And as as I call the meeting to order the first one is going to be on the chart library Whopper chip it is Luke agenda within your packet, please because of the length of what we have to do today as everyone including the commissioners to hold their comments within a two minute timeframe. Mr. Bryan here will keep the time for us so that once you begin to speak, he will monitor the two minutes minutes are up we ask that our request and cease from talking so the real thing today because we've got a lot on our plates and we must do this for the cooperative and envision today the library okay. hold now to let him redo it because it says here, here it is. There's two pages in your packet.
financial record here.
You don't We don't have time for that.

Thank you got a couple more. We'll take it.
Thank you. Did you bake one
I'll take it if you will get it for this price here. But we will take them in the order that they came to us and we will accept the late one. The first we have one commenter who's online I presume this is Brian. Tamara Hyman. She's speaking from the Catalinbread.
Yes, can you hear me?
I can hear you so much business days with us. Okay. All right,
certainly. Thank you. I'm calling because one I wanted to know what the progress is. On the repairs to the Connolly branch.
Yeah, yes, Mr. Powell.
curly brace approval on your desk waiting for the permission then have
been selected will be given the job to make the update to come the branch library.
Did you hear that? I heard it but that was supposed to take place in April. In February you said that the bids would go out and you would have you would have chosen the contractors by April.
Kids go out it takes time for them to come back in there for the prospect and go through the approval process through committee and then finally, commissioners in the
end time and in the
second point. Yes. My second point is our bookmobile comes on Mondays in the middle of the day, one o'clock when everybody's at work or school and sits in front of the Connolly branch library where no one comes to anymore. So there are only two neighbors who actually use the bookmobile. I'm asking you guys to rethink where the bookmobile is like there's a local a nearby grocery store that has a nice size parking lot. That would probably make much better sense in terms of getting paid patronage from the people in the neighborhood. But that one o'clock in the afternoon on a Monday, it doesn't work. The people may as well not be there. No one uses the bookmobile.
This time and we hear you. We hear you about the chaining of them. Both mobile library They've kindly we will take that under advisement, to look into that. Okay. All right. Thank you. Thank you. Let me move forward. Mr. Simpson. This is Mr. Welch Simpson attorney Ralph Simpson.
Unfortunately, the two minutes will be a little less of a burden since I intend to write a letter setting out my comments and concerns to the commission. But were those here today I have previously spoken After Ms. Aruna, his concerns about this ADA access at the Boeing branch library. Since then, a Freedom of Information Act request as determined that there are significant problems at a number of other branches as well. Something of that nature of 30 to 40% of
branches.
I previously acknowledged that I was not an expert in the area, but since then, I have spoken to a number of attorneys in organizations that are experts in the area of ABA applied and based on that I don't want to quibble with the representations that have been made previously. But I would suggest that the Commission move forward and address these issues. I've spoken in particular with the Detroit district network, which is a advocacy group lobby, warriors group that seems people but they are willing to enter into collaboration with the Commission and to put forward common sense, financially feasible solutions to the significant failures due allow access at the branches of the People's Republic library. And I will put that in the letter if anyone here is interested in some more information about what found there wasn't on the table, but I have some information at the back. Thank you. Thank you.
Hey, next person. Is Glenda the gardening. Say Mr. Client.
He has money once again. I'm a longtime resident 73 years old, and I have a big concern. I came to the library last week and this book was on display for children detained. I don't know about you all but I can I will not want my grandchild or grandchildren saying this right out in the open. I'm not saying banned, but it's not appropriate. I feel for children. I wrote a complaint and it's still out on exhibit to new women. I'm about I was a biology chemistry major. I learned about your vagina and your penis, eggs and sperm. There's only two genders go back and we start what's in the Bible. So we need to take this and put it somewhere else and not having so our children can see this with our grandchild. This prevents two women getting each other new side cover. Shame on you. Those can I remove it or put it someplace though. And I'm not saying abandon but it needs to be removed. Thank you, my textile just like everybody else bad property
may I ask is that your copy of the bill? No.
