And I do just want to use this time to briefly share remarks regarding a resolution that we passed last Tuesday, so last Tuesday, I introduced and council unanimously approved my resolution recognizing yesterday November 20, as transgender day of remembrance, an annual observance that honors the memory of transgender people whose lives were lost in the Acts of anti transgender violence that year. According to the Human Rights Campaign, there have been 32 reported murders to death, including for right here in Michigan. Naomi Skinner, a 25 year old black transgender woman was described by a friend as being a very outstanding person. She is said to have lived a fabulous life. Naomi was fatally shot on November on February 12 2022. in Highland Park Ray mascot was described by coworkers as a council who had a glowing smile. On May 2022. Muscat was shot and killed in Independence Township, Michigan, halen divis interests were wide ranging, her smile was bright and she had an active presence on social media. The 28 black trans woman was shot and killed in Detroit's on July 25 2022. DD Rick's a 33 year old black transgender woman was shot and killed in Detroit's on August 27 2022. Furthermore, late Saturday night this weekend, on the eve of Transgender Day of Remembrance, there was a shooting at the community space for the LGBTQ plus community in Colorado Springs Colorado. Club que Well, names of the five victims haven't been officially released. We know that five were killed and 25 others were injured. Among those five murdered is reportedly Daniel and Stan a 20 year old trans man who was a bartender and performer at the club. Please join me for a moment of silence for these beautiful lives in the countless names of the loss that have been lost to the senseless transphobic violence. Thank you all right. There's no documentation and there's no witnesses at all. I'd like you to have him come in here and tell you exactly who these witnesses are. And can you get the documentation that he says he has? I have never seen any documentation from law department or any witnesses of this. The mayor of Detroit committed fraud of a false warrant. He needs to be charged. You need to have him come here and so forth. You have subpoena power you need to subpoena him and so forth. Can you do something here? I come here many times. I'm asking you to help me. You're from Southwest Detroit. That's where I'm from. I tell you what, when Snyder was doing the Gordie Howe bridge, he asked me to get businesses for him for support. It's engaged that we have to be there within 20 minutes. And if not, we can get reprimanded and if not lose our contracts. So I just wanted to let you guys know for the record, that you know due to the weather conditions, limit amount of tow companies that are currently towing that will be towing for the city throughout the entire city. It may take us a few minutes longer. So please let that be known for the record. let you guys know as well that we just want to protect ourselves as well as continuously doing business work for the city of Detroit and providing current towing throughout the entire city. So, I know there's a limit of on tow companies but, you know, please don't let that hinder any of us currently moving forward doing business and have this reprimand any of us moving forward.

So I find it dubious and really egregious, on members of the console to not address the mass concerns. Likewise with me and those Vatanen, I agree and now the family of porta Burt's because the chief has yet to release the names and that's kind of puzzling to me why he won't be least the names of the officers who shot that young man with a three and a half inch knife, about 25 feet away from them so many times.

Good morning Madam Chair. My name is Tom. My name is Tom stood on. I'm a attorney for a police towing company by the name of Michigan auto recovery service Incorporated. Otherwise known as Mars Mars has towed for the city of Detroit in excess of 39 years. And in response to the latest RFP. It submitted its response and never heard anything not nothing either way. When it heard or learned that other companies had received a response. It filed its protest and then never heard anything. I came before this body on September 6 And in response to myself coming before this body on September 12. About six days later, Maurice finally received a response to its bid protest that it had filed subsequent to that Mars filed its request for a hearing in front of this body and filed a full vendor protest. And I'm although I saw that Li JBS had their protest decided and heard last Thursday. Neither Mars nor any other vendor protests that has been filed. My understanding is there's three additional or at least three protests that have not been noticed for hearing. Not only Mars, but nationwide recovery and new executive. So I'm asking that the council hold all its decisions. Until all the hearings are conducted and the managers heard. Thank you.

