I'm not in favor. They should tear it down and put something there that all Detroiters can enjoy all Michigan's can enjoy. Once they my opinion once they really leave that place is still gonna be a select few Detroiters or Michiganders be able to use that property. I have a plan that you know that everybody can use anytime they want to once they go and by law. That's one of my concerns. And another concern is people bringing their dogs to the Eastern Market shelters. I have witnessed last last summer where a child was in the mother's stroller and a dog came up and lifted it and face but people still bring the dogs under that they need to start enforcing that or penalize the people that comes there. Another thing that oh my oh my Frosty Orca. People are driving speeding up and down Oregon. Do not do not and burnout between Congress and Norcross and that's my another concern fire safety wise you know they just be in a hurry. I think it'd be just young kids doing that. Imagine the amount of interest that has accrued. I was enlightened of this thievery while watching TV during COVID. The person said Mayor Dugan owes the residents the return of their overpaid taxes. In my opinion. Mayor Dugan has a spirit of emelec master trickster using the shell game now you see it now you don't. His only interest is the benefits to himself, Dan Gilbert and his cronies. The city council have failed the residents. What is this whole Dugan has over you granting millions of dollars to Dan Gilbert and already millionaire when I Detroit resident for 78 years and a retiree was denied a reduction and my property tax. I asked did we have to go on a bread and water diet to qualify? I was told no rather a cracker and water diet This is not funny. Wake up Detroit in my opinion. You are being bamboozled and hoodwinked by Dugan, who is looting the store and leaving the Detroit residents to pay the bill. I want my money in cash not credit. Justice is justice.

I see you have a line item on your agenda dealing with payments. There are cities across this nation that have made direct payments to residents who were
negatively impacted by COVID 19. They were residents who received as much as $500 a month and is slated to receive that amount for a whole year to help them pay their rent as well as other necessities that these impoverished residents of other cities. And if you look at the Brookings Institute website, you will see that most large cities or many large cities in the United States have spent as much as 90% of your ARPA funds in the realm of providing help for impoverished residents. It's no secret that the city of Detroit, it's probably the largest, most impoverished city in the entire nation. Duggan. He's sitting on ARPA funds. He talks about the unemployment and job he set aside $100 million for that. I don't know what he's waiting for. I went to the the website where Detroit works. They have a big in black letters announcement of saying that that program is closed now they're not accepting any more applications until further notice. So I don't understand that he's only spent $5 million in the last year, actual expenditures, but jobs and employment in this city is wracked with unemployment. That is a very feasible plan to bring economic empowerment into this city.

Good morning, everyone. Morning. Good morning. Today I'm coming to speak about the reparation Task Force and how important it is. This is a monumental thing for our city. And it's very important that we get to work on that we do with speed and due diligence. My family came to Detroit in 1917. They have been displaced by each city policies where a property they purchase was taken from them. And then the last and then 375 came in and wiped that out. And then the most recent things are resident problem our residents and homeowners have had is the property tax over assessment issue. All of these things affect the generational wealth of our citizens and is a major cause of the poverty that's in our city today. And we have to keep working very hard to repair these issues to go out fundraise get those funds and make a plan and I'm just here for it. And I want to thank you guys for setting up that committee but we got to get to work. Thank you.

Today I want to talk about red tape. And then importance of cutting red tape. So as I started coming down here, the first day I inquired about was a building in my property and completely lied blighted. Their building is still blighted, and my community is still on so there was still no response says Damn, well, I could just go to the last six months within a five block radius I had one person killed in a car accident. One shot by police on 94. One shot over the weekend missing presumed dead I'm asking for resources in my community. I'm asking that the red tape be cut. These are the effects of poverty. Now while I'm down here advocating disruption is going on within this community. Not just my but across the city. You cannot continue to prioritize what you are prioritizing and punish and criminalize poverty. Poverty is not a crime. It's not a crime to survive. It's not a crime to find whatever means you have to put food on your table. Those are not crimes. I live in district to set up block clubs. Those block lists was shut down. By the administration. I didn't get harassed by several departments. So the administration I very rarely complain, simply because I'm used to it. This foolishness has to stop. We hold this body accountable. To use your voice. Use your power to get the resources that we asked for within our communities. And I'm talking about that 31.5% of poverty within the city that 200,000 plus people that are forced to be put in positions that jeopardize their life, liberty, and pursuit of happiness for their next meal. We have to do better and improving their quality of life for our citizens.

When you just gave it to him. Somebody wanted something they can we can just get laughed away. So we need to take care of that. You need to backspace that and get you know find out how much we're going to get to that land. They allow the state to go with allow we should not I don't know why we're seeing it on our agenda. No state should be handling that. Zero in Do we have a contract with a company called zero in because I got a letter they said that my information was leaked because I worked for the city. I need to know the city has a contract with them. Waste Management now. There if EPA has a program on their website, and matter of fact, Michigan would have to be certified to you know, because waste management was a federal program. So there are packers that have two sides. You know, guess what? That you guys had a little one just for the parks. Well you can get one to come down anybody street and you know, that way, the mayor doesn't have to raise our
garbage fee.
We already pay taxes, we pay for garbage and you pay another fee for that. So we are instead of doing that, why don't we just get those trucks that can take you know take you know take to you know instead of with the money we've been charged you should be able to afford the other thing who's getting all this benefit from the recycling. That should be a lot of money. The city must be getting that money. We need to find out who's getting that money. We have all of these programs but all of these unemployed people and these people without housing, but we're spending Arper dollars on 16 That one through 16 that 28 On a Bateman of commercial buildings that many of which we don't own and Miss Laquanda comes to the table all the time and she has no answers. I don't understand why she's always on so unprepared for the questions that need to be answered. I like to know who owns Hart Plaza. It seems to me that if one company can give another company a $5 million contract, as well as getting $10,000 $10 million themselves. For a fountain at Hart Plaza. And I'd like to ask you Who owns Hart Plaza? I know we used to have the African American festival there. And then it mysteriously went to a parking lot at at the museum. And then we were the only ones that would charge for a festival that cater to the ADOS people. And how are we replenishing the general fund from all of the above.

