The police department runs on policies search and seizure, you know, just charged with weapons, etc, etc. And once again, we have a proposal before us that which we can share our policies directly with community organizations that have an interest in this area and we get feedback from them as such, yes, once again that if she's going to do this, adopt the model that have already been prepared for us. I mean, it's like why reinvent the wheel? In terms of policy, if you will, input from the community they want to know about search and seizure and they want to know about deadly force. Definitely want to know about they don't really care about us. They just care about the policies that we create. Good afternoon again through the chair for the Chiefs reports today, we currently have three members of the department that are out disabled and recovering at home due to an on duty injury. I'm one sergeant from the second precinct, a police officer from the seventh precinct and one from the ninth precinct. Our COVID stats are as follows nine members are currently quarantined and isolated. And we have five of the quarantine isolated members who are currently positive. Unfortunately, at this time in the year we are seeing an uptick in our part one violent crimes. We're currently up in our homicides plus three non fatal shootings plus nine and a robberies plus 42. But I want to assure the board and the community that we are working diligently on developing our plans and putting them in place to to make sure that we are putting our officers in the right places. In order to drive down this crime on this is something that's important to myself as well as the sheet and we are meeting with our command staff. I'm communicating with them and providing them the additional resources that we need in order to make sure that we bring the individuals that are victimized in our community into custody and you'll see that later. And a couple of requests we had recently related to carjackings. At this time I card or drag racing detail is not have not moved forward to implementing that due to weather. But as we see an uptick in individuals that are gathered we will make sure that we are addressing those those issues related to our drag racing drifting community or mental health related costs or service. In the last seven days, we've serviced 58 mental non violent 19 mental violent armed 96 Mr. Violent, armed 30 suicide in progress 55 suicide or threat of suicide for total 258 service calls to date between 23 for mental non violence and too much in the 70s to call service. Violent arm 112 mental violent and that arm 480 suicide in progress 117 and for suicide threat 254 or total 1235. For significant events as it relates to a carjacking the west coast of juvenile offenders on Wednesday, January 18. Around 6:37pm officers were dispatched to the 18,600 block to Sloten to investigate a carjacking just spoke with the victim who stated that she left her vehicle running, she removed some trash can. As the victim approached the vehicle and unknown blackmail approached the victim pointed a gun and as they get into the back. The victim ran to the rear of the location with our hands raised in the air as one of the suspects pointed a handgun at her and another suspect got into the passenger seat of the victim's vehicle and drove away. Our detectives from our Commercial Auto unit or cats as DPD gear one were in the area when he observed the vehicle in the area of Pilgrim sorry in the area of Pilgrim and Fittler officers followed the vehicle into the Sunset Hills and stuff they parked an alleyway near Butler. They set up surveillance and then as they exited the location, they were detained. The victim vehicle was recovered at the victim key and the vehicle were recovered those suspects as juveniles once were submitted to the Wayne County prosecutor's office for review. A second incident is a carjacking arrest as well occurring on Sunday January 29. At 2:40am they were dispatched to officers were dispatched to the area of the 2200 block of pearl to investigate another carjacking officer spoke with the victim who was the Lyft driver, the victim city that the customers he had just picked up rap to make them point. This was described as five young black males one of the suspects was armed with a slipper handgun in the front passenger seat, pointed the weapon at the vehicle and demanded his property ticket the victim's cell phone while washing your pass the handing over his property the victim fled and called 911 this way with the victims 2018 2018 Chevy Cruze. Again our officers from our commercial commercial auto theft unit arrived in the area to conduct the investigation. They quickly discovered the stolen vehicle was located at a nearby Sunoco gas station. officers arrived at the location to investigate and observed a black male wearing red coat near the vehicle. After a short foot pursuit. The suspect was arrested and the vehicle was recovered, was conducted and the victim positively identified. The person who pointed the weapon at him. Additionally, this was first during his arrest and the officers discovered the ignition key to the stolen Chevrolet Cruze this investigation. is ongoing and if you're trying to identify the other individuals who was with the suspect at the time, but it's more or less submitted on the one suspect that was detained to the prosecutor's office and signed was charged with carjacking and armed robbery or an incident that I'm going to be discussing with you today involves three missing persons. On February on Friday, January 28 2023. a missing person was report was filed for Montoya Givens. Officers from the Detroit Police Department received a report it was to the 18,600 block of Patrick's to conduct a follow up investigation. You also spoke to the relatives and Mr. Gibbons, who stated that it was unusual for him to be gone that long without contacting anyone. Mr. Gibbons was asked to be with two friends and Mr. Mani Kelly and Mr. Dante wicker was supposed to go to an unknown lab in Detroit on January 24 2023. As the officers continued the investigation they discovered that Mr. Romani Kelly and listen to that tape record will also missing Mr. Kelly was reported missing out of Escola County, Michigan, and Mr. Wicker was important missing out of Melvindale. During the interviews with the families, it was confirmed that the victims were last known to be going to a club in Detroit to perform but the performance had been canceled from that point. The victims were about our unknown. As it stands today, this investigation has been assigned to Sergeant Jones with the Missing Persons Unit. And then they're handling the follow up investigation. Officers are checking every available lead and utilizing various resource resources and investigative methods to determine the location of the missing persons in this investigation is ongoing. So if anyone has any information, please contact our Missing Persons Unit but the Detroit Police Department on a positive side deeply managed unit with the donations for horses on Monday, January 30. The Detroit police mounted unit was good a generous donation of the pilots for horses. The leading mounted Facebook page posted about the donation they received by a calm and a calming aid and supplement for horses, horse earplugs and the two jumps to this. They receive this donation from Mr. Ms where they individual and the post. They also explained how they plan to use some of the donations including the jump sticks, which they will use to play at the bar to help some horses become comfortable around plastic noise up recruiting hosted job information event on Wednesday, February 1 in Detroit police recruiting officers job information event attendees learn from career career opportunities with the Detroit Police Department. The event occurred at the Murphy innovations at a 2470 Collingwood Street from 7am to 1pm. This event will recur every Wednesday. And then lastly, we have our corporate woods. She's speaking at a LGP LGBTQ community in support of the Elliot Larson's Civil Rights Act today. We're second Danielle was will participate as a supporting speaker for Senate Bill number four le arson civil rights act at the Michigan State Capitol. This was focused on LGBTQ plus people everywhere who deserves to live and welcoming communities that focus on building equality for all. And that's the report.

