I see a critical moment for Detroit to secure in short, state of the art Hospital in emergency health care along with important medical researchers. That address chronic medical issues and diseases that affect the population. Residents of our city deserve

Hyman District Six resident this process to discuss giving away and and sacrificing our property taxes is one sided. It only benefits the billionaire's their agents get countless hours and public comment and presentations without interruption we the taxpayers are limited from 30 seconds to two minutes to plead our case. Our expert advocates like Tonya Meyer Phillips, the O'Brien and Linda candle are not given equal time to challenge the untruths and fallacies that are rife in these presentations. The consequences of the abatements and incentives on our children, their children and their children is never ever discussed. Our schools are subpar. Our libraries are closed our children at rec centers, special needs services, parks, and safe neighborhoods. We want our taxes going to the public good, not billionaires. We want our tax dollars to rebuild our neighborhoods, repair our homes, renovate our schools, open our libraries and rec centers and overseas homeowners and retirees are made home.

Restaurant, Detroiters for Tax Justice. The other part of the city's one set councils one sided approach is how projects impact the neighborhood in question. But negative impacts are not even entertained. Namely, what is the impact of taking away funds from our school millages. This gets dismissed with a claim that the state reimburses schools. Can you guarantee that hundreds of millions of dollars taken from our schools over the next 35 years will be reimbursed by the next four governors and you guarantee that the state is not written it also the state is not reimbursing for the tax abatements that you create. What is the impact on our libraries where programming is reduced as 19% of the library revenues are seized by the city. What is the impact on the education for special needs children? When billionaires take their education money, your giveaway reduces some of that millage. Also to go to our schools. We ask you to be the checks and balances, not the echo chamber for the mayor and the billionaires Thank you.

We have to move money from the military spending budget that's so excessive that's killing people around the world that's representing our country in the wrong way. Our association is caught in a conundrum of aging population with the rest of the historic districts within his city of our elderly not being able to get adequate health care to support their needs. Our association has been doing mutual aid projects to actually help our some of our seniors with basic needs and knowing this Henry Ford expansion is much needed for our great city and for this entire region. I'm down here helping with one of my neighbors can't come down for our property taxes while I'm speaking in front of you. Knowing that taxes is a huge issue for us how we're taxes individuals,
but no one without government help. This can't this can't be done. This is a huge, huge opportunity for our region. And our city and our residents didn't shore are elderly and our children are able to be taken care of
if another pandemic come or any other crisis happened in this great city. And I urge this body, this project

And I'm confident that the Detroit Pistons will fulfill the terms of their see CBO I have seen this happen personally and professionally with the Detroit Pistons team of the past and the future. I do a lot with our youth have so many youth related by love in the city of Detroit. So I'm here to represent them and I want to thank I do have to thank the pistons for allowing them to come to their facility to do things with that we're doing a generational wealth conference. We have done that for the last few years with them. They open up their doors all the time. Also got to thank Henry Ford Health System for creating jobs. The pistons have hired a lot of my youth as interns and Henry Ford Health Systems have opened up their arms also, and Michigan State as giving a lot of my youth scholarships. So I want to first say thank you. And just of course I support what they are doing. And I just think we have to work together as a community to make it work. All of us in unity. As you know a lot of you, especially Councilman Tate, we're here to protect protect kids from gun violence. I'm the inventor of the rack and we would like safe storage to be the new mangiare that we all buy into education and prevention will keep the gun safe. We think that Henry Ford and the pistons can help us with this effort. And we were happy to be here today and support their efforts to expand the key to everything is for us to make change. The governor had the foresight to make a safe storage law that is now the law of the land. The first victim of that was in Flint. We don't want that to happen in Detroit. Adam Barrett, Southwest Detroit are aging school buildings were neglected under state control. When that control ended in 2017. The school district tried to sell bonds to create a fund for major building repairs and new school construction. This is work that could be done by tradesmen like the ones supporting this Henry Ford project. However, the bond market has told our school district that the city is tax capturing so much from the school millages to subsidize these corporate mega projects. That they don't believe the district can repay current bonds and therefore they refuse to sell new bonds to finance school building upgrades. This is the claim there's a claim being repeated that our schools are reimbursed for these tax captures. But even if it was true, it doesn't help their bond market market rating. There's $2 billion worth of upgrades needed to Detroit Public Schools alone right now that trade unions are missing out on because of these tax subsidized luxury developments like the future of health sucking up all the funds.

