And I want to say this to the news. on two different police precincts. I don't know if these officers know each other. But I would say no they don't. But they both say the same thing. 247 Ross Jones all the rest of them. Do a ride along. Hop in a police car and do a ride along with them. So you can see what they face every single day. Couple hours. So all you got to do. Pick the eighth precinct. Pick the ninth precinct, start with those two and then run a report and you see what they face. And you can see what they deal with. And you see what kind of people they have to encounter. We are we are a mouthy people. We are We don't take Northstar Detroit. We just don't. I get it. But again, we have the respect. So I'm asking, I'm challenging the news. Go out on Iran law. It's not called I go which we're both a hop in a car and we'll see what's going on. So you guys can see what they face every single day. Thank you. So certainly on behalf of cheap white senators regard would like to update you on some things that are going on around the department have started off with staffing. We currently have one member who's out disabled who was recovering at home from an on duty injury. As I understand the circumstances, the while out on a traffic stop the vehicle on an arrest. The member was struck by another vehicle and was younger was injured. And again she's still off on the road to recovery so she's not back to work. Speaking of crime.
We are
we're toeing the line as relates to last year and this year we're really close so one minute when we can we're reporting up the other a few down but we're continuing to get the work done. As it relates to homicide. We are up 2% We had 103 Last year we are at 105 this year. So two additional homicides year to date, non fatal shootings we've had 303 Last year we had 300 this year. So we're down three, so we've had one less person between this time last year and this year that is one less victim of gun violence. So we'll take it how we can you know certainly that's one less victim on this family that has been impacted by this and we will continue to do the work to drive that number down for robberies. We are up a percent we had 531 Last year we have 571 this year. The total of all Part One violent crimes. We had 5000 I'm sorry 4731 incidents last year this year we are at 5015 So we are up 6% And part one violent crime. One of the efforts and initiatives that we are doing as this summer is underway is our focus on drag. Who's done this past week we investigated 20 individuals conducted nine traffic stops issued five citations invested investigated 10 vehicles and impounded one and we also responded to three calls that were we received information from our eyes and ears in the community, which is the community telling us that people were operating vehicles unlawfully on public streets and we responded to three police runs of that nature. Our year to date which we started this drag racing initiative on March 24. Of this year we had 282 individuals investigated 173 traffic stops. We wrote 93 citations. We impounded 11 vehicles. One stolen recover vehicle. We made 10 felony arrests, three misdemeanor arrests, and we recovered four weapons. Some of the other efforts that we continue to deal with are the calls for those suffering our part of the Mental Health Crisis just to share with you our numbers are calls for service that we've received compared from this year to last year. The number is still going up. We're still working with our partners from D win. And a host of others to get those who need the help that they need. But the work continues. Last year we had mental nonviolent calls year to date we had 1406 This year we have same time 1474 So we're looking at about 68 additional calls for mental non violent for mental violent armed last year we had 511 calls this year we are at 694 So an additional 183 calls of person mental violence and they were armed. Someone that in a mental health crisis that was violent and not armed. We had 2028 last year. This year. We are 2551 So about 250 additional calls more this year as opposed to last. Suicide and progress 533 last year 662 This year we're up over 100 and wanting suicide threats 1183 last year. We are at 1235 this year. So the grand total as it relates to calls and we've shared with you the five metrics in which sure or categorize calls was for when someone is in a mental health crisis. Mental nonviolent mental violent arm and mental, violent naran suicide and progress and the threats of suicide. Last year. We had 5931 calls year to date this year. We are it's 1600. So we are up over 500 calls as it relates to X up over 600 calls as it relates to those in the mental health crisis. But we will continue to do this work continue to find innovative ways to get them the help that they need. Some of the initiatives and significant events that have happened in this last time since we've come before you like to start with an incident that happened on Friday, May 26 at 630 in the morning, where officers were dispatched to the 8200 block of Mendota to investigate call for service and it was a large disturbance. The officers are seen and observed several females arguing often tempted to interview the parties but the female ignored the attempts of the officers. When they finally were able to collect information the individuals began to fight officers. More officers arrived on the scene and several individuals were arrested. One of the victims tried to leave the scene in our vehicle without giving the officers her information. She entered her vehicle and backed out of the driveway and as she did so struck one of the officers in the leg with her vehicle. Sir was treated and released at the scene for minor injuries. The victim was not charged as the officer stated it was an accident. The other three suspects that were involved the warrant was submitted to the Wayne County prosecutor's office and on the 29th. Two suspects were arraigned and charged both with breaking and entering and train without permission, disturbing the peace and assaulting resistant in the obstruction of a police officer. They were given $5,000 Personal bonds and a warrant was signed for the third suspect but third suspect had already already been released. So we are looking to apprehend and bring that third suspect before the courts. Second incident happened on May 26 at 11pm where officers were dispatched to the 1200 block of supply bowl to investigate a call for service on shots being fired. When the officers arrived. deserted the victim shot in the chest. He was sitting in the driver's seat of a great Chrysler at the time of the shooting. Medics responded and pronounced the individual deceased at the scene. Our homicide FBI began their area canvass their investigation which consists in area canvass, looking for additional victims witnesses or evidence and we determined that it was a dark colored sedan that fired the shots and then left the location south on libel. This case remains open. So if anyone has any and for additional information as it relates to this incident on South libel, please contact Crimestoppers at one 800 Speak up so we can bring personal person responsible for this to justice and hope to give this victim's family closure. Another incident on May 29 at 425 When officers were dispatched to the 3000 block of Roosevelt to investigate a call for service of a person shot when officers got notified that the victim had already been conveyed to Henry Ford Hospital. At the scene, the officers observed evidence indicating that a shooting had occurred from that they held that scene and there was a scene investigation but they also went to the hospital to interview the victim and found out that the victim had to come to his injuries. Information regarding a person of interest was discovered and relayed throughout the city through our social media efforts. And we shared this with our media partners as well. And on May 30, a person of interest was taken into custody and taken to the DDC for processing. Detectors from the homicide unit are currently preparing a warrant to be submitted to the Wayne County prosecutor's office. And as this investigation continues, if you may have been present or if you seen anything else is we're still completing the package to submit to the prosecutor's office. If anyone has any information please call again. That one 800 Speak up or our Detroit Police Homicide as we look to close this case.
And a bit of positive news, we want to share some things that are going on have gone on this week and we have another event scheduled this evening. If your schedules or calendars would permit a great day for the department and we hope to have you there. Get to that save that one for last. On Monday. Our neighborhood police officers at the sixth precinct recognize Memorial Day by handing out free donated T shirts, hoodies, sweatshirts, gun locks, bobbleheads, footballs and soccer balls at Rouge Park. The merchandise was donated to the sixth precinct community closet by local business to make the residents aware of the giveaway the sixth precinct MPOs on their Facebook and Twitter pages, which were well received by the community social media is a great tool that we're able to connect with the residents here of the city in addition to flyers and the printed press, but we rely heavily on social media to get our messaging out and to communicate with the community. A former Detroit power football player and current Dallas Cowboys player Jordan Lewis posted his fifth annual football camp and on Monday, May 29 Local for posted a news story regarding NFL star and former Detroit power player John Lewis hosting his fifth annual football skills camp over the weekend Memorial Day weekend at the corner ballpark. story went on to explain how Lewis teamed up with Cass Tech High School and pals Westside cubs football coaches to host a camp, which is meant to help young men grow football skills while receiving words of wisdom and motivation. The 300 participants received an official t shirt and football gloves for their upcoming football season. The story was also reshard on our Detroit Powell Facebook pages so bridging the gap and using Powell as an opportunity to connect with our young Detroiters in the future of the city, future deputy police chiefs chiefs commissioners. Few of them may have been in attendance at this camp so to be able to connect with them through Powell. We're extremely grateful. That was done by Jordan Lewis. Now today the Detroit Police Department will welcome 10 New Police was the graduation will take place 5pm At the eighth precinct auditorium located at 21 555 West McNichols. Amongst the graduates our traffic control officers Edward and Johari Woodhall, who are husband and wife. They have worked as a civilian traffic control officers at downtown services for the past two years. And as you know, our reserve officers play a valuable role in supporting the crime control strategies and efforts and chief whites 12 point plan to make the city safe and these new reserve officers will join the ranks of over 70 Other members that are currently our reserve force and tomorrow, critical conversations. Pow. Chief White will speak to 80 students from four middle schools where He's participated and Detroit pals Critical Conversation series this year. Critical Conversations provide a platform for students enforcement to foster positive and trusting relationships in the community. Students will hear from Chief white and other speakers about the importance and students will present what they have learned before lunch and Field Day activities at the corner bar located at 16 at Michigan Avenue. Powell day begins at 10am and goes to 2pm Chair Ferguson. That completes my report and I will gladly answered to the best of my ability any questions this party may have. Oh,

