Thank you. Again, welcome to this evening's be LPC meeting. This is district one. And we have two commissioners that represent district one. One is to my right your left is in a VC hope it's gonna give us some some words.
Thank you, Chair. Yes. Good evening, all precinct eight in district one, which of course is counsel pro Tim's James Tate's district. In their street, in precinct eight, we have a phenomenal representation of DPD the MPOs they prefer most of the time to be called by their first names. We have a new commander that is very receptive and open to the community. I can remember one incident expressly when we were experiencing a missing person in district one precinct eight, and I believe it was NPO children and NPO hold that were on that particular community relations meeting. And while we were trying to figure out the logistics as we related to when the young lady left home, how long has she been gone? The two law enforcers who were on that meeting, yet became very engaged in trying to track her down. Long story short the young lady was returned to home maybe two or three hours after she was reported missing. Again. If we have an issue with vandalism if we have an issue with people dumping in our community, we know that we can put in a request with the eighth precinct and that matter. Oh, until one incident is done. So we really appreciate the law enforcement in the eighth precinct with the leadership and our MPLS. So thank you for allowing me to welcome our law enforcement members here in this precinct.

Well, you see you bring up something to this board. And we can do it within reason. We listen to you. We can do it within reason. Like I said we're doing this something new I'm my chair report. This board 1974 made up of a few people. Now today we have 11 We have 11 I have 10 different personalities. I have to listen to your ideas from her complaints from I have the community that I have to listen to hear complaints from we're trying. Like I said I did not come on his board to just sit here and approve stuff. I came on this board to help in trying to make things run better. Right. Have I made some mistakes? Absolutely. I have. But I learned I learned from those mistakes. We are not perfect. We're not one thing we can do is get better. My time is coming up from being a chair. June the eighth I do think we're going to be having elections. So I sure hope this board is canvassing somebody else to be a chair because we want to move forward, not backwards. I didn't do all this work to go backwards. That's not what I came here for. I'm here to help because I saw a need and I tried to tackle that need. So thanks. I moved in Lightspeed I did because I only had one year here one year. So this is a civilian oversight board. And we welcome all the voices of the Detroit community. This board does not exclude any persons or groups from our meetings. We pause for a second and welcome Commissioner Hernandez and Commissioner Carter. Welcome. We also do not single out certain persons or groups to invite to our meetings. We welcome a diversity of views and opinions in this space. I've asked for so many people to come to these meetings and give me some constructive criticism, some new ideas. Well know what we're doing wrong. Give us something we can do to make this right. We have a public hearing today. To get the community's feedback. We have a public hearing today to get the community's feedback on the expansion of license plate readers. That's what I wanted. I want to hear from the public. Since you guys say we can't meet because we're having a Open Meetings Act violation. So we'll get it like this. No way we can get something done. In consideration of time, I asked all presenters to adhere to a lot of time of either five minutes or 10 minutes, no more. So if you're gonna give your presentation, we'll do it down to about 10 minutes. By will be great elevator pitch. We can learn to the public. You will have two minutes to provide your comics on the license plate readers. Two minutes, please, I'm asking you to respect for two minutes so everybody can get in and be heard. We will also have general oral communications. We're going to have to who that's what we're going to have during that you're going to have two minutes. But we want to limit yourself to the license plate readers only. So we're going to talk in the first half. Talk about the license plate readers. Tell us if you think it'll work. If it won't work. What should we do? Because state police put them up and I didn't hear one peep nothing and it caught a lot of people. Please be conscious. We want to hear your thoughts. But we also want to get through and get to everyone, commissioners. When I come around for your questions or comments or each presentation please limit yourself to what is absolutely necessary. And limit yourself to almost two minutes. You can talk for two minutes. I think it's fair. We asked the public pataca two minutes. We should do the same thing. Right. really have a lot on this agenda today. And is that we got to get through. If you have additional questions, email us, write them down. Hand up to Mr. Brown, Mr. Brown, raise your hand. And I would just like to say that I have viewed the same thing that Commissioner banks have. I've worked with commander Captain TASKI over the last 10 years my first term as a police commissioner he was the commander of the sixth precinct. He's just left a temporary scene as the captain and currently he at the second precinct acting as captain, acting as commander. I've seen him on Saturdays with his lawn chair in the community. This recently I gave him two complaints on a Saturday morning. He was responding to those complaints. And I haven't heard anything from the citizens which means they're being handled. So I understand ask but we're talking about present and we're also ultimately talking about community. I need somebody that's gonna respond to the community you'll be under my auspices, and I think that we have people in the audience that can vouch that Eric TASKI is the man for the commander position. Fantastic. Well
to say yes, yes, Mr. Chair, I'm fine with the seven TCRs he had, I'm fine there. That's not it, but there's a strong misconduct on his record, that I can't support that at this time a very strong misconduct.
And that's understandable. At the same time. I think that if it was really serious, the chief would have removed him from the executive ranks. He's still an executive officer. And I just think that when something has happened is happened. This is not a pattern of misconduct like we've seen before this this is a very isolated issue and I'm just gonna move that he gets the endorphins. Fantastic.

But then again, that recommendation can come outside of our influence. We'll see what happens in the budget. I mean personnel and training committee meetings.

The chief does not appoint personnel director we do so we just prefer to do our own vetting and that's where the referral came from. I just wanted to let everybody know whether
the personnel director works directly with the police department. That's why the salary increase comes from the chief. We appoint her but they worked or she works directly with the police department, day to day.
Oh, clarifying question, Commissioner. What is the directors chain of command? She reports and she reports to the chief but she has a bifurcated? Yeah. Right. Exactly.
Yeah, question. Oh, so well, who who pays director to protect loads at the board who pays her or the chief pay? Who pays I thought the board pays her. Phaser

So that's the issue. And part I mean, it doesn't you're creating a different type of hierarchy within our within commission and within the department.

