These are people that we pray for unity and cohesiveness lower and eager to hear what it is that you're saying. Thank you. Morning. I'm Thomas and I'm the district supervisor with Michigan Department of Natural Resources. We have a PowerPoint presentation that I'm going to present. I appreciate you giving us time with you today. And I apologize if there's any technical issues as we are setting this up.
Wonderful, thank you. So with me here today. I have Amanda Treadwell who's our district field planner, Lieutenant Todd Cisco from the Law Enforcement Division with the Michigan Department of Natural Resources and mod lion who's the interim president of the Belisle Conservancy. Sorry to say that Karis Floyd will be unable to join us today due to an illness but he sends his best wanted to talk briefly about the Belisle Park Advisory Committee of which we're lucky to have one of our members with us today is Angela Lugo Thomas and then obviously we are experiencing a vacancy very shortly with our chairperson, so looking forward to that position being filled jointly by the governor and the mayor. And there's also a another vacancy that is yet to be filled. We do have several remaining meetings for 2024 and invite you to join us both in person and virtually this next meeting this Thursday, May 16 will be held virtually, but the rest of the calendar year we will make sure that participation is available for both as you know the Department of Natural Resources is managing Belli Belisle in collaboration with MDOT, who takes care of the roads and bridges in collaboration with law enforcement division and the Michigan State Police which help us with public safety. On behalf of the City of Detroit. Our staff members include 27 Summer staff of which we're very lucky to have filled all of our positions this season. We have our park manager, Park supervisor and an accounting assistant, three general office assistants and many many park rangers, lead Rangers, janitors, and our horticulturalists and groundskeeper team, which manages the conservatory for us. We often have job opportunities available and we're always looking for people to join our team. Current job positions can be found at government jobs.com forward slash Michigan DNR. We do have a park ranger position that's currently open and a general office assistant position that's currently open and we encourage all to apply for those positions. We do have a summer youth employment program that's been a great success throughout the years at Belisle, partnering with several different agencies, including some of the agencies listed here. And this year, we actually joined a new program called the conservation leadership apprentice program. That program is meant to be the next step in the Summer Youth Employment Program. So these were students and young people that worked with us throughout the summer, and they had the opportunity to extend their employment into the fall and get more hands on one to one experience. With all of our career staff. In 2023, we saw a 7% increase in attendance. That's reflected not only in how busy folks found the park to be, but also in some of the amenities that we offer. For example, the aquarium experienced a 3% increase. The Conservatory unfortunately was closed due to construction we're hoping to have that open back at the end of this fall. And as you can see, there were increases at the Dawson and increases significantly at the Belisle Nature Center, which was closed for construction the previous year. We hosted over 181 special events. These included things like festivals, the koi festival, birding fishing and kayaking and hiking events, the kite festival, many weddings, the 39th year of the metro Detroit Youth Day of which will have the 40th this year, several music concerts the Belisle, Art Fair, and several church picnics, wine and food experiences and the DPD car show. just skipped a slide you'll be seeing several shelter improvements and restroom improvements coming up in the coming two years. For example shelter nine we'll see some stabilization efforts. Shelter aid we'll be seeing new roofing new lead paint abatement shelter to we'll see some roof repairs and asbestos abatement several shelters were painted and roofing and facia were replaced. Despite only a seven or excuse me despite a 7% increase in attendance. The island actually reached capacity only twice last year. That was due to increase staffing at the booths, improved parking migration due to the MDOT project, improved bike lanes and a connection to the riverwalk including sidewalk repairs. So now you can connect from the riverwalk all the way to Belle Isle through the Uniroyal site. I'm going to turn it over to Amanda Treadwell who's going to talk about some of our investments for the coming years.
Morning. Thank you. I'm happy to share with you current investments in the park overview of last year our total investment from DNR since 2014, is now over $140 million. This includes large capital investments and infrastructure that's the majority of the amount shown here smaller maintenance improvements by Park funds operating expenditures other division operating expenditures including law enforcement and in kind volunteer services. The break down a highlight of improvements for 2023 includes the vast nature of amenities in the park. There's a lot of historic structures, a lot of ecological resources in the park to improve and we're working across the board to address a lot of the historic and ecological restoration needs at the park as well. Last year we had moved far along on our Planning and Community Engagement regarding the parks circulation so we're have a multimodal mobility study underway now to improve the access and safety for our park visitors in and around the park and had a very strong engagement component of that and actually worked with the community to revise some of the initial recommendations to improve safety and circulation and modify those keep the one way loop around the park and then incorporate it to a cycle track for bicyclists around the perimeter that would complement our island Loop Trail. So here's a breakdown of the different investments for 2023 Showing you can see there were $16 million in capital projects, smaller projects done by staff and park allotments and then staffing and led expenditures. Tom kind of went into detail of some of the improvements coming up this year. But amongst the shelters, ADA accessibility around key infrastructure like the casino and aquarium conservatory. So we're looking forward to getting those implemented as we work on engineering for those this year. We'll also be kicking off some significant planning studies this year. In partnership with the Bella Conservancy and the community and stakeholders. We're looking at a large facility plan for the aquarium conservatory to help us phase out and prioritize improvements needed in that building. And then as well we'll be looking comprehensively Park wide for development opportunities as we align infrastructure improvements. So up to this point we've done a lot to try to stabilize the buildings now we're able to start looking ahead to improve facilities that are not open to the public. So and then the DNR was secured another 23 million that was approved by state legislature and ARPA funding to provide some much needed improvements for he key facilities around the park. The $23 million break down will be 6 million invested in the Scott fountain that is to shore it up it needs structural repairs under that concrete deck that's supporting the basin. Eight HVAC improvements for the aquarium and the that planning study for the facility there. Parkway hazardous material abatement that will address the shelters and restrooms Tom referenced earlier. And then again that about $525,000 for the parks strategic development plan. And then we're making a significant investment in park Wayfinding. And that plan is come out of our multi mobility study to help park visitors new visitors navigate around the park. Both vehicular pedestrian and bicycle circulation will be addressed there. And then with all the infrastructure improvements going around the park, we're also addressing the Belisle, boathouse. So again, we prioritize all our efforts on health, safety, welfare of the public and visitors. And so currently, we're going through a process with a community on the boathouse to define its future this started last December, DNR put together informational page on the website and invited the public to comment on thoughts for addressing this, this building that needs over $40 million to address the building and the site together with the ARPA funding, we have a limited amount of capital to be able to address the structure at this time. So So December we secured comments. Overwhelmingly, people wanted us to seek out proposals to work with potential developers. We put out a call for projects and requested letters of intent. We received five interested parties who wanted to put in a proposal three of those were really viable letters. With some financial capabilities and experience in this kind of project. So we toured the site with those three parties and they are I have been invited to submit a more formal proposal and have through the end of July to do that. So and the DNR, the friends of Detroit rowing, the Bella Conservancy has met several times with these folks and they continue to visit the site. So we're looking forward to those proposals and receiving those at the end of July and then they'll really be reviewed at that time. All right. I'm gonna turn it over to retain Cisco and Owens.
Good morning everyone. Lieutenant Todd Cisco Dean or law division. I'd be remiss if I didn't mention Sergeant Damon Owens, who's integral to the boots on the ground supervision of our officers on the island. I've been with the silent campaign since the get go, as is Sergeant Owens. So in our 10 year tenure, been involved and of course for law enforcement. We share those duties of Public Safety Enforcement together with the Michigan State Police. They like to give you a breakdown annually of what we do out there as far as enforcement efforts for public safety. So in this whole paragraph, there's a there's roughly over 500 citations. The biggest thing that we come into is speeding and you see that biggest on the graph are 39%. So we've taken measures to try and help educate the public on the speed issue. We've incorporated digital, this is your speed signs. And I want to thank Tom vissa for helping with that with the park division to get those out. We also have a mobile unit on a trailer that Sergeant Owens knows really well and intimately because he moves it around to make traffic aware of this we're trying to to keep us safe. Stay at assign the island and that's why we're really on the enforcement of the 25 mile per hour. If you look through all these other citations, a lot of what we do out there is obviously traffic derived we still have alcohol issues on the island it's you know alcohol free other than by permit other citations 153 That's a bulk of different things that's that's people that might have warrants out for their ass or other equipment violations. So it goes on and on. But you saw the breakdown of 500 or 5 million visitors and all of that. We're only getting a small part of that for citation context and the fire. Speak a little bit more into Sorry, could you hear everything I said? Thank you Okay. Public Safety breakdown. As I said, it's Conservation Officers, Michigan State Police and we do have state park rangers that are out in the park. The only difference between all of us is that state park rangers do not have uncle certification, which means they're not first statute law. Enforcement Officers but they do have authority, the director of the department to enforce Park regulations. And throughout the year, we are involved in a lot of community events. Obviously we're big proponents of Metro Youth Day. This is a photo from this past summer but we're integrally involved with our brothers and sisters in Detroit Police Department. We annually do stuff a truck, which is our program to get toys for Christmas and we donate all those forward to the sergeant Santa program. proud supporters to help out with the Detroit hire show that was out there for the first time last year and any other thing we can do to help out throughout the year. We're totally engaged with the youth. We've had quite a few partnerships with the Metro youth groups that have come through there and our officers try and you know, work through some of those events. Turn it over to
and I represent the Belle Isle conservancy a community driven organization that's the nonprofit partner to the Michigan Department of Natural Resources. We're very proud of our aquarium which we were responsible for reopening and there's been a million visitors since we reopened it and almost 160,000 in this last year. Were open for free to the public. Friday to Sunday and I'm pleased to announce that thanks to corporate sponsors, we will be open for summer Thursdays as well. So through the summer starting on June 13. We'll be open four days a week. We also engage the public in many, many ways. We have both self guided and docent led tours through the aquarium 500 school kids a year. We do professional development programs for teachers and special events and community programs and have other interactive elements. We have just added a retail kiosk out in front of the aquarium. There's a container thanks to Carhart, and this will actually function both as a retail space we have seven local vendors that we'll be featuring among our our various merchandise but we also will be de facto a visitor center asking answering questions about Belisle and offering lots of help to visitors. We have over 2000 volunteers every year, who are docents in the aquarium and when the conservatory reopens, they will resume their work there. We have educators and greeters. We have tanks keep escapers who helped us with the aquatic displays. And we have a wonderful group that we call the four old guys that's our facility improvement team who donated over $200,000 worth of time last year on maintenance in the aquarium and we also do keep Belle Isle beautiful since 2017. We have engaged 11,000 volunteers and picked up over 40 40,000 Sorry, less pounds of trash and plastic and other pollution and it kicks off in April but it also continues every month through through the fall. And here you can see some of the the many plastic bottles we've had a particular focus on plastic pollution in recent years. And we also do citizen science data collection and in particular we monitor mud puppies on the island which are a salamander. That is a great indicator of water quality, because they're very sensitive and we have a small fleet of kayaks that help our volunteers to clean the canals and the inland lakes have Belle Isle. And this year in partnership with the city of Detroit office of mobility innovation, and the Council for Great Lakes region we have the bee bot which premiered on Earth Day. It's a remote controlled robot and see it here that that goes up and down the beach and digs about two inches deep in the sand and pulls out bottle caps and cigarette butts and whatever else is in there and will help to keep the beach clean and safe for visitors and keep that pollution out of our waterways. And we also have an outdoor classroom that's behind the aquarium and recently had this mural that was painted by artist Tony hooligan that shows you what's above the waterline and below it and really ties to a lot of our scientific monitoring education programs. And to conclude, we're very excited about our new president Megan Elliott, who will I know familiar to all of you, who is going to start with us on July 1.

