Good morning. I just like to start off by saying the Detroit health department as well as the Duggan administration pursuant to seven to a one of the Detroit city charter. Is it incumbent upon me on them to provide for the residents an annual comprehensive state of the health of the city report every year. Comprehensive is a key word which we have not been getting. I can't find last time one was put up for the residents as well as the city council to read also, the O CFOs office has refunded hundreds of millions of dollars in bonds. Many of them coming out of the originally coming out of the bankruptcy. These bonds these we finding bonds despite what John niglet and some of the other deputy CFOs have said FCC it also require public meetings as well as Council authorization resolutions and these Council authorization resolutions again must be made public so that the residents and taxpayers can look at them to make sure to ensure that these really are in fact bonds that are refunding according to state law and there is savings involved in that. Decaying is not just being kicked down the road. It's incumbent upon counsel to watch the executive branch because you don't watch the executive branch. Then you're going to have the wolves and high and hyenas. And the Jackal is watching the chicken coop and we don't want that that's how we got in trouble last time.

Last time that I was here in this room, this room was filled with hundreds of strikers at the Detroit casino Council as we were fed up and we explain why we walked off our jobs. Today I'm here to express my pride for the Sterling group for they have chosen a different way. Whether the strikes this hotel operation will be mark with cooperation and collaboration. The work that his team has done with the city with the community and with labor shows that there is a better way and it is possible. When we work together, we can achieve great things. I am so happy to be here today to express my enthusiastic support for the Sterling group and the water square hotel. I was given the honor to speak on at PDX and I wanted to share with you my remarks from there versus an amazing opportunity for Detroit is an amazing opportunity for Detroit small businesses and it's amazing opportunity for Detroiters. Secondly, I've been doing this for a while the Sterling group has been exemplary to work with they actually get it and they have used intention and every step of the process of the process. This Knack has also been exemplary to members of the Michigan Black Business Alliance sat on this neck and are enthusiastic and excited about the project. Also this CBA has a small business component something we've been asking for for previous CBAS. But last and most importantly, across the street from this project will be the only black Cafe black owned cafe on the riverfront. As an owner of Rosa. I am so proud to be on the riverfront. I want cash to further show Dugas trickery and partiality rather than displace a neighborhood of Mexican families do guns personally ordered homes repaired in a one block area of Mexican community so that Mexican families could remain intact get that while blacks were displaced, where and whatever was available in red and Roach infestation, so bad until they had to come and stand before city council to voice their complaints and discuss this as inhumane, disrespectful and unacceptable. You all are here to you work for us. You should be doing your job correctly. Concerning our well being and what's going on. I came downtown last week. From mag down to Woolworths is the Macklin before you when you pass but when you go go into the inner city, the neighborhoods huge potholes. Schools are baking. No windows nothing boarded up someone can get killed, right. It's unbelievable. And like you said, this is election year and if you are Donald decide to do your job because apparently you haven't been doing your job this far. And this is just my opinion, freedom of speech. And I feel a lot of you all are hypocrites that you expect us to be one way but you are do not show examples or how you shouldn't be legally with integrity and transparency and accountability with the city workers all the way from like I said from the top to the bottom. It's not acceptable. expecially when I see homeless people sleeping downtown on the ground, and they steal money from Washington and these vouchers, housing vouchers and all this illegal stealing from the casinos. I have seen so many city officials down there. It's unacceptable. And I asked myself, who's paying the T bills, legally is unacceptable audits, illegal corruption. But you all want us to be held accountable for when we break the law and be transparent. We don't get that every time for people like you guys.

