afternoon. Smith, good afternoon. So I wanted to speak up about, uh, Lieutenant Cole in this situation, I was told by DC Hayes at the mayor's meeting that internal affairs should have contacted me. I've not been contacted by internal affairs. I don't know who should follow up about that, but somebody should also there's a very, very sad video I've watched recently, officers, two squad cars with officers pulling over a driver. Apparently it was about the suspected carrying concealed weapon pulled over to driver with his 13 year old nephew in the vehicle, told them, rolling windows down, put your arms out the window, or going to shoot you. Put your arms out the window, rolling down. That's that's unacceptable for department. Also like to talk about there was officer named Sergeant kewan Anderson, a part of that situation I'm going to be looking into that. Also, talking about the seven precinct, the seven precinct has a lot of officers who are not doing their jobs correctly. There's a detective being in there who I filed a complaint about in 2022 who assaulted me, threatened to arrest me after I tried to make a police report inside the station. Also, there's Lieutenant or Gorman, who's a part of he's a training Lieutenant at the at the at the training facility, and he also was a part of Metro. He was there today. Lieutenant Cole got suspended. He watched off. He watched detective Binion assault me and act on become an escalator situation that didn't need to be escalated, and did nothing. So we have lieutenants multiple, not just Lieutenant Cole suspended, all the other lieutenants who are seeing bad officers, bad actors, and not doing anything to talk about them. Also, we have a sergeant Lord at the seven precinct who detained me for lawfully and legally recording him during an investigation, which the first amendment right. Apparently, officers understand what the First Amendment right means. You have the right to record as long as you maintain a safe distance. If you're 10, at least 1015, depending on situation, 1015, feet away from situation, have the right to record. So the seven precinct needs to be looked at. I don't know what Commander G and quantro is doing, but his officers are terrible. They need to be looked at. Also. Sergeant Navalny, a homicide is very terrible. He needs to be looked at. And there's a complaint filed
against
him as well. All right, chair, the video that you said that you saw, I don't know if your willingness to share that with OCI, so they might be investigating

commissioners and welcome. Welcome you back to work again. So glad to see you, my baby. I'm going to be very brief. I happen to go to family reunion down in Memphis, Tennessee, and the things that I heard about Memphis, but then again, I heard the report here today. So I can't I can't say too much about it, but I will tell you this, I was very disgusted, because I understand that a mother of a four, four kids. She was shot in the leg by an Army vet at the gas station. Then we have a young lady, 12 years old. She smothered her eight year old cousin in the bunk bed. Then we have another 15 year old shot in the neck, but refused to tell the police because he wants to retaliate and get the person who did it. Then we have, which is good news. Now we have the first black woman Bishop down there. So these are some of the things that I wrote down while I was down there, and then I got to tell you about the dinner itself, the picnic itself. I had never been to a family picnic where it was half and half, and I was quite surprised. The majority of them came from Southern Illinois, and that's ducorm and that's the really a nice town that I found out about. It was half and half y'all and husbands that was married to the Latinos and the Mexicans, or whatever, they were so friendly and kindly, and they had the little dolls coming along with them. So it was a good event. I hadn't been to Memphis in years, but I just want to let you know it's bad all over the United States, I guess, with pride, that's fine. Oh, all right, all right. you. I'm being harassed because I choose not to communicate with him. This guy happens to be a Detroit police officer, and there's been a series of things going on since before the beginning of the year, he's been entering my home. I do have a alarm system. And for some reason, it's not detecting this guy entering my home on several occasions. And for whatever reason, this stuff did not start until after I chose not to speak to him. For whatever reason, he knows when I'm leaving. He knows when I return. He's there in my face, um, at 12 o'clock at night. For some reason, even he has ran cables inside my home, across the suspended ceiling, connecting to my internet and all this kind of stuff that's going on. This is unnecessary harassment. For whatever reason, I don't know what to do at this point. It's just myself, a single parent, my husband passed away. 2020 me, two girls and a little small dog, and keep getting these burglar alarms, and there's nothing that's happening. I went to the police station on the fifth precinct. When I entered the door, the police officer maybe at the door and told me I should go home and call the police. I'm here at the police station. That's unacceptable to me. As a citizen of Detroit. I don't feel like to have to move just because of this situation. I should be able to stay in my home and feel safe. I don't feel safe in my home. Entered my home four o'clock in the morning. Burglary alarm came in my house, switched on my kitchen light. He's doing stuff to let me know he's been in my home and keeps entering the house. The alarm company, they can't give me explanation how this guy is getting my home sometimes, and alarm doesn't even go off, so I'm not safe in my home. And I think that's fair. That's

