a few of you there are from Sacred Heart Catholic Church. And I just want to express my deep concerns about this board not concentrating on police officer misconduct. I believe all of you are intelligent. And I think all of you are intentional. So this employment crisis, I believe is manufactured so everyone will get their attention away from police officer misconduct. We still haven't seen the full video footage from the body worn camera of the execution of Warner Brooks. We see it 3050 feet away. And then the police department cuts off the video. Even City Council has admitted they have not seen the full body worn camera footage. If you want us to believe you. If you want us to trust you do it like you have done so many other cases and so many other areas and even the most mass shooting has shown the police officers going in to the private school from start to finish from the cars to the last shot. But all we see is Mr. Porter Brooks 30 to 50 feet away. And that's it the last thing we know that the police officers shot in at least 19 times and just the bullets. The volume of bullets to themselves makes you wonder how many bullets it takes to stop or to kill or to maintain order books. Was it 515 Who said that was enough? And if they just empty their guns? We don't know.

A group of us all ladies formed a group before the last election in 2022. Russian citizens to vote. We worked them out for supermarkets and just the seventh. We worked for six weeks. Some people did not know that we were even having an election comm app where the President Obama was running since the election. I have begun to get ready for the election in 2024. My work is more than then president of the second thing. I know how many polls in each district in the past election. The total number of people who voted was 172,919 out of our population of 639,111 have that numbers 23,418 were 18 to 25 year olds who voted munitions there's plenty of work to do to change our condition. And we can make a difference by helping people to become educated and voting. commissioners that city is divided and seven districts and I don't hear what you are doing in your district. As I have requested, sorry, as I have reported that each of us should be doing something if there is a school in your district. Why not visitors show support to the administrators and students. They need help by getting acquainted with business owners and attending meetings and the communities will help stop some bad behavior such as hurting our children and all of us. There are a few ideas and put these out your ideas and please do not accept gifts of any kind from the business owners. There's more to come. Thanks for listening.

I'd like to say that myself and some devoted activists were outside of the 36 District Court while a hearing out or after a hearing was scheduled to happen concerning DPD. Surgeon now Dwayne Jones. Well, well, what happened? So I'm trying to say something. I heard a crime and what happened was they had it posted as if there was no hearing going on. But then the next day, it turns out there was a here yesterday, we find out there was a hearing. And at that hearing, Mr. Jones is chained. The court changed the church as part of a deal to disorderly conduct but Mr. Jones did plead Nola contend re to disturbing the peace and was convicted of disturbing the peace yesterday then the following and they set up a court date for sentencing on May 12. So you do now have a convicted criminal serving on the as surgeon who was promoted from Corporal to Sergeant indicating how broken the system is largely because you still have not fixed a flaw in the contract that allowed this to happen. And so it happened because the contract does not specify that um, that policies be in order with the charter and they still are not and that's why you were all able or your predecessors were able to vote for removal and or against a promotion I'm sorry, against the promotion and the promotion was still went through anyway. So this is a problem we have. It's ongoing as far as I know. We still have not been trained in use of force that way. Either.

Okay, I'd like to start off by saying I still think this boy has a lot of major issues. And I think that one of the issues Yeah, continues to allow us the fact that if you look at the charter, Article Seven section seven dash 802. There's 11 members of board, seven elected for appointed. Nowhere in the city charter doesn't indicate that the appointees are at large. It's almost as if they try to hide the fact that they have mayoral appointees, and frequently it seems like they just representing the mayor, not the community and I think as horrible that you're about to offer a job to bet right. I mean, to a white lady from bet rock. It's almost like this is going to be ended up being called the Gilbert board. Because, you know, you're just representing the interests of rich white people, you know, this board is drifting, drifting down, down, down, you know, you know, you have appointees doing a whole bunch of stuff. They are responsible for stuff like this whole mess with the with picking somebody you know, historically the boy youth that not for a boy with interviewed three people, and from those three people, they will make a selection. But now this whole thing looks like everything is undercover and dirty and corrupt. Have a good day. Bye.