Morning Council I'm Mark Wallace, President and CEO of the Detroit riverfront Conservancy, a resident of the city of Detroit at 2501 burns street I'm very happy to be here with you today to speak in support of the water square hotel, and the associated community benefits agreements. As you all know, the Detroit riverfront Conservancy is a 501 C three nonprofit organization, which has been responsible for transforming and maintaining the Detroit riverfront over the past 20 years, we have invested hundreds of millions of dollars into the public spaces along the riverfront. And this work has fundamentally changed the way our community comes together. The Detroit Riverwalk has over 3 million visitors annually and it has become an engine for economic development. In the first 20 years we have seen over $2 billion invested in the riverfront district, and the riverfront today generates over $7 million in taxes that support the city of Detroit. And we have been named named the best Riverwalk in America three years in a row. The riverfront Conservancy is currently building a 22 acre park that is located approximately 500 yards from water square hotel. This park will be a tremendous amenity for the city of Detroit and it will be a place where out of town visitors can spend time with local Detroit residents. The water square hotel and its retail amenities will support our visitors. And we're also very excited to the community benefits agreement specifies that the riverwalk in front of the Old Joe Louis Arena site will be rebuilt. As I'm sure many of you know this important section of the riverwalk has deteriorated in recent years. So we're very happy to see that the city has committed to fixing this section of the riverfront. We're also very encouraged to see the obligations to rebuild West Jefferson in front of Ralph Wilson Park. This work is necessary and important. And will help make our city safer. I wanted to use a little bit of my time today to talk about stigmas, social stigmas and the effect of them in our community. Stigma is defined as a set of negative and unfair beliefs that a society or group of people have about something. social stigma, when a person's social, physical and mental condition influences other people's views of them or their behavior towards them. We must learn to be more he made to humans, regardless of everyone's socio economic or moral status. stigmas primary purpose is justification for Miss treatment, behind every action or word behind every word a stigma is an action. Blacks workers theater less than men so they were required two thirds of a vote. Immigrants there were an immigration simply justifies that they don't deserve to be treated equally. Veterans with PTSD avoid them impoverished people you neglect them. You know, so you LBG que que de un Norodom. So with every stigma. In some actions there we must create an environment to remove stigmas and uplift humanity. I'm just like super excited about all the great things is going on in our city like from the draft to we got to Riverwalk now to tre now we got to have a hotel next to our convention center. Which is gonna bring more people to our city like to enjoy I seen on Instagram the other day, and I shared it with a lot of people but it said I'm one to Detroit for weekend vacay for food and foods. And that was big for me. Because a lot of times like in the past, like just say 15 1617 years ago, we had a bad stigma on our city. About don't come to choice the most dangerous all this other negative stuff. But now we didn't turn the corner we didn't got a bankruptcy. We got a beautiful downtown this evening. Oh good, even more beautiful with this hotel. And the fact that they hiring people like me that came from the city to help build my city up and make it look better. I didn't go nowhere. I didn't move to Atlanta, or Las Vegas or Los Angeles, like some of my other friends did all get off the city. I stayed here and now our city is coming around and now we got people that's not from Detroit coming to visit to Detroit and Georgia city that we have a beautiful park that we got a beautiful downtown our neighborhoods is coming back around like it's a wonderful time to be alive. And it's a wonderful time to be a Detroiter and it's a wonderful time to come visit each word and that's all I gotta say.

Hi, my name is John Perkins, the business representative for the Michigan Regional Council of Carpenters and millwrights and on behalf of my members that I represent, we are in full support of the water square hotel. And just to kind of give you some context, Sterling group and the Torgo family have been a staple in this city for many, many years have been an advocate not for the rebirth and rebuild of the city. But for the working men and women that actually reside in the city. Some of you all may know of some of the developments that they've done in the past, but one that I very, that I'm very passionate about is their works and their development of the State Fairgrounds. When you think about the magnitude and the robustness, directly direct and indirect prosperity that had meant for our members in that community it was tremendous. That development alone allowed us to bring in 100 new apprentices in our apprenticeship program and now those individuals are getting ready to graduate. I mean the upcoming months. We think about the testament of their commitment to committee, to the community community and the working people. This is why we stand behind them and we just hope that you all stand behind them as well. Thank you.

You know, this development it's not only a promising investment, but there's a guaranteed ROI, which a lot of developments don't have. And you know, I also want to say the city's economy has suffered significant losses due to the apps and sub A hotel connected to Huntington place. And what makes the Sterling group the best developer is they're the only major developer with a track record of nearly 100% On time completions. That's something that even Dan Gilbert as and you know, also this project you know, we're not going to have to wait five years till after it's approved. They're about they're going to break ground like about I think the same week. Council's gonna approve it. So, I mean, this is gonna definitely be one that you're gonna see built. For sure. You know, I'm hoping that it will be approved unanimously from Council. However, I must say that any council member that does vote against this due to some, you know, Bs, I will fight to abstain 2025 And maybe recall, you know, I know a lot of wealthy donors that could certainly donate to any opponent of any council member that plays the games and volts now. So, you know, I am hoping it will pass unanimously you know, I haven't even heard I've even heard positive feedback from some of the professional complainers that are regulars here. So, you know, I think this is a very important project and I think the city needs that.