It was on the show. Okay. It's been a since last week
thing. We will take this under advisement. We have your concern here. And then our last commenter is Mr. Bullock.
I have four questions and I know how quickly you're gonna be entered. So I would like to list my questions. First well, I'd like to know if any report is provided provided to the library to the Commission about Senate Bill 243 That was introduced in the month of March to the State Senate.
Secondly,
I'd like to know and this sounds like an older question, but I'd like to know if the library is doing any movement. I'm getting better into the library main library to prevent periodic flooding. We can only freeze dry our assets and our bourbon collection so many times. It was said by the library, libraries insurance person, point person that just would significantly reduce our rates and obviously he could pay for itself in a short number of years. Are you going to try is something being done to try and protect our collections from further flooding from serious closures? And from the communicable disease that comes from sewage backups.
Thirdly,
I'd like to know whether the deeper funds that were committed but never paid going back. I think Antonio said 2018 or 2019 whether and I think the number was about $350,000 is deeper paid that money yet. And finally, how much of the arc of funds that the city committed to provide to the library for the digital divide work, how much has been spent and has the city pay any of that back to you how much has already been spent, how much is planned to be spent? And has anything been paid back? Those are my questions
because I don't know if anyone is prepared to give him some feedback on any of this on the four questions. I wrote them down Senate Bill 243 backflow devices to prevent flooding, the deeper funds and the output line. Mr. Brown.
To answer the first question about Senate Bill 243. That was provided information was provided to the Commission during a report from our lobbyists back in April. So yes, the commission has been aware of that. The black backflow preventers we have not issued an RFP for that yet. We have to discuss it with our engineers to find out what type of system works best for our main library. answer your second question we did receive a check from the DDA in amount of $220,000. That's $220,000 of the 360 that was promised. We are still working with giving them additional information to get reimbursement for the full or the full amount but we have been paid $227,000 out of that 360 As far as the other ones. I don't have an exact amount of money that we've spent to date for artwork. I mean for the digital divide, but I can tell you that the city has now reimbursed us $1
Is it over a million dollars.
It is creeping to a million dollars.
Thank you. Thank you. Okay.
Is it baffling spot what we just discussed. Okay, we'll play this Commissioner short one day I want to know the backflow. We'd have to get with the engineers which I understand. But I just have a question when will that take place where the engineers had an opportunity for you guys to meet and began working on this issue.
So you have employees in your agenda items, a renewal of our architects and architecture and engineering firm so once we get a renewal, then we can have 10 days.
Okay, thank you again, Mrs. Brown, thank you to the blonde and to the rest who would come and speak at this point. You do have is on the agenda says on the order of the president which I don't have one I've kind of held still try to get to move the mission forward and to make those responsible for our roles with you, especially after the last month's meeting. But I would like to say at this point, I would like to say to hopefully to all of you that that we do need to address our bylaws are a little bit antiquated and outdated for what our needs have been and where we need to go. And I would like for I'll say to Miss Adams, she needs a chair that I bought it for the bylaws. If you think we could do it over the summer, if not maybe in September to address the bylaws. Okay, so that's something I think that needs to be done before the end of the year. Okay, then we look at our bylaws and we need to look at it. It's like hopefully the committee as a whole okie dokie I have nothing else other than I thank you for being with us. And always thank you for your papers are being here on behalf of the libraries throughout the student control. At this point, I'd like to go to our executive directors report. And in lieu of Mrs. Mom Downey's voice we are going to have Alma Simmons here give her report. So if you listen carefully, because this man down he has, like a lot of us get some issues. Thank you.
Good afternoon.
Good afternoon.

yes. Yes. Yes. Yes.
Yes. Thank you. That's quite the measured, we would like to move towards the to me on buildings. And because of the eight contracts that are out there at this point, wish their hits. We'd love to consider lumping them. All together in one motion for the progress presented to the Commission today.
We have about for the information of the general public
after we will be read
through them or how we're going to handle it.
