My name is Vanessa peak for the record on numerous. On numerous occasions, I've come before the body and voice complaints concerning squatters living in Detroit land bank properties within my community, the utilization of your properties by criminals to engage in illicit activity, and the selling by the Detroit Land Bank Authority of houses severely selling the powerless to severely poverty stricken individuals, hardcore criminals, and individuals with mental conditions who have no money, no means or thought process to ever we have a dilapidated house, I've expressed the impact that this is having on me and other long standing residents living in my community, and the fact that we are deserving of a better quality of life. For the record, I would like it to be noted in my complaints and requests that we long standing residents be afforded the same quality of life as being afforded to people moving in downtown Midtown Corktown. And the North End has led to me being singled out and retaliated against. I am aware of the individuals at the Detroit Land Bank Authority and city administration who are engaged in conspiring and my retaliation. My community is dying because of the actions of the Detroit Land Bank Authority. Thank you for your time.
Mistake, I am not aware of any conspiracy. I'm concerned about what you've expressed, I don't I am not aware of any effort on behalf of any employee at the land bank to make your life or the individuals in your neighborhood. The condition are there of a neighborhood at any worse, I would love to have a conversation with you to talk about that, because I'd really like to understand what it is you think we're doing or who who specifically you believe is targeted you. So if you don't mind, I'm going to reach out for you after the meeting to see if we can sit down on top.
And just for
the record misspeak since I guess I've been here longer than anybody except Pat. I know the problems you've expressed. I know. Mr. Jose has been out to your neighborhood. I know others have been out to your neighborhood. And as far as I know, although certainly Tammy will want to investigate this with you. There was absolutely no retaliation. It is simply that you disagree with the process by which we sell our houses do not and have never required proof of financial ability. I have to say it's worked pretty well. I mean, sold 1000s of houses, most of which have successfully been rehab. That was a conscious policy decision, because most people who buy our houses could not meet a financial test and yet they managed to succeed. So I understand that you disagree. I understand you've disagreed for all these years, but it is not retaliation. It is a question Shouldn't have a policy difference between your view and ours and the city's. So please, if there's anything more to it that I'm not understanding, Tammy will reach out to you. And we'll want to hear the details. But again, for the record, I want everybody else to understand that this is a very long discussion with a lot of us involved. Okay. Adela,

So it's pretty difficult to, you know, track a property if that's what you're trying to do. Only lists names. There was one property on today's agenda that lists an address, but the rest are only names. And you know, the public has no idea what property that that's going to be referencing. So it's It feels very much like you're making it really difficult for for the public to get information.
Maureen, I think that's a very helpful, practical suggestion. We honest, I guess that's the way we've always done it. That's the way we label them internally. That's the way we process them, and keep track of them. But I can request, Rhonda, that when you do the agenda the next time around, if you maybe put an address instead of a name, because that wouldn't be a bad idea. To me. Is that okay with you?
It's fine with me. But some of these deals have multiple choices on property. It's not it's not just one address. So I don't know.
Could we we could list them? Yeah, we can. Or put, you know, put an attachments and list some sort of No, I didn't. Well, yeah. They don't want to hear that has like, a lot of practice. With that concludes public comment. And we will move on to Tammy and the CEO report. Thank you. Good morning board
members. I just wanted to give you a couple of brief updates about some exciting things that are going on here land bank. As I have indicated, the land bank has gone through an organizational restructure. Where we have attempted in large part to align our operations with are in a way that's more fiscally responsible so that we can kind of keep our fingers more closely on the pulse of what's going on in our operations and line that up with our finances. So, to that end, Reginald Scott, who was previously our CFO has accepted the role of CEO slash CFO, so he is taking on an operational the operational duties those specifically have to do with maintenance, because that is a huge line item for us. And so we want to make sure that we are tracking that in a way that we can keep those costs as low as possible. specifically trying to leverage our relationships. The city in large part is supposed to be supporting us in that effort to make sure that we can keep keep our internal costs as low as possible. So reginal has taken on that Herculean task, he also will be overseeing our IT and Sales Force team as well as our office management. Well, CFO pyramid, and all the things that he already was doing these additional duties, so
special thank you, thank you, this is not small, because you were pretty busy as CFO. So I hope your wife isn't too angry with us. This is turning it into a day and night job
comes together, development together. And I will just say the CFO role is I love it, and I'm able to do it. But it's great. It's also great to have a good finance team as backup, Jeff does a great job as Comptroller, and everyone working collectively. So it does help. I mean, the process being automated, you being a part of that process, and just our streamlined process for approvals is been a significant help to that, that process. So I'm just trying to make sure that other processes throughout the organization kind of run as effectively and efficiently. So
I think Carol, Carol sees this more than anybody. But you know, the finance operation has gotten so much smoother. Over the last couple of years, I think that's what makes this possible. And that's very much to your credit. So
also, we have modified some departments and titles. So Jonno, who used to be the Director of disposition, is now the Director of real estate sales and marketing.