Everybody talks about it, and how she turned this thing around and got got people coming back to the police department. We all give her the praise now. The chief wants to give her a little increase. there's these departments that he has

Good evening through the Chair. Yeah, I'm your report. This shine Sims deputy chief and for Chief white today. We currently have three members of the department who are off disabled and recovering at home due to an on duty injury. We have an officer from the 10th precinct, an officer from the seventh precinct and an officer from the 11th precinct. Moving on to our crime categories of homicide. We are currently seeing a decrease of 2% in our homicides. We are up 6% In our non fatal shootings. We have 5% and our robberies for overall violent crime crime increase of 7%. related to our mental health calls for service year to date for call service, um, this is going to be in comparison, or I mean 2022 to 2023 and this is year to date. So far this year, we've serviced 11 101 mental nonviolence call for service compared to last year. We had 1039 for mental, violent armed we've service 481 calls, compared to last year was 347 for mental violent, not armed 1984 Compared to 1709 for suicide and progress. We've responded to 482 Compared to last year 388. And for suicide threats, we respond to 1010 runs, um compared to last year, we responded to 951 So we are currently seeing an increase in the cost of service relate to those individuals that are suffering from mental health or in a crisis. Moving on to our significant events. My first incident is a Federal Assault occurring on Friday, May 5, where officers were dispatched to 2300 block of Margarita to investigate a call for service for possible homicide. officers arrived at the scene and spoke to a witness who indicated that he believed his sister had murdered his mom. The witness stated to the officers that he heard his sister and mom arguing over cell phone earlier in the day. However, he did not witness the assault. Officers responded to the scene and located his mother deceased in the basement of the location. On May 8, the suspect was arrested without incident. A warrant has been sitting has been submitted to the Wayne County prosecutor's office for review. Our second incident is a homicide. It was a troubleshooting one fatal to non fatal, occurring on Saturday made a six and a 2000 block of six mile and this is the one that the chief did a press conference on earlier in this week. All of us was arrived at the scene in a very and observed three individuals shot all three victims were transported to a local hospital. Two of the victims were listed in serious condition and unfortunately the third victim succumbed to his injuries. The victims were innocent bystanders and had nothing to do with the incident that was occurring inside of the gas station. The suspect left the location prior to police arrival. We were the detectives were able to identify a person of interest related in the shooting. The suspect was arrested on May 8 A warrant was submitted to the Wayne County prosecutor's office and on May 10. He was charged with homicide first degree assault with intent to commit murder two counts, weapons firearms possession by a felon and fill any firearms workouts. The suspect was remanded with no bond. And I want to thank the community for all of the tips and that came in to help bring this person into custody. Our second incident our third incident, I apologize is the homicide occurring on May 9 of this year, officers were dispatched to the 14,000 block of Saratoga to investigate a call for service for body found at the location. officers arrived at the location and an observed a female lying on her back with visible signs of trauma. The victim had no identification and could not be identified at the scene. Officers are checking all available all available investigative leads in an effort to identify the victim and determine what happened to her. At this time, the Detroit Police Department is asking anyone with any additional information regarding this incident to contact Crimestoppers Crimestoppers at wedding 100 Speak up and again this incident occurred on May 9 On Tuesday, May 9 of this year. In a 14,000 block of Saratoga. So if anyone listening has any information related to this incident, contact Crimestoppers on Saturday, May 6. Chief white and over 200 DPD members graduated from Clara University. Chief white also received an Honorary Doctorate of Laws.
On Monday, May 8, Chief white deputy chaplains and communities gathered in the community gathered on the third floor of the public safety headquarters at 1pm to unveil a new memorial of plaques of our fallen officers. Chief white and a deputy chaplains honor for fallen officers and reveal their plaques to their families. The officers or officers the officers honored or officers lawyer Michael Todd, Officer Lauren courts, Sergeant Raymond Hughes and Corporal Khalil Biddle. And their names are gonna go in on the memorial wall and Washington to Washington DC this weekend during the Police Week, events and that's where our chief White is at this time. The 11th precinct monthly community meeting was held on Tuesday, May 9. The officers from the 11th precinct held their monthly Community Relations meeting at 6pm. The meeting was provided was conducted to provide an opportunity for community members to connect with law enforcement learn about the functions of their precinct and to strengthen the partnership between citizens and the officers. On this Saturday, the Tre Police Department is partnered with partnering with Henry Ford Health, the Children's Foundation and diversified members credit union along with the Detroit Pistons to host of second annual team mental wellness summit. The event will take place from 9am to 3pm at the Henry Ford pistons Performance Center, located at 6201 Second Avenue, there will be panel discussions, food giveaways. And group activities including yoga and breathing exercises. The is the event is free for teens ages 12 through 18. But all the attendees must be registered via Eventbrite ahead of time. And that is the report for the Detroit Police Department.

Yes. Question for the chief when it comes to own burglar alarms. How many false alert alerts to you all right, receive each you know, year to date and also for last year. If you don't have those numbers with you today, you know, I would love to to hear that report. You know, my constituents in district five often reach out to me about their, you know, about a burglar alarm went off and things of that nature. I just like to know how many of those alerts that DPD attends to and how many of those are false alerts and appreciate you. Whenever I get that report,
and through the chair. I don't have that information, unfortunately with me today, but I can make sure that we get it to your secretary.
Thank you, Mr. Chairman. Deputy. Let me ask you two things. One. We have an idea to sistex in terms of the homicides that I have him before me how many of those homicides are used? guns that were legal, and those that were legal, illegal and those who are legal. And if you if you can get that for me, because the other thing I've been that I've been up and on and just trying to get to is is that we had on the books, a thing about a gun, we get you two years and and I just got to know him. I don't hear anything about that anymore. All we want to do is keep rehearsing, rehearsing these same things over and over again. And I'm hearing that the that we have tellers and not not jail time, and some of the people just I'm just turning when I hear the tellers saying people committing the same violence. Alex, two or three were, were coming up to homicide. I just feel like if it's the discussion at the table, about the gun, illegal guy get you two years. There'll be some consequences in terms of basically trying to deal with this crime. A piece of it in a way. That's panacea, but it is a piece of it. If you can help me with those pieces, right then I can sort of put some type of recommendation together in regards to those two things. I think it can it can be it can help it can be helpful.