thank you, man. Thank you, sir. How are you? Good to see you. I just wanted to ask when I drive on Bill aisle at night, there's not a whole lot of lighting that's going on within there. Tell me what is the plans to increase I mean, it's really dark. So is there a plan to like have brighter lights to increase the footprint what exactly is the plan here for that and what's the price tag for that mistake?
So as you've astutely pointed out, most of the streetlights there are 207 streetlights along the roadways of Belisle. And in the last two years, the majority the overwhelming majority of them have been out so we've replaced about 60 of them ourselves this year. They're actually quite expensive. For my understanding. The reason they all stopped working is they were very beginning stage solar technology when we first got them and they've basically aged out about nine years after they were installed. So our plan at this point was to make sure that we've addressed the intersections and the parking areas with the streetlights as much as we could afford in this fiscal year. We're going to continue to replace those as time goes along. The really nice thing about the new ones that we've installed is they have a nice impact for wildlife as well. They're only at 20%. And then when a vehicle or a person gets nearer they come back to 100% for about 10 minutes and then go back down. So it's got like a smart light Yeah, as a light Oh, yes. Much more, I guess smarter technology and then what was originally
more advanced. Yeah, okay, because that will be really, really good. And so I just wanted to also ask you really quickly, I noticed that there are some charging stations at Belle Isle. I just want to know are you going to be adding any more and you're going to increase the diversity of those charging stations. I know you had to have like a certain type of car in order for that charges states are you going to increase the diversity so they can have any type of electric vehicle that you have to get that charge? And do you have a footprint of how big it's gonna be? And what's your timeline for that you plan if you do plan on expanding? Is it three years, five years?
I think we'll probably start to see more within the next three years. As you know the two that are installed now are fast capacity chargers. So you can fully charge your vehicle from about 20% to 80% in about 45 minutes. So during the time that it takes you to maybe take a short hike or go through the nature center. The intention is to continue to do that the Michigan state parks have partnered with different agencies including rivian To bring charging stations throughout the Michigan State Parks. Obviously bio is going to be a key focus for us in the next few years as we develop those grants and those partnership opportunities and we'd love to be able to offer them in different spots than just the nature center throughout several different areas of the island
is my final question. As you know that giant slide has been in the news a lot and I remember when I was a kid, the giants like I was scared was scary when I was a kid when I was when I used to wear the knapsacks and you know go down there and I got bucked off a couple of times and thought I was gonna fall off the slide myself. So I still have scars about that mentally as you can tell. So I just want to ask, Are we done anything in order to make that safer? And what has been the progress in terms of making that safer for people to be able to want to ride it for our children to be able to walk right so they can enjoy it?
So we do fully intend to open the giant slide this year, we just received a quote to improve the landing surface for the giant slide. As you know, it was kind of a very thin rubber matting. We've engaged with our Sinclair which is a playground surfacing company that's on contract with the state of Michigan. And they've given us a quote to replace that. The Rangers have improved things like the side curtain area that prevents people from obviously coming in contact with the railings and falling and then operationally speaking making sure that we have trained staff there instructing people on how to properly write it, how to do it safely, and monitoring that constantly. You know, for example, if the speed starts to get a little too high, there are methods that we can utilize to keep it slow.