So we're having ongoing conversations, reinforcing what our policies and our standards are, what is acceptable and agency and what is not and again,
just from a personal note. That video
was very, very hard to watch for me and my colleagues and it was disturbing. And that at first he was a human being who was not treated like one. And that's not something that will be accepted in this agency at all.

secondly, you mentioned the number of runs that the officers are happy to make in suicides in process. I'm just interested to know what is the police priority when making those rows.
So we recently implemented I think the date was January 17 or 18th. Our city wide tea Hall response and so when there's a run involving a man someone that is in mental distress, those units are deployed to address those concerns to address that individual. And so it's not tying up other officers that are deployed in a patrol capacity to respond for regular costs for service. Those calls go directly to them and they respond. So
in the case of suicide in profits, if there is a weapon that was used or medication, or some investigation done or whether or not the weapon was licensed or medication is assigned to them, or is it just matter of preservation of life and in the DPD moves on from the scene.
So if the person is in a crisis we'll take them to the services. They will either go to Team loneliness or cope depending on the size of the city that the incident is occurring in if the weapon is involved, and of course there's an investigative side to it, but the investigative investigative side will kind of take a backseat in terms of getting that person some services. We can always get a warrant, get them in custody, but we want to make sure that they're getting the help that they need. Because just the issue that they're having. Thank you.

And then thirdly, I'm interested, personally, and I assume I don't know if my colleagues are seeing the police report on the case that you cited where the woman was accosted in her driveway and they took the car. But what I'm really interested in is I'm really interested in your interview of the defendant. I just want to know what the thinking was. So I can understand the thinking and our community. I don't know how old these people weren't. They were young if they were old, whatever. So I just want to understand, because in your police interview of them, they told you what, why and win. And that's really what I want to understand. So maybe we can interdict this. She's fine. I'm very happy about that. You guys did a fabulous job as usual. You always do. But I really want to interject this from a grassroots perspective. To deal with the root of a problem. Not the, you know, not the fruit of the poisonous tree, but the root of the poisonous tree. Stand in front of their businesses what they see the services that many of the businesses are receiving in a downtown and midtown area. Be happy. If this office can you know can provide, you know, some clarity. So Stratasys cars how they are assisting businesses and neighborhoods as well. We are seeing a younger population involved in many of these carjackings and I can use a better a more comprehensive report like as it relates to bond. You know how many people are getting released or tethered onto that you can have a better idea of what was actually happening once they're arrested and then released. So Creek and Elise all of these facilities are available to accept. citizens of the city of Detroit as well as Wayne County was also an opportunity for us to collect the travel that helps citizens perhaps better understand the responsibilities of the prices and adventure and things. So again, thank you for uplifting that. And one thing, I believe there was most revelation for me was how easy it is for someone to petition but how receptive the courts are to respond to that petition. Is of course 2020. The Detroit board of police commissioners created and crafted a recommendation use of force I believe and Miss blossom or Mr. Brown those documents online already.

