We do have a few different topics tonight including Motor City Makeover, the Safe Routes ambassador program, as well as the demby Whittier framework plan. So, like I said, Give us about one more minute and we will go ahead and get Started

    All righty, hello again everyone. Welcome to the district for Department of neighborhoods April meeting. Of course I am Caprice Jackson, I am your district for manager we also have ebony diberi, our deputy district manager and Kenzie current our district for business liaison with the D GC to welcome to our district four monthly community meeting. Today we will be talking about the safe right I'm sorry safe routes. Ambassador Program Motor City makeover and the demby Whittier framework plan. So first, I do want to get started with Motor City makeover. For those of you who have already register as you know Motor City makeover weekend for District Four is the weekend of May 13. So our supply pickup will be made him at Samaritan center that's 5555 Connor, those of you who have already registered, we will be reaching out to you either via email and if we don't get a response from the email than via telephone to set up a time for you to come and pick up your supplies. We did get our supplies at the end of last week. So Ebony and Kenzie and I will be going through supplies this week making sure that everyone has just enough to get started for your cleanup that you have registered for. For those who are volunteers. We also will be reaching out to you because I do see some people did register for more than one weekend as volunteers. So we will be getting that information and reaching out to you as well. But again, May 10 will be your supply pickup if you are a registered group for Motor City makeover at the moment. I believe we have about 50 groups that are registered in District Four. So I am very excited to see what we will be doing the weekend of May 13.

    Our flower pickup will be on May 12 for those registered groups. When you registered you did have to choose flower pickup or tree planting we will not be giving out the trees on May 12 General Services Department will be contacting you or coming to the site that you did put on your form to drop off the tree for you to plant but on May 12 We will have flower pickup and that pickup will be from four to 7pm at 7737 Carnival which is butzel Family Center. Again that is from four to 7pm on Friday, May 12 at butzel Family Center, Miss cookie I do see your your hand just give me one second we will be cutting off the registration for Motor City makeover. Right now we are thinking next week. If that changes, I will send out an email and let you all know. But as of right now, our cutoff date for registration will be next week. Next Friday I believe and of course may 13th will be our big cleanup. So Ebony and I will be going to different projects. And I believe we will also have the Councilwoman Councilman Leticia Johnson will also be going through a few projects as well once we sort through all of them and figure out where each project is.

So we may just be in the parking lot where our actual offices so that's over in the for Wellness Center, not the big building and Samaritan but off to the side. When you go in you make a left also where the the WIC offices and the health department. So we may just be in the parking lot, depending on how many we have to actually distribute. Yeah, so what I was saying is we Ebony and I will be reaching out to those people who have registered Yep. And we will set up a time with you for May 10 to come and pick up your supply. So next, we do have the Safe Routes ambassador program so let me stop sharing my screen and do I see you all here and I will pass it over to Miss marchais Clemens?

    Well, good afternoon everyone. Can everyone see my screen? So everything good? Yes, things. So my name is Marcia Clemens, and I am the program coordinator for this program called the Safe Routes Ambassadors Program. Many of you probably haven't heard of it. It's what the Detroit Health Department it's fairly new. I started in 2019. And so there was in this because of a study that was done from 2014 to 2018.

    And they found out that Detroit had the highest pedestrian bicycle in law fatalities than any other city in the state of Michigan. And this was totaling for about 581 fatalities with over 2600 serious injuries over that particular time. So currently what we are we have about from today in 2017 to 2021 We stand at about 191 fatalities, and 485 suspected serious injuries and so our program is definitely dedicated to finding out ways being creative and find out ways on to reducing our traffic fatalities in the city of Detroit. And so, with that being said, just to get you guys information on what do we actually do so our program provides pedestrian and bicycle Law Education to other schools block close by clubs pretty much I would say anywhere we're children and families walk row run. We're there and our program pretty much provides like hands on activities. We also do community walk audits and bike audits. We actually did one with ECM. I think they were doing one around in their community and they invited us and you know and got information from us. On what they could pretty much do on making their communities safer. We also give out safety kids and also just activities and so that's kind of like what I'm going to be talking about today. So that's like what activities we have going on in your community. And so and also what different resources we have going on and so we're really excited about what DPW Department of Public Works, and also the Joe Lewis Greenway, what they are doing to change the some of the infrastructure as it relates to biking in the city. And so I know for some there has definitely been some some indifferent emotions as it relates to like why biking or why other bike lanes are really in place. And so I kind of want to just to really speak to that. And why is it so sorry, why is it so significant? And it really just gives a designated area for bikes and separated from from drivers and or pedestrians, especially if you're an individual who does bike and if you're in your riding like 1520 miles an hour on the on the sidewalk that can be pretty dangerous for pedestrians or people who are in wheelchairs or strollers and things like that. So having that designated area is definitely something that's also needed and really just improve just just to travel behavior have in the predictability of the roadways. And so I'll get into a little bit more about just what are some of those, those biking laws that maybe some people might not know about? Because even I'm pretty young, but during my time there was no such thing as bike as biking laws, or at least I did not know about them. And so really quickly, if you are a biker or if you are looking to buy specially in the month of in the month of May, something that we do we just encourage people to know about it. So obey the say So obey the same traffic signs and signals as motorists. You probably did not know some people who are bikers on you are riding in the street. A lot of times if there's if there's a red light and there's a stop sign, they're supposed to abide by the same rules as as a motorist does. And also signaling.