actually, it's probably best asked of Amanda if you want to.
Yep, that as I mentioned before, the team pivoted to incorporate public feedback related to the one way versus to a loop. So that took a little extra time into our schedule. We're looking to have final report that we'll be able to share with the public in July. So and then, as I mentioned before, be working on implementing the wayfinding this year. So we heard back from the public to that was a real important piece to get in sooner than later. Thank you. To that point,
regarding the Wayfinding. Um, so I asked because part of the feedback that I gave, or mobility planning is shuttles to and I consistently asked for shuttles for everything that we possibly can do and we have people that are going into the shuttle business looking for businesses to to interact with. So just want to, again, pin the idea of having shuttles working with someone locally from our neighborhoods, from our rec centers, to Belle Isle. And then when it comes to the wayfinding just want to make sure that we are making that language accessible. If we're not able to do different languages Spanish Arabic and barley, which are the other main languages that are spoken here in Detroit, many others as well, I'm sure at least doing it in a way where IKEA style there's no words when you open up an Ikea pamphlets, but you know the directions and just making it accessible for folks that no matter what language you speak, you're able to find your way around the islands is my only other point that I wanted to make. Not No, not all of them. I would say the vast majority of them were out. We partnered with companies that are putting cell phone repeaters along some of the towers, those ones are functioning and then we installed about 60 ourselves this current year. Not all of them are out but I would say roughly 80% of the more Yes, I
know. Okay, so where I live, we have Hyde Park and we have maybe one or two solar lights out there. One has been there for like 20 something years so I don't know which company you use, but our light lasted over 20 something years so maybe you got to look at who you got those solar lights from. Right? Yes. And yeah, you're exactly right. Expand nine years. Yes. Correct. They're supposed to last at least 20 years. Absolutely. Okay. And my second question is the restaurants how many restaurants do we have on that island?
We have roughly nine toilet buildings that are currently open and two that are not.
Last year. It wasn't you there was another gentleman here who said all of them were open and my staff and I went out there and only two were open up the nine. So how are we looking this year? Because last year the ones that were opened the two that were open were in pretty bad condition. So if we have nine on that entire island, how many are regularly open to the public? So
I've I've made sure that the staff not only keeps all nine of those open at all times, we've contracted with an overnight company so that once the park closes at 10pm the company comes out and refreshes the restrooms restocks them and cleans them because as you know the park opens at 5am when you walk in at 5am Most restrooms are open. The doors are never locked 24 hours a day. We keep them open.
Okay, that's how many restaurants again, there are nine and how many are open.
There are nine that are open. There are two that are closed. Yeah. open right now to the public. Yeah, the two that are closed are currently awaiting hazardous material removals. Okay,
and I hope we will do everything. Thank you. I hope we'll do everything we can to save the boathouse. You know we as a city tear down a lot. We demolish a lot of historic structures and I'm hoping that's not going to be on the demolition list. Also, what about the zoo? The
zoo. I'm sorry that the zoo structures are on the demolition list. There were several structures that are obviously fairly hazardous. That is part of that our program to remove those and as you know, we did the Michigan State study that engaged with the public, we had over 7000 responses, and the overwhelming majority wanted not only the fence removed, but that area restored back to a natural more passive recreation. So once those structures are removed, you can expect trails and and things like that to bring folks back into the flat wooded areas.
And what I've come to realize and this is just a statement that I'll be done in the city where I was born and raised. Since I've been in this position. What I've realized is that a lot of our structures that a lot of us from Detroit, in Jordan, when we were children are allowed to are neglected over the years and then the justification for the demolition of those structures is that they're no longer safe, or you're not going to have a safe structure. If you don't give it any TLC. More than likely that structure is going to have to be demolished. And that's the justification. So that zoo was wonderful for a lot of children. A lot of children can't make their way to Royal Oak to the Royal Oaks zoo, but they can certainly make their way to that small zoo wasn't a huge Zoo. I don't know if you remember it, but I do and I'm sure a lot of my colleagues remember that so so it's unfortunate that our children in the city don't have a zoo in their city. Because Royal Oak. That zoo says Detroit zoo but that's not in the city. We need our own zoo and our city was just in Grand Rapids. And even Grand Rapids has their own Zoo. So hopefully one day we can restore some portion of the zoo on bail out where it was and has been for a lot of years. Thank you Madam Chair. Thank you, sir.
Thank you member Callaway council member Johnson. Thank
you Madam President and good morning. Thank you all for the presentation. I actually want to start where member Callaway left off. Regarding the boathouse I know this body submitted a resolution asking for the salvation saving the boathouse and not demolishing it, and the state had provided some ARPA funding for potentially demolition of the boathouse. So can you talk about I did hear the presentation about the RFP that had gone out and things of that nature, but can you share with us whether or not you've been able to stabilize it or to secure it keep it from further deterioration from the elements?
Sure, so a couple of different things. The last two winters, even though there was a Do Not Enter order on the building. The DNR has maintained the heat throughout the entire time. So the boiler was still on and is still on, it's been maintained. So the elements are not getting to areas that are significant concern. There are porches with failed ceilings and and the like. But that particular area regardless of if it's rehabbed or not, those porches are in a state where they're going to need to be removed. The main concern is that center structure and as of right now that is still sound.
Okay, so it was the like an overhang or something over a porch over an exterior area where the roof was compromised.
There are several areas where the roof is compromised. The areas in particular that are compromised include those porches. There are some relative I don't want to call them newer because they're not new but there were additions to the buildings that have collapsed. And then there are certainly places in the lower area of the building where the ceiling has collapsed, which is actually the floor of the second storey. So there's significant amount of restoration that's needed. For some of that but as of right now, the further deterioration has been slowed. as you mentioned, if a proposal comes forward that is both viable and something that is able to restore it, then certainly the DNR is is planning on partnering with that agency to make sure that we make it happen.
Okay, thank you. And my other question is relative to contamination at the beach. I think last year there was a story that was done, where the beach was technically closed. There were a lot of Detroiters who were still utilizing the beach and it was closed due to high levels of bacteria within the beach. Are you all able to do anything to address that? Recognizing that, you know, a lot of it just comes from what ends up in the Detroit River and the tie the connection to the Detroit River? Any advocacy work, anything that you all are doing to help keep the beach clean and safe?
Certainly. So there are several different factors that work into how the beach E. coli levels are tested. And as you know, it's a river. So when we test it, whatever we tested 10 minutes later is further down the river. We've done several different things on the island to address that including making sure that we're monitoring both sewage outflows and that we're keeping the beach clean ourselves. We've done things like Wildlife Control EES habitat, making sure that we have dogs on the island that are scaring the geese or an S destruction program, making sure that that does not contribute to the factors in there. And then lastly, to address the beach closure, we've readdressed to the close your plan should it happen so that not only do we have signage out there but it's in multiple different languages that there are pictographs indicating that and that staff are trained to make sure that they let people know
thank you for that. I think it's a bit challenging when we have additional outfalls that are added into the system. And I know that you know some of our local cities have been awarded if you will, the ability to add in emergency relief valve for additional outfalls. Do you all I know it's very political. But I'm just wondering if you all have had any conversation or intend to have conversations just thinking about the impact of the Detroit River and the beach, because it's something that we think about all the time on the far east side in District Four because of the level of contamination that could be present as we as we see more emergency relief valves. come online as we see more outfalls that are allowed in the Detroit River, any role that you all are playing in that
the Parks and Recreation division is more of an ad advocacy role for that. The environment and Great Lakes department is the the lead agency that takes care of that stuff. And this so they would be the ones that would vet permits and obviously if there were decisions to be made that would be there. So I don't really have any, any role in that other than being an advocate for keeping Bella Isles Beach open as much as physically possible and humanly possible.