If anybody doesn't know by now, the Detroit administration overtaxed Detroit homeowners $600 million and 100,000 homes were illegally these are illegal taxes by the state's mandate. They they illegally taxed us under the state's rules and laws broke the state's laws in over tax that $600 million and in effect 100,000 homes were illegally foreclosed. So the Governor made her little speech but she never mentioned what happened here in Detroit. Detroit is the first this is the first time in history that Detroit passed the reparations mandate and now the you don't hear anything from the governor. She does ignoring black people. And so maybe black people need to ignore the Democratic Party. Now that the Democratic Party is with the gun with the with the President in creating genocide in in Palestine, then maybe we should ignore the Democratic Party and Joe Biden. We want the governor to make a mandate to pay us back our $600 million to find our 100,000 homes that was illegally foreclosed find those people and pay them back get them their homes back that's what we too can do. Governor Gretchen Whitmer since you want to ignore us, we're gonna tell you what we demand if you want our votes again and you want to keep all of the power in in the state. That's the Senate. Now what we're going to have here today is a convening. of concerned citizens here in the city of Detroit to establish an institute the DCU that's the Detroit citizens union. We got to have an agenda. Three issues, prominent issues 20% of rip. City budget needs to go to the Detroit you, Detroit you for going to have a platform now to speak and raise their voices. The water the rainfall water tax here in the city of Detroit is one issue that has been prominently articulated to me by numerous numerous numerous Detroit citizens who are being subjected to this tax to schools in the libraries $442 million over nine years. We've got a millage is which is our property tax base be given to schools libraries, and more money in general fund for more cities. With approval from City Council on the state level the chip is being given to general contractors for for development, at which time they will make millions of dollars after the contract. We did not vote on our money to be diverted from the original purpose therefore this is taxation without representation. We need a new governor with no who will say no to test. Consider the next year as a gubernatorial who was loyal election. We need a governor to say no to tests if the candidate does not say no to tariffs, we don't need him. Because of our tax base being depleted by tests we now have increases these examples. No increase for the solid waste. I have asked for your help with 1657 Taylor, and there has been no responses to a land bank renege on their commitment to help this young lady next door to a great great great grandmother. Helping Women shift their lives ask for an update Oman Cassie Elena hookipa project was no response. If he does not complete the hurricane for piping. I mean, the city has just obliterated historic buildings. You know, when you go somewhere like Europe, I was in London for about a month and novice, every building there has ranged from I would say some as old as the 1500s. You know, I would say probably, I mean there's probably only like five or 10 buildings that are older than 1910 are built before 1910. I mean, they cannot tear down the boathouse. You know, they gotta find some solution to rebuild it, whether it's I mean, turning it back into a boathouse. A community center, or even like a welcome center or bail aisle, I mean, first guy said, you know, that it was something that would be for the elite, I mean, if they turned it into like a welcome center. I mean, like most parts have I mean, that will be perfect for everyone. But I just want to say I hope this council does everything to prevent both paths from being demolished. And next stop. I'm a District Six desert and transit organizer with to try to prepare for and I just wanted to ask a simple question about the arbor expenditures with the that it has its own separate pool of funding with the do $1 million yet we haven't had any report out as to how that money has been spent. And I know that there is a time caucus or deadline that is ticking on all of these Arper funds. And I know that on the city side of things there's reporting and I think most of the money if not all of it has been encumbered. But what is going on with the DDOT expenditures with ARPA, which is $51 million. Other issue today, as the state of transit meeting is being held by true tonight at five was not sorry at 6pm. And for those who cannot join in person due to weather, you can join by zoom in there's going to be state representatives, local officials and transit officials there to update the public on their work for the year what they plan to do for this year. So it goes without saying go without saying that I really sincerely appreciate this body for working with the administration and the union to increase the wages is a good first step and direction though we should continue that and it should be sustainable. And should be a one off sort of bit. Because we have yet to see and I think there needs to be closer monitoring of the birth bus service. From this point on to see if this is parents ready on time schedules. So we have to make sure that the night is also compliant with the ordinance that was passed in 2018 that they have to report monthly on the pull out and on time statistics. I know at one time last year, I think Councilman Dewar Hall and Councilman Young was working on something to try to help the retirees out and it's been 10 years we have not gotten a raise every bank continues to go up. So I was just hoping that you guys could do something to help the retirees. And also another concern was the overpayment of property tax. Somehow we should be made whole 10 years we overpaid property tax. Then last week, we get this assessment pi property pets assessment the value has gone up and of course they want more money. So somehow, we should be made hold the retirees and the homeowners should be given something back for the taxes we have overpaid. Thank you for listening.

And so we're looking finally forward to in this budget being able to do something for our retirees and again, the mayor will present his budget March 7, and then we'll start going into our budget hearings following that in April to deliberate how we plan to move forward with propose help and support for our retirees. And we'll be looking forward to seeing what we could do in order to have more funds be raised for the retirees? No, we tried to give as much as we could back to the of their pension for the police officers and firefighters. But I definitely think we need to do more for our retirees. Also, vote no for the future of health situation because right now Henry Ford Health Hospital they just violated HIPAA. When I was over there after I got hit by a car. And the police didn't completely fill out the traffic accidentally form yet all information of mine got transferred without me signing a single paper. So if that's the future of how that's highly, highly problematic, also saying no to major contracting, they came out and did some sidewalk work in front of my house cracked my walk didn't do a good job on the sidewalk. They fixed. No one knows. Garbage contracts. It seems like that's just to hook up the developers so they can run around the city. And dump and get their stuff picked up. Yes, I'm calling in regards to the reparation Task Force Council. I want to reiterate my comments from last week but also with additional information please. I heard that MR. NITA Bell is resigning as of yesterday or so and I'm very disappointed to hear if such a need to bail has tried to best she know how and much respected to her. I also want to reiterate my comments to get rid of Keith Dee Williams, the chairman of the task force, he needs to be removed or he needs to resign he is in the way he has derailing progress. There have been too many problems under his leadership and he must go and after made public comment last week, I started receiving a lot of calls from people in the city supporting this decision. I want to record breaker rotation for EDA Ford to be nominated on the task force. EDA Ford is a district five member she is very knowledgeable about black Detroit in our culture. I also want to make a recommendation for the two other seats for J mon Jordan, the city's historian and Kenneth Coleman, another city historian to be appointed to the board by President Mary Sheffield please make this happen. Even if they expressed interest or so there should be people knowledgeable I also want to make another recommendation for Barbara winder, the former charter Commissioner as she is aware of this, but it's just turning into a horrible horrible situation. We could fix this. I'm willing to fix this but the following recommendations need to be made Keith Williams need to be removed right now. He could be removed before the February 3 meeting. You don't have to get into it his intimidation and his cry baby tactics. He can't be removed and we can move forward. Detroit will rise from the ashes. I do believe in my neighbors and I want to share love and thank all of you for staying down in the fight for Detroit.

Good morning. Can I be heard? Yes, you can, sir. Okay, looking at the agenda, I'm especially interested in seeing what comes up with 6.1 and 6.2. As some people may not realize it, the Detroit general fund retirees now not only do we take a pension cut of 4.5 Also, we took a retroactive cut back to July 1 2013 of 2.25%. Awesome. Many of the newer retirees that came on at the Coleman Young became male had to 30 years after he became mayor you know, took a 15.5% cut for a total of 22.25% Cut it then not only that, you know we lost our medical, you know, can you imagine working someplace 2030 and 40 years and lose all the benefits that you earn? And over 3000 City three general fund retirees have died just during the time the duck has been there. You know from July 1, I mean from January 1 of 2014 to January 1 2020 for over 3000 people you know that has that in and of itself helps to destabilize the city of Detroit that in and of itself helps to continue to push in our people out of the city of Detroit. That in and of itself because historically city charter retirees have been the anchors of many communities. We have seen the chart retirees in every single district. We have seen Detroit retirees, families in every single district. We have federally chartered retirees and current workers in every district. Y'all need to do more, you can do more. Don't just listen to what the great white little father says. Do more help us now. Thank you.

But we received this message on the last one said today clearances that we failed to provide blanked or clearances went down to get a blank clearance we were sent from that office to another office. And then that office here you got to pay all the taxes in the rear. But we have been to court and the buildings should have been put on vacant therefore we shouldn't have had to pay all those taxes right away. And that never happened. And then we received this Texas said you have 45 days to provide proof that you have 75 to $80,000 for rehabilitation of the building. And so now we're in the process of selling houses and other people trying to take loans and etc to come up with this money to facilitate what the city is asking and we've been paying taxes on this property for quite a while. It's on the east side of Miss Johnson. And Emma you heard my check before I love you. He's great. But I need to bring bring before the council because the east side of Detroit in that area has received very little assistance in terms of renovation. I mean, we're doing good all around the city but we stopped at KorVia and then come on down. So therefore we got a hold on our street right Hopper meeting to come up with a whole step and so then we get this kind of message that tells us you have one day now this just came out December 6 Now we have one day and it's supposed to be demolished today as I'm standing here. And well we're coming asking for is a little more time to sell some of the properties that we have. So that we can you know say to build and continue to uplift that area in the city of Detroit.

