I released a media release today. So I'm gonna read that and the OPC shows community accountability and transparency. The Border Police Commission are currently under investigation by the auditor general office of the Detroit Police Department, internal affairs unit and in the current board and staff leadership some or all of these investigations were initiated because inconsistencies discoverable by commissioners and staff who recognize the importance of transparency, accountability and fiscal responsibility. And the border police commissioners are committed to be fully cooperated with these investigations and given an opportunity for due process and warranted any employee will be brought before the board for determination after investigations and in the meantime, operate in the best interests of the residents of the city of Detroit by taking the necessary measures to maintain the security and integrity of all ethics limiting and or removing access to the OPC offices, citizens complaint writers, personnel records and or operational citizens baseball team or actual risks and the best management practice. We appreciate the community's patience and support as the board growing pains of improving transparency accountability and Fiscal Responsibility in order to provide a full report will be made available to the community upon completion this is why this is its report

Currently how I'll call those.
Good afternoon board. I'm Mr. Singh. There's an old adage is for
a fish
rots from the head. So if most of my comments are directed to the chairperson, is because I believe that's where a lot of the problems are. First, I think you were misleading in your opening statements. The inspector general's investigation was a surprise rate. And a lot like so many others surprise ratings is a fear that the corruption is so pervasive that the things the documents to people can be manipulated. Your comments about community outreach, no one knows what the Board of Commissioners does. Anyone wants to surprise your lack of addressing police officer for years makes you irrelevant. And people don't care what you do anymore. And I say this because it has documented numerous times by investigative reporters. This voids the lack of activity and focus on police officers is well documented. And so this week's investigative report that detail why an officer with so many complaints of serious battery steel was allowed to be promoted. It makes me understand you are because at that promotion, you offer your personal and professional assistance to each and every one of those officers being promoted. It was a clear violation of any conflict of interest. That anyone should ever know. Take my time
community activists last week as plane last week, I explained why meetings. I did not inform you that several years. Some of the largest churches in our city asked him to say something to improve our city and not just give a feel the sermon on Sunday, receive money and leave. I received responses from on Thursday, saying there was so much discord. Some of the commissioners were yelling at each other, as I've said before, so the commissioner seems to me and have discussions about concerns and perhaps this unprofessional behavior. It seems to be saying without too much thought is what you're saying or hearing. As I said last week, I come to learn and receive information. When she winds up giving their reports they are often asked to contact our communities need to hear from the chief and not only in the crimes test, but I can't recall any ideas that the board suggested to help make changes and instead I have heard complaints and criticism wise how they are working to lower the stats on crime. I haven't even heard Commissioner asked too wide. How can they help? I will refer you to one of their Michael Jackson. So the demand we all can do something and let's be about the business. We have children thank you
I'm with the charter is with these standards, session seven dash 818. And my concern as the least volunteer is that we have four things that I come to you to address. One of them is we don't have the proper proper training. The second one is we don't have the equipment to work with. The third is as of April 1, we are going from 16 hours to 24 hours. It was mandated so we were told by Chief white and the fourth thing is that we need to be more of a team player and not always criticize people and that's
the chair
I were building and we fall to your commander. And in the past I know that the reserves have made a presentation to the board as to what it is you're doing and I was just gonna pass on universe. We requested that the commander contact our fears to the war on our agenda. So we can make that happen. I believe that
because we have the TV or some things I will not say publicly until two years
pass. We prepared a presentation by the reserves and again as to keep the board current because I know it's been two years so we can follow through for a little second years to happen. We'd appreciate it.
Thank you so much.
Thank you for
the role of Austin.
Afternoon
today I see the impact impacts lack of resolve
and we simply cannot afford to go to police or to go to any error we resolve every loss of miles or periods simply put $30 million and I got two papers here from lawsuits there's no chief over here says Yeah. I believe and I got a call asking for coffee but the only way you can regain trust is through transparency and accountability. Are you worried at all punishment anyway is not supportive of a share or any investigation is taken directly out of the mouths of our children. For overcrowding facilities to a poverty in addition, it starts here. You cannot enforce any laws. If you're a law enforcement or not and of course, is as a slap in the face or traffic light now if you're so accountability stars here and we give this chair all anybody in here at the bottom line accountability. We asked him for magic

That's remarkable and commendable people work because summers coming children, grandchildren, spouses, parents, grandparents, and everybody else is counting on you. You got to keep working. Thank you very much. Bye bye. Thank you.