No. and No they they restructuring and so forth building out. But 6000 runs over NS like 1000 More than we had last year. Six That's so sad.
If I may through the chair Commissioner Holly that is six. Oh, who aside in progress 633 last year so it's perhaps that that 6000 number be the grand total of all calls that we received from the Mental Health nexus with a mental health Nexus that we received this year. So yeah, that with in relation to the suicides we've seen a little bit it looks to me, no mathematician, but we're looking at about maybe an 18% addition this year, as opposed to last year but it is not 6000. Sir,
it's Miss chairman. Is there any correspondence between us and and the DEA when in terms of how we work and how we try to deal with that
or the chair? Absolutely. So what a part of our initiatives is our mental health, our CIT car where we have an embedded clinician, and that's through that partnership with D when and if we don't have an embedded clinician, we have the ability can through a phone or through FaceTime through a tablet. We can get them the help that we need when we interact with those that make that call sold. The partnership is alive and well with the win and are an integral part of our strategy. This
is stupid and no, I was. I was at a funeral home last weekend that when a funeral home had 25 funerals that we can do one Funeral Home 25 to one on it bring it up, because this and then when I went to Paula Paula, I saw not young people. So evidently some of these some of these situations you bring it to us that making the news, am I right? Because yeah all the audit homicides did you do it reporting today are any other day? Are you making them because that's what you did. The police do they ever did. There must be some going on. Some murders or murders taking place that you don't run I guess I'm Paula it's been a long day in other cities. I'm talking about today in Detroit. When if I and when I went around there, many of them were homicides, not to young people that not natural down. So I asked you know, I just tried to find out. So I'm asking you is this possible that some of the homicides that takes place in the city of Detroit? Do we get all of them on your on your report
through the chair so I may not or the person sitting in this chair may not report every single incident but through our notifications. Gotcha. And through the stet, the reporting weekly to your office, do get an account for each of those incidents.

Number one, I just chief want to reiterate my request and that of the community for the full video of the shooting and the death of Mr. Porter Brooks that I'd like the department to act on that as soon as possible, possibly by the next board meeting. Secondly, I'd like to commend the department on and our and our city and our community, actually the entire city of Detroit, on the fact that this weekend, there will be 300,000 people in downtown Detroit for both the Grand Prix, which I think is so exciting. I actually remember when the first Grand Prix was in Detroit was Mayor young and then also for Pride Week. But to have the level of, of interest in our city and our community that we have this week is phenomenal. And I want to congratulate you and the chief and the whole department on what I know and all of the reserve officers which will be a harsh Herculean effort this week, to to, as you know, to address the security concerns of all these visitors from not just the state of Michigan in the city, but from around the country and actually around the world with respect to the Grand Prix, and Benny was listening and all of the people in this room that we emphasize to everyone in our community that we're on, we're on this week. Shoes is an old time expression, but we're on Candid Camera. The world will be watching us of this week and I know that we will do a phenomenal job and that DPD DPD of course leaves that effort. yes. The chair to the chair. TCAS the violent crime went up 6% from last year, one year last year around this time. It was 6% Lower. Why 6% higher in one year's time you got any ideas?
Thank you well through the chair. If I may say Commissioner bank, sir, but this violent crime is uptick in violent crime is not specific to Detroit. We're seeing this around the country. And if we were due to do a white paper study in comparison to other major cities, Detroit is knock on wood doing better than most. There is a plethora of things that can be contributed to social economic issues, mental health were poor conflict resolution. There are a number of things that are contributed to I can't put my finger on one thing that's driving this, but rest assured we are committed to assessing what it is that we're presented with constantly developing crime strategies to combat and through these efforts. That's why the reason the number wasn't 10 And it's six and we will continue to do our best to get that number down and beyond past the reductions that we realized last year in our crime fighting efforts
and then 6% higher from last year. Do you have strategies in place to try to get that back down at 6%?
Yes, and we are continuing again through the chair. We these numbers are trending down earlier in the year they were a bit higher as it relates to homicide and non fatal shootings. So this number if we were looking at the trend line, this is a reduction and we are continuing to drive this number down to get again, lower than six and hopefully to beat last year's numbers as it relates to this violent crime. So it's a strategy we share just 12 Point Plan in addition to Micro Focus on spots across the city, instead of a macro, were a part of our crime strategy we've been where we would just give special attention to let's just say first street between A and B. Well now or we would just say we'd send them to this precinct or this cow car area. Now, with that Micro Focus we're looking at this individual block and each of the precinct commanders have a heatmap that looks at where those specific crimes have occurred and where they have historically occurred. And that is where we send our resources with directed patrol. So we have a strategy. It is the chief belief as well as our team that that is working and we will continue to drive that number down so we can get lower than that six,
wonderful, Deputy Chief you mean that DPD are getting the mentally ill health. Are you seeing results? Are you seeing the mentally ill get better with the help DPD are getting know what type of progress is progress being made with the mentally ill?
If I may, through the chair, well, we have a plan that it's constantly evolving. What we do now we didn't have five years ago with such a focus with a deployment specific to officers with the specialized training and the skills to work with those that are in mental crisis. So we believe that our plan is certainly effective, and getting the help that those that need it because we understand and through lessons learned we can't arrest It's not a crime to suffer from mental illness. So with our new focus with partnerships that we didn't have in years past with D when D hot so many other mental health agencies that we're working arm and arm with. We believe that our strategy is effective.

