everyone. I'd like to voice my disapproval and rejection against the ShotSpotter technology in contract. There comes a time when human beings have to decide whether or not they're going to be safe or they're going to be free. This of IP Surveillance technology will never make
human beings
what it will do will provide a slippery slope where other very intrusive means of technology and surveillance will be installed with with no proper oversight. They have the technology now to almost look inside your pockets with some of these CCTV cameras. They have technology where they can listen to your voice the voice taken out of your voice recognition technology. It can be down loaded into databases. We don't know who's going to be monitoring these things. And I mean, it cannot make you safe I'm sorry, most of these surveillance technologies. All they do is record things.

This body recently passed. First of all, thank you very much. Council this body recently passed the civilian input over government civilian Ordinance of a specifically list of gunshot detection, detection technology. Among the technologies whose procurement must comply with the ordinance. Consequently, DPD is required to submit a surveillance technology specification report and publish that report on the city website a minimum of 14 days prior to the commencement of procurement process by DPD has prepared such a report. It has not made that report public on website at least it had not as of this morning, I was fortunate enough to get a copy. I have to say that many of the PDS answers simply reference DPD internal policies standards are vague DPD logistical considerations, where they do provide answer they are incomplete. There are also a number of questions that they are required to answer but did not how regular audits will be conducted what data may be inadvertently collected, or inadvertently collected data will be identified and deleted the rationale for the 30 day retention period specific conditions for exceptions to retention period, the auditing procedures. Finally the ordinance requires this body based and the surveillance technology procurement decision. On a cost benefit analysis. We know the cost million dollars,

I'm here to demand and implore that every single one of you who were elected to serve the people vote no on ShotSpotter This is surveillance technology that does not keep us safe. Everyone here is smart. It is reactive. There is no way it can prevent crime nor keep people safe. It is simply a placebo. You are acting as if the people of Detroit are dumb. You cannot just give us something and say this will keep you safe. It does not. Moreover, it leads to multiple lawsuits. You guys vote on approving settlements. Every time you will see nothing but more 1983 lawsuits you will see probable cause for for arrests and convictions get thrown out by courts. We've seen this in Illinois in St. Louis. This is nothing that we want here in Detroit and I implore every single one of you to vote no. We need to keep each other safe. Hello, my name is Chantel Watkins and I'm a Detroit resident precinct delegate organizer and most importantly, a mother. A mother concerned about the over surveillance in my community and who wishes to not see more with ShotSpotter we all know the stats we've heard the stories the real solutions to end gun violence are better education beautification. And neighborhoods, community centers and resources. But more than anything, I'm afraid of what an operation that here's what sounds like a gunshot means if my 11 year old son is around fireworks mistaken for gunshots would he be the next young black boy I have to leave a march floor in the streets. You have to consider what making a community safe really means and it is not through surveillance and negative police reaction. Vote no on this misguided policy. Thank you.

Hello, my name is Ivana Beretta, and
I've been a resident of District Six since I was two years old. I'm here to urge city council to vote no on ShotSpotter. It has been implemented in cities across the country, which means that we have a ton of data to measure the impact of ShotSpotter across very different type of contexts. ShotSpotter are what we over melt overwhelmingly. See that ShotSpotter does not prevent nor decrease gun violence. For us to believe that is to be delusional and for you all to vote yes would be to lie to residents about what ShotSpotter does. Research shows that the real impact of ShotSpotter is increased violent interactions by the police and stop and frisk because ShotSpotter gives cops the green light to wreak havoc onto black and brown residents. And we've seen this all across the country. We are delusional to think it won't happen here. Not only that, according to ShotSpotter earnings report, their operating cost is 60% of their overall contract. For those who can do math. It means that 40% of the funds we pay for them for a contract is directly profit for ShotSpotter. That is 3.4 million of this proposed contract for profit. I don't know about y'all, but I want my public dollars to go towards me and my neighbors that the executives of some private tech company thanks I don't put it past some of you to give our money away to the wealthy, but I'm here to remind you that it's your time to serve me and my neighbors.