Just a moment.
Hello, I speak now on behalf of Detroit residents advancing civilian oversight, Draco. Something ain't right. For the past few years, I've watched this board dance around hiring a permanent secretary and chief investigator. It seemed like they were committed to keeping Melanie white and Lawrence Akbar in those interim roles indefinitely. At one point the process was completed but finalists including data Wilcox and were rejected. Most recently you hired Victoria shot and drum more field. That's great. But then you turned around and fired Mr. Warfield with no explanation. Now some staff members are being investigated. Who are they? Is there any connection? We shall see. News Conference outside the 36 District Court this coming Tuesday at 4pm On that same day, I'm Mr. Duane Jones will be going to yet another final pre trial hearing. Thank you and I yield.

Commissioner Davis
Hello, can I be heard? Yes, we. Okay. I'd like to start off by saying that since Friday, I've gotten numerous calls from some of my friends and Neko and others talking about this board of police commissioners. You know, some of the stuff that I've been saying for years is being bared out. You know, how can you ask Detroit police officers detail on their co workers, but yet y'all turn a blind eye to what's been going on there with the board of police commissioners and their staff for years. I've been raised in a number of concerns. But of course, I've talked to a number of people a number of people when they was cheers, even Holly and especially Belle, you know how you cannot continuously cover up the misdeeds of people just because they're your friends and you liked them. But that's going on here. You know, this board is a poor example for the Detroit Police officers. A poor example. More needs to be done. Just this week, a couple of days ago, city council raised a part about trying to raise your stipend trying to do something, but they they stopped it because they wanted to investigate more. About the investigations is going on about the concerns, because while I was still on the board, I told a couple of different people, that people the OCI was afraid that was being harassed. But that was everything was being a blind eye because of they have protection from their boss who had protection from a couple of board members sitting there at that table. You know, so we need to tell you, you know, turn the table and start doing what the public wants you to do. You know, stop being so opaque and be more transparent. There's corruption going on. The corruption is sitting at that table. Thank you.
Zero Yeah,
yes. Um, it is tough. It's tough being a commissioner. And yeah, and it shouldn't be this board. This board is the last step in getting things right. And you all should be above reproach. And you really don't have a tough time. Because those of us who do call in is not even a percentage point of the citizens in the city. There are issues on this board and you all continue to act like you're getting it right and you're not getting it right you are not. The fact that it took so long to get a secretary shows that there's some corruption or ineptness or bolts. There are some things that are going on people being investigated and stuff. You're not transparent about that. And week after week, I'd go away, not feeling secure, and y'all abilities and that should not be there. I have other things, more important things that I should be concerned about, about the death of my son, and his case has not been solved. And I need you all to make sure this police department is the best it can be so that I can have some kind of resolution. And not just week after week, year after year. We're bogged down and BS on this board. Y'all need to do better, and it's gonna be tough, but it should be tougher. Thank you.
Okay, couple of things.
This is where we're reached back out. When he returned, we reached back out
and I asked him to come
we're constantly to help what we did for the reserves.
We did that
was a surprise
to myself. When I say hey, going over there was a lot of things happening behind the scenes that
I can't say,
all right.
I'm gonna tell the board, whatever they want to lose and I try to encourage them to get more
boards not easy to do. City staff. Work hard. I know I do. Take a lot of people I take I can handle it. But believe me, we were trying to hit this right. I got a couple of more months here. When I leave next year is to enhance when I tried to pull backwards when I'm pulling the rest of the Commission's when they look for another leader, find one that's going to enhance I have to take this
backwards
I'm trying to get
your report please.
Thank you, Mr. Chair, or the secretary reports. Today we have incoming correspondence a specific specification report or license plate technology as well as correspondence from city council president regarding questions for the board regarding the budget. We have several communications from the chair internal memorandum, as well as media release from chairperson Ferguson. We have two opinions from attorney Adam SASB as well as an opinion response from Jefferson and a complaint submitted as well on March 30. And all communications are in the practice.