thanks. Thank you Mr. Chair. For incoming correspondence for outlining your agenda. Commissioners, your incoming correspondence are printed in your binder and they were emailed to you as well. Just as an announcement the Youth Advisory Panel will be featured in an upcoming Bridge Display article. So that is exciting. Yes. And have some updates here regarding open positions. So for the chief investigator the candidate Rihanna card declined the board's continue to offer so the personnel and training committee and the board will need to discuss next steps to appoint a chief investigator for the open investigative positions to candidates were interviewed this week and we have additional interviews scheduled for Monday, April 10. All new positions for an attorney to the board, executive manager finance as well as legal assistant, those requisitions were submitted. Last week and they are still making their way through the requisition approval chain or for recruiting to actually post those to the website, but they shouldn't be. We do have some updates regarding citizen complaints from OCI if we can have both sides shown on the screen. We know that system complaints are very important to the community. And we do want to be transparent about our performance. So as I continue to peel back the layers that LCI I'll increase the data and analysis that I'll be sharing about inventory cases. So to start out, we show the display and display mode on the slide please thank you perfect and we can go to the next slide. So we have been focused on some recent improvements and initiatives. We have increased investigation capacity or reassigning to our senior investigators back to actually investigating cases full time rather than splitting their time performing administrative type functions that should allow us to move through cases more quickly as a whole. We've implemented weekly spreadsheet, a spreadsheet process for the supervisors to coach investigators and senior investigators to close their cases timely. And in addition to working on the backlog cases, there's a focus on ensuring that new cases get calls timely, the most recent cases that are coming in and that they do not contribute to an even greater backlog that we have. And in addition to that, as I mentioned before, we do have interviews in progress for investigators. I do want to on the next slide here, just kind of clarify some definitions for the sake of talking about our the data that will be in this presentation. So a closed case is a case actually close to when an investigator has completed their investigation or written a report and that report has been approved by their supervisor allows to the complaint within 45 days after the closure date. There's also review cases but that happens after a case is closed. And they go to the commissioners for review and sign off cases that are sitting with commissioners for review are not included in the opening case numbers that we will be reviewing today. Sign off what's happened within the above 45 day window so that we can get that letter out to the complaint. This shows week after week, starting with March 16 cases open cases my age. So as you can see our total open cases have been increasing slightly over the last several weeks. And we have this broken out with the aged cases which are 91 or more days old. We have in yellow the cases that are between 61 and 90 days age and then in green the cases that are 60 days or under we do have cases that are with the commissioners Next slide please. You have 33 quotations that are currently with the commissioners for review and sign off expecting many of those to be turned in today. And then we do have 11 new calls cases that are being distributed to commissioners after today's meeting. So one of the other things that we're doing is taking a look at our 2023 performance. So we have a backlog we are at 90 days into 2023 At this point, so anything from last year is going to be included in the backlog. And so in addition to working on that, we want to make sure that our new cases are being closed, preferably in under 60 days, but worst case scenario under 90 days. So we'll start to look at how we're performing to that so currently, we have received 338 cases in 2023 and 111 of those are closed already. 94 of them were closed in 60 days and 17 of them were closed between 61 and 90 days. None of them were closed in overnight two days. And then going on to the next slide. We do have cases that were submitted obviously in 2023 that are still open. There's 227 of those. A lot of them are aged over 90 days and they are contributing to the backlog at this point. And 51 are approaching the 91 day mark. So this team is focusing very much on the cases in yellow in red, because we do not want the 2023 cases to contribute to the backlog so there is a focus there. And that concludes my report, Mr. Chair.

you so you have to submit requisitions for positions to be filled and then they go through a series of approvals through gate and different entities and so through approved think we're at the signature equals acquisition to be posted. So we're very close and we are in touch with those who have to approve to make sure that they are aware that we're waiting for them. So that that can be assigned and and approved to host okay. So, somehow the names in front of me right now. Um, I can get the names to you.
I appreciate that. No problem. Okay. I will say some CTRs and I returned them back because you have my name in the email. And what happened previously was that I thought it was policy practice that each investigator they turn the CCR over to? Well, let's say that you turn it over to commissioners. There's basically there is at a point where as we clearly can see what might be lacking. When I discovered previously, there's some investigators do impact and that page where we sign off that the citizen is going to receive correspondence is indicating what's the how the particular CCR was resolved. Okay, I received what Eric was toile. Three or four of them at that location. So my question, Michelle is is that practice or is that the play of the particularly investigators who include that notice to the notice that just to go out, and it's noted in CCR that that particular action will take place? Is that just that practice or is it just at the whim of investigators so
each student will gather at the end of the investigation process. So that is not at the Okay, some of
the CCR is actually presented that the citizen will be informed.
Commissioner, you're saying this notice to the commissioner, in some of the cases that you receive and then some of them they're not noting that at the
moment, it's not for the commission, just part of the ritual. Gotcha. Okay, I
can check it again.
I'm trying to figure out is that a professional decision on the purchase some investigators, or is it the case that you don't have to do this, you if you don't want to? I'll check into that vice chair and one last night. Does that move the motion? What is happening to the T, the TAs, investigators? Is that a wish list that we can strike off our list.
So the most recent update that I've received is that we're not onboard them on our behalf. So I know that the board would like to pursue that. And I'll continue to have conversations but at this point, we do need to get buy in to have them on boarded into the systems and with the access that they need to perform the functions.

First, I want to thank you for an excellent report that tells us at a glance exactly what's going on. I need that thank you very, very much. Worse and, and so forth. The I have only one question, Mr. Chairman, and that is I was informed by city council representatives that they had pulled off the agenda. They were getting ready to approve, are getting new computers. I mean, the staff and everything you're getting new computers for call your office or bar investigators, everybody and a whole bunch of new technology and then they squashed it because of the press regarding the issues that are currently being investigated by the board itself. So have you heard anything that would they have approved? Those expenditures? That's my only question through the
chair. I have not gotten word from we are some responses to some questions, and we'll see them within the next few business days. So we are still in discussion with city council about our budget. It's not off the table.