I think that every day that this did not turn out like the senseless killing of Tyree Nichols I pray to God bless his family and his loved ones no one should have to ever do or anything like that. You haven't heard anything back regarding what happens to the officers or the commander. These officers shouldn't be on the street, the way that we were treated and how comfortable that they felt in treating this way. spoke a lot. They're getting away with it. The behavior was just unacceptable. They really need to be removed from the force. Yeah, really the officers that's a seven three thing that could provide better training to these rookies. They need to be with seasoned officers that can teach them about the community that they're serving in and how to reset them. But it doesn't seem as if that's going on. Another thing is a suggestion that I have is that we pay our officers better and we give them better benefits so that they don't have that stress on their mind. We understand that they put their lives on the line startup community, but if they had that stress alleviated, maybe they would have a much more level here to deal with the community. Good people should not have to be subjected to this treatment and profiling from any experience or just corrupt officers. Yeah raised our family to respect law enforcement but to also know your rights and to work to nurture police community relations, so that we respect one another as human beings first. They're doing the very best that they can so that people can be treated properly. And if someone is at an event being shot at and it is no I guess you call it often. So it's about shooting. They see them getting to the hospital. They don't let them die. So they are concerned for the citizens. They're very concerned for them and their children. Whatever age group it is, whatever category it is, of the crime or if it isn't a crime investigation. They're still still trying to do the very best they can to take care of the feelings. The thoughts, the ideas of the whole person. Not they're not leaving them hanging. They might feel like they're being left hanging, but they're really not. And so I really appreciate all of the professionalism and the character the nature of the police officers, I've talked to many of them are just in almost all of the precincts and this this is all that I've gotten is a one customer service. Not just for me because I'm supporting you, but for all citizens. If everything was listened to and paid attention to all the time, not that people are not paying attention, but sometimes it gets lost in the sauce and they don't hear everything. As some of you may know, when I was on the board, I took part of the national white paper on duty tend to see I think that you know in so much that the city of Detroit that was a policy that was also implemented by the former chief of police. I think that should be posted on the city's Facebook page and on the BRP Facebook page and whatever we need to encourage people we need to encourage officers when they see other officers doing stuff that's inappropriate to say something and do something. As a commissioner, I used to go to a number of community groups. I love it district seven in other places. And one of the things I tell community people, if they see something wrong, they need to say something. But we need to encourage officers if they see something wrong to say something also, we do not need to have some of the incidents that's happening all over this country. Right now. Some people are afraid that they cannot tell on the police and some office seem to be afraid that if they tell they might end up catching the bullet, you know, so we need to make sure that everyone knows what to do to turn to feed and have a nice day. Also we need to do something you know, it's still an ongoing problem. I get calls every day about the number of cars running red lights. You know, they're still people racing. I know they sound like they're not doing anything about that now, but it's still going on. And that's still a concern. You know, people are still afraid to go to the store or what have you if they're afraid they need it. ran over.

First of all, I just wanted to comment on the Memphis tragedy. There are some things in the Memphis Police Department that Detroit should emulate. One thing the officers were actually fired with the contract loophole that has SERPs the authority of the Board of police commissioners. They could have gotten promotions had this happened in Detroit. Also, their names were released. The killers of Taylor Burke's we still don't know their names. There are things that are done better in Memphis than here. Regardless of the fact that the officers had committed a violent crime resulting in death. What we need to also look at is how the authorities responded how the supervisors responded and they responded much better than I think we'd be able to do in Detroit. So we need to remove that contract loophole next time the opportunity arises. And also the DPD needs to release the names of those involved in these officer involved killings. Finally, there's the matter of use of force and I really applaud Commissioner Linder Bernard I'm bringing up the use of force matter because we do need to look at it. If one reads carefully through the use of use of force policy, one will see that it's possible for police to legally kill somebody who is a fleeing suspect where what they're suspected of is a nonviolent victimless crime. That is not acceptable and is not appropriate to go killing people. Because of lifestyle choices you disapprove of and and that I yield. Thank you.

Today I'll be presenting to you the end of your use of force, only 22 statistical report. When I tell you about who we are what we do with civil rights, if you Oh, has a slide look for the slides. So
we got a presentation.
So if you look at our staffing errors, were direct report to the office of the Office of Professional Development staff by myself. I have a lieutenant as a sergeant, a compliance manager with poor nice, nice wants employees as well as for sworn officers to work in the Civil Rights Division. Next slide please. for civil rights, we were responsible for you reviewing policy and procedures, auditing your supports reporting to us your policy clients, collecting statistical data community communicating with the department command recommending policy changes, providing you support guidance, guidance and training a bunch of our commands and provide providing the information what police

