But bank account, part of that two thirds of that state aid goes to our general fund to support library services and operations. The other third, which is the 326,000 supports the cooperative and diminishing that $353,000 Check check 3128 That was actually a transfer from the CO operative account to the general fund account to cover our library services. So we get we get 600 envelopes, which in this case, the 353 didn't belong directly to the cooperative libraries to support library services.

Hi, I'm Dean Jones among manager over at the Jefferson branch. I'm also the president of local short UAW local trying to budget as the local revenue librarians in the skilled trades. And we're doing a big library push campaign for the library cards are both it was in for this next year. And I was wondering with that campaign get kicked off how many of the commissioners actually have library cards?

It's probably active, doesn't have an expiration date.
So you don't as a good example, is to support our push as we're out here pushing. I think it would be good for you guys to take the lead and make sure you all your families and everybody else has a library card to to help our campaign just to show our support was and what we do every day.

I brought some graphics for you these are made by one of our members of Detroiters protects Justice Mr. O'Hanlon, who was the young artists among us, but so this is just an example of what some of the tax captures could have done if we had our money from taxes for our branch laborers. Now you know that at the Boland branch, you can't go to the bathroom on the first floor. There's only a very steep stairwell to the top and one to the bottom. There is no barrier free entrance. You have to be able to grow up steps to be able to access the Boland branch library, which is on the Boulevard in Werner where a lot of our people have difficulty walking and there is no parking lot. So I wanted to raise the issue of tax captures in Detroit. This protects us as have all of the information on it. And one of the reasons that we're learning that nobody knows a tax captures is because if Detroiters do that or money was going instead of our schools and our libraries to billionaires for their development projects, they might vote against the millage and because we don't want to get mugged on our way home from voting by Stephen Ross and Dan Gilbert and illage they are taking Detroit libraries money. We have broken down libraries and we have billionaires who are building things we do not need and we're voting to give them our money in the city council has approved it and amassed for the Library Commission to get on board with us and for the library staff patrons and everyone else to get on board with us because I know we can apply. We can win our taxes because only Detroit and the whole state of Michigan is subject to us having to give up our money for schools and libraries and special needs. We're the only ones the poorest city has to give the richest people our money every other city has banned this practice. How did this happen? Doesn't lobby for that. Our own mayor lobbied for us to be the poorest so he can keep enrich. We have to fight this and I'm urging us to vote against any millage until we can win back our tax captures. I'm asking the school board. Every day I hear from people who are denied special needs services in the schools because the money is going instead to Little Caesars arena really. We have children who can't access the classrooms that are that they need to be in because the library is broken, the elevator is broken. We really need to be able to take our money that we pay and use it for the services that we need. Another thing that I want to mention is that the new people moving into Detroit they don't have to pay taxes for a long time. They get tax abatements. So the richest people buying houses for $300,000 get tax abatements, they're not worried about these things. We're the ones that pay the taxes, and we're the ones that are being robbed by these billionaires. I can explain it all better. We have lots of information on why no one is paying the Detroiters protects justice. Anybody who says this is not true. Just check we were being paid but thank you.

we do want to reiterate, we're asking for millage in 2024 with the libraries and in all honesty, that is killing us and as Detroiters who pay for this millet, we must
be diligent and we must vote and we must know what is good for our city and our citizens. I say that as your President of the Commission and in support of the Detroit Public Library and libraries everywhere in this country as we do the battle against the evils that we are witnessing in this country and glad I'm not in Florida. Let me move on for the President's Report, which is from myself, and what you have before you commissioners now you have the white envelope that we asked you not to open right now. Because in the envelope addressed to you is the evaluation that that we're going to do for the executive director. And in this here, we're going to ask that starting today, which is the 17 you have received the hard copy of this evaluation, but know that this evaluation can also be in here are directions. So the evaluation can also be done electronically if you so choose, or you may do it in writing turned to our own human resources executive miss more if you just raise your hand in the back. That's Mrs. Trainee Moore, who was head of HR for the Detroit Public Library, where this will be returned. We're seeing and we're seeing it firm from me that this must be returned by November the 3023 by five o'clock PM, either electronically or handwritten. To to reveal those recommendations for the executive director's position as well as to take a vote on the continuance of the service or denial of service. At this point, I would like to recommend to those on the commission with myself and Mrs. Mon Downey, the executive director that perhaps we could meet on Monday, November the 28th at one o'clock pm here at the library to review those evaluations and then make our own reports that I will present on the 21st I don't know if that's something you are prepared now since I don't have to have those commissioners not with us. But I will employ the staff here under the duress rice that we will communicate to those commissioners even in their absence. At this point. The voice will be made by us today. So I don't know that that is probably going to be difficult to attain because you're looking at each individual school to actually just go in and get that one page out but they looking for all type of other information in the packet that was sent home to with those kids.

you have BYU approval to renew the contract with our current downstream service provider LGC global FL. The contract was awarded to LGC in November of 2018. Or the term was for three years with three optional renewal periods. This is year three of that third option over yo with no more option or renewals remaining so we will be happy to bid this out next year. With the current labor market as is LGC has requested a price increase of $1,357.07 per month for DPL main branch only. This will be the second increase since the agreement November 2018, LTC global have negotiated new rates for the janitorial staff and a collective bargaining agreement. beginning August 22, August of 22. At the main library LGC employs SPI you local ones that the request is for enforcing this amount is solely to cover the union wage increase as housed in the new CBA employ original contract was only nine out of 10 to sit. They had a proposed amount of $806,664.56 which was a 2.1% increase. And then the news the new proposed amount, which includes the staff wage increase was $24,199.94 which is adjusted for a 2.1% increase to a 3% increase. Therefore the library Detroit Library Commission committee will be advising the Library Commission to consider authorizing the basis office exercise option to renew the contract with LGC global FM, janitorial services from November 5 2020 greens and through November 4 2024 and an amount not to exceed $830,864.50 And this is coming out of the 61701 Janitorial expenses and should this price increase. be awarded there will be no more funding lapinette budget