By the gym Chairman some difficulty hearing. Through the Chair I can probably answer answer the questions. So we've been working with the courts. For about a year and a half to decrease their gun case backlog in an effort to decrease gun violence in the city. Through those efforts, we've secured state money to help the courts further decrease their gun case backlog with with items that they've identified and we're a pass through to get the money to the courts.
Thank you, Mr. Schinsky. Can you provide maybe a little bit more detail around how the courts are going to utilize the funding?
Sure they're going to use it for overtime for personnel costs. They're going to have some capital purchases whether they're new new jury boxes or their portable court recording equipment. They're going to update their courtrooms at Third Circuit. They're going to purchase security went equipment, computers and other items for self help locations at 36 District Court they're going to introduce artificial intelligence video software. They're going to have legal self help kiosks and check in kiosks as well as other personnel costs and overtime costs so that they can keep working toward decreasing the backlog that was created during the pandemic.

And we are you know, that's our program where he is right now. So and because I have received some complaints from folks in the community it says they're participating in programs and I'm talking about people who were who actually Childhood program, they are not getting paid the people who are participating are not getting stipends and that kind of thing. So this is why I wanted the status of the program. What are we getting the money if we're not putting into programs?

So good morning. Good morning. Yeah, I
just want to know if you can provide at least a quick status of the program because the feedback that I'm receiving from some people in the community is that is it is not working the funding the funding. Is not there night, neither for the folks who are joining the program, or for people who are participating in it because we're supposed to be provided stipends for folks who actually participate. So So what's going on? We out of money or
so thank you for I'm sorry, thank you for the question through the chair. We are currently not out of money. What we are asking for, however, is additional money to be able to pay for the stipends for the additional folks who have expressed an interest. So there were there was a budget to provide for about 1200 people to participate in the program. We had overwhelming interest. Over 3000 people expressed interest in the program, about 1800 were deemed eligible and those all sort of came through in the last three months of the year. Which is the reason for the request. As to folks getting their stipends. There are requirements that people need to meet in order to begin receiving their stipends, inclusive of signing paperwork, coming in to meet with a career coach. There's a checklist of sorts for for folks to receive their stipend. Everyone who has turned in all of their documentation has received their stipend and is receiving their stipend on a monthly basis. If there is anyone who has turned in their information and has received acknowledgement from us for having been registered in jumpstart and are not receiving a stipend, please refer them to our office we will do all that we can to immediately rectify the situation. I am aware of an issue with some of our jumpstart participants who are also enrolled in learn to earn who are receiving their stipends on a timely basis. And this has to do with our providers. For this program, those individuals get paid based on their participation in a program on an hourly basis. We rely on our sub recipients to give us those hours on a weekly basis. We're not getting that information from the sub recipients, which impacts our ability to pay the participants. The participants are receiving the Jumpstart stipend, they're not receiving the additional stipend. Once we rectify the situation and we're doomed handling this on a case by case basis with respect to the the additional program that they're in within jumpstart and get those hours from the sub recipient. We are making retroactive payments through the date of those our submissions, but we're not able to pay. It's like having a timesheet if we don't get the timesheet from the sub recipient, we're not able to pay the person. So there are a few individuals who are impacted by that. And sorry for the long winded response, but I hope that's responsive to your question. All right.

So So you gave a pretty good response, but it was one of your partners slash providers or whatever, who will also that had some issues with the saying that that they didn't know if they could work continue with the Jumpstart program, because they weren't getting the money that people were not getting paid. And I'll discuss it with you but I'm just I'm just concerned that one of your partners would say that frankly
I am concerned as well through the chair I'm not aware of of what that is, and I'd be happy to discuss that further.

there are 16 and Detroit organizations,

Okay. And then can you just speak a little bit to the oversight of the programming that has taken place once the ideals get paid? i What type of oversight in the programming and training that they're offering to the residents? What is the oversight for the city on that on that aspect?
Um, through through the Chair, if I could just get clarification. Are you asking for oversight of the of the in Detroit organizations or oversight of the individual participants in the program, the
actual organization in the curriculum that is being provided as it relates to training, seeing that they are getting paid per participant? I'm just curious as to what is being done on our behalf to ensure that they are getting proper training and the skills that we're paying the ideos for.
Right so we pay the participants based on which we pay the participants in general, the participants can enter one of three tracks. Participants are going into the Learn earn track to get their high school diploma, there are about 500 or so. Excuse me, individuals who are in that track. They are in class on a regular basis, working towards their GED, about five of them so far in a relatively short amount of time have already graduated. So that's good news. We're monitoring them on a regular basis. Their ideas are in contact with them on a weekly basis. Our Career Coaches are in regular contact with them as well. There are about 1000 folks who are interested in going to training. About 500 of those individuals are currently enrolled in training and approved for going into training. The other 500 are currently in Career Readiness Training. Everyone in the program goes through Career Readiness Training is between two to six weeks of training to make sure that folks are up to speed on what it means to be a good and productive employee time management skills project management skills. All of those sorts of things. Once they're finished with training, they will move on to job placement. There are about 300 individuals who are ready for work right now. And about half of those individuals have been placed the other half are going through career readiness training as well and then will be placed into employment. It all participants are again regularly in touch with their in Detroit organizations depending on who those into Detroit organizations are and in regular contact with their career coaches.
Okay, thank you and then just the 600 additional participants that This funding will cover have already been selected from the ideos or is this. That's correction for additional Detroiters to access this program or sounds like it'd be cut off after this particular increase in funding. Seen it. The idea was I've already identify additional participants. That's correct, ma'am. Okay, and then just lastly, has there been any talk about long term of the program? I know that this goes into 2025 and then ARPA funding running out just long term. Has there been any talk on how we could continue something like this in our city? That's
a great question. Madam Chair. So this program is not necessarily meant to continue into the future, although we really appreciate opportunities that provide Detroiters the opportunity to both upskill and earn wages to get that Jumpstart. This program was made possible by way of ARPA dollars being available. I don't know that there are funds available, you know, in the future that could sustain an a significant program such as this.

you, Madam President, through you to miss Weems. One question that I have is it sounds like we are on our way towards meeting our goals, but can you just ensure us that we are on track?
Well, so far we are on track. I think it's kind of really early to go again, almost over half of the participants in the program came into the program in the last three months of the year, an overwhelming amount of interest in a relatively short amount of time. I think that we're already seeing results with people who are getting jobs. We are also seeing results. I'm really pleased about the number of people who are interested in getting their high school diploma to further educate themselves, and the number of people who are interested in training. So there are the supports that are there for folks, and we're continuing to help them on their journey.

I'm sorry, sir. Is there through the chair? Are there requirements to show work hours after completion of the program? Yes. So we haven't we haven't gotten to completion of the program yet. But what we are monitoring is job placement. We are also monitoring to determine whether folks maintain a job after three to six months and if they are enrolled in any of our federal programs, we're required to maintain contact with them for up to a year afterwards. So yes, we would be following up to ensure that folks are retaining those jobs.
Okay. And how was that proved made by the employee by the employer in job placement? We
asked for employer records. We asked for the participant to share with us wage records and that sort of thing and there's also opportunity for us to look that up on the back end.