So category one, and I'll talk about each category let you know what they are as we go along category one we had which is I will say this category one is the highest category use of force. We have 48 and 2021, where we have 53 and 2022. So let's take a five was changed by 10% in categories two we have 296 uses abortions 2021 where there was 232 and 2022, which is increased to 36 which is 12%. Category three we had 709 in 2021 and 2022. We have 567 That's a decrease of 142. Which is 20% overall decrease in category three. And again, I'll tell you what each one of them are as we go to the next slides. category four we had 2120 2128 to 2022. Change the seven increase a 33% and acquiring a target that's what a firearm only and that was the CW you had 143 officers acquired target in 2021 where there was 121 and 2022 or decrease a 20 to 50% decrease. So if you look at the bottom, we have the totals and the totals our use of force incidents was 1217 and 2021 1101 to 2022. We have a little bit less what we're down 116 160 Less uses of course, which is a 10% decrease overall takes place. Next slide please. Before going through this I will always what I do want to say this in light it was always there's always a concern when the officer uses force in the Detroit Police Department. We are trying to use the least amount of force necessary to effect an arrest. All of our officers are trying to use the least amount of force necessary to effect an arrest. We have of course continuing guidance to kind of tell our officers mass here that was true last time, okay. It's kind of give that off to the guy. It's like if this happens, then this is the appropriate use of force that's authorized. I don't have it today but I did and we can get it again but I'm not sure the last time I was here and in the in with the use of force. We are we do remind the officers sometime the most appropriate response is to de escalate to disengage, fall back in wait for backup. So as I go on category one uses a port which I said is the highest level we had attempted to increase all the ones that are any use of force resulting in serious injury or death to discharge the firearms and stepping up the reins or in an animal and use of force resulting in broken bones or hospitalization, chemical spray against the restrained individual canine bites which is our dogs, canine bites or CW Stan to specific areas what to discuss the population categories to this is where we use physical controls, intermediate weapons such as our CW. We have our PR 24 which is actually as we go on we do have one but that's almost naturally but in any incident resulting injury or complaint of injury does not does not meet the criteria. category one this is of course, a decent thing. Alright, so 1234 So we're going down we use less force. Alright, so now we have to category three when there's a 20% increase. That's any use of force were sorry,
excuse me. Any use of force
any incident will use the force is used and the injury was the Adria complaint, but not necessarily complaint a complaint of injury occasion or CD. C CW discharge doesn't make contact with the suspect. That's why to discharge my CW and I miss or Taylor apprehension he doesn't the dateline finds the files and tracks the suspect for judging the
next day please. Client
we have a category one uses of force there was a 33% increase in that one and that's when mostly when I suspect requires assistance with the EMS EMS we required our systems was a suspect. No poor is really you and foreseeable handcuffing, and that is maybe I encounter a subject who doesn't want to put his hands behind his back nearly using a fourth put his hands to hand back his or her back and apply the handcuffs. Well before you move on. That was category four, category four category again we've gone down 1234 while we're down to portable handcuffing now, so driving a firearm and acquiring this target, that's when I actually removed my weapon and acquire a target of pointing at a person that pointed at the ground, not low ready, physically pointed at a person. So we count that as drawing the firearm and acquiring the target. We can have a 15% decrease in that. And destruction of animals 12% increase over the last year we have 46 and this year it's 52. And again, I think I've said this a couple of times the changes to destroying I mean apprehended taking no action to get to animal is when the animal was physically threatened someone
could have been an immediate harm.
The animal are there, they strays or somebody's animal category in there.
I do not have it broken out like that.
I don't think it matters, Mr. Chairman.
I mean if the dog is dangerous, you're gonna engage in regardless but I do not have that. So I can tell you this every use of force is investigated by either force investigation Category or Category One use of force are investigated by force investigation or subject matter experts or black men supervision. So if the category is two, three and four are, are investigated by commands all right, category ones are investigated by force investigations. And when you get when you talk about a command investigation, it goes through an approval process. The sergeant will normally repair the investigation. It goes to the lieutenant goes to the captain, the commander and it also goes to their compliance liaison. And that's important because once all of those people get it, then it comes to civil rights for our so once it's forwarded to Civil Rights Division, and that's what who I'm representing here today, civil rights teams will log it and they will audit it for compliance policy clients.

So now we're covering information about our conductor energy weapons and thank you by the way for approving those and 2021. Let me see the distance the differences are a taser discharge, you have Taser deployment, Taser discharge, and when I deploy my when I take out my Taser physically pull the trigger and make the process go out whether I make whether I hit or miss. Okay, so in a deployment is just physically I could physically move remove it from the holster and maybe there's the following button. That'll help me to get attention, right but I haven't physically pulled the trigger and deployed the prompts. So 2021 is discharged. I actually pulled it off, actually pull the trigger, because 146 and 2021 where there was 169 and 2022 increase, it's 23 16% Change overall in the deployment that's just politically removing on my holster, however, not pulling the trigger. Yeah, 205 and 2021 256 is 2022 An increase of 51 which is 20 partisan increase where we did have you had no accidental discharges in 2021. We've had 23 and 2022, which is a massive increase. So we'll work on that. And for our total we have 351 hazer incidents and threes 20 21/28 and 2020s. Phil has changed to 77 which is a 20% increase overall. I think that if you look into sliders you say we use it asked on pages to conduct the energy weapon, and it's rated at 50,000 volts and I can tell you today that we don't have any CW related deaths in the Detroit Police Department.
Next slide, please. Start to
get to the end. We talked about a little bit about subject control comparisons from this year to last year. So let's start with the hard hands 160 And that's when I physically and also physically put their hands on somebody right hand to hand. We had 160 incidents in 2021, where we only had 740 is 2020 to a decrease of 100. Well, joint loss is when I use pressure points or elbow points to make you comply. No strikes but we use it to maybe transport you or moving from one place to another. We have 83 incidents instances excuse me in 2021 when we had 101 instances in 2020. So chemical spray, we had seven instances in 2021 and 11 and 2022. We are instances for fixed increase, or 20 fours we had we had zero 2021 We have one to 2020. So pressure points. That's for compliance or compliance pressure point F for recording 2021 where the 7020 22 courts total 2021. We had 954 instances were in 2022. We had 868 minus 86, which is a decrease of 5%. We also talked about training a little bit I just want to remind you that our officers are trained we train often. We have our initial training in the academy we have hands on training, classroom training, impact weapon training we talk about we use train on our CW firearms training semi annually we have roll call training about use of force this scenario based training. I know our chief of police look into our virtual training as well to help with the scenario based training. And we also tested on