Just to make
it just much easier to understand what her department does, you give it a name that describes what it does make perfect sense to me. And that's why we're now calling her her department, real estate sales and marketing, she will take on the listing component that was previously in Robbie's area at the end of this year, because because our listings are shrinking so substantially, that the structure sales will not be such a large components. And so Jonathan's team will take that, that whole, that whole responsibility on and then finally, and I think, most profoundly, we have changed Robins title and his his responsibilities, Robbie used to be the Director of inventory. And for years of working here, I'm like, that really doesn't describe Robbie's importance to the organization. And so we changed his department to planning and data analysis. And we've stripped away all those functions that don't fit within that core, those core responsibilities. And so
Robbie's team is
focused solely will be at the end of this year, their sole focus will be planning and data analysis. And so I am confident that this realignment, moving pieces on the chessboard to the place that they seem to make more sense out and align with our you know, our our finances. Just just makes more sense. And so that those are the structural changes that we made. We also welcome Doug as our new general counsel, he, he took on the role of sales last month. And he's been doing a phenomenal job. You know, Doug has been with us for a number of years and has really been an integral part of the growth and success of the land bank. And so taking on this new responsibility just make sense that it seems like the next step in his element is evolution here with the land bank. So Doug is our new general counsel. So welcome the
me I asked him how his wife was holding up and I talked to him three times this weekend.
Well, I can't I'm not going to ask because I don't want to. I will say that Doug, and I talked about it. And we think instead of trying to replace Doug and his chief counsel position that we actually changed that and find someone. Doug has been so critical to the formulation, negotiation and closing of so many of our more complex real estate transactions and kind of end up negotiating deals. And so we want to have him focus on that. Plus he has the whole oversight and administration legal team. We're going to look for a Chief Counsel of litigation. So To help oversee some of the other programmatic, or the programs in the legal department like Matt White title in our defensive litigation, so we're going to find someone who can do that and support Doug in that, in that, that aspect of the work for the legal team. And then finally, but last but not least, I'd like to introduce you to Michelle Shelton. She is our director of HR that has a new role that we've never had at the land bank, but it is much needed. And we're so excited to have Michelle, she has she started last Monday as well. And so she's been acquainting herself with the different team members and understanding how we kind of function and so she's jumping in with both feet. And we're super excited to have her. So welcome. Michelle joins us from the city of Detroit. So she kind of understands the world that we offer.
Okay. It's about time we stole their best Yeah, no. Loss. Issue, Tammy, what's the reporting chain?
Michelle reports directly to me because she has a dotted line reporting relationship to the bore? Absolutely,
yes, that's
bad, it only took eight years later.
So I'm looking forward to having Michelle help us become a better organization and better support our staff. Because that's really what that is about. I'll note that, you know, we've been, we've we pivoted from a full remote work schedule back in May of this past year, going from full remote to two days in the office three days remote, we're going to move forward again, transitioning further and having a more in office President of presence, effective October 10, we're gonna go up to three days in the office two days remote. And as we see the pandemic is and the impact of it is blunted, and we have you know, tools and things that are resources that help
people who are unfortunately impacted
by the disease, I feel like we can safely and slowly transition back to more of an in office presence. So effective August, October 10, we're going to be doing that, um, I will say that the team has been really thoughtful, and making sure that that transition happens in a very safe and thoughtful way. So we will continue to have our color protocols and weekly testing and masking we're where distance social distance cannot be achieved. So that's happening October 10. I've also wanted to let the board know that we are going to add jus t, as a holiday that the land bank recognizes we were not able to celebrate it last year, because it had not been on our approved list of holidays, because June teeth became a federal holiday after after we had published our holiday list. So I just wanted to let the board know we're going to add that to our list of approved holidays for the year and, and the land bank will have that day as an accrued holiday
and 2020 collection.
