Hi, my name is Alicia. I currently rent from windows over let's see, which is located in southwest Detroit. Last year, September 3 2021. I had a house fire. It was electrical. house fire started up in the kids room which said very the whole kids run down and my grandson was murdered. The speeded up. News Oh, I had to move because the house was pinned down. I ended up moving back so I had nowhere else to go. Moving to another place which is also in the city of Detroit to Minosa this house has eight violation calls, including the crack in the foundation. All around the entire house. I have eight kids in a household. The house is splitting through the living room. Oh, to the bathroom. My kids can't get to their room. The stairs are dry rotted throughout the entire house, the house failed to lead inspection tests, I have a newborn baby in the household, the floor is falling apart. I have a sinkhole in my backyard. They refuse to do anything, anything at all to this household. So these are one of the many properties, even if I call them nothing, texts, nothing.

Hi, my name is Joyce Nelson. I also rent from nose Realty. Okay, I lived there for two years. The whole time I lived there. I had problems with my basements flooded and sewage backup. I call them they weren't they would not come out in a timely manner. I had a newborn baby in the house at the time. So he became ill because we were inhaling all the feces and stuff throughout the house. It took them a good two weeks before they really came out to do anything about the basement. But throughout the two years that I lived there, I've always had floods in the basement I lost a lot of things that I had down in the basement. They continue on wanting me to pay rent, but they wouldn't never come out to do any repairs in a timely manner. And they wind up digging the backyard up three times. And like she said I have a big old sinkhole in my backyard and they tore down the fence and never put it back up. Okay,

There's a lot of bad things happen in the city and I've been trying to do my own research to help the people. I got a lawsuit against me against Munoz realtor, I found terrible conditions all over Detroit and all the houses. I think there's a total of 1011 women that are all with moratorium now coalition that they need help, they're all being evicted. And there's seven more coming forward calling me I can't keep up with all the evictions, this is only one company. He made the top 10 list of topic vectors in Detroit. And there's so much they're doing trying to intimidate people that he needs to be checked. His properties are terrible, they're unsafe. They're unsafe, real bad or real bad. We have pictures, we have videos. It's to a point where if somebody doesn't step in, more things are going to happen. And there's already investigation by my OSHA for death of a worker under his company. It's open investigation public can see it on the mic, my OSHA complaint lookup. And I do have attorney now helping me with this issue. And they're telling me it's a slap lawsuit because I'm finding all these things that are trying to shut me up. But there's more people that don't want to come forward part of organizations that don't want to be fired, that are also were threatened, they say, and it's a big deal happening. And without you guys getting involved, and that's gonna happen. And by the way, I had a death threat against me. So now my wife had to go get a Cpl. And I can't trust the Detroit Police in certain the Fourth Precinct because I don't know who's the good guys and bad guys in its effect, because a lot of them will give me pushback. So I just want you to know that there is a lot of good people working in Detroit police, but you have a few rotten apples in there. And that's all I got to say.

I keep calling they won't make the I got each word to is filled with Mo each of the tubs and they were supposed to come over the weekend when they show they came out and they answered the phone find that they didn't come out they keep saying they're gonna come out they're gonna show up. They don't come up they got electrical wires, it's hooked up all in the apartment we got our DC our bills are not going to the right person or my meter someone's getting charged for different meters of the household we got hazards outside when you walk outside we got four sharp holes into the ground I have small children feels like they can even go outside and play because half the my daughter she just scraped her eye over the weekend because they have these poles outside and she's tripped and fell and they won't come digging up the walkway they have little things coming up where the electrical meter is right about like if it rains it's going to catch fire and you can tell it's just taped off or type any type of way inside the house I have a handle they won't come fixed it they got the the ceiling leaks they won't come do anything about that and now they have a mice test if you walk into my house can have doors are supposed to be level they're not level it's a whole gap in between where anything might cause anything can answer it because it's not secure and we got doors or doors are falling apart is four units in my apartment they one is not occupied and all the other units they won't come fix up they came into a door knock on next unit and fix their potential come pick up if you can come show up or it's only take a second come fix aren't some do which I got to do before y'all come try to move someone else in the house messed up. Hi, my name is Heather. I'm a part of a member of moratorium now. And I have been on a few of the interviews slash meeting with the people who have been affected by the Munoz Realty, landlord Association, and company and the conditions that I saw were, you know, extremely unsafe, unfavorable. And that, you know, didn't meet code. We have, you know, video and pictures of this as well. And I just want to say that, you know, housing is, is a human, right, you know, and safe housing, especially, especially for, you know, mothers with children, and anybody really, but the issue here is, you know, immunoassay on so many properties, and is not taking care of them, as well as, you know, buying them and just using them for profit, you know, if he isn't able to take care of the properties that he owns, you know, something definitely needs to be done. Because, you know, people living in unsafe conditions, and especially hazardous conditions, you know, with sewage coming up, and nothing has been done about it, you know, many of the people that I've spoken to have contacted me, you know, multiple times, in the timeframe that they've lived there. And they've been told, you know, oh, we'll put you on a list, you know, and then never get a call back. Or if they've contacted him again, or the company again, you know, they, they were told that they're still on the list, but months have passed, you know. So I, you know, I appreciate the time, you know, here to be able to share this. And I just hope that something can be done so, you know, people can have a safe place