But they had to make it have some teeth now. So this is what's gonna cause if you don't hear about that, you're gonna get pulled over because you had your phone in your hand by the police. You're going to be mad. You're going to snatch in the police out. The police officer may or he may not say something he was supposed to say. Then you're gonna get even matter and write up a CCR. A complaint? Right? And then our office is going to get it and then when our office get it, we're going to investigate it. And then that officer is going to get some type of discipline. Good evening, dishonorable board, members of the community that are present as well as members that are watching at home. My name is Franklin Hayes, Deputy Chief with the Detroit Police Department and I'm here to present to you our crime fighting initiative and proposal to utilize or increase our capacity or license rates readers to combat stolen vehicle and vehicle theft in the city of Detroit. As deputy chief Sims indicated earlier and talking about our crime numbers, year to date, we are up 666 Auto steps over this time last year, were asked to do something. We have technology that we found extremely valuable that we currently operate that we currently have. And that is license plate readers. We currently have 83 license plate readers that are affixed here in the city of Detroit that we are utilizing in efforts to combat all of them. There are three things that went into mind when we placed them data driving two of them and intelligence that they're either one that one of the locations that we select is based on vehicles that are reported stolen, if we see an area that's targeted, that vehicles are constantly being taken and stolen, that would be one of the locations that was that the data told us that we need to place the second is where we're recovering. When we're finding vehicles and they may be stripped they may not be stripped but wheels missing. Navigation missing whatever that may look like parts, catalytic converters, whatever that may be from these vehicles that are stripped. We've identified those locations as well. And we really want to intelligence gather to find out why it is that they're there. The possibility that they may be dropping them off close to a fencing location to where they may be selling the wheels, the tires, the radios, the parts and components of the vehicle. So that was the third thing that intelligence was gathering with that. Again, this is a part of a robust Strategy to Combat auto theft. The proposal that we are looking for with this technology is to add an additional 100 cameras. There are roughly four cameras at an intersection to get all four angles or point of view. So that would give us about 25 different intersections to utilize. And this auto thefts throughout the city. So the distribution of these cameras would be equitable. And district one we're looking at adding 12 A district to 18 district 316 district 419 district 511, district 613 district 711. When we talk about license plate readers in the technology, there are a lot of bad information out there. I'm like to share with you that this does not it is independent of race, creed, sexual orientation, anything of that nature. This is strictly a vehicle, a vehicle that has already been reported being involved in a crime or another serious matter. So if a vehicle is stolen, a vehicle is carjacked. If a vehicle is used in a homicide and if a vehicle is involved in an endangered person, such as an Amber Alert. Once these vehicles have been reported in only these vehicles, should they drive past one of the license plate readers one of these locations. At that point we would get an alert in the real time crime center. Again, these vehicles have already been reported. So what this does is instead of an officer driving by and seeing a car and then having to put it in the computer, if this vehicle is reported stolen, then it will then alert us and it tells us already the computer tells us this vehicle license plate ABC 123 That was carjacked yesterday just drove by this location at anywhere Street and first and then from that from the real time crime center. We would then go over the air let the units in the area or in that precinct or district let them know that this vehicle was in there and then the apprehension efforts can come within convenience so that we can first of all get this property back to this person that that it was stolen from and then hold the person accountable and then that intelligence gathering Why'd you steal a car? What are you doing with the parts where are you going with it? Again, as I said, it's not just a car that when it's stolen it impacts mothers and and families from going to school from going to work taking kids to school. And this crime isn't going down. It's a trend that that we are doing something to again combat it. Technology is very important in the city and council president Sheffield was instrumental in the creation of the CX ordinance, which governs technology and its usage although this technology predates the CX ordinance was we've had since 2019. I thought it was very important to remain transparent and follow through the CX ordinance path again. So the specification reports have been done. Again, what this technology does, we've gone through all of those steps, again with the hopes to increase our capacity at another 100 cameras so that we can combat this auto theft here in the city. If you would give me five minutes, I want to lead by example and that was your request to keep it within five. I will gladly answer any questions that this body may have about our request to expand our license plate reader technology. Wait, hold on one second, I forgot one very, very important part. We are stewards of the technology that we the community allows us to use. I take it personally because my responsibilities of the department govern that technology. And that oversight before I came to you today as reaching us this morning because I wanted to double check and make sure that I gave you accurate information. A quarry from our professional standards Bureau commander Michael chambers, our discipline administration unit cap Captain Dietrich lever, as well as our personnel director, Katrina Pattillo. Dr. Pattillo a quarry into Have there ever been any incidents in the police department where this technology has been reportedly misused if that misconduct was found to be sustained? And what happened? I comfortably and confidently stand to use that since the inception of this technology or the genesis of this technology being used in the city of Detroit. There have been zero reports of this conduct I'm sorry of this technology being misused and there's been no discipline associated with it has been a responsible use of this technology by the members of the Detroit Police Department both sworn and non sworn.

Mr. Chairman you know question for the chief. Are this the specifications report? It says the database will be open to over 2000 private firms and agencies that have access to the information is that correct? You're speaking to which bar when it comes to the license plate readers. I didn't see that, you know, PR. So those those agencies and firms will have access to over to be over 2000 private firms and agencies that will have access to this information.
And I need to see the source that you're speaking up but I will tell you once a vehicle is entered into the law enforcement information network, every agency law enforcement agency here in the country, if a vehicle is stolen, they would have access to it if they had a license plate reader. So
that says that, you know there is no civil liberty implications that DPD will have you know that we'll have no control over that agency or or that information.
And again, speaking to law enforcement agencies through the chair sir when they when if your vehicles are reported stolen, if someone was driving it in Ohio, you would hope that the law enforcement agencies in Ohio could spot your stolen vehicle so that we can arrest the person and get it returned to you. That is a part of lien this is just access to the law enforcement
database. So chief what second and third parties will have access to this information.
I don't have that information but I can I will certainly get it to you and information sharing. We have a very strict information sharing policy, whether data retention, and anyone we have contract with is not allowed to sell our data. So if in fact that someone is attempting that or has

And so we've been you know we have talked about different technology that betrayed Police Department law enforcement is using like ShotSpotter technology now we learn something about license plate readers today. We also had something in our packet that was presented our commissioners a couple of meetings ago, and I'm sure that some of the commissioners have been doing some of the independent reading on their own. But if we you know the public like to know who all have access to this information, and I'm not you know, just trying to put you on the spot, but we have a right to know,
again through the chair speaking to your source, I can tell you that anyone. We govern our data and information sharing and anyone that we do information shared there is with Detroit specific information we sign a very comprehensive data sharing agreement. Outside of that the other agencies we want to agencies, which again this is this simply tells us that the vehicles reported stolen, which is in the law enforcement information network, or lane to get that so it's made public anytime you report a crime and you have stolen property that's out there. any law enforcement agency within the country in excess of 2000 would have known that this vehicle is reported stolen in efforts to return it to its rightful owner.
Yes, last question chief. How many license plate readers is currently used and operating right now in the city each raid.
We have 83 fixed license plate readers on a pole here in the city of Detroit.
And have there been any public discussion other than this discussion throughout the city of Detroit about likes about these license plate readers.
If I may, through the chair, again, I can't speak to that. What I can tell you is that there has been policy written and that we've acquired any technology that we've utilized through the normal procurement process by the city we just didn't say hey DPD we're going to buy this technology and use it in the in the community back in 2019. When this was approved, we went through the procedures and protocols to acquire and use said technology so we were operate we are currently operating within the provisions of city government to utilize the existing license plate reader technology here in the city.