Again, through the chair. So the mobile field force is a group of officers that we convene at different times. It can be civil unrest. It can be a number of different issues that these are our most highly trained officers when we need to take a strategic tactical stance on an issue that is trending or emerging in the city. We call and we activate these officers we will bring them together and have them directly focused on the issues and example would have been the civil unrest that happened during the George Floyd era. They were integral then, as well as different protests and other events that have happened throughout the city. That is their function. They bring additional resources they have additional training outside of a normal patrol officer whether through less than lethal apparatus or tools that they may have, have a higher level of training and they are directly focused. Would that Well, I guess whatever we tasked them with, they're focused on these large scale events. This commander

Again, through the Chair, if I made commander severy does is a commander in the chain. I too have oversight of mobile field force. So I'm not sure where the buck stops, but I am the Deputy Chief over mobile field for sir
and the reason why I say that I sent him an email so he didn't respond. So I'm giving you to question so there's been some complaints that Rouge Park as it relates to the training, a lot of residents and I'm talking about the ecosystem, the environmentalists, the blooms that you mentioned earlier with the munitions, things of that nature. So we were wondering if there are any alternative locations to Rouge park that the Metropolitan division can use to do that mobile field force,
but thank you through the chair. So Commissioner Moore, the moment that it came out, Commander Severi brought that to my tax. They wanted to talk to you offline. I was prepared to do that last week, but we weren't able to connect after last week's meeting. Certainly want to talk you through that. As you know, being from that side that is has been historically, the location where that mobile field force training has happened. We will explore anything that we can do to make this department better and to have a relationship with the community. To where it's harmonious. So if there are options, we will take a look at it right now. That's what we have in place and not sure exactly where else we can go. But again, we can certainly discuss it and see if you have to
agree as a lot of land in the city that's not being utilized. I mean, I'm sure we can agree on that. We talked about the ecosystem. We talked about citizen compliance, we talked about munitions and booms. And I'm not an expert at ecosystems, I'll tell you straight away, but the folks who have contacted me are so I was just wondering if it could be given some some attention to find an alternative location so that we can still try it. Because I understand the training is important at the same time to citizens to go through enough with the Rouge range with the booms and give them some relief as relates to the mobile field force.

When it comes to ring doorbell ringers, do DPD keep stats or data on on for the individual presets when they go out on to answer those runs pertaining to someone's doorbell Ranga or burglar alarm or things of that nature. He keeps that on that type of stuff and
think it through the chair so we do keep a count of alarm runs that we have that that go off and that we are dispatched to. We do have that information.
Is it still is the numbers. I know you probably can't answer this at this meeting, but do have you all seen trends where you start to spirits more or less response, you know this year compared to last year or or those numbers may be reverse like this this time last year.
For clarification, you said less than more response. Are you inquiring if we're burglar alarm calls or what?
Well, doorbell ring doorbell radios as well as burglar alarms between the two categories are like this year. To date. Are we higher this year than we were last year or last year where we are higher than we are this year?
I will submit that we will pull that burglar alarm reports and we will submit it to you post this meeting. I don't have that in front of me but I will get that to your officer there.

through the Chair Mr. Burton, and I will get that information as a statue at a date on our burglar alarms and if you'd like to provide the specific as with those business or those addresses so we can see exactly what happened. Not sure if the alarm was verified as to why we were dispatched or what the circumstances were but we will gladly look at it. If it was areas of opportunity where we can do something better. We will certainly adopt that and we will work with your constituents from your district to resolve this matter.
Are they treated the same as like a green light business? That's my final question. We try like a priority mine like gas station or the cloud a category glass and as a lower priority
through Jeff through the green program. Green light businesses are a priority one through that but there are other priority ones just because you're not a green light does not mean that it's a priority one that priority classification bait is based on what we received from the call
the what of a business owner burglar goes off, but that'd be classified as a priority one or if someone's ring doorbell and does that you know classify as a priority one it could
be couple of things she getting back to the mental health runs. Have you guys because you have all these entities put in place. Have you been going out to the same houses more than once? Are they really getting the help they need?
Through the Chair? That's very possible that we could be at the mental health experts so we can get them there but perhaps they don't. They may want to leave an institution or just be stabilized as opposed to treat it. I can't speak that. What I can say is that from the scene, we offer them the services and take them to the services but if they accept it, that's beyond our control, sir.
And the other part to piggyback off of Commissioner Moore when I was a kid that's where they did everything the bomb stuff and all that right. But what he's saying I think, let me speak for you. We have a lot of land. Can we like move it around? So at least you know the training can be a little bit different instead of being in the same place over and over and over. Can we like because I know they do some training on bail out. But I don't know how that's going because of state took it over. But we have some land around can we like do it in different areas. So you know,
again, share we will certainly have no problems more than taking the suggestion and if it's an opportunity that I will certainly present it to the chief and if we can possibly do that where we're we're not saying no, by all means we're not saying no. Just we would need to explore that.
Fantastic. And just one more thing. These ATVs and mini bikes, they and that's the most cars I keep getting right. And most of them keep asking me what do they do with them after they see him get towed up on the tow truck on Facebook. What actually happens? What I kind of got an answer. One week they said that they they actually come and get them back. Right. But what are the ones that don't come get them back? What did they do with them after that?
It is it is the desire that we crushed them. So depending on I mean, the court may say hey, you have to give it back. It's a case by case scenario but for those that we take possession of we hope to sell it for scrap metal or get rid of it or whatever dispose of it so that it won't be used unlawfully on our streets again, while while I have your audience or captive audience and we speak about ATVs we are working. And thanks to the help of Councilman Scott events, who has agreed to champion and sponsor we think will be beneficial. And our challenges in dealing with these ATVs on the street is an ordinance that will stop those that are fueling both literally and figuratively, these ATVs what we're looking to do is to hold those gas stations accountable. That someone driving an ATV up and down the street just can't pull up and say give me five on pump five. They cannot pull up and sell fuel to an ATV that's lawfully on the street. So we hope that that is passed by council and again those businesses that are profiting off this nuisance that's impacting us throughout the city. We hope that this will help us put a dent in those problems that you're getting calls on we're getting calls on and we hope to drive this problem down.