Good morning, honorable body. Good morning to our district three members. And I'd like to proudly say I'm a member of District Three. Residents of District Three, moved back to Detroit in district three in part of the brain Task Force, led by our Councilman Benson, and with that being said, I'd like to express my support for hotel at water square. Sterling group has an exceptional track record. They prove that at the State Fairgrounds with the Blight that existed upon that property. And in addition to that, they as well invited their support into the community into our neighborhood in support of keeping clean block club and assembling several hoop houses for residents and community to participate in gardening activities, and year after year contributions of tree enhancements on our green spaces. So they are a contributor of fighting blight in our city and bringing economic development and well needed areas such as the riverfront. So I'm mostly excited about the pocket park that will exist on the riverfront at Hotel water square. That's probably the most exciting piece for me, in addition to the convention center that will exist and provide business conventions for national events. And I would probably say I'd likely begin attended and most of the business events that attend an attendance at Huntington this opportunity for the city of Detroit is remarkable. unmatched in my opinion, Sterling roof has been exceptional friend and commercial neighbor to our community here in District Three. And I know that we can expect the same thing in downtown Detroit thank you for my time speak.

so I like to start out by saying for 16.15 And I think Melinda Rollins will be an excellent choice and candidate because she's somebody I know has been active in the city for years and great artists and do a lot of community events. Also, I like to say I do support that. You know, I very rarely support new developments that I think it's getting too much public plans. But I do think it's a good idea and I think it's a big economic benefit to somebody who travels like myself when there's a convention center connected to a hotel. I think that's a great draw for a lot of conventions because I travel a lot. Also, last Friday, I was over in Palmer park and I took part in an informational action and that we need to make sure people know that the conditions a lot of seniors and handicapped people and people in general living in you know, we need to make sure we have stronger laws on the books to deal with people that are not keeping their property up, you know, you know, how can we have seniors living in 567 storey buildings with no elevators function? How can we have seniors living in buildings with their windows are broken out the doors, you know, could easily you know, you know, broken up and easy for people to get in and, you know, without then living in it, you know, we need to make sure that they are stronger laws dealing with these management companies that manage multiple buildings in our city. They're not doing their job properly. We need to make sure that actual owners if they are the state, you know, like a number of those buildings over in Panama. I contacted two and notified if they don't get their act together. The city is going to seize these buildings and put their the rents for this building and ESCO and fix these buildings up. We need stronger actions to protect renters in this city. Thank you Madam Chair. Thank you.

Hi, I'm Serena Flores and I serve as the Vice President with nonprofit rescue my nature now located in District Three. And our organization was actually part of the community benefit that Sterling group brought when the Amazon development came to the State Fairgrounds and I must say it's been a great experience. They've always considered our community a part of the state fairgrounds, even though that was in district two, and they've always kept us in the loop of what's going on. They even included us in the design, selection of trees that would be landscaping along State Fair, which was a big deal for us because we also be keep and we focus on revitalizing blighted parcels to educational green spaces. So that was very important for us to be a part of that process. Like I said, they've always been great to us in the community and we definitely support the water squared development with the hotel. That definitely will bring a lot of jobs a lot of economic opportunity to the city and especially having a convention center that's connected to a hotel will be huge for the city of Detroit. I know personally when we've attended conferences out of state in Atlanta, you know, that was one of the big factors in selecting those locations. So, for Detroit to have that opportunity coming up is huge and I'm definitely a huge supporter of sterling group and this hotel development.

We also this year going to be offering space for entrepreneurs to bring what you say all and offer it to the community and the residents of the city of Detroit. And at the end of August last Saturday, we're looking for artists to donate four hours where we would like to do is happy then for the children and let the children create murals and we want to have this to be the art work for our fence.

This type of industrial plant produces led dust and high noise volumes. This can't be allowed in a residential neighborhood where more residential units are being built. The city and state assured residents on the Lower East Side that the store Lana's plant would be cleaned and spent 100 at 400 million on that site, but as we've had years of hospitalization since we can't be indifferent to the poisoning of any community. It will cost us an estimated estimated 12 point 7 million this is happening without hearings, not on local land use not on environmental issues and not on the gifting of our tax dollars. I also want to say hats off to the Detroiters for Tax Justice and other groups seeking compensation for the 600 million over taxation of Detroit taxpayers. I support ADOS Detroit comments. Our money should not be used to spend in development, but rather to increase low income housing repair housing and fully fund the right to counsel with $27 million. Put the money where it's needed. Keep our Detroiters in the homes. The city needs to enforce rental codes violated by landlords, seniors and others suffer from leaky roofs and lack of elevators we need better
and reliable transit.