Hi, my name is Mike Shea. And I'm also with the moratorium now coalition. I want I just want to say that all the women who have testified today and others who wanted to be here, but have other had conflicts of interest, I'm not interested but other things to do this morning. They're all being evicted in the coming months. And because the city has not yet funded the right to counsel ordinance, they're not trying to have the best representation possible. They're they're being evicted because they withheld rent in wanting their properties repaired. Now, here's the here's the things that we have found. First, many of the properties have not passed a lead inspection. He has a nerve to get the women the mothers to sign waivers. Because he hasn't passed lead inspections. That sounds illegal to me. It should be illegal, that we've found flooded and moldy basements. And like, what like Erica said, the laundry sinks. This is how disgusting it is. It looks like a chocolate brownie at the bottom of the laundry sinks in her apartment building. That is feces, human feces collecting at the bottom of the laundry since they can't use the basement for what for their wash. We've found rat feces and other feces of animals in some of the houses. Almost all the units are typically unregistered. Have no certificates of compliance. Many of the units have many many blight tickets that go unpaid by Munoz the quality of the repairs you and I could do better on that. I'm serious because we're conscientious about what we do. Alicia has granddaughter last year got burned in a Munoz property or hair got sins and the plastic from the outlets splattered all over her child. Their improperly placed co detectors. And I just wanted to add, Munoz has 12,000 prop 1200 property He's across the city of Detroit. If he collects $90 $9,900 a month, he's collecting a million dollars more than a million dollars a month, off the the lousiest properties that you could imagine. So, anyway, we're going to keep coming back until this is done.

Thank you, Madam Chair, just to follow up on the public comments. I appreciate the chairs, staff working with BC, that the committee may also want to make an inquiry of the law department. Unfortunately, they're not here, I guess. But are V's not here. But um, we have, of course, spent a lot of time your honorable body has spent a lot of time in the last month discussing innovative regulatory things like what was mentioned just now right to council, also the food grading. And those are important. I certainly don't want to denigrate that it's great. The council is doing that. But it's important for the administration to focus on enforcement, right. And the literature is clear that with all the experience experiments that we've had in this town, going back to emergency management, what people look for from municipal government is enforcement of the basics, right? And it just seems like this cries out for that I would be curious from the law department is what kind of options might be available.