You know, a lot of visitors like to go there a lot more when we're glad to have a grand prix back downtown. but I know that was one of the heaviest events to fill out bail out. My question comes about marketing, obviously, for Bell out, how was it marketed and noting that I did not see it even mentioned in a Pure Michigan campaign and we're on the website here huh.
And now across the state but also folks who are visiting Michigan?
That's a great question. And so first off Belisle is the most visited park in the state of Michigan. And it is actually the second most visited State Park in the nation behind Niagara Falls. So we've we've done several different things in partnership as far as bringing events to the park. As you know, sometimes those events can be problematic with folks that want to come day to day and use the beach or go to the aquarium so really, in marketing is really about telling the story of balayage. So whether it be through pure Pure Michigan or whether it be through the DNR website, not only letting folks know what the improvements have been made, but what Belisle has to offer, we have a partnership with the Belle Isle Conservancy, and they've really been a huge push for bringing people onto the island and marketing for us. And I certainly look forward to bringing that to the forefront. But you know, first and foremost it is not only one of the most beautiful parks in the nation, but it's also the second most visited state
park there is and I'm glad to hear that. My question comes obviously, even from my time in the legislature. We were concerned when we talk about the Pure Michigan campaign, the lack of promotion from some of Detroit's greatest assets, and now that this is maintained by the state. Now and I still don't see on a Pure Michigan site, that's a bit concerning to me. So what can we do to have those conversations to ensure that it gets to a Pure Michigan I do I will say it is reflected on DNR site DNR let you list all your parks, but obviously Pure Michigan is also that campaign that pushes some of the great prizes and it's good if it's visited and it's number one now imagine what it can be if it is marketed even more. So I love to have those conversations but again, I love to see it on the Pure Michigan side particularly when we talk about a campaign statewide promoting some of the greatest assets that Michigan has. Well, I'm glad to be here this morning. I'm so honored by this council. Like I said I'm a senator of the Federal Republic of Nigeria. I've owned the Senate since 2007. And prior to that, I was also in the House of Representatives, where I served for four years. So today I'll share the capital markets and institutions committee of the Senate. But besides that, are my passion on humanitarian grounds, where I'm known for advocating for a better condition for the lives of persons with disability. So this I've done for the past 20 years. I've been an active political office, but I devote my time to the well being of persons with disability that we started since 2025 2005. And I'm happy today, that through our advocacy will not have a legal framework in my country for persons with disability, which has given rise to the establishment of a commission for persons with disability in 2018. Former President Buhari signed that into law in 2019. And today that Commission is doing well as far as I'm concerned, because before now, it is difficult for you to say that anybody who have offended the rights of persons with civility may not be punished, but now there are regulations. There are punishments for a public building that doesn't have mobility assets for a boss that doesn't have a seat for persons with disability, and all the rest of them. But besides that, we are now working towards having a normals budgetary provisions for persons with disability, even before I came to America on Friday. On Thursday, I had to move a motion on the floor of the Senate because I discovered that we didn't have a sign language interpreters interpreting our plenary sessions on the public hearings, and that was adopted. We also have to set up a committee, special standing committee for persons with disability in the Senate, that was also adopted. So these are some of the advocacy that I do for persons with disability but primarily, my assignment right now is to ensure the growth of Nigerian capital market.