Thank you, Mr. Chairman. Deputy Chief, this is my concern. You have 33 readers out there now that 70 8380 Yes, sir. My concern is this. If we are the oversight and we supposed to have policy on on things like that, like everything else. look like to me. This is like backwards. What I mean by this is that it seemed like the we should have policy. Oh as we if we were oversight. We should be the one before it was instituted. And basically it's out there in the public and use it should come through us because we basically are the oversight over so helped me with with that and with understanding that that you've already 83 You asked for another address some I miss asking you that. It seemed like to me, Mr. Chairman, that we have not put policy in place as I understand it. Obviously the reason why we have in this this meeting today is because community is supposed to have input with us. And then we go to the table and good policy to govern what it is that you guys are doing. So that's my concern and you probably have a good answer for that. But I just I'm tough troubled by the fact is is that you already started it. You already got it out there. But we have no policy in place from our standpoint of checking balance, so that the community has some, some some some engagement as well. As, as somebody's countability from us.
Thank you. So, Mr. Chair, if I may through the chair Commissioner Holly grant, I'm sorry that the work that this body has done back in since 2016. Up until 2019 has not made it to your desk. We have two policies as it relates to the use of this technology. And as you know all policy is approved by this board. Under our crime intelligence portion in the manual. It speaks directly to the license plate readers and its use that technology in addition under data sharing, retention and dissemination within the Detroit Police Department manual, it speaks specifically to license plate readers the use of the technology, the retention period, and it speaks to any consequences for members of this agency that misuse it. So policy has been there. It started in 2016
Excuse me, and I'm sorry, we're here for information and why am I why am I listening to this? Then why are we listen to this? If it's already been implemented,
sir, appeared at the request of the board to provide you this information.
Thank you. I mentioned a bank right to the chair. Deputy Chief. We have 666 66 auto thefts from last year. That was one year yes sir. We're at a hotspot set in the city of Detroit. And what are they taking? I mean what what parts out a taken off the cars and what are the hotspots and aggression in that mile tool? Oh five area where were the hotspots in the city of Detroit.
Through the Chair. There's actually a hotspot and a heat map in the package that you have. This isn't really specific. It's going across the city. What we found is the data were in each again, let me correct myself in each of the districts. We found those hotspots there in the map that you have. We just did not arbitrarily pick these locations and those hotspots come from where again where either crimes cars are reported stolen or that we recover. I can get an actual breakout to each of you in the district. If the maps that you currently have or we provided and visitation wise I can get you latitude and longitude locations
if you don't like Sir, what kind of cards are they taken? Well,
so we have and again in the packet that you mentioned the vehicles that they are taking Chevy's lead, followed by Dodge, then Ford, then Kia Kia there if you look on social media and look at the keyboard. Again, they teach you on social media how to steal a Kia with a USB drive. Chrysler's and GMC is our last the I'm getting to it sir. I gotcha. Chevy Trailblazer is the most stolen vehicle, followed by the Jeep Grand Cherokee. Than the Chrysler 300. Then the Dodge Charger challengers in Durango, those GMC envoys Ford Fusions, right, right Kia Optimas and Sportage us. So those are our top 10 vehicles that are stolen in the city of Detroit.
Right now. DC Deputy Chief I got one more. I liked the equipment of the license plate reader. I like it. But what if a crook is driving a car and it's got a fake license plates on it? How can you track him down with a fake license plate so after he do his damage, he go back into his house or driveway right let me get rid of the fake plate here throw it away and put my my real plate on here now. So what do you make of that? I mean can you explain that DC
Yes sir. So again mentioned this license plate reader technology is a tool to utilize. But if it's a plate that that's improper or the wrong plate that's on there, or they change it. I mean if the vehicle that they perpetrated the crime with does not belong on the vehicle, but it's the vehicle that was reported, stolen, that we will get that license plate. Outside of this technology. We lean on you and members of this community. If we find all those police reports that we get. We have everything from Crimestoppers to rewards TV. The community is our eyes and ears so we will gladly take that help gladly get that information and efforts to get that person off the street.
Gotcha. Mr. Chair, now I'm all set.
I want to remind the public again, I see a lot of community leaders in here. When you're conducting your meeting. I guarantee you don't have outbursts or allow outbursts please conduct yourself in this meeting. Respect this body. respect everybody in here, right? You're gonna get your chance to talk. That's all I'm asking. Respect. That's all I've been asking since I day when I got on this board. That's what I ran for respect. So your community later, get that respect that we asked from you too. Thank you, Mr. Chairman. Just some clarifying questions. You mentioned 2016 You mentioned 2019 We received a memo from the chief's office and 2017 What year was it started?
So the process to acquire these and you know acquisition through city procurement. It's a lengthy process. So we started the process and 2017 Once we were granted the permission to buy them once we had them, they still had to be a and that wasn't done overnight. So by the time that we started in 2017, we went live late, late 2018, early 2019 When we were able to start using the technology, but 2017 is the start of the procurement process to get them 2016 was our data retention. So however we got information, we have policy to ensure that we harbor that technology responsibly I'm sorry, that data responsibly, and if we were to disseminate it to ensure that it was disseminated properly and within law from that when we realized that we add this additional technology that would gather information, it would have been irresponsible for us not to include it in this master governing data policy that we have for retention. So the policy data retention predates the technology, but when the technology came, we ensure that the same protocols were being stewards of the information dirt was applicable to the pre existing policy.
And one final question, Mr. Chair, what would you say to the citizen I will say I'm tired of all this electronic surveillance in my city. What would you say to them?
I will tell them that, again, this is our efforts to combat a crime to stop them being victims if they have been already or stopping them for being potential victims in the future. This isn't an effort to invade anyone's privacy or constitutional rights or civil liberties. This is specific to vehicles that are reported stolen, and that said it does not again pick up on their hue, their facial features or anything and if your car's not reported stolen, if you're not driving a stolen car, this technology won't trigger it won't even bother you it won't even affect you.
Won't you just bring up another interesting point? Well, what's the chair? What is the procedure as it relates to the operation of the equipment? How does the equipment operate?
So the cameras again, they're up and once a vehicle passes by that is reported stolen and has been entered into law enforcement information network as a stolen vehicle. At that point that technology would trigger and notify we would get an alert in the real time crime center and let us know that LPR hit at again anywhere Street and First Street and at that point, we would one of our virtual patrollers would then get on dispatch or police airways and then notify officers in that area or in that district that this vehicles spotted going in the set location that it was and then again the apprehension efforts would commence
or every license plate is being entered into the city as a hitch that can be stolen license plate. So how does the system know stolen plate from a regular plate if it's not being viewed? Well, I'm sorry. How does the system know stolen plate from a regular plate if it's not being viewed?
It is being it is on the entire time and again, the only way the technology alert shops if one of the stolen via gotchu
replays are being looked at but only the stolen ones are being reported and that is how
the technology works. Yes.

