And so thank you all for coming out for those of us who are interested tonight, last chatted mandate. And as a result there, we thought that it would be a good idea to have a public safety summit at the attachment EPP, and that trade was on there because it's low sensitive. So it would be bad. But there's fewer properties used. So, on my way here tonight, I was thrilled to be here at five o'clock. And I came down Jefferson. And it was an accident. So a whole lot a little bit. I know that no one's on the scene yet. And you get forced out of the ocean. Surf talking industry, fine, by the way, you guys reacted pretty quick that posting last house. I wasn't wait that guy, maybe 20 minutes to my time was five. So I was right. So but anyway, we want to thank you for coming in public safety is something that the FIE Community Advisory Council is going to be focusing on as we enter into 2024. And we thought that this fire will be the best way to be served. We started with public safety back in January of this year, I have never had a form. I didn't think about after no other advice you think about after the holidays, this is after the holidays, so many people, unfortunately. We have to arrive once in the hospital wellness field. So we do have some issues as well, too. So I'm Jay Rob, I'm chair. This is the various the end of our first year in office. And for those who have not heard, district five is in the process of being switched, downsize. And we're we're in Washington district. So we're going to be moving over to district and that sort of tissue jazz. So I've been to Ohio to see tourism by yourself. Black I used to do that job and this was from the heart. It is not as he indicated, as he as he is not compensated, what sometimes it positions in things and they're not compensated, usually more gratification. So we're doing this all of us just as effective, efficient, and clean. It must be so many hot fields. And firefighters Union Commission when it comes to joy in his staff, I am blessed to know all of these movies. For those of you in the audience from the shoot live. These are leaders of your choice. period in the store, you're sitting right here, and I'm going to take and I don't say this lightly, the best in the United States. Gonna turn it over to the Vice Chair. Good evening. Pleasure committee.

My name is Byron Osbourne, I am a resident of the city of Detroit obviously, in district five as I was elected, duly elected to this community advisory council. I live over in Boston Edison. But over the years since 2013, vintage city my entire life. I have dealt with the fire department a couple of times, most recently has been our black claw parties. And I do want to say I appreciate you all sitting on the edge and like our kids often more put on a hill and climb all over Detroit. So that was cool. We really appreciate community engagement. Unfortunately, we did have a house fire on our blog two years ago, but again is our chair to save you all are top notch. From the time of the call by the resident to a call to me and our couple others we've had time I found out about it. We heard sirens coming up the street, which was in a matter of minutes. So thank you all for putting your life on the line and protecting the people and our property. Put yourself in front of you putting others before yourself. So I really do appreciate that So I'll take that light a little bit more about myself, father of four, husband, and also the union rep. So Electrical Workers union between the city of Detroit and the representative of that great thing. The reason I got into this was because I do care about community, I do care about the people on my blog, really, my heart is for our children want to leave the city in a better place. That was my guy here. And if there's an opportunity for me to leverage this on pay, Community Advisory Council opportunity into spaces where I can represent those in my neighborhood and in my district, and help navigate city services for them, meet gentlemen brothers and sisters says to themselves, and put one and two together to make 302 and two together make for just a try to get people to believe in the city and believe in their elected officials. And that's what I'm here to do. This, this seat, is really for another two years, I think we have done the best that we could do with what we have a heavy emphasis on the volunteer portion. We don't take a tax dollars. We don't take any any meal at lunch assistance. But we get plenty of help.

We won't get much assistance from the administration, we

play help from our city council. I said I mean, we have plenty of help from our city council. And I believe that the relationship that has been forged, there helps our residents. So circling back, that's what I'm here to do is help our residents and I think that tonight, there will be plenty of information out there by our fire department to help us advocate to help educate us on public safety. So just to recap, the entire house for our district, five CAC, my chair and the middle, here is true treasure. There's a way to

have an easy job on task when there's no money to manage this report, again, made even more money when waves and welcome to historic St. Rad in St. Joseph church. My family's been a member of this show for 100 person years, districts has been around for 100 years. But old St. Matthews as a parent site for field is 177 years old this year, part of the Underground Railroad part of National Parks registered national registry as well. First African American school starting St. Matthews, rare admission who was banned if you're singing because she's an American, actually some adult saying that visa we continue that tradition with the annual concert today. And the first, NAACP standards are basically the same as us. The 19 1911 points in history. We walk around the wall, you see it for itself. So that's the reason I came home is a fourth generation Detroit. It is a great friend and son, Confederate President Jefferson Davis, I came back home for 10,700 affordable units and a political consultant couldn't understand what's happening in Michigan to help Michigan go towards the right, with Trump making the policies that we all know what happened in 2020. So we don't have to worry about that. So 2024 but more so wanted to come home. I grew up in this neighborhood during the 80s. I would never dealt with tonight, very vividly. I remember the bayou gentleman probably will get started at time making runs over here. I remember the first time on the house. I remember there was a drug house next door in my house. I remember watching the guy come up on the third bite into a gas canister under the porch as a four year old and think much of it until about midnight, one o'clock in the morning, yelled at some of the farmers and WAGs. And that's kind of my memories from this neighborhood during the 80s very drug infested. There was a lot of activity in this church. And there was a lot of activity in the neighborhood. There was old versus new, the homeowners, renters, professionals versus enjoy. So it's good to see the city has come far away from that past, particularly this neighborhood. My goal and being on the council is to use kind of deliberative resources and services, action delivery of it with disabilities I've worked in across the country, whether it be LA County we Academy, whether it be Pasco County, notice coming to Miami Dade County this year to try and create that substantive change and I know Kenny will not some of the best and brightest people I've ever met in the country are always expatriates in Detroit. Always