And so here we go. This is a obviously you know so if you look we have 17,142 Total arrests in the city of Detroit for the year of 2020 to 17,142. Out of those 17,001 to 17,980 instances were used for works with us and 980 of those arrests. And let's let's face it when we talk about arrest and we're talking about use of force is normally company A company would arrest so out of that if you look into the math out of all of our uses, out of all of our arrests in cities. 5.7% of them require some level of course 123
And that's why please
and as always stay true to myself. I told you every time I come before you I'll let you know or remind you when we're doing I just the primary concerns are always the safety of the welfare, safety and welfare of the community, department members department intimacy and reputation. It neutralize them at all the first arc I think it's five or 10 seconds that we'll get to give you an exact answer. Okay, so the first one when it comes out the first time it works, but they're not always successful. It's five or 10 seconds in an uptick, but it's it's five seconds.

And then my last question will be relative to the categories and you know, I don't know if you have the context around each of these numbers. I know we have the aggregate numbers, but you know to seeing categories one and two and as you say they are ascending or descending, which direction you're going in, the polls have gone up, what kind of rationale might you be able to provide? Those have
increased over year to year. So,
when I was talking to strategy with each command officer, these are statistical reports. I would say, we're facing a
more we're here, give me a second honestly.
So if if we're using more force, we're probably leading more resistance. So logically, but I haven't talked strategy with any other commanders to say, Hey, did you have an operation going on at this time of year? Was it three or four extra uses of force? Or did you have a operation going downtown where I see 12 Extra uses of course, I'm just merely speculate okay, just to be fair, thank you.

I didn't want to say that all the battle in reference to just a culture of policing, historically, just a culture. policing in the NBA, the culture of the bad boys. When you look at a tightening up the control of that basketball, when we talk about Michael black crime, we don't want to talk about for the 300 Homicide report reflect the culture in terms of the bike community, throughout the country. So when we talk about retraining, it's not an issue week training. We have the best trained department in the nation with the review of the Justice Department, but the issue is the culture that we are dealing with. And bike officers hate lead in terms of demeanor when we're stuck with that

reference to the culture that we heard about culture, so it's not unusual to Hell is to have that police department transports like cops. We have here Eugene Brown, in Detroit. And then the other categories two through two through four, R and R I'm not sure who investigates them initially, but then you investigate them civil rights.

who was responsible for the use of force does the investigation yes to four. Okay, if it's a category one, then what are the people on the force investigation?
That's Professional Standards Bureau like internal affairs but under the same umbrella as the professional standards Bureau, so you have internal affairs, you have courses destination, so they're
two separate entities course investigation and internal affairs. Yes, ma'am. And so once you determine in the force investigation, that for example, let's say there was excessive force in the prosecutor determines, like in the case where the young man had the pin knife 3.5 inches and you know, he was shot like, I guess 18 times and when he shot the bus behind him at times, so that's how many times the weapons were discharged. In that case, who handled well he was killed by force investigation, you have no interaction with that. So,
so no, we so we will get their numbers to report to you. But of course investigations is professional standards. That's our highest level of investigations. They do our internal affairs. That's the cream of the crop. So
the person who comes across the street the man, are you creating holes in it? Can I complain to you?
So we'll look we'll also do there'll be a bifurcated investigation. I noticed this because I used to work here. So in a case where somebody's life was taken, it was that serious homicide to get an investigation and for the criminal part, will be construed as the criminal part. And of course investigation will get the and I don't want to talk for the director graveling because that's what we should be giving that but of course investigation will do an investigation or the policy side, internal side. So if you have a complaint, they will follow with internal affairs and it will be incorporated into the investigation

But it sounds like it was too It sounds to me listening to him in America that went to the Office of the Chief Investigator. And if they said it wasn't there, they probably bumped it up to internal affairs and it probably needs to be signed over there and you'll have an internal affairs investigator or a force investigation. what you do, what do you communicate to the person who will make the complaint to to me who's in charge these people talk about the fact they didn't know what was going on? They don't have any clue.

When it comes to like customers. I mean, when it comes to like citizens interaction with officers, just something to gauge how that officer is performing. On the streets of Detroit police in in our communities, something where you can also further gauge whether we have a potential problem with officer that maybe needs to go through additional training or something that needs to
be part of your question. We do have the risk management so first and foremost, absolutely. It helps with departments. It helps the department helps the community. I will absolutely back it, I'll ask for it. And I will request it. But we do have a program like that already in place. We have a risk management program that we're working on. So and it kind of captures some of the things that you said and maybe not exactly how you said it. But we do have a measure to tell if our officers are creating this tension and then we give it to them

I'm not sure who the sisters sheep were the sheep. But they said that they would meet with the group and they would conduct an investigation. I think that's where we are now there was a communication error or gap with them but it appears that there's the mediation that will be going on with that group. If they still want us to do an investigation. We have their recorded statements and we can proceed.