Sorry for
the incoming correspondence questions, and the administrative team is working on gathering to respond to city council on behalf of the board. In addition to looking at our process for analyzing requests for promotions and disciplining officers, we're looking at how we present information to the board and how we improve transparency around the rationale for the decisions that are made by the board. To the public understands regarding the correspondents from last week on March 23 She sent in a request for administrative leave paper with medical benefits for 22 that hearing will no longer take place. necessarily due to retirement effective today, March 30. At the March meeting, I also mentioned two policies currently in review process with more technology aid and Officer wash treating investigations 05.
Pending Board approval, the next policy committee meeting is April 12. In the policy committee chair, we can place those policies on the agenda to proceed with review and approval process is running open positions so the chief investigator position is on the agenda for today. And then there's more. In addition we are starting the interviews with investigators. We are targeting and is to present as recommendations to the board 13 candidates sent to Mr. Sunday backup candidates requesting interviews we are waiting for an interview days in addition of positions that are budgeted for and attending to the board executive manager for finance. Those those positions are being submitted before the close of business this week. Lastly our days. We have 14 Investigators currently on staff. Investigators are currently in rotation for cases one nation and one of the top office supervises the following process for monitoring your investigator cables and the progress we're making on a weekly basis and that includes better monitoring productivity. And to open cases there's so much more than we had last week. 295 of those are 90 days or or a last week and then 207 are under age. And then I conclude my report
Yes
there is no excuse for the board to support the promotion of law enforcement members who have taken it passed. I'm asking this.
either if we could have a revisit to the management presentation that helped me when she came on board and came to understand how an officer, of course remember with the training pass yes into the promotion cycle. So, again, share images, show, request, management presentation. That will be another opportunity for us to again, just stay in there that kind of activity could have transpired.
Thank you. Yes. Responding to the media. Crosshairs
microphone.
Several days and we have an opinion Cooperation Council, as in writing in detail, recommendation and listening for Commissioner I would offer that we should have that closed session next week. So I'm just suing the chair
we can see we can get all right. Mr. Chairman.
Yes, yes. Thank you. Sort of a follow up request from from my chair. If we can schedule through your schedule, or revisit the promotional process. I assume it would come at from directors Hello, just so that we can better understand how that promotional process plays out. And then the different nuances that exist when promoting,
Mr. Chairman, in terms of my in our discussions with the sheet, and as you know, we'll move from all people. I have requested a summary on all of the complaints that have been filed against that officer, whether they were sustained. Long, she's indicate that but in she has indicated that there are allegations that have either been sustained or allegations of abuse physical abuse. He personally listened to those and determines whether or not he's here, and that he doesn't blame people to us. Unless he has little to do to those sorts of serious allegations to make the determination. I don't know what happened. In the case, obviously, that we're just talking about I don't recall it, quite frankly. But, but I just want to be in the community as this board that he does personally review, citizen complaints against an officer. Or, Chief, is what I was looking for that category. There's been some sort of calling.
The police have an individual
that's correct. So
can look at it again, no. No.
concerns with some on the record that
has those
three handles.
I didn't see that. But I was on the
record. I didn't know we were going to hold those officers accountable for 30 days, 60 days, 90 days, six months, and then a year because that's when they come off report and
report to see how they're
doing. That's one of the things I think we have faith in and let's see. All right, and how do they in the police department and having faith with the community and when is the statue is trip trip this week ask question people today because we represent the community. Community used about two weeks to police department. But how to bounce test and I think that's what I'm trying because we don't have control. But I have responsibility for the community to make sure every i is dotted and T's crossed. Before we vote. Sure. To my colleague, attorney, that we have a plan Yes, we have you right. But well i We've all got jobs but you having transparency and making sure that there
is a backup
want to look to see if there have been allegations that were not sustained. Then for the most part. They've been reviewed and investigated. And there was no substance to the allegation. And I think that has been sort of the way that we have proceeded. I agree. 100% And we can look deeper even when it comes to those allegations that have happened saying so should communicate that obviously to to achieve. So he knows now. We want something more from the department. On their recommendations are not sustained. allegations that have been a complaints that have been made and why he thinks it's appropriate. We can
do our due diligence.
Feel comfortable. He agonizes over the names that come forward. Remember? So he does the due diligence. You feel comfortable with them to for your approval.