My nephew works for the city in terms of the security for the Riverwalk, and he's indicated we the like this past week, like four people jumped in from bout here at Hart Plaza they think is funny. And you know, there's some there's some step ladders, I think or something steps there to get out of the water. And I kept telling him how dangerous that was and how dangerous the current is in the Detroit River. He said that if the when they when they do that, of course they call you and the Harbor Patrol response. I've never thought of any of this. But he says it's a 5000 ticket. If the person gets caught he tries to tell him to get out as fast as they can. Because you guys will come in and take them. Could you please let the public know that they cannot jump in the water? I don't think there's any signs down there. Last time I was down there. I didn't see any and let them know what the penalty is for jumping in. Because as I recall from long time now, the current and the river can be so strong that you can actually jump in at Hart Plaza and be down at the Ambassador Bridge. And just a matter of seconds depending on what the current is. So please let us know it's 90 degrees today. It's gonna be 90 all weekend. If you could please do something I don't know what at this point to let the community know they cannot jump in the river from along the Riverwalk and that it is and that you guys Harbormaster and there's a federal agency that's involved too, as I recall, because they're constantly watching it because of smuggling stuff that you can be in violation of the law.
Mr. Chair, so um, Commissioner Bernard, thank you for that. We will certainly work with our partners at the Detroit riverfront conservancy to see if we can put signs up and as well as an education campaign. We just talked about the value in social media. So we will use our social media platform to share that as well. It is a priority of the chief to educate all throughout the building. I believe it's next in two Fridays, we're actually hosting our first ever voters safety course. It'll be here at Detroit Public Safety headquarters in concert with the Coast Guard who was the other governing body as it relates to waterways as it helps regulate the waterways here so we have quite a bit of marine shoreline here in the city of Detroit and we want to make sure that we educate those that not only live here but may visit as to how they should operate a marine vessel on the waterway or if they want to enjoy the shoreline, how that works as well and what they can and can't do so we are constantly working to educate before we enforce so we have a campaign to educate the voter so we will make sure that those that are on the shoreline we will add that to that man. I could see what my colleagues in the department face every day. The board constantly challenged the emphasis of the department while it tries to implement technology and other efforts to bring justice for victims. Because that's what we here are here for victims. Not to make new victims, but for the victims. You constantly handcuffed the police, then you blame the police. You blame us but society's woes. You heard the numbers from the deputy chief and it's overwhelming and it's overwhelming and it's what they face every day. The license plate readers are tremendous. They're tremendously important and their non intrusive. Facial recognition is the same. But you fight you fight it you resist it. You resist bringing justice to victims for the Burke's please if this board ever talks about the officers are killers murderers gunned down or anything else to inflame this community. I will be the first person to run to the greatest law firm in the state of Michigan and to bring the civil action. It's not actual. Have you ever thought about what those officers face every day? Have you ever thought about the officers that was involved in that incident? how they're affected? No. What about the officers one more time also do not hold me or my colleagues accountable based on the actions of others. Do not these men and women risked their lives their summers the hills to bring justice for this community or sometimes. And lastly, lastly, let me finish this most important statement. I never stood before this board and told you that I disagree that I don't support CTRs and I do not understand Demeter complaints I told you that I believe that a demeanor complaint is an essential tool. In February, I went to Beaumont Hospital to get the mental health and when I was there, because I was so stressed out because what I've been going through for the last two and a half years. My keys was taken out of property in a person have the person that I've been complaining about in making reports. Apparently, like you stated earlier, you guys use social media to find different people when you know all the reports I've made concerning this person. Apparently she's not touchable or somebody just don't choose to do their job. correctly. Because not being fair. I can't speak for everybody and what's going on Boston Detroit Police Department, I'll see or the board, but it's out there. What I've been going through for the last two and a half years, especially for a year and a half when I'm not in a position to take care of myself because all my devices have been hacked into. They've been re rerouting my calls. I can't get in. I have the constitutional right to get a turn. They violate my civil rights. And I have an issue with that. When when I can't pay my bills who I have a year and a half because of this person. Is the issue in my mental state. When somebody's harassing you constantly every day and nobody's doing a job or choose not to because who she knows or who she's related to, is the issue. That's all I'm saying Be fair Thank you.