Okay. The questions.
Honorable commissioners today as required by the city's partner in the overview of the department request for 2024 budget that was sent from DPD and AAA polite to the budget office and we are now in process of going over the numbers with the budget office. The mayor is reviewing it and before he goes to the city council, but as I mentioned at the beginning, as required by the city charter the honorable board needs to have a resolution approving the department's request or the budget to the mayor's office. In this short presentation, I will show the first slide please. I'll show the fiscal year 2000 For the poor budget overview, project timeline, new initiatives, revenues and expenditures, capital request, resource request and information on various grants.
And Mr. Chairman, if none of the commissioners have the budget before them except yourself and the Vice Chair, perhaps this presentation should be like I understand it was scheduled. I understand what was given to us, but we don't have it
because you guys had a we have a huge advantage.
Mr. Chairman, no one has it at this meeting. It
doesn't need you don't need questioner. You
just have to start taking the series series and then a week and you should have this in your possession to the vice chair and myself. It also could
have been duplicated again. It was also
on the agenda so you can read it. Look at the email, look into the budget. Just
just as a point of correlation I met with commission halt in my office provided a copy of all the documents that were emailed to Mr. Brown. And that was two weeks ago. With your permission animals Chair. Thank you. Next slide, please. The budget office at the beginning of budget here is the department that is typically in our case, the discussions and the how to proceed. How to proceed with the request. The department is instructed to work with the agency to really to prepare the budget relations by required timelines and departments are encouraged to continue to plan for workforce efficiency, overtime management and other saving popular saving opportunities for the fiscal year 2020 for additive the caper. The current fiscal year 2000. cogently outcome budgeting appropriations are in place to track slavery neighborhoods, vibrant and beautiful city economic equity and opportunity, efficient and innovative operations and effective governance, governance one major point that is included instruction from the budget office is the fact that we cannot the department cannot exceed the Office of Budget baseline and the baseline consists of the current year's budget with any appropriate amendments that are happening throughout the year. If the budget exceeds the budget request exceed the budget baseline then the department has to have a detailed written statement as to why there is more money in this particular line item or probably. Next slide
please. We do have
and I have mentioned this with the majority of the board in another meeting that we had, I believe was a year and a half ago that we basically gave an overview as to two types of deadlines that we are faced with. We have our internal deadlines as a department. And the charter mandates the deadlines that by which we adhere to send the budget information to the budget office and then the layer has a deadline. The mayor has deadlines to submit to the city council and the city council have the right to review submit questions, return it back to the inbox and so on so forth. I have filled out all these deadlines in the next slide although the writing is small and clinicians don't have that in front of you, but basically, the budget process is year round process. And we our department, my department and the DPD we work around getting information on the budget that is needed for the upcoming fiscal year. And to emphasize again the budget the fiscal year because we are actually pavilion destroyed and other departments start on July 1 of any given year and then ends on June 30 of the following year.
However, the next slide please
This slide shows the oddness mandated mandated deadlines which they are mandatory. And as I mentioned before, if we list those deadlines, then they are ramifications and penalties imposed by the state law to the city of Detroit even though the deadlines are nothing and we are not an exception in our work that we do that we required to meet those deadlines. For example by February 18, the budget director supposed to lead to the layer the calculations are tabulation of department's request, which in turn is what I will show you in the following slides in summary, and the detail lost to me that's against to the honorable board, the other documents via email and they were printed out again to commission halt but I'll be happy to to work with this round if any additional information is needed. Again, the board the board can see the deadlines here and the larger presentation actually viewed this as a public document so the public if they need to see those deadlines, I'd be happy to provide or cost them.

As we'll see
the following when I present the numbers before the board, the personnel budget is the biggest chunk of the deputies budget and this year are the for the fiscal year 2024. We have taken into account the new contract with the police officers, deputies tied to the Police Officers Association. And then furthermore, aside from that around that there is a supplemental request DPD has played to add 140 new positions to the fiscal year 2024 budget. Again, please keep in mind that this is a request to the budget office and to the mayor and may or may not make it to the city council depending on the availability of funds that the city has to support such request. The operational expenditures the local addition is $8.4 million over the current year's budget and mainly this is to one point $75 million of very quest is to pay for the expansion. Then $1.9 million in fiscal year 2024 is requested to replace to start the gradual replacement of the current cases that the department has the current cages had been in operation since 2018. And based on the manufacturer's recommendations time has come to start thinking about replacing them with newer pages telling you with technology and that's why the requested department requested $1.9 million that they asked on smaller asks that amount from $2,000 to $100,000. And those guards who taught truck repairs, told us security, police fleet management and then another $640,000 is left for car washes and fleet
repair. Next slide please.
The budget is comprised of two major sections the revenue section and the expenditure section the revenues that we are asking requesting the fiscal year 2024. We we have asked for that we plan to receive Ashley and as the budget office to budget accordingly is almost $87,000,000.80 6.9 to be exact. And the end those revenues at $71 are spread across all funds the general fund portion of that is $71.5 million special revenue columns is 7.6. And I want to point out that the special revenue funds are two funds. One is the total fund and the other one is the 911 fund that we call it funds that we receive from state of Michigan and that are expended under communications operations department then we are expecting to receive $1.2 million. Then grant funds and other six point Hydrolat so the call revenue estimates at $6.9 million. on the expenditure side, the general fund expenditures total amount the request amounts to $407 million the grant expenditures plus 6.4 for future expenditures 1.2 and scheduled expenditures $9 million. So great call F O of $423 million.
Next slide.
Again, the writing another slide is a little bit small but mainly mainly the increase of is a 56 really large increase overall across all funds compared to the fiscal year 2023 budget and the main increase comes in name of the labor cost increases which is close to $20 million. Another $8.5 million is due to uniform long term longevity pay $8.5 million increase in fringe benefits, protection and hospitalization and another $11.9 million for the 140 additional conditions that DPP has requested. But again, there is no guarantee that those will make it make it into a final budget. The board however, is encouraged to sign off on this request. That we send to the microvessels. You said
that you're asking us to sign off even though without knowing what's going to take place. After you have the sign off the press time.