Thursday, April 6 at 3pm here and then our next community meeting is Thursday, April 13 at 6:30pm at 11am. Precinct presenting at King David church 1801 sunset in Detroit. For the April monthly committee meetings. We have the budget committee meeting on Wednesday at 2pm followed policy committee meeting on CPM and assistant complaints committee meeting on the same day, the pm personnel training committee meeting on April 19. The following week at 2:30pm. All committee meetings take

accept the
sorry, sir. Thank you. And as part of this agenda, we're out of personal training. As you know a few weeks ago motion which was adopted devices by to refer the item of Chief Investigator hiring past the due date today. Special Committee meeting on Tuesday, March 28 at 4:30pm virtually as well as here out of public safety headquarters. During that meeting, we came out with a recommendation after evaluating evaluating the current political candidates were in front of us to have been interviewed and have remained in the process and in the running for chief investigator and then as such, I'm going to have two motions which are coming out of community. And they would be as follows the recommendation to hire Courtney Blace to position the chief investigator within the salary range of $80,920 and $135,000. And there's a second required motion
roll call. Yes. Yes. Commissioner we window. Art Yes. Yes. Yes. Thanks.
So you had six Okay.
Thank you for the second motion. What would apply to continue to offer letter to court and place the position of Chief Investigator at a salary of $105,000 pending further negotiations
is required
to ask for Yes.
Discussion? I don't understand. So 80,002nd Motion is to
I'm looking at you
might be able to articulate a little bit. So as part of the hiring process is really there's a series of motions that are needed to be adopted by the body in order to actually hire an appointed member. So as you may recall, we hired our current board secretary. The first is to adopt the recommendation out of the personnel and training committee within that range, which has been allocated range to the position of Chief Investigator actually adopted that which was just did the second motion and that would allow for, for us to actually put a specific dollar amount to a contingent offer letter. So now, educationally, if adopted as a second motion that would allow the hrs to then provide that offer letters to the candidate and associated need, which would then come back to this body with a potential follow up motion to
appoint the chairman. To see
oh, I mean
sure. I can respond to that as well as part of the personal training committee which can actually have five commissioners that are part of the community. And so none of this process was done blindly. There was an interview process and process ultimately recommendation process which brought us to this point. Or Secretary which is our executive director.
The same process followed for this appointment. Five people here, none of us I'm just asking you have a right to see the person that does it.
Again, so typically, what you will find it in a lot of government institutions is a lot of that work, does trickle down the
ground or trickle down and, you
know, I think this is important. I can finish a lot of this work happens in community. And then finally come out of committee recommendations. And so that's what's happening here. And I feel entirely confident about that process. And I will add one other piece, which is the packet of applications previously provided by Mr. Brown. So resume and all that information is yes,
the first motion what was the motion that was just
the higher I can do the cheering and I can restate the motion on behalf of the Personnel Committee to adopt the recommendations to hire Courtney lakes to the position of Chief Investigator within the salary range of
$80,920. A motion to hire the discussion about the process is ordered for the motion. The motion is the person and certainly commissioner is going to move
voted in
favor of the motion. This has the right to exercise their will through vote. That is that they have an objection to the process. They certainly do that through their vote as well.
Know essentially
no no. This next motion will be for specific
before it was adopted to
to negotiations Yeah. I'm happy to
repeat you out of committee which does not require a second motion to continue to place the position of Chief Investigator at a salary of 105,000 hours pending
40 likes and then I have one additional personnel training. So part of it was covered by the Shah in regards to the vacant position six vacant positions for investigator again, procedurally those interviews will occur in partnership with city HR as appropriately as recommended, those candidates will then come to the personnel and training committee. At that point, we made that a recommendation to come to the format. We're personnel training is involved in every step of that way as well just for clarity,
confusion in the future.
We on April 19.
Okay, all
right, looking forward to that April meeting.
Just to clarify personal training committee,
where we plan to have some recommendations.
Okay. May I please as chair of the personnel training well, so now that we supported an offer and she is asked, what kind of time and expect as it relates to onboarding and if they have logged in
with as it relates to her responsibilities? Yes.
Wow, okay. Yeah, just as a general timeline would be dependent on the candidate, whether they accept or not, and then be in consultation with city HR. To give you a wishful estimate, it would be within