In my previous position is contributions to initiatives like the strategic neighborhood Fund had been invaluable. Not only has been a vocal champion for grass enough he also played a pivotal role in mobilizing other corporations to can contribute financially to Detroit neighborhoods. Furthermore, Gary's investments in the Grande River in the West Warren commercial corridor demonstrate his commitment to revitalizing the city of Detroit and its communities. Gary's also have worked with me in extending initiatives and increasing homeownership, mostly targeted to black Detroiters with the downpayment assistance program. And the program thus far has facilitated hundreds of individuals becoming first time homeowners. And he's continuing to push forward and fundraising for this particular program. So this is someone who has kept his focus on the community for a long time again,

And then you wouldn't have had doing the walker Williams rec center to make it a COVID testing and experimental vaccine. So it would be in the Atwater development. Please tell us what this bankruptcy deal was before you vote on this. The people deserve to know what was the bankruptcy deal that they got this and I do not think selling off the Historic State Fairgrounds 142 acre contiguous Historic Park was a good deal at all. You could have put a warehouse somewhere out without destroying that historic site. We didn't get a historic 142 acre replacement Park. So anyway, please think about this. Regarding abolishing the tax captures for the Wayne County Community College District, the Detroiters for Tax Justice. As an organization supports this resolution very strongly. And we think that's a great step in the right direction. Regarding the appointment of council members, young and waters for Bill Davis, I think that's a great appointment on their part. And I'm sorry, that was dirt Hall waters, I believe. I think that's a great appointment as a city retiree. I can't imagine a better representative for retirees then, Mr. Davis. I would like to say also that we support the development of the the Waterfront Hotel there next to Cobo with the starting group and so forth, but we really hope that the city is finding a way and proposing to find a way to do this without capturing education taxes for our schools and libraries and special needs children. This, this pattern is is been way way overdone. Downtown isn't in the crisis that it was in the 1970s when tax captures were created. Please start protecting our villages and you know, and I didn't find one caller that seemed to be aware that, you know, we're paying we may be paying for that. We're hoping City Council will stand up and resist using more education tax captures

We have committed to about 30% of the project of the hard costs will be Detroit based businesses with over think it'll be over 30 or 40 million will be historically disadvantaged, the trade based businesses we've

$500,000 to people mover upgrades for the community $250,000 in scholarships to students within district the district and then $100,000 donation to a charity for the unhoused $100,000 donation for battered women and $100,000 to grow Detroit young talent and then another $100,000 to a Kim a charity of the next choice that represents Corktown sort of captures the the overall media benefit and we really had a really robust back and forth and we're really appreciative for the NACA, they spent a lot of time we went through seven meetings but they also spent a lot of time on their own during for those meetings and we're very appreciative for their neck and the city council had you know, some of them themselves joined and some of them had their teams join and we're very appreciative. I know it's it's at night and takes a lot of time and we're
very appreciative for everyone's effort. So thank you. Thank you. We also had a caller calling this morning Miss Madox to asked about the accessibility for the rooms
and universal design if you can just speak to that as well. Absolutely. So we've had robust conversations with Miss Maddox on this through different committee opportunities. We have 52 Ada rooms. One of the things that we're we're very careful about is that you through the design process we've heard from from community members around ADA saying when you go to hotel, you know the ad rooms on the on the on the first floor, they have bad views. So we were very cautious to make sure that the ad rooms are throughout the hotel throughout different views, King rooms, Queen rooms suites, we really want to make this an opportunity for people to have an experience and it shouldn't you know and so we spread that all around the hotel and all different locations around Universal Design. Were very was very important to us as the entrance of the hotel is is a complicated area around the city when it comes to the grades and so getting a flat surface is very difficult. But we said to architect it's really important to us that the interests of hotels flush so that no matter how you're entering the hotel, if you're walking or coming in a wheelchair, you're going the exact same path as everybody and we were able to accomplish that and we're very proud of that. So we Universal Design ADA has been a focal point of our design and we think that we've
accomplished a lot in that area. Thank you. Great, thank you. And we will open it up to any
questions from colleagues as to how the last I know we received hadn't didn't get any calls today but we got to own of emails and conversation and it was addressed also in committee regarding the bird migration mitigation. So we can talk to us a little bit about that so that we can make sure that folks who are listening
are aware of what is being done to address that concern. Thank you. I'm happy to speak to that I prepared a brief statement I hope you'll agree that it's brief. Regarding the bird issue, we've worked very closely with the Detroit bird Alliance study the information that they shared regarding bird collisions and the ways to minimize such risk. We've worked extensively with our team of designers including architectural engineering, electrical and landscape design experts to make significant project modifications, and we're able to address almost all of the recommendations of the Detroit bird Alliance. One of the biggest areas we spent considerable time addressing is lighting because excessive lighting can be attractive or confusing to birds we've learned all exterior fixtures are in compliance with AES or ANSI standards. These are guidelines that say how much light should hit a surface so it's not too bright and it's hitting it appropriately and also in accordance with bird safe standards. There's no decorative floodlighting anymore that's included in the project design, which is also in accordance with bird safe standards. Building signage will be lit using direct lighting sources and will shine directly to signage panels and not upward. Exterior monument signage is planned for minimal minimal direct lighting, which is in line with the acceptable guidelines provided to us by the Detroit bird Alliance. Further exterior lighting is kept to a minimum generally and projected downward at every location except in limited areas where decorative lighting is being used to highlight the details of architecturally significant concrete panels. In fact, even in those cases, the light only projects on the textured panels and does not result in reflectivity issues. exterior lighting is designed to be localized and minimize any possibility of light pollution or false reflectivity. We even designed the lighting at the adjacent park to comply with bird safe standards, which will be at the ground level via bollards or unlike poles that will be directed downward. String lights are planned and have been located to areas where there's not reflective glass. We've made changes at the outdoor seating area of the restaurant where we took a first floor exterior pendant light program and replaced it with flush mounted recessed canopy fixtures to address the bird safety issue at this elevation of the building as well. From an architectural and design standpoint, we also made a number of modifications, designers used articulating architectural features and varying dimensional components that helped to break up expensive surface areas and to add interest to the building design. These elements include varying heights of the podium and the tower, inclusion of strategically located balconies to break up the expansive surface area. Solid surface exterior elements were incorporated were appropriate to reduce the use of reflective glass and thoughtful design generally regarding the incorporation of building edges and angles to further break up the surface areas in terms of landscaping, and in accordance with bird safe standards, our design team avoided the installation of green roofs with plantings, but in an effort to still be environmentally responsible. The building includes roofing systems that meet or exceed energy code requirements. The adjacent park will have trees included as part of its design however it also also in accordance with bird safe standards the amount of trees has been scaled back to allow for other types of plantings that are less attractive to birds and consequently reduce the risk of collisions while still building a beautiful park space for the public to enjoy. Finally, it's worth noting that bird collisions have not been an issue at the adjacent all glass residential tower which has been in place for 11 months approximately. Our team has reported to us that that they are not aware of even a single bird collision taking place at that property. As you can see, and with the help of the Detroit bird Alliance, we've taken this issue seriously and worked extensively to address this issue. I