be someone that I raise from Detroit with great things like smart money

is good. Obviously we'll come back on this next place even greater so we'll we are you know who we are. That's why we say trade reps with everybody. But I think this day, we want to set a model, moving forward on about what social equity looks like about what economic equity looks like, most importantly, how we deliver city services and deliver potential fashion make the mayor's administration has done a great job in kind of fine tuning the delivery of black resources that in the past, you know, this was nice, but we have a long way to go, you know, the city will be left with a very large, very large deficit. When the mayor exits and 2025 you can see the political offices, you know, some take us working together to really get this thing going. Let it be there when we want to pass the mic to our secretary.

Hi, everyone, I'm Robin sellers, available in our area. Industry by I lived in Detroit, alone, my whole life did also live in another city and for a while New York City for a little bit. And I met my father. And my mother passed, but I'm saying so for a while and immediately immerse myself in the community and started going abroad to work with the core innovation. And I am so sick when I go to my Michigan fellow. So I've learned a lot about the state of Michigan politics. From there, I did some volunteering for Detroit with this platform, and loving just some other different organization like that except for and so I decided to run for the council. Because we went around with supporting vibrant unemployed people in the city, we decided to establish the community advisory council once we established those seats, we sought to fill those seats, and then nobody really read it. So I decided to run because of the bad and the right candidate. And here we are today. So that's my background. And I'm the secretary. And so I will be taking minutes today. And typically, we approve our meeting minutes that are our other meeting back at our town hall meeting. So we probably won't be here today. So I guess

storage magazines were somewhat informed this evening. We do want to let the officials see the steel rolling. I know how we are seven o'clock, you said you started six, seven, traveling by yourself. That's okay. I'm an embarrassment. I was embarrassed, actually just how it is. Let me just say this. And then we're going to use our keynote speakers. And I'm going to ask a question, because I think last week it was a fourth generation teacher. And I think he went back over the years in this denomination. That's that spirit is what I've seen. I never understood the word I just heard you say overwhelm us more easily. That's better. So this reply is the largest issue. We receive the joy and will remain such until 2026 Where you're going to take and split up some district five, we'll go into District Four, and a new slew of district plan all the way to three. There are five mas currently available. You can go blind, see Detroit backup CDBG AMI that go. And you can take a look at those bachelors for admission. Currently, right around 90,000 People are just lost 11% just reported lost somewhere about 70 80% as the district three. Now, for the record. There are only three advisory councils currently district Senate District Four and just arrived with the newest council. So we had to wait a year to get those we need about a month and a half. So the bottom line is is if you want to know what's going to occur in district five and District Four as usual, you need to look at those maps the council will be voting on those options for five options that are no matter what just you five will be whether that or land is that we will be interested we will be eligible to work for district five CAC to industry five council to level anything industry, because it is the industry. Don't worry about me. This is the last electric thing that firsthand. I did. However, I will work with whomever see. I will work with the authorities leads by all of the regulatory agencies that are out. They talked a little bit about the background. So I guess I just wrote the One Two days after I left the city tutorial. I want to seven different cities to work. And I was changing each one of those cities pretty much no police fire and Building Safety Engineering. Those were the main things that's what my loves it but my love says you just go and go. I did. 25 years was terrifying. But unfortunately for me, I don't think I ever good. Employees can react shoppers with outages ask the staff to just stand up. And I'm going to wait in line to introduce yourself but we're going to start with the Commission is waiting to sell and that best outlet to permission. Permission with us that fateful

day So good evening, everyone. My name is Chuck sounds like Commissioner for the city of Detroit Fire Commissioner. Just to give you a little brief history on me. I've been on the job for 37 years came on at the ripe age of 19. I started out in firefighting, getting a firefighter EMT through a time I ended up becoming a union director. So I understand the union side of this job. And I decided to go to be more proactive and go to the arts division moved up the ranks there. And 2014 became the second deputy commissioner I'm sorry 2016. And January 2022, the mayor appointed editor on Fire Commissioner, and two weeks ago he appointed me to

vote me I work with me Do you have to prove yourself because he doesn't like take chances to myself, but I'm very proud of that. But I would like to introduce my staff and them to certain individuals, so I don't ever have to ask them to come out and participate. They just automatically come out. I had my assistant send out an email today than the last time you go out to your computer. So I just want to say thank you for you guys. I'm gonna introduce you guys starting to bring the train and just stand up chief executive

    order everyone knows TPR is

    the best fire marshal

personality money raised in Tennessee, Michael Bay Deputy Chief of fire operations you're already

in we're just to start off first of all, I want to say thank you to the Advisory Council for allowing me to speak tonight. I just want to say I appreciate you guys for all you do. Especially physicians really don't get that a lot. So, you know, we take a hands on meeting guys. So just to start off, when the mayor appointed me to this position, I really had three things in mind that I really wanted to attack. First thing was a rapid fire. So at that time, morale was really really low. And I started off being my team. We started off with a bunch of the fire houses wanting to be in US companies talking to them, asking what do you need? How can we help? We started real robust health and wellness program because we do have to grow That's why everybody else sitting at home. Our medics are firefighters, they were up here facing the unknown for three years, for three years, we were under the safety net of our home for you know someone else, but they had to go out there, and transport patients buy tires online, so we could walk up. So we've put together a real robust health wellness program here supporting another one was the processes, what I wanted to do is improve our processes. The Tory party, part of our processes are really helpful. But there's always there's always room for improvement. So that's what we focused on those processes of making it even more or less. Another thing was, we want to concentrate on what was community engagement. And that was Houston. I told you here because I say, do whatever you need to do, tell me what you need, but we need to increase community engagement to the best as possible. And he has taken that and ran with it. I'm so proud to have him as my basis. We talk about all the time, how can we as a community for can we how can we treat them more? How can we provide services and how can we teach them a fire safety. So I'm gonna go over some things that we've done in the last couple of years that will that will benefit citizens.