Just read each one and make one motion. You can raise each each contract here on the paper their approval to a contract would Gabrielle Gabrielle industries read each eight of them and then lump them together in one motion and become very handled it within committee
because their contracts I mean, is it necessary to isn't necessarily to vote on each individual
contract? No, you can lump them together and vote on them collectively as all eight.
Okay, we'll make that vote. I don't have any particular problem with it. And as much as we did take a review of this and the committee. And so I would ask that Antonio, read the items that go through the items. And at the end of his presentation I'll put on the floor a motion to approve and on.
Just a brief synopsis of each one which one to
the first contract is the approval for the NCL at the colony branch. We have before your proposal from both Gabriel RFP or as an invitation for bid was sent out on February 24 2023. We got the bids back in March 2820 23. We received two bids. One from Gabriel industry Servpro for $126,832.17 said Gabriel industry is located at 18149 is a mountain road Eastpointe, Michigan 48021 And we also received a bid from Smith waterproofing LLC located at three eight to one VanDyke Alma Michigan 48003 in the amount of $307,840. And the motion or the approval is requested to Gabriel Gabriel industries to receive the contract in the amount not to exceed $126,832.17. That's the first contract. The second contract is to move Gabriel industries Servpro for plaster repair and painting on the first and second floors and the children's area in the East Wing at kung fu colonies branch. We issued a RFP I mean, excuse me an invitation for bid the amount we received three bids one for Gabriel industries an amount of $21,475 one from Smith waterproofing for $73,100. And then we received a contract for a bid from industrial Painting Contractors located at 25163. Darren Grove Taylor, Michigan for a 180 in the amount of $130,000. And so our request is to give Gabrielle industry Servpro the contract in the amount not to exceed $21,475. The third contract you have before you is to approve the contract with Beth asphalt for parking lot resurfacing at Main Library, the East large employee lot West small Service Law Center dry and both wings we issued an IFV an invitation for bid on February 22 2023. We received those bids back on April 27 2023. There were four bids that were submitted. Best asphalt submitted a bid of 66,000 Nago paving company received bids $66,390 But paving did not had a bid and then premier group associates located at two to one Bellevue Street in Detroit, Michigan or a 207 submitted a bid of $233,519.56 cent. The request is to approve the asphalt for the contracted amount not to exceed $66,000. You have the next contract is to renew the contract with Otis Elevator to perform elevator and escalator maintenance and repairs for the freight bug library. The Commission approved a contract with Otis Elevator on June 21 2022. And this renewal includes a 4% increase as as issued in the initial contract. The facilities department found the work orders to be satisfactory and recommends exercise the first renewal option in the amount of $33,135 and this will this contract will be for the periods July 120 23 Through June 30 2024. Next contract is to approve and renew to approve the renewal contract or early Desi Jurlique for pest control services at the Detroit Public Library locations. Suite 1300 and trade Michigan for a two to six and the amount is not to exceed $75,000. The next item is to approve the contract with Lux roofing for a new roof replacement at counterpart library. The rubber childhood part to that end of life and it needs to be replaced. We all need partners and I have to just get this out. I'll need partners which is formerly us committees is a government and nonprofit purchasing cooperative established a five year contract with garland roofing systems by way of invitation for bid that was effective October 15 2019 to provide roofing supplies and services. Under this agreement garland roofing company provides initial assessment materials, engineering services, and project oversight to ensure proper installation of the garden garland road replacement system the DPL as a member of the cooperative collaborated with garland roofing company to complete the roof replacement project. We did issue an i invitation for bid for labor and for labor on May 22 2023. And we received those bids back on June 2 2023. We had five bids that were submitted. Let's roofing located at 471 22 Mile Road and Shelby township being a total bid of $409,794.23. Royal roofing located at 2445 Round row submitted a bid of $428,490.23 cent Schreiber Corporation located 29945 bedroom Wixom Michigan submitted their proposal at $485,818.33 and then Shana roofing located at 28299 Break Chesterfield, Michigan submitted a bid of $561,318.96 cent and our request is to contract with let's warping for an amount not to exceed $409,794.23. And that concludes,
Tonio if you can because you just on this last object over there because this we've ended on the labor portion and read the labor numbers on that. We're really
sure according to what being labor is $164,500 their materials is $209,439.84 cent and then their vehicle the upper wall panels. That's the part of the roof was $35,854.39 state and that was makes the total paid $409,794.23.