I'm a member of the 100 and second Colored Troops Company B and I am a daughter of the daughter of the Union Civil War veterans or however it goes but anyhow, all that to basically bring you to my envelope. And I am very proud to say that this is a third year that we're going to have a Juneteenth Celebration on the grounds of Camp ward. If you are not familiar with camp ward. Camp Ward was where the black soldiers in Detroit were trained for the Civil War because they were black they could not go over to the other place. So they had to train a camp ward. Camp Ward is also a very historical landmark because you can read it all for this for June 15 10 o'clock in the morning until four o'clock. I hope you come because it's very important to take the alcohol out of our history, holiday and putting history back in and that's what we're going to do so I hope you read it.

About a month or so ago, the history of the east side of Detroit. I'm a West sider always have been, but I needed to know more about not just black bottom in Paradise Valley. And it was amazing. All of that history that came from the east side of Detroit just absolutely amazing. And I want to thank you for playing a role in that there are a lot of us there who were West siders and we just did not know all of the wonderful things about the east side from the 1800s all the way through the early 1900s. I'm with the Eastside Climate Action Coalition over at ECN isa community network here to really support the efforts of Gabrielle Santiago Romero and to help the safety committee in the fugitive dust ordinance that's going to be put on the table and definitely hoping that the Council supports that ordinance. Definitely keeping it in attack, keeping those opacity limits intact and down at zero, which is essentially the amount of smoke or allowed amount of contaminants within the smoke being emitted from whatever particular facility and we also want to emphasize the air monitoring portion of this ordinance and we also want to get community members involved and we also want to stress the emphasis on it would be of low cost to the city to have community members with air monitors and have an air monitor tracking system within this enforcement because that's going to be vitally important to this actually being an enforceable ordinance. Council members. My name is Simone sago back I work with the Southwest Detroit community benefits coalition. This is hard and one minute. I'll just say that I'm here today to support hopefully you will support the the ordinance for limiting fugitive dust in our community. We've done many studies over the years trucks air noise, dust, and no surprise residents health is much worse near these activities, industrial activities, we live too close. So we're looking for protections. We are concerned about the city's ability to enforce and we want a special attention paid to that because we fought hard to get the first fugitive dust ordinance passed it did in 2017. But our dust is worse than ever. Even with that. We also fought in 2010 to have an anti idling ordinance to limit diesel emissions. That's not being enforced. And we have things like truck routes that residents live on every night. There's posted signs no trucks between 7pm and 7am and that sign up for so all of these things are adding to poor health. Very poor health people are very sick physically and emotionally from these industrial burdens. Thank you.