    When you're turning or when you're stopping. As we know good for drivers they have their they have what you call it right there blinkers where for driver or for bicyclist. We have to also use our hands to let drivers know especially we have seen many crashes happening when they're making that left turn and that's a lot of times most bicyclists are riding to the right side of the road. But when it comes down to making that left turn, they have to be able to maneuver all the way over. So we're really trying to encourage drivers on what that really supposed to look like.

    And this is just like a little graphic here. If you guys may or may not have seen that, that sign there that's actually in the street and that lets people know that they have to share the lane. And so with that being said, be making sure that drivers are at least three feet away from bicyclists when they are either driving or for bicycles. If there's a parked car, also running in the same direction. That is one I'm always out in the community. And I hear a lot of times where they talk about hey, we walk against going right against the traffic. Well of course when you're walking, you're walking against the traffic but when you are riding your bicycle, especially in the street, you're gonna be riding in the same direction as the traffic.

    And then lastly, just for drivers. I know especially like in Midtown or there might be those those areas there's been some infrastructural changes going on and so where you have three lanes that going down to two or two minutes going out to one and just making sure that you're you're looking over your shoulder where you're opening up that door because you may have a bicyclist you know on your on your left hand side as you're, you know, leaving out the car and also to my bicyclists, right. One thing to remember is we have to always feel the right way to pedestrians and also for our drivers if you are going to be making that left turn are making that right turn onto another street to this to make sure that we're yielding the right away and not trying to rush it make that make that sharp turn.

    We know that the trade is definitely a busy city. Definitely but we want to make sure that we're just sharing the rules because legally they they have a right to be on the welds just as much as as and not only that they are not they don't have to actually ride in the bike lanes. So even if a lifeline is available because we know sometimes our roads may not be in the best shape. So if if the bike lane may have debris or potholes and different things like that, they can actually take up a whole lane and so many drivers may not necessarily be aware of that. So again, that is something that we're trying to do. And so with that being said, we really want to promote just biking in the month of May because in the month of May it is the National Bike Month. And so with that being said we are going to be connecting with Jay Clark for their bike and roll to school day and so we really want you guys to come out as well to be a part of that. They're going to be refreshments. And they're going to also have I think the bo s bikes and then also live is going to be there and also in western helmets as well. And what's interesting about this particular event, so we have three different times so you have 930 1130 and also 1pm so you can also screenshot this page as well.

    And so you know bring your bike scooters, skates, so definitely want to make this a family a family ride. And then so we also have our free bikes for kids which can fitness foundations we're going to be also want to be there to take pictures of you want to be a part of that please let us know. Also we have an alibi to work by to work we challenge wishes death let me reaching out to our city of Detroit employees but if you want to participate in the actual bike to work day, right, I have the information that I sent to you all in the chat box for that. And then lastly, we have our younger status help there was going to be happening at the East Village Preparatory Academy and that's going to be on May 17 that Wednesday but between 11 to two, they're going to actually be cycling. So pretty much almost like an on foot or on bike cycling class.     Well, thank you for priests and hello district for thanks for taking a little time out to hop on here and try to be efficient with your time. Just wanted to update you about what I think is very exciting. We are getting set to launch the Denby Whittier neighborhood framework plan as we wanted you all to be the first to know about it. Just provide you with an overview of timeline of when it's going to come what to expect and most importantly how you can plug into it and be involved. And so to get into the details, I will pass it over to my colleague sorry, lb. And she'll she'll fill in those details. Thank you. Thank you, Alan. I do have a presentation to share with you today.

    All right, great. All right. So as Alan said, my name is Sarah elbow here. And I want to thank the district managers for allowing me to join today so I can share about a very important and exciting initiative coming to district four and that's the Denby Whittier neighborhood framework plan.

    So today we'll talk about what is a neighborhood framework plan how do we engage with community members during the planning process? And what's the timeline for the planning study? And what can what can you expect next?

    First and foremost, a neighborhood Framework Plan is a city led initiative to build vibrant neighborhoods throughout the city of Detroit. The plan guides future investments and identifies priority projects to drive holistic neighborhood revitalization.