Next slide please.
This slide was showing that the personnel and salaries and wages request in the next fiscal year the Total Request including supplemental request is $380 million. And the operating expenditures meaning non personnel is another $10 million. We are requesting a personnel overtime for the general fund of $55 million and the non personnel operating all all costs for the non personnel related expenditures $33 million for the general fund and $5.6 million for special revenue fund. And this year we also have asked the deputy have asked the budget office for capital expenditures in the amount of $29 million
now at the bottom of this slide. There are the reasons that DVD currently has and what has the department requested for the fiscal year 2024 currently the Deputy has 3400 Create budget provision among all funds among all uniform and annual court personnel. As I mentioned earlier, the department has is asking for an additional 100 Quarry police personnel or a total request of 3500 ad police personnel again who's doing the uniform form
across all guns Next slide please.
There is
a $29 million request for capital projects and is broken down as follows 147 cazadores are too large at least for the Police Community Services Unit $2.2 million protective body armor $8.6 million for the favors but again, this is a capital request for over five years. Capital requested last for one year capital programs around the last five years so although we requested $8.6 million. We are projecting to spend close to 1.8 in the next five years to replace fully replace the current cases. Another $6 million is being asked for repair of the current facilities, including fencing new asphalt and landscaping trillion dollars is at BNF for the talk briefing facility renovation and another $4 million for the second precinct to fill the renovation and the $1.8 million for 51 DPD vehicles that are not covered by the by the General Fund fleet funds.
Next slide please. So a
common request is $29 million.
One more looks like
this, again, delineates the provision Request tab is broken down by civilian versus uniform and the total positions again 3500 NDP ad positions compared to 3400 positions in the current fiscal year.
The next slide there are
six, nine major grants that would have asked the budget office to budget for the next fiscal year and three of them are ATPase. So other types, recovery grants unit, then respectively went on to talk about allows $3.6 million and $122,000 then the Justice assistant grant as we refer to as a 941 part of our operation stone garden 36,000 hours production and bicycle overtime enforcement 62,000 hours stop ran for ADP Taoglas strategic static and quarterly programs for to under 100 hours. And the volca grant victim of crime assistant in the amount of 1,400,000 last spoke record was $6.6 million dollars. And those were the summary of the numbers. And I'd be happy to answer questions that you may have if I have the value Information
Commissioner how I really
don't have a question. So yeah, I'm leaving this to call out twice a week or twice a year. And I'm always impressed with the stability of these numbers. I'm always impressed with that. But I am I'm unimpressed with just my my ability to to to comprehend all of this and be responsible in this author was to voting on the budget. And this is chairman was saying that I'd like to ask what this board can come to. Now, for the next the next time. We have a we have a lawyer to table which we lead and we also should have a person as disabled for a contract. Oh, please. I don't like to sit around and act like I know I got a lot of smart people around this table and got good experience. But for me, I don't like to sit here and act like I'm intelligent about numbers and stuff and no I'm not. I want to be current but I do feel like that. We assist citizens when we have a vote of someone's appointed, appointed based upon our abilities to certain certain professions with quite a layer of fields we can do our job and it says to feel that the people here can do their job. I do feel like we all community is responsibility of making sure that we have the right questions to Mr. lacO. And all everything is with us. It's a board oversight. Of course it's apple. Some of these numbers need to be delineated what we really what they really go purchase or what some of this numbers, money. Now the concern I'm curious is that we'd have to divide those to us. It asked us you had the opposite. He has the he has the ability to change the rate to come back and harder to fix up and down. To have us say anything about it. Once this thing passes us it just pass. We don't get back. Another shot at this. It's got to stop to do I want him to do the job. We always this is a lot of respect for you always have but you know I've always talk to you to tell us about an idea of trying to free to say you don't know much better, no doubt about it. Stay down to work, and it's kind of critical understand this. Likely that I'm asking Mr. Chairman, if you would please consider this is more hires a natural manager I want to make sure I look at them eyeball to eyeball want you to scale and then go with you to do with me which you know that you're absolutely good at what you do know why I see why you're there. It has to do with people like me, that don't really understand. Oh, Ohio million dollars. So between the Budget Committee and training and personnel, once we've hired all those other those other positions that are more, more urgent, it is our intent to do a search and hire someone who will be better prepared to receive the budget and correctly interpret the book budget for the board members so that we were more educated in our way in our understanding of what it is we're asked to vote on. Now in light of that fact, like Mr. Zarco explained and with the help of Mr. Brown, we have this packet. And apparently because Mr. Brown has had more experience in identifying those items that we there's more needs to focus on. In terms of what we say we're supporting with DPD this was one of the reasons I was asking the commissioners to pay attention to aspect items that you know, once you go home, you look in your packet. And those were supposed to be the items that we were too close to Mr. Masako. So that we could have some intelligence about supporting when not supporting the budget. So Danny, and I can probably shoot with the with the favorite that Commissioner Bernard comes to this discussion. She has motivated me really to to have more focus in terms of what it is I'm agreeing to, but still come to care.
You want to so
we've been in hospital with this. Right? Now we're here you don't take this
lightly. So could we focus on those two this year?
Yes. The chairperson has by some of the things that should be concerning to us. So you will take a look at some of those ashes and try to tailor your questions to that. They are new opportunities to apply for grants as I mentioned, before with the dishonorable body that we are continuously looking to change the office is continuously looking for new grants more money to come to DVD and as it comes in, in my quarterly records, I do present you the actual amounts without code. So what I presented to you today as a nine major grants could lead to love next quarter, or or could be less but we are getting better information we have now. These are the grants that we expect to receive next year. Thank you.