I'm here to address the situational housing inequality in the Detroit area housing inequalities have been implemented in a rooted history of discriminatory policies and practices such as redlining. These practices are led to residential segregation, eliminate opportunities and an equal access to basic necessities for low income and minority residents. In my opinion, it is time for some housing justice to be done because for decades, people color immigrants and those with disabilities have been cast aside and discarded as invaluable individuals as well as seniors. My belief is that the necessary steps and strategies that should be taken to encourage housing equity may need to be fares by providing affordable housing having a limit on foreign investments and sharing DDA Downtown Development Authority revenue. One of the main causes of housing inequality starts with gentrification.

Okay, um, good morning city. Council. I'm here to talk about the abandoned houses in City of Detroit because of because of high Texas A lot of people in the city of Detroit go into foreclosure. According to Business Insider. Some properties went to foreclosure due to unpaid taxes, they were left abandoned. This demonstrates that people are unable to afford and live in their houses. That they live in. I would like to also address that there is not enough funding to improve community homes in a tree community. Still people fix up their homes, even renew abandoned homes. Brittany Johnson, Director of Housing and Community Programs of Habitat for Humanity states. If the city of Detroit was to fund they will be able to fix more housing in multiple neighborhoods. I know that perfect that gave us more money we'll be able to fix big day percentage of Detroit homes because I have worked with Renee Johnson and community come the community service with Habitat for Humanity. I hope that my vote matters to you and that you will take into consideration in the voting policies in Detroit, which I have given effects.

Good morning City Council. I'm here to talk about decreasing the number of liquor stores and increasing the number of grocery stores because it will lower alcohol abuse and prove the charges out and lower the crime rate. There are about two dozen liquor stores in Detroit. And according to the National Center for Drug Abuse statistics roguelite up to 3 million people die every year as a result of alcohol abuse declared a way to decrease alcohol boosts it's a decrease the amount of liquor licenses given out or make it harder to get them. Most liquor stores in America have a 20 to 30% profit margin and that is unfortunately a reason to keep them open. Detroit has a population of over 600,000 people. There are about 64 Full Line grocery stores in Detroit and like I mentioned earlier, there are about two dozen liquor stores. According to a report on a 2021 by the Detroit Food Policy Council. 69% of households in Detroit are food insecure. If you've replaced some of those liquor stores with affordable grocery stores, the amount of plastic or household drastically Decrease. Decrease in the modern ligatures will also lower the crime rate according to the National Council on Alcoholism and Drug Dependence. Alcohol plays a role and 40% of all violent crimes in the US. I'm aware that our city has already called for a ceasefire but just saying that we want a ceasefire isn't enough. We need our representatives in power to make to make action and it needs to be unanimous. I know that we made a there was a vote. And it was we call for a ceasefire. But there was two people who didn't want a ceasefire. And that's not just the vote needs to be unanimous. We're coming up on 4000 people 40,000 people murdered and including these most of these people are kids and families and how many is enough? We can't keep watching people die in front of our faces every single day due to an occupation of land that does not belong to Israel. And Hamas agreed to those terms. There is no reason that there should still be occupation of Palestinian land due to Israel.

And I've come here to talk to you about there not being enough free or or low cost community centers in the west and West and East Detroit area. There are many ways to gain community centers in Detroit area aside from downtown that cost that the cost are that costs high or high costs. Um, community centers are a ways to occupy kids after school or a week is equivalent to Boys and Girls Club. We have though, but they're not very good community centers don't only have to be for children. They can also be for adults or elderly. And there's a place for it could be a place for first time parents and homeless sees to come eat lunch breakfast and dinner. Um, this I have a sort of story source that states that community centers are are a suggested strategy to reduce this disciplinaries and access to services and

I work as a Senior la there are some issues there. One major issue is I don't get raises. We haven't had a raise. Now as you know, the costs of like gas, phone, etc. It's increasing. We haven't had a raise what we were ordered was mere pitons after being there. 50 plus years. I don't make $20 an hour, but I worked through the pandemic, a lot of employees fell by the wayside. I was still there. I worked there through the water crisis all issues they had I came to work. I have a perfect work record. But I need to be compensated financially. Things are changing prices are high. And this.
Morning, my name is James Fox, local 283 secretary treasurer and a former 21 and a half year employee at the DMC tenant. I believe what we're missing is the importance of lab assistants and the jobs they do. They are the backbone of medicine. Without them no patient person could be diagnosed and given the proper treatment. We always hear about nursing and doctors but the lab assistants are the people who allowed them to care for patients properly. That being said is 2024 and also tennis first quarter profits. Were $2.2 billion pay these workers a living wage provide affordable health care so they could continue to do the excellent jobs
they do on a daily basis.