here because I saw the ballot summary of Prop three. And I think it leaves a lot of stuff out that I think the residents of everywhere in Michigan deserve to know particularly in Detroit, because if you read it, you would never process that it gives the right to every individual the right to have anything regarding to pregnancy list abortion, but also sterilization. And it doesn't single out children. So they would be included in miners have included in every individual it is doesn't say anything about having any parental rights and that there are laws on the books right now that you'd have to have consent for those things, but constitutional amendments will trump state laws and it says on the ballot proposal itself on the summary that it will invalidate state laws. And the lawyers have said it's kind of murky, those things can be challenged, we just don't know, I don't feel that it's appropriate for a constitutional amendment, but it does take time to actually protect traffickers. So if there's some kind of activist or counselor who wanted to take your child to get an abortion without parental consent, there'd be no way for the state to penalize or prosecute that individual. And frankly, I don't believe that minors should have a right to sterilization even with parental consent. There's a young woman Chloe Cole, who's in California. She had Lupron which is a puberty blockers, but they give those to sexual predators in prison to chemically castrate them. She did it parental consent, but her parents were told, because of her gender dysphoria that, would you rather have a debt live son or daughter. And so now she's 17 regrets that and she also had her breasts cut off at 15. And she's worried about if she can even conceive children now, or if she wouldn't be able to nurse them. So there's a lot of concerns that I have with this proposal. I think there's a lot of things that if you just show up on election day, you will not know and I know I'm running out of time, there's so much more than I could even get to but and we just wanted to repeal the abortion ban. We could have done that. But I think this is too radical. My opinion.

Good morning, honorable Council. My name is Ruth Johnson from Community Development advocates of Detroit. Three comments. First and foremost, I am utterly outraged and heartbroken hearing these courageous women talking about the deplorable conditions they and their children and babies are living in. And that is one way to address this is to fully fund and fully implement the right to counsel ordinance. We are so thankful that this council has three resolutions identified $6 million a year for three years of ARPA funds and then an additional $12 million in ARPA funds. I urge everyone in this city who has any role in making these funds available for an ordinance that went into effect this past Saturday, October 1. Secondly, I want to comment on the LPD ARPA fun status report as of August 31. It's deplorable, that only 4.7% of the ARPA funds have been spent when you hear these women talk about what they need. Whether it's legal representation or assistance upon other housing. It's so critical and pitiful and needful to spend this money. I have some questions about the ARPA control, Central Support Services, and the quote unquote dummy projects. And last, I want to ask them questions about the 450, Amsterdam, any z certificate application in terms of the size of a micro and studio apartments that are at 80% of the Detroit average median income, which still would be 1100 to over $1,200 a month, which we know is not truly affordable. But especially if there are micro apartment and I googled that and they said Google says that 400 to 600 feet none of the women that came here with their children could afford that or live in that size of apartment. Councilwoman Santiago Romero and other council members. Hello, my name is Rochelle Stewart, and I'm a member of Detroit people's platform. I'm here to speak to you about the deedat low income fair. I believe this program is necessary and urgent to fund and implement because it will provide reduce fares to vulnerable individuals and families that rely on bus service as the only means of transportation. The program will reduce fares and passes by 75%. For individuals that are experiencing homelessness, returning citizens formerly incarcerated and individuals they need transit access to jobs and services, low income parents and individuals supporting households that have no other access to transportation and veterans living in Detroit. We need this body to support the low income fare program with funding and guidance and information with service organization providers and bus riders and DDOT. And I do also want to talk on it had to do something about that area, medium income. You know, it's way too high for most of the people that live here in Detroit is no way that anybody it's a lot of people that don't have income $1,000 or more needs to be looked at again because we should be evaluated on Detroit, not outside suburb communities involved with our area median income. I don't know how you go about doing it, but it is very badly needed because there's too many people in the city of Detroit that are actually low income. I'm not talking about affordable housing, low income housing. So I don't want to take up no more time I have 24 Second mix and I let go and everybody have a safe and blessed day.