We need to consider following the lead of various cities in the United States like San Antonio, Troy, Charlotte, Trenton, New Jersey and even Grand Rapids Michigan and suspend the contract and vote no ShotSpotter is not proven to keep our citizens safe. I'm a lifelong Detroiter, born and raised in this city. I love Detroit with all my heart. And I think a common misconception of those who oppose measures like ShotSpotter is that we haven't been impacted by gun violence that we have a pie in the sky mentality about these things. And we understand that council members just like every other person in the city of Detroit are desperate to end gun violence here are desperate to put measures in place that will help city residents but the reality is this We can't be so desperate to end gun violence that we throw away our residents civil liberties. We can't be so desperate to solve this issue that we fund technology with millions of dollars that literally is proven to be uneffective. And so it's extremely important that you all consider what you're voting on today and vote no, we don't need more money thrown at things that do not work thrown at technologies that are not even scientifically proven to be effective to be vetted, that institutions like the Ford School, have done research on and have shown you that it does not work. I'm here to speak against ShotSpotter in to implore city council to vote no on this contract. When we look at this contract, we look at a company that is gaining and benefiting off of poor black and brown people when you listen to their August earnings call August 9 2022. This year, they talk about how much money they've made in comparison to last year they talked about the fact that we in Detroit are losing faith in our police because they don't show up on time when we call them. Right. And they're saying how this is a business opportunity for them how they stand to gain from people dying, people being unsafe. And so when we look at this company and their intentions, it's not to protect us. It's to make money off of us. You've heard earlier about the profits that they are making as a company. This is something that we do not need in our communities. Many reasons have been named today primarily the fact that it did another surveillance tech use in our communities to try to solve crime. We know that that's also ineffective because when we're talking about public safety, we've been talking about it the same way for 30 years. tough on crime, tough on crime, tough on crime that has not worked. And so when we're talking about public safety, we need to be thinking about the strategies and strategies that keep people and communities whole. And when there is a crisis, that response system should not be able to profit off of the pain that our communities are going in in real time. And that is exactly what this tool is meant to be used for. It is a corporation that is created at school so it can gain profits. That is wrong, that it's unethical and that is not the way our communities need to be treated in times of need. So again, I'm asking city council to please vote now.

Good morning. My name is Rama Squidoo. I'm an attorney at the ACLU of Michigan and a Detroit resident and I'm here to as well speak out in opposition of the expansion of ShotSpotter. Like many other flawed and policing technologies that the city council has considered in recent years ShotSpotter causes more problems than it solves most importantly, the ACLU is concerned that ShotSpotter is only going to send more on police officers into black and brown neighborhoods that are already over policed. And on top of that we at the ACLU have seen no evidence that ShotSpotter is as effective or as accurate as police departments say it is and so we would urge the city council to end its infatuation with surveillance technologies at the expense of black and brown communities in Detroit and vote no on the expansion of ShotSpotter. Yes, good afternoon. I am thankful for your time today. I want to start first by acknowledging that ShotSpotter says it is a gunshot detection technology. It is not it is a loud noise detection technology. I also want to acknowledge that this council is proposing to spend $7 million of American rescue plan dollars on the technology that does not work that criminalizes money that should be spent on helping our neighbors live safely. And homes have access to food, clean water and health care. I also want to push you to consider what are the options of prevention for gun violence. As my colleague Nancy said, this is a placebo. It does not work. Prevention is housing. It is education and has access to health care. It is resources and rather than spending $7 million on surveillance technology, you all should spend that $7 million on the basic needs of Detroiters thank you for your time.

Um, I am relatively new to the city of Detroit. So I'm approaching this comment with the humility that that requires and so more kind of sharing my experiences living in other cities in Michigan and the country including El Paso and near Trenton where ShotSpotter was retracted. And one of the reasons it was retracted there was because it was picking up sounds that weren't gunfire and not picking up sounds like work on fire. And it wasn't working. It wasn't doing anything but deploying police into communities often when they're when there wasn't an issue. But the common theme that I've noticed in the places that I lived in Michigan and outside is cities grappling with what makes us safe, right? And across the United States. We have a lot of data now showing that compared to investment in community violence prevention programs in housing, indirect cash transfers, in all kinds of things policing and surveillance are much less effective at reducing gun violence in the long run. So I'd ask you to consider that and see how that applies for Detroit and look to Detroiters for for what they would most want. $7 million spent on.

Hi, my name is Sammy Lewis ShotSpotter is just another racist and classist hyper surveillance tactic that will not result in a safer community but will result in more false arrest and brutality from the most prominent gang in the city. The Detroit Police Department ShotSpotter will not only pick up the sound of gunshots, but it will also pick up fireworks in the misfiring of cars. This will cause DPD to be more prevalent in the community harassing Detroiters not making anyone safer. What we as Detroiters need is real resources such as recreation centers, better infrastructure streetlights, that actually work, as well as more resources for homeowners and renters to stay in our homes as we suffer from inflation. The police do not need more resources or money in a $330 million police budget to do their job as they often failed to actually do their job. We as the people need that $7 million by divesting from the police. We can reinvest in our communities and bring more power back to the people, not the police. To truly prevent crime. We must put the needs of the

I'll be as kind as I can be. The fact that this vote on ShotSpotter has been delay has the appearance of corruption, a lot like the $60 million tax abatement vote. Please let the public know when things are being taken off the agenda. We deserve at least 48 hours notice if something is going to be removed. These people who have come down especially to speak on ShotSpotter have decided not to do something else with their lives. And the June 16 border police commissioner's meeting was revealed that ShotSpotter does record personal voice conversations.