Just had a question about kind of piggybacking piggybacking on member waters question to Director Williams, thank you for being here. We got all of our questions answered. But I know you indicated that there is a slight delay and maybe I heard it differently because I was typing some stuff as well, regarding the third party providers that are somewhat of a delay and again if you did explain, my apologies, I missed it. But what's being done to close that gap? Because as you as we all can assume that a lot of these folks are like, you know, many Americans. Detroiters, you know, really need that money ASAP, especially if you earned it. What's being done to close that that gap? If it's no if it's not the responsibility of it on the issue of the actual employee, but of the provider?
Thank you and through the chair, so there are no issues to my knowledge with anyone receiving their jumpstart stipend what is happening is with one of our skilled programs that provide for an additional stipend if that person is enrolled in a school program, so let's say the learner earn program to get your high school diploma we're we're paying up to $10 an hour up for up to 20 hours a week for somebody to be enrolled in that program. We require wage a timesheet from the sub recipient who is performing the services in order to make a payment because we don't know whether the person's work one hour zero hours or 10 or 20 hours as folks are making us aware that hey, I've been enrolled and I'm not receiving my stipend. We are directly contacting that organization to obtain those records. Because this issue has happened more than once more than twice and about, you know, maybe a dozen times out of the 500 people that are in the program, this particular program. What we're doing is a workaround. Now we're we're asking the participants to self certify, and we'll have the instructors sign off on it on a weekly basis to kind of work around the sub recipients issues because you're right. We don't want participants having to wait is through no fault of their own. We just need to get to someplace where we'll we're going to be able to receive the information that we need to be able to pay them and have some way of validating it. So
this the conversation in this work around will will cause no delay or will it decrease the delay because again, part of it also is we want to make sure that we have good ambassadors that are out there on the programs that we have and all it takes are you know 12 People who say that I had a horrible experience and 12 multiplies to 24 and so forth and so on. So are we talking about a complete elimination if everyone I guess duplicate efforts? Or if you're looking for the recipient to provide the information directly to you as well? Or are we talking about a reduction in the delay? We're
asking the recipient the participant to provide us the information if the participant provides us the information there will be no delay. Awesome. Thank

Thank you, Madam President. As we all know, we are being asked to approve pretty hefty contracts for trash bulk recycling and yard waste. In committee, we've had discussions around how to pay for this quite frankly, it's a lot of money. And one that we were told by LPD we could not afford in the long term. So we have been working with the administration to one get feedback from residents to hear whether or not they wants to see enhanced service for trash recycling bulk on a weekly basis. From what we've heard. It's a it's a yes. And then we also asked the administration to do some outreach and asked residents if they would be willing to pay an additional fee. A quiz quite frankly, we were originally asked to approve these contracts and have them be paid through our general funds. And through our solid waste funding, noting the solid waste funding would eventually run out. And we would potentially be in in financial issues with these contracts. So we have brought them out sweet and working with administration. They did some some outreach. And I would like for them to give us an update on the survey conducted on the payment options that they have put in front of us, and would welcome any other questions or ideas for my colleagues to see what we can do to afford this if this is something that residents wants that we can support.

Alright, Director Brundage did you want to start off just kind of bringing us up to speed for those who may not be in committee or listen to the committee where we are today and what is being proposed? I
can do that. Brian Brennan, Director of DPW. I believe I heard. Member Santiago asked that we provided an update with regard to the outreach that has occurred over the last couple of months. Since this contract was originally put in front of council in November of 2023. One of the things that we heard from several Council persons was a need for us to really reach out to the public and give them an opportunity to weigh in on how important they felt it was to go from bi weekly to weekly collection of bulk yard waste and recyclables. Initially we held six community meetings which included two of the charter meetings that the mayor hosted. We had three downcast meetings as well as district to community meeting and what we heard overwhelmingly from the residents was that they were supportive, increasing the level of service to go from bi weekly to weekly bulk collection. We then recognize that the suggestion and request from councilmember Santiago Romero that we provide more outreach. So fortunately, we had over 58,000 residents in the city that had previously signed up for the solid waste text message alerts that they receive on a weekly basis. We sent for those residents that are that are receiving those alerts. We gave them the opportunity to participate in a survey and we asked them to really basic questions. One is it important for them to see the service level increase from the current level of bi weekly to weekly collection for both recyclables and yard waste? And two we asked them whether or not they would be supportive of a possible fee increase from the current $240 annual residential solid waste fee the residential I was trying to provide today of the 58,000 residents that have the opportunity to participate in the survey. We receive responses from 13,300 individuals and only over 70% of the residents have reinforced the desire for us to go from bi weekly the weekly collection of the solid waste services. We've offered this this number has been relatively consistent 44% of the residents of India for those that have responded to the survey indicate that they would be supportive of some type of fee or some type of a fee increase to help pay for that incremental difference in cost.

President. And thank you Director as he mentioned the city did ask residents if they would be willing to have this enhanced service. I believe when we first did our outreach, there was not a mention of a fee increase, which is something that we should have on the table in this because it's something that we as a council need to consider. If Mr. Winn please go now into what these options are to pay with the increase. And then I've heard from some colleagues around some other ideas on how to potentially pay for the contracts that I would like to go into briefly after we've gone through some ideas that the administration already has regarding payments. Mr. Watson,
so through you, Madam President, I'm happy to go over the funding options. So where we started this discussion and from the proposal was using the general funds solely to pay for the additional cost from these contracts. That's where we started back in November. Revenues are rising and this way the growing economy and taxes could support the contract increase. That would have meant starting at about $8 million a year out of the budget and growing to $22 million a year out of the city budget by the year the contract as this body will recall, you know, when LPD reported on it, you know, they raised some concern with that because certainly this is a substantial additional cost and you know, might present various trade offs during the budget process if the general fund picks up the entire cost. As we review this and continue to discuss this both with the community and at PHS committee. We also wanted to talk about the other end of the spectrum which was well what if fees, were the only thing that paid for this, if we did that, then residents fees would go from $240 a year to about $350 a year by the fifth year of the contract. And and understandably that wasn't a very palatable solution either. And so were we less less left the discussion in PHS. Just just yesterday and is also part of today's agenda is well, what if we took a hybrid approach where we let our growing general fund taxes pay for a portion of the additional cost, and then residents would pay a portion of the additional costs through a fee increase and so the proposal that we net we have in front of us today is the general fund paying about 72% of the incremental cost and the fee increase paying about 28% of the cost is still bearing the larger share. But protecting that general fund budget with a little bit of an additional resource from a fee increase and the way that increase would work is starting this summer. If approved, it would be a $10 increase in the annual solid waste to be this summer and then another $10 The year after that and then another $10 in the third year. So from $200 currently to $250 this summer and then growing to $270 by 2026. And so I also want to remind folks that anyone who is eligible and receives a hope exemption they pay 50% of the solid waste to be they receive a discount. So any increase would also be discounted by half if this were approved, and the way that the solid waste fee is paid is it's part of the summer property tax bill with half due by August 15 and the other half due by January 15. That's how the current fee works and how this modified fee if approved would work as well.
Thank you, Mr. Watson, madam president through you. I see Mr. Coyle is on here with us as well. We took guidance from LPD and just if you wouldn't mind sharing with us as well. They worked on a short report around the fee schedule and they are analysis of this change. And so far, they are agreement that this is an option that is feasible, but wanted to allow you to share some more Mr. Corley, if you wouldn't mind.
You know President Good afternoon. City council. So we are really appreciative that 44% of the citizens from the responded to the survey is willing to pay in a fee. And the reason being is because in a general fund there are some budget pressures that's coming for there's about 25 labor contracts that will be expiring in three and a half years. And wages is about wages and benefits is about 60 to 65% of the budget operating budget. So that's going to be a weighty pressure on the general fund. So for citizens to be willing the pay increase on free garbage fee for weekly trash hauling services will be wonderful. And line item 20 point 10 represents the resolution of that waste fee. A modest increase, and I truly recommend that council vote on that line item as well with the trash Holly fees. Reason being because let's look at this as a total package. And if Council approves the increase in the money in the garbage coverage fee, then the mayor when he presents his budget on March 7, campers more holistic picture of how we pay for and provide the trash hauling services to enhance responding services and the administration may come up with some other budget efficiencies to maybe further reduce the costs a little bit of the trash money services. And then lastly, Councilman Benson asked, well, what's the opportunity costs involved with these enhanced transplanting services opportunity costs meaning what do you give up to provide a service that you wish to provide? And so we are saying that once you get those budget proposals from the mayor, annually over the next few years, especially by fiscal 2027, council will have a very good feel for what the budget pressures are, you know, because again, many of the labor contracts will be renegotiated by that time and so every year, we would look for the mayor and the administration to determine you know, what other alternatives maybe to pro the services of that other trash hauling services, and maybe provide some additional suggestions on reducing costs now, if Costco at any time is not satisfied with what the mayor is proposing in the budget, of course, you have that opportunity during the budget process to further look for trade offs, and you will have to revisit your council priorities as well. So we really thank you for considering the fee increase and in conjunction with the transforming services, and I appreciate it. Discussion.