My name is Jackie Hunt. I am the owner of these three, move your vehicle. We will toy because it's abandoned. Some of you already know that. So far, I have gotten no more of these, and I think whoever has stopped it, but I'm still looking out the window every morning, afternoon, et cetera, et cetera. I went to the state, Michigan State site to try to find out, you know, the rules. And the rules state, you have to be on pavement. Okay? I did that it can't be parked on grass or this, and that that wasn't an issue in the first place, so I still don't know why, but I do think I am thankful I haven't gotten any more but I'm cautious if I go on vacation for a week or two or three and come back and my car is gone, and I have to find out why I traveled through different communities yesterday and last five days or so, I saw no stickers suburban communities. In other words, I went to junkyards in Detroit, and I did see these on windshields. So I understand that there's a program out and you mentioned in your report, if I recall chief report tomorrow, these type of things will be explained somewhere. I think I heard that I would like to know so I can be there to find out why this is happening, and how can is it an ordinance that the city can oversee the state, and I can understand that the state owns everything, and it gives the cities the right to make your own ordinances, or whatever I need to know, because so far, insurance didn't do it, a legal temporary plate didn't do it, and I haven't found out if they can run a plate of temporary plate, which I know they can, and it could have been avoided. I mean, I see. So I was just thinking that maybe if you have a driveway, that you can park in your driveway, or maybe just get a permanent plate, and then that will probably solve the problem of you keep getting an advantage

thank you. Through the Chair, I would just caution this body from providing any kind of advice illusioning that that's not what we're here for. We are here to triage the concerns of Mr. Hunt, obviously. So I would actually defer to Deputy Chief
so through the Chair, I'm deputy chief steward, so it looks like what you have and without me being able to read them and just listening to you, it sounds like your vehicles have been ticketed on private property. And for private property impounds that that what has occurred
on the street in front of the house, at the curb in front of my house. So
Detroit Police Department does issue tag vehicles for abandoned vehicles. Also, municipal parking is also in the residential neighborhoods as well, placing stickers on vehicles that are determined to be abandoned. The stickers and notification there's a the Department of administrative hearing that you're typically given a court date from, and you can go to the Department of Administrative Hearings or adjudication on your case.

I Good afternoon board. I am Minister Eric blunt from Sacred Heart Catholic Church here in Detroit, I'll ask for a moment of silence for the algier Motel massacre.
Thank you. This massacre was perpetrated by the Detroit Police Department and its officers. At least three young black men were murdered though they were innocent. I thank God that there is a historical landmark on Woodward so that future generations will remember what happened and how it happened, and maybe even why it happened. I want to thank Commissioner Moore for bringing up the Metro Times article its second phase again this week, detailing the evilness that a detective perpetrated against this community time and time again and affected people's lives. When you do something that evil, you affect that person, that family, that community, that city, that state, that the world hurts when they do something like that. And I bring up these historical events only because they are directly related to what happens today. How can I make that statement? Paula tutman From Channel Four issued an investigative report just this year on all of the things that have happened in misconduct for the Detroit Police Department since Malis Green was murdered, and more than once, that documentary said one thing, things have changed