It was closed during the pandemic and also utilized to COVID which was appropriate because Joseph Walker Williams, who resided in Virginia Park community was a chemist and his younger days under the last era of George Washington Carver and Tuskegee so therefore it was right for that pandemic usage but we need to be able to have our Justin Walker Williams community center open so our community can have access and others so please, all they have this need it is not listed with the reopening of recreation centers.

Several of our members are very concerned about the Transportation Innovation Zone and how people with disabilities whether visual hearing mobility will manage with these innovative devices running around which also is the same issue with E scooters and E bikes that are just left across the sidewalk. I would hate for someone to be injured by these devices and these things, but also I would like to talk about street closures or any special events and how that impedes mobility for people who still need to be able to get around and move. The morning I listened while city council members were told that 1/3 of the city's residents live below the poverty line, and another third live just above it. With knowledge of such glaring economic disparities. It will be nonsensical to vote to leverage American rescue plan funds on anything other than actual resources for residents. $7 million will go a long way to creating opportunities for Detroit errs, which could actually create safety. Detroit is dangerously close to being governed by tech companies and tech lobbyists who benefit from the surveillance of black and brown bodies. Don't let this happen to one of the blackest cities in America. Detroiters are already living under 10s of millions of dollars of surveillance technology that have not increased our quality of life here. And ShotSpotter is a reactive technology. It does nothing to actually prevent crime and keep Detroiters safe in ShotSpotter is contract with the city it does not even claim that it reduces crime are results. In arrests after detecting gunshots. This technology is faulty as we've seen many other cities choose to end their contracts. I'm imploring city council to follow suit and to end the contract with ShotSpotter and spend that money on housing on community outreach on job opportunities so that detractors can actually benefit from American rescue plan funds. Few years ago you were out here talking about green light and how amazing that was. That seems not to work because you need spot shop. So when next big thing comes from another military Corporation, now that we're not at war anymore, and they want to use these products and pawn it off on cities like Detroit. The biggest fear that I had with this American rescue plan money that it was going to be abused. It was not going to be used for its intended purpose to reopen libraries, going to rec centers back open, have activities for youth, which is why all of this is happening. An organizer and lifelong resident of Detroit's East Side commenting to encourage to vote no on ShotSpotter color code it revealed the lack of resources for basic human needs that exist in Detroit is needs around housing and infrastructure, water and utility affordability, public health and safety outside of police, employment and digital inclusivity has increased. We have overtaxed homeowners and those needing repairs who are receiving minimal help from the city. We have renters crisis taking place as people are becoming homeless due to predatory landlords who aren't being held accountable and offering substandard housing. There's also a lack of housing for low income residents while you all continue to approve tax cuts to billionaires for projects that won't benefit the low income Detroiters investing $7 million into a private company for police surveillance to me shows that there is minimal care and concern from majority black Detroiters and it's also irresponsible, as I bring attention back to the fact that this is $7 million in cover relief funds. morning, council members. Thank you for the opportunity to speak today. I'm a legal fellow at the surveillance technology oversight project at civil rights and anti surveillance group. We recently released a research report entitled ShotSpotter and the misfires of gun detection technology which outlines some of the major documented issues with the technology. Detroit and other cities across the country must address gun violence but ShotSpotter is not the solution and I'll briefly try to explain why for ShotSpotter is ineffective. DPD has tried to claim effectiveness by pointing to the 64 arrests that have been made in response to ShotSpotter alerts in Detroit. In the first nine months of its deployment, but it hasn't been determined if there have been any criminal convictions from those arrests, nor can ShotSpotter claim to address the underlying issues that cause gun violence. Second, evidence suggests ShotSpotter wastes officers time and third evidence suggests also that ShotSpotter targets black and Latin X communities WD WD et reporting, showing ShotSpotter being used exclusively in a six square mile radius in small sections of Detroit's far west and inside