They're going to have to hire staff with an expectation that they'll be able to provide the services for the entire five year length of the period. That being said, all contracts and I believe that the permanent director fantas Dalek also is also in person there. But that being said, any event that situations change, I believe that the city always has the ability to modify contracts and financial situations change but I believe that pandrol style is probably best but prepared to respond to that in more detail.

The chair, yes. The city has in its standard terms and including in these contracts, the legal ability to terminate in part or in whole, any contract. I want to distinguish that from the business decision of a city to ensure that we are good partners with our vendors.

Thank you Madam Chair. Um, I think I heard earlier that that afternoon as the rector stole 55,000 residents were surveyed through over 600,000
I'm sorry, if I may through the chair. Remember Callaway 58,000 residents had previously signed up for the solid waste text alert system, which they receive a text message every week, the evening before their scheduled collection day. And it currently reminds them of the collection the following day and whether it's just trash being collected or the trash in addition to the biweekly bulk yard waste and recycling. We use that mechanism to reach out to as many residents as possible throughout the city. So those 58,000 residents that are previously opted into the text alert system were when they received their weekly alert. They were also given the appetizing opportunity to participate in our survey.
Okay, thank you, Mr. Brundage. So how many residents of the 58,000 who signed up for the app alerts were surveyed and what was the survey question?
To the chair all 58,000 residents that had previously signed up were given the opportunity to respond to the survey of those 58,000 they receive the notifications 13,300 As of this morning and actually respond we did receive we'd received 13,300 responses as of this morning. And the two specific questions and I may be paraphrasing I don't have the exact language in front of me but the first question was, was essentially whether you felt it was important for the city to go from bi weekly current level of bi weekly bulk yard waste and recycling service to weekly recycling, bulk and yard waste, as is conveyed through these contracts, and then a second contract. The second question is that any event that you were supportive of the desire to go from bi weekly the weekly box service, would you be interested or agreeable to a potential fee increase?
That makes me nervous. The two questions because we have over 600,000 residents in the city of Detroit. I heard earlier that 58,000 were surveyed. Now it's gone down to of the 58,000 who have signed up for the app with the regular alerts. Only 13,000 of the 58,000 were surveyed with two questions whether or not they were interested in getting weekly trash services. Who wouldn't want that? And then the second question was, would you be meaning amenable to paying an extra fee? They were not told what the fee would be. I have a lot of text messages and emails from older residents. I know that Mr. Watson said earlier that anyone who was interested and thought that they perhaps would qualify for a home exemption exemption in terms of having to pay half of what others are going to pay. I think we need to do more community engagement. I think more folks need to know that they may qualify for the discount because this is a five year contract. Why five years why not three, and then I heard earlier from Mr. Hall Director stall she said that the city has the ability to modify the contract. Well, the contractor has the ability to sue us if we try to change the terms of the contract at I would be concerned about that. If they're going to go out and buy all the equipment and hire new people. They're dependent on a five year contract. So I have concerns about the number of people who were surveyed and the lack of community engagement and also 13,000 people up 600,000 people who might be impacted. So and then also the length of the contract five years. Thank you Madam Chair.

if I may, through the chair just to respond to the one comment with regards to the length of the contract. And we certainly recognize that a five year contract is not the normal standard length of a contract that comes in front of the body. This would be the third time if these contracts are approved, that we've awarded five year contracts. The current contracts expire on June 1, and this is the last year of a five year contract. And the reason that we felt five years was the appropriate length of the contract. Is because we really felt that we had to recognize the level of capital and investment that the contractors had to endure prior to being in a position to provide the service of the contractors even to the current contractor Waste Management has been recommended is going to have to acquire additional equipment on the new company that we're recommending priority ways, is buying all new trucks in order to provide services under this contract. So we really wanted to recognize the fact that there was going to be a substantial level of initial capital investment in addition to the amount of hiring that would have to occur. And we felt that a five year contract was the appropriate amount of a contract time taking that into consideration.

thank you. Um, I don't know this go to Mr. Brundage, or Mr. Watson. Good to see both of you. Um, but here, let me let me preface this person a little bit of a statement and then I'll ask a couple questions. I understand that we want to have more money to be able to make sure that we finance this of the services and the people want the services. But I think whenever you start talking about increasing costs to pay them, people are gonna start to get a little bit concerned. And for me, I just don't feel comfortable raising fees which key if you don't pay can be used as a put in the can, if you don't pay this can become a lien that's put on your home. I don't feel comfortable voting for that, without at some point in time lowering costs somewhere else. The city shortly pay the highest property taxes, residentially in the country, the second highest property taxes in the country, commercially, the highest industrially and the highest for apartment buildings. I just don't feel comfortable raising this without lowering the costs somewhere else in the sea. Huge rain was one of the poorest cities in America. And I understand people want you know, extra services, will you start talking about fees. It's a little bit different. It's kind of like people who say I want to go to heaven, but I don't want to die. You know, or I want to be a swimmer but I don't want to get wet. It's not how it works. You don't want to be in shape, but don't want to work out. That doesn't work. Trust me. I tried it. So you know, I just want to make sure that we're honest with people about the consequences of this. And I want to ask, I think it's Mr. Watson. I want to ask, I know I don't think we're out of the woods yet turns of prohibitions, in terms of borrowing from the plan of adjustment, but because we're relying on tax revenue to be able to pay for this from the budget. Is there ways in which we can issue a tax increment CBS issue, tax anticipation notes, or maybe a revenue anticipation note in order to pay for this and short term borrowing? We can have that money wherever it is more money that we need, we could cover those costs.
So through madam president to member young so unfortunately, no, we would not be able to borrow for an operating cost. And ultimately, that's what we have here is the operating costs to pick up residential trash, which, as we've been discussing before this body today we need to ensure we have a sustainable funding source for and what we've proposed is a combination of fee increases and general fund tax dollars. To your point member young, you're not putting not asking for a fee increase to cover the entire cost but just just about 28% of it instead of the whole amount.
Okay, okay. Thank you. And I just want to ask Miss Stahl director stall, excuse me, and I apologize. I'm with a contracts is requested at procurements on it. The budgeted funds required to be on hand to cover the cost of the contract by law.
So, through the chair, when we see when we receive a procurement request, you are correct. funds should be committed in the budget to pay for that fiscal year. And then in future budget years, we would make sure with the Office of departmental financial services and budget that the that the budget can be supported. And, you know, with with these contracts, the administration did believe that it could be supported with a combination of the existing solid waste fees and support from the general fund. I think the administration felt that there were multiple viable options for funding these contracts. We were very careful about discussing the funding for these contracts. Before we move them forward to city council. And so now, you know the city as a whole needs to decide what is the best way to fund these
multiple options that include raising the fee are now
yes as through the chair as Mr. Watson described in the beginning there, they looked at how the administration would recommend how the contracts could be supported with retaining the solid waste fee as it is currently and with increasing support from the general fund and felt comfortable with that option and then there are other options, such as increasing the solid waste fee at different levels for you know, a hybrid option. And then, you know, obviously a swing in the opposite direction would be raising the solid waste fee to one amount that covers the entire contract amounts. So there are you know, different ways to support it and
yep. Okay. No, thank you. I appreciate that. Thank you. And Mr. I think this question would probably go to Mr. Brundage, but I just wanted to ask, as well is the costs are the increase costs of this or are there any cost that this actually contributed to that we're paying? Now what I mean by that is basically, is the cost of shutting down ghidra. Did that increase the cost of this contract that we're paying now for these services? Does that have an impact at all? It all called increased cost of landfill, refuse being dumped at the landfill, as well as the cost of increased recycling? Is that how much does that make up? This contract