Detroit, listen up the Michigan State Police report for the review of the investigation into DPD case two, zero, dash, 11112, was turned over to the Detroit Police Department, late to 2023 as of now, has been requested by Commissioner Bernard a couple months ago, approximately two months and also the interim Secretary, Mister Brown, you can attest to it, and now talk to the chairman, Mister Woods about it. The fact that this report has not been proffered up to the board of police commissioners should raise every red flag in that room. Now, this report should contain the conclusive proof and evidence that Kenisha Coleman did not shoot herself. There were no gun stippling on the wound entry roll. Kenisha was left handed. She was shot in the left side from the trajectory of the bullet. There's no way there was no gun stepping on the entry room. There's no way that this woman shot herself. Now, I've been raising this issue, but the whole board of police commissioners needs to take a look at the Detroit Police Department now and why that report has not been produced. Because it's a closed case, deemed and labeled, designated a suicide. There's no reason that a Michigan State Police report regarding the matter and the issue of Kenisha Coleman's death should be kept from the public and especially the board of police commissioners the Thank you,

This is Victoria Camille from district seven regarding the tragic incident that occurred the morning of Friday, July 12, attended a Palmer Park was shot and killed by a bailiff while being evicted from his home and suffering from a suspected mental health crisis. Since DPD was present, Please promote transparency by requesting the release of the body worn camera footage of this fatal incident. I'd also like to follow up on a few items. The first is, can the board please provide the directive number for the legal observers policy chief white indicated already exists at the June 27 meeting. The next one is Policy Committee Chair Linda Bernard wrote a letter to Chief white incorporation council regarding the charges against legal observers. Can the board please provide an update to the public on any responses the board has received? And last I understand, the board has written and sent the letter to the DOJ asking for an investigation into the police killing of Darryl Vance, and I'd like to know why the letter hasn't been published on the Board website. if I may, it's my understanding that the chief has moved to dismiss the charges against the legal observers. He, of course, has the letter that that I authored, and as does Conrad mallet, Corporation Counsel and the chairman of the board, informed me earlier today that those charges had been dismissed. Good evening. Can I be heard? Yes, you can go right ahead. Okay, one I like. I would also like to say that I'm hoping that y'all will dismiss all those charges against illegal observers. Also, secondly, I would hope that y'all would dismiss those tickets against Miss Agnes Hitchcock, that she got tickets for being in the you know, for parking and active in the construction zone, which was not legal because those people did not have a permit. And far too often, we have white contractors coming to our city and taking advantage of our people, and they seem to be overlooked. Nothing seems to happen. So I think I need to get rid of those tickets against Agnes hickory. And also I think this board needs to come up with some stronger language, a stronger recommendations as it relates to officers to file false reports. I started with the water department before many of you I was born. I worked for him for 34 years. I've been retired for 12 years. But, you know, in the water department, if somebody falsified, you know, a report that was terminated, you know, we need to make sure that people feel safe in the city. And also, there's far too many examples from the past of police officers, and many of them are good and honest people, but there have been occasions where officers have falsified information and people have been convicted. They should not be convicted, and may be in jail for years. You know, as a city Detroit retiree that my pension cut, I want to see the city, Detroit Police Department, start having less lawsuits against it and doing the better job. Thank you. Thank you.

I know it's been a few weeks since we've requested it, but we can get that number so that we might be able to share that to that public comment. Again, it's the policy directive number around legal observers and