Yes, we believe that this skills they learn we'll help them they've learned in the response I provided to President Sheffield and Councilmember Callaway we describe what they've learned and or what they're learning and it includes business plans, marketing plans, accounting practices. And while it is specific to the cannabis industry, it's it's definitely transferable to other types of businesses as well.
Have we seen any of the students go into businesses outside of marijuana? I know that marijuana opportunities are limited. Just by way of the license numbers. Have we seen anybody go into businesses outside of marijuana?
Um, I haven't tracked that so I'm not sure I know. We have about 10 students who have moved into either being licensed or getting property. But I don't know the answer. To that whether or not they moved into other businesses only been going on for about a year. So I don't know the answer. But I can say also that one of the things that we stress in addition to business ownership is also just jobs in the industry. And if you want to do a business you might need to work in that area first. And so we have been some students have been getting jobs with some current licensees and then we're also having planning a job fair on October 26 and 27th. To try to help more Detroiters get hired

Thank you, Madam President. Just a brief question. Thank you so much for being here this morning. After reviewing the responses to member calories and memo, there were concerns that were raised by some of the students that participated in the program regarding lack of follow up and resources provided post training. So I'm wondering what are you doing to address these concerns? What kind of resources are we providing?
Sure. So as I described in the responses, I'm not sure if you saw the one to President Sheffield. The beginning part the initial programming was basically to provide a general overview of the industry. However, we found some students are have moved beyond that and are in the position to be ready to be licensed. So we are providing more targeted one on one assistance based on what they need. For example, if somebody needs help with getting a zoning, hearing or getting a building permit or things like that will help with that. I've also reached out to several organizations including the State Bar of Michigan, the accounting Aid Society and things like that to ask for pro bono volunteers and I've gotten a few responses. And so we will be able to match some of these applicants with professionals for those professional services. In generally we just try to provide one on one consulting and help them wherever they may be.

And so this was a direct result the opinion is a direct result of the George Floyd and the summer marches and concerns regarding behavior from lot departments around the country. And so there were a number of questions and requests as far as how we could try to reduce negative interactions between people, residents and police departments. And a number of issues have come up at the national level of ways to help reduce those types of interactions and please contracts have played a role in that. And so just the opportunity to have a discussion amongst colleagues openly and most of the information or excuse me, all the information is easily publicly available, but because it was a privilege document, just to be able to utilize that at this table. We need to waive that privilege. So there's nothing proprietary there. There's nothing secret. There's nothing nefarious, it's just wanting to have the opportunity to have a conversation. City funding amendment number one to provide an increase of funds only for city wide electrical services. But the general services transportation and water and sewage departments contract is power lighting and technical services. total contract amount $2,200,000 And this contract is for general services. The next contract is contract number 6002271. Launch percent capital funding amendment number one, to provide an extension of time only for the purchase and installation of additional parking meters software upgrades, upgrades and sign calls for the monitoring space parking meter expansion project. Contracts Detroit building authority amended contract amount is zero and this contract is for municipal parking. The last contract is contract number 60023361 2%. Capital Funding amendment number two, to provide an extension of time only for assistance with management of capital improvements and related services needed to reopen Eastern Market parking garage and Ford underground garage. District Four is hosting a tax incentive discussion in collaboration with the Detroit economic growth Corporation in person at the Samaritan Center located at 5555 cutter starting at 6pm. As you all know, we are approaching Breast Cancer Awareness Month, which is next month October which is just around the corner as a breast cancer survivor myself, I just I cannot let the time go by and not mentioned it. The fact that we need to continue to educate people as it relates to breast cancer while women get it the most often men can also get breast cancer. So make sure that you examine your breast. I'm losing my voice here. Man. The the pink out is this Saturday. We have a lot of women who register for the pink gown. The ladies are pretty excited about dressing up and they're pretty pink. You know you've heard the saying Pretty in Pink. So they will we will certainly get together. This Saturday at one Campus Martius and in honor of survivors and those who are currently going through treatment and and also to make sure that we we raise funds to help people who cannot afford to get mammograms and so forth. So that is that this Saturday, this past Saturday. In the spirit of breast cancer awareness month we sisters network, which I'm a member of we did our annual gift for life block walk. So what do we call a gift for life block walk because what we do is that we canvass door to door and we talk with, with women, mostly women, about breast health, the importance of the self breast exams and the importance of mammograms. And for those who do not have the monies to pay for those, we want them to know that there's help. When you are diagnosed with breast cancer, it does not have to be a death sentence. There's help for you so please don't suffer in silence and silence. Make sure that you reach out to sisters network. Other organizations such as pink fun Commandos, or Henry Ford, are we all here to help and assist you? So with that, Madam President, thank you so much.