the the closing of the waste energy facility, and disposal costs had no direct bearing on the cost associated with this particular contract. The contractor for just collection from households and transferring other solid waste to a DPW designated location. So are there no disposal costs that are factored into the cost of these two contracts? So that separate decision had no direct bearing on the cost of the of these two contracts?
Okay, so So you're saying that you don't trash that we will usually have that we'll go through the ghidra plan. Now that that tracks has be picked up by private code to be transferred to a landfill that doesn't have any cost it turns Mickey cheaper in all or is it negligible

battle that doesn't have so costs because you know, now trash that you have more trash that you're picking up stuff into landfills before that may not necessarily be the case? Because you had the waste recovery plan?
Through the Chair, I guess I think I do need to clarify earlier response. What I was alluding to is the fact that the contractors that are providing services under these two contracts, they won't be taking the trash directly to a landfill that's located out of the city. They're going to take the trash to a transfer station. It's located within the city of Detroit limit so their costs directly related to transportation is not going to be affected by the fact that that the waste energy facility is no longer open. Now what may be indirect factor is the cost or the revenue that the city received through the conversion in the past of trash from converting it to steam and electricity. But that's a separate cause. And what I was trying to convey is that as a truck as a relates to the direct costs associated with this contract, the contract is as opposed to taking it to the resource resource recovery. Facility on i 75. And I 94. They're going to be taking it to a different location, but it's still located within the city of Detroit. So their transportation costs are different than transportation costs. It's not going to be impacted by the fact that the plant is no longer open.

Um, I just wanted to ask you, was the cost of increased recycling. Does that have any bearing on this contract at all?
The chair, it does have a bearing. It's one of the services that we're we're proposing to go from bi weekly to weekly collection service. So the the currently residents are receiving weekly trash collection, and then bi weekly collection of the other services for all of the services bought the ice and recycling that are going from current bi weekly to weekly collection, we did see a significant increase in the cost to provide those services on a weekly basis. Thank you, Madam President, to Director Brundage. So the texting reminders that are sent to residents. I believe when you sign up, you have to indicate your address. So I'm wondering if you can identify the number of households that are signed up in relation to the number of households in the city of Detroit, so we can have a better picture of how many people you're querying and then how many people that have responded. I also want to encourage you, if you all can change the language in the text message because I do receive them and it asks for you to take a survey relative to future waste hauling. If you can be more specific about the cost of the the potential increase, I think more people will respond. I did ask residents within District Four in our last monthly meeting, and people they weren't certain how to respond because they weren't sure what the additional costs would be. And so I'd like to ask if you can do those two things so that we can maybe have a better sense of where residents stand and how they feel about the $10 increase over the three years as Mr. Watson indicated. And then my question to you is relative to priority waste. There were some concerns about whether or not priority waste was a union shout. So can you speak to that?
CARICOM member Johnson, it's my understanding that at the time, the bids are placed out that the overwhelming majority of the priority wave employees were non union, but at that particular time, they were in the process of having internal both to decide whether or not they want to remain non union or to become unionized. I haven't heard the result of those votes or whether or not they're finalized or not. I can't say that our conversations with leadership I priority wages that they were going to be supportive of what whichever route their their employees wanted to go, that they were going to be fine. They were going to be supporting wanted to become a unionized shop, but they were going to let the employees make that decision, as opposed to them pushing them in one direction or the other.
vectorstar Through the Chair, my understanding is that priority has negotiated a contract and the rear load trucks will be union and a, if the if needed, we can request the vendor to speak to the item. I'm good. Thank you. Thank you, Madam President.

you, Madam President. And just speaking relative relative to this contract Mr. Brundage? Can you tell Can you talk about the side streets as well? I know we were talking about increased services. Does this include side streets as well?
Or people can't remember their hub under the current contract. The current vendors they're only required to pick up solid waste debris that's in front of residential households door in front of vacant lot. They're on the same block where the houses are and so if on finance those current bi weekly BB a, they need a breather on a side street. They're not required to pick it up part of the terms of the current contract. We have addressed that in these in these new contracts. So now on those weekly as part of the weekly bulk collection as part of the weekly collecting of debris in front of vacant lots, if there's also debris that's on a side street, as long as there's less than two cubic yards of the contractor will be required to pick that debris up on side streets on those weekly bulk collection days.
Thank you. And that's good to hear. That is one of the reasons I'm supporting it after talking to and having conversations with residents and just open conversations of how would How would you feel if your bill increase, let's say $10 When that conversation was floating around prior to this, and some of the response that I got from community leaders who go and do the cleanups all the time, they say I spent more and trash bags cleaning up the blight in the couple of months in the summer, then the extra $10 was equivalent and 83 cents a month that I'll pay. And so in those conversations, talking to those community leaders who are out there, doing these cleanups on a constant basis, cleaning up the side streets where folks who don't have weekly boat pickup decide to dump a lot of their bulk there on those side streets. I've found through my conversations with community leaders that they are willing to pay the extra 83 cents a month the extra $2 on their summer tax bill because they are spending more and using their money to buy trash backs, community associations using their funds that they get from their members to clean up the neighborhoods and they are more than willing to support an initiative like that and that is why I am supportive going on the record saying I am supportive of that. I think if we want to take a step forward, particularly when we talk about ensuring our neighborhoods, our clean, our cleaner. It takes all of us it takes an investment from all of us to ensure that we are going in that route. I have folks that come to me all the time. That even posed questions about services that were done back in the day, such as street cleaning or street sweeping and things of that nature and so it is good to me to see that we are taking this step four I you know, I know a lot of my residents that I've spoken to particularly our community leaders are excited for an increase in services to ensure that our neighborhoods stay cleaner and maybe they don't have to get out there as much to do these cleanups on the side streets. Um I am looking forward to the day you know, sometimes I'm driving down the street and I see these piles of trash, now directed brandishes our telephone number, I can just call or email shoot it to say I've got a pile of trash right here. And we'll make sure that they pick it up the next week or this week or whatever. Because those are the kinds of things that I want to see either if it's on the street, either if it's if it's, you know, on a main street or neighborhood street. I want to see that happen. Is there I can call the community can call and just say this where this pile of trash is can you come and get it? Rector Brundage