Good morning Madam President Sheffield City Council members. My name is Rufus Hamilton with the plumbers local 98. Rebuilding and growth is something I see as important for the city of Detroit. Let's continue to progress. And recent years we've seen new stadiums and new high rises built downtown. Now we have a chance for a project that includes a world class medical facility, along with new residential buildings and the city and Detroit's new center area. This project brings both new jobs and new citizens to the city. I'm glad that Detroit was chosen instead of any other city in a metropolitan area. I have seen a lot of construction over the years being built or rebuilt in the city of Detroit and I think that this is something that we need to continue. Good morning Council. My name is Eric Williams. I'm an attorney with the Detroit justice and I'm here to speak about the community benefits ordinance that's being discussed in connection with this. I was appointed by this council many years ago with the neighborhood Advisory Council for the district project and that has taught me that we have to make sure we have our enforceable benefits that actually meet the community's needs. This moment, there's probably no greater need in Detroit than affordable housing. One of the things that has been floated is the notion of a community land trust. I would like to say that while many people in Detroit are not familiar with the Community Land Trust, they are a tried and true mechanism for creating permanent affordable housing. And it is a mechanism that has its roots in the 1960s Urban civil rights movement. So I urge this council if there's going to be a community benefits ordinance that actually reflect the true concerns of disorders. Thank you.

The Detroit Pistons already have put a Liberian Northwestern High School dad has already been working with us. We want to see some more data. We met with the representative from Michigan State over the weekend, and they are going to do a wrap around. We're going to be a part of the group that get scholarships. Northwestern High School needs a lot of help. We got a major nippy style swimming pool. We need a swimming instructor. I talked to them about that. We got to Liberia we got we need to have a magnet to bring people in to high school. It's only 200 students right now. We need to grow hotel plazas gonna be crossed the street is gonna be redeveloped. With the hotel, the mountain, Motown Museum, and then we're gonna go down to new Senate and had him new for development, and they're gonna help people in the neighborhoods. Plus we already got agreement with the community.

I'm the President isn't an executive director of the Braemar connection Food Pantry along with the Senior Pastor of Trinity St. Mark's United Church of Christ. I've heard the top her talk about the youth and about schools and about all of what we need to see happen with this wonderful and transformational development but what I have not heard and what I have continued to listen for most especially from my esteemed clergy is conversation around affordable housing for the least of these in society. 36% of the population. I need to say that again. 36% of the population of the city of Detroit are black women living in their cars with children, who are who is advocating for them. I'm asking today that more money be put into the Affordable Housing Trust Fund, recognizing acknowledging that this project will likely be built. We know that we are not against development. We believe Henry Ford Health System if not living into its vision to be a trusted partner in health by failing to support investment in affordable housing trust fund to help reduce the harm to low income renters who are likely to lose their housing as a result of Henry Ford's future of health development. Health professionals all agree that in order to thrive, individuals and families must have quality, affordable and acceptable housing. Yet Henry Ford has turned a deaf ear to X for contribution to the Affordable Housing Trust Board. We are asking council to reject the current CBA and negotiate a more fair agreement and exchange for Detroit precious precious tax dollar investment. Thank you.

They didn't have time boards Henry Ford Health System and Michigan State University are demanding that Detroit has signed off on a multi million dollar tax giveaway for their joint future health development project. Yet when Detroit has come to the table and asked for benefits, like support for senior services support for Affordable Housing Trust Fund support to establish a community land trust and reimbursement of taxes diverted from schools and libraries. Our requests are dismissed without serious, serious consideration. We ask city councils to step up and negotiate a stronger CBA with the developers we need city council to ensure that Detroiters interests are taken seriously in these negotiations. Thank you.

Those negative emotions, that negative energy pours into your soul and weaken your immune system's ability to fight off sickness. You lie in bed worried about your finances all night long, can't sleep. They wonder why you have no energy. Your blood pressure's high and you have constant headaches. You have no job. It has been said that you judge a society by how it treats its most vulnerable members. If this is the case, economic development in our city has failed. Our tax dollars have fueled the gentrification of key parts of our city by focusing on building shiny new things and approving places without building communities and approving the people, particularly our most economically marginalized neighbors. I'd like to thank Council for last week's questions was sought sought to sharpen the picture of who really benefits and who will be harmed by the future of health development by acknowledging the gentrification and displacement that will occur and calling out the inflated cbaa price tag. It is a step towards equitable development that looks out for those who need it the most, and demands more from those who can afford it. Henry Ford Health who claimed to be good community partners should be leaning into these ideals and stay at they've misrepresented their level of true community benefits, while scoffing at the requests brought to them by folks from their community, namely West Grand Boulevard collaborative. The benefits identified by W GBC aimed to help the most vulnerable seniors low income renters and families with children urge council to support our most vulnerable.

