolved a little bit from in the past to where now they have behavioral health specialists that also rotate to those different schools to so the same students that come to the after school program, though there's behavioral health specialists that will also assist them in school to check in on them and to help support them if there's any challenges in school as well. So yes, they do get transported to the program. So and how many days is it? It's Monday through Friday, it's throughout the week after school. And right now they roughly they have about 340 students enrolled in the program.
That's good. And so you don't have to give it to me now but can you provide me all elevens schools? Yes, I can. Okay and then also the student ratio between a teacher is there a teacher is there like how are they activities are done? Like you could you could just you can just give it to Lillian and email it to me later. Yes, I can get your overview. Yes. Okay. I love the behavior health. Specialist. I love that tickets. I love it. Yes, I like because that's our high, high risk areas after school because it's dormant. They don't have Yeah, exactly. Yeah. Right. Yeah. Thank you,
Madam Chair. I have a quick question. With regard to the town hall meetings that you're having, are you also having them in southwest Detroit? And if you are, do you have bilingual staff?
So the one that we did last year was actually virtual, you know, we were still in the pandemic and so it was virtual. So we have not done one in person as of yet.

That afternoon, Madam Chair and board members. I am Sierra Davis. I'm a Program Supervisor of our school success program. And so I just wanted to highlight what our program looks like, but Black Family Development and as some of the work that we're doing. So right now we're currently in 12 schools. Last year we started raise 4353 students doing individual and group services. We also provide classroom presentations and assemblies on different topics, including healthy relationships, bullying, grief and loss, restorative circles and Coping with Anger. And I just want to highlight one of our current schools that we are a partner with. We've been partnered with them for quite some time and they're also a part of the school success program, which is iceborne. So some things that we have already started doing this school year. During the back to school Expo, we did set up a resource table. And so we were able to do some outreach services and get some students signed up during that time. We have participated and facilitated a restorative circle with the staff reviewing the staff satisfaction surveys. We have linked families to different mental health resources for themselves. So parents that are looking for therapy for themselves. We've linked them with Dewayne more recently we participated in a school assembly to talk about mental health to the student. And we're continuing to sign the students up through our school success program. And then we do have some things that we are planning for the future. We've been in discussion with the administration on how to access was this and administrate. I'm sorry, a minister of things to assess the needs of mental health services among student athletes. So we have been in conversations with the administration, as well as we have someone on our staff who's currently working with some professional athletes that is going to assist us with that. And then also, we have a missile health fair that we are looking to host asked for with a tentative date of April 2023. And then I'll go ahead and pass it over to Mr. And if you don't have questions.

we've been in conversations with the administration about how to assess the need mental health services for student athletes. And so right now we're trying to figure out how we could do that. So we have discussed possibly having the coaches assist with us administering some assessment tools to just assess like, what their, their current mental health status is, as well as something that we can help
with. Okay, so to give you a cheat sheet, Kevin Love has a full full program he used to play for Cleveland Cavaliers he has a full program. So every athlete primarily is focusing on student athletes and so I am the board member that always talks about giving mental health a swag and if you get the athletes on board the rest of the school to follow. So every prominent athlete has been talking about their mental health from Michael Phelps to LeBron James just did a podcast with his school. I think they were in the third grade Kevin Love is a very advocate talking about Serena Williams, Simone
Biles,
Naomi Asaka, she took a mental health break and these are prominent athletes do when you talk go into football, you're talking about the CTE, the concussions the mental health of them averaging, balancing so you have our young people trying to balance being healthy, mentally fit their social and then also being a prominent student at the forefront. So they carry a lot, a lot of the heavy carrying obscene amount of weight and pressure. So we get them and I say this all the time. So it brings joy to me that you're talking about this, that if you get them constantly talking and you can't tell them it's about mental health. So I know we host different events that it has a lot of man hours and they're phenomenal. So I've been pushing that it started was to start going to events with attendance is already there and to engage not to just sit at a table because we have to be engaging we have to be visible. So people don't really understand that the what they uncovered until they really start talking about it. Something that may come out at a repercussion of a juggler wear is something that was suppressed. So I'm happy and I will be interested in please give me a breath absolutely any other question? I'm gonna pass it over to Mr. Thomas. Greetings, Madam Chairperson
and esteemed board members. We thank you so much for this opportunity to be here today. I'm going to jump right in to try not to take up too much of your time, but I noticed some previous comments with other presentations and Madam Chair as you just brought up the focus of zip codes that BFDI works with. So it's not only for 8205 other primary zip codes are 482244823548228 as well as 48234 and I can repeat those 48205482244823548228 and 48234. These are the primary areas that BFDI focus on as far as the program that I am a part of. Again, my name is Santa Thomas. I am the supervisor of the whole mobile outreach program. The focus on these programs was one of them was brought up by Mr. Parker. You mentioned in one of your questions the need of having someone to call besides the police. And as we offer this program and as we introduce it into the communities that is one of the main points that we bring up. And when I introduce it I call it having a second thought taking a minute to take a second thought to say do I really need to call the police for this situation? Or is there another service that I can call so we're trying to get people to realize that there is a service out there and the hope mobile outreach program is that service so again, getting people to have a second thought about who to call if it's not criminal, if no one's going to be arrested, no curves, no one's being booked, no elevated crises mode than we are asking people to call this program so that we can assist and then how do we do that? With a focus on these five zip codes. What we noticed is that these are densely populated so heavily populated with people, but that that is not an indication that the income levels are high as a matter of fact they are low the average income in Michigan is four to $2,880. But in these five zip codes that I just mentioned, they don't they don't even reach $41,000. And then in addition, the unemployment rate is 3.73. The average for Michigan it is but in the in the zip codes that I mentioned, the unemployment is as high as 10.8%. That is a lot of stress. So you have a lot of people, not a lot of income and unemployment rate. So that's your stressors and that can work on any one's mental health status. So what BFDI recognized is that in the provision of services we needed to address the more of the mental health status of persons. So Doctor, is it doctor