And then also, it should be noted that in the architectonic before that. Yes. Whether or not we had spent up the funds in the last fiscal year they were not totally spent on so as these things go through the subcommittee's we are asking whether or not there are any existing balances and so forth. And those balances are then returned to to our fund balance. So in essence, I do want to also indicate in taking this vote. At any point if an individual has a has opposition or wants to vote opposition on any of them. They would have to indicate to miss Reich's which ones they be opposing. Otherwise we're taking them all as
one shot that's correct. So at this point, we will accept the motion.
I must say
you're the chair. So we would like for you to make the move.
So I thought I'd put it in the form of motion on this. Yes.
Oh, okay. I'm sorry. Okay. It has a secretary I'm sorry. Okay. So Commissioner Hicks didn't move. At this point. He does have a second to the motion. And the commissioner Hicks did explain to commissioners how if you had some opposite center, how to move forward. Any questions on the motion? Hearing none, Madam rice you call the roll?
Yes. Mr. face again? Yeah. Yes.
Yes. It's your short. Yes.
Yes, Motion passes. Thank you. Thank you much. COMMISSIONER DIXON. Thank you to Mr. Brown always. We will from there. We will go to the back page. The Committee on Finance. You will see before you Commissioner there are 10 contracts there. I would like for Commissioner Jackson to do the same to combine them all together to make one motion. And so I'll turn it over to you Commissioner Jackson.
Maybe we could follow the same procedure Yeah, Mr. Brown and he can identify main talking points for each particular action items.
So I do have a question because we have the you want me to go through also the routine finance Reporter Do you want me to stop? Are you tired? Are you are you not? Okay? Just to contract? Okay, that
would be nine the first night and then the 10 is that is the routine reports. We'll take the nine mystics
Commissioner Frankel Yeah, that's fine. Okay. Okay. All right.
So you have before you the contract to approve Dale, for a contract with Dale for the lease of Dell computers at the Detroit Public Library. The next item is the food a contract with a W E acquisition was the lease of early learning desktop computers at the Detroit library Detroit library weird suggesting or we're taxing for a four year lease agreement with a web acquisitions for 17 ai Oh model desktop computers with applicable hardware and warranties and amount not to exceed $74,804.12 with an annual payment of $18,713.53. And a web is the sole source money desktop computer for vendors, computer vendor for the Detroit Public Library. You have the next item is to renew contracts with signal Knology for i 's I MEAN IT infrastructure services and support for the Detroit Public. I will say that this is in partnership or in conjunction with the universe, universal service administrative company and FCC. Under this agreement, the E Rate program allows the library secure and necessary access to safe technology with federal funding at 85% of the total cost and the table shows you that signal technologies their total contract rate is $213,474. The pls commitment to the funding equals $32,021. And so our request is to review this contract with St. Louis technology for an amount not to exceed 32,001 $32,021. The next contract is to renew the contract with Marin network or internet services or the Detroit Public Library system. Once again. We are in partnership with the universal service administrative company which is called USAC and the Federal Communications Commission FCC this is under the E Rate program in which e Ray is funded and 90% of the total cost and the library is funded is obligated to pay the 10%. So for internet access with bundled firewall services married network, total contract is $508,990, of which the DPO obligation is $50,982. This renewal period will begin July 120 23 Through June 30th 2024 and an amount not to exceed 50,982 hours. The next item is the authorization to renew annual hosting, maintenance and support agreement for procurement software from Navion. incorporated or the Detroit Public Library in November 2020. We did a light light conversion for our children software. We upgraded from sire to to Navion. And now our cloud base hosting subscription is totaling $94,527.64. That's what a cloud based hosting and maintenance which is on base licensing Single Sign On subscription and support levels. The cost the rigors the period of September 123 through August 31 24. The next item is to renew the contract with signature technology solution for Microsoft Office. 