Thank you for coming today I've had a chance to look at your I call it almost like a cheat sheet summary which is great, because it just consolidates the bigger package and I really appreciate that. Thank you very much. I noticed that we're actually increasing our budget over over 2023 Which is where to now we're going to increase it by 56 $57 million $50 million. That's really the increase over this fiscal year's budget for fiscal year 23. So those that are the new budget this year projecting we're paying roughly $2 million for SAS powder for that year. What would we typical year 2324? Yes, ma'am. So ShotSpotter is really versus what we were told way back then it's explicitly coming out to like 2 million a year roughly that we will be paying de m the you said there were there's no no reference in this budget to the below PC budget and in the packs of you know, the LPC budget was part of the department's budget, but it's a separate budget now. We haven't done you haven't done any work on the bo PC budget yet Correct?
Yes, if you
do PC budget now is part of a so called non departmental budget that sits with another agency CFO, Mr. James road. That handles other departments such as city council, all those obviously been one of them. It used to be four years ago and prior five years ago actually used to be part of the budget was taken out of this. I am not has or supposed to work on those numbers. For the artist is Toby obviously has a totally separate budget and no numbers. No dollar amounts are included in this project that you see in front of you today.
The department is making various contributions and so forth for various activities. They could in fact fund some of the activities for the BLP state. Correct.
Madam Commissioner, this is requested at the St. Patrick's has
been requested to do anything for the LPC,
but not through the budget to my knowledge.
No he has not in this budget. So So that sounds to us to go to him to request what it is we need him to fund to the department. We can come up with $2 million, which is important, and it's the department initiative. I understand that but a highly controversial one. We can clearly come up for funding for something that the Board of police commissioners might want. Finally, in terms of your your budget here I had one other note I made a 50% increase over the budget from last year which is importance and you've got 143 new personnel coming on all officers. And of course, that's a huge item, as you know because of the non personnel costs that are associated with hiring people. 20 million of your personnel. line item is for the salary for law enforcement officers great. No problem and the board is it's 200% Obviously supported that, but the 143 soft, if you will, non sworn. New personnel are what we would be interested in seeing who those people are, what those categories are.
Just one quick clarification that out of those 140 that were requesting. There are 61 uniform and blood and down 17 police detectives and 44 Police charges. Okay, so
that was clear to me. Thank you for clarity. I'm still gonna rested in my sworn people are and what we're gonna be doing, because I understand that a lot of department the VPD is not in here, but it's like $1.3 million dollars. So you have a large lot of department, we have a position for just one lawyer which we filled with which we need to fill and one physical person which we need to fill, which we you know, and you guys have a huge fiscal department, obviously. I mean we we've got to catch up from a business standpoint. And depending on what the chair and the board decides we may be asking him for assistance with some of the things that the board needs as well. Okay.
But again, I'd like to remind you that the proper route, you can request to strip all in one because again, cheap was the budget or beyond the sea is going through a different

Those packages were distributed to the HR personnel and training committee a January 31 at 4:09pm To be exact, with the instruction of those committee members which I'll call out commissioners Carter, Bernard Moore, Burton and myself, an ex officio Chair of Ferguson with the instruction to provide the top two preferred candidates for each position. You have until 11:59pm tonight if you have not submitted those names I've only received from myself and from Commissioner more no one else. So this is your friendly reminder that if you cannot submit by tonight, you have ample time to review those applications that we will move forward with the tallies that we do have so that we can schedule interviews tomorrow. Mr. Tipton is taking that task on schedule interviews for next Friday, February 10. And the goal for us on February 10, beginning at 9am here at the Detroit Public Safety headquarters on the seventh floor is to be able to walk out with one recommendation per position to bring to the full body on February 16.