Okay, so I noticed you said that Wayne County's population, did you say 1.7 million. I did a quick calculation and these five zip codes account for 80% of that number. So that is a high number. So again, a high level of stress, a high level of mental health issues. So what this team has the capacity to do is go out to that person within 24 to 48 hours and provide services. This team is made up of myself. I am a licensed therapist, also the supervisor. We have a parent advocate, we have a youth advocate. We are now looking for a substance use advocate as well as two additional therapists to provide services. So when we get a phone call, and we are open Monday through Friday 7am to 8pm when we get a phone call the ease of this program, other than the fact that it's free, is that there's no long registration process you get us directly as a matter of fact, when you call you get me directly, and I am able to talk to a client and assess their needs and assign accordingly. One of our team members to continue to contact and the way that we work is that we provide four to six weeks of brief intervention. And our focus is to connect that person to ongoing services, whether it be within BFDI or other other organizations that are local to local to Wayne County. Just given some numbers. This is our pilot year we just kicked off in August of 2022. And thus far we have provided 320 services to ad consumers. And as far as community outreach events, we've attended 33 events and we have reached 1112 participants so far so we are really trying to get this program out here and introduce it to the community. Other aspects and I will take my seat is that we partner with local Detroit police precincts as well. So you notice I said a second thought for the consumer. We're trying to be an afterthought for the police stations because what happens after the trauma after the crises after the gunshot. After the abuse, what happens oftentimes, the person is lost. So we're partnering with the ninth precinct and the sixth precinct to say hey, give us a call and give us the opportunity to go in and see if we can offer resources or connect the person to resources. We also do street outreach recently we gave away a sleeping bags during one of the coldest days of the year that we just had recently. And we did that by going to rescue missions we were we were in the underpasses. All the way out to eight Marlon 75. Just trying to make sure that if anyone was sleeping outside that night, that they had asleep and cold and we also referred to the 24/7 Warming stations that were set up as well. So not only that as my coworker said as far as being in schools, this team has been dispatched to loving elementary Glaser equals high school River Rouge High School as well as you pad and our focus there is to focus on the children. You just would not believe the level but you probably would. But level of grief that we have approached as far as death and substance use with a parent the absence of a parents, high schoolers who are dealing with not not just so much but you know, as far as misdemeanors that they have not been accepting as to who they are and the level of depression that they have as well. So we have been dispatched to the schools to help for with our youth peer, and then not only to mention that right now, we're just within Wayne County but we're looking to expand as well. So that is the program that we are presently offering. We do partner with Dewayne and Mr. Kevin Giles quite often in our outreach efforts, so any question

that we were this was something that we were myself in the clinician that is a sign that asked born just something to talk about, what mental health is that at tables and have different resources, just a fear of mental health resources and talking about it. It is something that we are still in the works of doing with us born but as we were going around the school and seeing that the need of mental health, so just really having something that they are able to just have resources to,
okay like to hear the outcome of that because it gets confidential. You don't have tables around and you want the kids to come to the table and talk I don't know that that's the best environment but we don't have to belabor it here. Just let us know how that works. Okay.
Probably we probably have to mask it a little differently. Yeah, just maybe call it another name. Okay. Mental health fair, because then that means that they're emitting and so no one wants to admit you know, as we we constantly keep talking about is taboo. In especially in our culture, as well as other cultures, it's taboo. So maybe we can call it a check in or something or just around circle. I know the teachers are doing something where they're just coming in. It could just be a social event and maybe there's something that you can work with administration primarily the coaches or administration to you guys create a different name. But yeah, mental health fair. Yeah, that'll that's going to put a stigma on it.