While I appreciate a lot of development within our city, I think that it is important that the community be properly represented within a language of this agreement according to our ordinance under Section 12 eight one section F the development agreement shall be provided from the planning director and all development agreements made between the developer shall have enforcement mechanisms for failure to adhere to community benefits programs. That may include but not that are not limited to the clawback of city benefits revocation, land abatements And a lot of other things. Also, the law says that there shall be continuous community out reach. And so I think that this deal should be postponed until the language here is represented equally and that we not just enforced one part of the money part and exclude the community part of it. And the CBD grant that we that you provide helps us to ensure that the pathway that the foundation for these young people as they move and matriculate into a college bound opportunities are met. It's significant. It's important that we continue to build the foundation to the path to college. And that's what we've done. That's what we continue to do. Today I'm here in regards to two issues. One is in regards to the line item 7.11 that is on the agenda today. And also to speak to you in regards to the pistons Henry Ford development. I think we've carved off seed that really spoke to the hearts of most of us that we want community benefits to truly benefit the community. And one of the things that I want to bring to everyone's attention. I did have we had a brief conversation before but in regards to district three, our area was not originally included as a part of the hardest hit funds when $53.6 million came into the inner city neighborhoods to bring restitution for the damage caused by the recession of 2008. District Three was not included. We would that include it because they it was stated that there were more other areas that they could have a greater impact. And so when we go to the BCA, we're going to the BCA because we're concerned about proliferation of the marijuana dispensaries in our community. We're concerned about the hookah hookah establishments. And so we're asking is to

But I also urge the council to amend the CBO to provide an increased percentage of nap members to be selected by the impact area residents This is the only way to get CBAS that are truly beneficial to the community. Typically our community does not have access to subsidies such as the transformation of brownfield to develop our products in the city, and specifically the neighborhoods. The barrier to access is usually far too high for most in our community to reach. Because the money for development has been diverted from general city services. He owns a private equity firm headquartered in Beverly Hills, California, which owns 40 companies. One makes money in prison and telecommunications. His reputation is as a prison profiteer. Over the last several weeks we've heard a lot of comments that have very positive support for this project. But at the same time you've heard many negative objections to this project. What I would like for you to do is really take a deeper dive and look at this project and look at the details of the project. Sometimes when you look at the details of a contract, you have to walk away and say no, this is a gift to the city and this is one gift that you have to look the gift horse in the mouth and say come back again. However, our block club is located outside of the impact zone so our opinion shouldn't really matter. I'd urge this council to give the appropriate weight to those voices within the impact zone and not use the support of those that are less directly affected to push through the project. The practice of operating the support of less affected parties while those directly affected protest is unjust. On a related note, I'm following up on my comments made at the internal operation standing committee meeting last Wednesday during which I notified the Committee of the unlawful practices of the Detroit board of zoning appeals standing Board Chair Robert Thomas his appointment was on the agenda and Mr. Thomas responded suggesting that my comments were misinformed and that perhaps our community did not understand the law. I take this opportunity to let you know that this past Friday, the judge ruled that the BCA practices for reviewing dimensional variances violates the public's constitutional rights for due process.

So I know that the first thing that I would like to do is just update from last week to things based on our discussion that we had that were added to the project. So the first would be incrementally $500,000 to the Affordable Housing Trust, which brings that total to 2 million we talked about 1.5 million last year last week, excuse me, but wanted to make sure that we noted that it was 2 million in total there has also been $750,000 added which is related to pre college readiness $450,000 and that will be occurring at both of the impact high schools, University Prep and Northwestern. There is also $300,000 for MSU wraparound scholarship support. So that goes together that that $750,000 Then there's a million dollars that will go towards supporting a new community land trust that's broken down as $250,000 to support the development and then 750,000 That will I apologize $250,000 for the land itself 750,000 for support. The last thing that I would like to add is that there's been a significant amount of discussion around senior support and I just want to make sure that we re lift again that the developers are absolutely committed to transportation support for seniors. We also in the week between last and now have signed an MOU with the Detroit area on aging to partner with them around senior support in the impact area. So I will pause there and I'm going to invite my pistons, team members to come forward. Okay.
And just Denise I saw that everything that you mentioned has been amended and included in the CBA. It has however, I still and I'm not sure if LPD does have a resolution. I did want to memorialize the commitment for non emergency cert senior service, transportation for the impact area in writing. And so I did not see it in the CBA and I was just hoping that we can have something in writing Oh, it's coming out. Okay.