But when a long train of abuses and usurpations pursuing invariably the same logic and this is designed to reduce them under absolute despotism, it is their right it is their duty to throw off such government and to provide new guards for their future security. And it's time that we started to provide new guards.

I'm standing here before you today because they actually saved my life on January the 13th. A couple years back, so I'm not disputing that. But what I am saying 10 It is just a corporation is just the business. The people who run it is me and my co workers who dedicate ourselves and get up there every day and get out there and we run it so they can make these profits every year but we are the ones that's overlooked. I serve as the director of climate equity at Eastside community network where we support resident led advocacy and resilience. Last month our ESA Climate Action Coalition hosted an air quality and semi truck townhall with elected officials and other leaders. More than 80 residents attended and the message was clear. We need stronger action from our local and state government to clean our air and protect well being. The Fugitive dust ordinance amendment in front of you is one step you can take as a legislative body towards this goal. We know that dust can come from multiple sources and then it has health damaging particles in it. So we need a more robust ordinance that accounts for the diversity of these sources, and insurance enforcement for the benefit of public health. I want to encourage this body to not only pass this ordinance in front of you today, but to also consider future amendments that would require fenceline monitoring and help direct fines to communities directly impacted. And while anyone is on here, just a representative of Detroit to see if they get a street sweeper street sweeper excuse me, on limonoids to get all that dirt debris off the street so we don't have to inhale it and my asthma does not have to be affected. I would like to see that happen immediately. I have been talking with representatives from the city of Detroit, close to Mike Duggan, about this problem. And they're basically saying that they're not going to do it because it's been going on too long. It's not right. And it's not anything that I signed up in this life to have to deal with on a daily basis.

And my concern is that the city has consistently lost population since the Mayor Duggan has taken office and district three continues to get bigger and bigger because the population decreases. So when all of district three becomes solar fields, like how big are we going to have that district for the council person to then represent? That's one of my issues. Going back to the first part is how can my neighbors oppose this? We've been given no information on how to pose it. We've been giving no alternative ways to put these solar fields up. And we have no plan of action. We don't even know when y'all are voting. So I would like some more information on that.

The State Attorney General did a report relative to the number of liquor licenses for offside consumption that had been awarded to Detroit businesses. And we are 97% over our limit. The amount of licenses that are awarded are based on population. We should be at about 207. We are currently at 421. And this moratorium is essentially asking for the state to review its practices and its policies relative to issuing licenses, considering that we are over the limit considerably. And I'm really just asking for them to help the process and can and look at their practices to improve upon them. So we don't have an over concentration of liquor stores or facilities that provide offsite liquor consumption. With that, if there's no additional discussion,

And if Steve here I don't know if Kevin's here or not. We, as a result of the council's postponing their decision last week we were asked to go back into bargaining. And both sides did that. Both sides have spent a considerable amount of time trying to resolve the issues that are very important to the DMC very important to the unions very important to employees at the DMC and I'm here to report today is that we had approximately 20 items, we were able to basically get agreement on all of them. And we now have a tentative agreement and Steve Hicks who's the president of Teamsters local 283. I think he said you know a few words earlier. But we do have an agreement. And we thank you for your involvement and and and hopefully getting the parties closer together. All right.

The the additions that were made at the request of councilmember Santiago Ramirez office was to allow not just Detroiters to be the benefactors of secondary street titles. So with the additions that were made, and of course we will get more into detail on this at the public hearing. We've added language which allows members of the weighing up Macomb Oakland, metro Detroit area to be nominated for secondary street signs. Now of course, this still is the will of the body to decide who makes that list and it's not an easy standard. It requires four council members to receive just the nomination before even the approval. But what this does is it allows people who still had a very large impact on the city of Detroit and the community to still be nominated as a secondary street name, even though if they did not live in the city of Detroit. In addition, what was discussed in detail in planning economic was what is Metro Detroit. As laws important words matter is one of my law school professors were telling me back in the day, so we tried to reduce some ambiguity make it a little more precise so we explicitly said Wayne, Oakland, and Macomb County we're not going to be getting people out from Novi or Jackson or something like that. So this just adds a little more detail to that and I would defer to council mom Member Santiago Ramiro if there's anything additional she would like to include as she is the sponsor. For this ordinance.

