Police cars are all my life, fire ambulance, all that stuff. I paid for jobs and whether it's funeral. I pay for every cop in the state in this country. It comes to Laura Manor, or that I paid for the betrayers at these two funerals. This police officer did this investigation dug in every two weeks. Yeah, it was clear cut video that shows what happened from beginning to end. I'm not understanding why it's not being released to you. And also to the investigators. I feel like we're being investigated rather than the officers for them this kind of

I'm still having issues sleeping because all I can think about is the Tyree legal case where they complained about the officers are we prior to losing his life and they were still on the street and somebody lost their life and I can't have it on my conscience that someone would lose their life or be mistreated. So the restorative practice that which will be part of this whole process to explain to the community as well as to the people involved. I'm sorry. But if there's no follow up from the police, how am I supposed to have faith in the police and I want to support the men and women in blue who do their job on it honestly, ethically and responsibly. But what am I paying taxes for so Commissioner Burton Will you please help me get the police to respond? If we can investigate this person and figure it out? When you please respond to me, please? What am I paying taxes for? If the police won't help me I'm going to ask to have my taxes lowered because the police don't respond.

Yes, but that's the job if you don't want to do it, quit and you must root out all the bad you have to. We can't keep allowing evil in and then be surprised when evil happens. We want I want the best police department I believe that's all we all want. And we need to stop covering up, root out all the bad and be the best police department in Detroit and we don't have that.

