Lori joined the Council persons that needed to hear what I have to say right now are not here is going to be recorded but I'm gonna say it anyway. And it's really had to do with two items on the agenda. Number one approval of the agenda and number two approval of the minutes. First of all, voting no. on either of those items accomplishes nothing. So it's in no one's interest for any council person to vote no. On the approval of the agenda, or approval of the minutes. No reason for approval. of the agenda unless they have a problem with the order of things on the agenda. And that's really about it. And as far as the minutes unless they have a problem with what the minutes actually reflect and they need to state those things. So that we know as citizens why they are voting no. Robert's Rules of Order. Doesn't even use the word agenda. You can't find that word in it at all. The closest thing is order of business. And the only thing votable is does the normal order of things that you do your meetings the way you do your meetings. Does that have to change for some reason?
And that's it.
And unfortunately they know enough to know that if there is no quorum, there can be no meeting. And if the meeting is adjourned there is no more meeting. And those are the only two ways of meeting in so that they've decided to, as mayor said, not execute their responsibilities as council persons based on the Constitution and the charter and just create a situation where the council cannot do any business, which is unacceptable. My name is Christopher Carter. I am for a 203 resident of District Two in Detroit. But as far as the budget, I would like to see my version of trust back UBI worked into it. Because what it does, Could
you could you just educate me Transpac BBI
UBI trust back to universal basic income. Yes, sir. All right. You usually hear of universal basic income, but what it is is another form of capitalism. So it doesn't really work because it doesn't create a floor. And what my version does is create a sub floor I won at the steam challenge in 2017 at Wayne State for the sustainability project. So what it does is basically create a trust for everything, you know, for firms, institutions and households. Imagine the police department, the fire department, the water department, all having a trust and and and having heads of households receive trust, you know, and businesses in the area receiving operation costs, you know, most businesses small mom and pops their operation costs maybe not even $50,000. So, the funds taken. The tax dollars taken can be held in trusts and given out to everybody because it's not given out individually. So it should work. You know, according to the regulations of how funds are distributed, like from the municipal level down to the citizens, you know what I was there. So it would be like, really easy to do with the with the stroke of a pen, just to make it like everything, having trust invested in the market. You know, like a privatize Social Security. We can invest it. There's a thing called the Main Street growth act. Right now that's supposed to be in Congress of the United States. And it's for black on Wall Street, called the dream exchange. And we can utilize this market and black owned banks as a form of reparations to the poorest of us to get it first. You know what I'm saying? As we are taking all these funds, as you are all taking all these funds because of the budget crisis and work it in a way that is sustainable. You know what I mean for sustainable growth in income, instead of constantly robbing Peter to pay Paul? I mean, they showed that the stimulus works when they gave it to businesses and households. The institutions didn't get it with the Biden budget. You know what I'm saying? They went, the Republicans went against it and the socialists and communists then went to war. You know what I mean?
I don't want to I don't want to be rude interrupt you. But I mean, the public hearing was about Highland Park's budget. So I know that I'm hearing what you're saying. But I wanted to make sure because we have I have a citizen that wanted to speak all as well. Okay. But that's probably some advanced information that you might want to take to our chief executive officer. Okay, because for the rest of us, I'm familiar with the concept. Okay, but I'm largely unaware of how the mechanics of it works. thank you. Um, my name is Jamila word somehow impact resident I know that you are looking at fixing Oakland, between Davidson service drive in the south of the city. Can we think about putting some speed bumps because from Davidson all the way to the south of the city is a raceway and my nephew's house has been hit more than several times at 250 for California because of coming out of the Chrysler Oklahoma as the main interest of Chrysler coming out and then the person going southbound and then they collide or try and Miss either the cars are being damaged or the house is being damaged. So can we think about putting speed bumps also, Davidson service dry? Can we kind of put some speed bumps on Davidson service drive because you know at night when I'm trying to sleep at two o'clock in the morning and that's all I hear. And it's ridiculous. Either they're going onto the freeway at a high rate of speed or they're going down the Service Drive. So when we have areas that at nighttime that have a long stretch Road, can we think about speed bumps I know you had a stop sign I mean the light traffic light at Oakland and California. It Back in the day when Christ was here and then they took it out I guess they started doing a survey and then they it was a flashing light and then they just took the light all the way out? Well, because we do have small businesses that are on Chrysler property, they're coming out at lunchtime sweetened like a bad item. And everyone has time to either come to work or go home. So to kind of give some of the residents a little relief by putting speed bumps or thinking about putting back a stop sign or I mean aside signal sign traffic writers. Yes, ma'am. President

And one of the things that we I did talk to the chief about us that traffic light that was there and seeing if we can read reinstate it that has already been put on the radar. As you know, Davis the freeway service drive belongs to Wayne County and Wayne County would have to initiate that as far as the speed bumps on a on a on that road. But as far as the Davison and I understand exactly where you're talking about it California, we will be looking to see if we can get that traffic light because there is you're you're correct. There is no traffic light from Davidson all the way down to Cunniff. And so there is no breakup of traffic. And so that that way. We are we've already put in motion, the chiefs as well as our DPW director is putting together a track traffic commission meeting. And anyone who would like to come at the time when they said it, please come so that you can address your issues in the city. And look, we're gonna be looking at ways we also have to replace a lot of signs, signage that is missing and the city. So we need to make sure that we know where all of those are missing that stop signs the whole nine yards. And yes, it is an issue and thank you for bringing that up because that is something that we've already started looking into.