PAGE 59 of the transcript if you want to be specific. The Reverend William Barber has trained us to be very specific in our criticisms and our critiques. Yet your enemies will destroy you. But no each of you sat there and did as you are assigned to do to please the mayor and the police department. The upcoming election for chairperson is another opportunity to get the civil civilian oversight, right. Commissioner Holly you said you're on your last leg and you're ready to go. We hope you're right about that. Commissioner Bernard you easily promote your legal services to officers you just voted to promote. I don't know how no one said anything to her about that. Commissioner Ferguson missing persons ride alongs no that has nothing to do with police officer misconduct. Any Commissioner agreeing to be chairperson must stop using this meeting for other issues, even if the issues are critical. There are so many missing children. I know we have a 12 year old we have 11 year old we have the two missing the 1311 year older to 17 year olds and I know there's a movie coming out next month dealing with missing children going to Honduras. But we have I believe that and I'm going to be reaching out to the mayor's at the city council meeting the other day but I didn't have time to make the public comment but I did go on the mayor's floor that he needs as a mayor and a leader to talk about these missing children. So if the children are found, I know there was some missing children in Texas. They're conservative made national media before the national media get a hold of what's happening in Detroit. We do want to know Deputy Chief Hayes about where are the missing children. If they come home we need to know I know chief white mentioned that before they need to do a better job. And to say that but we are on that as a community with the missing children. I am concerned about all of the calls that you all get for mental health. That's another reason I'll be writing the mayor went to Lansing. We're trying to get a hospital here in the city of Detroit. Why they gave all the millionaire's all of this money. With these tax captures and what's going on in the city. There's concern like Commissioner Moore was talking about the noise and the reason we're concerned about the noise that's happening in the community is because we're fighting Grosse Pointe Park that's going to dump raw sewage in the city, Detroit. So we're dealing with that thank God for councilmember waters. But there's so much happening in Detroit. We know I know the police that you put your lives on the line every day because I know a lot of people that I know that was killed in the homicide you have solved that. So it's just like a balance. I don't know what's going on with the porter Burks. I thought that tape was missing. We were in New York with our George Floyd family and everything. We just want transparency with that. But we are concerned but I see another side of ICU and an IDI the traumas that we get so we know you all are putting their lives on the line every day. Like today, young stated. Thank you.

Hi, my name is Chris comer Hill, a lifelong resident of district two. I'm here again to talk about the license plate reader policy and specifically the continued failure by this board to perform its oversight duty are the board members last week at last week's meeting claimed that this is this hasn't been rubber stamped and Sheriff Ferguson in particular claim that this wasn't rubber stamping because the staff was still negotiating. But the board then voted not to rescind Commissioner Presley's ill formed motion despite the parliamentarian having issued a clear opinion that motion did not actually meet the parliamentarian requirements to actually adopt the policy. That means that this board voted to rubber stamp a policy that not only had it not discussed yet, not only have that policy not been advanced out of committee, the Board's own staff was still actively in the middle of negotiations on that policy. This board rubber stamp the policy a week before presentations from this Board's own staff on the ongoing negotiations and a week before a presentation to this board by the ACLU about all the problems with a policy that again had already been rubber stamped. Commissioner Holly claimed that to rescind that motion would be an embarrassment. But we all know, this is already an embarrassment. The board's rubber stamping of this policy is.
Troy I want to thank Commissioner Burton for being the only no vote against that egregious rubber stamping motion. And I would urge every member of this board to vote yes on a motion to rescind that and return this policy to the board so that proper oversight can continue. A motion to rescind is in order every week until the city council takes up that policy. And this isn't going to go away. We will be back calling for the rescinding of that motion every week. Until