So to start off, we'll start off with EMS, so vacated. So the biggest thing is the response time. So just to give you a history here, probably prior to bankruptcy, we were probably at 20 minutes response time for coal miners. We then took that down for eight minutes, probably to graduate 1516. Now or last six months, we're seven minutes and 15 seconds, which is a historic low in altitude. I will tell you, it's probably one of the best travel videos at fire department in the country. Now what is seven minutes to 15 seconds. With me this is the time to call 911 as our class progress. Within about seven minutes and 15 seconds per colo response. You will see either a fire truck or ambulance on that city. That's pretty proud. First time in history, we have 3040 analysts per day. It has never been done before. Back in April, I went to the mayor and I said hey, we need more analysts on the street. In the meantime, as we build up the fire department, we decided to contract with the privates and make a brainiac 18 more ambulances. He agreed City Council agreed as everybody who may be running at more ambulances per day. So during peak times, we have anywhere from 38 to 42. Analysts on the street, another historic record wildfire. Fires collapse. We have 47 fire companies throughout the city historic place strategically throughout the season Detroit, the response to structure fires is five minutes and 42 seconds. Another historic little hike I just can't say enough great meeting in our department, our NFL ratings to get on the radio and they go into the job. So we're glad to say that and now everyone's rave on the fire department get trained and because we the firefighter, EMT, or firefighter so what is that the fire truck responds to your home. In a medical emergency, you now have an emt or paramedic to provide medical assistance, which is great instead of analysts here for transport, fire marching the basic requirements of Thomas like say the Great's in the world. So I tasked him with picking critical structures and inspecting 100% of them each year. And guess what he delivered. So critical structures structures, smooths senior multifamily dwellings high rises gas stations with real to site. And he did last year he inspected it, Senegal's I just challenged him with a couple more. And I think he's gonna just want to say thank you for that. Wow. So now, you see periods. So we started singing like Initiative Program. And basically what's the best thing is that in 10 years, we want to have smoke and co2 detectors in aremy. Home in the city of Detroit. This is a rise up task, we've been able to pull it off. Another thing is training on eighth grader phantom hands only CPR. And we started that. And we get this wrapping up I think will be really critical as well. And events at themes. So community aid needs initiative with various points and add ons within three minutes of maybe cardiac arrest in the city of Detroit. So we're in the process of doing that now we hope we can reach that goal probably within two or three years. And other than that, I just want to build up things that we can also see shortly and anybody To get

    the training that we do

    okay, and also for

the Commissioner 302 sites, martial arts, Vichy five, we know that there are some nations and areas in district five that are, first of all, a 302 site is an area where the Superfund amendment who opposition Act provides X amount of dollars to protect you to soy attendees. I'm almost certain at one point the unit was psyched about on the southwest corner of God where your universe actually just opened up the rest of the Riverwalk. That was a real two site. I don't know if it currently is. But what I did here is I wish to construct versus rescission probably come in long term. One of the things that we want to do, we heard that that was not going to be approved. In other words, instead of them, remediating destroy the contaminated soil under the ground, you're going to fill it in, you're going to take cement, and cashews, that's the way you're going to do what I've just read. And what we're about. The Community Advisory Council was supposed to get information from those community members, very engaged, pass that information along to the cops. One of the things we want to pass on is that when you have a 302 site in Jersey five, we not only want to know where it's located, we want to know what the current condition is. And from what I see here, for both the commission, and fire marshal Thomas, I understand I believe that we'll have a condition soon. But I don't know the exact number myself in district five, but we're going to ask them to vital force and make certain that everything we give them an understanding. And right. So that's number one, the eighth EDIS and the eighth graders learn CPR. I think that that is very, very vital. When I was speaking on relaxing I came at. And when I came on the best to invest in the United States of America, vice chair was the city of Seattle, Washington. He indicated that he one of the ad within three minutes of every location, CL had that back in late 70s. We didn't adopt EMS into the fold, until a couple of years ago. They were there. Well, but there were separate instances. Now they're, I think the same thing. Yeah, yes, yes. That's a beautiful thing. Now, those eighth graders only CPR. Don't laugh at that there was a young lady on the news just a few days ago. She was laughing to save the life of a young men that don't really know how to go when she came up to purchases adapters. I don't think she's 15 years old. So that's a good piece for that add, how can Community Commission get a hold of a beach or those there at nine communities with industry? 589 different ones?

So I'm glad Great question. So we actually reached out to each council person digitally, and they sent us a list that leaves us with like a list of places that we can put him at ease. So we're going to debit as an hour and call into different businesses to see if we can come in and they and just want to add something about add. So our goal for this is to become a heart saving. We will be the first artistic community edition. And that will be a huge feat if we can attain that. And I just got to call it out tomorrow. I just heard that Dearborn westlichen are trying to do the same thing. Probably become the first of what we do. I think we have a little bit more grit to to get to that point. So that's another thing is just to have a designation. It's a hard safety movie. That's a huge selling point. We want to try hard to be as as until the draft is common. It's always good that you say that you are how you thought about our community.