Thank you, Madam President. I just wanted to let residents know that we are following up on the budget items that we got funded. Very happy to know that we are increasing funds for language access. We have ASL no every formal session and we will be having, hopefully one additional language beginning of Spanish at all
charter mandated meetings. Yesterday during our dangerous buildings hearings, we actually had a resident Collins who spoke Spanish, thankfully I'm able to translate but if this person spoke Arabic, I would not be able to. So really, I think it's just highlighting our need to be a city that is accessible today at 1pm Would born partners will be officially breaking ground on Brook on Bagley. It's a new mixed use and mixed income development on Bagley and Tinks and 16th street and D six. This development includes affordable housing and as part of the strategic neighborhood fund. It is a 23 million development that is also the first project to receive support from the newly created a beer. I might be saying that wrong funds, but they help developers of color scale their Detroit projects and businesses. And lastly, some events that we have coming up Detroit supply schedule, contract opportunities events will be with OCP and Creo on Wednesday, September 28 at 530 at Patton park at the patent Park Center, our monthly virtual meetings our next one will be October 5 with HR D about phase two of the Renew Detroit's and DTE phase to renew to tre and DTE and just want to remind everyone that is officially Hispanic Heritage Month a time when we acknowledge and celebrate the beauty strength and contributions of the Hispanic and Latin X community. I'm excited to share that I'll be a panelist for the Detroit Pistons event on Friday for a conversation on the importance of diversity, equity and inclusion. Thank you Madam President. I'm very happy and inspired this morning. This past weekend. We had a team up for a cleanup in our community and partner with the Ombudsman's Office otherwise known as Team, buddy. So I want to give a big shout out to our ombudsman, Bruce Simpson, Linda Wesley from his office and his entire team for partnering with myself and my team to clean up the neighborhood on Ohio street with the bard McFarland neighborhood. Also later this evening, we will be presenting in partnership with human it.org and be giving away 30 laptops to families in our in our, our district, the Boys and Girls Club at 5pm on Collingwood, so please tune in for that. But this is a big week here in district seven, September 18 through the 25th. We are acknowledging national expungement week. This is a great opportunity for our returning citizens to potentially get past issues and get them cleared off of their record. We've been doing this and working with Project Clean Slate as well with our returning citizens task force. So, again, let's you know, give this information out to folks. The district seven community virtual meeting will take place tomorrow evening at 6pm. We sent the notice out so we hope to see residents there as well. We are hosting a partnership with the Detroit housing revitalization department. Our neighborhood opportunity funds ARPA community meeting from 6pm to 7:30pm. At the carpenters and mill right center located at 11687 American Avenue. This is for our nonprofits to get access to over $300,000 of ARPA funding will come to district seven. And so we are encouraging that when those grants come become available. We are encouraging groups to apply. They are not open yet. But this is a meeting where you can get information on how to get grants. Oftentimes we talk about a lot of our groups not being able to have access to grants because they may fill the application out wrong or don't know certain nuances. And so we thought that this would be great to bring everyone together prior to an application being released to get that information. So again, that is this Thursday 6pm to 7:30pm and I'm inviting all my community leaders and groups to come out to that meeting at the carpenters and millwrights center on Americans Thank you Madam President. Please wear a white there are several events going on throughout the city of Detroit to recognize the 22nd as a day of peace. And so if you're interested in more information, please contact our office and we will direct you to pastor o Bella, who is leading that initiative for my office just want to announce this Friday in partnership with new era Detroit we will be hosting a or I'll be a part of their hosting you but I'm joining them. A conflict resolution summit at Martin Luther King High School from four to 7pm this is going to be engaging our young people around how we resolve conflict without picking up guns. And so we're hosting a summit outside in the parking lot from four to 7pm tons of resources and really opportunities to engage our young people as we're talking about gun violence. We want to be proactive and not reactive. And a lot of what we're seeing regarding gun violence is simple conflict resolution. You know, how do we address issues without resorting to violence? So that's this Friday, four to 7pm and Martin Luther King High School. Also would like to mention, we're kicking off our second annual hoodie coat and scarf drive at zussman Park on Dexter and Davidson on October the eighth. So we're gearing up for that if you know anyone in need, please contact our office but we are hosting our second annual hoodie coat scarf and hat and glove drive and then also we are going to be partnering with Ron 313 for October the 11th for run slash walk with the President. I'm calling the clerk's office out I'm calling my council members. I'm calling everybody out to come walk slash run with the President in partnership with Ron 313. An organization that really tries to raise awareness around health and wellness in community. So we'll be meeting at what is the restaurant over here my district oh my gosh yum village young village and running slash Walking for two miles. So I hope to see everyone for that and then also October the first on Saturday. joining in with member waters to raise awareness around breast cancer. The sister stretch will take place at Spirit Plaza from nine to 12 Noon with MCs 92.3 and I will be out there struggling with the women who are survivors and those who are trying to raise awareness around breast cancer.