we can hear you clearly. Okay, great. I like to start off by saying that Detroit has an epidemic of people running red lights. I think a greater effort should be put in place to stop or greatly reduce that, you know, every day I have people calling me you know, telling me about people running red lights. There's some red lights is very pervasive with it. You know, it happens all the time. But more effort needs to be done to quit tell people running red lights. You know, we have a number of people that need help in the city. And we have a number of problems. And hopefully we can get more people working on some of our problems some of our solutions. Also, in the like when I was a board member, there was three I'm not proud of and all three of those and Bob Holly, you know, rather than having, you know, one was with him, asking me to vote for him saying that he's gonna vote for Commissioner Brown for his vice chair. That didn't happen, you know, so sometimes he learned that just because somebody is a reverend don't mean you could trust them. And the board needs to be having greater transparency that has not happened. And I think it's horrible the jacadi advancing the policy without really looking at it and analyzing it. You know, more people need to be more active. Why and last time I was on the during the time I was a board member, I took part in the national white paper on duty turning to see but more people on this board need to be more thinking about the community. You can say my name nicely and loose grown me over. That's not respect. We call or come in, week after week after week. We offer suggestions. On how this board can be better and do better. And also, I have a police department can be better. I mean, nobody I don't know any person even the ones I don't like really everybody wants the police department to be better. But the place we bring things when they're not good is this board. This is where it's supposed to be. This is where the complaints come. If they're not getting getting done. At the board at the All CRS office. So I'd like you to stop having that long soliloquy. That means nothing. It means absolutely nothing if we're not accomplishing anything, and I like to thank Linda Bernard for saying yes. We're we've got the eye of the world on us in this next week. report please. Good afternoon, Mr. Chair and to this honorable board and we thank you once again for the opportunity to report out from the Office of the Chief Investigator on the screen. You should have the slide deck and those who are on Zoom. You see the slide deck that may be somewhat different on Zoom. But we'll point out what those differences are. Our mission I won't go through the whole mission but the basic goal of our mission is to fairly effectively and objectively not only receive and investigate but also make recommendations regarding complaints concerning citizens interactions with the police at the end of the day. That's basically what we do. The Office of the Chief Investigator serves as the investigative staff for this great board the board of police commissioners, and is staffed by civilian and formally sworn personnel as well. And there are a number of things that we do but the main thing we do is that we find facts as relates to allegations that have been levied at police citizen interaction. So let's talk about what is an allegation real quick. Okay. What is an allegation? according to Webster, an allegation is defined as the act of alleging that something either a positive assertion especially that a misconduct has occurred. And allegation is a claim of a fact that has not yet been proven or made true. And so all of our investigators at the end of the day, were fact finders, not the ones to carry out discipline. We're not the ones to do other things, but we literally are there to figure out if this allegation is true. These are some of the allegations that we investigate in our house and these are the ones that we look into the most, as it has been said in our meetings already. When you look at demeanor and procedure, they lead the way as relates to investigations of allegations that leads to our investigations. And certainly following that is service so you have demeanor, procedure and service as the hotbeds of our investigative process. So I'll just go just real quickly over a definition that will give some practical examples of what a demeanor complaint may entail. So a complaint a demeanor is a complaint against a member that bears gesture or language or other actions which is offensive or gives the appearance of conflict of interest. Misuse of influence or lack of jurisdiction of authority. So what are some common demeanor complaints that that we hear from Citizen Well, one of that we hear quite often is that the officer was rude, or that the officer told me to shut up. The officer said I was slow. The officer was unprofessional or the officer yelled at me. And obviously we use the tools in our investigative tool bag to uncover what the facts are in those interactions. The other common complaint an allegation that we receive, is that a procedure and that complaint regards violation of policies, procedures, training, or the law enforcement code of ethics. So what are some clear cut example of procedures? Well, here's something that we get often that the officer did not tell me why I was pulled over, or the officer just walked up on me and removed my gun from my hip. The officer told my vehicle without tagging my vehicle. The officer did not tell me where my vehicle would be told the officer refused to provide his name and his badge number, or the officer did not request a supervisor when x those are some of the common allegations that we see under the category of demeanor and procedure. What I wanted to also do is for the month of May, we have been able to show all of the citizen complaints that were filed in the month of May, along with the allegations and one of the things that's interesting is that we had 159 citizen complaints however, we had 302 allegations, which means most complaints that come in, we actually end up investigating multiple allegations per complaint. And obviously, it takes quite a while to deal with this. As we have discovered we're not quite at full staff yet. So our investigators are working extremely hard on behalf of the citizens to make sure that we find the facts that matches up with their allegations. And you can see there that just in the month of May, there were 96 Yeah, there were 96 procedure allegations and there were 72 demeanor allegations and that was across the across the various precincts of the city and then service of course we get 57 complaints or allegations as relates to service. We also broke this down for precinct because in our retreat, the question came up can we get that information as relates to the precincts that our commissioners represent? And so you'll see that those numbers right there on the screen, and obviously this report will be made available on our website for citizens to look at as well. But as you can see, precinct number nine precinct number 10 and precinct number six lead the way in total allegations. And and you can see the category that those complaints are coming in or those allegations are coming in as well. But when you look at the total again, look at the total amount of allegations for the month of May over 300 allegations just for the month of May, I said a few weeks ago, that the summer months when the weather starts to get warm is when the complaints start to increase because you have more activity outside and you have more interaction with the police. And so we are in that season now, as our complaints are increasing week in and week out. And we'll see that until the weather begins to change and people began to retreat back inside. So I want I want to highlight something at the bottom of the screen. It says unknown command. So I want to very clearly define what is unknown command or unknown command does not mean that the officer is unknown. What it means is that we have to do our research to determine what precinct or what area they were working at the time because a lot of times a citizen will call in with the allegation or write us with the allegation and we have to figure out exactly what precinct what command they will walk they will working in but it's through the investigative process that we're able to pin that down for our citizens. And so you'll see that number a little bit high, but it's not because we don't know who the officers are. We're just figuring out exactly what location they are. They're servicing at that particular point in time. We showed this slide before and will always show it and for those of you who are watching online, you actually can take your camera out and you can take a picture your phone, and you can take a picture of that scan me and it would bring up the complaint form right there. Right where you are so you can right now get that that scan in your phone and get a complaint. And if you have an issue of service procedure demeanor or arrest, whatever the complaint might be, you can certainly fill that out and that'll be forwarded to us. Our address is right there on the screen. Our number is there. And if I can just for a moment, we have a number of members from our OCI team that's here in the meeting tonight. And so I'm going to ask them to stand up who are here supporting the meeting tonight. would you all stand those who are representing them? The Office of Chief Investigator please stand? Thanks. Thank you through the Chair. Just a very basic question because I'm always going to ask questions to push us towards excellence. And I want to talk specifically because when I look at what's on screen, you look at Fourth Precinct, one's arrest one's demeanor for total for procedures there you think about Fourth Precinct, 6/4, precinct, 10th precinct to a certain extent eight and nine, who are bordering communities who speak different languages. Are we going to get to a point where this is in a multitude of languages to better serve our citizens. I know that this is great and this is phenomenal and I know you have a hell of a lot of work to do still in improving OCI, but I want to push us towards excellence because one of the main factors obviously in the Spanish speaking community is immigration. So just because Fourth Precinct numbers only total for for the month of May. That doesn't mean that residents didn't feel the need to actually come forth and provide a complaint or have a complaint or an allegation. And again, that applies to anyone. It's not just Spanish speaking. We have been galley folks in our community close to Hamtramck, a variety of languages just throughout the city. So I'm trying to push us in that direction because again, we're our sample size is only those who speak English and those who are actually willing and courageous enough to come forth and put forth a complaint. So what are your thoughts for
the future on that? Through through the Chair and thank you, Commissioner nandus bringing up that point no, that is an excellent point. And certainly, we want to make sure that our information is available in all of the various languages. And so we work with with the board secretary and what our staff to make sure that we convert our English speaking presentations into other languages and our brochures as well. I think
that's an outstanding go. And just one final thing I think the office of Creo might be able to support. I think they have embedded services for language access, including translation
on on the city website.

Number one, as soon as Michelle came on board and had an opportunity to be over at OCI and basically assess where where it is that she needed. She she thought she might need to make some changes. She already came back to the board and indicated the staff knows their work. And basically she wasn't trying to boot you out of a job. But she admitted they are very independent behaving folks, and again, very professional in how they can conduct a job number two
Dyneema.
And then you said the name or one of the attributes of characteristics of Dyneema is professional language. Would you consider an officer saying to a civilian, I'm not going to take that BS as
professional
language through the chair once again I've had conversations with our investigators as relates to the Mainers specifically language and we follow the policy that these are officers are professionally trained officers and man would not go to the bank and inspect someone service you at the bank. Say give me your BS money. We don't expect our officers to use that type of language. When addressing our medicines, who hours of training they go through hours of preparation. So we expect that professional training to come through when those interactions are dealing with our citizens and we understand that there are a number of different situations that they encounter. However, they are hired like all of us are here to be professionals in the various encounters that we experience. So to answer your question, we investigate that and if we find that type of language, we sustain it. What happens when you find it? Can we
sustain it? Sustained? Sustained.