Thank you all for the considerable time and effort you put into this project. I know it's been quite a process. We respect and are grateful for your service to the city and its residents and we appreciate all the engagement we've had with this honorable body and this community for the pistons and Tom Gore's. Our vision and the seeds of this project were planted when we partner with this honorable body and with Henry Ford Health to bring the pistons back to Detroit, where the team belonged. Our move wasn't just about playing games at Little Caesars arena. We made much more than a game day commitment was about planting our flag here in Detroit, and in our new center neighborhood was about moving all of our 300 plus employees here and making this our home and becoming embedded in this community. We committed to be all in on Detroit and to contribute to the city's ongoing revitalization of well being and we have our move was also the starting point. Were a partnership with Henry Ford Health. We've partnered to develop the Henry Ford Health pistons Performance Center, our headquarters, our training facility and our home. We developed it in a way that was open to the community. We brought in retail assets and build out a community that now holds over 300 plus community events every year from baby showers to block parties to board meetings. We were a vaccination Center during COVID and tonight The facility will serve as a receiving board for the seventh time helping to facilitate today's primary election. Back in 2017 we were the second developer to ever go through the CBO process. We did that voluntarily. And we made significant commitments to the community. We've not only been delivered, but over deliver on those commitments. And we're proud to be back at the table to go through this process. Again. Thank you, Madam President. Madam President, what was presented to you just now is a resolution which memorializes the developers commitment to provide non emergency transportation services to the seniors in the future of health area. As you requested.