The morning Madam Chair and members of public health and safety committee. First of all, that was perfectly pronounced. I'm speaking as a resident of District Six wanted to thank this body for considering policies related to renters and renters rights. Specifically line item 5.3. Just want to know about how this protect residents. If this has passed, what sort of body would be created for renters? Also, is there any sort of actual work done on evictions? that are taking place illegally that is the landlord does not have a certificate of compliance or lead abatement certificate or certificate of occupancy? Yet they're evicting people as well. I got into this rental contract understanding that you know if I pay rent on time, I get to possess the place. What is their mandate or what is there being done at the city level to make sure that these landlords are doing their part other than paying taxes to the city? Aren't they supposed to pay or have some inspections done to make sure that they have the certificates and if they're not being enforced, and what's the point of having this rental registration ordinance as well? So I think a couple of these things in terms of renters rights needs to be tied together along with enforcement of this of the renter, occupancy and certificates and other forms that landlords are supposed to have. It just seems like the city is on this as punitive towards the tenants, but seems to give the landlord a free pass and we need to change that relationship as well because renters aren't just as much as residents of the city. As homeowners which are becoming a declining demographic in the city. So we need to have a stronger robust policy for renters rights for rent your organization in the body for grievances since we're being abused here in the city. Thank you

Hearing on li JBS the other day their protest, but no executive sewing also filed a protest it was entered with the City Council prior to the October 17. Meeting and we have heard nothing on that we have not gotten any response. We have not gotten anything scheduled. And I believe that while li JBS is protest was valid so as ours, so are the other ones that are out there, and we should be heard just as well prior to any of the contracts being awarded.

Good morning city council and beautiful people at the city of Detroit. I'm a concerned Detroit citizen who's calling in regards to gotcha and Sons towing. I believe it's item 512 20. I was requesting an accident humbly. No on their contract. They are a predatory business. That has preyed on citizens of Detroit for years. They still practice they still practice those, those type of things. They take advantage of citizens, especially poor citizens within the city of Detroit specifically black poor citizens. They charge absorbing rates for their toys. I have six $700. I'm actually a victim of gotcha Science Time. I've told two of my vehicles illegally, which I file a petition with 36 District Court. They've illegally told my vehicles twice. They've charged exorbitant fees. They've given me a reason which was incorrect. They've lied about the reasons that they've told they've entered my vehicle and taken out things. They haven't allowed me to enter my vehicle without charging a fee which is illegal according to the state of Michigan, which states that the owner has the right to enter vehicle to check their personal belongings and the tow company cannot charge more than $25. On the first visit. They attempted to charge me $75 And wouldn't allow anything in writing. When I received my first vehicle back. They would not give a receipt they seem to forge receipts and paperwork they're a predatory company within the city of Detroit who preys on citizens and I humbly ask you guys to vote against renewing their contract. I am going to send an inspector out to the McDonald's on West Grand Boulevard to assess the condition of a sidewalk and the driveway that's referenced that well we'll have to first make a determination as to whether or not the property on the business owner has some culpability and if so, we'll send we'll give them a notification for them to address the issue if it's their responsibility, but what I can do is ensure that when our construction season begins in the spring, whether it's the McDonald's restaurant themselves or DPW will ensure that any damage sidewalk on this stretch of Grand Boulevard is addressed. And if there's some additional I know the memo or the comment also indicated that that it may not be just isolated to this this one location referenced the entire area. If there are some other specific locations that can be shared with us. Well, we'll make certain that we give those priority as well.
Thank you, Director appreciate that. And I believe Miss Maddox is listening and tuning in. And I believe she mentioned that tomorrow should be calling in during public comments as well so we can let her know these updates for sure. And anyone tuning in. You heard it from the director. You know, but in a case where we have a where we have someone from, you know, from the disabled community that we know are utilizing sidewalks and wheelchairs, you know, we have the ability to kind of deviate from our normal standard requiring our requirement and to address those kind of unique situation. So just want to kind of clarify that. You know, I wasn't saying that every sidewalk in the city with the DPW responsibility to replace

I heard some of them through the chair. Let me first say that we were not able to bring back the committee before tomorrow with a buyer that was out of office and we're working to bring back the committee for reevaluation. So that's an update. We are definitely doing that but will not be able to do so before tomorrow regarding other protests. All of the companies that submitted protests were given response and so I can if they have, you know, appeal to city council, then it would it would be at that stage now.