And then, um, you are aware that we've been going through the strategic planning process, trying to come up with a strategic plan for you know, the future of the land bank, we partnered with the Center for Community progress and their team and they have produced a draft document for our framework, a very comprehensive document, we will be sitting down with them actually later today to talk about the document and to come up with the plan for the next steps. What we do know is that what the one thing I can tell you now that came from the effort was that we need to engage in much more community outreach. So many people were happy that we attempted to reach out to get their input and thoughts on what they wanted to see from the land bank. And so we will be engaging in a far more robust community engagement effort before our actual plan is implemented. Because although we did some community outreach with what that community outreach has told us is we needed to do way more so that is the plan for the next step. We will have a draft document, we'll go over with them. It's just the framework. It's not the actual plan. And we will share that with the board at the next probably at the next sports cycle in October so that you can see what we're what they feel back what we've gotten and where this is going so that you can, you know, join us for the ride. But yeah, so we're gonna be doing far more far much mean, so much more community engagement as we plan out the future of the land bank,
we review it before the actual coordinate? Absolutely, yes.
It'd be helpful if you, you can figure out what to do it and it's not an imposition. And we'd like to read it whenever you're comfortable reading it. I'll say you don't have to pick a briefing, we will be reading right back. But But I hope as you go through the community engagement process, you keep us engaged to absolutely so that as you're learning things and thinking about making changes, ask, you know, engage us to, absolutely, and if that means, however, it's easiest for us to do it, that would be I think, very important, are you gonna come up with Plan B and community engagement.
So we actually work with we're planning to, to request a grant from philanthropic partners to undertake a robust community engagement effort, not just us going out in the community, but like a real lot in our hiring a staff and, or a contractor to do a yes, a full fledged number of months of community engagement, where we're out in the community, in different neighborhoods around the city, block clubs, you know, CDs, just the whole the whole gamut to just hear what they'd like to see with the land bank, like we're at the end of our structure sale. So this is vacant land, and these neighborhoods will be critically important for us to engage these these neighbors and these residents to see how they want to see that land activated. So it is it is going to be
a huge undertaking. Blinking eventually, Tanya planning I'm going to show you right now. Yeah, yeah.
So a lot of our land is, you know, it's a part of different planning holes, because they are actively planning for the city. And so but even with that happening, there's still an ordinate amount of vacant land, that's not a part of a hole. So we still need to, as we figure out, how do we activate this land? And how do we do it as expeditiously but in a way that is beneficial to the neighbors? How do we do that? And I think this, the voice of the residents needs to be the first thing that we consider before we undertake anything policymaking? Because unfortunately, I think when we started, we had some really great ideas. And they were tremendously successful. But because maybe the community engagement wasn't so robust, on the front end, people felt like this was happening to them, not for them. And so I want to make sure that they feel like it's happening for them and with them. And that we can, you know, have a conversation about what some of our policies and plans are and how this will be beneficial to know. So that's, that's my thinking on it. I'm very idealistic. I know, it throws out but I think I think it will have the intended impact.
And two more questions.
Or, you're going to have to hire a contractor and doing this because logistics are just impossible. Right? But we've gotten burned before, when we've sent people out into the community and did not understand the organization in depth. And so, unfortunately,
so it's an odd land to have. I don't want to just send them out. It is them helping us get out them helping us get out. Yes, all the logistics, so that space, they'll find the blog, but we will be the ones that go out and have the conversation
take additional burden, because it's gonna have to be fairly senior people have the depth to be able to answer questions about the organization.
But I feel like that level of trust, I think, I feel like having that level of transparency and having that level of investment by the senior staff will help thank you well, help, will help us deliver that message in a way that will be I think, received, just note that just
makes you better. So yeah. And the other thing is, I would talk to PDD. Beforehand, just so they understand that we're not going out to talk about what should happen to this lack of lands because then they'll get all bent out of shape. Be what kind of programs right? As opposed because because inevitably when you ask a neighborhood, you know what should happen to me In the land, they're going to start talking about the block at the corner or x and y. And we need to aid us, right? I mean, if somebody's planning to build a factory there, we
don't even know about it, right? So we've gotten some feedback about how to balance it is, but it's a necessary one. We've gotten, you know, some very interesting feedback from those small group can meet those small community meetings that I was doing, I got some really interesting feedback about long time renters not being able to access land and vacant land, and they want programming around that. Like, yeah, that's, that's cool. It's the putt. So I feel like, we're gonna absolutely have the conversations, they're gonna want to talk about the swath of land. But the surprisingly, I feel like there are also a lot of people out there who feel like our program is programs are very restrictive, and they want to see ways to expand it so that they can participate. And so I think you'll still be, it'll be very useful.