All right. Any additional discussion or comments? I'll just state you know, because this project is in district five my support for the project. I know there's been a long time coming to get to where we are today and no project is perfect. However, I may be a bit biased coming from a family of healthcare workers. Having lost my mother to a very rare form of brain cancer. In this project we'll be hitting on all of the major points as it relates to the health and wellbeing of our city providing a world class research center that will help with incurable diseases like cancer and others are really hits home for me. And so I am supportive of the project today. I did want to mention the world class rehabilitation center. The park really the the only, excuse me the number one rehabilitation center in the country that will be housed here in the city of Detroit, and a $10 million endowment that will be provided to low income residents to have access to that particular rehabilitation center is also important to me along with the single patient rooms, expanded emergency departments and not not only that, what this is going to do for you know, the working class here in the city of Detroit. Let me also say that there is no perfect deal I do believe that the CBA process should be strengthened. And I'm not in love with the CBO. But I do believe that we were able to make some progress as relates to what we have before us today. Thank you for the commitment to the Housing Trust Fund. We started off with $3 million. There was 1.5 counter and now we're at 2 million for the Housing Trust Fund. Now we're at 2 million for the Housing Trust Fund. And then also thank you for the commitment to provide the services for our seniors as well too. One thing that I've learned about the business organization since you I've been here is that I know that you are committed to the city and I can say that firsthand, working with you all. So I know that the conversations in the commitment to Detroit in our neighborhoods will continue far beyond this project. And so that also gives me the comfort to move forward. This is not typical as relates to office space, you know that we approve or commercial space this is a hospital and is for patients is for the well being of our city when we talk about the health of Detroit and the future of our city, the health of our residents has to be a priority as well too. So, with that being said, I am looking forward to the continued discussions around what this means for the future of our city and I know that those conversations will not stop after this pass today if it is passed today. So with that being said, Is there any additional comments, questions, concerns from from my colleagues? Yes. Councilmember young, followed by councilmember Durham.
Thank you, Madam President. I appreciate that. And thank you for that wonderful information and commentary that you gave a quite insightful. I just want to ask for him for and I know we talked about this earlier. I want to talk a little bit more about the health side of this
my grandmother
attracted cancer called her grandma. And my mother decided to rent a stretch limo, and my grandmother would sit in the back of it. And she would have to drive from Detroit to Cleveland for her to get treatment and then she'd have to drive back here. Can you talk about some of the things that you're doing in terms of the advancements of cancer and cancer treatment and what this means for people in the city that don't have to go to Cleveland or go to Boston or Minnesota? Yeah, I'm not knocking them but I think the fact that we would have that year is a big deal. Can you talk about that really quickly? Yes. Councilmember
Young. Thank you for lifting up the advancement that we've had with cancer treatment and cancer care. This project will allow us to continue from a research perspective to have impact we hope to be able to actually mitigate some of the cancers that we face. But to your point, we currently have a world class Cancer Center that is right on the Boulevard across the street from our current hospital that is able to address in our community, any of the primary secondary cancers that one would face and have historically maybe gone outside of the community to receive care. We are able to do radiation oncology, we're able to do basic infusions for those you know that have lesser afflictions and we are able to do that even in a community based setting. So while Detroit has been our focus and discussion here today, we do provide it throughout the region which is equally important for people to be able to receive the care close to home. So we do hope that based on what we provide, you do not have to leave the community. The last part about that is that we also from a community benefit perspective, work with people where they are financially as we know, cancer is a circumstance that can really impact families from a financial perspective. Many who go through treatment have to leave their you know, employment to be able to do so. So we partner as well as ourselves support a lot of the funding gaps that are there for people as they're going through cancer treatment. So I do believe that we offer adequate care for the community and with this project from the research side, we will be able to significantly at the outset.
Excellent. I also wanted to say I'm another one of my families my father, passed away from emphysema and I remember Oh, third seeing and my family wouldn't let me go see him at first real big struggle to go in there to go see him. And so finally when I did, yeah, tubes all throughout his body, and he could barely read raise his hand and he couldn't breathe on his own and I think why this is important for me as an investment because from a personal standpoint, I will be willing to give anything to have more time with him to extend that year or two or three and for him to be in a better position. than he was when I last saw him. What are you doing about emphysema and a lot of people who are smokers and things of that nature and treating that with this project.
So this project from a pulmonary perspective and looking at factors like cancer that may come from smoking or emphysema, other impacts, we're looking at the environmental impacts from a research perspective. So that would be one right trying to just in truth understand how we can be supportive, if it truly is that someone is a smoker, we have smoking cessation, not necessarily a part of this project, but something that we certainly tried to talk to our patients about from a proactive perspective. So they may know what some of those long term impacts would be. And I think just in general, we will be able to advance care with the new technology. So with lung cancer, emphysema, some of the other issues that are a result of smoking, there's been significant advancement. And so we really can have interventions today that we didn't have as options many years ago to try to prolong life even with someone who was having the impact from smoking.
And one final question is
we have a big issue in the city of Troy with mental health. And part of that comes from lack of housing, or people not being housed. Can you kind of explain what you're going to do from the mental health standpoint, in terms of care, and also how does the housing that you're providing kind of factor in for people who do make you know less money that will be able to be housed and otherwise struggle for housing or buying housing and how that can be treated?
So from a behavioral health mental health perspective, we've spoken a little bit about the emergency department itself having a significant area that will be dedicated for people that are in crisis. So that really is crisis to your point. Some of them can come to us housing insecure. So we partner today we're trying to make sure that they can return to the community safely and that's, you know, various solutions for various individuals, some are in their own home, some are going home with family, some are going to community based settings where they might be served. And so we will continue that with this project. That's the beginning right? We certainly have people who are receiving behavioral health services and they're doing it in a proactive continuous way. So we do that virtually where we're able to have it just go to wherever an individual can receive the care of their home. Sometimes it's the place of work that people might choose to do that where they can have their therapy. So that will definitely be a part of the project going forward as it relates to the housing components so that I answer your question directly from an affordability perspective, as we discussed, I don't know if I can say there's a direct correlation to those that are coming to us with behavioral health services, but certainly the intent is that if someone is and as a result of that maybe their earnings are lower, they definitely can be seen as being able to live in the housing there would be absolutely no prohibition of course, from anyone that it would be a solution for them.
Thank you, Madam President. And good morning to you all. Afternoon. Now, as we've heard much public comment and just wanted to put on the record, I'm very supportive of this project for a few reasons. In discussions come to find out as some folks come to find out, I grew up in the impact area, and my entire family did. My dad being the oldest of 12 children, grew up on Lothrop. Not that far from the hospital. Subsequently, I was born at Henry Ford Hospital. Right on the Boulevard my family worship at St. Andrew Redeemer on 14th in Marquette, and so very familiar with that area. My dad was the first one of the first executive directors for the Virginia Park citizens District Council after they rebuilt that area on 12th street after the riots. And so to see a project like this today come into fruition where years ago folks asked how that area will be expanded, how it will impact those surrounding neighborhoods. I can tell you firsthand, after looking at the decay, whether they're abandoned buildings or otherwise, this is a beacon of hope, particularly for that neighborhood. This is also something that is showing that our city is ready to move forward. When we speak about health care when we speak about the commitment and and the connection between public and private partnerships. And this project particularly for me, as we talk about 2000 construction jobs, you talk about over 700 permanent jobs gets folks back to work. There was a lot of talk about engagement. We have a CBl process there are members of the NEC. All nine members sitting here don't agree on every single thing, but that's why we have processes and when those processes are followed through. Sometimes they may lead or Need More to be desired. And I want to thank the pistons as well as Henry for two for kind of making that commitment to take it a little bit farther. Because it was not perfect. We heard from members of the community. Everybody does not get what they want. But just that commitment to help move folks forward. I heard a member from my district call in today that talked about the Rec Center. And just for folks to know the $20 million contribution from the Detroit Pistons and district seven for that rec center is still happening, the groundbreaking will happen. But the reason why it's taken so long is just showing the commitment of the community engagement that has taken place by the pistons as well. And so I am glad to support this project today. And I think we need more projects. We need more developers who will be willing to work through some of the comments some of the tape I know it has been last crazy few weeks we've heard from you guys a million times, particularly a few members here and P D. I'm glad that we will have to no longer hear from you today hopefully. But again, we want to also make sure you follow through on those commitments as well. I think that is important. I think when we talk about development here in the city of Detroit folks get antsy because the follow through is what they seek. And so we'll be looking forward to continuing to work in relationship that we have to ensure that these things are follow through as well. And again, I am happy to support this project today. Madam president through Tucson. Thank you so much for that for that clarification, really for myself. Excited about what's to come I think we have incredible assets coming down the pipeline. But ultimately for me and my reasoning, to not be able to support the project as a whole is just the