We have two outstanding community servants that we're going to honor today, two people who have been steadfast in their service to Detroit and Wayne County over many, many years. The first is a young man that I go back about 20 years when I was a new commissioner, he was on the police force, and we were both at the sixth precinct, the sixth precinct within my district, and he was serving at the sixth precinct. And it's been wonderful to see his career grow and blossom, to become the chief of police for the city of Detroit, and now to take on a new role as the CEO of Detroit Wayne Integrated Health Network. I am so proud and so happy that Mr. James White is here today and we're going to celebrate his retirement from DPD, but also congratulate him on his new role as CEO of D. Win, Mr. White, if you could please join me, let's give him a round of applause. Come on up here, sir, you get to come all the way up, all the way up, all the way up, all the way up. All the way up. So we have so many outstanding people here in Detroit and Wayne County, and it's an honor that we, the Wayne County Commission, bestow this honor on Mr. White. I'm going to read just a little bit of the resolution that we have for him, James White, leading with compassion and integrity, whereas we the Wayne County Commission take great pride in recognizing the exceptional service of James White, a dedicated public servant who has spent nearly three decades safeguarding and uplifting the citizens of Detroit. Therefore, be it resolved that the Wayne County Commission extends a heartfelt gratitude for his years of dedicated service to the city of Detroit. We proudly congratulate him on his appointment as CEO of the Detroit Wayne Integrated Health Network, and we are confident that under his leadership, D Wayne will continue to thrive and expand his reach making a positive impact on the lives of countless Wayne County residents. We are so proud. He has led Detroit Police Department with compassion, understanding that when people call for help, they may be in a crisis themselves, and making sure that there are crisis officers embedded in the police agency to understand that we thankful for you, and we gotta congratulate you. He had a wonderful retirement party. He has the best the best man cave ever, with all of the wonderful things that he received from all over the city and organization, and that is a testament to what you've done to all of our citizens here. So Mr. James White, let's give him a round of applause.
Madam Chair, honorable body. Thank you very much. I am so humbled and honored to receive this. As you can see, a bit taken aback because didn't even know where to stand, but I am just really honored and humbled and certainly blessed. Had the privilege of serving as citizens of the city of Detroit for close to 29 years, and it has been certainly a highlight of my life to be chief and to lead the city police department to crime reduction, something that we all deserve and deserve to see, and it's been left in good hands. I couldn't be more thankful for that opportunity, but I'm even more thankful, or as thankful, for this opportunity with D when something I'm very passionate about, something that I've educated myself in as a licensed therapist myself, and recognizing and policing the need for mental health services across our county in a variety of different ways, from returning citizens to youth. I'm just super excited when I look at the work that's happening at Deep wind right now, the fact that we're opening up critical care facilities. And crisis centers as far as E course and in Detroit, and we're continuing that work. I am in a place that I absolutely want to be, and I couldn't be more thankful to God, my family and this commission, for trusting in me to do this job. Thank you.