Yeah, this is a great project. All all love to member Callaway three betting president but and all seriousness though, those are some of the same comments I was going to make when we hear callers calling in talking about the community benefits process and talking about the NEC and your involvement in that when you talk about speaking to Ms. Maddox specifically, personally. Those are the type of projects that are easy to support here in the city of Detroit when we talk about the but four that are related to tax abatements and tax incentives. This strengthens that when we look at a property that's adjacent to this proposed project where you did not come in front of us you did not ask us for that but for this, which is something that the city needs. And to move our city forward. You come as I believe is is it easy? Yes. Again, I stated in committee, one of the reasons why I'm very supportive of this project as we go on to NFL draft week a few weeks ago. I had the opportunity to spend time with Adam Silver NBA Commissioner. And one of the main questions I asked him amongst other basketball questions, was what how can we bring the NBA All Star game here? And there are specifics that are needed for cities to be able to bring such large events,
historic events to their city. And one of the first things he stated he said, Well, Fred, he said one of the first things is we got to get more hotel rooms here. And I thought that was just something that was just very important and I right on time and I told him that this is something that our city is working on. So I'm glad that we are going to have the ability hopefully to move this project for to create more jobs here in our city, but more hotel and more opportunities for our hospitality workers. We saw some from Unite Here who were in the audience today. Those are the type of jobs that employ local residents each and every day. And so thank you again for your commitment, all the things that you guys do philanthropically, but most importantly, just being involved in the process and listening to the people and getting those community benefits to them. And so I look forward to this project going up, seeing the city go forward, and kids continuing to build our city. Thank you, Madam President. Thank you, member Dr. Hall Member Santiago Romero. I just want to let everyone know that my team and I have been working closely with the Sterling group every step of the community benefits process. they've listened to our biggest assets, which is to ensure that they continue to uphold their union values, and to ensure that we are providing opportunities for Detroiters. A huge thank you and congratulations to Nia Winston and Unite Here local 24 who advocated and negotiated to ensure that hotel water square is a union hotel with good paying jobs and benefits. I want to state for the record that I did send over additional requests to add to the community benefits package as I always do, because it is my job to get the absolute best benefits and protections possible for my residents. I asked for an additional 1 million contribution to the strategic neighborhood finds which has been treated by by the company a fund that I have used to invest in developments in our districts communities. I also asked for an additional 500,000 donation to the gro Detroit young talent program, which I am a proud alum of and our office hosts youth youth in this program in our office every summer. I also did champion for the implementation of the bird safe provisions that have been asked for by the bird safe Alliance. Ultimately, I was told there were limitations with adding additional money to the package. But there was a commitment as we heard to implementing bird safe provisions. I appreciate these efforts and since the neighborhood Advisory Committee wholeheartedly approved the benefits package and developers met the majority OS of the neck. I'm happy to support this project. Frankly, I wish more NAC processes were as smooth as this one. processes that don't require council members to ask more because developers are already meeting the needs of community because again, in this case, that is what you're doing. I Hurley, I finally encourage more developers to engage and invest in community in this way. It makes your jobs and our jobs easier, and it's a better benefit for our city. I want to say thank you again to the Sterling group, for all that you've done for our residents to make sure that our boards are safe to make sure that we're getting community benefits and opportunities for Detroiters, thank you all so much. ARPA funds being used to provide furniture and accessories to the Detroit Police Department academy training facilities just a little bit curious why ARPA funds are being utilized to purchase furniture and how that actually qualifies to be and just wanted to know why regular funds were not utilized for
this particular contract. So this particular project actually encompasses three locations. It's going to be the department range located on Spinosa as well as the Training Center located at Linwood and the new jmz White Academy. on the campus of WC three, all three locations are undergoing extensive upgrades through construction from the general service department. The donated facility at WC three is complete, but none of the three has any furniture to allow the members to actually
utilize the space. Got to and I understand the need for furniture I guess I'm just getting clarity around the use of funding why ARPA was chosen to be utilized to purchase the furniture versus any other type of funding through DPD etc. So why was ARPA funded? Funding identified for this particular use?
Actually, ma'am, I'm not positive why that particular line item was was why they used ARPA, as opposed to general funds. But if you give me just