    As you can see on the map the planning department has completed or is in the process of conducting more than 20 of these neighborhood plans throughout the city. And this is actually already dated so Midwest hiraman Bright more and greater Warren Connor are already in process and Denby Whittier is up next.

    So why do we do this? We're working towards a vision of a healthy and beautiful Detroit built on inclusionary growth, economic opportunity and an atmosphere of trust and we can only accomplish that by working together.

    I want to show you a few examples of projects that have come out previous planning processes in other neighborhoods. This is the liver noi streetscape before and these are improvements that took place as a result of the planning process.

    And old Redford residents wanted to see this blighted building renovated. We made the plan and now residents are seeing the work happening on the ground. As an up and coming developer Brandon Hodges creates new retail and living spaces.

    And the same in East Warren casual where Eddie Carrington is creating a mixed use development with a store on the ground floor and new apartments on top.

    And it's not just new businesses. through the planning process we prioritize improvements to the public realm including parks parklets plazas, so neighbors can have a place to meet each other and enjoy their city.

    So where is this taking place? The boundaries for the Dombey Whittier framework study area are Kelly Hayes 94 and Harper Woods to the north.

    And this includes the neighborhoods of morass. Marang Denby Yorkshires, woods and outer Dr. Hayes.

    We've identified four focus areas to explore through the planning process.

    And those are housing and neighborhoods. So first, what we do is gather information so we can see what's already there. And then we build on that. So after we do an analysis of the housing market will explore new development opportunities, so we can diversify housing options to options to meet the needs of all households, and we want to identify programs to support homeowners and tenants.

    The next focus area is commercial and economic development. Again, we'll analyze the existing conditions of the commercial market, and we'll focus on revitalizing Whittier and Kelly corridors and we want to support small business small business development on those corridors.

    One of the bigger ways that we do that, as you saw on livre NOI is by improving the streetscape and that's that will be a focus on Whittier and Kelly in order to make it easier and safer to shop locally and easier to get to work. And, as a previous presentation mentioned safer for everyone pedestrians, cyclists and drivers, bus takers everyone and finally, we want to improve the quality of life in the neighborhoods. And a big part of that is having a clean environment and a healthy body and minds and those two are connected. So the first thing that we want to do is, again, analyze the existing conditions, what's helping in the environment and what's hurting and also we want residents to have access to healthy food. So we'll take a look at the food system and see what are the gaps. How can we make it easier for people to access healthy food?

    And then we'll strengthen the community infrastructure and community networks. And finally, in 2019, the city released the sustainability action agenda, which outlines a series of actions that that should be taken. And so we'll be revisiting that and making sure that we're acting towards a sustainable future for Detroit.

    So how do we plan we plan with community that means centering residents and community partners throughout the process and to make sure we're doing that we will establish a neighborhood steering committee that will let us know when we're getting it wrong and when we're getting it right so that we can make sure that we're reaching everybody throughout the neighborhoods.

    This will be a process of co authoring a plan for the future of the neighborhood. And because residents have been involved in the process, they'll know what to expect in their neighborhoods for years to come. And that also means that the plan of action will identify opportunities for residents community groups and the public and private sectors to work together to to implement the plan.

    So how do we do engagement? These are some of the ways we do a mix of online and in person meetings, focus groups. We walk the neighborhood with community members, we canvass and we do pop up we do pop ups at the at the in the neighborhood, and we come to your events. So let us know if you're having a block club or community group meeting and we'll be happy to come so that we can learn about the neighborhood and that's we can also let you know how you can be involved in the planning process.

    So what does our timeline look look like moving forward right now we're doing our homework and laying the groundwork and working on selecting a consultant team. So that'll happen throughout the summer. And that'll make and that'll put us in a place for a launch of the planning study. In the fall. We'll have a kickoff meeting and we'll begin community meetings.

    We'll take the feedback that we hear throughout the fall and we'll start to develop some draft recommendations in the winter and we'll bring that back to residents so that they can comments on those recommendations. And then we'll work on finalizing those into a plan during the spring and summer 2024.

    So how you can get ready we're going to be launching in the fall. But in the meantime, as I mentioned, you can invite us to your community groups and gatherings tell your neighbors about the planning study. Think of who you would want to nominate for the steering committee whether that's youth, residents, community organizations, and share your existing community plans and ideas with us.

    So my understanding is that outer Dr. Hayes board straddles both sides of Hayes. And so we're looking at the east of Hayes and Whittier is included in that use them with you. That's what yeah, a Houston with your as it crosses over.

    Right. Yeah, Miss Turner Hardy. It's not labeled here. But there's a little segment of Houston. Whittier to the west of Kelly. Okay.

    You're both absolutely right. We can make the map more clear going forward.

    Okay, now, my second part of that question is okay, so the G seven project does Kelly and it does that portion of Euston Whittier. Are you guys working with them or looking at the overlapping area of the study and the current plan?