We are
in the process of redoing that policy. In fact, be a public commenter and that she works. Work with Julie horse. Attorney Julie horse have offered us a strong policy in that regard, and we will bring in the national Lori lawyers deal to the policy committee, and we will come just like we did with the identification policy, we will come with one of the strongest policy, First Amendment efforts of those who are legally observing in a constitutional way, Commissioner and then Commissioner. Good afternoon. Good afternoon. Through the Chair. I'll be presenting the human resource Report for the month of June. So the report's going to cover, I know you probably have the information a couple weeks ago. Reports going to cover departmental staffing, personnel, recruiting, recruiting initiatives, and then you should have had some spreadsheets in your packet as well. So I don't know if you have the slides, but if not, because I said it was couple of weeks ago. I'll just go through my notes. So for departmental staffing, as I said, I know that was June, because we always do the previous month. One second
through the chair colleagues, this is half four behind in your binders.
Thank you. That is July. Yeah.
So for June, the department was filled at 96% for sworn members, we're at 98% we have 56 police officer vacancies at that time, or overall officers for vacancies, 2% police assistance. We had 97% Phil we only had one vacancy, 3% vacancy rate. So for civilians, for June, we've had a 92% feel rate, 8% vacancies. So if you go to the next slide, that should be the 2023 24 sworn recruiting. So that was beginning to the end of the fiscal year, sworn we had a total of 5322 applications. Next slide, right there, 63 processing. 120 applications were withdrawn. 2252 applications. Were archived. 1031 temporary disqualified. 881 currently disqualified. 250 was waiting on waiting, impulse testing. So those were your beginning to end fiscal year data point. And as you know, we started a new fiscal year, July 1 for the next slide that is correct written and physical agility testing for June, for the written test, we had 90 schedule, 67 of here, 36 Pass, which was a 54% passing rate. 22 30% 33% failure rate, nine reschedules. 23 no shows for the physical building. We had 168 schedule. 129 appeared. 78 passed, which was a 60% passing rate. 48 failed, 40% failure rate, three rescheduled and 39 no shows. Next slide for total noise for police officers, a total of 39 sworn 30 civilians overall, total, 69 personnel,
excellent, 584
sworn 425, civilians, 15 police assistant Detroiters, 1988 sworn to 89 civilians, 18, police assistance, and of those numbers for the civilian new hires, nine were Detroit residents and 13 sworn for Detroit New Hire residents for our internship program, their fellow program and the Road Detroit young talent vote will culminate on August the ninth, and we will do a farewell celebration for them also our other interns that are over at the Detroit Public Safety Academy, their culminating event will be on August the ninth as well. For the nutrition slide for the month of June, had separated 16 civilians for total of 24 next slide for the leave of absence. We had a total of 12 for FMLA, continuous was sworn for for civilians for intermitent. Intermitent, FMLA, 99 and 76 paid parental leave, five sworn to civilians, medical leave, three civilians, military one, sworn restricted. We had a total 144 for sworn by the civilians, disabled. 27 sworn to civilians, sick. 19 sworn seven civilians. Next slide, please. Separations. We had a total of eight, as I said, Seven more police officers, one sergeant. Total of 27 suspensions, 24 police officers, one corporal, one sergeant, one lieutenant. And then we had 507 members and the drop next slide and next slide. So these are numbers as of when I do the report in June, five academy classes. We had a class that graduated July the 12th. At that time, there was 159 students over there. So currently you have four classes, 131 that does not include the students that will start tomorrow. So we will have more. We will actually have five classes at the Academy tomorrow. And we will have, we actually hired another 30, so at 133 31 so 161 will be over there at the Academy tomorrow. And then we also have three officers that reinstated in May, the former DPD members that left, went to another department to come back, and then we so far, we've had two for the month of July. Next slide. So all are those are recruited initiatives for the month of June. In addition to that, we've updated all of our billboards, if you've been running around, telling these things are static and display bills it was as well as a new radio announcements and social media graphics effective July 1. As you know, the department received a 4% raise increase, so we're going to the academy. Students were 672, when they graduate, they will jump to 57,325, and then, for anyone who maxes out now at four years, their pay raise. Pay range will be anywhere from $78,957 and it can go up to 91,195 and that includes that they have any special and part of this like MPO, FPO and things like that, pending any questions, that concludes my presentation for the month of June.

I have a question regarding leaves of absence, two part question, but I noticed that we You mentioned having one sworn member that's on military leave. Yes, could you just at a very high level share what kinds of support we have for active deployments, just from a benefit standpoint, even I'm thinking like some organizations will have wraparound services that not only the individual can benefit from, but also spousal or family.
So for we do have connections with the I know some of the service members do reach out to like the VA. So we do have personnel that we contact over at the VA if we need certain type of services for them. So we don't, besides, we also have here as well, which is a department thing. Those are the services that I can think of off the top of my head. Okay,

through the Chair. Yes, unfortunately, we had a student police officer who was tragically killed in an accident.
Was that on duty or off duty? It was off duty, okay? And next, just FYI. Just for public information, 27 people. According to the monthly suspension report, 27 people were suspended with the from DPD, and 16 of those were without pay. So thank you. Thank you.