Thank you. Just to clarify. So the planning department obviously, is overall in charge of what happens with land, but there's so much land. I mean, wouldn't we have some voice and in land assembly, so that there's a place for a park? Or maybe I don't know, but are planning and totally controllable? So
we have an I think, Robbie Lin is probably a better person to answer like the logistics of how it happens. But the planning department puts holes on land for areas where they already have a plan in place where they work. But that doesn't account for the vast majority of the land in our inventory. And I think, on the individual one off sales, that's different. If we're talking about a large project, it will need planning concern for the lead thereby in order for it to happen. So I feel like that partnership will evolve with this process. Because, you know, we can't just stick a think of a manufacturing plant in the middle of a residential neighborhood because we had neighbors who want to buy it like or neighbors who want to build that that has to be a part it has to mesh with what the plan is for the bigger neighborhood. So I just like there's an evolution of the relationship that will happen as we learn.
And you know, they've already been doing these community meetings in certain areas, to talk about what the residents, it from their point of view that they want that area to be townhouses, they want that area to be single family houses, do they want that? And so they're kind of, they've got information that we don't have, because they've been doing it, we didn't mean, so it's got to be done together. But that's been working pretty well. But there's I mean, there's lots of opportunity for one offs, but there's, there's a huge opportunity with all this land, those we just do
just start having a perspective with the planning department about how you plan a city, there's so much land. It's, it's a
neighbor's can't think of all of it.
They can't. And so it has to happen in conjunction
Absolutely. But they are the
they already have an overarching plan. And we want to make sure that anything we do is consistent with that overarching plan.
I'm thinking in addition to that, right. Right. I would like to add, I would think the community knows that the planning has a lot to do whatever you put down. So we need to go back to Sage planning, what their role is, what our role is, and how you can be helpful. We follow them. Absolutely. Yeah. They really don't want to be Landbank. It's got that title. And you're responsible for everything.
Yes, that's very true. Like they they don't know. They don't appreciate or understand the
AMA City Council too. And I'm sure city council would say where they're worse in a year from public about all the time. They're still number one, right handed all the time. But community doesn't know they have a role with industry, right? over so many practices is guaranteed approval. Right? So all of this they need to learn just about it seems like outreach is outreach plan that includes The Planning Department? Absolutely. And maybe the city council person for their district? No, they're great. And they get help.
So we can send staff.
So, we'll work through all of those
picture pins. Great. Yeah.
Yeah, I just like to get to do it. Yeah. But like, you know, we've allow, unfortunately, because we've had our head kind of like, yeah, in the in the weeds trying to get it done that we've allowed other people to craft a narrative for us. And it's not always been the greatest. And the branding around the land bank, has been as a result of just all the negative feedback. And so there's so many positive things that we do and are doing and have done. And I feel like, a lot of times, we can, just by being present at these community meetings, just by being present at city council meetings, or, in their outreach, we dispel the myth that, you know, we're trying to hawk, right, so much of it is, you know, they think we're, you know, trying to Hi, and just, you know, it really just really is not so trying to be out there, Phil has so many positive, the bid package, she thinks it's all possible, we hear what they have to say, we can educate them on what we do and what we don't do, and how we partner with the city on things that are beyond our control, like maintenance, and they can learn, you know, okay. So that's our effort we're working on that I will keep you posted. employee satisfaction survey, it closed. On the on the 15th of this month, we had an almost 90% participation rate, which is a wonderful ordinance. And so that's extremely high. So and I like to thank all of our employees for taking the time and responding because it truly is. The goal of this is to make sure that to the extent we can we make this an environment that is beneficial to their professional growth. So I'm super happy that they all participated. We are meeting with our vendor who helped us administer the survey. So we can begin that process that's later today, as well. We're going to meet with them, then to start talking about the results. And so we should have something to report out in October about that feedback. And we will provide the board with copies of what they give us in terms of the feedback from the service so that you can see that. And then finally, I wanted to just tell them where we attended the national reclaiming vacant properties conference earlier this month, which is a national conference for land banks across the country. We are team led by Robbie Lynn Savannah Robbins, Carla Marshall, and Roslyn Harper, did a phenomenal presentation, which is still being talked about in the land banks across the country, because it was just a phenomenal, very high level view of just some of our programming, how we do what we do. And I will say, without exception, every time we attend that conference, people are just amazed.
They are amazed at the way that we are able to operate and the level
of impact that we're
able to have. Now granted, we've turned a bad problem into something that is in their eyes kind of like awe inspiring and amazing. But they really do want to learn how do we how do we how are we able to sell 22,000 sidelights and 17,000 properties and hundreds of properties a month when they can't sell to like how do you do it? How do you work with you're the treasurer, how do you just do a host of different things and the presentation that that team did was just it was phenomenal. It
was an old human there.
