So very quickly, everyone wants to thank you again for being here. We have our planning staff that will be here. We'll be able to meet all of them shortly. But it is the distinct pleasure of the planning development department to be here on a regular basis to meet with our communities all across town. And right now we're excited to be in our fifth month working here to north and with one of our neighborhood framework plans. We've already completed 15 of these across the city. And right now we're here specifically for the North thing. Now many people are asking what is a wood frame or plan? What do we use? These are a guiding principle guiding document to support equitable and inclusive growth. And sustainability for the city of Detroit specifically, we created this through a participatory planning process that involves residents and community members of the neighborhood, typically between 12 to 18 months, this one's going to be around 14 or 15 months. And as I described, we're around the fifth month already. I really want to emphasize the fact that we are particular about inclusivity. We want to ensure that we go to every corner of the neighborhood and ensure that we're hearing from everyone. That's why we're glad to have this hybrid format. We have people in person as well as online. We also have the ability to get people's comments after these meetings. Then lastly, we have a principal goal of creating a healthy and beautiful Detroit that is built on an atmosphere of trust with inclusive growth, economic opportunity that builds off of those previous planning studies that we have done.

I'm gonna bring up, be honest. So some of you that asked, what is the neighborhood payment plan? Typically the framework plan focuses on a number of categories and then we adjust those categories to be specific to a particular neighborhood or a particular impact area. For this one. Some of the categories could be cultural heritage and historical preservation, cultural heritage, cultural heritage and historical preservation. neighborhood housing stabilization and equitable development, neighborhood commercial areas, how can we increase commercial activity on some of our corridors, streets for people and mobility so that we're ensuring that we have safe access to a multimodal approach being both vehicular and bus as well as people that are using bikes and also walking and then we want to focus on parks and open space. So typically, during our planning process, we're going to use all of these rubric to begin to understand what we can do here together and north end, we'll have an opportunity for you all to share your thoughts at the tables in the back. So we'll be here at random bronzes. I believe next up I'm passing the mic, but I'll be here for questions after the

Our team today with us are comprised of two sets of consultants one is our community engagement team. They've been out knocking doors and trying to engage with all residents throughout the last five or so once and they're going to continue throughout that process. Shelby is with me today and she's going to be working with me throughout this process, trying to gain all the information we can and trying to work with you to try to figure out how you guys want to see your neighborhood plan. Towards the back we have Keith Butler, one of your new dads deputy Don and also doc rd Introduce yourself is your other dogs. That is your Department of Neighborhood representatives. Just really quick before we start the presentation, we are sort of here where you see the red spot at where the arrow is. We are still in the exploration phase. We're still gaining information we're going around trying to ask you all to let us come into your block clubs. Let us come to your houses to have small group meetings. We're having small group readings already every three or four or so weeks, and we're posting them on the website as well so you can see what your neighbors say. We're asking you to take surveys. We're asking you that we get every type of information we can from you in order for us to help you help your neighborhood out. Christina. Hi, everyone. Thanks again for coming out tonight. I'm going to be really brief because we want to get to the meat of this night which is really having you go back to the breakout cables. And really talk through the different framework elements. So so far, we've done a lot of different strategies, like Calvin mentioned in the previous slide, we are in the middle of the process, so there will there will be plenty of opportunities for you to engage moving forward. We have done different things like door knocking one on one conversations. We've also attended existing community meetings and events. So these strategies will continue on through the duration of the planning process. So some of the high level things that we've heard are listed here. But as you move back to the breakout tables and the breakout rooms on Zoom, you'll hear more details about what we've heard as it relates to each of the different elements of the framework and dive into a little bit more information in terms of how we've been taking that thinking and integrating it into some ideas. So just some high level has really been about building relationships and improving quality of life, and that improving quality of life really relates to businesses, for residents that are living in the neighborhood. Really celebrating and uplifting the culture and history of the neighborhood. Supporting homeowners having more parks and open space and having welcomed welcoming and safe pedestrian experience. And I'm going to hand it over to Dan now who will go into some thinking around the planning framework
themes. Thank you very much, Christina. Appreciate it. And thank you all for coming out. Thank you all for coming out tonight. Really appreciate it. Your your insight and your perspective are critical for the process. So thank you. So yeah, okay, I'll get a little bit closer to the mic. Okay. So tonight, it building off of what Christina shared from the engagement perspective, we want to also kind of take a step into the overall technical planning process and share with you some of the major themes that we're going to be talking about tonight, major themes that are also going to shape that kind of structure of the plan itself and how that comes out. These are the same elements that were spoken about in the previous year, and outlining what those components could be the themes you see on the screen really shape the overall structure this there's five key pieces here, first of all the streets for people who focus on mobility, transportation, commercial activation, which is really around supporting the commercial retail amenities and services that are needed. Within the community, housing stabilization, housing and neighborhood stabilization, as well as cultural heritage and historic preservation and of course, parks and open space. Each of the five components that you're seeing here are woven together to shape the overall framework for the neighborhood and are really the foreground elements for which we want to gain your insight. Tonight, it's really important. So within each of these, I'm going to kind of walk through them. The first thing that I want to say and on these is we really want you to feel open and engaged in is to share your thoughts and each one of these and even if those are particular things that relate to only you, that matters as well. We want all of it to come through. So in the streets for people the transportation side of this overall, you know, we know that the strategy that can come through here can be shaped begin to align with the streets for people strategy within the city. The focus here is on safety first, making sure we can also drive equity, dignity and transparency in this as well as inclusion. We also want to make sure there's access for everyone throughout the overall street mobility strategy, that there's economic opportunity that can be forged through those