Thank you for your report. There are several though I think significant problems with respect to this technology. And also, if you will, with respect to the way myself and my colleagues have addressed our technology issues in the past. We hear from the chief's office, it's rah rah rah, this is what we need is what we need to do. But we never ever speak to those organizations or individuals that are looking at the constitutionality of these things, how they really operate in real life and other cities, in the material that we have here today. First of all, the other day Commissioner Burton had a had a seminar on policy, and I was there so it was Vice Chair hope. I was mortified by what was revealed about short ShotSpotter the board I voted against it anyway, when it came up with the board was totally in least in my view, sort of taken down like a primrose path regarding that technology, when it is deeply flawed, deeply, deeply flawed, and it's been proven in Chicago and about five other cities, but we spent $8.5 million toward this license. plate reader thing also has support civil liberties infringement. When you said that you share the information only with other police agencies according to this. Are you sharing your data right now with 2000 other private firms and government agencies heard the contract presented to city council. Some of those are banks, repost services or investigative agencies so that they could access location logs of individuals driving around Detroit. The the site the presentation on ShotSpotter by the American Civil Liberties Union indicated that there were was an 8000 of of these I mean, there's ShotSpotter has like a 37% efficiency rate, enter and only a 2% rate in terms of in terms of arrests, generated as a result of ShotSpotter it is it is assault there are so many dead calls you guys by the time you get there and everything Everything's over. And so it's I'm calling it a dead call. There's another word for it. I apologize for that. But it I mean, we don't we as a board and we as a community have to do a much more intensive evaluation, we ought to hear from you. And we ought to hear from the ACLU to we ought to hear both sides of this of this, of this equation. And and when we don't do that, we make grievous mistakes. Like obviously ShotSpotter is based on even your data. But the and all of that, incidentally, one of the things that was pointed out was that was that ShotSpotter is date. ShotSpotter is a private company out of California, as we all know, they own that data. We don't hold it on that data. It goes directly to California, and that and all of the shot everything belongs to them. We don't want it

This the information that that we were presented the other day indicated that in addition to reading the license plate it also takes pictures of the occupants of the cars, clear ones clear ones. And I understand you know what we're trying to do, but but we're way over in the infringement of privacy in terms of individuals.
Thank you, Mr. Chair. Um, sir, may I just have Yes. So first of all, the reference to ShotSpotter and again, I have no problem I oversee that. As well but I just wanted to mention dead calls. And it's very unfortunate that you use that word because which set ShotSpotter with these Ron's there have been several deceased people or dead people there that it had not been for this technology, we wouldn't have found today's after. In addition their lives that have been saved. utilizing this I can't speak to what any other law enforcement agency does with that technology. But here in the city of Detroit, it is effective from when the casings that are gathered, with us being a knife and hub for the region in the state for what we're able to do with ballistic evidence. The infrastructure that we've been built out as a department to utilize this technology is most certainly effect that we've been able to get to disrupt gun crimes. It has increased our response time to shots fired run. We've caught as recent as last week in the fifth precinct. It was a ShotSpotter alert that came out that we had picked up and the officers were there so fast. The person had a bag and was getting ready to walk out the house and they were leaving but the officers reading them at the door and we locked up a homicide suspect. Again Chicago, other agencies that use that technology that is not Detroit and comfortably I can tell you we deal with those. And with that we're here as it relates to license plate reader technology. Again, I see a source that's not the data that I provided you what we do with the technology and what a company offers that it can do. Is not what we agreed to when we do business with students here and they do that

And I mean, we went out in alarming numbers and voted in support of that ordinance. And if I recall, President Pro Tem was one of Sheffield's was one of the authors of that ordinance. Now we as as commissioner, Bernard has mentioned, we will we will share we were privy to a presentation that was fact well from our vantage, vantage point, somewhat factual and very, very engaging. It was also mentioned during that presentation that even though voters went out and voted for kiosks the ordinance itself doesn't have much tea, if given the opportunity to sanction DPD we're DPD bound to be negligent in the in the use of this technology. How would you address that? allegation?

Author, I believe by President pro tem a president Sheffield and during that presentation, it was alleged that the objective of the city ordinance was basically to sanction the PD given DPD were discovered violating the contracts as related to any form of technology being used by DPD.
So through the chair again, and that that is our guiding, that is our Northern Star that is our guiding light and our path that we have to take to acquire technology as well as its use. We strictly adhere to that with severe consequences up to and including termination for anybody that misuses that technology. As spelled out in the CX ordinance, we are committed to abiding by that ordinance 100%. And we won't waver

Thank you, Mr. Chair. I'll keep this brief. I know we want to hear from the public. We We do also have Yvonne Raglin. Yvonne Raglin, representing Council President Mary Sheffield's office and we have Bobby Johnson district seven community advisory council. The presentation that I'll be going through today is displayed on Zoom. Well, it will be displayed on Zoom In just a moment. Commissioners you have it in your packet behind tab number six. And for our guests in the room, there are copies on the welcome table. And as I mentioned, I'll be brief. Moving on to slide two on May 25 2021, the city of Detroit passed this community input over government surveillance CX ordinance. The ordinance requires, among other things, a surveillance technology specification report be written by the police department in conjunction with the board of police commissioners. license plate readers were first first procured as DC as mentioned by the city of Detroit in 2017. Prior to the CX ordinance, however, out of respect for the voice of the community be OPC is hosting this public hearing to get the community's feedback on the expansion of LPR surveillance technology. Community Your feedback will influence the decisions the board makes regarding the LPR specification report. Moving on to slide three, so I'm not going to spend a lot of time on this content because this content has been distributed for a couple of weeks or so through GOV Delivery emails and various media outlets. On this slide this map represents the red the current LPR locations and the yellow dots show the proposed additional locations. Moving on to slide four there's already been some q&a Even prior to today between the OPC and DPD. Regarding the LPR some of those questions and answers are here, such as how many the functionality costs and why the expansion and so the information is available for your viewing at your leisure. Moving on to slide five, some questions are still outstanding. We do appreciate DC Hayes for coming in today to address some of those in his presentation. Some of the questions included a questions around image angles, other technology that may be synced to the LPR Rs If the Amber Alerts are just for Michigan or also other states. Any changes in DPD policy and if the data if there's data available showing the efficacy of the current LP ers if you look at slide six, there's some potential language be OPC may propose to change in the specification report. So here's some examples here. added and deleted language shows in red for example, there's language to consider that requires DPD to notify the LPC when LPRs inadvertently collect personal information that those that the technology is not supposed to collect. So that is language that be OPC. If the commissioners do vote, may request that DPD Ed's and moving on to Slide seven, and this is the most important part here the feedback from the community. So we are going to be going into public comments. And so to the public, please tell the board what you think about LPRs Do you want more of them or not? You want changes to the specifications. Our commissioners are here to hear this information from you.