The committee met this past Friday. February 10. And just to recap the process that we have in place as to hiring positions, or secretaries chief investigator. In total we have 21 candidates apply for board secretary 16 candidates apply for Chief Investigator those were reviewed by HR in accordance to their their pre screening and move those candidates forward to committee. At that time, each candidate or each member of the committee provided their two preferred candidates to interview in total. We scheduled eight candidates to interview for for for Secretary and for Chief Investigator of those six candidates showed two ended up declining the daily oh actually one was a no show the other declined today of on February 10. With that said we conducted interviews thorough interviews with with every single available candidate. We had a scoring sheet that was submitted for both for Secretary each individual candidate it's a scoring sheet is actually in your packets. And out of that there are two recommendations that came out of the personnel and training committee. And so at this time, I will make a two motions on behalf of the personnel and training committee. The first motion again on behalf of this committee is to adopt the recommendation to hire Victoria Shaw to the position of board secretary within the salary range of $80,922 and $135,088. It's 315 in the afternoon, I participated in maybe 50% of the questions for Mr. Warfield. I, I've heard met him and I've heard Mr. Warfield speak before this board on many occasions. He's articulate. He is very involved, I think in the community in general at least that's that's my impression. He has a church hall the Unity Church, which is a huge facility on there on time and more than 10 20,000 square feet. The church program, which is a multi million dollar program, these activities are major activities and are all consuming if you are the pastor, at least that's my view. Because churches, churches and ecclesiastical well operation it's a business. So when you're running an ecclesiastical corporation or business of this magnitude, with a multimillion dollar contracts, etc. I don't understand how, despite all of his abilities and and and intelligence is Petra can possibly give OCI and our constituents the time and attention they need with respect to handling and investigations. area, Madam Chairperson, we have received the most criticism, but let's community at large and leave it in terms of our public comments. Wonderful guy, but he cannot you can't serve. Two has the same time. The church is a full time activity. He cannot give the attention that I would like to have for OCI. Purely it's just impossible. When I hired over 1200 young people and there are so many youth deployment programs and hate them over a million dollars in payroll for 12 years. As a full time pastor, when I sat on this board for four years times a chair, one time overseeing these polling operations where the time when we're doing is constituted the officers chief investigator. That was a full time pastor. Thankfully, for eight years as I served in Lansing, although she can grow more amount of prisoners over 40,000 down to 39,000. Paul was the pastor in the hospital so it can either was an apostle but also officiellement Jesus was a carpenter. Moses was overheard when we have passed or behind our name. It is not a purely if nothing else, it's gonna be a calm or even a semicolon to continue to deliver on second who sent us while it is today. It can't be done in 40 hours a week. You just have to have the time and in order to do that, so I wish you the best as to anything I can do to help you. I'll be happy to do that. But I just can't have listened to Utah anymore. We are way behind just in terms of backlog. Talking about a trove of creative ideas and initiatives regarding community involvement. There's just so much out there that we're not doing that has to do and I know how much time and attention it takes to to build the house, if you will, that it truly works. So we won't have issues like lady that was before. So this leads, I mean, the kind of commentary that she expressed shouldn't happen in the city of Detroit and shouldn't happen with our office. We currently have three members of the department who are disabled and recovering at home due to an on duty injury. One surgery from the secondary scene, one police officer from seventh precinct and one police officer from the ninth precinct. All three of those members are recovering from injuries due to auto accidents. Current COVID stats are eight members of the department that are currently quarantined. That's down from 13 Last week, there are four members of the department are those quarantine members are currently positive and that's down from nine last week. crime data as of 216 23 homicides this year, we're at 32. Last year, we were at 31 That's a 3% change. Non fatal shootings we were at 91 last year we were at 69 That's a 32%. Jane robberies were at 187. Last year we were at 148 That's a 26% change. Cool part one crime is 1332 Last year we were at 1248. That's a 7% change. significant events to report on the first is an infant death. On Thursday, February 9 2023. Officers were dispatched to the 2900 block of Fullerton, investigating police run for a death investigation, authored May the location and observed medics to transporting the victim a one month old to Henry Ford Hospital. officers attempted to interview the father of the victim but were unable to do so to to do to the father being in shock. Yesterday then made the hospital interviewed the mother of the victim. During the interview the mother stated that she removed the victim from his car seat and placed him in bed with her. She then fell asleep only to be awakened by the victim's father to discover the victim no longer breathing. My mother believes she rolled over on the victim. Officers soon discovered that the victim was pronounced deceased and Henry Ford emergency room protected from the release Child Abuse Unit completed the investigation and a warrant was submitted to the Wayne County prosecutor's office for review. Just a reminder to parents to use stay sleep strategies for newborns and infants. There were 23 unsafe sleep baby deaths in 2022 in the city of Detroit and there are there have been six so far this year. It should be noted that unsafe sleep practices accounted for 56% of all baby deaths and inflammation as case sleep can be found on the Michigan Department of Health and Human Services website.
Second incident is a fatal shooting