I'm reading this the T report it says on background with ARPA funding, the department will upgrade his training facilities improve office training, retention, and reduce the susceptibility of individuals catching the virus through updating facility. It seems to me that with these funds, not only with the state local fiscal recovery funds, but also EC one for public health that this is part of a federal program for us to be able to draw down grants and other funds. Is that why we're using the ARPA funds because you're trying to achieve a goal and also it would allow you to qualify for other funds from the federal government? Is that what we're using our performance, Brad that if we use the general funds, you wouldn't be
able to qualify for those programs
on the federal level? Yes, sir.
Okay. So that that to me, I guess I'm still a little bit unclear of what what you're trying to state there especially, I mean, because you just mentioned that GSB is undertaking the construction of the facilities itself, and that this particular funding through ARPA is being utilized for the furniture and accessories
of those particular sites. Well, ma'am, go ahead, Mr. Plain during the chair, although GSD has taken the work on the facilities are being renovated through
ARPA funding as well. Okay, so some so with this contract we utilize strictly for furniture purchases. Or would it also be utilized
for the construction of the facilities as well? It is a separate furniture contract
for the three locations. Gotcha. And that is what I do not I personally just do not support the ARPA funding be utilized for for that, Madam President.
Member young. Yes. Thank you, Madam President. No, I was just I'm just saying just I don't know, maybe I'm wrong. It's just what I read a year, because he's talking about the furniture that the council presidents referring to and the facility improvements, but it's also talked about as part of a larger initiative in the department to improve the quality of police force and better serve the community through addressing gun violence and reducing turnover. And then it says the ARPA allowable use is proposed project D. Within allowable use of social fiscal recovery funds. It also talks about the public guidance, the reporting guidance expenditure category for ECE one public health. So it seems like you're having new furniture, but it's not just to furnish this, the this the firm's the police department, academy training facilities, it's also to achieve public health goals as well. And I'm assuming that their federal funds that could be drawn down from this, it seems like it's part of a larger overall plan to achieve goals within the police department. And it seems like there's federal funds, other such things that will qualify resources that are qualified from the federal government by using ARPA funds. That's what it seems like, just based on what I read it from, from what I read here from the T report, so I just want to make sure that
thank you clarify that. I appreciate it. Thank you, Mr. Plain. And just so you know, I see the same thing that you're seeing here and they are using arco funding for a portion of the rent. They are using our ARPA funding, right and the renovation of the sites. Again, I just don't support the ARPA funding for the purchases of the furniture. I'll just tell Thank you. I
do understand what I'm reading as well. So through the chair, what my understanding is that the ARPA funding we're using is earmarked for training for policing. And these are training facilities and the equipment that's going inside of them also applies to supporting
that mission.