365 maintenance and support. In May of 2022 we entered a three year agreement with signature technology with two optional renewals. We found the services provided by signature technology to be acceptable and we are there axing to exercise optional renewal one of the two optional renewal periods that will commence July 120 23 Through June 30 2024. The current contract was Sterling security that was which is located at 2170 Northwestern highway Southfield Michigan was approved by the Library Commission on June 21, and 2022. With two one year renewal options. The administration is fed up on the surfaces to be acceptable and extension period will cover July one through 21 July 120 23 Through June 30 2024, and a mountain not to exceed $910,423. The next contract is to renew to renew the security monitoring services with solid tro Great Lakes at the Detroit Public Library. sonitrol has been our provider for the last 25 years. All right, last one I tweeted the approval of property liability Fine Arts and Commercial Crime insurance policies for the Detroit Public Library. One property insurance, our property annual insurance is to stay with travelers or an amount of one $1,333,214. The only key difference in property renewal over last year is that they are now excluding builders risk coverage that had previously been sub limited to $2.5 million that means that any sort of structural modification additional new construction would be excluded moving forward. And this is a stance travelers is taking on all of their accounts. So that's on the front other than that the limits in terms stay the same. Well liability is to renew with citizens Insurance Company of America in a mountain not to exceed $23,112.
automobile liability is to renew debt with citizens Insurance Company of America on amount not to exceed $40,678. directors and officers insurance is to renew with ace American Insurance Company for an amount not to exceed $36,264 And then our fine arts to the Fine Arts is to renew with Lloyds of London which is our current insurance provider for fine artists amount not to exceed $23,008.13 And then finally to renew our commercial crime policy, which is not two weeks with travelers indemnity company for an amount not to exceed $3,072. And so the request is to renew property, General Liability auto liability directly opposite insurance, fine arts and Commercial Crime, but chinery beginning July 120 23 Through June 30 2024 and a total amount not to exceed 1,458,200 or $428.13.
Yes,
I'd like to make a motion by barring all the previous nine action items contracts that Mr. Brown described
for proving
that leaves a second. I do have support. Cool. Any questions on the motion? Yeah. On the motion for the nine Island? Of course. That's not a question.
I have a question and on these insurance item
on the motion to accept the nine that's the motion
to accept your time on the content of the motion? Yes. I'm just simply asking on the insurance items that we go out to other companies or I normally have been one that stands in between us and actually that's these things. We did the same thing with somehow.
Yes. So Alliant is our insurance broker. Okay. They that insurance market is is top right
now.
They sent our insurance out on the market last year. And that's we were previously with AIG travelers one the insurance for our property insurance last year. It is not advise to go out annually to seek property insurance. They did work with travelers and travelers gave in a little bit but there is a significant increase in our insurance premiums for 2023 And so this is the best scenario that they could come up with on our behalf. Okay.
Hearing no other question we'll call for the vote that one yes,
yes. Mr. Jackson? Yes. For short. Yes. As in April.
Yes. Thank you. Commissioner Jackson's
next item on the agenda is approval of the May 2023 routine financial report, as well. As the June 2023 routine Finance Report. I'd like to make a motion for the approval of the routine finance report from 2023 as well as June 2023. In their support,
okay. It has been properly moved and supported to accept the two months routine financial weakness report, if any discussion on the motion,
Madam Chair. Yes. May we have Mr. Brown just read a brief synopsis of the main points so we will take finance reports and personal public record
all right. So yeah, before you the summary of expenditures for for me and April, April 1, and then I'll see you now Gopi mais reported in June, this is all total payments processed by the city of Detroit for the month of April was $3,570,235.29 from public funds and processed by DPL was $26,187.38. So the grand total spent for public funds in the month of April 2023 was $3,506,422.67 said the summary of expenditures for restricted and designated funds was $1,231,759.31 cent. I will just outline that we received three three use checks 1% and $3,767.30 cent for Wayne County delinquent taxes, a transfer of the state of Michigan first 50% of state aid was worth $321,778.32 cent and then we had a final payment from insurance from our insurance, our previous insurance, AIG and amount of $826,322.75. So what happens is are these checks get deposited into our restricted and designated bones and we then move them to our general fund which is with the city of Detroit at Chase. So what you see the large amounts or, or or restricted programming gifts and then we have credit card interest, which total $8,698.35 And that concludes the Report for the month of May. And then for Jones report was the total payable and that's that's a correction for May 2020. During that April for his way through. We have a total of as processed by the city of Detroit for general funds public funds of $3,000,570 $70,235.29 total payments processed by CBl was 26,180
You gotta go to the next one.