on Sunday, February 12 2023. Officers were dispatched to the 14,000 block of Greenfield to investigate a police brokerage shooting just happened. On the officer's arrival of the scene. They discovered several pieces of evidence indicating a shooting occurred but no victims were at scene. witnesses at the scene stage two officers at two unknown males were at the location and began shooting at each other. One has been described as wearing a purple hoodie and black pants. Officers then receive information from this batch that two victims showed up at Sinai Grace hospital, Erskine and Grace emergency room doctors rehearse victim was pronounced deceased. Upon arrival in the second victim received a gunshot wound to the left thigh. Texas from the Detroit Police Homicide Unit arrived on the scene and conducted a follow up investigation. They also interviewed the witnesses and reviewed the video at shooting scene. Detectives interviewed the non fatal victim who stated that he and the fatal victim rental location when the fatal victim pulled a gun and started firing shots. The victim to skated he had a gun but did not fire it was his childhood out the window as friends were transporting him to the hospital discarded it I'm sorry to discarded the gun out the window it was being transported to the hospital. homicide detectives continue to review video and interview witnesses to determine exactly what happened to the victims. Anyone with information on this case? It's best to call crimestoppers at one 800 Speak up. The third incident is a child abuse case on Tuesday, February 14 1022. Officers responded to Detroit Children's Hospital to investigate a police run for child abuse. officers arrived at the scene and spoke to the hospital social worker stated as to six week old twins were brought into the emergency room with signs of abuse one twin had a broken left femur and multiple brain bleeds and the other twin had bruising on the face, chest and legs. Officers notified detectives from the Detroit Police Child Abuse Unit remade the location to continue the investigation. Detectives interviewed the mother and father of the victims whose hated it they left the victims in the care of the father's family. When they returned home they noticed the victims injuries and took them to the hospital. Child Abuse Unit will continue the investigation to determine exactly what happened to the victims. As we approach Child Abuse Awareness Month. We must remain diligent in recognizing and reporting all instances of suspected child abuse or neglect. Anyone with information on suspected child abuse or neglect is urged to call the Detroit Police Department or Child Protective Services at 1-855-444-3911 a few other events to report on is the annual senior Valentine's Day dance and luncheon at the 11th precinct. Tuesday February 14 officers from the 11th precinct hosted their annual Valentine's Day dance and luncheon for seniors aged 55 and up theme this year. We're living life. The event took place from 10am to 2pm at James Europe VFW post on Mount the next is a Community Response Team Meet and Greet luncheon on Wednesday, February 15 DPD Special Victims Unit community response team hosted a luncheon with their partners to discuss the department's mission and goals for the Hear me out initiative. certainly heard that has gone up in this year, we've percent considerably over last year. Last two years, we saw a huge decrease in heart bass and saw a big decrease in multi property crimes. The last couple of years during COVID time and now we're getting back to what our free COVID numbers were. As far as preventing auto theft. I mean, there are a lot of products that you can use. But one of the biggest things is if you have the ability to to secure your vehicle in your yard. I mean that's a vehicle taken off from the street or out of the bottom of the driveway occurs much more often than vehicles that are secured closer to a house or in a backyard. Also parking so we see we've seen an increase in auto theft in areas, your stadiums near downtown and continually try to encourage people to park in parking structures. The parking structures are well lit and occupied. The organized parking lots are well lit and occupied. So we do experience a lot where people will come to events and then they'll park on the street and AB save the parking expensive Arkin infrastructure in the majority of the crime related to autos, even if it's not a full auto faculty, the breaking of an auto occurs when cars are parked on side streets that aren't well lit compared to a parking lot. So that's one thing to keep in mind is
your type of vehicle. The vehicles that seem to be more prevalent, the low with the blue are our community all of us I don't want my car stolen,
right right now two of the biggest one of the biggest vehicles being stolen right now our key is and that's nationwide. There's usually he has been stolen. We have worked with the auto manufacturer in several law enforcement agencies in the country have and they were actually they may have been sued. We did not participate in the lawsuit but to get them to change some of their practices on how they're able to secure vehicles because they started remotely I believe with some sort of program that's done an iPad, the vehicles can be started. And that led to a large number of deaths of kids that is being changed by the auto manufacturer. The second vehicle that we're seeing is Chevy trailblazers. That is a high def vehicle
course and we are also
working with the manufacturer of that vehicle we work with. We work with all the automotive manufacturers to work out ways to help make vehicles harder to steal we also have a strategy in place that involves identifying the areas where vehicle parts and vehicles that are being stolen and heard about where those parts are going. suspicions of those businesses are increasing. We have partnership with the BC which the building safety computing Enforcement Division to go in and do those inspections to eliminate the ability for oddities to make money off of it.

Well, yeah, like I already mentioned, there are aftermarket products you could purchase alarms, there's clubs and there's things like that you can put on your car, where you park your car is something to be cognizant of, if you can avoid parking it out of the street or in dark areas away from lighting the cars parked in your garage or in your backyard. There's a lot less opportunity for it to be stolen. So aside from that, it's the strategies of the police department on identifying the individuals the locations. So that's the police department's part as far as an individual and the only strategy they can do is to properly lock the are those devices that are available to help prevent theft and be cognizant of where it's parked.

And everything I'm just a little curious about so it just seems like one of your commissioners has been on the board for quite a while and I'm just wondering if she When is her five years is going to be complete and that's any hole.