again, and I feel like my colleagues covered quite a bit but I'm gonna be brief because there's a couple more of us, I believe. So looking at trauma informed services. There are trauma screenings offered in partnership with DHHS, the North Central Office specifically and that is a pilot initiative where young people receive screenings who are connected to child welfare, attempting to connect to CMH services. We still maintain our reaches Detroit virtual therapy collaborative line, which was one out of COVID and it continues to provide free behavioral health supports for individuals living working, worshiping and playing in Wayne County. The age is 14 and up on your own, and we also offer family services as well. And again, that's free in fiscal 21. We received over well close to 2000 calls and fiscal 22 We had over 1500 And then looking at additional things that we do we host an annual trauma conference that is encouraging individuals to recognize that the adults aren't the only people who experienced trauma. Think about the children in your home. Think about the children that you encounter when you're providing services, approach them differently. Recognize that young people might not call it trauma but if you you know dig a little deeper, have a little more conversation you're able to get to that. And then our children's initiative department also hosts by monthly travel leadership meetings. We continue to maintain and engage in our Summer Youth Employment Program. And it's 2022. We only had 750 youth but that's due to some of the townships in the county have not yet fully engaged and hired to their full capacity as they had been previously, you know, prior to COVID. The other issue was the wage of pay and so we have to try to increase that this year, we learned that GT YT will be paying $15 an hour. And so we need to try to compete with the other employers and so try to match it at that and then looking at and we will launch that in June of this year. Looking at our suicide prevention and outreach we continue to offer skating parties, blog parties, backpack giveaways at those functions. We are doing behavioral health screenings. And so you can you know, scan a QR code, click the questions and it'll tell you if you know it's suggested that you get additional help. We do have individuals on site to offer that additional help at that moment. We also say okay, if you don't want to do it now, can we call you so we don't we try not to leave an individual because you know, the Hollywood talk, if you say, call me and they say yep, I'm gonna call you and then you don't hear back so we say okay, can we have your number we can check in with you. And we do that. And our first gating party will be early spring we call that spring into hope. And then we already have a end of school function scheduled for the corner ballpark, June 30. And that is yes end of school but trying to catch young people and connect them early on to support so they don't get deep into the summer you know and not have things to do. And so we'll have employers there and behavioral health providers there as well trying to catch those young people. And then we also had our our children's initiative, department and innovation community engagement partner with DPD specifically on a teen wellness Summit, and that was in June of last year. We intend to do that again this year. And now I'm passing it on unless there are questions. So I just
have one do we have all year round? summer youth programs like that's it? Because I remember don't call it it went all year round. But yeah, so we
have year round outreach events. So when we couldn't go to Ford Field, for example, to do our field days, we started going into different neighborhoods and finding the biggest parking ladder biggest, open lot, hosting the community. And so that target is young people. So we bring in different influencers. So Black party involved like a concert or dancers who are, you know, younger than myself. And then we also have heavy social media presence during those times because we have those young people go live on their channels and then we do Q and A's and head on lot of people actually, um, connect to care through that. But so that's what's been year round, but not the Summer Youth Employment yet.