mobility mechanisms, and that we can of course support public health along the way. Now as we think about the to some of the things I really want you all to think about tonight. And where we'd love to get your insight is what are the highest needs that we should be looking at. You know, for us, we're listing some things that we've heard so far around slowing the streets, right creating increasing safety, completing a sidewalk network. Overall, making sure we have connections to destinations and ease of movement throughout the community, that we have saved routes to schools, for our children, and also that we can prioritize street improvements that connect with funding and city and state plans as well to make sure that they can be implemented swiftly. We also want to think about things that are called tactical urbanism. Which may be quick and kind of inexpensive physical ways to begin to remedy certainly certain issues that could then be changed and adapted more over time. And there's always issues around stormwater management, ensuring we can make we can take care of that stormwater retain it safely and not overwhelm our sewer system your insight on each of these pieces as well as any others that you want to bring up is really welcomed here. That takes us to commercial activation. This is tied to obviously the amenities, services and things that we need for our families in our neighborhood. And here. We know that it's important that we can deliver the types of services that can support foster quality of life. And when we do that, we also want to make sure that we're driving these users based on community preference and interest. This is where your perspective really matters. Everybody's story is a little bit different but all woven together they can help to shape this plan and what can be provided here. On top of that, though, we have to make sure each of these pieces then is fundable. How do we make the financing work on these to make them real? We're not here to talk about big ideas that don't happen. We're here to land things that will impact your quality of life. When we think about that, to the commercial activation portion of this, that the city itself has begun to lay out a strategy across a few different parts. of the neighborhood. Oakland Avenue remains a really important part of this process. But I think every part of the neighborhood should be thought about here when we think about the commercial nodes and how we activate them. The big idea here too, is to make sure reinforcing corridors, any of the corridors to make sure that they can provide the services and amenities that we need taking certainly into account utilization of city owned land. Some important things to think about here also are the ways in which we can make sure that the nodes themselves are community informed tied back to our experience. Entertainment, the ability to support existing businesses. This isn't just about new this is about everything we have today and bringing them together, integrating this with open space and beginning to ensure each of the nodes are walkable and bikable so that everything isn't only accessible by a car, but we can walk there with our families. So from there, though, we want to kind of take a step and think about housing overall and the neighborhood and how we can drive stabilization and really improve here. It's important to also recognize that while we have the conversation tonight, there are really powerful trends that are that are afoot in the market in any market in the US including our own. We're seeing a growth in multi generational households. So this means we have a range of different family members generationally, living together creating in some cases, larger households by number. At the same time though, we are seeing household sizes drop. So these two things are actually working at counter purposes. That's something for us to think about what's really needed here in the north end, we want to hear that that would be very helpful. At the same time we're seeing a lower supply of housing and higher costs for housing at the same time. You can see in that graph, it's divergent, right, we want to talk a little bit about with that with you. What does affordability mean, what does access to housing mean? And of course, we're also seeing more folks in a live work relationship, right where they're at home doing a lot of things, and maybe that was part of the pandemic but maybe it wasn't, and maybe some of those things are here to stay. We do want to talk with you about each of those things. We also want to recognize the fact that some of the housing needs we may have in the room may already be present in the community. The North End has one of the most diverse arrays of housing stock we have in the city, and in some cases, the housing stock may just not be tapped yet. So how do we begin to think about working with what we have and shaping that so important things for everyone to consider. When we think about homeownership and new and new housing, what might that look like? How do we begin to expand housing choice for a range of folks to meet their unique needs? How do we maintain affordability and support low income owners? At the same time, we want to make sure that we're helping folks age in place, you saw that multi generational component on that slide that matters. It's not just about finding one place for one moment in your life. It's about finding a place that you can live through your entire time with your children as well. And of course, making sure we can preserve and rehabilitate not only single family homes, but multifamily units that may provide access to housing for others who may not have it. The last thing we want to say here to them when we think about these strategies. Again, this isn't just blowing smoke. This is trying to make sure we shape those strategies to be fundable that we can actually start to line them up with the resources that are need needed. And actually shape the housing in development around that to make sure that it's real. We also want to make sure that the future housing types, the tenure like essentially ownership versus rental, the balance of that and affordability will be sufficient to meet the needs the access here and the opportunity for wealth, creation and quality of life. For everybody in the neighborhood. Those things all need to come together at once. It goes without saying to the cultural heritage and historic nature of the North End is on bound and it's something that we want to highlight in the conversation tonight. There are certainly things that people will talk about in the north end a lot. We want to hear from everyone here. What's really important to you what matters. What do we need to celebrate here in a way that maybe we've not done so far? And how can that celebration become a progenitor for new opportunity in the neighborhood? How do we begin to make that happen quickly? And when we think about it, the big question we're asking to is what signals significance to North End residents, what really matters here and it may be a whole range of things and it may be very different for each person in the room. But we do want to hear that. And of course as you can see in the slide think about how other cities and other neighborhoods are beginning to to focus on those as well. And lastly, the last of the five components is parks and open space. Really important as you all know, we want to make sure that when we talk with you we can understand what your aspirations and your needs are for open space whether that's recreation, arts, cultural, activities, and events, family engagement, all of that comes together, what really matters most to you, and then think about how we can begin to introduce new different types of uses. Our team has already started to think about how we create what we call typologies different types of open spaces and how they might be integrated across across the neighborhood to serve the unique needs of each resident.