Especially with people with low income, because the rate of inflation has went up so much, far so great. In the last few decades, especially let's say since 1955, when you could buy something for $1. Now yet, that same item will cost you $11. However, wages have not went up sufficiently to keep up with it not even by 50%. In fact, not even by 25%. So how are people supposed to live? And if we're talking about advancing Detroit, economically, we need to be able to get around to go places to do things, especially urban living. Thank you. And I will concede the balance of my time. If we have inspectors and if all housing has to be registered, I find it hard to believe that these types of situations exist. I find it hard to believe that we have allowed slum Lords because that sounds to me, that's exactly what they're residing in to allow a slumlord, such as the the owner of that particular, you know, residence, and several others, you know, to allow people to live like that. Thus, we want to impose the same responsible oversight department, the NBC environmental control, who doesn't seem to have much control now we want to give them the digital responsibility, which they claim they have. You know, inspectors, I find that hard to believe that's one thing. The second thing is I still I'm still waiting on a report where I can find the city's assets. And I want to know what we lost into bankruptcy, you know, and I also would like to know what we have, since we create all the authorities, we should be able to know all of the authorities that we have created and that we empower. I don't know where that is. I simply know that we have authority we being city to get as many as we want. So we're responsible for him. We cannot control them. Where can I find that please? GLORIA Santiago Romero be, as you heard from the ladies that are suffering, where they're at, if we don't take care of residents where they live, we are not doing the basics. And so when the city purposely plans and secret and excludes people from the planning, who live right there, it doesn't feel good. I'm suffering nonstop anxiety. And folks, I've been coming to council for years asking for inclusion and it's only last year I discovered the city was unknown. The secret of planning, not cool. ShotSpotter. Please, folks, if the opposite inspector general in Chicago already knows it's worthless. Don't waste our money on it. Spend it on right to counsel by the way Ruth Johnson eight km h e. C. O M A fortune 500. company just moved into Midtown has the contract oversee ARPA funds. They I've been trying to call their office saying what proof they have for ShotSpotter being worth it. And there's not even a reception. So I questioned that contract. There's also been selected blight enforcement going on. People are being targeted in my neighborhood. Well, developer people seem to get their stuff dismissed or something or they don't get ticketed. There's something really problematic about that. I also have a problem with the police that don't respond. And then they weren't ShotSpotter and Mr. Mayor, the bulldozing did not stop the crime. And

All right. Um, I'm very disturbed about the testimony that I'm hearing from the young women who have children in these homes and city council makes ordinances for all kinds of crazy things. They are dealing with restaurant stuff, when we have really critical issues in this city. And I think, Mr. Benson, Scott Benson, you you are really off base, bringing this back over and over and over again, this is not critical to the city and how it functions. We have critical issues in the city that need to be addressed. One of them is slum landlords of which you could address with an ordinance by saying that if you are not a registered renter or rental, a landlord in this city, you cannot go to the district court to evict anybody, you must first be registered. And that would stop all of this money that we're spending on all of this court stuff that's going on. I also have a problem with Mr. Benson and this 5.6 an ordinance to stop people with misdemeanors from from protecting themselves or having guns. This is absolutely ridiculous and a violation of civil rights. The other thing is 5.4. Mr. Benson, please stop bringing this back to us. We don't want to talk about restaurants right now we want to talk about the issues that are critical to the citizens. And Miss Calloway. I need you to explain to me what a mom and pops organization is that would be eligible for lead abatement. People have lived in this city for years and years and that money and those resources should go to those people who have been here not the people who are coming, Johnny come lately as they were coming in to snap up properties and I need to know how Muna has got all these properties. And I need to know why we have so many emergency demolitions. That's what you call piss poor planning. Your spending millions of dollars unnecessarily make them go through the process. Thank you

Scott Scott. I'm the Executive Director for the Detroit greenways coalition. And my public comment is in reference to agenda item 5.1, which involves traffic operations around the train station. I'm concerned that the memo from the DPW director about 14th Street does not mention the existing conditions where that street has a bike lane In the proposed conditions you're not mentioned, keeping that bike lane. I would note that the greater Corktown framework plan did call for a two way cycle track to be maintained on 14 to provide a connection from North cork town to Bagley and I would hope that is included in the final conditions for 14th Street. We are in support of making it a two way but want to make sure that we don't lose that non motorized access along for cheap.

So that's the so it is a quote is the notification DPW has the responsibility to keep the roads in the city in a manner that is deemed safe and conducive for the residents and the businesses in the city.