Thank you, for yourself to the administration. To me, I'm very supports. The wing Task Force has identified cleanliness of our city as being a major topic for a number of years now and then they are also very supportive. Um, one of my main concerns was that we not just throw money at the issue, but that we actually need to impact behavior as well as an attitude shift when it comes to the cleanliness of our city, how we engage with our taste. And so when it comes to people littering, throwing trash out of their car at will, as if the world was can that that has to be addressed and stop when we talk about educating people about taking their trash cans in in a timely fashion about not leaving litter to blow throughout our neighborhoods critical about illegal dumping how to properly dispose of your items, can you put batteries in with your solid waste? What are we doing about that and one of my Ask was to make sure that we're coupling these new Solid Waste Services with more enforcement from DPD with enforcement from BC and just education in general, about how we can impact our city to make it a far cleaner city. And as everybody knows people transit snow from the north of eight MT to illegal dump in our city as well. So it's not just our own residence, but our own residence. Also we have to take responsibility for our own actions also, and also engaged and so it's want to see what the administration is committing to when it comes to behavioral change and just environment change around solid waste and how we can make our city cleaner besides just Solid Waste Services increase.

member bank Benton. First of all, thank you for bringing that important component to our attention or or this part of the discussion today. We certainly recognize that increasing the level of service by itself is not going to eradicate all of the debris and litter that exists throughout the city. We certainly recognize that it's going to it's going to require the efforts of all of us working together. So we certainly recognize that, you know, and we're not proposing that, that we increase the level of service in lieu of required enforcement. You know, we were working with the Building and Safety Engineering department and committed to filming all of their current environmental enforcement positions that are vacant so that the appropriate level of enforcement can occur. They're also going to be including as part of their 2024 25 budgets, the metal requests are an additional person that's going to solely be solely dedicated to those types of nuisance related issues that we hear residents complaining about so often, such as, you know, people leaving their trainer at curbside long after the collection day and then individual is going to be solely dedicated the dose of environmental related nuisance type issues. We certainly recognize that, you know, the continued efforts, be seen and DPD are going to be needed on the enforcement side. But we also recognize the importance of educating our residents and getting more and more by participating in keeping our city keeping our city clean. So currently, I think they have $380,000 in the current budget for our keep Detroit claim efforts and this is a comprehensive marketing and education effort to again not only remind our residents of the importance of doing their part to keep the city clean, but also educating them on how to go about doing certain things like you know, putting your debris out in the appropriate manner or the evening before your collection day, those types of things. And that's going to continue and continue on until the 2025 2526 fiscal year. So we're committed and we certainly understand the importance and value of having necessary enforcement, as well as education being in conjunction with the increased level of service that the contract is going to be providing. Alright, Mr. Barnes, thank

I just want to say I'm glad to see that some of our residents also see the value and ease increased services and are willing to come out a little bit more money to offset the cost of these increased services and I asked him for 100% but a 20% of the increase contract value. I think that goes a long way to show how our residents really prioritize and agree with leaning in to how we can clean our city. Thank you. Mr. Callaway,
thank you, Madam Chair. I'm at $7 million is a lot of money over five years. I'm really uncomfortable with a lengthy contract. You said it's not that the normal way of us doing business in terms of entering such a lengthy contract so I'm very uncomfortable with that. It sure would be great to be able to hire do charters, we used to pick up our own trash. Back in the day. We privatize. We are privatizing everything but $87 million can put a lot of Detroiters to work if we bring it back in house. That's a whole nother conversation but that would be great. And then today, you know, we got to be real careful with these kinds of contracts because a lot of folks have gone to jail and are in jail because of trash hauling contracts and towing contracts, bribery and everything else. So I'm very uncomfortable with the length of the contract. And who are the principals of the company of priority waste the agents slash principals. What are their names? Mr. Brundage or through the
I believe that director Stob may have representatives from the companies with her today that can respond to your question directly.

You can speak to these I will say that both companies do employ Detroit residents and their proposal spoke to the efforts that they the continued efforts that they will make to continue to do so. Good afternoon. My name is Dan Vinay. I'm a representative of priority waste vice president municipal sales. Thank you all through the chair. I know that Todd stampers. Our founder and CEO have also asked for any names that he had additionally listed but he's our founding member and CEO of priority waste. And like I said he couldn't be here he's unfortunately ill
Madam Chair force for such a large contract of $87 million. I would think that the owner of the company would would be here just even if he was sitting in the audience you know, anonymously indiscreetly but not to be here to answer a simple question. It's just very concerning for me that this is a huge contract. And again, Madam Chair, the length of it is just very concerning. Thank you, Madam Chair.

Thank you, Madam President. A number of the questions that I had been asked. I will just know that I will not be able to support waste management. And part of the reason I've had a number of issues with I've gotten complaints from members of the community as well have voiced those concerns to Director Brundage who you know, to an extent is limited based upon the fact this is a contractor. But last year when it was going to be coming before us on November 21, I believe it was an issue with my boat not being picked up. Yesterday, I had yet another issue with my boat not being picked up. Horrific timing, but it is legitimately the same concern many residents have and I'm connected so I can raise the issue at the council table. But I didn't know that in good faith based upon my personal experience and it was just one little piece of luggage. It wasn't because I use it a lot is some cheap luck. It's thrown out. But nonetheless, it was one little piece of luggage that just sat there and looking real lonely on my my lawn right now. So I know that I will not be able to support that contract at all. Based upon that, Mr. Director Brenda's for that login to the north entity. Should I take that back to my backyard or will your folks come by and pick it up today?

Madam presidents. I really appreciate all of my colleagues for their questions and concerns. These are ones that I brought up during committee and every time with administration asking them to reach out to every colleague to ask and to get any questions answered. And frankly, there's does seem to be still a large concern around these contracts. I'm happy to bring them back into committee to get more questions answered to get more outreach done. Because, quite frankly, for me, my biggest concern is if we move forward with the option of raising the fee, which we haven't really discussed that we've only discussed whether or not we will approve this contract. I did tell administration that I voted to approve this too, to know how we're going to pay for it. And it sounds like we as a whole body still do not know how we support payments of this contracts. So Madam President, I feel as if I still am missing pieces. I don't know how we're going to pay for this. I hear my colleagues wanting more more outreach, and I'm trying very hard to work with administration to move this forward. But we need to all be working on this. This can't just sit on the committee this can't just sit on the chair. I'm doing my best. But I will not have residents pay for a higher fee if they don't know about it. And I will not approve a contract if I don't know how we're going to pay for it. So member council presidents if it's okay with you, I would like to send both of these items back to committee for further discussion and really encourage my colleagues to please reach out to me and my staff, and administration with any questions or requests that you have. We are making them but we need to be working on this together.

And similar to member John says point regarding the survey to Director Brundage, are you able to update that survey so that now we have numbers and figures as to what we are proposing for increase that can be posed to the residents based on your survey that you have out now I'm not sure if you can amend it based on what was raised already. And then I actually put some proposed fees that they can potentially see as an increase.
And I'm sure it is my understanding that the survey can be modified the past additional questions.
Okay, and just from a timing perspective, they'll be sent back to committee we're looking to have this done within the next you know, couple of days to within a week so that we can have this as a part of our conversation as well. Directly Brundage

And so I hear that, we want to make a modification to the survey. And I do want to also remind council that DPW has committed to hiring a quality control manager who will be focused on managing these two contracts specifically. And if there are other things that we can make sure to ensure for to ensure that council feels comfortable moving these forward.
Thank you. I think it will be helpful for me as well as if we can reach more people. The numbers that were mentioned today, and I think number Callaway really hit right on it. It's not a representative of the entire city and not even half, really of the city and so I know I'll get it out in my newsletter and make sure we do a poll and survey people which we did informally, but we didn't have an actual number to say, hey, and similar somewhat someone raises earlier. Yes, we're willing to pay more but we didn't know how much to actually give them so if we can just be creative all of us in our respective districts find a way that we can gather more data from more Detroiters because it's just not enough. To really get a sense of, you know, people want more service, but we need to know what the cost is and also make sure that the majority of people are polled. So I'm not sure if you guys can come up with more creative ways because typically those who opt in the Message System are probably more engaged Detroiters as well too. I don't even have our my phone and I consider me pretty engaged. But how do we reach the other residents as well too? And I'm not sure if you all can work on that. I know like I said, I'll do it through my newsletter, but we'd have to be more creative to reach mortgage writers. Member Callaway.