All right. Thank you very much for having me this evening. I am with the ACLU of Michigan. So I'm here to answer your civil liberties questions and I do have quite a bit of feedback but I will stick to strictly what's in the spec report because I do only have two minutes
is your microphone.
Can you hear me better now? Yes. So the spec report states that the technology does not intrude on any constitutionally protected areas and this is not true. LPRs have the ability to capture location data and that can reveal details about religious, sexual, political, medical and associational activities. It is not a difficult leap to jump from who is driving the car to what they are doing, where they are going, who they are seeing. The department may say that the database exists in isolation, but the spec report itself states that the license plate readers can be used with comparisons of other specified databases meaning that they are using these databases in conjunction with each other to draw conclusions about who was driving the car, where they are going, what they are doing. A license plate number should be considered personally identifying information in a literal sense. No, it is not identifying information. It does not describe a specific person. But per the department's own spec report. It can be linked with other information to easily identify individuals. This report also states that the digital information captured by the LPR system can include the driver and passengers. So this is not just taking pictures of the license plate reader for the department's own spec report. There may be some limited uses of LPR technology that are permissible for example, like Amber Alerts that were mentioned earlier. However, gathering and storing data on people who are simply going about their daily lives, is invasive governmental overreach. The right to privacy is fundamental to a free society. And a warrantless dragnet surveillance from LPRs is a violation of that right? The speaker port claims that there are no civil liberties implication and this is incorrect and lacks due diligence. Okay, well, first of all, I am glad at least some commissioners are doing their due diligence. I was glad to see that um, Commissioner Burton was thorough in mentioning the proliferation of the data going to multiple data bases. And Commissioner more for clarifying that all because it's only supposed to report the stolen plate info. It's reading all of them. And thank you for Linda Bernard for clarifying the source of the information regarding the the databases and where that comes. From. So we clearly do have a case where individual privacy is being stepped upon. And there is a pattern here every time and every time there is a new surveillance technology brought before this board and before the city council for that matter. It passes. So what I'm doing right now is I'm fighting the good fight. I'm saying what I believe is right, I know how this is going to end up. It's going to end up the way it always ends up part of the answer to that I think comes from Commissioner I mean Commissioner Holly, when he was bringing up wealth gap policy always seems to come after the technology. Well, that's because the technology is the point someone's getting rich off the technology. That's the point. Oh now we have to come up with a reason for having it and we have to come up with some justifications to allay people's fears of how it may be used. So that is the order that is I believe the intended order somewhere. I think most people have goodwill here. But not everybody and it's hard to tell who and I'm not going to speculate there other than to say that when you see a vote, you are the oversight of the board of police commissioners who's the oversight of the Detroit Police Department when I say you I mean the voters of the city of Detroit. Keep keep an eye on what they ask what they say and most importantly how they vote. And then remember it when you vote Thank you

First of all, for the simple fact that you did not give the ACLU accurate time to present their case against license plate readers. This is not an official meeting. This is not deemed if a meeting. This is a one sided biased meeting and this is what the police is good for to present their side but never let the opposing side a lawyer attorney or even so much as a social justice. Advocate speak against license plate readers. I'm against it for the simple fact of technological racism. It is technological racism. No, it doesn't go to a person but it displays about the person just as they said. The last thing we need is another severe I am tired to be in Savannah node. Look at all this. I'm looking at cameras, cameras. I'm wondering do they even work? What do you all do down here at the green light? Hmm. Other than watch people sit there, eat your donuts, drink your coffee and watching people going to store it the green lights work why did that guy shoot all those people in that gas station and the gas station was illegal. If the license plate reader weren't there, how come all the missing persons have not been found? Because you know they were in some and yes, the lights the fake license plates are real. I guess you didn't know that. Maybe you watch too much CSI in these crime reality shows but this is Detroit. We have a violent crime problem with people in self conflicts. We need more conflict resolution. And again you all have not been doing your job. This is the most terrible his body I've ever seen. Chairman Ferguson you need to resign you need to step down. You know as your your whole comments is just it's just dishonorable, sir, you are a dishonorable person. You're disrespectful, you chase for too much risk. You're a cloud chaser, instead of being a real human being to care about the people that pay our taxes for the police to protect us, and again, works once again for license plate readers. I am just against all sorts of technological racism. It does sell your information to third party ShotSpotter in the face recognize you Johnson.
You know, I'd like to know who has a contract. To this because every time there's something to sell, they come and sell it to Detroit. Anything that is a fail, come to Detroit and sell. This is It's unbelievable. First of all you guys already have on and you didn't come to the city and you didn't tell people that they were there. Second of all, you're selling your image. You're selling our information, citizens of Detroit's information. That's illegal. You're given my information you're giving whoever is driving a car, every car that goes past there, you're reading their license plate. And don't think that it's just going to be oh, we're looking for a car. We're looking for an Amber Alert pretty soon anybody that has a worn child support or if you whatever you're doing, they can come and get you. We have too much big brother surveillance in everything that we do. You said that ShotSpotter didn't work. It's 37% What do you think license plate reader is going to be all you got to do I got a new proposition for the city of Detroit to sell you guys something to it might not work but I'm sure you guys have vote and you're approved. But maybe not. Maybe Duggan or Biden has to come down and tell you guys to approve this because you approved shot spider Shot Spotter and that was on Duggins radar and Joe Biden's it's come to the city of Detroit and sell them trash. The people that we elect are already bought. Half of you guys don't even do your due diligence. Okay? When you come up here, you work for me. You don't work for Duggan, you work for these residents. Good evening my name is Tristan Taylor. I'm an organizer with Detroit will breathe. I have a lot to say but I'll try to be brief as possible. Last week, I was part of a watch party that saw a court hearing regarding C ops. And the city attorney gave an answer that was so troublesome that the judge who had an inclination to give a ruling decided that he ought not to because the concerns that people have brought up about the city dismissing their policy see UPS was valid. And you know what that response was that he was reacting to? Well, he asked point blank, the city's attorney. Well, did you dismiss see ops when you approve this? Did you go through the procedures he was like Well, no. But you know, city council has the right to dismiss it will follow it from here on out. But we did not follow the ordinance. And the judge said well, if you make a law Aren't you supposed to follow it? Instead of saying well, of course we will do better. No, no, no. The city's attorney challenged the judge and said well judge if you want to be the enforcer of these rules, that you better be prepared to run the whole city because every time someone wants to bring up a complaint, are you going to say that you have standing and it's going to be your job to make sure the city follows every letter of their own rules. And he said this is how democracy works. That's what the city attorney said. So when we hear the police say we live by this ordinance. We just know that that's not true. Because the city's attorney said they don't. That's our problem, a lack of transparency. Thank you.