But if I may go further, Madam Chair and just discuss briefly again I know there was some constants nation relative to there possibly being an issue with foreclosures for this item. And just wanted to clarify for the record about the lane that exist this ordinance by the way, and there has been two public hearings or engagements with the public health since that last meeting, to inform the public of what these new changes are going to be particularly talking about the liens. The difference between the lanes and the foreclosures that a lien again does not foreclose on one's property. A lien what makes a property foreclosure worthy obviously is not paying the property taxes on that item. And so let's say if there is a foreclosure on it, obviously Elaine can add an additional amount to it. But there's also protections in this ordinance and the city charter and I asked folks to really do their homework referred to our state constitution section four q 13, which is the Home Rule city Act that allows the administrative hearing Bureau to waive a five for blind violation at a owner occupied dwelling or for an owner who was verified as low income provided that they are a first time violator, which is also reflected in a section I have this lines five through nine in the city charter. And so to dumb that down even for myself. It is saying that this allows an administrative hearing to be held relative to those who may violate this fine and for low income families who may be residents who violate this, there is an ability to waive that. And so we wanted to ensure that we provide those protections in that and just for those that know low income, low income is defined at 50% of the median household income for the city of Detroit as determined by the most recent census. So also want to just note that this body has supported before special assessment districts, particularly together and unanimously whether that be the university district, where we did a special assessment district there where they can add fees to your property taxes as well. So that's something similar as well. So just wanted to note that for the record, again, I look forward to working with the administration on this and I appreciate your time, Madam Chair. Well, this. This contract is basically an extension for the fire marshal division or fire department fee study just to mainly right size and give an analysis of the fees that we charge for our customers as well as business owners. It's been a number of years, I believe, probably since before 2013. Since an actual fee study has been done for the fees that we assess for the Detroit Fire Department as it relates to our emergency costs for the services that we provide for response as well as fire protection systems and things of that particular nature. So part of the ordinance these a fee study or approval for a fee study of schedule is supposed to be done every two years and then approved by the city council. So it's an attempt to right size and get our fee study or fee schedule rather in line with salary fringe benefits to this particular date as opposed to almost 10 years

Well, nothing. Well, I know that this is an amendment and I'm certain or I'm assuming that some work has been done and an analysis of the fee study for BC. So there's there hasn't been any work done so far for an analysis of the fee schedule. And the fees for the Troy Fire Department as we are awaiting approval from council to move forward with that. The other thing that I think is important and why there's a sense of urgency to get this done as it relates to the fire department's fee schedule. And a fee study is because we were just involved in a lawsuit a number of years back as well. And in that lawsuit, what they were doing was challenging, how we formulated our fee schedule and how we how we formulated our fee schedule and what the fees were charging we were charging for and what services were were being provided based upon that. Ultimately, the VI of council at that particular time voted to accept the fee study that we had, that we had previously on record. However, again, there's no note of an actual fee study being done prior to 2013 Which is why we we need to get this done now.

It's easier to use premier staffing for temporary hires, and then they're able to move on to the city process once they're transitioned in.

I would like you Madam Chair, it alls appears to be centered around, you know, dispatching to trans Dev and so forth and so on. So these seem to be all tied. To the other contract, if you were sure. So if you could just kind of tell us about this and then about the bidding process, what happened with Michigan based companies as relates to this app?
So I think we'll start first with OCP that might be an easier question to answer. OCP were there any Michigan based or Detroit based companies that bid for this contracts?
Through the Chair this particular contract was presented to me by DDOT as a non standard procurement, so maybe deedat could give us more information on that one, first paratransit because I know paratransit was particularly specific so
anyone that feels comfortable answering, if I clearly
if I could, Madam Chair. The mobile app is attached to the attach the eagle Lane scheduling software. Essentially, there are three major paratransit scheduling software companies, trapeze out of Cedar Rapids, Iowa, route match out of Atlanta, Georgia and eco Lane out of Wayne, Pennsylvania. So while the procurement took place before I got on site, those are the three major players in paratransit scheduling software and eco lane. met all the technical criteria in order not only to provide the scheduling software going forward, but also the mobile application. The mobile application will allow customers to book trips online and eventually to be able to track the progress of their vehicle. As as the vehicle approaches the pickup location, we'll also have technical capability to be able to send out alerts in advance approximately 10 minutes before the vehicle is scheduled to arrive so that the passenger is ready at the time that the at the VA that the vehicle arrives at the designated pickup point. And if I could through the chair to Councilmember waters, this this is the scheduling software will be licensed to DDOT under the new contract and not to Transdev.