Looking at hearing the comments from the Detroit rumors coalition. What is the future plan for the existing bike lane on 14th Street.
So thank you to the Chair. Thank you, Mr. Vice Chair. At badly, there is going to be a new street at 15th Street. It's currently under construction. There's a whole lot of investment that we put on 15th Street so the there's a greenway that coming from the west Jefferson from the riverfront, they'll come in under the the train the bridge at badly that will come in that will delight at badly we are in the process of a construction work is currently going on right now that we redo the whole intersection of 15th Street to be primarily a bike pedestrian street only. So that will be the access 14 Three, the bike lane or the bike access there will be moved to 15 Three because the torch right there to 13th Street, there'll be no very Kulani it can be a beautiful street that's going to be dedicated to pedestrian and bicyclist only. And once you get to further north, I believe tomorrow to Mirantis. The bike lane will get to you in the backlog on 15th Street. We'll go on 15th and get to the park right there. And there's a bike plan that will proceed from there to the collides right we're going to be moving the bike lane on fifth on 14th to 15th at the location where they mean and 15 to be dedicated bike and pedestrian streets only 14th Street works if you want to ride your bike, you'll still be a shero you can still ride your bike before the 15th Street will be dedicated bike lane for that particular area because the meet 14 times three things meet that badly.

the resolution to come to this body for these proposed changes? Deputy
there's no resolution for this change in terms of the way the payment marking on a quarterly basis was on a on a running quarterly basis was send report from DPW to the council, noting all the changes that have been made on the streets throughout this cruddy, the 2600 miles of road in the city with 92, you are on a quarterly basis. So I don't have the exact date that the next report is coming. But I believe it will be coming. It comes to you every quarter. So it should be coming in the next month or so.
When do we anticipate 15th Street be coming dedicated to a non motorized use
it we've done that construct and as we speak, and the goal is to finish the construction before November 5, and before the end of this construction season.
So before November,
it is under construction, I don't want to put me to a date it is under construction. Quite frankly, our goal was to have done this before now. There is a illegal conversation going on with some property owners and things like that negotiations going on. But so it has moved our anticipated completion date based on the construction schedule before the end of this construction season, which is generally end of November. right around Thanksgiving, the project should be completed.

Thank you, Madam Chair. I actually I thought you were going to ask about Bagley because I'm really excited to talk about that because of all the projects in there. But I think you already have been it's been socialized with your office there 14th street, there is a a bigger plan for 14 Three than again, it is in the works right now. There is a plan to resolve a 14 three and turn 14th street into a two way road right now. It's one way common south. Ultimately, it will be one way in each direction. And at that point, it will have bike lane. And, you know, build it similar to some of the complex street projects that we build in the city. But that there's a process that these produce complex Street project go will need to go to community, we're going to design it alongside with the community to do one one cycle one bike lane in each direction, or do they want a cycle track and things like that. But that will be a project coming up? It's currently in the pipeline and to become an optional.

As far as what was said earlier, the serve safe looking to do additional engagement, we're having a meeting on the 10th. Looking to have a meeting with the southwest, restaurant community as well. We're also been invited to potentially do a meeting in the first district, also. And so we continue to make the rounds continuing to educate the restaurant community on how this ordinance will impact their operations. and wine 5.6. And as you say, that's the sergeant Elaine Williams ordinance. And that is an ordinance that follows federal law, which allows for the removal of weapons from those who have been convicted of domestic violence misdemeanors. And that was a huge change in federal law. Because as you see in the city of Detroit lose in 2020, we had 19 women who were murdered at the hand using WEP using handguns by their but through domestic violence. And in 2021. We had 18 women who were murdered via hand guns as a direct result of domestic violence. And so it was critical and imperative that we continue to support that. And with the federal government modifying the gun federal gun laws, we're looking to ensure that we continue to follow federal law to help protect some of our most vulnerable residents in the city of Detroit who often unfortunately find themselves in situations where people have just proven themselves incapable of managing their emotions and have access to weapons. And that can be a very volatile and deadly combination. We want to make sure that we're protecting all of our residents from that type of end. And so we're looking to modify that ordinance to comply continues applying with federal law, and will continue to support victims of domestic violence by removing weapons from those who cannot handle themselves.