About the fire truck.
Are we getting extra funds for fire truck because I see they're like at least $200,000 or more. Yeah. And secondly, the police department they're getting these high price things. Can we afford it? Is there some grants? You got some money here yarn? Please cheap.
Yeah, so that's for our items that we had on the agenda. Yeah. that you see. It's for live scan. Well, that's not us. That's the fire department for the for that. But these these are so resolution for live scan machine, as well as resolution for license plate for your characters. We have grant money that's going to cover the majority of that. So the answer your question, yes, we do have the funds.
But what about this? Anything that looks really expensive. So
so really, in terms of what it's for, it's it's not inexpensive and again, it's covered by a grant. The what it does is when we arrest someone a lot of times they don't they don't give us your information. So we're we're tasked with taking their fingerprints to identify them. And so it's a tool that is a necessity, ours ours is becoming outdated, and they have new technology and and you know so we need to upgrade our system that will link was our current program that we're implementing. lastly, Storm Park is a hot mess and DPW mow the line so kids can go out there and play without suffering hay fever.

I would address Miss Roslyn. Roslyn, I just sent out an email just this morning to make sure that DPW address all parks in the city. We do have equipment down that was down from when from the last administration. It was cracked up even though we just got those the bodies of the turn mowers have cracks in them. And so they've been sent out to be welded and so we do wear our short equipment. And but I've already sent out a text message just this morning to our DPW supervisor. To make sure that agenda the parks our address, store and park is used the has been adopted by the company one of the companies over there and they use the cut the grass frequently. And so we will make sure that since they have not started take their adoption process that the parks are addressed. I've asked that already this morning. So please know that that is on the agenda for this week. With DPW. We do have new people, they are seasonal. So there are four new people. And at this time, I would like to thank Mr. Wash. Who has we retired after 45 plus years of all his service. And so we will be hiring somebody in his place. He served his time. He's done two tours of duty as I call it, and we appreciate him very much. So he has resigned he has retired.

What is is the council persons pay included in the budget and within walking out what recourse does legal have against that? Also, I wanted to be a record. I think it is very disrespectful, but the ring wrong people to walk out and they're here to represent the citizen. So again, what is the legal recourse that can be taken as far as getting them out? And are we gonna go through this problem every two weeks? Because I know they get the agenda and the package ahead of time. So they read all we can ask questions beforehand. What's the problem? Because you know, we're not here just to waste our time we won't answer you know the news, the CNS, they already call this crazy delusion or whatever. So to the three people that walked out, that is very disrespectful. You were put here in those positions to represent the citizens. I've stated two or three times. This makes us look better every day. So they're getting paid to come to these meetings, then you could give me that money. Or you could give it to them. Yes, ma'am. Miss Miss sport, and I want to I don't think people know it. The council districts get $6,000 a year. That's $500 a month on it. I don't know. I don't know. $125 a week. So Miss Monica is here because she loves his city. She spent her whole life here. Okay. So I make less than $700 a month round 700 I'll know about someone and change to represent the city while I'm working. So I'm not here for the money. Those of us who are here. We're not here. The city of Highland Park does not have the budget like my friends in Detroit who make around $90,000 a year. When you live in a small town you have to have a commitment to the upliftment of the small town and I'm looking at the charter here and the charter says City Council shall exercise all legislative powers at the city except as otherwise provided by law and shall provide for the public peace and health and for the safety of persons and property. And I'm getting that.
Okay, I understand that. So that means they can come to a meeting every two weeks. Stay here five, five minutes to do roll call from the young lady and they still get paid for being here but tonight
so that's I think that's the the catch 22 of the elected official let me just say this. You as a citizen, have the absolute right. To get pen and paper all of you and write a letter to your governing body for this state that is Governor Gretchen Whitmer. Everybody in this room has the right everyone who is watching this transmission has the right to take pen to paper and express your discontent with members that are with elected officials who are derelict in their duty you have the right to do so. So if just if Miss Monica and I did it they could consider it as sour grapes. But if we have dozens of citizens writing those letters, they cannot all be ignored. We are we are coming to the head of a decade's long crisis related to our water infrastructure. It is incumbent upon our community to be cohesive. It's even more incumbent upon the elected officials to be responsible in over the last two months. The focus that should have been on the management infrastructure of our city has been on special interest that will benefit almost no one as it has been said before you can't grow nothing without no water. And so that is putting you and your neighbors that includes me that's putting us all in danger of not being represented.
So again, are they getting paid for the work? Are they getting paid or will they get paid for being here? What seven minutes tonight?

It turned around and sold the house in 2016 to some people in Atlanta, Georgia. Marian Georgia. The grass in the backs up this Hi. I got trees. Every time the tree break. It affects me and knocks down my power wire. cable wire. I just had a tree hit my chimney $10,000 That's how much it costs for the guy to come out. Not to tear me down and rebuild it back up and run pipes down there. I shouldn't have to go through this all the time. The front yard isn't garbage. The city comes down there and border board up the window. You call people squatting in and people you know they don't come down here.
Have you thought about taking civil action against the owner that's in Georgia.
They don't care. You don't care. I mean they got black mold on it got black mold. It's so bad in the house. You just as it blows the wind blows you fill it. You know my grandkids can play in the backyard. Back I cleaned the alley up from my house I parked is the only part right there where you can drive down there. I'm at the last block of California and there's also a sinkhole that has formed and continues to form at the end of that alley between California and Massachusetts. When they came and did that sewer work backed up all of our I had to get my own repairs done. So at least they can fix that sinkhole and not leave that there. So that's not uncommon. Okay. It's California and brush between Massachusetts and California. You can't miss it. And I think we have one on opposite side. You're on the middle block. I'm on that last block and they just left.