We were stunned I was one of the I was one of the commissioners who was resistant with signing a citizen complaint that was in favor of the law enforcement member who could split explain away why it was he did not have his body cam operating. And and what's really, really concerning me today was I was distracted when this information was shared with me. So I don't I probably don't have the correct Burbidge but what encouraged me not to be so what encouraged me was that there was hopes that we could get some result if a law enforcement member did not operate his body cam and there was a back and forth about it. And I think the word that was used that OCR investigators could apply to that situation as site CIT II. And I mentioned to you two weeks ago, and apparently the word site CIT is foreign as far as to how you would deal with the law enforcer who did in fact, it could be closely suspected that that individual was now operating his body cam, but the word itself gave me some some resolve as relates to how we can manage body cam violations aren't calling through so my quote I'm sorry, my question is, am I using the right verbage was asleep when this word was shared with me
or what are the tear once again, to to Commissioner hope. I'm not sure how the word was shared with you. So I really can't comment on that. But what I can say is that there is DPD policy as relates to wearing body cam. And the policy is very clear that before you leave the station, you need to make sure that you have your body cam on and that is his operational and that it is if it is not operational, that it needs to be documented that you try to get another working unit or that your supervisor knows with technology and we know that technology can be somewhat limited. We know that there are instances where maybe something happens right. However it still needs to be documented when we find those instances where a body cam is not working and there's no dodging we sustain that officer as relates to non uses of body working by the camera and then has not been documented. We have not had anything of that caliber until you arrived right and so I just, you know, I just just wanted to just thank you on behalf of our Detroit community. Something was braised about having you know, a bilingual bilingual piece I've been advocating for years on this board for the board to have as literature brochures and, you know, in power as a bilingual piece, I've been also advocating for business cards to be in Braille. I wouldn't change a theme when it comes to your report. Your report is solid, thorough, trustworthy. You are a man of integrity. You run a great office with a great team that's surrounding you. I think the board could benefit is having someone that can go out in various pockets of the community to assist and work under Miss Teresa blossom, who's also doing a wonderful job with the board. I think we can have someone to go out in the community and represent that part of the bo PC. Under her instructions, I think Teresa blossom have made a lot of great records recommendations for this board and how this board ought to function. But I just think brochures. Business cards and bro would you know be very helpful but your report I wouldn't change the thing is very thorough, very professional. You actually helped raise the bar here with the board of police commissioners as well as with your new role as the chief investigator. You can give each one of us two or three. We got a whole week to read cases and give each one of us three cases a week. Through the Chair again, and thank you, Commissioner Holly for bringing that up. Just this week, here's what we know we have in shop because there are some things that we don't know because of the investigation that's going on. But what we do know is that we have 253 cases that are sitting that are backlog that have not been moved since the overtime was taken away. And so I gave direction this week for senior investigator Ainsley Cromwell to begin to triage those cases. And as he triage those cases that we can get, and I don't mean to be disrespectful when I say this, but we can get the low hanging fruit. And what I mean by that are those cases that just need typing, and we can close it out those cases that are are those cases that is very clear as we look at the evidence that either a crime did or I'm sorry allegation did or did not occur, that we can move swiftly through those. So we gave some direction and beginning of Monday, beginning Monday, he will report out we'll sit down and meet every Monday and by I believe it's the 10th of June I will have a detailed list from him an inventory list of him of all the cases in that backlog and what we can move fairly quickly. And once we do that, we'll sit down and determine how we distribute those cases out
to the various staff members. And that's Mr. Chairman, I'll leave it alone. But that's my my, my concern I think it's a good way of doing this. For example, when I go through this cases, there's some it's just simple, it's just no investigation. People dropped dropped out those kinds of things. It seems this type it up and this is get away with it. So I'm looking at like math last week, added the five UK me only only for all four when needed just a posing, and the other was investigation. So I'm just saying those are the kinds of things I feel like I'm willing to work with with you on. You know, as retired I can have lived more time and you can heal I can work with maybe five to seven of those pieces. So we a week if you want me to. But those are the things I can do. Because I do my real skill that I take good anymore. I'm just saying to you, I can do that. Okay, and so I could work with Miss Wilson a jar secretary, the lady that you just said that you gave that

Anything. Let me just quickly I agree with everything that was said. In an excellent report. In terms of bilingualism, the city of Detroit sends out its tax statements. If you live in Detroit, you know this and most Spanish as well as Arabic. I think we will be consistent if in fact, we just did that if our forms were are in that order or if we had a Spanish and or Arabic person speaking you know, whoever answers the phone, you know what I'm trying to say how it's done. When you call any credit card company, they first thing they do is you want Spanish or do you want English you know how that works. Secondly, I agreed with the position taken by my colleague the Vice Chair, Miss Hold that any allegation where the officer I know this is controversial with the department but that's unfortunate. That in which the officer did not have his body cam working, and it was not like one of those emergency situations where you just spoke about, let's say there's some huge event and everybody's at station and they're running real fast, and they've got to get out and body cam doesn't work. I understand that. You know, there's always an exception to every rule that those allegations be sustained. That was her motion. It was voted upon and passed by this board. And the union, the head of the Union stated that he was going to appeal it through the arbitration procedure. I haven't heard anything about that. But even if he does so be it. He has a right to appeal any decision that affects his collective bargaining unit that he may disagree with, that the board has made. Most of the complaints that I'm aware of. First of all, most people don't file a complaint even when they have a complaint. All of us in this room are busy. We are misused or abused by various aspects of the system all the time. But how often do we really take the time to file the complaint? So I'm just interested in us being proactive on these things, particularly and I've tried to put it in the policies that I've reviewed with respect to young African American men who are constantly harassed because of their sagging pants. Because of their hair, because in when it's hot, and when it's cold because of their hoodies, because of their appearance, appearance is not a reason for for a person to be stopped for a person to be investigated, et cetera. I mean, those are I've written this up several times, and I'll share it with you. Those are those are those that does not substantiate either probable cause, which is the highest standard or certainly reasonable suspicion, which is the lower standard, but that's where the if you're young, black and you know, look any kind of way that not like you look today, then of course, in many instances, it's a problem. So I'm very sensitive to that. And I look forward to continuing to work with you and all of the investigators. I know I'm the one who writes the most who rejects the most cases. You asked for more information all the time. I'm sorry about that. But I just think that it's appropriate and important that we raise our standards and we've just not as we are criticized constantly for rubber stamping things variety pistols on every case, just about so your personal interaction with me and how we can you know how we meet it was a meeting of the minds on what has to be done by by by officers and the biggest thing for me, Mr. Chairman, is the what I call piling it on. When a person stops me let's say something's wrong with my license plate or some Okay, here you start so I get a ticket for that or get a ticket for a suspended license. And then here we come with a whole bunch of other things. This is the primary reason that our community is impoverished. If you get sick finds, based on one simple traffic stop that really related to let's say, running a stop sign. That just makes it impossible. I'm just digging the hole deeper and deeper. I can't get out. So it bothers me a lot that that's occurring. And I've actually got to write something for the department on it. Chief Hayes that urges them just to be reasonable and rational you gave me gave me two tickets. All right. I got $300 in fines. I don't have a job and don't have any money. I'm probably driving with a suspended license already just because of ticket for not payment of fees, fines and penalties, fees, fines and penalties mean a lot in our community. I mean, I've seen it with young people within my own community. So I mean, I think we need to be I mean, I don't care what other police departments do or don't do. But I think that there's a reasonableness standard, and I just urge them to accept that but I'll write something on it. I'll give it to all 3000 of them. So that so I appreciate that because it is a form of harassment. I'm pissed. Excuse the expression. You know about the fact that you asked me what I was stopping you for. And I did this and so therefore you give me four or five tickets. So that's the problem to me a big problem in our community and also it encourage you, it increases the possibility of violence either by the officer or by the citizen against the officer. Because you just have heightened you know, the level of tension and you know this because you're closer,
my colleague, I'm just wondering, should you be directing it to the chief investigator to Chief
you know, one dose thanks so, there goes back to respect. Please always pull you over and you start cussing him out what kind of respect you think he gonna give you after that? He got right to four, five tickets, but if he pulls you over, and you respect him, he might just let you go. Because like the chief says, Everybody doesn't need to get locked up. Okay, how you through the chair to answer your question about goes. One of the front of the first things I wanted to do is to get an assessment of the office to talk to each individual employee that works in that building, to find out what their strengths were to find out what areas they might want to be used in that they have not been able to use those gifts, those those talents or those skills. And to get from them. What do they expect us to do? How do they expect the office to move forward in a positive way? And so one of the things that we did in working very closely with Secretary Shaw, who was a great partner with me in this whole thing, and I enjoy working for her and with her. I think it's very important that we all know that, that she supports our office 100%. So one of the things we did after we get all of that information together, we began to develop work teams and in those work teams, we pick projects that for improvement, whether it was improvement for our CCR or process improvement to make sure that we are all uniform and how we look at an address complaints, how we investigate complaints. And so there are seven different areas work areas that our teams are going to be stuck are going to begin to work on next week on the seventh of June. And this effort is led by our senior investigators in the office however, they get the feedback from every investigator and every personnel in our office and then we'll begin to an end the thing that makes us important is that the office then begins to rebuild itself from within, from those who have a great deal of experience who have ideas that can help us go so those are just a few of the goals that we've been able to accomplish since I've been there. And then and that 30 days. Well, we got a lot more than that. But yeah, but those were important
that was near and dear to my heart. Great, great. You know, you are leader over how