I mean, I talk about like the scope of it. It's just interesting because we had a group of just lamb bankers, but like we were in a meeting and the president of the city council was sitting in that meeting because 94 city council but of that city like Chicago, it's the treasurer from Chicago because I was amazed They're all of these larger cities that you would think would have a method of disposal properties had it and they were sitting there. I mean, like the treasurer like Cook County, I'm thinking like, you have this problem here in Illinois, he's like, so like, once they go past the foreclosure, we really have no mechanism to keep up with Phil property to sell them. He said they actually call them phantom properties, we say so, like, they scheduled a meeting, ask us, How do we go through this process? Like, how do you guys make sure that I'm like, You're not believing that the things that they do not have a mechanism in place or plan to do is something that we do, you know, in volume, so it was so interesting, I was like, they bring the entire city team, I was like, it was just, you know, like, their land bank, land bank has three employees. It's like, she stopped me in the middle of the conversation says, Wait a minute, you have 100, and what she's like, I have three employees, including myself. And so but anyway, this Pittsburgh is a major city. So it was just, like, inspiring to see like, all of them come to us, like asking us things that we look at. So basic as well, you know, it's part of our nap program, and they're like a nap program. Like, you know, we're trying to figure out how to, you know, put into a statute, something that would allow for us to do that. And even in a place like Cook County, Illinois, I just was shocked that they didn't have the mechanism in place. I mean, it was actually the county treasurer, who asked us to sit there and have a conversation. So, of course, I enjoyed that. So
I thought it was a great. It was it was it was a it was great to be in a place where people appreciated the hard work of our team. And I hope that our team members who got the opportunity to present felt the impact that that their work is doing like people were were clamoring to talk to them like they were rock stars. Yes, they are. Yeah. So.

this is just for your consideration is probably what if we offered lunch to everybody if Landbank upstairs and showed the video? That's a good idea. I mean, I think everybody ought to be proud. We'd have the full scope of what we do. And, you know, all spring challenge.

hear you already on this. I do. Once again, standing next to Ron, thank you for letting me share your good morning board members and thank you, Erica. There is before you this morning for your consideration to fourth amendment to an existing services agreement with Door and Window guard system commonly known by their acronym dogs. These are the metal coverings for doors and windows that Veronica's property rehab team uses to secure the pro one of the methods she uses to secure the properties when they're under Going rehab, as we've all seen, especially here recently, security is paramount. this is the program that people have been where they've been living in the home, they have a connection connection to the home a connection
to a land bank home, they find themselves living in a land bank home either because property was loss of taxes, they were renting from a landlord who lost the house to taxes and didn't tell him and didn't tell him to continue to collect rent, something like that,
or mom left it to them, but they never had a will. And they never recorded anything. There's a whole range of situation and
then somehow the property ends up in our inventory. And they're living in it. So we help them with some supportive services, teach them about you know, home repairs, saving for to pay the tax bill. They actually enter the program. They save money over a year's period. And at the end of that period, they graduated from the program getting the deed to the house and having saved enough money to pay their summer taxes were not charged. And so we did an audit and August, weekly a series of graduations of 100 people. Yep. So we're at like 970 plus people who graduated from the program. Next summer will will break us out. Yes, we'll break 1000. So the Spanish program, the mayor came over, and Councilmember young came and supported that effort at a press conference. It was August 30, where we handed out deeds to people who were that's a very good program. Yes, I'm paying it out these two individuals who have graduated from the program. So that's a wonderful program that Elise is leading. And they've expanded the old PDP that's different. But yeah, it's all a part of that same effort.
So next year, when you have your next graduation, everybody should be invited because it will make you cry. I mean, whole family show up with cameras. And I mean, that's nice. I never thought they would own that home.

We thought it best mainly from a price leveraging standpoint to begin to consolidate to the best of our ability, all the various agreements and just have one omnibus agreement with his vendor. That was accomplished earlier this year, we finally just have one agreement, and it's making things run quite a bit smoother, that one omnibus agreement expires at the end of this month. Given the level of security services that this vendor provides us. The staff once again, is asking for Board approval to extend that agreement for an additional one year period. I think it might be easier to list the teams that don't use this this contract versus the teams that that do use but off the top of my head property maintenance, property rehab, legal and multiple programs within the formerly known disposition department.