I took some notes here and what our community district five folks have been asking us one of the things security concerns about and I want to ask them permission in terms of the engagement with the I 375 project. Many of you may or may not know that once that project is up and running, and they begin building up, I agree 75, and it becomes over. The route to transport from the east side of Detroit typically takes the Jefferson Avenue to 375. They take that off to Manhattan, they are on the campus of the DMC when the project is complete, that will go over the base. Period. He talks about heart attacks, strokes, other major incidents where they have to be transported quickly. From my location at once we'll use Jeff's just use about two drivers with a UAW, anyone in my building that has to be transported for heart attack, it's less than six minutes, they fly straight down the middle Jefferson, they rework their own mechanic. When this occurs, they're going to have the big band bag, which is too late, it's too much of a palpable size drop, the analysts will have trouble navigating your lights every other block, that's going to add seven to eight minutes. If you know anything about a heart attack, or stroke, those first six or seven minutes are vital to your life. And whether you're a vegetable, or whether you will notice a citizen that is vital to you. We want those viruses. My question to you permission. Have you said in only those knees and talked about that well being shut down? I'm good, bad and indifferent towards hiding the favor.

So I don't know a lot about it. I don't like to eat, I believe fire marshals to speak and this is definitely.

Okay, so I'm going to take questions as well. So presently, we have a chief request examining the problems, as wrote on the Firefox revisions, firewall protection engineering, fees incredibly sitting in on those needs. One way now one of one of the sales side of this project is being operated by him. And so the representatives from the city of Detroit has voiced some opinions on a different things. I'm not certain how far how far along we've gotten into relates to what our concerns are specifically, that's something I follow up with cheap browsers. And I know that I can't move the council person who's objecting to it right now, based upon the things that Mr. Levin stated. That was new information to me, as well. But we'll definitely be hung up on that. The other thing that we'll talk about the 302 sites, presently, we have a dashboard that identifies all the 302 sites within the city, we have the addresses. So it wouldn't be a challenge to pull that data out of our dashboard to help you identify what three are some side side, as well as on that particular dashboard, you can identify the number of 302 sites per kilometer per person, as well as the number of incidents that's happened over the past few years. So that's a part of our community risk reduction tool that we have online right now. And within the next year, we'll be putting out more information you'll see more accurate fire department as it relates to community risk reduction, and public engagement and public education.

So one thing I was want to talk about real quick, so I think those are my thoughts about data. We're an extremely data driven department. And what I mean by that is when you when you hear me say seven minutes and 15 seconds or five minutes and 42 seconds, there's a reason why is it as those numbers that that pointed out to us every single week, you give me a random activity, what's on their mind, what times dispatch, what's happening coming down and saying what's that like literally saying, we break up that implements by so it's very data driven.

Now for those of you sitting average today, we are going to have an opportunity to ask questions since our PPE our treasurer and vice chair, brought something to my attention. Still open the news the last couple of days. They caught one firewall at a house you might fix it since the 60s engine Go. This is

hopefully the all the time is due to Him. He was fired at the greatest. He was pyromaniac. I think he had a problem. Well, it's unfortunate that you know, not only that, by sheer alginates has another viable 5g community I attended Senate precinct Council concept once a month for the last seven years are super all of a sudden is on wise percentages. I don't know if it's something we're doing, or is there something that we can do about it? But can you speak to the being the former chief of Boston? Can you speak to the percentage of arrests that stick on arsons particular use case that happened on the room? I believe two that nobody's knowing? So we just learned this. I thought you said this, right.

Yeah, I guess. So. So basically, what happened we had, it was an exploit. And my understanding, he told the external rains are common words that are on the floor. You went inside the apartment building and said, poured gasoline in front of her door so she could be safe. And typical fire now officers don't mind camera, great light. And so we'd love to have to deal with and fire started, people started coming up and deal with it. But she had I believe it was a eight year old child 14. They were 14 year old child. Thank God they had citizens there to catch her. No harm done to her 14 year old jumped out and she ended up breaking over April's a wrist and vertebrae. I believe that she is that. By that time part of her I met that guy on the city that he put the ladder and save the money. So he was arrested. He was arrested within 24 hours. And he's charged I believe with the government accounts. I can almost say for sure he won't see. Because he was off camera. And they had to bring my camera even at the gas station with the corresponding gas. So it was it was it was a sad situation to think that. And regards to the with the arson, so I don't I'm not sure are simply going up. I know. Our fire investigation chief. He had a meeting with district firemen. And when you get to explain was it's not that they saw witnessed more fires, they heard more fire trucks and more silence. So he had to explain that we're doing much more in medical for us. And that's probably what they're hearing they hear the fire trucks going to medical lab. So I think that was the case with district five is that it wasn't an increase in structure fires, it was more so they just heard more silence on fire

in firehouse or actually Bositis. But I had some friends over in Virginia Park. And that was a concern tonight I thought they were going to be able to make it but that was a concern that they spoke to me about was there's some conspiracy theories going on over there with the purchase of Herman Kiefer, and we've been waiting forever that they can get developed as well as those residential properties. And there's conspiracy theories linked to that. However, none of those can be proven to be fact. But we do know that within the last two to four years, there have been some strange some some suspicious fires going over there. Before so I can't comment exactly what they would have would have with my friends would have passed. But that was brought up on full time but I told him we want to have this town was safety, public safety townhall was about our citizens. So if you could be so kinda guess as to let us know. Who exactly do we get in contact when we notice something suspicious? Or we're trying to get some neighborhood radio patrols on it? But like, you know, who will we talk to? What's the list of phone numbers? That kind of thing?