Good evening. My name is Christine Solvay. I'm a resident of district five and I work for the Michigan Immigrant Rights Center. I also serve as a co chair of the Detroit immigration task force. So cities across the country have actually been fighting to limit the use of license plate readers because it has been shown that Immigration Customs and enforcement or ice can gain access to license plate databases. In December 2022, the University of Washington found that quote, Motorola's vigilant solutions not only shares automatic license plate reader data with ice but also with a host of law enforcement agencies around the country through the Thomson Reuters nationwide clear database and quote, We do not want Detroit immigrant families separated and deported because their license plate information was stored in a database that ice could have access to members of the Detroit immigration task force would need assurances in writing that the Detroit Police Department would refuse to share license plate reader data with ice directly and would never store information in databases that ice could gain access to. If there are written policies currently in place. We have not seen them and we would like to see them before expansion. We would need the Detroit Police Department to adopt a usage and privacy policy governing license plate reader technology that includes protections to prevent residents data from being used for the purposes of enforcing immigration law. That's not the job of Detroit Police. Overall though we would really encourage the department to limit the use of license plate reader cameras and technology and given the severe potential risks to immigrant residents and other residents personal privacy, we would encourage them to reconsider use of this technology altogether. According to the Electronic Frontier Foundation, automated license plate reader data is gathered indiscriminately collecting information on millions of ordinary people. Although most people whose license plate data are collected and stored have not even been accused of a crime. Expanding this technology ramps up the opportunity for officers to track every single vehicle they come into contact with targeting every movement and location or person patronizes this has the potential to limit free speech and legally protected organizing efforts. This technology also allows officers to create hot lists, allowing them to automatically identify or track vehicles in real time, meaning an officer can get an alert to their squad cars or the real time crime center whenever a vehicle included on the Hot list appears at a location. Police departments have been found to use this data to target uninsured drivers or track down individuals with overdue court fees. We have already set a dangerous precedent in Detroit with mass surveillance, and although community organizer successfully fought off real time tracking of resonance through facial recognition technology, it appears that law enforcement and city government pursue new and innovative ways to target residents with real time tracking every time a new surveillance tool becomes available. The walls are shrinking, and so no one will be able to navigate the city without being targeted. That's not the world I want to live in. And I hope it's not the world you all are trying to create. We want safety surveillance is not and never will be safety and the evidence has already proven that. Thank you. Thank you,

Right. I'd like to thank you. thank the board for your time. My name is Abdul Nasir rat and I'm the managing director for research and data at Campaign Zero, a national research driven nonprofit focused on harm reduction and public safety beyond policing. Previously, I was at the New York City Mayor's Office of criminal justice where I lead research and data efforts for the police reform task force in the office of neighborhood safety. Today I'm here as a applied social scientist and researcher who's worked with both within and outside government on ways to improve public safety. I'm urging the council to vote no to the expansion of the automated license plate readers in Detroit. And I would like to focus on three reasons. First, it fails to reduce crime or improve public safety. Like many of like many other law enforcement technologies being employed. The effects are overstated inaccurate and prey on narratives of fear and employ anecdotal examples like Deputy Chief Hayes so so perfectly with ShotSpotter Deputy Chief AIDS was right about one thing with ShotSpotter effectiveness the research does show that it slightly does increase response time at the expense of draining other officer resources. But the research is clear across the country. Dark Cloud does not have a causal effect in reducing crime and has not been stout found to save lives. And don't I don't want law enforcement to lead you astray on that ALPR is no different recent research attempting to identify a causal relationship has continued to fail. The second part is the error rate. And August 2020. There were a police department in Colorado blamed ALPR for Miss identifying a stolen vehicle after a video went viral showing a black family with young children are being held at gunpoint in broad daylight. This is not a rare occurrence. One study found that the error rate is roughly 10%. That is one in 10 vehicles. Right now you have 80 cameras and you're going to be expanding it and this next step. Third privacy in history. I won't go too much into that as the ACLU and other Detroit residents have wanted to. We urge you to vote no on expanding ALPR technology, eliminate the use of ALPR and evaluate the existing ALPR is already in place. Like to validate Commissioner Bernard state statement on this this is something of serious concern and of course, sort of comment. Thank you. Thank you.

Please vote no on this report, which you can do a for no poster because this is something that will not protect the rights this report does not protect our rights there. I've read their data retention policy. It does not protect our privacy from other agencies and other private funds. And it just hands it over for no reason. The police department also thinks that this is a waste of money so they also don't want to use their own money. They had a surplus last year and they have a surplus this year. So please keep their hands off of ARPA funds that we need to fix the city and focus on safety measures that actually maintains human involvement because technology will not solve us of human caused violence. Also, please ignore the deputy chiefs claims that sources other than his are legitimate This is how quote data driven policing is actually done. We use multiple sources to verify the claim not just one guys. Also two that receive claims that they do follow sidewalks but the only reason we're even having this hearing is because we the coalition we the community, call them out after he tried taking it straight to city council passed you're ignoring SOX and if you don't believe me look up the meeting during budget season which very sneaky timing. Um, he is he got promoted while that criminal while the original assault charge was still on his record, and he is still there and probably will continue to be there with a new criminal charge on it, which is the originating event was still an assault of violent act. The FDA that we have here, there's a two of them that come up one is the contract between the DEA POA and the Detroit Police Department has not been improved. And that contract provides a loophole to get around the city charter, which has been upheld by some courts and was not appealed back when this board had a city attorney. Oh, there's another problem. They don't have one now. And then the other problem was in spite of while not all of you are commissioners them but some of the commissioners at the time voting to deny a promotion. They also failed to do anything to change the training regarding that type of use of force. nevermind the fact that the supporters of Mr. Jones police officer supporters all went up there and said he did what they would do and they would do the same thing. I'm wondering and Deputy Chief Hayes's gone save that the license plate they show the license plate like somebody steal my car, they show the license plate what happens to the plate say I'm driving my car with the reader read like they're gonna criminal it is my car got it back. So that's my that's my that would be my question for does my license. If somebody will steal my car, does my license plate stay in the record? And then I'm driving my car. And then the police see me like, oh, they go to criminal to stole the car, but it's my car. So I'm concerned about that. Awesome concern about the children that are missing in this city. You know, there needs to be a press conference that the children returned home. There were two children that was missing the other day. And what's happening the paper was state that the child they live by permission but we have to realize there are decoys out there for children to Lord them in. So I'm this is going to make national news and I just think the city needs to be on it. People have reached out to MSNBC, CNN, CNN, we have to talk about these missing children. You would not find that in another city. I don't know if it's because it's an African American city. You have complaints, let it be told. But the idea of you castigating our commissioners and Carter of all people, she's just like my daughter, I cannot understand. When someone's doing a good job. Why are you complaining? She's down here in southwest Detroit. Her husband's down there. And they're doing a hell of a job down there. So what do you got to complain about? I know there's some things that the commissioners don't do that you don't like, but be decent, and do not be ignorant come in here before the commissioner. I come today to call publicly for the resignation and removal of the commissioners as I've been saying in my public comments the City Council Chairman Brian Ferguson, Jim Holly Lisa Carter, Willie Bell, J Zeus, Hernandez, Andy Holt quantas Presley, you all should resign and you should be removed from your jobs. If you not be removed. We all shall recall you and we shall run an election against you and we'll find somebody that will represent our police. You have disgraced this board. You have disgrace oversight, you have literally put us in danger and your own failure Chairman Holly, you have literally failed this commission by admitting you have no power. That's when you should have resigned because you took an oath to swore that you would protect our people and you've been in the game for longer than ever. Year to date. 2023 report of May 4 facial recognition technology clearly detailed that 100% of it is used on black people 93% of the time this surveillance system is used against black men. I am against the automated license plate reader ALPR technology I urge the commission do not sign this report and to vote no on expanding this technology. Automated license plate readers are invasive and with other info can indeed identify individuals. license plates should be considered personal identifying information. The occurrences of misreading plates can lead to or not lawful, the detainment of residents. The right to the right to privacy is fundamental to the kind of society we want to live in. We need more community services for the people, community mental health for the people unless things like green light ShotSpotter and ALPR. Thank you.