limited community benefits that I'm seeing. We are getting an incredible Hospital. I'm looking forward to our partnerships. I have a lot of ideas of what we can do. With the hospital expansion, but unfortunately, not being able to get to the at least $3 million for affordable housing funds. I sent over three other requests for funding that, quite frankly, is not that much to ask for. I asked for additional 8 million to be contributed to the housing to the home repair. Funds. An additional 2 million for the rental assistance and a 1.5 million to the Community Investment finds really grateful for the additional funding that we have been able to receive. But for me, it's not enough unfortunately, but looking forward to working together and hope that we're able to do so regardless of what's I vote for today. Thank you, Madam President. And thank you all so much for being here. Thank you to the community for expressing yourselves. I think we all heard you all loud and clear. To the developers. I know you all have really done a lot to really listen to what was being asked by community and to address the concerns of the community. As you all know, one of the greatest concerns that I had was relative to long term, affordable housing. And I'm really glad to say and to see in this community benefits agreement that you're supportive of community land trust in the impact area, supported by the Detroit Justice Center, and ensuring that that comes online in this community will help to address long term affordability. I think that's the only way we really get to a genuinely and making sure that the traders that are here today can be here tomorrow. I certainly do believe that the best way the greatest way for us to remove the fluctuations of rental housing is to provide support for affordable homeownership opportunities and a community land trust will do that very thing. Prior to sitting in this seat. I worked in community voluntarily to create a community land trust in my neighborhood. While that didn't happen. I'm glad to see that this is one that is being supported, that you all are also providing because this was not elevated, that you're also providing 10 parcels of land for that community land trust to be able to develop some affordable housing. So I certainly do appreciate that. Appreciate the additional dollars for the Affordable Housing Trust Fund and the additional support for students looking to attend and supporting them to attend Michigan State University. I know in a memo that I sent over previously, one of my request was to ensure that with the research center, we are researching ailments that are that kind of plague our communities, our black and brown communities, and I indicated a number of them and you all have agreed to address those items and so residents in the community we're a little torn because we know we've seen shuttered hospitals in the city of Detroit and we just appreciate the expansion of the hospital and providing the research center for the city of Detroit for residents throughout the city. Personally, I don't have a great story to tell about my family and Henry Ford Hospital, but I left that aside so that I could do what I believe was the best decision for the community. And so I appreciate the added benefits, because that is what helps me to say yes to this project. I think that moving forward, having a community land trust that is supported by a development project will help to shape things for the future of Detroiters in the city of Detroit and I'm looking forward to see more come online in support of community land trust, so that we can ensure a truly affordable housing for Detroit residents throughout this city. At the two year mark, the city council will be able to review the status of the project and the performance of the developers and if appropriate, approve certificates for the remainder of the allowed period. The standard of review will be substantial compliance, which is a legal term for the terms of the development agreement and the community benefits agreement. With this language added to the agreements, residents will be assured that the developers will comply with the terms of the agreement. And without this language, there'll be no inadequate protections. There will be no adequate protections. Therefore I'll have to be a no vote for this development. As I indicated on several occasions, Henry Ford Health Systems is my health systems choice for the last two and a half decades. All for my children were born at Henry Ford Hospital on the Bulevar my mom experienced her cancer journey at Henry Ford Health System. she transitioned and 2018 so I'm very very aware of the work and the services that Henry Ford offers. If offered that to me again, two and a half, or two and a half decades or more. Again, I proposed that the City Council approved the future of health development agreement with certificates that expire in two years. During public comment, many residents raise doubts about the ability of the city council to enforce the promises made by developers councilmember Callaway myself suggest that this concern it can be addressed. City council can hold developers and businesses accountable for the authority to determine the duration of the certificates that is when within our authority as a council City Council can authorize their certificates for two year to five year period if the developer again is in substantial compliance. The problem with enforcement currently City Council approved tax incentives and tax abatements For the full period allowed by law. We don't have to. The current practice places all enforcement mechanisms in the hands of the Detroit economic growth Corporation and the mayor's office. Unfortunately, enforcement is lacking under a current practice. Developers promised to rehabilitate the vacant Eddie stone hotel as part of the Little Caesars arena project. The belt the developer failed to comply with the terms and conditions of the development agreement until the city of Detroit through its law department threatened a civil action to enforce the terms of the agreement. Finally, the developer agreed to a $33 million performance bond that could be used by the city if the developer failed to meet the agreed redevelopment subsequent to this agreement, renovations began on the building. The project was finally completed four years late. In the brush Park neighborhood, a developer agreed to save a portion of historic carriage house as a part of a brownfield development shortly after city council approval, the developer demolish the entire carriage house because they said it could not be saved. City council had no authority to enforce the promises to preserve a portion of the carriage house. Neither the DGC nor the mayor's office took any action to enforce the agreement. In April 2023 District Detroit developers promised that construction would begin in June of 2023. This shovels in the ground promise has not been kept as of February 2020 For eight months later, simply stated, not all developers, but some developers repeatedly promised the terms and conditions are either delivered late or completely ignored. And the city council does not have the proper enforcement mechanisms or power to compel compliance. Again, I propose that the development of Reman includes certificates that inspire that expire between two and five years without proper language to assure appliance. I will be a no vote and will urge other council members to also vote no. And again I reiterate. Henry Ford Health System is my health system of choice for the last two and a half decades. And I also support Michigan State's research science center. I support that and I'm hoping as I mentioned last week, that some relationships and partnerships will be built. If this agreement or development is approved today. I'm hoping that Michigan State University will continue to do what they're doing. And I'm hoping that they will reach out to medical schools I mentioned last week. They're not at undergraduate schools as one of you said last week they are medical schools. or thank you just want to say thank you for the development team and for the NEC and all those who participated in this process. It's for me, I'm a strong supporter of businesses pro growth this will see the expansion of a hospital. So if we look at the history of Detroit, and healthcare within this city you have seen a steady loss of hospital beds over the last 70 years. This situation you see a hospital established in 1915 Preparing to expand hospital care and hospital beds, something no one else has done. You have such a significant expansion of hospital beds where others are closing hospitals and moving to the suburbs. In 2008 Wall Street Journal published an article talked about ascension health, closing down Riverview Hospital and moving its hospital 30 miles to the north of the city and investing $224 million that's close to a quarter of a billion dollars in $2,008. Right now you have Henry Ford who bucked that trend continues to do business in the city of Detroit in an environment that is less than optimal. The reason being we are a city that has a high level of poverty and low income families making it harder to do business and provide those services when you have such a large portion of our residents needing supportive care at below market rates. The developers are providing affordable housing at a rate typically unseen with housing coming in at 30% of AMI. That means that you are well below the typical job market and that you may or may not have employment or steady employment, but yet you will have quality housing in a brand new subdivision in the city of Detroit. There has been a commitment to a partnership with black developers within our city to help build our bench to identify resources. And what we need is a larger portfolio of black developers in the city of Detroit. And this is part of what we're getting today. Henry Ford's commitment to partner with Reed as well when it comes to providing a health care provider for project based voucher deals as also huge. You have to have quality partners. If you want to score high enough and Mr to get these project based vouchers. And for me, the chair of the green task force the commitment to sustainable lead level development in both the construction as well as the community design is huge. And one other item education. And so when you talk about the ability to take the jobs that are being provided here, and there are 1000s of jobs being provided, and jobs, jobs, jobs are critical, and are being provided here, we have to have youth and people who have the education and so at Northwestern High School and University Prep for having scholarships, full ride scholarship providing above and beyond the Detroit promise. This is not double dipping. This is above and beyond. And if you want to take go to medical school, you have to go to college. If you want to be a high level functioning tech job at Henry Ford, you have to have gone to college and MSU as committed to ensure that our youth is going to be able to get there above and beyond. Henry Ford Health System established 1915 is responsible for one of our leaders in the city of Detroit City Council staff still being here today. I have a very strong belief without their commitment and extra care provided during the pandemic that we might have lost one of our leaders and remain unknown HIPAA, but it was Henry Ford who stepped up to say we're going to make sure that your guy comes home and guess what he came home. So I support this. I'm glad to see that everybody has leaned in to demand more to get more. But I'm also glad to see that we have partners who are committed to the city of Detroit and will stay in the city of Detroit and are expanding in the city of Detroit and I would proffer that it would be worldwide competition to see a medical campus of this level and this quality developed with anybody city, Houston, Los Angeles, New York, DC, Chicago, Memphis, would all jump over themselves to see a hospital campus, not a hospital, not a residential development, but a hospital campus developed in their municipality at this level, this sophistication. So I am supportive and will be supportive and glad to see that we have long term partners who are looking to expand within the city of Detroit and not fully to the suburbs, where it is so much easier to do business. But we have a commitment. It is a moral and ethical obligation to provide quality health care to our residents in the city of Detroit, and those obligations are being met. So thank you.