    Yes, absolutely. So you know, clearly Gong is leading the crash of seven miles study. She sits right next to Asara in the office and right across from me. You know, we meet very regularly and so all of the investments and recommendations coming out of the g7 plan will be coordinated with this and attended to leverage each other. So it's actually it's kind of you know, it's ideal because you're you're you're benefiting from both plans in the same geography.

I also want to let you all know that it is demo week in Detroit from April 24 to April 28 Monday the Dons were at the demolition press conference down at headquarters just to learn about demolition week what all is going to be happening today there was a live demo.     Moving along, Miss Tammy black from the Manistee community Treehouse block club is starting her street ambassador program and she wants to help your group your block club or your organization increase community engagement by creating your own chapter of street ambassadors.

    She can also help you establish a black club but all in all if you will come to ebony and I we can help you establish your black club if you don't have one. But she says that a street ambassador is an individual who has the ability to empower their communities, promote positivity assist their neighbors and foster leadership and her program will begin in August of 2023. If you are interested, you can email her at Community treehouse center@gmail.com Additionally, in honor of our birthday being this past weekend, the Manistee black club association is also hosting an Earth Day event and it's the solar powered whoop house of music. That will be on April 30 from four to 8pm at 259 Manistee. She did want me to share this with the community. She wants everyone out so if you can make it please let me or miss Tammy black know, you can send me an email and I can send you over the Eventbrite link to register. It is a free event. But we would like you all to come out and support and finally I just want to reiterate the park permitting and reservations conversations going on with Detroit Parks and Rec. Our date will actually be Thursday, May 4 from six to 8pm at the heileman Recreation Center, located at 19601 crusade Avenue, that's 48205 from six to 8pm. But we will be talking about how you can book one of the 316 Parks green spaces, recreation centers or Hart Plaza for any event that you plan on hosting in the warm summer months that are upcoming please know that you do need a park permit for any birthday reunion, baby shower concert, sporting game or any other type of event you plan on doing in one of these public spaces.

I don't I'm still gonna have to get with Sandra stall over there because I don't understand how all of this is gonna work out this year because we've always been able to schedule the park for especially Skinner because we actually built Skinner the community. So we've always been able to actually schedule things for Skinner. So I'm curious as to how this is going to work out. Now by scheduling. Are you just speaking of like hosting a meeting, they're actually hosting some type of event. We host events at skimmer we've always been since we build it in 2016. Okay, so I can connect you with Taylor Herrera. Or if you if you're not able to make it on May 4. But I can connect you with Taylor her rail in the meantime, and she can answer that question for you. So she works with General Service Department and with Parks and Rec as far as permitting Yeah, good with that deeds of the park, a bulk of the products we have so she should be able to answer the question so I can put you both on an email thread.     Thanks for doing that. I know I've asked about the city's plans for the floodplain and the flooding along the Detroit River.

    Just for the Jefferson Chalmers not not the not the sewer overflowing problems that everybody knows about but just the floodplain in Jefferson. Chalmers and along the canals on the river. And I know the mayor said, Oh, maybe last summer he was out here in Jefferson Chalmers and said he was going to do a plan with him or that he was going to do a plan within six months to address flooding. And I know it's a very, very big deal. So I I know it's gonna take longer than that.     And actually, there's been a lot of discussion about the issue for several years. And I think there's been a lot of misinformation about it.

    Where people were representing a property taxes. It seemed to me and in a wrong way, they thought that there could be a refund. And there was constant discussion about the city doing things illegally in the past. And, and I'm not aware that there's ever been a refund for property tax. So when people say that they can demand a refund or, or that the city did something illegal. I don't think that's correct at all. And I was wondering whether this so the city has put stuff in the budget now to help to help people in general.

    But it you know, it's not about a refund. And I just wonder when to when is when is that going to be rolled out and you know, could people who could be the beginning of the correct information about property taxes and assessments so, so we don't have all this confusion and all this frustration? Have you so have you? Do you know when that's going to be I don't have an answer for you. Right now. I can get an answer for you tomorrow. Have you reached out to Councilwoman Johnson's office about this matter?

    So the assessor has been doing all he can to come out and meet with residents. And there's not a refund but he's saying that if you've been over assessed, and you need a roof or you need plumbing or you need major repairs that you can bring your estimates and he can do an overview and see if your your taxes could be due to day cares that you need and then to the gentleman as well.

    He needs to get in touch with them. They just did a report at the meeting about locks windows, bad furnaces, bad refrigerators, air purifiers, anything that a whole home needs to try to retrograde and bring every every other buildings, especially in the morning side, Yorkshire village, Jefferson, Chalmers, East Jefferson. They're working on litigation through the Wayne State University Urban Studies. So that would be a good place for him to start.