Yeah, so keep yours. I'll have two pairs give everyone that number. We also have Captain Sophie here. So there's actually arson hotline number one who wanted to remain anonymous. And remember, you can go to any fire station and talk to the firefighters and they will make sure that they make use of this data and we put special attention on it. And in regards to conspiracy theories, and we always have those right whenever there's money disappeared. The suspicious fires are popping up now. But it's sometimes it's true. But it's hard to prove. So if that's happening in your area, please, you know, when we do our investigation

got one more. And I think it's up to our treasurer and that treasurer, Mr. Secretary, we open it up to questions. My last one is we did engage with cheap parents or educators, we didn't engage with cheap fares, a couple of others with the department. But I also would like for you to speak to the

    smoke alarms.

So our lack of I believe it was really it was your parents came by and lots of ones have passed out some smoke alarms, can you speak to that program. And I think that if I remember correctly, the most important thing, you can't get somebody to install it was put batteries in. So as you know, it

works. Hours come with that it comes with a lengthy break in your back,

right. So pull the tab and right make sure that works. Don't just leave it on the counter and

do that and just leave it on the counter. If anything, it was a fault. It can be related to cause we'll gladly come out and install you can even actually probably go to the robot market market. And just ask, and I'm pretty sure you don't have we don't have any firefighters that will say no, it will gladly so

thank you actually support. In the security as well, we've got a hearing analysis.

    Heard about what that

was to deal with that to take

the whole United share with you. We have heat maps, and our product presentation team. They like the data every week, if they wish that we could show pinpoint where these fires are. And where we have the majority advisor of course, it changes colors as radio nodes. So we have provided information to you guys from your district.

    I know that

no one's here. They were here at our meeting before. And they said, so they asked about, they were talking about the fire. And they were expressing that they were at the scene and some of the fire and red trying to tell them that didn't sound like it was correct what they were saying or what they want to say was that there's a certain way that the fire department handled the virus before they put water on that, like it's a certain procedure. And what actually happened was a fire. So they were saying that they were told that the roof on the house has to collapse or something before they will work on the home. Remember containment, and they were saying that they were told me was for the safety. The firefighter, they're concerned with that, because of that many more homes in that area have now had to be demolished. And so that's in fact, where that conspiracy theory ensues or comes in? Because it's my or is it someone who wants more houses to be demolished in our area? That so but I'm not gonna want to disparage the car. But I wanted to know what is that inheritance? Is there a certain type of procedure or protocol or what you have to do to handle the fire on our home? So maybe if anyone is here without going through our paycheck, go back and talk to them myself? Just ya know, this is what was said maybe you miss understood or that that is the truth. And this is why do you have any idea what I'm talking about?

know very little. So what happens is you have to have ventilation, you have to let the fire break before you put the fire out. So if there's a fire at home and the fire signs up, now it turns into gas. Well what happens is once you open the door, and that fact that those gases are filled with oxygen now you could possibly get an explosion Do you might watch back right from the movie back then. That's the concept behind it. So what they do is they will get on top of the roof and chop holes in the roof. So try to breed we want to fight every that way we know how to attack and attack we see. If we do they turn to the gas and now you don't really know what to attack again. Once oxygen is released, we're competent dwelling now can explode. So it's really a safety reason why they do that. And I know a lot of times people make like if a firefighter required to turn on my house, believe me, there's a reason behind it. And if we did it today, we'll probably suffer level damage then

by but it's actually about your wedding.

And I was hoping, you know, the edge of fire. No, we wouldn't do that. The only time we would do so we take a defensive posture on being closed, which means we're not going to send our men and women to risk their lives. So in those cases, that you may see. Yep, okay. Yeah, but that's an ens. And safety reason. I don't know if you guys remember it was. It was over by seven on Woodward a couple of years ago, and it was a beacon of love, and members money in class, we have four members trapped. We almost lost one and eight members, right? Okay. I'm sorry, eight. And so from that point forward is when we started taking bits of plastic, or baby Lovelace trying to say, well, this just doesn't work for life. So that's what we thank you, you're very

apologize for being back and forth, kind of print stuff after this medium. And I'm heading to another important issue. So I have one last question at least four. So I think there's a number of senior high rises in downtown Detroit. And my mom has actually moved into one. And, you know, honestly, poorly managed. But more to the point.

    My question is,

what is the frequency or duration of fire drills in your senior buildings? And is there some sort of process in which the nominate for captains? Or is that something that is happening internally?

Or what is the immigration coordinator? I've just got a concern, because my boss was a I think it's a very poorly managed building. And I wish I got in Richardson was here to speak more to the power of attorney because we, you know, there's, there are some concerns about who we were talking to talk to you guys, you guys did a great job, regarding the conditions, etc. But I mean, there needs to be more inspections of the field, because literally doors are left open security guard is sitting there for anyone to walk in a given home care, because the vast majority of us are certainly willing not to say that the administration or any one city government does care about. But there seems to be some dereliction of duty themselves. So forgive me, but more to the point. Do you please explain to us what the process is that comprise a new sales module

that really speaks up at 330? East Jefferson is a people ah, facilities, preservation of affordable house, better known sometimes referred to as low income, but does not mean that we have to certainly make life safety for those individuals.