My name is Vaughn Jones and I'm a member of the coalition for police accountability and transparency. And I'm here because I am against any type of surveillance that we continues to have in this city where there's licensed readers ShotSpotter and we are looking at the wrong things to curb violence in the city. As you stated about the uptake of car thefts, that's those economic crimes, people are stealing to get money. We live in a city with a 30 Almost 40% poverty rate. There are so many things that we need to invest in. We need to declare our city a public health crisis and and these are issues that are out of the police wheelhouse. We have given our police too much money and too much control. And if we want to cure our city of crime, we've got to look elsewhere. It's unfair to the police is unfair to the citizens our citizens need so many other things and we cannot afford to continue to invest money in things that don't work. license plate readers ShotSpotter we're spending money when we could be investing in services that will heal the people of Detroit services that the people need low income houses, fair wages, there's so many things that we need, that this money can be invested in and I know it's not part of your house, but you can see that this surveillance is not good for Detroit. Yes, thank you that my name is Justin the case and I am a resident here of Detroit. And I came to this meeting specifically to talk about spot ShotSpotter. And to say that I really do not want to expand any more technology here in the City of Detroit's I agree with the young lady that spoke before me these are economic crimes. You're talking about the license plate readers. I'm pretty sure the majority of the people that are spilling cars are young black men that do not see past opportunities in the other way. And so to even shift our thinking to think about how do we invest in them, instead of continuously criminalizing them and surveillance and everyone I feel uncomfortable with this because we all know the technology and the rapid the rapid and quick transformation that technology is going with AI and how every computer is talking to each other. This is just dangerous. This is extremely dangerous. And I am just disappointed that as a majority black city that we are participating and literally having us under sun belt like this, this is so invasive. I sit on my front porch all the time I sat on my porch, I looked up, it's a camera up to a ShotSpotter camera. There's no shots on my blog. Why is this camera on my blog? This is invasive. So now I feel like I can't even sit on my front porch to say hi to my neighbors. So that's it. I will yield the rest of my time back. Thank you.

Good evening chair are the presenting the Human Resources Report for the month of April. These reports will cover departmental staffing, personnel recruiting, recruiting initiatives. And also you might have already received the packet with additional information in it for the audience. I do have slides for you all. So for the bo PC. Next slide. So our current departmental staffing. We're currently staffed for the month of April at 90%. We had for sworn were filled at 92%. Were down we were down to 196 vacancies for the month of April. Police assistance we were filled at 70 with 30% vacancies and for civilians, there was an increase in some of the civilian structure so we were at 81% with 19% vacancies next slide. First sworn recruiting from the beginning of the fiscal year so April the 30th. We had a total of 3276 applications 59 were in processing 262 applications were withdrawn. 1921 applications were archived. Foreign and 39 were temporary and disqualify foreign and 54 were permanently disqualified. We had 194 they were waiting in Cole's 200 And I mean 194 They were waiting and then 1921 archive during that period beginning of the fiscal year until end of April. We also hired 172 personnel. Next slide for him calls testing or written tests we had 154 that were scheduled 101 personnel appeared 68 Pass 67% passing rate 33 Failed 33% failure rate to reschedule 51 No shows for physical agility. We had 135 that were scheduled 81 appeared 54 paths that was a 67% passing rate 27 Fail 44% failure rate 12 reschedules three withdrew and 39 No shows. Next slide but total new hires for the month of April, we had a total of 36 sworn five of those 36 were five for members who were reinstated to the department 27 New civilians for a total of 63. We also had an academy class that graduated 27 In the month of April. Next slide for Detroit residency for Detroit a total of 553 sworn foreign and 33 civilians 15 Police assistants for non Detroiters 1843 sworn 217 civilians 23 Police assistants of those numbers 14 are Detroit residents for new hires for civilian and seven for sworn. Next slide. For the attrition. We're still under 15 for our show, which is where we like to see for the month of April 14 separators worn 11 Civilians are total 25 Next slide. For leave of absence and restricted duty. We had a total of 13 sworn for FMLA continuous eight civilians that fell on that calendar category. For sworn FMLA intermediate 71 sworn 75 civilians for paid parental leave 10 sworn medical leave five civilians military leave one sworn one five I mean once worn five civilians for restricted 157 were sworn 10 are civilians, disabled 19 sworn one civilian and sick was 16 sworn to civilians are monthly separations we had a total of 14 Nine were police officers one investigator, three sergeants one detective, there were 17 suspensions 15 were police officers one Corporal one sergeant. In addition, we have 538 members that are in the drop. Just to continue on that was not in your packet. I didn't have time to print and looking at calendar year, January through April, we had 53 separations. Compared to the new hires we had a total of 130 So we've net gained through the end of April 77. Next slide should be sworn separations and then if you go to the next slide after that, for departmental separations for 2022 to 2023. As I stated 53 separations from January to April 58, including the five from me. We started to see the downward trend and separations beginning in October when I compare January to May of 2022. We had 124 separations compared to right now we have 58 So we've done a really, really good next slide when I look at separations for other departments since 2022. To the present, we continue to see a downline and members resigning and going to other law enforcement agencies for the month of April. It was three compared to the month of April and 2022. It was 13. Next slide. Sworn appointments in new hires go to the next slide after that. We have five academy classes. five classes over at the Academy. We have 127 students of that that was out of those classes. We had 19 There were former members returning to DPD 14 of them are already back on patrol. Right now we have 38 personnel in background and 35 in free background. Next slide show 2022 to 2023 reinstatements when I look at the reinstatement since 2014 to the year 2023. We have surpassed every single year since 2014 2023. We have 24 that have been totally restated. But when I look at the comparison of since the contract renewal, which is the next slide, we've had 68 requests 38 of those have been approved. We've already hired 32 And we're continuing to receive requests. Next slide show recruiting initiatives. And then if go to the slide that's after that we are continuing to engage high schools, colleges be involved in the community. We have a career DPD resource fair that's coming up may 27. I do have a flyer for the board. It's going to be from 11am to 3pm as uzman Park and we also have a career fair that's coming up. It's going to be June 24 locations on that is to be the to be determined. So we're doing really well. We've also are going to have 90 Merrill fellows interning with the department and we'll continue to grow our numbers with grow Detroit youth talent and some of them may or fellows have already expressed a desire to apply for jobs after their internship pending any questions. So there's a process that goes through for the drop due to the new contract