quickly, I didn't see it. Maybe I overlooked it. What's the in terms of the racial makeup for the department, is that in your report, this report,
it should be in your report. However, I do have the stats that are current as of July the 26th if you give me one second,
really, looking for the overall demographics? Yes, please. So for male, as I say, this is as of July 26 so for males, we had a 73.9% females, 26.1 Caucasians, 38.1 African Americans, or 55.1 5.5 and other, 1.3
that's for all sworn Yes. Okay, the other question I have for you actually relates to one of the slides that I do have, and that is the residency information, and which it's indicated I don't have my glasses. 1919, 188 of the sworn members are non Detroiters, so roughly 2000 and of the sworn members, 584 are Detroit residents. So we're not making any progress with respect to officers living in the city of Samos, four to one outside the city.
We advertise everywhere. I
know we do, but I'm just, I mean, I mean, have you been able to identify any initiatives maybe the other cities have that maybe we need to adopt in order to get more of more officers in the city?
So we are looking into that. I don't have a final answer for you just yet, but I can get off hand with you.

It is with the goal to fill our open roles help ensure colleagues are working effectively, and in doing so, further our collective responsibility to progress civilian oversight for the city of Detroit that I write to you, I would like to recommend the following pay adjustments, below which will cumulatively standardize pay across similar titles and provide back pay to employees that have stepped up to a higher band of title and responsibility. For the sake of the bopc item, one administrative assistant for the bopc, I would like to recommend standardizing all of our administrative assistants for the board of police commissioner positions at the same rate of pay. Currently there is a wide range of pay across the beat. Three bopc staff positions currently filled on the team employee 150 $9,604 is their annual pay employee to $61,601 is their annual pay employee. 350, $1,150 these and three employees are doing the same job with the same level of responsibilities at the same level of competency. Therefore, I would like to recommend all three of these positions salaries be set at $61,601 the standardization will help bring parity to these roles and help reduce turnover. We have favorability in the fiscal year budget to execute this change. Item number two, supervising investigator to the board of police commissioners, I would like to recommend standardizing our two present OCI and supervisors to the same rate of pay. Currently, there is a pay gap between these two positions currently filled on the team, employee 180 $1,000 employee to $84,991 $84,991 Similarly, these two employees are doing the same job at the same level of responsibilities, at the same level of competency, and therefore I would like to recommend these two position salaries to be set at $84,991 additionally, employee one was hired into this role July 10 of 2023, prior to this, employee one was working out of class as a supervising investigator for two years without any pay adjustment to reflect the increased responsibilities. As such, I recommend making employee one full by providing back pay for the delta of 80,080 4901 $991 from the present to one employee. One was hired into the into the role to live 2023 this represents a prorated amount of $5,406.92 for that 13 months time to true up employee one, the standardization will help bring parity to these roles and reduce turnover, and we have favor of ability to execute this. Item number three, investigator to the board of police commissioners. New Hires for the OCI investigator role are bring being brought in at 54 and a half 1000, the employee below was hired may 1 of 2023 at 53,000 then received a 2% pay bump in their annual adjustment, bringing them to their current amount, which is $54,060 presently, as shown above, employee one is making less than what new hires making today. To reconcile this, I would like to recommend a pay increase to employee one to that $54,500 and back pay this new hire from when employee one was brought on to the OCI team. This represents a prorated amount of $550.15 months in which they've been working in at this role to true up employee one. In a similar statement, the standardization will help bring parity and reduce turnover, and we have favorability to do it. Finally, item number four, standing secretary. Our standing secretary has stepped up and taken on the role and responsibility of bopc Secretary since january 18 of 2024 this is in addition to this individual's current role of administrative specialist three, adding up to working two jobs for the board of police commissioners at the same time, I would like to recommend back pay for the standing secretary and the delta of the Secretary's Standard salary,
which is $117,000
117 875, I'm sorry, 117,008 $75 and his current role as administrative specialist three, which is at $66,398 this represents a promated, pro rated amount of $30,028.25 for the seven months he has been in this role to true up the standing secretary. This standardization will help bring parity to the work that has been justly done. We have favorability in the fiscal year budget to execute this change. Thank you for this. you, Mr. Chairman. So going back to the first administrative assistant position, we have three different employees. Was there an educational expectation when these individuals were hired at their salaries, or was it a no education requirements
through the chair? That's a that is a great question. I am giving this letter of recommendation from the from the budget side, and that the dollars are being paid to the staff in terms of the education and training, that is a bit outside of the fiscal manager scope their responsibility. So I'm not sure I'm the best to speak to that question, but it's a just one.