So that's a really good question. And I said before by the condition of senior citizens, senior citizens high rise in the multifamily world is considered critical infrastructure occupants. So that's the building that has to be inspected on an annual basis. No, no ifs, ands, or buts about it, right. So within my division, we have our Public Instruction unit that handles all of the life safety training, and fire drills. Now per RC coal, you're only supposed to have like one firefighter per year. And we actively go out and assist, high rises, occasional high rise occupancy with fire drill training, as well as evacuation planning, as well as doing the actual inspection to ensure that the lifesavers equipped with the fire alarm system, the sprinkler system is functioning the way that it's supposed to. So if you have concerns, you can contact my office and Catherine Davies, he leads the home construction unit, he does a great job. And the high rises are wasn't finished, but infrastructures that we focus on. So we've talked about critical infrastructure occupancy, meaning that there could be a large loss of life if something happens within these particular occupants, right. So we do our best to protect them to talk about to lots of kids for the first time in probably two or three years, or maybe three years we've done every school. Typically we will focus on EPS will The occluded charter schools isn't that last year, that every school in the entire city, public and private. But back to your point. The senior citizens no matter division point, no matter whether it's lower income housing, they still need to be protected, right? So we're going to do our job to make sure that everyone does what they're supposed to report to the origins, have the drills, have the training, identify the floor at the top, and make sure that they know what they're supposed to do also. So anytime you can get in contact with our office, and we'll be right.

I'm going to wrap this segment up and open it up to the public question is, so this conversation somebody is talking about safety official crap, right. Now, I'm going to allow the fire marshal once again. The area that I live in, there's a building near you, I'm not going to get the day. This building has been in violation of the fire alarm system for over 20 years.

When this fire marshal came into being on fire, he went there personal. What I'm about to tell you, he prepared for it. He put that building on a fire watch, meaning that every hour, someone has to walk every floor, because they don't have an alarm system that works in the building as 29 News. That fire alarm system that is required by the code that he's required and a prerequisite for him to enforce cost. Mr. Simpson, you want to take a guess how much so high rise really 1718. Sure. It's costing you $400,000. But

again, a couple of fires will not go over. So I applaud the fire marshal and his team. I applaud the commissioner and the folks that he has up here. Because I see the work every day. I'm on Jefferson, EMS comes up and down Jefferson, like 40 Corner north, they fall into 375 to the hospital. So they're doing at work. We have more EMS ones. Now when we have fights. It was split for me we have more fires in EMS. Times have changed. We're getting better with technology for fighting fires, for preventing fires, fire prevention is extremely important. So that is something that you should be proud of industry. No question about last name EMS. When they come into your house, they just come in with an attitude that was very cool. Looking around, looking at your furniture, looking at what you're cooking, that sort of thing. That has changed. They've come in now with a helping attitude. And that's because of leadership. I think two weeks ago when he was announced and they took the tag off, I've had a call from the mayor's office before he called me and said that blah, blah, blah, blah, blah. But then he called me and asked me to present when I was here that day, I was so proud. And I'm gonna say this now because I didn't want to take up the spotlight that day, else's day. This is our night. When I went to Jackson, as the first black chief of that very conservative see Jackson, Michigan, birthplace of the Republican Party, both places some other kinds of parties that you don't want to talk about. He was the first one that called me in congratulating I never forgot that. And when I look at opportunity, I see a significant loss which assisted me in the second round white citizens by race. All I'm saying is that we do have the best of the best. You see. LAPD, UC Chicago Fire loose. Detroit today just had an agency best cookie wars. So Nevertheless, in the eyes, we're going to open it up to you. I will bring the mic to the field before you step right up and ask your question. So raise your hand if you have a question. Miss Jabra you came on with 120 chips. You have a question? No,

    no

We have created the fact that you guys can come up with anyone have a question to step up to the mic? Have as much time as you need. But you know what?

I don't have a question. I have a contract. My name is Chip Roni, and my office is on each congressman in barber town. We work closely with your river town fire station at East Bosniak. And I just wanted to tell you, I have never met a more dedicated group of people. In the last 12 years, we've worked with them on projects together, I have to tell you, they are example of the love of the city of Detroit. And I just want to compliment you for having a great team. We love them, and keep up the great work.

Step up now. What is that? We've had some where you couldn't you had to take the microtca. Hey. So

you know what, let me talk about some of the initiatives. So we

    ran

for 14 films. And what we're going to use to where, right now we're in infancy stages of implementation, but we plan to have full implementation. And we're going to use these drones for firefighter safety, as well as locating victims in large crowds. So for example, we have an art class with concerts going on, we could fly a drone art class and get an exact location, and it was sending information back to the medics that are responded to that location. For fire, it can be send the drawing and the vibe of the fire. And if someone's hanging from a window on the backside, it will let us know, it will let us know where that the season fires do. So we're very excited about this. It's been around the country. But I think we're one of the first ones in this area, of course. And like I said, we're very excited. But the ultimate goal is to have autonomous drones. Which means when the fire department gets alerted of a fire that drone takes off at the same time. So what may take may take us four minutes to get to the same drawing again in 30 seconds, you can step back, and let us know. And we're very excited about that as well.