We're looking for me
to take it from my two the three, the total process by the city of Detroit is $2,475,633.04 total process by DBL was $24,223.16 for a grand total process with public funds $2,499,856.40 The summary of expenditures for restricted and designated funds total $162,683.24 cent the large check of 56,001 3382 was a transfer for Wayne County labor and property tax on March 2023 to general fund and then our total credit card expenditures for April 2023. Were 17,925 Six
and that concludes the reports.
Thank you.
Thank you, Mr. Brown. You have a motion on the floor. Commissioner Jackson. I think there was properly second here. Is there any discussion on the motion to approve these routine? Financial forces? Hearing none, Madam rice? Vote sure Adams.
Yes. Yeah, yes.
Yes. Yes. Yes.
Yes. Thank you so much. Firstly, you Mr. Brown. is looking into Jericho will now move into no business. We do have one item that is on the agenda here. Something as a committee for finance. And within a two minute timeframe Mr. Hicks would like to address that to the public feud. Mr. Jackson? I'm sorry. I'm sorry. I'm sorry.
This is the request to engage in legal counsel to review DPS options with respect to the city of Detroit and rent funding for details laptop to go program that has recently been drawn. This is an action item. I'd like to make a motion to engage legal counsel to review this. We've invested a considerable amount of money into the laptop exchange program. And we were encouraged by the city to go in this direction. And we have not been tardy in our responses to the city of Detroit but the city of Detroit decided not to support us in further despite encouraging DPO to begin this program. So I'd like to make a motion that we engage with legal counsel to look at our options with regards to them.
Before I get a second to ask, because we did write a letter from the last month's meeting of the committee of the Whole have we heard had any response from the city? Okay,
okay. Is the letter in the back of the letter?
No, is that what you're asking? Yes. Do you want to see the capital letter?
Yeah, just back back on information. That's
fine. Okay. It came out of last meeting I signed a letter and we sent that to the city asking them about the funds and everything else that they claimed we were delinquent and maybe you don't have a copy of the letter with you. Okay,
we can send it
will be sent out. Okay, minus that if the motion still needs a second. Yes,
I said okay. So there is a motion on the floor to request legal counsel to review the library's options with respect to the city of Detroit and grant funding for our laptop program or laptop to go program that has technically illegal events are withdrawn from us. Just have a second. Any discussion on the motion? Hearing none, we'll call for the question.
Yeah. Yes. Yes. Yes. Yes. Yes.
Yes. Yes, yes. Okay, any other new business? Yes, Commissioner gates.
Yes, I'd like to put on the floor for discussion and motion. For us to put this on the end the contractual relationship with Kelly harp on who is the lobbyists for the language. And I do that for a couple of reasons. One is that then they came to
me. First give me a motion, you're making a motion right now.