And they track them down in Warren, Michigan. So what are we doing? doing to get to the root of the problem which is illegal dumping? I have never seen one sign that says if you are caught illegal dumping, this is the fined $500,000 I mean, $500 $1,000 or jail time. Where are those signs? We have to as a city, send a message to anyone who is illegally dumping coming into the city, illegally dumping or living in the city illegally dumping? There are no penalties. And no we have the blight and all of that that's after the fact. We want to make sure people know that you cannot come into the city or be a member of resident of the city and illegal dump. Yes, through the Chair. I just want to make a clarification. We could not backtrack to the responses already received to identify zip codes because that question had not been answered and we had discussed trying to get more information versus trying to get the number higher number of responses. And so we were trying to make a balance with the time that we had. And so yes, we can we can modify the survey to add additional questions but that would be for responses going forward. And then additionally, we can share the link just the thought process was that by specifically requesting of the people who had signed up for that text service, it was a way for us to help target the survey to people who actually received the service. If you're gonna do his level of outreach, you're not going to get 100% You will rarely get 10% And we got 17%. So that's a very high rate of response. I support sending it back out. We also at a certain point have to have pencils down because we also are now on the clock when it comes to the ability to if this does fail in contracts will have to be rebid again, which also then puts us in a very precarious situation. About will solid waste be collected on June 2. Once these contracts expire there was hoping that we can get the lien it's the engagement by colleagues and administration, engaging my colleagues as well when it comes to getting questions answered. And the survey out again because we also are on the target. This needs to be used to happen. And time is of the essence if we're not going to support this. So I oppose any opera dollars today and henceforth, being used to demolish any commercial buildings and city funding, whatever funding because if these buildings are owned by someone and they've walked away from these buildings, we should go after them. We should not be demolishing their buildings and then go after them for the money. We don't do a good job of in collections. We don't we have the state collecting taxes. For us because we weren't doing a good job. And we are certainly not doing a good job when it comes to recouping the money that we're spending ARPA or otherwise, for some of these developers, and they go from place to place in this city buying these buildings and for whatever and then abandoning the buildings and we're stuck with them. Hart Plaza is indeed owned by the City of Detroit's recreation department. And then the second question was some general overview of what this improvement contract is for. And this is this work is not new work. It's work that was previously contracted and approved. Through this body. I want to say that was a September of last year. It was approved initially for a contractor named Limbach. And that company had subcontract to this existing company or this company and this contract which is water works. Water guard. I'm sorry, I always confuse it. And they were moving forward with performing the repairs for the fountain alone. What we were able to identify during the assessment period as a part of Lim box contract was that the work to do the repairs for the fountain was more than we had initially anticipated. The cost of the control work was more expensive than initially planned. And there was more underground piping work that was required than initially had planned. And so that work seemed to be um, that seemed to be that work was more expensive if Limbach was performing or self performing that work as opposed to having waterworks perform that work. Limbach understanding how, how important it was for this contract to be as cost effective as we could get it agreed to step away from that portion of the work and have the city contract directly with their subcontractor in order to perform it as as cost effectively as we could. And so that's exactly what this is. This is a contract for the subcontractor to contract directly with the city to perform those repairs of the fountain. And there will be an additional contract or an amendment that will come before you for limbaugh's contract to reduce their scope and dollar amount to account for the fact that we've removed this work from their contract.

And this is just a comment on we're finding money to repair fountains and everybody loves Hart Plaza but we have a fountain at Palmer park this that was built in 1901. And it's a National Historic Landmark. Not Hart Plaza, but the mural fountain at Palmer Park and it's just sitting there rotting. And I hope that we can find it looks like we found opera dollars for this. If we can find some Arper dollars to preserve and restore and repair and fix and beautify it would be a tourist attraction. Because the first place you hit before you hit Detroit across eight miles is district to eight mile and Woodward. The last toll was at eight mile and Woodward in 1938. So I'm asking us to find money to restore the oldest fountain in this city built in 1901. Thank you Madam Chair.

The grant is $25,999 for one vehicle, and I know what the vehicle is for I know what the purpose is at read all the information but it's $25,999 to accompany in Boca Raton, Florida because I found the same vehicle that can be purchased for a little over 15,000 here in the state of Michigan. So Madam Chair, my question again is when we get grant dollars it's contract and procurement in a position to purchase items directly or do we have to go through a middle person like the individual, I know this was competitive competitively bid the company in bulk or return is getting grant dollars because they want to bid. There are companies in Michigan that I found that have this vehicle for a little over $15,000 And I brought it up at the meeting last week. It's probably neither here nor there, but my question is, Can contracts and procurement enter contracts directly with an individual or do are we required to go through a middle person? Because the middle person is in bulk of return? Can we buy this vehicle directly from a company in Michigan? That was my question.
So through the chair, again, to Councilmember Woodfield, Callaway, I would defer that to OCP. But as someone that used to work in OCP for any type of purchase that we generally have an estimate that it will be over $10,000 It needs to be competitively bid. So as far as your question and asking if it's a possibility to go directly to a company, I would say most likely no, we would need to follow the required procurement process of competitively bidding it but again, I will defer to OCP to address that fully.

Thank you, madam president just want to provide my condolences to the family of the trail. Minds. He was the 11 year old that was shot and killed in district for about two and a half weeks ago. I had the ability to participate in a candlelight vigil for him and just want to share with everyone that there is a fundraiser that's taking place on I believe Thursday, February 1, from five to 8pm at Royal skate land on Alta road. So when we'd like to provide support to the family, we would encourage you to do so we actually lived on the west side of Detroit and was visiting family at the time and so just want to continue to sin, thoughts and condolences to his family and just let them know that. We know that this happened in District Four and we continue to wrap our arms around the family to provide any support that we can to them. Thank you Madam President.

Because we want your input we will be having a live poll relative to maps to see what district seven residents want to see for their maps and as we are approaching voting on these maps, the very next day or possibly soon thereafter. Your input is important so please join us Monday February the fifth. We will be sending out the details very shortly. Also on February the ninth please join us at the in harmony cafe and sweets, right on 12041 Dexter Avenue that's in harm eating cafe and suites. This is going to be our monthly coffee hour. And this is for all Detroit based black clubs, neighborhood association, profit organizations and faith based groups can go now to apply for up to $15,000 in grants to beautify their community. All of that information is at Wayne metro.org. You can also contact our office to help facilitate trying to get into the program and directing you to the proper organization to help with your application. Again the neighborhood beautification grant is open in life. They get closes at the end of February. So trying to get as many new black club in organizations I'm a part of that beautification grant. The state of transit is tonight again from six to 7pm at Tech town, you can also join virtually to get an overview on the state of transit here in our state, encouraging people to please join that virtually or in person at Tech town starting tonight at 6pm.