Excuse, there is a policy committee memorandum. Policy

The Policy Committee has several key updates based on our meeting from july 23 2024 the persons in attendance, in terms of commissioners for myself and Commissioner woods, Chairperson woods, pardon me, acting the staff and other persons. Community persons that were present included included Acting Secretary, Robert Brown Jasmine Taylor, administrative assistant, Teresa blossom, community relations coordinator, Commander Ryan Connor from organized crime, representing DPD at that meeting, we approved a specification report called the sky deal, unmanned aerial system on july 23 2024 I reviewed and discussed the key points within the fair within the specification report that required further clarification with the committee. As a result, the Committee's review and discussion have been postponed to the policy meeting currently scheduled for August 6. Second item was number number 272, specification report 278, regarding the surveillance van. This had been brought up previously, as most people are aware, Commander Connor attended the meeting to provide further insight and address the committee's concerns regarding the report, he clarified that the technology on the van would be located only on the on the front corners and the rear corners. In terms of listening devices, we've always had the ability to see Mike. My concern was that the band could also be targeted to listen to conversations without a warrant. He stated again that this could not occur because the listening devices that would be on the van could only he could only listen for up to four feet. These devices are intended solely to enhance the safety of officers inside and outside the van. He emphasized that listing devices are used strictly for safety purposes, and using them to listen to private conversations would require a warrant. Following this clarification, the committee unanimously agreed to move the policy forward to the full board for approval. The third item which we discussed was patrol policy, which is number two, zero, 1.1 I reviewed and discussed the key points within the specification report. Following the discussion of the report, the committee unanimously agreed to move the policy out of committee to the full board for approval. One point that I'd like to note for the community is, first of all, all these policies are online. Please, please, please, look at them. But the thing that's important to many people in our community is that when an officer approaches you when you're pulled over. They are to give you the reason for the stop. You don't have to start on Linda, whoever. And you know, and here's my license and registration. Before any of that occurs, the officer is to give you the reason that he stops you, so you will see that, and you can also ascertain whether or not he or she has her body cam on. And finally, the concern was raised regarding the legibility and esthetic appeal of the gray identification lettering on patrol cars, specifically questioning whether the lettering will be updated to yellow to enhance visibility, because you don't know if it's a police car, not, quite frankly, until after really up on it, Commander Connor assured the committee that he would relay the concern to the chief for further insight. But it was also reported that they were going to pull those cars off the road until such time as the lettering is the policy number three, oh 4.5 the training policy. We're going to review that at the next policy committee meeting. We use already after 630 when we finished, and then we also postpone directive number four, oh 3.5 drug and alcohol abuse by department personnel. So we'll, we'll follow up on that later. So the next policy meeting is currently scheduled for August 6, but there may be a change to that. I'll discuss it with the Chairman. Thank you, Mr. Chairman.