More specifically, we are asking for this change because we have come across issues in trying to honor Vincent Chin, who was a huge advocate in the City of Detroit's who is buried in the City of Detroit's but who live in Highland Park. And during discussion in the Planning and Economic Development Committee, we talked about how do we get to the same place without necessarily changing the ordinance so that it allows for individuals who lived in Oakland, Macomb or Wayne County, but to retain the city of Detroit residency, and allow for exceptions, I think, as we open it up to Wayne, Oakland, and Macomb County, we may get a barrage of individuals that are interested in applying for a secondary street sign recognizing that they will still need the support of three council members, but I think it just essentially dilutes the work, the commitment that Detroit residents have in impacting the lives of Detroiters in the city of Detroit. And so part of the discussion was just can we keep the city of Detroit as a requirement? The 10 year residency as a requirement but then allow for exceptions. And I'm not sure how the sponsor of the ordinance feels about that, but it just gives us the ability to get to the same place where it Member Santiago Romero. Wanted to move forward, acknowledging Vincent Chin and his work in the city of Detroit has advocacy, that we could still do that with the support of additional council members, but still require that city residency. Thank you, Madam President.
Thank you members. And I'm assuming during the public hearing, you all will continue to make possible amendments at that time without triggering any additional
hearings through the chair. We wanted to just address this portion portion early because we knew this was important, not trigger any additional for this specific addition, because we know it is time sensitive. Since we arrived here on council a few years back, we have had an extensive outreach with community and with industry. And I do understand that there are things to be met on both sides on the industry side, the three issues that we were flagged were one where the fees were going that we're going to be collected in case industry is not going to is not complying with the fugitive dust plan. We have confirmed the fees will not be going to their own fund. They will be going to the general funds. Frankly, I believe they should go to the public health funds, but we are sending the fees to the general funds one. The other issue being the capacity limits we are being asked to consider changing the opacity limit from 5% to 20%. We have taken this into consideration. But while looking at our books, our 2017 bulk storage ordinance has the exact same language so I do not believe that we need to necessarily change our language when it's what we have in the books. And the third piece being the high winds changing the definition from 20 miles per hour to 30 miles per hour something else that we took into consideration. But when we looked at our books the city defines high winds at 20 miles per hour. So frankly, Madam President, I believe that we tried very hard to meet the needs of both industry and community community community still wanting us to ensure proper enforcement's and I know that community would want us to make it a requirements to have monitors ear monitors at at our sites. But I do know that we are working very closely with BC to ensure that any sites that has high impact, dangerous particles at their sites that they would be required to have a monitor on site for enforcement. So there's still lots to do. For me this is a first piece. I know that there are more things to do that we will continue to move forward on. But just really grateful for everyone's patience and work on this on this ordinance. That has been a long time coming and make a note that Dearborn, the city of Dearborn just recently passed their own that is more stringent than this. So hopefully one day we can get to that stage. But right now, I do believe that this is a beginning in encouraging the fugitive dust plan or requiring one from our industries. Thank you, Madam President. That particulate matter is about 70% the size of a strand of hair. And so particulate matter may not necessarily be seeing but it causes harmful effects on the human body. And so I certainly do look forward to supporting more. I will say stronger language in an ordinance just to ensure that as we bring industry into the city, that we bring industry into the city that supports a good quality of life for our residents. We've had some discussion and would like to have future discussion about ensuring there is an adequate buffer between industry and residentially zoned land in the city of Detroit and I think that will really help to address a number of the issues that our residents have expressed and have to deal with on a daily basis when they live near industrial zoned land with factories in them so just wanted to say thank you to member Santiago Romero and look forward to continued progress. We also had a couple questions and concerns about enforcement. And so we wanted to have the opportunity to talk to BC and discuss what enforcement particularly looks like, and how they plan to enforce it, as well as equipment, I think is another huge piece to this. I'm not saying I don't support it, but I'm hopeful that we can postpone this for one week to allow some of those conversations to be had with BC regarding the percentage wise as well as, again, just the equipment for residence. I know there have been a lot of residents who have weighed in on this as well. A few members of industry have wave weighed in on it, but just want to have that ability to have those conversations and I hope that you'll be open at least for just a week to postpone it. remove it. Yes, this would be with regard to the endless West pa 198 tax abatement, so this is not a zoning issue. Just as a heads up tax abatements are really complicated coupons. But there are two phases. There's the district stage and the certificate for a PA 198 or an industrial development. There are two types of districts. They're either the industrial development district which is we are currently asking to be revoked. And a plant rehabilitation district. A plant rehabilitation district come to find out was placed on that area in 1982. So the industrial development district was superfluous and unnecessary. Upon receipt of the completed application, the state tax commission notified us that the industrial industrial development district was erroneously applied. And so we needed a plant rehabilitation district we had informed them that one had been created in 1982. And when we brought this attention to the attention of Council, President Pro Tem Tate, he asked that we revoke the unnecessary and superfluous district, hence why it's

That address is 20838 Linden building 102. This one is owned by P t p one. And their address is actually the property address. And then the final one was line item 19 point 22. That address is 17900 John R and that included the basement backfill. This location is a very large structure. It's a whole city block wide and several probably about 100 feet deep. This property is owned by Omni and they're out of Harrison Township.
Madam Chair, I'm going to ask that we postpone the approval of line item 19 point 22. I do believe we need to if we haven't already reach out to them in Harris township before we incur over a half a million dollars in demolition fees for a company. They're still in operation, but not in Detroit anymore. So if we could postpone line item 19 point 22. I'm also concerned about line item 19 point 20. I need to know the names of the individuals who own it. So line item 19 point 20 and 19 point 22. We can bring those back in a week that'll give the director an opportunity to let us know exactly who owns these. These properties and when are we going to go after this amount? Because it looks like the demolition has already occurred occurred, ma'am.
All right, director the chair. Yes. So the process that we practice requires us to actually be invoice and pay the invoice for the demo and then we send the property owners their their invoices for the cost recovery effort. Once that process, they're allowed to have that invoice for 30 days. If they do not pay that invoice within those 30 days. Then it kicks over to legal and the law department takes over the process from there. Each one of our commercial emergency demos goes through this cost recovery effort. It's something that we insist Institute instituted formally beginning back for demos that we performed January I'm sorry July of 2021 and that's the process that we've been following for each and every emergency commercial emergency demolition that comes before the board.

The what the company that's inherits township are still still in operation with other businesses, ma'am. And so what can we do? I mean, can we put a lien? I don't know if the law department asked us over and over again, whether or not a lien could be placed on the businesses they're currently operating. Because we've spent other people's money, city funding this is not even our 490 $100,000 to demolish this building. And they're out in another township doing business. And we're stuck with the bill. So Madam Chair through the through you to the law department. How do we get the people's money back? And I'm requesting we put liens on their buildings.