Okay, I just wanted to make sure the public is aware that we're not just negating bids that would save for at least come in to half the price, we really are focused on people and in firms that can do the work as well. No, I believe I understand the concerns from member waters. But also, we just have to make sure that we're being as efficient with our tax dollars as possible. And I also think this may be an opportunity where the department can look to provide some type of guidance and or mentorship. To get an organization who may be new in this space up to speed they believe they can become a greater asset. When it comes to doing demolition versus having to take demolitions back and spread them out to others who have proven capacity. I think this is maybe an opportunity where someone who I believe is new in this space can be helped brought up to speed to ensure that they get to a point where they also become a great asset to the organization.
Oh, briefly, Yes, director.
Just do we're taking that into consideration. From the Department standpoint, we are reevaluating our pre qualifications for contractors in the demo program. But we're also trying to seek ways where they can gain experience, but not necessarily. On an emergency standpoint. We're trying to design some of the packages to allow an opportunity for a contractor that's new to the city to actually gain some actual city demolition experience. Because what we're finding is that there are contractors that have demolition experience, but doing a demolition inside of the city of Detroit is different from doing a demolition anywhere else in the state. And so that being said, we want them to be able to actually have that type of experience so that they could actually move forward in the program and to gain those contracts as well as them to be able to perform those emergency demo

Thank you Madam Chair. I'm also know that there are other contractors here who have me who are more than and qualify it to do some of this work. And for some reason they feel shut out of this process. I want to know, what can we do for businesses that have been here for 25 years, in some cases or more will not get access to this contract. But who is more than qualified to do the work, number one, number two, they are also in a position that they can train other people to become really good demo, demolition experts here in the city. I am so concerned about all of these various personality issues and politics and politics. When it comes to certain companies not being able to do business in this city who were right here. I want to know what we're going to do to fix it, I just I need to see that happen.

to member waters, that goes completely both ways. I will publicly state that the demolition department has no outstanding issue with any demo contractor. All contractors, unless you have a performance reason for not being allowed to bid, you are able to bid. And those contractors have to submit a bid. There, that's the only way that we can engage with them. We cannot provide any, you know, direct type of contracting, they have to go through the process like every other contractor as well. But there is no restrictions or hold on any particular contractor except for those that are suspended because of performance
issues. Okay, so finally, so you are also when you put those bids out, are they being notified as well?
Through the Chair being director,
that is a question for OCP. The way that I understand it, though, is once you're registered, if you're pre qualified and you're registered in the system, then the system will notify you that those bids are available. And I believe it's through an email. I don't I don't want to you know, overstate it. But I believe that they do receive that notification.

And we have mostly closed out the additional staffing contracts that we have used in the past, some of which are with Detroit based businesses.

And I'm sure people have noticed, China has banned the sale the entire country, close to 2 billion people, the sale of all flavored tobacco and menthol cigarettes than the entire country. Los Angeles in June of this year, banned the sale of flavored tobacco as well as menthol cigarettes. And so you're seeing entire countries and municipalities look at how they can further improve the quality of life and public health for their residents. And as many people know, as well. Nicotine is one of the most addictive substances on the planet, something even stronger than heroin. And you've seen how that type of substance has devastated communities. And so we're looking at this, and this is just all a another look at how public health really impacts the quality of life of our restaurants, just like food safety. And so when we talk about public health, these are all issues that directly impact our residents. So we're taking a look at that as well. And so motion to bring it back line item 6.12. Yes, Madam Chair, they'll be coming out of the general fund from the department's budget. Okay,
so not tpds budget. Madam Chair, I
can confirm shortly, but I believe it would be coming from DP DS budget existing that would not be funded with ARPA dollars.

Thank you, Madam. Madam Chair. So, tomorrow is the first Tuesday. If you are recall, last week, we passed the resolution by all city employees to wear shades of pink. So members starting with us, don't forget to wear something pink tomorrow. All right. So that's the beginning of an annual shades of pink that we will do here at the city. So if everybody can remember to do that, um, hello, speaking of shades of pink, Team waters will be also participating in making strides this weekend, the Saturday the Breast Cancer Awareness Month. Are you familiar with making strides? Okay, all right. All right. So this this Saturday is going to be right here in the D, October, Saturday, October 8. So those are my two announcements. Thank you.
Thank you member waters for myself. Just want to remind District Six residents of our monthly virtual meeting we're going to have this Wednesday at 6pm. Via zoom, we will be joined by the housing and revitalization departments, who is going to discuss phase two of the renewed Detroit home repair program, whose applications do open October 1 to the 31st and will also be joined by DTE.