Thank you so much. My through the chair, my common sense. All stand by the comment. You know, I would encourage any commissioner or anyone in the in the public to actually go re watch the video, actually see what I said, and it was actually addressing that same rhetoric that has been very constant about elected versus appointed commissioners on this board. So I would actually encourage everyone to go rewatch that tape. I actually think this proves a very key point, and this is my own opinion. This is entirely counterproductive to the priorities that we have, and it doesn't even fit under new business.
Just quickly, I just want to make a point. There is a difference between an elected official, a person elected by the people who volunteered their time, who campaigned, who got out there, who defeated, generally, other people in order to for an elective office. There are, there are 18 elected officials in the city of Detroit. Obviously, there are nine city council members, there's one mayor, one city clerk, and then seven elected police commissioners. There is a clear distinction between an elected person and an appointed person in any role, whether it's at the Wayne State University or any place else. When you are elected, you are true. You are elected to represent the voters within your community. And so there is a distinction and a clear one for the 2918 people that are elected in the city of Detroit, okay, and the other, and I'm one final point on that there are numerous commissions in the city of Detroit, the Civil Rights Commission, the Zoning Commission. There are all kinds of commissions that are all appointed by our by his honor by our mayor, but this is the only commission in the city of Detroit, but has elected representatives by district, I might add, just like city council members, okay, I would actually
call for the question, but that would be out of order, because there's no motion to be handled. And I think that is Commissioner Hernandez's point, that new business is usually left for action items that need to be taken and so in further meetings, it might be helpful, maybe for the parliamentarian to provide us some description on what each agenda item is for the board of police. Commissioner's report does provide commissioners to lift these necessary comments as well as announcements. When we come to new business, it should be about an actionable item, a motion that has to be discussed. That's what new business is for. That's what unfinished business is for. That's what business is for. And so in that vein, I do have new business like,
if I could, if I could be recognized, yes, the only thing that I will add in closing on this topic is, again, if anyone who would like to go back and rewatch the tape, my comment was specific to effectiveness. I have a resolution to be read and hopefully adopted by my colleagues, a resolution regarding the murder of Sonia Massey in Illinois, whereas on July 6, 2024, Sonia Massey, a 36 year old mother and Illinois residents called 911, to report a possible home invasion. When police arrived, Sonia remain calm and followed their instructions despite her proper handling of the situation. Sagaman County Sheriff's deputy Sean Grayson shot and killed Miss Massey released body cam footage shows that after firing a shot that struck Sonia in the Head Deputy Grayson can be heard calling her an expletive, slur. He also objected to his partner attempting to render medical aid to miss Massey. And whereas Sonia Massey deserved to be safe after she called the police for help, she was tragically killed in her own home at the hands of a responding officer sworn to protect and serve Detroit board of police commissioner send strength and prayers to Sonia's family and friends, and we join them in grieving her senseless death. And whereas this incident is disturbing, and according to all reports, unprovoked, the nation is again shocked by the death of an unarmed and nonviolent person of color during the unnecessary use of lethal force by law enforcement officers. This fatal police encounter underscores the need for professional standards that filter out the unsuited, those unsuited for law enforcement as well as for improved training for officers responding to 911 calls and behavioral health emergencies, it is particularly important that police officers receive training about the potential or implicit bias among anti white officers doing encounters with black, brown and other communities of color, and whereas the Detroit Border Police Commissioner successfully pushes for important police reforms. This includes the Michigan Law Enforcement Officer Separation service record act of 2018 that discloses misconduct and helps disturb troubled police officers from going from city to city for employment and other resolutions the board has called for the US Justice Department to establish stronger professional standards, training and best practices for all 18,000 US police agencies, the board has also called for the full passage of the George Floyd justice and policing Act, which includes such standards and other reforms for transparency and accountability, local disclosure laws, new federal standards, or full congressional passage of the George Floyd act, all remain needed. These measures could have better protected ms Massey by enhancing police professionalism everywhere, and specifically by ensuring that law enforcement agencies could see red flags presented by Deputy Grayson, who reportedly worked in six different agencies in four years. Now therefore be resolved that the Detroit board of police commissioner, speaking on behalf of the citizens of the great city of Detroit, expresses deep sorrow over the death of Sonia Massey. It is crucial to secure justice for Sonia Massey and to take tangible steps to prevent similar incidences in the future, and be it further resolved that the Detroit board of police commissioners calls for the US Justice Department, through its FBI and other law enforcement divisions, to investigate and prosecute the murder of Mrs. Massey as a hate crime based on the language used by Deputy Grayson. I now move that we adopt this resolution to archives. Second