I do want to thank Chief Investigator Warfield for his presentation today and all the commissioners for the insightful questions. I do want to clarify that the OCI and Commissioner brochures are printed in Spanish, Bengali and Arabic. So those are available and we'll certainly take the feedback for additional translation of material so we can service all of our community members, honorable Commissioner, incoming correspondence are outlined in your agenda. As a reminder in accordance with the LPC bylaws. The June 8 community meeting is designated for Bo PC officer elections. As far as for Nicole, on May 23, you received an email announcing registration for 2023 Nicole conference which is November 12, through the 16th Please respond to the email with your intent to attend by tomorrow, Friday, June 2 So that Mr. Brown can complete everyone's registration. So far, we do have responses from six commissioners, and after tomorrow, all registrations for BLP C and OCI will be submitted and closed. So please respond. By tomorrow so that you can reserve your spot update regarding policies the staff is currently conducting analysis on DPD directives two zero 5.11 officer involved shooting investigations and three zero 7.8 Gunshot detection system. The staff is also preparing to solicit updated community feedback on those policies as well. My last update is a recording so the staff is working to improve data collection and reporting in partnership with DPD. In order to improve the information the board has to perform oversight and make decisions and working with the chief's office to fulfill the need for transparency and oversight. The following reporting is currently under discussion. In regard to license plate readers. We're discussing data that'd be OPC can use to analyze reads versus number of hits. Hits by hotlist or NCIC category and usable matches. In addition, we're in discussion regarding DPD actions taken on the citizen complaints coming out of the OCI office and internal affairs reporting as well. These requests do require some additional discussion between Chairman Ferguson and achieve as both of those requests do include data that DPD has not provided previously, and they would like some more discussion around that. And no missing persons was discussed earlier. So there is a data request out to DPD around missing persons and this request will allow Bo PC to understand the trends of missing person frequency and demographics along with trends around DPD use performance around recovering outcomes. So far, DPD is unable to provide the data requested however, I have reached out for time to discuss how this data can be collected going forward to serve the community. And then lastly, there is an outstanding request regarding take home vehicles DPD is finalizing their response regarding take home vehicles. This response is going to explain the rationale for some DPD members having take home vehicles. It will also answer some frequently asked questions about take home vehicles and include some data around how many vehicles are used in take home capacity in a given day. While really it initiated with citizen George regarding national acknowledgement of when young people or citizen is missing and obviously, as it translates to a positive ending, citizen is returned to his love to his or her loved ones. And we asked DPD How is it our stuff stays so local, in terms of missing citizens,
that we get a response place through the chair? We have not received a response yet I did clarify the question with DPD asking how media is communicated with in regards to missing person so does DPD only reach out to local or do they also reach out to national level media sources? And what types of cases get escalated to the national level? So I'm waiting for a response on that. And I'll provide that to the board when I receive it. Thank you.

I did have a conversation with the chief's office about that. And what it was indicated to me and it I'm a personal person. I'm a person who has used the missing person report. I mean that I could call and when she would be missing I would call the police issue mishit missing persons report. When she came back, whatever boyfriend it was going on, but she came back I'd never call the police to say that the person was back. I didn't know I was supposed to just as a citizen. And so she would be back home and it was okay. But but the point is that he said to me, I mean, I talked to Chief Hayes about earlier today. You have to actually go to the police department with the person because they don't know who the person is, is calling to saying the person is not missing any more. They have to see that the person is alive. If they don't see the person, then the report stays in the system. So she would go wherever she was going 1314 15 If I put her in Vista, Maria and as an incorrigible person, but anyway, so they never saw I never went back with her so they never do. So he told me he said those reports that you made Linda probably still in the system, because they have to see the person at the police station, not at the house, none of that stuff. You got to take them to the station. So that's something that we need to let people Mr. Chairman in the community now, because when they're missing then they're found that the police have to see him not that I see their file.