Thank you, Madam President. So it sounds like we're here today in terms of this vote. We've had a number of conversations in the committee and also offline as well. These are conversations that weren't always happy conversations based on our starting points, so to speak. I do believe that what we have before us today is without a doubt the best that was able to be garnered based upon the conversation based upon the financials based upon the need based upon the request is well, one of my major concerns and I've said this from the beginning, is housing and ensuring that folks have an opportunity to stay in their homes and we can continue to create an environment that does development but works to the best of our ability to address the concern of displacement prior to council working and having additional conversations that what was agreed with the Nag was the $2 million that would go towards housing, home repair, excuse me, and then $500,000 Go to rental assistance. I will give a big shout out to my colleague member Johnson because she's has been very steadfast as it relates to the land trust. And I'll tell you some of these conversations began or didn't end until last night until this morning, actually be honest with you. And again, shout out for everyone. Remember Johnson as well as the development team for making sure that it happens that move down the road of honoring that request that the community asked for demanded and requested and that's the community land trust. We have this issue of the cuts the scholarships and we have 50 scholarships that are being offered in the impact area to the two schools. That's that's a pretty big deal. But what makes it even a bigger deal is the fact that now we've been able to secure funding for mentorship as well as room and board for these young folks. It becomes a bigger challenge if you were up at MSU and you're able to get there based on tuition but you can't pay the 12,000 or so, for room and board. Uh, based on our conversations we were able to secure again with agreement and understanding of the need $750,000 to go towards that mentorship. So we can create a pipeline and we have you talked to MSU they'll tell you it's only been really a handful of students from the two impact schools that have gone to MSU. So we're looking to not just create an opportunity for scholarships, but also a strong students in terms of academics that will make it they won't be in and then be right out thereafter. But then also providing them an opportunity to to live within those two years on campus. Looking at the this deal before us today I had some conversation some concern I had very pointed questions about the way that the community benefits was calculated and you know, transparently, we still disagree on the actual the way that it was captured, but what I don't disagree on are the services that are being provided and the tools that are being used so with that being said, Madam President, I will be in support of this particular agreement and will as the chair of Planning and Economic Development, do everything I can to make sure we hold everyone accountable and quite honestly look to do more because this was just the beginning. This is a 35 year. incentive that's that's provided, but the relationship has and should go well beyond a 35 year term. So I'm looking forward to continuing that particular relationship. And with that setting out and also have to say for the record. My wife is on the board of directors for pace of southwestern southwest Michigan health care. So I wanted to make that disclosure. She's not receiving any funding from it at all, but pace does receive I believe, like 55%. I'm 55% owned by Henry Ford Health. So I just wanted to put that out there in case there were any disclosure challenges. Thank you, Madam President.