The motion would be okay. So they can hear the motion would be to conclude our relationship, either by ending a contract or whatever that process may be with Kelly Hawthorn. So that they're no longer representing ourselves themselves in Lansing as our lobbyists. The reason why the wording is a little different, because I understand we're on a month a month with them. We're not on a full contract and Antonio can can explain that better. My concern is that far as I know, in conversations with this board, no one on the board has objected for example, to the fact that the Troy public schools and Detroit Public School Board appoints us as commissioners. We have our lobbyists, on the other hand in Lansing working against that on to 100% as well as him we had a situation where we had a we had a sea change in the state of Michigan by electing Democrats were things that were not possible before under the Republicans were possible under the Democrats, and one of the things that we've been trying to pursue is to have some reasonable discussion with Mr. Lansing to change some of the kinds of constraints that we are under and most importantly, we were concerned about what some of us view as a conflictual relationship that we have with the with the city of Detroit. So, and my understanding is that our lobbyists are not working in that direction, in fact, is working in the opposite direction. And so it does not make sense for us to pay $3,200 is to this lobbyists in order for them to continue to work. against our interests in Lansing. That will be much
then that's gonna be made, does need a second support that has been properly moved and supported. That we move to end the contract with Kelly Cawthorne. As far as providing lobbyist services to the Detroit Public Library Commission. Okay, any discussion on the motion?
Or just is within the contract that we have currently with telecom or is there any notice of a provision any provision of notice where we have to give him 30 days notice ahead of time, anything where we would be legally responsible if we just surreptitiously ended the contract. I just want to make sure that we are complying with the contract and not opening up a legal can of worms by end. So
we are currently on a month long service so
we can terminate the mission can terminate at his leisure because we don't have a long term contract with
ours. And we go month to month there is no need for a no provision of notice that we give him notice on 30 days, 60 days of work.
Now because we pay we pay it more month in advance so we pay in June, or basically July service broker. So that's how we can but we can get the pleasure if you log on we can write the letter of termination
of the agreement. I mentioned a short. I'd like to make any amendments that we terminate immediately. That we add to your motion. That's fine. I just want immediate in his motion.
It's friendly amendment accepted.
One last thing had with a report that was provided by Kelly Cawthra was the appointment authority being given to the fiduciary the city of Detroit, and they still retain the ability to charge this body of money and they also retaining that they would gain the ability to make appointments to the commission. That's an obvious conflict of interest. And it's an obvious point of corruption. No fiduciary should have appointment authority on the body that they'd gotten. And it would I guess it would take a lawsuit if they just overran us and we just continued with this process. But that in itself is avoidable. And the expense associated with that is avoidable. And if this is the work that our lobbyists is providing for us. I have grave concerns about it.
Any more discussion on the motion? Hearing none, then madam rise. We'll call for the vote.
Mr. Rice? Yes. With your heads Yes.
This will Jackson. Yes.
Sure. Yes. Yes.
Motion passes.
Okay. Is there any other new business? No, no business. Any other new business at this point? We have one item on here for all businesses. Is that is not an item for approval is information is illegal. Under all bills and legal analysis, in the two opinion from the city of Detroit Council on March 2 of 2023. Says it's in the packet. Yes,
Madam Chair. If you may, on the on the M are you on the island that I requested? Because you came up with? What I like to do is to leave it in its current state when we have more opportunity to discuss it. So I'm not asking for any anything to be done. In this meeting, keep it under old business. So do we have because I think it requires a little more discussion.
You're talking about the old business idea go back so say that you want
the old business just leave it where it is don't do anything they leave it on the table. No no business
okay because it says information I want so you didn't want to leave this year and we'll be able to go on to the next month. Yes. Okay. Any other old business so any other old business you want to say it out old business? Nah. So that's all
the room that's been bringing the ADA the steps
I would like for you to table this silver. Looking for the APA that there's a requirement, perhaps to look at the library at the time we granted well as some other branches. I'll ask that we disable that so that we can kind of be more in sync here. So at this point no other new business
with no interest. I am going to send a letter sending out more detailed feedback.
Okay, and I'll ask permission to short to perhaps just intertwine with you this week. Okay, but right now we will table it as a commission for this month. Any other discussion or any other new business? Or now? You have the agenda before here. We got one more item there on your agenda.
Madam Chair, I'd like a motion for adjournment. Okay, that's
Commissioner Jackson has moved for a gentleman I got a second board. Any discussion on that? If not, Madam rice. Please call the roll. Yes. Yeah. Richard Jackson. Yes. Environment. Yes. Thank you. This was we will teach that this is Emily