Next, we have a young lady who has served our third circuit court with distinction and honor for so many years. She is called the People's judge because she certainly has demonstrated her fairness. What she's done for so many people as far as educating them on law and on, the judicial system is just unmatched. We are so pleased and We're saddened that she is retiring. But if we could have judge Deborah Thomas come to the front, please, let's give her a round of applause that she comes. Judge Thomas has an amazing story. If you don't know her story, it is truly a testimony of perseverance, stamina, love of law, love of people. And I'm so glad that we've had her as long as we've had her serving as Judge right here in Wayne County, I'm going to leave a portion of her resolution as well honoring judge Deborah Thomas, the People's judge, whereas we the Wayne County Commission, honor and celebrate the illustrious career and the unwavering dedication of Judge Deborah Thomas, a trailblazer whose commitment to justice, equality and the protection of civil rights has left a mark On the Wayne County, Third Circuit Court. I'll read this part to a Detroit native and proud alumnae of the Cass Tech High School, which has the football division one state champions Cass Tech High School, Judge Thomas, we extend our deepest gratitude to you for your dedicated years of service. We honor you for your groundbreaking contributions to judiciary, your pursuit of justice and your tireless efforts to uplift the rights and dignity of all thank you for all that you've done. You've been a shining light to so many of us here in Wayne County, a lot of us stand on your shoulders for what you've done over these years. Thank you. I'm honored. I'm deeply honored. I have served on the Wayne County, Third Circuit care. I will be closing out 29 years, and it has been a privilege and a joy. I have just completed. I turned in my assignment yesterday, a program at Wendy Community College, Wayne County Community College, to write grants, so I have been able to reach out to so many nonprofit organizations from the bench to provide services, especially for our treatment courts. Veterans Treatment Court is my high and so I'm hoping that I may be able to volunteer my services some of these nonprofit organizations and writing grants to help make sure that they stay funded so that they can continue to provide the services needed in our community. I've also signed up to be visiting jazz. You gotta be invited. I don't know if I'm gonna get an invite, but I'm going to be in the city. I'm going to be in the county. I was born in revi This is home, and this is where I love to be. And I appreciate all of you, and I thank you. Thank you, Madam Chair, there's Item six talks about money that's being reallocated to the booker Dozier Recreation Center in Inkster. I learned about this when we got the agenda last Wednesday, so I was wondering if somebody might be able to come up and talk about the project, just so I could learn some more about
it. You Hi Stephanie case from community development. So this is a project phase two of the renovation of the dozer center, they have put in an allocation request for a million and a half. This is allocation. We were only able to award them about 750,000 and we wanted to award them additional funds to do the HVAC system.
And again, I'm not sure of the fund source or how the request had come through. They had asked for second 50. We gave them the 750 or they asked for 750 and were able to give them the 357 we gave
them to 250,000 from 2020 we gave them another allocation of 500,000 that was the 750 but the crust for was for a million and a half. They're doing extensive renovation on the dolphin center. We did the phase one, which we did a renovation of the whole basement. We did a renovation of the stairway, we put in the TV, we put in countertops, we did locker rooms. So this is the phase two, and
it's all CDBG funds, is that, yes, it is okay. And
the funds came from they had additional demolition funds that they didn't use. And then the city of there's another city that did not use a broader allocation. So if, actually, River Rouge did not use the broader allocation, they received a grant from Egle that did the demolition on the ice arena. So they want to use, able to utilize those funds, or reallocating those funds to those that 250,000
that was in 2020 you said the 500,000 came after that was that also 2020, or a
different year, that's, the next fiscal year 2023 2023
and then the 357 that we're doing right now is just a book closing for FY 24 or is that going to be for next current fiscal year? FY 25
using it for this fiscal year allocation? No, that's good. Fiscal year 24 actually, they applied for another allocation in 2020 well, they apply for no allocation 2024 this is two this would be allotted to the allocation in 2023

26,000 this is their yearly allocation for the Family Center to do administrative services. We give them a the emergency solutions grant. Every year
we fund it, and now it's additional to do the administration. Did we not get the right number in the budget when we approved?
No, this is direct, where allocation was allocated to them every fiscal year. Good
morning house and shake direct for economic development Commissioner clean. So I think there's some confusion in the sense of when this is being allocated. So this is the one once a year allocation that that comes to them. So this

Good morning through the chair, Alicia Bradford, DPS parks division director, Commissioner kinetic, again, as you indicated, this is the agreement with the developer for the new birth meal LLC, in which part of that once approved, they will do their due diligence, and we will have a commitment of 405,000 that will go toward the construction of a new administrative and equestrian location at our Wallace field. That is what we've indicated our Wallace field location, which is all county owned property, and that will be, as we have now, slated location for the new facility, and the sheriff support at that at wallaceville.
So I know, if you're going northbound on beach daily, just north of war, and you pull in to the right to get to wallaceville, you've got those tennis courts that I think are kind of like a holding or storage facility right now, the butt up against some houses. There's some farther back property. There's the soccer fields down, sort of in that retention area. Do we think that this is going to be up top there, right by the houses then right by the
houses near the tennis courts? Correct? That is correct. Thank you.

My name is Jarvis Byrd from Ripper Township, and I have a question, why would the commissioner suggested to amendment the limitations of diversity and diminish the Wayne County Commission Youth Council also seeing that the mentoring of potential future leaders could improve community involvement in our governance. Has there been consideration towards expanding the program? Thank you for your time. From Jarvis bird through the chair and esteemed body after reading the proposed changes to the highly successful youth council, the question that I have is why I could understand if it wasn't performing as intended, the empowerment of our youth to engage in the leadership and performance of government is what's sorely needed. The administration should be there for guidance, mentoring, not to make the sole decision of the Council. As chairman of the Wayne County Democratic Black Caucus, I intended to develop a youth council based on this Council currently in existence. I oppose the changes. Frank D woods, applause, good morning as a parent, I fully support Commissioner Monique Baker Wayne County Youth Council original resolution request no changes be made, especially to the way students are selected. If a commissioner has not appointed at least two students from their district, that position should be available to the student from another district. Why restrict students from outside districts to not be selected? Why restrict students, even if there are available slots, students shouldn't be restricted to only one year terms. If the student is interested, eligible, capable, motivated, they should be able to be on the board for two years. Only junior and senior students can be made eligible to the program if there is any concern, if there is any concern that that's from nibita matte board, there are no additional emails. Thank

And I was really pleased to see that the administration had asked her to be at that groundbreaking, that ribbon cutting the other week, to recognize the new Lyle van Helen park that we have on silver Lane in Dearborn heights.