You can go to the next slide Bianca myology DeVonish specialists and I have the pleasure of coordinating the United initiative under the win which promotes youth voice and positivity throughout Wayne County system of care. We have three different regions under three of our provider agencies that Oh, so sorry, I didn't I know you can hear me. Hi, I'm Bianca miles again, I coordinate the youth United initiative under D when and which we promote youth voice and youth positivity throughout Wayne County system of care. We do a bulk of our work through our different regions. So we have three regions that is listed here Central Region focus on advocacy. And advisory Northwest region focus on anti stigma and our social marketing. So they're all over our social medias, and they host our stigma Bosko workshops, and our East region focuses on leadership and training. So some accomplishments that you do need to have recently done we had a children's health awareness event last year themed My Mind Matters, which had about 40 participants and it was virtual. Our youth spotlight awards is our annual event which we recognize youth in the community who have been doing very awesome things for our youth. And we given iPads to our seventh recipients who Yeah, who have received an award and our Statewide Youth Summit, which was planting seeds of hope that we had last year is under a youth mood Michigan group in which we collaborated with Kalamazoo Youth Move group and we titled it planting seeds of hope. We still facilitated three courageous conversations, gun violence in the community. Which was a panelist and we talked about how gun violence has normalized in our community adverse childhood experiences and youth mental health was another one, and transforming bias and reframing our ally ship, which is focused on our LGBTQ youth there. We've had trainings we've had the breaking down the stigma trainee, with our youth advocate. So each region has three youth advocates that's under the region that is a lot does a lot of the boots on the ground work for us and really provides that youth voice. We also have youth professional development trainees by annually and we have hourly, monthly professional development. We hosted two health and wellness fairs, and we also hosted a town hall on stopping bullying. And on December 31, we were featured on Dr. Michelle Leno's Mind Matters TV show where we talked about the the United initiative. So what's next United turns 20 this year so we began playing our 20th year anniversary. We are currently underway of a youth United logo competition which is sent to five schools and is also promoted on social media for the community to attend. I mean not attend but participate. We have a courageous conversations with 60 over which is a suicide initiative in Detroit. We have our Children's Health Awareness Day on May 6. We have single bus number shop this month with training High School Darnay Mind Matters event. We have school presentations coming up soon as well as we're working to really do some school outreach so we can really get into with our youth starting with our traditional Asian youth leadership event, which will be May 19. And we're collaborating with dpscd for that event, that is an end of my slice that we both like or
Bianca Leesy wanted to share that United has three youth advocate positions that we are currently hiring for with a $15 hourly wage. Yes.
So I just heard a lot of fantastic things just from all of you all that. I'm just wondering how do people find out about it? Do you have to go to your website? Do you do active outreach for the events I know you're working with selected schools, but could you could one of you speak just briefly to how you outreach so that people know about the event so that they can come?
Yeah, so we do community resource tables. So as community engagement events come up, and we're informed from our communication department and we really tried to go out to those events. We have social media, we're active on Facebook, Instagram and Twitter. And we are also working to have a webpage on the D winds website so that people can have a directly to get to us.

though. So I'm sorry. One more question. You said you have community events. How do you find out about the different community events and you just are you guys only in DPS?
No. So we actually have our youth advocate. And something we've been currently working on is we reaching out and seeking out different partnerships, so different local youth partnerships and local youth groups and attending their events and attending their community engagement events. We actively have our advocates on our social medias. I'm engaging with different community partners, seeing what events are coming out. We recently attended Detroit health department is communication event on HIV, STI prevention and beach right so we really actively go into our social media, between people reaching out to the wind trying to seek out youth, boys or youth groups participate in their resource table. And we really try to go through the different needs to engage our community.
So just a suggestion. What about like boys and boys and girls club, our community centers, so they have after school programs every day like Monday through Friday, so them and I'm going to always say sporting events because they have a large attendance. So now we're approaching March Madness. So that's playoffs that this is different community events. Okay, just a little food for thought. A little food for thought and I'm excited to hear about the student pro student, the student athlete program because as I said, if you get the student athletes on board the rest of the school the rest of the kids will follow because they are the leaders of the school. I get to round it out with just one slide. Tiffany Devon, Director of Communications. I'm not sure if it was mentioned. But in order to streamline communications, especially with young people, youth United has now come under the umbrella of the communications department. And Miss Janelle Hearns, who is just up here is overseeing the youth United department. So we're very excited about that. We've had about 17,000 meetings already. And these, these young people are very, very energetic and encouraging. So we're very excited to be able to kind of meld everything together with our social media, with our radio with our TV. And as you know, we are one a community of care and that just shows you some of the different outlets that we're on in terms of community outreach. And by us, streamlining all the processes, it's really given us a lot better communication stream to talk about what we need to do in the communities. And that's all I have.
So, we hear from Miss Janelle, I would like to know what was your plan? Always being that you're close and fall within the age bracket closer to
the demographics
I've been advocating for? Because I said I fall between 45 paths other so you're closer to the age bracket. So do you have any I know you have a ton of ideas. So I'm interested just to hear a few.
Yeah, we're really just excited to amplify the visibility of you tonight and and just get them out in the forefront. But with that being the 20th anniversary of youth united. We're super excited of that. The those events that will kind of speak to that. Our logo competition is something we're really, really excited for because it gives you an opportunity to get involved as $1,000 scholarship attached to that. So we have a lot in the works. We're still in the planning phases, but you expect to see big things this year.

So the first one is future reports from RAC to include trend information over a two year period. The February monthly report is to be reissued and include trend information, recommendation to work with state legislators to encourage them to go into mental health through offering incentives or assistance with certifications. Think tied to that one is the development of a three digit number to assist families with family members who may need assistance. The fourth one is clinical is to provide statistics on the number of young women and youth suffering from depression and suicide ology. The next one is to provide a list of schools participating in the Northwest activity program, provide ratios of students to teachers and try to engage the schools located in southwest Detroit bilingual person the next one is to provide summit attendance with Wayne resa at the event that was recently held. And then when the Mental Health Fair is conducted and asked for and provide outcomes to the board. Thank you.