Although these ARPA funds were earmarked for this TPD purpose, does it mean that we necessarily agree with to its I don't necessarily agree with how we're spending ARPA money in its totality. And I agree spending our money on furniture could be better used to fund our continued to fund our downpayment assistance program, or any of our other very successful programs that are supporting residents in their basic needs, which is really what we want our money to to be doing. So I would be more than happy and I was not here in committee when this was in committee for further discussion, because I would have liked to push to change the funding source for it to be from art but to police. They have a fairly healthy budgets that I believe could be utilized to purchase furniture. That is something that I would be happy to send this back to committee to change the funding source.
But those are my thoughts and my offer, if we do not feel comfortable with utilizing Arca on furniture, Okay, any further discussion?

as I understand it. Through you, madam president, to administration, noting for us relative to our contracting and procurement timeline, then we'd be looking at an additional four to six months, which is my first consumer that is not my first concern. I would say that as my second concern. My first concern as having passed the budget and we're looking at a significant amount of the contract 1.131 point 1 million and some change. If we talk about general fun, how does that affect that budget knowing that again, we just passed his budget for the next upcoming fiscal year. What does that do to the department relative to their plans for FTE and or other initiatives that they have already expressed to us and
the same budget that we have just passed?
Through you, madam president, anybody that can answer that maybe DPD. Somebody from DPD can answer that relative to the budget.

And if not, I just really wanted an update on where we are with utilizing the entire $8 million because that is probably one of the number one questions and concerns I'm getting out in community about private
tree removal help. So if you could just speak to that briefly, please. Yes, ma'am. Through the Chair. Yes, this is a part of the I believe it was $8.3 million that this honorable body did approve and apply for which we are grateful for. As you know GST is usually responsible for handling public tree so this private Tree Removal Program. We is what this is, is what is being brought before you in this honorable body. There were 7000 requests from my understanding that had to go through an application process. To date we've had 526 trees that have been taken care of so far in this contract
will be to add another supplier that will assist with that. Okay, and do we anticipate the amount of funding how many tree removals do we anticipate the amount of funding we'll cover? And also do we anticipate or do we need to advocate for additional funding because my understanding the application process is closed. And I know there are several people who are still looking for some support for that program. So I'm just curious but the amount of funding how many additional
contracts and or trees we anticipate taking down through the chair to member Sheffield I would need to double check with the team to see where they are currently as far as their weekly ability to take care of this and then I can put put something in place before you guys to show you how much the funding currently will cover and the rate of pace at which we're covering these trees right now. But I would need to talk with the team
that's actually on the ground to get that information to you. Okay, you just said 7000
requests and how many were done to date. today. We have 523
trees that have been done so far. Okay, wow. Long way to
go. And this contract will cover how many trees through the chair I would I would need to get confirmation on that again this is I believe there's six total suppliers that are assisting with

Good afternoon, Miss Whitfield. Good afternoon, sir. So I'm really confused because the numbers that we are getting, don't always come through conform with each other. I was told this 500 number in the past but even during the budget hearings, when we put an additional this year $2 million into the program I was we were told both at the table and then privately that 800 trees have been addressed. And there was a surveys that had been done of 1200 plus. So I'm a little confused about what those real numbers are and if we can get them solidified. I know that when the director came and had Mr. Harris at the table, those were the numbers that were provided to me or to us. And that was the rationale for putting $2 million additional into the program. I'm concerned of that number is is even lower than what I was what we were told initially. So that would mean that in order to go through at least that first tranche of 7000 requests, there potentially would be some additional funding that would be required and we know that some of the trees are being removed and some of them are being trimmed. So that may be the cause of that that delta if you will but really would love to have a solid number or solid numbers that we can operate from because we've been told multiple different numbers multiple times and the numbers that I certainly was was going on was the numbers that were presented at the table during the budget process. And again, that number was about 800 had been serviced and about 1200 Plus were surveyed, but it was, as you mentioned, 7000 requests which means we still had a number of properties to
survey and address. So looking forward to seeing that report. Yes, sir, through the chair to member tapers while I do apologize for any confusion this may have caused but yes, I will make sure that we get something concrete in writing and a memo sent to all of you that details one the requests from President Sheffield, as well as making sure that we clarify what was provided to you in the budget hearing as well as where we are today to make sure there's no discrepancies. Councils total changes to the mayor's proposed budget was 37 million about 2.6% of oppose budget. 34 million of that was for one time changes and 3 million was for recurring changes. Um, the good news is that Mayor Duggan has chosen not to veto councils changes to propose budget. Council members as mentioned before, when you voted on the first version of Schedule B last Monday are able to eighth that schedule contained all of castles intent on providing your changes to the mayor's proposed budget, but some minor technical changes had to be forthcoming. So after thorough review of the attached documents regarding the second or rather letter for the fiscal $2,025 budget or the corrected Schedule B I concur with a technical changes as identified in the correct Schedule B. The separate spreadsheet provided by the Office of Budget with notes explains the technical changes very well. In a nutshell, the lion's share of the technical changes represents some operation cold call center cold and fun cold changes that better house some of councils budgetary changes that are proposed budget. Other minor technical changes include F T E recounts changing a few of consoles changes from one time items to recurring or vice versa. And so minor technical balancing to keep return to fund surplus in general fund capital funds in balance. As mentioned in Mr. wideness cup Mr. Watson's cover letter regarding these technical changes, there is no change to the legislative intent. Of City Council's changes to the proposed budget. As a result, it will be great for this honorable body to approve line item 22.3. So therefore, the administration can go back, make these changes and present a wholesome and balanced budget to the Financial