Now we'd be moving jump in DPD is not here yet. But one of the things that I can't say that No, I believe the relationship between DPD and 25 events is the best today that has ever been. I saw the two of them. That being cheap flight and conditioner suitable to do that yesterday on TV talking about that incident that fight and how to arrest of an individual and her chief wife, the battery on how to see what he meant was police fire EMS, working together in the same building and public safety awards. I've never seen anything like I love. We used to say police stop weights and fire a fire, put it all the way through. And they all protect us as a public. So we're trying to push that now. So happy that there is a new day in Detroit. Quick kind of operational work.

How is the installation of the St.

    Paul's impacted on

this spot? Wow, that's an excellent question. So we're working with the government right now. We want them analysis across the city or how it affects our fire trucks and our ambulances. It does affect our response time, very minimal, but it affects it what we're more concerned about and it affects the VA, right, because they got to slow down so much weight here and a lot of times the ambulances and fire trucks, they don't want to come to the police. So they wanted to pull it over again. That's more of our concern, but we're actually going to get a bag suspension. Instead of the traditional type of suspension switch. We're going to break the springs. But in regards to response times, that analysis that we're working on, they're going to adjust it so the width is a little different. Where are our firearm started out with some people, they wouldn't be hindered by the homes

that actually came up and he was upset because it was installed by what they put up there that they come on. So thank you for that question.

    The way Oh.

So let me let me just comment on what you see. So myself cheap white, talk pretty a lot. I mean, talking about once or twice a week, and it's just picking up the phone and calling him on his cell phone, we have a very good relationship. My executive team, they have a very good relationship with his executive team. And we consider we're one we're all public safety. It's not fire, EMS, it's all public safety for all here to provide that service to the citizens of Georgia, I

got a question for you. So once the season is coming up, what can our community black clubs, neighborhood associations, even as a CAC, what can we do to help you all through budget season our

period of questions, so we will let you know. So we are going to work on next year's budget, which is fy 25. It's the largest increase in firearms history that we've ever asked for. But our stance is that if you do, we're going to provide this optimal service to the citizens, this is what we're going to be. So if we run into any robot will let you guys know what we think is gonna go pretty well.

So when I'm watching, that I managed was about 139. Male, where we have now about 187.

So what we did also is we took the data from other cities, and we realized that our budget was a lot more than other cities. So that was more important for what we needed to increase our budget. So I think I think we'll be fine. But I was just told, just make sure you don't go over this amount. So

    180, that makes it hard.

Yeah, this will be at work with new trucks,

    new average new fire,

we have 10 by 10 new fire trucks coming in probably July and August. And then we have about 24 ambulances coming throughout the next 12 months. So we're looking good. We then I hate to say this, we have actually one of the newest legal apparatus in the country. Our oldest frontline piece of apparatus in 2015, which is unheard of. You could Google this, I mean, New York, Chicago, they're all in to 1520 year old pieces of apparatus. We have one of the newest apparatus and we actually gave a lifespan for each one of our apparatus with our truck being the oldest in that same kind of 18 year lifespan. And it is it's wise to have an eight year lifespan on our ambulances. They actually got six year lifespan. So we tended to stay on that journey.

A partial President did not make it but she spent one for which I'm going to ask him if he does not mind. Come up with just say a word or two on her behalf. Anything you might have, on your mind. state of mind. Any questions you might have this position. Okay.

Everyone, my name is Ray Simpson. I'm representing the network in that investigate, maybe Sheffield. You spoke earlier to an issue of the contaminated soil. There have been conversations nothing has been set in stone. There is a small creek currently that's covered up. It's called the blood Creek is currently cooked up but nothing has been set in stone about what to do with the little royal site. However, they say concrete is a good form of keeping the contamination contained. There are a couple days I have that made that you may want to be aware of. I don't have flyers so you might want to write it down. December the 13th. from four to six at Derby, again December the 13th. from four to six at Derby, we're having our toy giveaway for all ages three up to 18 We've been buying toys all week. I'm going to give everyone my cell phone because I lost my work phone. I've got a personal phone chase me 313-979-0566. Again, that is 313-979-0566. I am extremely responsive via text. I like to take issues that I get emailed department heads directly. They tend to be a bit responsive now that we are in the president's office. Any concerns feel free to reach out? Again 313-979-0566 No free call office 31322445 all the while but they probably tell you to call me in ways I feel free to reach out. I don't know if you have any questions or anything funny. I'll be here during the remainder of the meeting.

When is the vote on the district's gonna or I do

not have that information currently. But I can find out before the end of this meeting. Will it be in the first quarter of next year also is it the other day so I am not sure to what I've walked out before to an end of this meeting and be able to disseminate

time retire to the gracious pastures three o'clock. So hey,

I have wanted to sell shy but I wanted to ask question biohydrogen.

Over on the Boulevard, the fire station times people are

just fooling around my age of 23 Boulevard in the rain once you was Miami

here sometimes by costume that a lot of times they walk I don't know why water is running, which causes a lot of pressure. Is there a reason why every so often is watered if it's just run for days is a point in time. So

yeah, so I wouldn't have a reason. So just so everyone knows. We checked the fire hydrants prior to the freeze prices and reason with cash and make sure that more of those go into like shipping, but as far as any maintenance or anything when I invest more and more, but I will have my chief of Community Relations reach out to

    to the whiteboard

on the questions of Mr. Simpson I want to recognize representative from counselor that person Mary waters, we've seen a Becca come on and see where you are and live and we will report back and say that five o'clock in house standing job. LADY

MICHELLE, welcome the director of constituent services for Councilman at large a lot. And I would just like to say as a retired teacher from Detroit Public Schools before COVID I know our school is mostly our high schools, partners that add machines because as you know, teenagers are bogged down in basketball or football and in context. I was also trained to use the machine as well so I was very elated to hear it and now it's going to be clear Ask the city as they are also in high schools.