Through the Chair, that is correct. Councilmember waters I'm unaware of any Michigan based companies that that provide this level of expertise, if you will, as it relates to paratransit scheduling software.

And we actually have encountered some additional an additional need because of some unexpected testing requirements for dirt. Related to the demand properties. And so this increase will allow us to provide that sampling and testing that we need in order to resolve the unknown. An unexpected situation with the demand properties

Director, if you wouldn't mind sharing with us the urgency around six point 12 And the testing that you mentioned the the unexpected testing. Again, we're not professionals in demolition. So what happens when you're when you're trying to do this and you come across an issue
so through the chair,
there is a sense of urgency associated with this, with this effort that we're performing. We actually have all of our contractors who are able to perform this testing we're going to we're submitting increases to their contracts as well to support it because there are the number of properties is so many, we have to enlist all of our vendors to do that work. To as far as why it's urgent. It's urgent for two reasons. One is because we want to confirm the materials that exist and that it is safe and if not so that we can act to actually remove or replace that material should we need to add to there is an ongoing investigation. And so we need to be able to provide information as quickly as possible to be able to relate related information to the investigation.

We did that to compare if we're going to be able to get a better deal or additional responders we happen to be only one company responded and the deal was not any better than we got from the my deal. That's why we're going with my deal.

Oh, absolutely. We had extensive neighborhood engagement community engagement as part of the Amazon project. We make commitments that the road that used to be called Roulston will be brought back. We had extensive feedback from the community about how wide they want the sidewalk to be about the uses and things like that, you know they were going to be able to ride their bikes they want to be able to walk. We want to make sure that we the right away safe for the resident. So we had extensive engagement about this and a number of those has been incorporated. If you currently drive a drive state car right now. I wanted to make sure that if you're coming southbound on that road that'd be dedicated, that you don't get to make a left turn that you only make a right turn. All of these were done to make sure Oh, I'm sorry. We're talking about State Fair, correct?

Yes, a lot of community outreaches were also done on 615. We got different feedback. as well. bike lanes were a major conversation that we had. I also see that the city engineer rich Dorsey is also on the line in case there's something I may have missed in my excitement to talk about the state fair.
I guess my only final question is good to know there was Resident engagements. Good to know there was feedback that was implemented. Is that enough to satisfy them with this change? Not sure. Sir Doherty if you if you think that you walked away with a plan the residents can approve of.
So regarding the two way conversions, city engineering division isn't doesn't lead those efforts, traffic engineering does and they lead all those community outreach efforts. I'm sure they did a partnership probably with Ford Motor Company, given their involvement. I don't have direct knowledge of that. They would have more information on that. I'm speaking I can speak a little bit more about the State Fair dedications, since we were reviewing all the construction documents are related to the pavement paving work that was done out there and in our efforts. So
Trudy, check your follow up question is that the feedback? Were they sufficient? And were they incorporated? Were they the feedback and the way we build the road incorporated the feedback enough to satisfy the feedback we got? And the answer is yes. And that's why we're going the roadway. Two ways. We've resolved the road. We've incorporated those child and the concern from the basically and the road is going to be in good condition able to accommodate the pedestrian sidewalk, the additional parking, all of those things were were incorporated.

to the chair, this is a, a project that has been going on for going on three years now. Read regards to exact number of attendees. I couldn't tell you that, but I know that the neighborhood like you'd know, active is an active neighborhood. And they they're not shy to give us their thoughts, opinion and contribution. And we did do that. And yeah.
So you say it's been going on for three years. So that would be prior to this current council. So have you engaged the current council for this district? And regardless issue,
so I could tell you, unequivocally that we engage the current count or the prior council woman, since she's not here to defend ourselves, but I'm sure the chair will be able to confirm our level of engagement on this project with our with