You had questions regarding this contract. Thank you, Madam president's. Good afternoon director. But through counsel to the chair to a director. We're discussing 20 point 14 The contract to provide say the parking tickets for election management's so fairly large contract and I'm wondering if this is a new purchase, and if it is what have we been using in the past? Just a little bit more insight to this contracts, given that it's so large and making sure that it is meeting your needs? And it's just yeah, I'm just wondering if this is
new, and if it is what have you what we've been using in the past. Through the Chair, this contract was rebid and awarded to a new vendor. The previous vendor had the contract for over 15 years. So the service is not new. It's just a new vendor. The previous vendor again, as I mentioned, had it for 15 years and they just weren't able to win the the bid. These are really large complex contracts. So it's not typical that they change hands every three or five years unless there's really a a, a seriously competitive bid that requires or man are really encourages us to change the direction because it is incredibly challenging to migrate decades of database to the next vendor and clean it up and be able to operate so this is our probably our most critical contract. It is what allows us to write parking tickets is what also manages the database is what allows us to collect the revenue from that allows us to send noticing out to citizens who receive tickets, which is a state mandated response. It allows us to interface with 36 District Court for court actions. It allows us to have hearings for residents who are seeking to challenge tickets. It also allows us to be able to interface with our scofflaw program for those who are visual offenders and don't pay tickets. It allows us to collect secondary collections for
those not just in the state who have not
with our tow procedures, and I'm missing a couple other things but as as I mentioned, as I just stated, this is a very substantial contract without it, we would cease to be able to function. It's not a new function, but it is a newer new vendor. As I mentioned, the vendor who
had it pretty previously had it for over 15 years

This will take place again Monday, April 29 at 6pm. The topic of the discussion again will be the Detroit city budget, City of Detroit budget. And we will go over some of the updates that happen in this budget cycle. And again, just want to thank our residents for attending our April virtual community meeting. Hall member Calloway. No report Madam Chair. All right. Thank you. So for my memory poor just want to thank all of the seniors that came out to our housing justice press conference yesterday. Thank you to Councilmember waters team who also came out in support of really raising awareness similar to member Galloway's protests that she had regarding the conditions of our senior buildings. We have probably about six or seven different buildings that were represented yesterday at that press conference along with United Community Housing Coalition and others who were just raising awareness around holding landlords accountable for the conditions of our buildings. I'm looking forward to working with our deputy mayor and our director of BC to bring it to compliance. Several of the buildings that were raised yesterday during that press conference, so thank you to all of the seniors to my team. And everyone who participated in that press conference yesterday. I also want to mention that our full distributions and tenant rights workshops are continuing for those senior buildings and black clubs that are interested in participating please contact our office at 313-224-4505. Again, our weekly food distribution and our tenant rights workshops are ongoing and we'd love to participate and work with any one within district five so please contact our office and we will love to work with you. Just a reminder that the mayor's State of the City address will be tomorrow starts at 7pm You can also attend that virtually I think it is closed off to the public so you can attend that virtually online. And this Saturday district five we will be to be participating in the field house block club community cleanup that will be on Saturday at 11am in recognition of Earth Day in partnership with ei ti our office will be partnering with the Fieldhouse black club or community cleanup. So she sends her love to everyone. I want to say that and I also just wanted to suggest when you're protesting for better conditions within the senior citizen buildings to also
loop in HRD as well because then my experience they've been helpful. Yep, they are HRD deputy Mary is the seniors we're all on the same page to address some concerns within district five buildings but thank you for that they are looped in.