Yes, we are training personnel. Very good.

Thank you for inviting me to your meeting, as I'm going back to the court counselor who was also involved with the advisory council and they got started and see what's going on. And we have a crisis, it is only reacted that more will come forward. But I'm very happy with the fire department. And I was happy to hear about the HVAC system is a very smart, and they need to be there because it will also help in the community. You have neighbors, you have the seniors live next door to us, young people.

The last thing I'm gonna say again, Mr. says, when we pop back in, one of the things I want to ask you, we're gonna do this. The first time we asked her when she met, our team has announced some years ago, the former mayor took out of the fire department three days. Emergency Management is one. I don't believe Emergency Management has been handled efficiently since left. I'm going to push an initiative, starting with the community emergency response team cert. Bring that back in house

    under

Chief training. I'm just going to add to it just seems to me that there will be like this to the buttress that Ashley Newman back to where it was and backed up wandered around the world of the Fire Chief Fire Commissioner versus the thesis in the United States. I'm not saying it, Dana. Good job. I'm just saying where it needs to be. But that really seemed management, invasion. Homeland Security. The reason why I took it over to police resources, my and our commissioner at that time, didn't have the kind of foresight distribution. If he's at 189 million now, when we get that 60 million 70 million that is out there. She for Homeland Security. But that's just me holding my first stop. So so we would have had that conversation and pushed it to our council. But you guys don't. By the way, both acknowledge council members, council person water and council person young lives industry five stone's throw away from Lafayette and mount that fire. So

before we get real brave, I just wanted to have answered his question. He asked what was the revision fee both on the map price making point and that will take place at the end of January.

We had a meeting last week with council president Sheffield, dealing with the redistricting a lot of information came out and evason about all the tools and it was attended by 100 feet. Those are the people that are going to be engaged. The people sitting here are the people that are going to be engaged. The other folks are going to be surprised when it's enacted. Once it's voted upon and enacted. You cannot put the toothpaste back in the tube. And I gotta say well, when did this happen? Well, had you humbly speaking, been in attendance and been engaged? You would know. In order to get this kind of information. You

    got new days,

you got to give us on TV, basketball. Singles. You got to do something. What am I gonna do next? Thursday

we want to end tonight at 728. I have already resubmitting probably. That's okay. I want to thank each and every one of you from the Bible. Our House wants you to ask for prayer for one of our CAC members whose hospital and another that's it has some challenges there, typically seven of us to a point. And five of you saw a former students offer what was what I want to say to us that stay the age of more. Number two, if you see something, say since so if you don't know who to call, and something is happening outside, now no one still works. I think after the shot, you want to give them their facts. And why

I want you to do is attend your neighbor, tell a free, use a telephone, they still work. And let folks know that your community is alive and well and thriving. And the only way we can get better is to work together. So thank you from the bottom of my heart. Anyone else? Before we leave?

Just one more thing. I'm not sure where you received your information about this meeting. Definitely mentioned you share it with your neighbor, that we may receive that information from the city's website. There's also a link on the city's website for a survey. We also do the survey and we are interested in knowing what people want in the different neighborhoods to try to come up with goals for the entire district which can be difficult because there's many different types of neighborhoods in our district but and please pack now other people to do that right and then on the

to miss so member sellers point. Those in attendance tonight, the website for the survey can be accessed through the QR code that is on our banner. So again, please do take the survey because that helps us to answer to ask questions and to get answers and properly assess what's going on in district five. I guess my closing statement will be happy Holidays everybody. The fire department you guys work tirelessly him as you work tirelessly for the citizens of the city, to the citizens in the city who are engaged. I know I gave someone tonight some very important. But you're here. We thank you for your leadership and your communities. We thank you for your engagement and I want to wish everybody in attendance Happy holiday. And we'll see you next year.

    Next year.

Good evening. My name is Michael. What is currently hiring. So you know the young individuals that love to be a firefighter. Got that GPS over there.

Thank you. By the way, this gentleman is president of the limonoids Avenue Business Association. I think he's been in acquisition for at least

    seven years maybe

we need to borrow some money back

so we just hired our first social media manager so she was awesome she has produced the right channel for bring it over to the fire department so please join our Facebook at facebook twitter, instagram I'm older so what else

we're going through a rebranding of the fire department so we would appreciate your social media outlets and you'll be very pleased awesome we got the literature over here for our for

our secretary just picks up to me and we still before my time so while we all get paid the cherishes and we can accept donations. I'm not asking for donations. I'm just asking you if you know that ratio individual that would like to put some money into the city that can do it through us and we'll put it to good news by using social media they have like doing some other kinds of things and trust Treasury that we have and the vice chair of vehicles opinion picture and make sure that the money will not be squandered. So and by the way, in a lab once we have received okay. One of those reasons is we have asked for we're nervous about But the council person and on the website if you look at the city's website, President Sheffield, you'll see right here CAC you look down tells you all about this case it tells you that they can accept legal donations. You can find your money. We can accept legal donations. So if you know anybody, anybody else before we say goodnight. So again, thank you, and as my vice chair indicated, happy thanks