I co chair that with member waters and we are looking forward to having everybody here it will take place here will be hybrid right here in the ARMA Henderson auditorium that will take place again Friday. or thank you just want to thank all those who came out for our bike to Blizzard this past Sunday, but about 20 people to join us to bike through the city of Detroit and see the Joe Lewis Greenway. We raised several $1,000 for youth cycling services for the hub and back alley bicycles. We were also had an impromptu we witnessed an impromptu retail event on the Joe Lewis Greenway at Joe Lewis Greenway in Warren, where they had a retail event where they were giving away ice tea tonics doing face painting as well as moisturizer and other beauty products as well giving those away and just want to thank the staff and the team from the Joe Lewis Greenway for being there and committing to be there even on days that will be less than optimal for retail events and they had a fireplace going they had other fireplaces. There. We saw families there. Were utilizing the 40 foot 43 foot tall slide. So very, very inspirational to see what's going on around the Greenway and how people are engaging with that new community asset in addition one to invite all of my residents and residents in the city of Detroit to please come follow our newest Instagram page, which is the handle is at Vinson in the third and come learn about and see all the different happenings and updates and get great information

And I just want to thank everyone who participated in our first annual gun buyback expungement in Job resource fair, that was held this past Saturday in partnership with the Detroit Police Department in our Wayne County Sheriff's office along with Detroit at work over 100 and something guns were turned in that day. We were actually quite surprised to see people pull in, turn their guns in and come inside. Talk to an attorney. Get the record expunged and then go lead with the job. So we are excited about hosting this annually where we can have more employers come on board and also more attorneys to help with the expungement process. So again, thank you to all who showed up, we are still responding to individuals that may not have been serviced or are looking for connections to further their efforts to expunge the records please contact our office if we could be of any assistance. And then next week, Wednesday, March the sixth we will be hosting our community resource fair in partnership with the trade at work. We will have programs on site that will assist with baby supply assistance, food assistance, clothing assistance, technology assistance, home ownership information, utility assistance, childcare services, expungement assistance and also furniture as well too. Again, that will be next Wednesday, March the sixth from 10 to 1pm. Over at Durfee Innovation Center for more information, you can contact our office and that will conclude the memory pours for myself. Oh one other thing.
